Section 516 of Public Law (PL) 95-87, commonly known as the Surface Mining Control and Reclamation Act of 1977 (SMCRA), requires that underground coal mine operators must "adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." Implied in the constraints of Section 516(b)(1) of SMCRA is a determination of what constitutes "material damage" to surface structures, renewable resource lands, and the capacity for sequential land use following underground mining. The authors have already briefly addressed the subject of damage criteria in relation to surface structures (Bhattacharya et al, 1984). In this paper, an attempt is made to provide quantitative guidelines to ascertain material damage to renewable resource lands, although the data available to establish these criteria are considerably more limited than is the case for surface structures. Besides, many more variables influence the severity of the impact at a given site, making the task of assigning stringent ground movement limits even more complex. This often necessitated use of professional judgement and occasional reverting to a qualitative approach. Hence the reader is cautioned at the very outset that the quantitative limits presented herein are approximate and are primarily intended to serve as rough guides for ascertaining the extent of damage to the renewable resource lands under consideration, and that depending on site-specific conditions the actual damage incurred may differ significantly from that predicted by the proposed criteria. The authors, however, feel that the criteria suggested are somewhat conservative, but realistic. The actual damage observed should generally be less severe than predicted by these criteria. It may also be clarified here that the term "subsidence", as used in this paper, implies the total phenomenon of surface and subsurface effects associated with the mining of minerals and not only the vertical displacement of the surface as is sometimes inferred in the literature.

Seamounts, submarine banks, volcanoes and undercurrent channels are prominent geomorphic features that have become an important target for minerals research and exploration with the goal of future exploitation. Polymetallic ferromanganese deposits are common types of mineralization on these settings. Co-rich ferromanganese crusts are important as potential resources of Mn and Co, but also Ti, Ni, Tl, REEs, PGEs, and other metals. Many seamounts and channels along the Atlantic Spanish continental margin are known to hold mineral deposits but are poorly studied. This work presents and briefly describes the most recent activities of the Spanish Geological Survey (IGME) on exploration and investigation of ferromanganese deposits along the Atlantic Spanish continental margin. Different submarine areas from the northwestern margin of the Iberian Peninsula to the west off Canary Islands have been surveyed by geophysical, sampling and underwater observations from 89 to 4000 m water depth. The mineral deposits cover a large diversity of submarine geological and geomorphical features: mud volcanoes and diapirs related to hydrocarbon seeps, seamounts associated with hot spot volcanism, hydrothermal vents in active magmatic volcanoes, structural basement highs and banks or contourite channels. Considering the collected dataset, we present the preliminary results of the study of these mineral deposits, including ferromanganese nodules and crusts and phosphate pavements and nodules, which can be considered as potential sources of raw materials.

Obtaining financing for mining and exploration projects has been difficult for the last several years, particularly for junior companies. Today, though, the purse strings of investors appear to be loosening, leaving the industry with many questions about financing in the coming years. How have capital markets and exploration spending changed? Are there signs of improvement? Where has capital been raised in private, public markets, stock exchanges, private equity, etc.? What companies successfully raised capital in the last year? How are they spending it? How are traditional and alternative funding sources investing in mining? What are the issues mining companies need to know about when tapping alternative sources of capital? Those were some of the questions that were answered at the Current Trends in Mining Finance conference, sponsored by SME and the New York Section April 26-28. Held in New York City, the conference attracted 115 professionals who work on the finance and economic side of the mining industry. Three of the conference organizers talked with Mining Engineering about the conference and the state of financing in the industry today. Tim Alch (TA) is managing director with Behre Dolbear & Co. The Kemmerer Coal Company's Sorensen Mine is located approximately 7 miles Southwest of the Town of Kemmerer, Lincoln County, Wyoming. The coal it produces is delivered via conveyor directly to Utah Power and Light's Naughton Steam Generating Plant. The Plant went on the line in the spring of 1963 and the Sorensen Mine has been producing coal since February of that year. In this period, approximately 2, 000, 000 tons of coal have been delivered to the Plant. Present Sorensen mining operations are being carried out in the upper seams of the Adaville Formation. The formation contains, in some places, up to 30 coal seams of varying quality and thickness. Thirteen seams are considered major and are given numbers; the rest are considered splits off of the major seams and are so named. The lowest seam stratigraphically is the No. 1, or Elkol seam. So far, it has not been committed to power production but is being held in- reserve. It is the thickest seam with 80-90 feet of coal as its average thickness. The other major seams vary from 10-50 feet thick, with most of the seams averaging 17-26 feet of thickness. Each major seam has been opened at least once' to obtain a true gross sample of the coal's performance in the Plant.

