The United States Forest Service, as a land managing agency, is responsible for the surface administration of National Forest lands. The basic objectives of management are protection and utilization of renewable resources such as water, forage, timber, wildlife, recreation, and clean air. Much of the National Forest land in this country is open to mineral prospecting and development. When large de-posits of minerals are extracted from the forest environment, especially by surface methods, there are oftentimes conflicts between accepted mining methods and the objectives of other resource management goals. Such is the situation in Southeast Idaho where several members of the phosphate industry are operating on and adjacent to the Caribou National Forest. In 1966, the phosphate industry and the Caribou National Forest became mutually concerned with the problems of rehabilitating mined areas and minimizing potential damage to adjacent forest areas. A Cooperative Administrative Study was initiated with industry supporting the Forest Service financially and with equipment, material, and manpower, as well as interest and enthusiasm. The objectives of the study are to provide basic, applicable information pertinent to: 1. Protecting the quality of water emanating from mined water-sheds. 2. Providing for soil stabilization on mined areas. 3. Returning mined areas to surface resource production. 4. The feasibility of making mined areas esthetically acceptable. It was concluded that the following separate--yet intergrated--fields should be studied in order to obtain the desired information:

"Mining is an inherently risky business. Over the years, major mine disasters have resulted in the deaths and injuries of thousands of miners in the United States. These disasters also resulted in innovations in approaches to mine design, operations and the training of miners and mine rescue teams. The U.S. Congress responded to these disasters with new laws designed to create mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards and to promote improved safety and health conditions in the nation’s mines.Following a mine emergency preparedness and response holistic gap analysis in 2012, the U.S. Mine Safety and Health Administration (MSHA) identified the need for the development of risk and readiness assessment models for MSHA and the mining industry. MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the mining industry for use at operational levels. In 2012, MSHA hired ABS Group, a recognized industry leader in safety risk management and a wholly owned subsidiary of the American Bureau of Shipping, to develop self-assessment models to help meet this objective.In September 2012, MSHA chartered a project to supply the coal mining industry with a pro-active toolset for mine operators to:1. Self-assess the risks associated with underground coal mining operations in order to prevent major mine emergencies.2. Assess the preparedness of mine operators to respond to an emergency.3. Measure the readiness of mine rescue teams and responsible persons to execute emergency plans.MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the coal mining industry for use at operational levels."

