"INTRODUCTION The construction of the BAB 44 motorway between Kassel and Herleshausen (both Germany) is an important part of the trans-European road network. After its completion, the A 44 will permit an efficient connection of the Benelux States in the West and Poland in the East. In the section between Eschenstruth and Hessisch Lichtenau the Hirschhagen Tunnel is constructed with a length of 4.1km. Most sections of the tunnel are situated in weak ground conditions. Hence a combination of face bolts with spiles (short forepoling) or pipe umbrellas (long forepoling) additionally support the tunnel heading on a regular basis This article will focus on the application of a newly developed method to connect the pipe umbrella support, which is mostly installed by conventional drilling machines nowadays. The installation method limits the outer diameter to a maximum of 168mm and a pipe wall thickness of 12.5mm because workers must be able to handle pipes and its drill steel. Typically these pipes are connected with threads that create a weak link in the support system so during the last decade alternative connection systems were developed to overcome this disadvantage. One of these alternative coupling systems is the so called Squeezed Connection, which will be explained in this article followed by a discussion of its advantages and disadvantages regarding technical specifications, construction time, and safety issues. THE HIRSCHHAGEN HIGHWAY TUNNEL The German highway A 44 directs from Aachen through the Ruhrgebiet to Kassel (all Germany) and it is extended to Herleshausen (Germany). The new section connects the A 7 to the A 4 after completion. This upgrades the east-west highway connection starting at the Benelux Union and heading to Poland so it is an important part of the trans-European road network. The newly constructed section has a total length of approximately 63 km and comprises 13 tunnels. All tunnels are constructed as double tube tunnels with 2 lanes and emergency sidewalks on both sides and 14 emergency cross passages. The Tunnel Hirschhagen starts in the north of Eschenstruth and ends near Hessisch Lichtenau (Figure 1). The length of the northern tube is 4,147 m and that one of the southern tube is 4,204 m. So it is the longest tunnel of the A 44 and the second longest highway tunnel in Germany when it is put into operation. On its alignment it crosses underground the Losse valley with the state road 7, the streetcar Kassel-Hessisch Lichtenau and the Losse stream. The cover above crown varies from 10 m to 95m and it is the lowest when crossing the Losse stream."

Combustion synthesis or self propagating high temperature synthesis (SHS) reaction systems are discussed with respect to thermodynamics and kinetics. In particular, tile effect of the process parameters, ego particle size, AHf, ignition and combustion temperatures on these self sustaining reactions is discussed. Combustion theory is used to investigate the effect of the overall activation energy of the SHS reaction on the combustion front propagation rate and in obtaining a clearer understanding of the transition from stable to unstable propagation. Finally, examples of the application of combustion synthesis to advanced materials processes are made, in particular the synthesis of Ni-Ti -X intermetallic shape memory alloys, TiC-Al2O3 and ZrB2 ?Al2O3 ceramic composite materials.

Eastern Jamaica consists predominantly of non-carbonate rocks reaching elevations of over 2200 m. The area is drained by a well established river network which supplies close to 30% of the sand and gravel used by the building and construction sector. Present high extraction rates and slow rates of replenishment will result in early exhaustion of this source of aggregate. A number of volcanic and carbonate rocks are being examined as a possible source of high quality aggregate which meet the requirements for all types of construction. Preliminary evaluations show a dacitic deposit to be the most suitable source for aggregate use.

Convergence measurement across the 17.4-m (57-ft) high shaft station/loading pocket at Mt. Taylor provided continuing verification of stability and safety. Three levels of instrumentation, consisting of three lines each, were installed and monitored. The instrumentation showed that the flexible lining restrained the adjacent rock. The flexible lining consisted of pea gravel with neat cement between rock and liner plate, wooden crush blocks between liner plate and steel ring beams. The loading pocket is elliptical, 11.6 x 9.6 m (38 x 31.5 ft) inside diameter. The crush blocks were designed to allow 15 cm (6 in.) of convergence. Maximum predicted convergence was 7.0 cm (2.75 in.), and 5.7 cm (2.25 in.) was measured. Convergence measurements also demonstrated decreasing deformation with respect to elapsed time and distance from the measurement station to the temporary bottom of the shaft excavation.