The mining industry is an important economical factor in Vietnam. Mining is presently being conducted at about 60 locations and at over 1000 mines. Petroleum extraction and coal mining are the most important parts of industry though metals such as zinc, tin, chromites, iron are also extracted. Last year the sector produced 20 million tons of crude oil, 26 million tons of coal and 500,000 tons of apatite. In particular, Vietnam is one of the world?s largest producers of anthracite, and it is one of the top producers of ilmenite and zircon in the Asia-Pacific region. The government intends to increase the mining production on all levels, however, at present one can observe adverse impacts of the mining activities on the natural environment such as insufficient waste dump rehabilitation, occurrence of acid mine drainage, mining subsidence and emissions as well as lack of appropriate water treatment facilities. This paper describes the current mining situation, future perspectives, the major environmental challenges of the country and approaches to solve these problems. Particular emphasis will be given to the research project ?RAME ? Research Association on Mining and Environment in Vietnam?, a venture carried out by universities, research centres and industry. This project is worked out in collaboration with the national Vietnamese coal and industrial minerals company VINACOMIN.

The Coeur d'Alene Mining District of northern Idaho is remarkable for its number of large ore bodies and for the amount of its historical production of lead, zinc and silver (Fig. 1). Since veins were first discovered in 1884, more than 127 Mt (140 million st) of ore have been produced from narrow, high-grade veins. Mining continues at the Lucky Friday, Galena and Sunshine mines (Fig. 2). All have been in production for decades. At these mines, more efficient mining and exploration techniques have reduced costs while adding significant new reserves. Even the old Bunker Hill Mine, where ore was first found in 1875, continues operation on a limited basis, partly involving production of world-class pyromorphite specimens. Until recently, the Coeur Mine was also a profitable silver producer. Other large producers have included the Star-Morning, Hecla, Page, Standard-Mammoth, Hercules and Gold Hunter mines (Fig. 2). The first deposits were discovered by prospectors who spilled over from the Murray gold mining district, 24 km (15 miles) to the north. The Bunker Hill Mine was founded the year after the first veins were discovered. Bunker Hill has now operated for more than 100 years. Production includes 2.3 Mt (2.6 million st) of lead, 1.1 Mt (1.2 million st) of zinc and 4.1 kt (132 million oz) of silver. Total district production through 1996 (Springer, 1997) amounted to 7.3 Mt (8.1 million st) of lead, 3 Mt (3.3 million st) of zinc, and 34.5 kt (1.109 billion oz) of silver. This record establishes the district as the largest recorded producer of silver in the world, while also yielding major quantities of lead and zinc. Only Potosi, Bolivia, may have produced more silver, although records are unclear. Despite the district's longevity, historic production and current activity, the published literature on the district lags behind with regard to recent concepts of district geology. The most recent comprehensive US Geological Sur- vey (USGS) bulletins (Hobbs et al., 1965; Fryklund, 1964) are dated. Much research in the last half century has been short-lived or geographically restricted because the district is large and its geology is complex - and even this research tends to remain unpublished. GENERAL DESCRIPTION The Henderson mine utilizes a highly mechanized, continuous panel-caving system to extract ore from a deep, massive, molybdenum deposit. The mine site, lo¬cated 80.5 km (50 miles) west of Denver, is situated at 3170 m (10,400 ft) above sea level in a steep valley on the eastern side of the Continental Divide. The mill site, located on the western side of the divide, is linked to the mine via a 15.5-km (9.6-mile) railroad tunnel. Mine production is scheduled to reach 27 215 t/ d (30,000 stpd) from the uppermost production level. This pro¬duction rate will have been reached within the four years following an intensive ten-year preproduction development program. A second production level, due to come on stream in later years, will expand production capabilities to 31 751 t/d (35,000 stpd). The mine, which employs approximately 2000, has blocked-out ore reserves of 220 Mt (242 million st) at an average grade