The use of Tunnel Boring Machines (TBMs) for tunnel construction of long tunnels in the Andes of South America has been of mixed success in the past due to a variety of reasons and key lessons can be recognized. A review of past TBM tunnel projects in the Andes has unveiled some interesting findings for different TBM tunnel approaches with both world records of progress as well as nearly in-completed projects with machines being abandoned. Key considerations for the use of TBMs for tunnel construction in the Andes include geological issues; (faults, rock type, rock strength, rock abrasivity, durability, groundwater inflows),depth of cover and the potential for overstressing/rockbursts, site access and terrain, portal locations, intermediate access possibilities, minimum tunnel size, support requirements, contractor and labour experience, and project schedule demands. TBMs offer highly recognized schedule benefits(high progress, no concrete lining) for a project if intermediate access adits are limited as well as hydraulic benefits for water conveyance projects. Minimum specifications for TBMs can be easily developed to suit the unique requirements of any project so as long as all factors are carefully considered. The overall conditions and factors associated with some projects may suggest that it is not appropriate to use TBMs due to a perceived high risk. Finally, access for geotechnical investigations by drilling in the commonly steep terrain of the Andes is typically difficult and often not impossible. Alternative approaches for geotechnical investigations for TBM tunnels including comprehensive mapping, high-resolution airborne electric-magnetics for delineation of possible fault zones, and rock block sampling is presented and discussed.

The National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory (SRL), investigated a means to evaluate the potential impact of surface conditions above underground mines on emergency response activities. Recent events have highlighted the need to conduct critical emergency operations on the surface above underground work areas. Accessibility and usability of the surface, such as the ability to drill holes or deploy seismic monitoring or through the earth communications systems, are an important consideration for emergency response planning. This paper identifies critical surface conditions such as: surface waters, valley fill, highways, railroads and significant structures that must be considered in emergency response planning and in the conduct of emergency operations as they relate specifically to the seismic detection of trapped underground miners. Results of case studies indicate a need to consider the impact surface conditions may have on emergency response capabilities.

At least three hydroelectric tunnels constructed during the last decade through the lower Himalayan region in India have met with serious problems of supporting in squeezing ground conditions. Steel ribs under went intolerable deformations requiring rectification to provide space for concrete lining which delayed the projects inordinately. In an attempt to choose a rational method of predicting rock load, the authors have compared rock loads estimated from various classification systems and elasto-plastic theory with observed values. The deficiencies of the classification systems have been highlighted to show that the combination of elastoplastic theory and tunnel instrumentation programme provides better guidelines for the design of tunnel supports in squeezing ground conditions.

Sociedad Minera Cerro Verde, majority owned by Phelps Dodge produces 200M lbs per year of LME Grade A copper from low cost leaching of secondary sulfides and SXEW processing. Central to the success of Cerro Verde has been the continuous improvement of leaching practices which currently yield over 80% recovery of the contained copper in the ore. This recovery has been achieved by careful attention to operational practices and leaching process fundamentals. This paper details the development of the concept of “Lixiviant Request Rate” where by solution is applied at an optimal rate for the grade, mineralogy, and the point in the leach cycle. Also paramount to the success of Request Rate technology has been the development of irrigation practices such as drip irrigation and irrigation grid design. These developments have ultimately resulted in improved copper production, decreased sulfuric acid and water consumption, decreased pumping cost, and more consistent PLS grades.

Using powerful database management software, nested-field analysis and microanalysis of narratives have been made of West Virginia accident data, resulting in a new approach for targeting and prioritizing safety interventions by county, mine size, specific mine, job title, type injury, etc. and combinations of these parameters. The analyses have been useful in focusing training and discussion sessions on specific work problems, trends, conditions, and situations for targeted groups of miners. Application of the technique will be presented in this paper, along with comparisons of various mine performance measures.