The purpose of this talk is to report the answers to the-'two following questions: I. What unique services does the mining industry expect of mining and mineral processing engineers? II. What suggestions does industry offer to educators to help revamp curricula to meet the needs of a changing industry? As the result of many questionnaires filled out in person by presidents, managers, superintendents, chief engineers, metallurgists, and other responsible individuals in operations and management of large and small metal and nonmetallic mining companies in the U. S., and to some extent abroad, we now have some, specific answers to the above questions. Although answers to questionnaires continue to arrive at this writing (February 10) the volume already received is sufficient to clearly justify certain conclusions and observations. A copy of the tally of the first 117 questionnaires received accompanies this report, and I am certain that a compilation of additional questionnaire data will merely reinforce, the trends in thinking that have been' established thus far. The presence of high-grade massive sulphides near York Harbour, Newfoundland has been known since the turn of the century. In the early 1900's a small, massive-sulphide deposit was worked by conventional hand methods and yielded about 100, 000 tons of high grade copper-zinc ore. Since that time, a number of mining companies have held options on the property and an exploration adit was driven along the fourth level of the original mine. Underground drilling revealed several additional massive sulphide lenses in the range of 10, 000 to 60, 000 tons (Fig. 1). The problem facing Long Lac Mineral Exploration Ltd. when they undertook an option on the property in 1969, was to outline any possible extensions to the known sulphide lenses which were outside the reach of underground drills and to search for new ore deposits which might double the known reserves into a feasible project for development. GEOLOGY AND PHYSICAL PROPERTIES: The geology is typical of many massive sulphide deposits within volcanic rocks in the Canadian Shield. The sulphide pods appear to occur along a complex andesite-basalt contact. Identification of the two volcanic types is difficult since they are almost the same colour. The most direct means of identification is by the slight difference in their magnetic susceptibilities. Pyrite, chalcopyrite and sphalerite are the main minerals in the sul¬phide lenses. The ore is massive, differing in density from the host rock by at least 1.0 gm/cc. There is little pyrrhotite or magnetite associated with the sulphides, so there is no appreciable difference in magnetic susceptibility between the sulphides and the basalt. "The South Hartford Conveyance and Storage Tunnel (SHCST) project is a significant component of the Hartford Metropolitan District’s (MDC) long-term control plan (LTCP), which is overseen by the Connecticut Department of Energy and Environmental Protection (CTDEEP). This project will address a portion of the MDC’s Clean Water Project (CWP), which will reduce combined sewer overflows (CSOs), eliminate sanitary sewer overflows (SSOs), and reduce nitrogen released into the Connecticut River. The purpose of the SHCST project is to eliminate West Hartford and Newington SSOs, eliminate Franklin area CSOs discharging to Wethersfield Cove and minimize CSO discharges to the South Branch Park River. The locations of each overflow are shown in Fig. 1. In 2010, the district prepared a preliminary design report (PDR) for the SHCST project, which included relief of the Folly Brook trunk sewer and proposed to keep the tunnel boring machine (TBM) retrieval shaft within the city limits of Hartford. Figure 1 shows the 2010 PDR recommended tunnel route. Subsequent to the PDR, the objectives of the SHCST have slightly shifted. In accordance with ongoing revisions to the LTCP, relief of the Folly Brook Trunk Sewer is no longer necessary. Additionally, the MDC has decided to perform less sewer separation in the Franklin Avenue drainage area. To replace the sewer separation, new relief points are proposed within the Franklin area and will be diverted to the SHCST. Figure 1 also shows the current recommended tunnel route (Alignment F). During 2012, the MDC conducted an evaluation of the potential of connecting the proposed North Tunnel (originally proposed as an independent tunnel with its own pump station) into the South Hartford Conveyance and Storage Tunnel. This evaluation concluded that the two proposed tunnels could reasonably be connected together and operated as a single tunnel system utilizing the tunnel pump station at the eastern terminus of the South Hartford Tunnel (Fig. 2). It also was concluded that this alternative was less costly than two independent tunnel systems."

The Pipestone Lake anorthosite complex in Manitoba, Canada, was recently been re-identified as a potential source for titanium, iron, and vanadium. The present study utilized a 350 kg hard rock sample, which originated from the "Main Central" zone of the deposit. Commercial pilot-size equipment, such as dry low intensity roll magnets, wet high intensity magnets (WHIMS), and high tension electro-dynamic roll separators, was employed. As products, ilmenite up to 48.5% TiO2, and magnetite concentrates up to 87.9% Fe3O4 with 5.25% TiO2 were obtained. The majority of the vanadium reported to the magnetite concentrate. Subsequent characterization of various separation products shed light on the potential grade and recovery of the minerals from this deposit.

This paper presents a 20-year global account of tunneling in gassy ground demonstrating high probability of schedule delays, cost overruns, worker injuries and fatalities. Causes of these failures are systemic. Gas is seldom characterized in terms relevant to design of effective ventilation systems. Control measures deployed in tunnels are often based on outdated industrial safety codes. A change in approach is needed. This paper describes how to perform a desk study to determine if field investigation for gas is warranted, and lists the content of an effective characterization of gas in a geotechnical report.