of 0.42% MoS2. Geology The Henderson deposit is composed of two partially overlapping ore bodies that lie 1080 m (3600 ft) beneath the peak of Red Mountain. The ore bodies are entirely within a Tertiary rhyolite porphyry intrusive complex that has intruded Precambrian granite. The de¬posit is elliptical in plan with overall dimensions of 670 x 910 m (2200 x 3000 ft). In section it is arcuate with an average thickness of 185 m (600 ft). The top of the deposit is at an elevation of 2610 m (8700 ft) while the lower limits range from 2340 m (7800 ft) on the west to below 2100 m (7000 ft) on the east. The mineralization is relatively continuous in the ore bodies and consists of molybdenite and quartz in random to subrandom, intersecting, closely spaced veinlets. Cavability RQD (rock quality designation) * values measured from Henderson drill core and compared with the RQD values from the Climax and Urad block-cave mines in¬dicated that the Henderson ore would cave but with difficulty and that a high percentage of the cave ma¬terial would be blocky. Initial caving experience shows the Henderson ore caves easier and with greater frag¬mentation than was indicated by the RQD values. Pos¬sible reasons for this are: 1) The greater lithostatic load at the Henderson has a greater effect on caving and fragmentation than anticipated. 2) The relief of confining pressure due to caving action and brittleness of the rock is enhancing breakage. Mine Layout The Henderson mine layout was designed from its inception for a large-scale, rubber-tired, continuous panel-caving mining system. The ore body is vertically divided into three major mine levels (Fig. 1). The top¬most level (8100 level), which is 2469 m (8100 ft) above sea level, is the current mine production level. "Diesel engines are one of the primary contributors to the presence of nano and ultrafine aerosols in ambient air and occupational environments. Exposure to diesel emissions has been shown to contribute to various adverse health outcomes of the pulmonary system and cardiovascular system. Currently diesel emissions in the workplace are monitored by way of collecting the aerosol onto filters, which are then sent to a lab for thermal-optical analysis using the NIOSH 5040 method, which measures elemental and organic carbon explicitly. This process can take days or even weeks, and workers can potentially be exposed to excessive levels of diesel particulate matter (DPM) before the problem is identified. To remedy this, researchers from the National Institute for Occupational Safety and Health (NIOSH) are seeking to develop a field-portable method for measuring elemental and organic carbon in DPM aerosols. In the current study, we investigated the use of Fourier transform mid-infrared (FT-IR) spectrometry, which lends itself more readily to implementation in a real-time system than do the thermal-optical analysis methods. We have demonstrated a method for measuring organic and elemental carbon in DPM for a broad range of organic carbon (OC) to elemental carbon (EC) ratios (from 50.3 to 0.8). The ability to handle a wide range of OC to EC ratios is critical given the evolving diesel technology. INTRODUCTION Respiratory illnesses are common in mining industry workers [1] and exposures to toxic aerosols such as DPM can result in serious respiratory illness [2]. Health studies show a correlation between workplace exposure to diesel exhaust and an increased risk of lung cancer [3-8]. The International Agency for Research on Cancer (IARC) has characterized diesel exhaust as a human carcinogen [9], and similar classifications have been made by the World Health Organization and the California Air Resource Board. A recent study [10] suggests that the risk of lung cancer is approximately three times greater for heavily exposed workers. When compared to other aerosols in the mine environment, the settling time of DPM is significantly longer than that of dust due to their small particle size (typically < 1 µm) [11]. Additionally, submicron particles (such as DPM) are deposited in the lungs much more efficiently than their larger counterparts such as dust [12]. Previous studies focusing on particle morphology [13] show that the largest mass contributor to lung disease in mining is elemental carbon, which provides a solid core onto which hydrocarbons are adsorbed. In accord with those findings the Mine Safety and Health Administration (MSHA) decided on submicron total carbon as a surrogate for monitoring diesel particulate matter in the mining environment."