The Leadville District has been a prominent metal producer since its discovery in 1860. Veins and replacement bodies both have contributed to district production. The latter have been the major metal sources and are hosted within the Paleozoic Leadville, Dyer, and Manitou Dolomites. Igneous bodies representing eight separate events cut the sedimentary section. The main intrusive complex within the district occurs in the Breece Hill area and was the thermal center about which the vein and replacement ores exhibit mineralogical zoning. Precious metal-pyrite-quartz veins (quartz Th= 422 to 469°C; salinity < 4.2 wt. percent eNaCI) occur within or peripheral to the Breece Hill Intrusive Complex, whereas base metal veins and replacement bodies extend from the complex margins outward as much as 2 mi. Pre-ore and post-ore igneous bodies occur, but Fragmental Porphyry dikes immediately post-date the ore event. The Fragmental Porphyry grades downward from a heterolithic breccia with rock-flour matrix to one with a dark, glassy, sulfide- and phenocryst-bearing matrix, commonly with quartz-feldspar porphyry selvages on the dike. Two types of replacement bodies are recognized in the district: 1) the Leadville-type (LTM), massive sulfide (> 60% sulfides) bodies with recoverable Zn, Pb, Ag, and Au, and 2) the Sherman-type (STM), sulfide bodies (low total sulfide) with barite, galena, sphalerite, argentian tetra.hedrite, and minor pyrite. The latter type occurs only within the Leadville Dolomite and is found throughout the Mosquito Range and extending into the Alma District. The Leadville-type replacement bodies are zoned with a pyritic margin and base metal core. Wallrock alteration and trace Pb-Zn dispersion are strongly developed in igneous wallrocks but are weakly developed in carbonate wallrocks. Cu:Zn, Ag:Zn, and Au:Fe ratios increase outward from the center to the margins of LTM. Some of the sulfide bodies are localized on earlier-formed magnetite skarns. Pyrrhotite, pyrite, and marcasite are the earliest formed sulfide phases while chalcopyrite, marmatite, and galena developed later. Tetrahedrite and electrum occur in vugs and fine veinlets cutting the sulfides. Late-stage barite, dolomite, and fluorite occur as minor phases. Pressure-corrected Th for quartz (375-410°C), sphalerite (374-387°C), barite (320-360°C), and dolomite (310-314°C) fluid inclusions with salinities < 5.2 wt. percent eNaCI characterize the fluid responsible for the formation of the Leadville-type orebodies. These values clearly demonstrate the high temperature and low salinity of the ore fluids. Sulfur isotope analyses for galena and barite from LTM are - 1.9 to + 0.9%o and 7.8%o, respectively. Proximity to feeder veins and favorable dolomite hosts are the principal controls on ore localization. The Sherman-type bodies are not internally zoned but commonly have host rock silicification near the orebody margin or in the footwall rocks adjacent to fluid flowpaths along faults. Early quartz, pyrite, dolomite, and white barite precede base metal-silver minerals which are followed by late quartz and golden barite. It is not clear whether the early quartz and the late quartz and barite are part of the STM-forming process. Fluid inclusion analyses yield trapping temperatures as follows: early quartz, 316-341 °C; barite, 264-347°C; low-iron sphalerite, 215-265°C; and late quartz, 260-278°C. All inclusion fluids have salinities < 8.1 wt. percent eNaCI. Sulfur isotope values for barite and galena from STM range from 13.2 to 24.00/00 (avg: 18.4%o) and -6.8 to -3.8%o (avg: -5.5o/00), respectively. A hydrothermal fluid d34SSS of about 15%o is needed in order for galena and barite in equilibrium to exhibit the observed sulfur isotope compositions. Equilibrium sulfur isotope fractionation between barite and galena indicates a 300°C temperature of deposition. Two separate hydrothermal events appear to have taken place to form the distinctive Leadville-type orebodies and those of the Sherman-type assemblage. The STM is known to be older than the LTM. The latter is likely mid-Tertiary in age, post-dating emplacement of the Johnson Gulch Porphyry. LTM is clearly related to meteoric leaching of sulfur and lead (and other metals) from the upper portions of the Breece Hill Stock. Fluids were transmitted along faults, bedding planes, and contacts, and cooled away from the intrusive complex. Early ore fluids were weakly acidic and developed argillic assemblages in the igneous rocks adjacent to the fluid conduits. Reaction/replacement of carbonate rocks occurred where fluids encountered dolomite, but rapid neutralization prevented any wide-spread alteration beyond the ore-carbonate host contact. Pressures based on sphalerite geobarometry and stratigraphic reconstruction were 1.0-1.2 Kb. The high temperatures of vein and replacement ore fluids indicate that chloride complexing was more effective in metal transport than bisulfide complexes. Cooling, dilution of ore fluids, and reaction with carbonate rocks were the major factors in LTM ore deposition. STM formed over wide expanses of the Leadville Dolomite terrain adjacent to (and possibly capping) the Sawatch uplift. Sedimentary sulfur was derived from Pennsylvanian evaporite-bearing sequences adjacent to the uplift. Ore leads are strongly radiogenic (J-type) and are compatible with a crustal-leaching model. Temperatures of ore formation are higher, and ore-fluid salinities are lower than Mississippi Valley-type ore fluids. Superimposed upon dark-gray, diagenetic Leadville Dolomite are several stages of hydrothermal dolomite regionally distributed astride intrusive centers of the Colorado Mineral Belt. The presence of these later dolomites argues for dolomitization and later ore deposition in response to an abnormal thermal gradient caused by emplacement of Laramide batholiths and their generation of convective flow of meteoric fluids.