A 200 pound per hour Magnex Pilot Plant was designed and constructed. A non-compliance Eastern Coal which would generate more than 2.0 lb of SOZ per million Btu upon burning was brought into compliance (less than 1.2 lb of S02 per million Btu) during continuous operation of the pilot plant. Approximately 85 percent of the pyritic sulfur was removed while recovering 86 percent of the Btu of the feed coal. Pilot plant operation is summarized and preliminary economics presented. Present status of the Magnex Program is reviewed.

The 6th International Mine Ventilation Congress (IMVC) was held May 17-22,1997, in Pittsburgh, PA. This marked the second time that the IMVC was held in the United States. The first congress, organized in 1975 by the Mine Ventilation Society of South Africa, was held in Johannesburg. Since then, the meetings have been held every four or five years, with the 1979 meeting being held in Reno, NV. This was followed by Harrogot, England, in 1984; Brisbane, Australia, in 1988; and Johannesburg, South Africa, again in 1992. The IMVC provides an international forum in the field of mine ventilation for the purpose of sharing technology and experience. The meetings are attended by ventilation engineers, academics, consultants, government employees and vendors interested in mine ventilation. As was evident from this meeting, significant progress has been made in the field of mine ventilation. However, disasters continue to occur around the world and long-term health problems continue to affect workers. So there is a need for further improvements in ventilation technology. The highlight of the conference was the technical sessions in which more than 80 papers were presented by authors from more than 20 countries. In addition to the technical sessions, the conference featured field trips to a number of mine properties throughout the United States. Five short courses were offered on topics ranging from respirable-dust control to mine fires and explosions. The conference also featured a trade show. It exhibited the latest advances in ventilation equipment, computer application software, consulting and engineering services, and health and safety equipment.

Topsoil for revegetation projects is in demand in many urban areas. In this case history, a large aggregate producer manufactured a topsoil from three waste materials. The topsoil was produced in a 200,000 m2 (50-acre) abandoned gravel pit that still had additional gravel under 10 m (30 ft) of overburden uneconomic to strip directly. The topsoil was produced by rotary mixing of sludge, overburden, and a lime admixture; solar drying; and stripping and stockpiling of the product. A major problem was an increase of topsoil drying times for stripping from 40 to over 100 hours when it was rewet by storms. The problem was solved by a research project that evaluated over 50 formulations and over 20 waste materials. . The final formula dried in 15 hours and contained 3-parts sandy mine spoil, 1-part sewage sludge, and 2 % spent-bed, a granular quick-lime produced during power-plant flue-gas desulfurization.

"INTRODUCTIONIn tunneling projects, pre-grouting is performed with the purpose of establishing an impervious zone around the tunnel periphery. This is obtained by reducing the penetrability of the most conductive fractures in the rock mass. The main attention, besides economy of the project, is given to limiting the ingress of water into the tunnel to a certain amount during construction s well as operation period. Failure in pre-grouting process may, according to Bruce (2007), significantly affect the project in terms of safety, performance, cost and time. In this respect, determination of design parameters (pumping pressure, properties of the mix and stop criteria) affects these projects significantly. In current practices, depends on the geological conditions and requirements of the project these parameters differ widely. Weaver (1991) recommends selection of design parameters, specifically grout injection pressures, based on site specific factors and the conditions at each specific hole into which grout is to be injected (grout hole logging and water pressure test data). Houlsby (1990) correlated the allowable grouting pressure to the quality of the rock mass and the rock cover above the grouted fracture. In his methodology, grouting should be continued until the maximum pressure was attained. Later, Lombardi and Deere (1993) introduced the Grout Intensity Number (GIN), which limits the combination of injection pressure and injected grout volume in order to control the energy induced in the fracture i.e. avoid fracture jacking. Even though the GIN method was a step forward in understanding of the mechanism of the fracture deformation, there are ambiguities connected to this methodology, thus determination of the intensity number is challenging (see e.g., Rafi and Stille 2015)a.A main problem when no theoretical solution is practiced is that effects from the chosen injection pressure, such as possible increases of transmissivity and changes in total grouting time, remains hidden in the overall grouting process. The question is if a high or a low pressure should be used to fulfil the requirements of the projects at the lowest possible cost."