A number of recent studies 1-4 suggest that steelmaking expansion might be achieved more economically by a combination of the prereduction furnace and the electric steelmaking furnace rather than through new blast furnace construction. Supergrade concentrates would be the first step in an evolving technology which bypasses the blast furnace and in which the concentrates are first made into pre¬reduced pellets and then used directly in electric steelmaking, Prereduced pellets made from superconcentrates should not only be competitive with scrap, but should be a preferred feed for the electric furnace because of the absence of such residual elements as copper and nickel. Furthermore, geographic areas remote from present steelmaking centers may find the electric furnace to be an economical method of providing local steel requirements. The development of successful methods of producing superconcentrates may also be expected to find application to conventional blast furnace burdens. The need for methods of increasing grade of domestic concentrates will become increasingly urgent in the face of competition from high grade imports. Only a small percentage of domestic iron ore production can qualify as superconcentrates, (Superconcentrates for the purpose of this investigation are limi¬ted to those concentrates which contain a maximum of 2 percent S&apos;02). During the last several years the Twin Cities Metallurgy Research Center of the Bureau of Mines has directed research efforts to develop methods of manufacturing superconcentrates from present standard grade products by cationic flotation, screening, and magnetic separation.

Introduction Despite the focus on the so-called "high-tech" and service components of the economy, the minerals industry in 1987 continued to provide the world the overwhelmingly dominant share of the total raw material supply for all manufacturing operations. And, in the form of fertilizers and other soil treatment materials, minerals also supplied indispensable raw materials to ensure continued high production of the agricultural and forestry sectors of the world&apos;s economy. Moreover, the role of minerals as a source of construction raw materials was essential to that sector. On the basis of preliminary and partial statistics on world output of crude mineral commodities, 1987 appears to have been a year of further recovery from the recessional years of 1981-1983. The value of world crude mineral industry production (all mineral commodities including fuels) apparently advanced about 5% to nearly $1.1 trillion in terms of constant 1983 dollars.&apos; That is significantly above the recently revised 1986 level of nearly $1.05 trillion, but still considerably below the record-to-date high of $1.27 trillion set in 1980, as shown in Table 1. That growth in value took place despite relatively flat world oil prices - oil being the most important component of the aggregate, as it has been for decades. There is insufficient information available to assess the total value of processed mineral commodities (refined metals, refined oil, manufactured fertilizers and the like). But a figure of $2.6 trillion (constant 1983 dollars) would be a quite conservative estimate for those materials derived only from primary or newly mined materials. And an additional, as-yet-unestimated increment should be added for processed materials derived from secondary raw materials - scrap and other reclaimed substances. From a world trade viewpoint, minerals and mineral products dominate in terms of tonnage. For example, in 1985, on a weight basis, mineral commodities including fuels constituted more than 58% of all goods moving through the Suez Canal and 53% of all goods passing through the Panama Canal. These waterways cannot accommodate giant tankers and ore carriers. So an even larger share of total oceanic trade is composed of minerals and mineral products. Yet, in terms of value, the share of the total accounted for by these industrial essentials is much lower than that accounted for by other commodities, most notably sophisticated high-tech equipment and other goods with a relatively high per-pound value. Worldwide data on the value of mineral export trade for 1987 is so incomplete at this writing that it is impossible to assess that actual level. Indeed, the compilation of similar available data for 1986 covers only the exports of nations with developed market economies. In 1985, these countries accounted for only 67% of total world exports of all goods. They accounted for only 41% of world exports of major mineral commodities: crude nonmetals; metal ores, concentrates, and scrap; mineral fuels; nonferrous metals excluding gold; and iron and steel. For these developed-market-economy countries, the value of exports of these major mineral commodities declined by more than 10% between 1985 and 1986. This study aimed to remove the contaminants in quartz sand by using an eco-friendly method and to obtain high-purity quartz. For this purpose, ultrasound-assisted acid leaching was