"“Safety Pays in Mining” web application developed by the U.S. National Institute for Occupational Safety and Health Mining Program, helps mines determine the potential costs associated with mining injuries. This web app groups injuries by type, either by the cause of the injury or by the nature of the injury. When the user selects one of more than 30 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, the app will estimate the total costs of the selected injuries, including an estimate of additional indirect costs, the estimated impact of total injury costs on mining company profits, and provide some examples of other items, such as services or equipment, on which companies could spend the savings that result from the prevention of injuries. This paper reviews the app by discussing its development, how it is used to show the true costs of mining injuries, and how mines can benefit from using it.IntroductionInjuries on the job cause pain and suffering. They can also profoundly affect profits and daily operations. In addition to paying direct costs or increased premiums for workers’ compensation insurance, a company might need to pay overtime for other workers to fill an injured worker’s job role, cover training costs for a replacement worker or divert administrative resources in the wake of an injury. “Safety Pays in Mining” is a web app that estimates the distribution of these injury costs and assesses the impact that occupational injuries have on a company’s profits.The costs of specific types of occupational injuries in mining are not readily available as mining and insurance companies do not usually share this information. As a consequence, companies only have cost information based on previous experience with their own employees. Therefore, if a mine never experienced a finger amputation for one of its miners, for example, it would not be aware of the possible costs associated with this type of injury. In addition, injury costs are unique in that the cost distribution is so wide that just using the average cost of a specific injury type does not provide adequate information. Some injuries involve immensely high costs, and even though the risk of these high-cost injuries occurring is low, mines need to be aware of the potential impact on their company’s financial health."

Copper production through smelting generates large volumes of material flows. As copper contained in ore becomes copper contained in concentrate to be fed into the smelting process, it leaves behind an altered landscape, sometimes mine waste, and always mill tailings. Copper concentrate, fluxing materials, fuels, oxygen, recyclables, scrap and water are in-puts to the process. Dust (recycled),gases — containing carbon dioxide(CO2) (dissipated) and sulfur dioxide (SO2) (mostly collected, transformed and sold) and slag (discarded or sold) — are among the significant process outputs. This article reports estimates of the flows of these input/output materials for a particular set of smelters studied in some countries. They include Chile (Altonorte, Caletones, Chagres, Chuquicamata, LasVentanas and Potrerillos), Japan(Naoshima, Onahama, Saganoseki,Tamano and Toyo), the United States(Garfield — Fig. 1 — Miami and Hayden) and Europe (Glogow I, Glogow II, Huelva, Norddeutscheand Ronnskar).