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Understanding mill charge motion is important. In the charge, the centre of gravity is shifted from the rotational centre of the mill system, and its motion is induced by rotation of the mill, while at the same time the charge creates a torque into the mill system. Breakage of ore particles and wear of liners/ball media are closely linked to the motion. To study these phenomena in a physically correct manner, numerical models for different parts of the mill system are needed. Validations of such models are scarce, because of the difficulty to measure in a tumbling mill. Experimental measurements in a lab mill were done for diverse load cases: varying feed materials, mill fillings, mill speeds and pulp liquids. The mill is set up to directly measure the charge-induced torque. The accuracy is good with relative uncertainty smaller than ±2% for relevant load cases. A full three dimensional numerical model of the whole mill is used to predict induced torque. Agreement between predicted and measured torque at steady-state is good. In addition, the model can accurately predict the mill start-up behavior for torque and mill power. This proves that the model is physically correct, and can be used for full-scale mills.

Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some 2,000 years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today, more mineral commodities are mined in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions. Old industries are generally considered stodgy with mature and stagnant technologies. Costs tend not to decline as in newer industries, and may even increase with real wages. Costs are particularly expected to rise in the case of mining as the best mineral deposits are depleted. Thus, mining is often thought of as a sunset industry, destined to decline over time as the resource base is depleted. These perceptions have several important implications. They argue against economic policies that rely too heavily on mining and mineral processing to foster growth and development. The best and the brightest young people, along with society's other valuable resources, should be encouraged to enter newer industries. There the technological opportunities and the prospects for growth are more promising. These perceptions also suggest that the ability to compete in the mining industry depends largely on the quality of a company's or country's mineral deposits. Mining will take place first in countries with the lowest-cost deposits. Once these are exhausted, mining will shift to countries with the next best deposits. From time to time, new discoveries may also produce a shift in the location of mining, [ ] and may even for a time keep the costs and prices of mineral products from rising. Over the longer term, however, rising costs and prices are inevitable, as the world is forced to exploit poorer mineral deposits.

Custom Coals, International has installed and is presently testing a 225 kg/hr. (500 lb/hr.) micronized-magnetite, fine-coal cleaning circuit at PETC's Process Research Facility (PRF). The cost-shared project was awarded as part of the Coal Preparation Program's High Efficiency Preparation Subprogram. The project includes design, construction and testing of a fully-integrated, bench-scale circuit, complete with feed coal classification to remove the minus 30 micron slimes, dense-medium cycloning of the 300 by 30 micron feed coal using three different size micronized-magnetite mediums, and medium recovery circuits using drain and rinse screens and various stages and types of magnetic separators. This paper describes the project circuit and goals, including a description of the current project status and the sources of coal and magnetite which are being tested.

Environmental regulation of the United States copper industry has evolved significantly over the past three decades and the pace of that evolution is expected to escalate dramatically during the 1990's. The paper examines, from a corporate perspective, current environmental regulation and expected trends including the development of Subtitle D regulations for mineral extraction, beneficiation and processing activities under the Resource Conservation and Recovery Act. The paper concludes by exploring existing and potential impacts on copper companies in complying with the changing environmental regulatory scheme and responsible and progressive precautionary measures companies should consider to address these issues while simultaneously addressing often competing socioeconomic demands.

In order to float coarse sylvite particles, Potash Corporation of Saskatchewan Inc. (PCS) uses amines and extender oil (Esso 904 oil). Since the content of polycyclic aromatic (PCA) compounds in Esso 904 oil is high, PCS has sought a suitable replacement. Various types of physicochemical tests, including measurements of the electrokinetic potential of emulsified oil droplets, oil/water interfacial tension and wetting of KCl plates by oil, did not provide conclusive results. However, captive bubble contact angle measurements on KCl plates in brine in the presence of flotation agents correlated reasonably with the flotation response. A few non-toxic oils were found to provide good results in the flotation experiments and are now tested under industrial conditions.

The West Kentucky Division of Island Creek Coal Company, which is a wholly owned subsidiary of Occidental Petroleum Corporation, operates the new Hamilton Mine. It is located six miles West of Morganfield, Kentucky, in the Northwest section of Union County, adjacent to the Ohio River in Lock 50. On July 15, 1968, a unique new coal conveying system was put in operation. This system consists of eight conveyor units carrying coal from the bottom of the mine slope ultimately to barges on the Ohio River. It is over two miles in length and has a total of 3175 connected horsepower. The river loading conveyor is the longest 72" wide conveyor in operation in this country.