applied. Equal amounts of a mixture of diluted hydrochloric and oxalic acids were used as the solvent. Response surface methodology (RSM) was used for optimizing, modeling, and predicting the experimental parameters. The correlation coefficient ( R2) of the proposed quadratic model for the relationship between iron removal yield and test parameters was calculated as 0.9731 and it was determined that the predicted and actual values were compatible. Finally, optimization experiments were made and optimum experiment conditions were revised and determined as 83.38 °C of leaching temperature, 196.35 min of leaching time, 2.86 M of acid concentration, and 202.24 W of ultrasound power. Under the optimum conditions determined after optimization, the highest yield of iron removal was determined as 95.08%. Under the optimal parameters, the SiO2 content of the concentrates increased from 97.841 to 99.907% and the Fe2O3 content reduced from 0.225 to 0.011%.

Large room and pillar mines are characterized by numerous and widespread working places. Ventilation requirements are high since each panel employs men and equipment that work simultaneously in multiple headings. Also, it usually is not feasible to redirect airflow from idle to active panels as the demands of each shift vary so every panel in the mine is fully ventilated at all times. Ventilation requirements will be even higher for mines that are classified as gassy. As a result of these considerations, ventilation systems for room and pillar mines are generally designed to handle large quantities of air. But as mining progresses and the mine be- comes larger, greater demands will be placed on the ventilation system. To insure that adequate ventilation is maintained at these times, ventilation engineers must anticipate problems and plan how best to deal with them.

The flotation of calcite has been studied by many investigators, especially in terms of type of collector; pH; and metal ions that activate and, more importantly, depress the flotation of calcite (1)(2). Research was extended to the investigation of the effect of polyvalent metal salts and sodium silicate using these materials added separately or in mixtures (3)(4)(5)(6). Flotation of calcite was also studied with respect to its function as a carrier in the beneficiation of kaolin clays by Ultraflotation (7) (8) (9). The carrier used in Engelhard Minerals & Chemicals Corporation&apos;s industrial Ultraflotation operation is calcite. This fact, coupled with the continuing interest in Ultraflotation phenomena, led to a study to determine the effect of polyvalent metal-silicate hydrosols on the flotation of calcite.

Silver minerals are known to have slow leaching rates and low overall extraction and require a high concentration of cyanide and a long retention time to maximize leach extraction. Their response to cyanidation is considered mild to moderately refractory, largely due to complex mineralogical compositions. New research on improving the dissolution of silver minerals in cyanide was performed using high-purity minerals, as well as a high-grade ore sample from the Kupol property, owned 75% by Kinross Gold. The high-purity silver minerals studied in the leach investigations included acanthite, stephanite and pyrargyrite, which were also the predominant silver minerals in the Kupol ore sample. Dissolution of silver from acanthite produced only 37% extraction in 48 hours of leaching with 500 ppm NaCN. Analysis of the leached acanthite surface showed appreciable formation of polysulfide species, which can interfere with silver leaching. Adding lead nitrate into a pretreatment stage increased the acanthite silver extraction to 86.2%. No polysulfide species were formed with the addition of lead nitrate from the surface analysis. Cyanidation of stephanite and pyrargyrite produced very low dissolutions of silver, only 12.6% and 10.4%, respectively, in the absence of lead nitrate. Silver extraction from stephanite improved to 98% by adding lead nitrate directly to the leaching stage, whereas pyrargyrite required a pretreatment with lead nitrate to extract 83.2% Ag. With the addition of lead nitrate, the mineral surfaces had a PbO species and minor amounts of Pb(OH)2 and antimony was oxidized on the stephanite and pyrargyrite surfaces during leaching. There was a much greater concentration of Sb(V) on stephanite relative to pyrargyrite. Therefore, lead forms a redox couple on silver mineral grains and favors the oxidation of silver minerals. The high-grade Kupol sample assayed 22.6 g/t Au and 359.3 g/t Ag following treatment by gravity separation. Gold and silver extractions from the Kupol sample were 94.5% and 82.9%, respectively, using 500 ppm NaCN and 250 g/t lead nitrate. The findings to improve the extraction of silver from the ore sample with lead nitrate addition were congruent with those to improve the extraction of silver from the individual high purity minerals. Pretreatment did not, however, improve gold or silver extraction significantly with the ore sample.