India’s steel vision of 2030 requires a huge amount of quality iron ore. The utilization of low-grade iron ores such as banded iron ores will play an important role to achieve the same production. The absence of alumina impurities in the banded hematite jasper (BHJ) ore provides it an edge over other low-grade iron ores. The conventional beneficiation techniques such as magnetic separation and washing were found to be ineffective to produce suitable feed (Fe ~ 60%) for the blast furnace. It was found that microwave exposure provides significant enrichment to the low-grade iron ore and can be used as a pretreatment step in the beneficiation of similar low-grade iron ores. The above study reveals that hematite phase is susceptible to microwave exposure which enhances the separation of iron values from impurities. Under optimum conditions, an iron-enriched concentrate with 61% Fe, 85% Fe recovery at 50% yield can be achieved from BHJ feed ~ 38% Fe. The pretreatment process for BHJ beneficiation includes only microwave exposure without any chemical additive and may prove economical and industrially feasible.

Introduction The issue of coal mining safety plays an important role in the United States&apos; growing dependence on coal to supply its future needs. This article will address the federal government&apos;s role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation&apos;s energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation&apos;s future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines&apos; research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US&apos;s situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation&apos;s use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation&apos;s recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

Recent accidents in the United States underground Coal Mines and the on-going carnage in Underground Chinese Coal Mines has shown the danger associated with the lack of communication infrastructures in an underground environment. The US Mine Safety and Health Administration (MSHA) have introduced legislation that states all Underground Coal Mines must have two-way voice and personnel tracking capabilities by 2009. If Coal Mining companies are being forced to deal with this problem Tunneling Companies will not be far behind. This paper will examine current practices and best case technology to deal with these issues.

Deep-sea hydrothermal vents (hereafter chimneys) are commonly found on the new crust forming along divergent plate boundaries. Related to the chimney cycle from birth to death, it is hard to define the growth stage of the chimney due to a brief life span of the venting hydrothermal plume. Here we try to categorize the mineral magnetic properties of the chimneys according to their venting fluid-temperatures. Hydrothermal sulfide deposits in the Southwest Pacific were explored in 2012 and chimneys were collected using remotely operated vehicle (ROV) and Grab with AV camera (GTV). In the present study, mineral magnetic properties of three Cu-rich chimneys were measured: a high-temperature chimney showing a venting fluid-temperature of about 200°C (ROV01); a lowtemperature chimney of about 80°C (GTV01); and an inactive chimney (ROV02). The chimneys were sliced to ~1 cm intervals from core to outer margin. Magnetic properties of ROV01 are dominated by pyrrhotite, except for the most outer part that experienced severe oxidation. Concentration and grain-size of pyrrhotite are relatively low and fine respectively. In the GTV01, pyrrhotite, dominant in the core, is gradually mixed with hematite toward the outer margin of the chimney due to secondary oxidation. Both the concentration and grain-size of the magnetic minerals are greater compared to the GTV01. High concentration and large grain-size of magnetic minerals characterize ROV02. Dominant magnetic phases are pyrrhotite, hematite, and goethite. In particular, the most outer margin shows the presence of magnetite produced possibly by magnetotactic bacterial activity. Such distinctive contrast in magnetic concentration, grain-size, and mineralogy among three different types of chimneys enables the life stage of the Cu-rich chimneys to be determined through a mineral magnetic study.

Repeated noise exposure and occupational hearing loss are common health problems across industries and especially within the mining industry. Large mechanized processes, blasting, grinding, drilling, and work that is often in close quarters put many miners at an increased risk of noise overexposure. In stone, sand, and gravel mining, noise is generated from a variety of sources, depending on the type of ore being mined as well as the final consumer product provided by that mine. Depending on the source of noise generation, different strategies to reduce and avoid that noise should be implemented. The National Institute for Occupational Safety and Health (NIOSH) has evaluated the noise profile at three operational surface stone, sand, and gravel mines. A-weighted sound level meter data as well as phase array beamforming data were collected throughout the mines in areas with high noise exposure or high personnel foot or vehicle traffic. Sound level meter data collected on a grid pattern was used to develop sound profiles of the working areas. These sound contour maps as well as phase array beamforming plots were provided to the mines as well as guidance to modify work areas or personnel traffic to reduce noise exposure.