In being asked to present this paper on the improvements in loading and hauling equipment and the effect on unit costs, Mr. Van De Water, your program chairman, stated that his reason for coming to a contractor was due to the wide experience of, and I quote: "a large contracting firm using a variety of equipment on varying types of earth moving jobs." We people in Utah Construction Company are flattered that Mr. Van De Water singled out our Company for this assignment. Utah Construction Company's participation in open pit mine stripping antedates the 1920's, when overburden was being removed from copper ore in Bingham Canyon, Utah. Our first stripping con¬tract for the Copper Company was finished in 1912. Since that early beginning, Utah has, as a contractor, been engaged to strip and mine iron ore properties, coal properties, copper properties, uranium properties, phosphate,-gypsum, limestone and dolomite properties. And, as you know, the Company has become a major producer of iron ore from Company-owned open pit mines. Utah Construction Company has been instrumental in the evolution of open pit mining tools. Some of the first tools were the old wood and coal fired stream shovels which had to be fired hours before a shift started to insure a full head of steam, providing power to excavate with the then large 1-1/2 cubic yard buckets. Today, Utah's strip mining is done, with 18 cubic yard and 10 cubic yard crawler shovels. Yesterday's horse and mule drawn, iron wheeled wagons, with 1 and 2 cubic yard capacity, which were hand dumped by removing the false bottom, one 2 x 4 at a time, have been replaced by today's- 50-ton capacity, hydraulic, rear dump trucks and giant 40-ton coal haulers. Utah Construction Company used the early fresnes and wheeled scrapers which were horse and mule drawn. Often, an operator holding too tightly to a handle was thrown into his horses when a hard spot turned the scraper, a contrast with today's 20 and 25 cubic yard, self-powered diesel and diesel electric Gargantuan rigs; with power controls that relieve the operator of practically all physical work. This Company has pioneered many of today's advances in equipment with shop made prototypes, features of which were adopted and elaborated upon by equipment manufacturers.

Aqueous pressure oxidation at low temperature, although desirable from a process engineering and operations point of view, presents unique problems when temperatures approach 160°C (320°F). In developing the pressure oxidation process for the Lone Tree Mine, elemental sulfur formation and agglomeration with pyrite proved to be a problem. This paper discusses some of the unique features of the Lone Tree sulfide deposit and its amenability to low temperature oxidation. Problems encountered during pilot plant operation and their solutions are discussed.

Riachuelo Lot 3 forms part of a sanitation programme being implemented in Argentina to relieve the Riachuelo river basin from its current contamination. The programme, by far the most important in its kind in the country during the last decades, will expand the sewage capacity of Buenos Aires and will benefit an area of 4.3 millions inhabitants by intercepting a number of waste water discharges and conveying them to a new treatment plant prior to final discharge into the Rio de la Plata. The project foresees amongst other works the construction of an onshore 48 m deep shaft at the outlet of the treatment plant plus a 4,3 m inner diameter outfall tunnel of 12 km length. The last 1.5 km of the alignment is fitted with 34 vertical risers jacked from inside the tunnel to allow the discharge and dilution of the treated effluent into the Rio de la Plata. This paper describes the peculiarities and challenges, both in terms of design and in terms of construction, of the outfall tunnel, which was entirely bored under the Rio de la Plata using a 5.2 m cut diameter Tunnel Boring Machine (TBM). On one hand, the tunnel segmental lining was designed to work in tension during the system flow rate peaks while on the other the tunnel excavation faced a variety of complex conditions, such as crossing water bearing permeable soft ground formations and advancing at face pressures in excess of 3,5 bars for the entire route.

Laguna del Rey is the name of a dry lake bed located in the State of Coahuila, Mexico in a semi-desertic terrain typical of the basin and range physiography. Química del Rey, S.A., a subsidiary of Industrias Peñoles, has been producing sodium sulphate since 20 years ago, from brines pumped from the sub-surface of the present playa. The spent brine is used as raw material for the production of magnesium oxide. An extensive, lenticular deposit is found just below the playa. It consists mostly of glauberite (sodium-calcium sulphate) and blöedite (sodium-magnesium sulphate). The glauberite occurs as thin crystals oriented at random and leave many void spaces among them. These intercrystalline spaces are partly filled with mud, but the whole mass of the evaporite is still very porous. A brine that contains in solution ions of sodium, magnesium, sulphate and chlorine occupies the voids of the sponge-like evaporite body.