13.1-SUBSIDENCE AND GROUND MOVEMENT ROBERT STEFANKO 13.1.1-SUBSIDENCE AND FAILURE This treatment of subsidence and ground movement will be confined to subsidence control for limiting surface damage by assessing the significant parameters affecting ground movements during mining to optimize mining techniques. The material will be equally applicable to evaporite mining as well as coal but will not deal with block caving or similar systems where failure is deliberately induced and surface protection is not necessary or provided. When an underground opening is established, the original equilibrium is disturbed with resultant stress concentrations. While many factors are involved in opening stability, the span (W) undoubtedly is one of the most important factors in failure. Assuming it is relatively small, the overlying rock strata can bridge across the opening and little if any movement or convergence of top and bottom will occur. However, as the span increases, a point is reached where the stress in the overlying rock strata exceeds some strength value of the rock, and the top breaks. If the opening span is limited to some subcritical value (-We) and/or is at great depth (D), a pseudo-arch will form, achielring stability before rupture occurs to the surface. The boundary of this arch is thought to approximate an ellipse in form with the major axis vertical and equal to four times W, although there has been little field research to substantiate this theory. However, if the width of this opening is increased at this horizon to some critical value (W,) or the same span is created in a shallower seam, the overlying strata ill progressively rupture to the surface and the characteristic subsidence trough is formed (Fig. 13-1) The area of the surface affected is much greater than the area of the seam extracted, depending on the "angle of draw" (a), which is the angle between a vertical line from the edge of the opening and another line extended to a point at which subsidence tails out to zero. This angle has been found to be about 35° in Europe but is rather academic, being a function of instrument precision in detecting subsidence. Since the subsidence effect is so small at any point beyond n 25° angle, this latter may be considered the practical limit of subsidence. Further- more, indications are that the angle of draw varies with depth and nature of the strata.&apos; In a field study over a 1,000-ft-deep potash mine in New Mexico, the maximum angle of draw was found to be 51.5°.2 So far, only a single opening has been considered. However, the width of the excavation applies to any complex mining system of entries, rooms and longwalls as long as the seam has been fully extracted and the width represents the distance from one solid rib to another. It will be noted that the amount of vertical displacement varies from point to point on the surface (s), but the maximum subsidence for a given trough occurs at the center (S). This latter value may not he equal to the maximum possible subsidence (Sm) which occurs only if a critical or super- critical (+W,) width has been exceeded (Fig. 13-1). Substantial surface damage can result when subsidence occurs. Factors affecting the amount and type of ground movement are: thickness and properties of the seam, angle of draw, width of excavation, depth and type of overburden, inclinations of strata and surface, and the amount of support left in the gob. "SUMMARY The importance of information management was recognised in surface construction industry decades ago, and has increasingly being recognised through formal process and laws. Around the world, these laws and codes of practice are currently being drafted and enacted, to reflect the development of software tools and corresponding increasing adoption by industry. This paper deals with specifics of implementing information modelling in tunnelling business utilising BIM (Building Information Modelling) technology developed for buildings as well as similar technology developed for mining industry. Although BIM is recognized initially as a 3D digital representation of physical and functional characteristics of a facility, the real benefits come when complex capability through construction sequencing and even detailed programming (4D) and cost capabilities (5D) are included. INFORMATION MODELLING The Architecture, Engineering and Construction (AEC) industry requires the production of design and construction information, which involves the input from several teams. The tasks allocated to each team need to be carried out in a particular order and coordinated in order to benefit all those involved and the project itself; this is known as “collaborative working”. To ensure the quality, and guarantee that information can be used without change or interpretation, working processes and standards needs to be agreed upon or else it will hinder collaboration and have a negative impact on project delivery. Case studies show that the additional capital delivery costs due to uncoordinated, inaccurate and ambiguous information amounts to 20-25%. The solution to overcome these problems and improve collaborative working in a project is the adoption of BIM. It is a modern approach to the design, documentation, delivery, and life cycle management through the use of project information databases coupled with object-based parametric modelling. BIM requires traditional practices shifting from simple drafting to using 3D native models for building design environment. Additionally, it requires that models are equipped with information that has been traditionally decoupled in a text or other kinds of documents. The goal is not in creating a 3D graphic representation of design intent; rather, it is a comprehensive information management tool based on the simulation of design and construction build around a central repository."