Rare earth elements (REE) and critical minerals are increasingly becoming more important in our technological society and are used in many of our electronic devices (such as cell phones, computer monitors, wind turbines, etc.), batteries, and magnets. Measuring REE and critical minerals in ashed coal approximates the REE and critical minerals in the fly or bottom ash remaining after coal is burned at a power plant, where REE and other critical minerals could be leached. In New Mexico, there are 26 coal fields in Late Cretaceous rocks in the San Juan and Raton Basins. These rocks are being characterized as part of the DOE’s CORE-CM (Carbon Ore, Rare Earth, and Critical Minerals) program. Higher concentrations of REE (as much as 2103 ppm total REE) are found locally in ashed coals from the basins. More chemical and mineralogical analyses are required to fully understand the distribution and origin of REE in these deposits. As the demand for REE increases because of increased need and short supplies, the dollar value per ton of ore rises, enhancing deposit economics, perhaps even from coal.

Korean contract Mn-nodule field in the NE equatorial Pacific is composed of seven sectors showing average water depths of 4,513 - 5,025 m. Of the various factors controlling the property of Mn-nodules, water depth has a potential linkage to chemical composition, shape and abundance of nodules. To clarify such a possibility, we review more than 20 years of research data in one of the northern sectors (hereafter KR1) where there is a marked contrast in water depth. High-resolution seabed mapping clearly separates a northern part from a deeper southern part, cutting across the middle of the KR1. In terms of nodule occurrence, manganese nodules in the deeper north are comparatively larger (2-4 cm) with rough surface (t-type) and discoidal shape (D-type), while those in the south are generally small (<2 cm) with smooth surface (s-type) and irregular shape (Itype). In addition, the nodules in the north have higher metal contents including Cu, Mn and Ni. Such connections of water depths to nodule occurrence and metal contents are commonly observed in the Korea licensed Pacific nodule fields. However, the relation between nodule abundance, size and water depth may be a different story. In KR1, nodule abundance and size are probably controlled by morphological features especially in the north. Seamounts in the north continuously provide rock fragments as new nuclei for the nodules. As a result, the nodules can not grow larger than 2 cm and show the shapes of newly formed nodules (i.e., smooth surface and irregular shapes). Such an interpretation is supported by anomalously high backscattered intensities in the side-scan sonar image map of the north, which possibly reflects a younger generation of magmatic activity.

In response to recent mining disasters and new mine rescue team legislation, NIOSH researchers conducted meetings across the United States with mine emergency response experts to investigate current needs and issues. Some of the issues include emergency response preparedness, mine rescue contests, real-life training capabilities, and training facilities. Many new teams are being formed that must be trained for mine rescue team competitions as well as be ready to respond to a variety of mine emergencies including a fire or explosion, a massive roof collapse, mine inundations, or vertical shaft rescue situations. Therefore, it is important that these teams are adequately prepared and trained. This paper presents a summary of domestic and international coal mine rescue training facilities and identifies those that provide unique, real-life, and/or state-of-the-art training. Research findings from this report will be used in further NIOSH investigations to improve coal mine rescue training. Long before recorded history, man began to dig into the earth&apos;s crust in a never ending search for useful materials. It is well known that more than half of the earth&apos;s crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. In 1995, mining engineer Alain Gachet thought about using Earth-observation satellite imagery to search for precious minerals. The latest radar Earth-observation satellite, Canada’s RADARSAT-1, had just been successfully launched at the time, creating new opportunities for commercial applications. Gachet was working in Congo Brazzaville as an oil executive and general secretary of Elf Congo for the French national oil company Elf Aquitaine. He understood that the RADARSAT-1 launch promised new and cost-effective sources of data for mineral and oil exploration. “It was early 1996 before I ordered my firstRADARSAT-1 satellite images,” said Gachet. “I was first struck by the quantity of information delivered by the radar images. Linear structures and faults were clearly defined and subtle topographic features were tremendously enhanced,” he said. “It was ‘tree top geology,’ but this kind of information appeared to be key for finding new gold seams.”