"INTRODUCTION Productivity in Open Pit mines depend on the observation and adjustment of critical phases of operation. As one of the most expensive activities in Open Pit production, optimization of the load-haul-dump cycle becomes a critical aspect to address. Using simulation techniques and an ad-hoc methodology for analyzing the Key Performance Indicators (KPIs) involved in the production cycle, it is possible compare actual performance and ideal operating conditions and develop an alert system when operating conditions are sub-par with the expected production standards. STUDY OBJECTIVES The purpose of this work is to implement a methodology for optimizing the haulage cycle by identifying and adjusting the factors that affect the cycle time performance. The methodology includes the implementation of an alert system emitting warning messages when one or several trucks are idle or the time of completing production tasks is falling outside a predefined value. This alert is compared with pre-defined Key Performance Indicators (KPIs) and determine corrective actions: • Demonstrate the benefits of time analysis and how this affects the productivity results in the mining process; • Demonstrate the utility of KPIs in the extraction of ore and waste, and how they help to identify equipment performance; • Develop software interfaces to visualize the Alert System in order to increase awareness in the operations supervisor; and • Make recommendations for future applications that can help improve the productive process of an Open Pit mine. PROBLEM STATEMENT Transporting material in Open Pit mines may require the utilization of high capacity equipment, which also represents an elevated cost per hour. A supervisory system that controls the adequate distribution of trucks and shovels by providing the operational status of each unit shall contribute to increase productivity and subsequently reducing operational costs. Nevertheless, there is an issue with certain dead times such as queue trucks for loading, trucks waiting to be loaded, and other delays. This creates inefficiencies in fuel consumption and energy utilization. For the identification of delays, a context-based system could be required in order to help optimizing the haulage cycle time by controlling delays in loading, haulage, and dumping. After applying this methodology, efforts were focused in correcting out-of-standard performance values."

Selenium-rich metallurgical waste, also known commercially as “crude selenium,” is a byproduct of the copper (Cu) refining process. This by-product, contains ~ 90% selenium (Se), precious metals, platinum group metals (PGMs), and other critical elements. This study investigated the leaching efficiency of Se from the sludge under alkaline conditions using different oxidizing agents to enrich PGMs and precious metals in the leach solid residue. The effectiveness of each oxidizing agent during leaching was assessed and compared. Additionally, Eh-pH diagram for Se was established under specific experimental conditions and utilized to inform process optimization. Key variables, including leaching time, temperature, and oxidant concentration, were evaluated for their impact on the efficiency and the selectivity of the oxidative alkaline leaching process.

There are numerous suggestions in the literature on methods of obtaining representative samples of waste rock or mill tailings. Some suggested methods would result in thousands of samples and very high costs for a large facility. There is no general rule that can (or should) be followed, such as collection of a given number of samples per mass of material, per acre of impoundment, or per foot of drillcore. Each site is different, and the adequacy of sampling must be tailored to the site. A logical approach is to let the variability at the site dictate the number of samples that should be collected and analyzed, and then to quantify and evaluate the results by means of standard statistical methods.

Silver-copper-lead deposlts in Precambrian, Permian, and Cretaceous red-bed sequences near Van Horn, Texas, have the following features In common: (1) mineralization controlled by steeply dipping fractures in sandstones, (2) lack of ore In overlying and interbedded limestones, (3) absence of igneous intrusions, (4) sulfide ores without typical hydrothermal gangue minerals, and (5) associated arsenic, molybdenum, zinc, and cadmium but not gold. Ore was probably deposited along fractures by reaction between low-temperature, oxidizing, metal-rich ground waters and sulfide-bearing waters or rocks. Detailed mapping and studies of fracture patterns indicate that mineralization occurred during Basin and Range extensional deformation, thereby postdating major Trans-Pecos igneous activity.