"Sound Transit’s East Link Project, a $3.7 billion (2015 $), 14-mile light rail extension, will connect downtown Seattle with the rapidly developing east side cities of Bellevue and Redmond. Among the most technically challenging aspects of the Project is the 2,435 foot long Downtown Bellevue Tunnel (DBT), which will be constructed through the central core of Bellevue underneath 110th Avenue NE using a combination of Sequential Excavation Methods (SEM) and cut and cover tunneling. The 1,980 foot long central SEM component of the DBT will be mined at shallow depth through challenging and complex geology, comprised of glacially overconsolidated soils, containing both regional and perched groundwater conditions and in close proximity to existing high rise buildings. The paper shares lessons learned from the planning decisions and risk based approach to the investigation, design and procurement processes which shaped the DBT configuration and enabled a successful transition to the project’s construction stage. INTRODUCTION The East Link Project is a voter-approved $3.7 billion (2015 $), 14-mile extension of the existing Sound Transit (ST) light rail transit (LRT) system from downtown Seattle, across Lake Washington via I-90, to the cities of Bellevue and Redmond on the east side of Lake Washington. With targeted completion in 2023, East Link will provide riders with an efficient and reliable connection between the largest population and employment centers on the east side and downtown Seattle. The project alignment is indicated in Figure 1 below.ST completed the Preliminary Engineering (PE) phase of the East Link project in late 2011. Subsequently the final design contract for the easternmost seven miles of the project was awarded to the H-J-H Team, a joint venture comprised of HNTB, Jacobs Engineering and Hatch Mott MacDonald in February 2012. H-J-H’s final design scope includes approximately 7 miles of double-track LRT between the east end of the I-90 East Channel Bridge and the Overlake Transit Center Station. While the project scope is extensive and diverse, the focus of this paper is the DBT. The DBT is located immediately north of the East Main Station, and travels approximately one half mile through downtown Bellevue under 110th Avenue NE between Main Street and NE 6th Street; terminating at the Downtown Bellevue Transit Center (BTC) Station. The location and extent of the DBT is indicated in Figure 2."