INTRODUCTION South Coast Water District (SCWD) operates the Beach Interceptor Sewer Tunnel(BIST) in South Laguna, Orange County, California between Monarch Beach and Aliso Beach (Figure 1). The 10,200-foot long BIST houses a 24-inch gravity Techite sewer pipeline critical to the SCWD Sanitary Sewer Collection System. The original tunnel and sewer pipeline were constructed in 1954 and the sewer line was replaced in 1974.Periodic inspections by sewer pipeline maintenance crews documented deterioration of specific intervals of the tunnel. Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline and a 731-foot section of tunnel located at Thousand Steps Beach was determined to be in immediate need of repairs. SCWD and consultants Hatch Mott MacDonald (HMM) and Tetra Tec prepared a Work Plan for emergency tunnel stabilization and pipe protection measures that was implemented in January 2007. Normal access to the beach and the section of tunnel requiring repairs was limited to public stairs referred to as Thousand Steps and, therefore, all materials and equipment needed for the work were transported to the beach by ocean-going landing craft. Additionally, the emergency repairs had to be completed without taking the pipeline out of service. Numerous environmental, logistical and operational requirements had to be overcome to complete the challenging emergency repairs. GEOLOGICAL SETTING The Laguna Beach area is located in the Peninsular Ranges of Southern California. The project area is located on the southwest flank of Niguel Hill along marine wave-cut cliffs and slopes. The tunnel was excavated in the San Onofre Formation, a marine deposit, characterized by abrupt lateral and vertical changes in lithologies that vary from boulder to cobble and gravel size breccias to medium coarse sandstones with gravel, sandy claystone and siltstone. The interval of the tunnel that required repairs is located within the San Onofre breccia, a moderately-to-well cemented, poorly bedded to massive unit with angular to subangular boulder and cobble sized clasts of schist. The sandy silt matrix of the breccia is composed of quartz, feldspar and schist grains (Figure 2). GENERAL TUNNEL DESCRIPTION The approximately 6-feet high by 6-feet wide 10,200-foot-long BIST was hand mined in 1954 at the base of the coastal cliffs. Primary access is through twenty-one access adits from public and private beaches. The tunnel is located in an easement that extends beneath private property with residential structures situated 50 to 80 feet above and horizontally in close proximity to the tunnel alignment. Most of the tunnel is horse-shoe shaped and unsupported, but approximately 3,000 feet is supported by timber

INTRODUCTION The U.S. Department of Energy&apos;s Waste Isolation Pilot Plant (WIPP) is being constructed to provide permanent storage of radioactive TRU waste materials emanating from military weapons production. These wastes are contaminated with radioactive elements heavier than uranium, thus the name trans-(or beyond) uranic (Uranium wastes). The WIPP site, which is located 26 miles east of Carlsbad, New Mexico, was chosen thru a selection process after the National Academy of Sciences recommended salt deposits as a promising host strata for the storage of radioactive wastes. Throughout the United States numerous DOE facilities have produced and stored defense-generated TRU wastes. Once WIPP becomes operational in the fall of 1989, all sites may ship directly to this repository. A companion project has developed special shipping containers (TRUPACT) for safe transport of materials to WIPP. The WIPP facility is currently composed of surface buildings, three shafts, and underground storage and experimental rooms and tunnels. Frontier-Kemper Constructors, Inc. (FKCI) has nearly completed the construction of the fourth shaft, an intake shaft, to provide additional ventilation to the underground workings. PLANNED SHAFT EXCAVATION METHOD Full-face raise boring ( upreaming ) was the allowable method selected by Frontier-Kemper Constructors for the excavation of the shaft. After arrival of an oil-field type rotary drill rig in December 1987, a 9 inch diameter pilot hole was drilled from the surface to the mine level, a depth of approximately 2145 feet.