Under contract to the U. S. -Department of.-Interior, Office of Coal. Research, Hittman Associates recently completed a 16 month study of the environmental-factors associated with the siting, construction, and operation of large scale coal refineries. (1 2) The objective of this study was to identify the environmental effects and to define the magnitude of these effects and the approaches which can be used to mitigate adverse environmental consequences. In the study, the five major coal bearing regions of the country having reserves adequate to support a number of large scale coal refineries were considered. The regions considered were: Appalachian, Eastern Interior, Fort Union, Powder River, and Four Corners.

This paper deals with problems of groundwater development in an insular circum-Pacific environment, and is not oriented as such to mining and mineral development. Nonetheless, because a reliable water supply is necessary for most mining and related support activities, and since water supplies are limited in many insular parts of the Pacific Basin, groundwater development is a subject which must be frequently addressed. Because many in the audience may be already familiar with groundwater development for continental environments, I have chosen to deal with groundwater occurrence and development problems which for the most part are unique to insular environments. In such environments, the local geology plays a critical role in determining groundwater occurrence and its suitability for development. The three examples discussed in this paper-Hawaii, Guam, and the Marshall Islands-were selected because they illustrate groundwater occurrence in a wide range of geologic conditions. For example, the Hawaiian aquifers consist primarily of basaltic lavas, while Guam is made up of andesitic lavas and coral reef limestones, and the Marshall Islands are coral atoll deposits. Despite differences in aquifer size and rock types, the principal mode of groundwater occurrence at the three sites is similar; thus, development strategies are also similar. Figure 1 shows the location of the three sites.

Unless your company is vastly different from most coal companies, you will find that a small percentage (11-12%) of your employees will have a large percentage (47-50%) of your accidents. When you find out that this is a fact, what do you do? First, you establish a set of guidelines that can be used in identifying the ?accident repeater?. Next, you determine the type of action necessary to improve work habits and safety performance of the accident repeater. With these two steps in mind, objectives are developed for an ?accident repeater? program.

"Above ground, elevated belt conveyors with span >200m between support points can cross valleys, rivers, forests and buildings with minimal footprint. The Cable Bridge Conveyor is a new type of suspension bridge based belt conveyor system that has long span between support points. It combines typical belt conveyor and the improved simple suspension bridge to form a conveyor bridge. The improved simple suspension bridge places a widened bridge deck directly on suspended cables, without the need for high truss towers. The benefits include reduced cost and increase aerodynamic stability compared to conventional suspension bridges. The Cable Bridge Conveyor’s compatibility with current belt conveyors allows the versatility in application. INTRODUCTION Belt conveyor is a ubiquitous material handling system. Conveyors can be placed directly on ground or elevated above ground by support structures. Considerations of cost, design, environment, civil work, safety and process requirements are all factors in choosing the ground based or elevated conveyors (1). The ground based conveyor has the lowest structural cost, where the conveyor is laying on an existing road. Maintenance access is easy and straight forward. Compared to the ground based conveyor, the elevated conveyor can cross existing buildings and structures, give passage to traffic beneath the conveyor, has smaller footprint, and requires less civil work to pass mountainous areas. The drawback of the elevated conveyor is higher structural cost, which can be compared with savings in civil work and other benefits. Conventional elevated conveyors are supported by rigid truss type structures, with typical span of 15m to 25m between concrete support bents or steel trestles. Triangular truss, using steel pipes instead of hot rolled steel sections, is more efficient. The typical span of triangular truss supported conveyor is around 30m to 40m, while the weight is about 10% less than conventional box truss with shorter span (2). Long span elevated structure based on suspension bridge is another step forward in increasing the distance between support bents, reaching 100m~400m and beyond. The very wide distance between support points of an elevated conveyor offers unique benefits. The conveyor can cross rivers, valleys, highways, forests and other obstacles with minimal footprint and reduced civil work. The versatility from long span conveyors makes bulk material transportation over previously impossible terrains now a feasible option."