"This paper describes the innovative full-face conventional tunnel excavation technology, with its advantages in terms of savings and safety. The full-face approach has been developed throughout the experiences gained in tunnel construction. The innovative design approach is focused primarily on the deformation response of the ground acting first and foremost ahead of the face, which is analyzed, predicted and controlled by pre-confinement of the core. The advantage of this method is particularly evident in difficult grounds. This paper will present the outstanding benefits given by the adoption of the full-face approach in two projects, the “Sochi” and the “Visnove” tunnels. THEORY AND DESIGN ASPECTS OF THE FULL-FACE EXCAVATION The main challenges in tunnel and underground construction industry are gathering the design data from the ground that is being excavated and foreseeing the critical stage during construction, where the materials are in its most critical configuration. These challenges shall be addressed during excavation when the lining and the excavation disturbance have not yet reach the equilibrium. The in situ stresses in the ground are redistributed (forming an “arch-effect”) around the opening, with zones of increased stresses around the walls of the excavation (Figure 1). The distribution of the stresses can be close or far from the excavation profile, depending upon having a ground capable of withstanding the deviated stresses well or unable to withstand them, respectively. In the latter case, the ground will plasticize and deform in proportion to the volume of ground involved in the plasticization phenomenon. When the ground completely cannot withstand the stresses redistribution, it will cause the collapse of the excavation. While in the first case, the arch effect occurs naturally, in the second case, it does occur naturally only when the ground is stabilized properly. In the case of collapse, the arch-effect must be produced artificially operating on the ground prior excavation. The design should be based on the understanding of if and how the arch-effect can be mobilized during tunnel excavation and ensure that is formed by calibrating excavation and stabilization operations appropriately. The arch-effect is function of the medium that is being excavated, the action taken to excavate and the reaction expected following the excavation."

During the last decade, many exhaustive studies have been made of process energy requirements for the production of various metals and materials. Some excellent technical papers and text books have resulted, and some of these are included in the bibliography of this paper. These studies were, of course, prompted by the economic pressures which resulted from the beginning of the "Energy Crisis" in 1973. Our intensified consciousness of the cost of energy led, then, to a greatly improved understanding of the energy consumption attributable to individual mining, processing, and refining steps. It is worth noting, however, that an awareness of the cost of energy is not new and that efforts to minimize this cost were an important part of sound mine and plant management practice throughout the earlier days of our industry. One only has to read a few accounts of mining operations around the beginning of this century to develop an appreciation for the cost of supplying wood, coal, fuel oil, or electric power to remote locations.

Despite the importance of froth flotation to the mineral industries as a means of separating various minerals, the commercial flotation reagents used have varied little in the last twenty years. Numerous articles and books are available describing existing flotation chemistry and its application, e.g., Fuerstenau (1962), Fuerstenau (1976), Aplan (1980), Somasundaran (1980), King (1982), Leja (1982), Ackerman, et. al. (1984), Crozier (1984), Hansen and Klimpel (1985). There are many reasons for this lack of significant new reagent development including the general utility and relative cheapness of collectors, such as xanthates, and frothers, such as methyl isobutyl carbinol and the glycol ethers. Another important reason is the inherent complexity of the flotation process itself coupled with highly variable and difficult to standardize feed materials which make reliable reagent comparisons difficult and seriously limit the use of theoretically based studies to "predict" new or optimal reagents. In addition, the higher cost of "specialty flotation reagents demands that their performance attributes be significantly greater than existing general all- purpose commercial reagents – something often difficult to prove in practice. Faced with this situation, a detailed applications research pro- gram [Klimpel (1980 ab, 1982, 1984 ab), Klimpel, et. al. (1982)] was organized from 1979-1985 on mineral flotation with the following goals: 1) the development of appropriate batch laboratory flotation testing techniques sensitive enough and statistically reliable enough to identify small differences in performance between different flotation tests (i.e., between various reagents, even those with relatively minor chemical structural changes); 2) the identification of mathematical models with appropriate numbers and types of parameters that have maximum statistical power to statistically distinguish between various time-recovery profiles; 3) the generation of laboratory and corresponding plant scale data in sufficient quantity and consistency so that the highly interactive nature of the "flotation system9' of chemistry/ equipment/operating conditions could be quantified; and 4) the invention and development of really new and unique reagents for giving improved flotation performance.