"Standing support is often used in conjunction with underground retreat mining. Knowledge of the load-displacement behavior of standing support and loading induced by the mine opening is critical to proper support selection. The NIOSH STOP database contains load-displacement laboratory test data for most commonly used standing supports. Hydraulic load cells currently used to measure in-situ loading of standing supports have exhibited leakage under load, producing irregularities within the dataset. An improved hydraulic load cell eliminates leakage and produces more consistent data.INTRODUCTIONA hydraulic load cell, more commonly known as a flat jack or JackPack, is a device installed to determine the loading characteristics of the roof-to-floor supports. These standing or roof-to-floor supports include, but are not limited to pumpable cribs, cans, wooden cribs (4-point, 9-point, etc.), metal props, wood timbers, concrete donut cribs, and other variations of these standing supports.Flat jack devices have been used previously to determine the loading of such roof to floor supports. The most commonly used load cell for standing supports is based on a design intended for pre-stressing standing supports, not load measurement. Preloading helps to keep the supports, such as timbers props and cribs, in place during the dynamic loading associated with blasting (Barczak and Tadolini, 2004).Flat Jacks are manufactured in various shapes and sizes depending on the application; common shapes are square and round that are 25.4 mm (1.0 inch) thick when collapsed, as shown in Figure 1. These load cells are produced in South Africa and can be formed into several different shapes depending on the application (Barczak, 2003). The sheet metal that makes up the bladder is comprised of 19-gauge or 1.11 mm (0.04 inch) thickness; the top and bottom pieces of sheet metal are resistance-seam welded around the perimeter. There are two different ports installed on one of the bladder skin corners of the flat jacks; these ports allow fluid to fill the unit, and the other port has a relief valve. The fill port is comprised of a check valve. The pressure relief valve is located in the second port; preset to 1,724 kPa (250 psi), the pressure relief valve keeps the load cell from bursting. Bursting of these load cells typically causes a small tear in the metal skin allowing the fluid to leak out without a large catastrophic failure.The effective inflation range of these load cells is between 25.4 mm (1.0 inch) to 254.0 mm (10.0 inches) thick. Different types of fluids can inflate these load cells but the most common and easily accessible fluid for testing applications is water. Water pressure from the mine supply line can inflate these load cells to the desired load. Depending on the pre-stressing requirements, a pneumatic powered pump, hydraulic pump, or hand pump may be required to inflate the load cells."

1. INTRODUCTION In this section, precious metals are defined as gold, silver, and the platinum group metals comprised of platinum, palladium, iridium, osmium, and rhodium. If the first three years of the 1970&apos;s are the criteria, gold, silver, and platinum seem destined for a bright future. Gold advanced in price from the historic figure of $35 established in 1934 to over $100 per oz (1973). For the five years 1966 to 1970, silver consumption exceeded production by about 50%. The silver price appears to be definitely on the uptrend, and a price of over $3 per oz seems probable. On this basis (at 1964 costs) the United States has an estimated 5 billion oz of unmined silver. The fresh burst of interest in platinum with a surge of renewed price strength (end of 1972) is due to the activity in the automobile emission control area, where platinum re¬mains the front runner in the catalyst area. Some international financial experts believe that governments will not rush into reform of the monetary system, and "Special Drawing Rights" (SDR&apos;s) will gain increased standing as international mone¬tary reserve assets. Gold will continue to be reviewed as the ultimate store of value and will remain the global monetary base. Devaluation of the U.S. dollar caused by imbalance of import payments over ex¬ports is the basic reason that the price of gold will likely remain above the $90 per oz figure for the balance of the 1970&apos;s. Gold and silver usually occur intimately associated, and recovery methods are often closely related; however, they were assigned sepa¬rate chapters, because the major production of each metal is from ore deposits classified as either gold or silver. For example, the gold ore occurrences in South Africa, the world&apos;s leading gold producer, have a ratio of gold to silver of approximately 10 to 1. The ores at the Homestake Mine, Lead, S.D., the largest U.S. gold producer, are predominantly gold with a ratio to silver of approximately 5 to 1. Silver in each example is a byproduct. By this same classification, the largest U.S. silver producers are the silver ores of the Sunshine, Galena, and Lucky Friday mines in the Coeur d&apos;Alene district, Idaho. However, the largest single-mine silver producer in the Free World is the Kidd Creek Mine at Timmins, Ont., where the occurrence is with sulfides of copper, lead, and zinc. Thus, the major gold production of the world is derived from those ores classified as gold ores; whereas, less than one-half of the silver production is from silver ores, and only a small percentage of the silver production is from gold ores. 2. GOLD Gold, the noblest of metals, has been mined for thousands of years. Its chemical symbol, Au, is derived from the Latin "aurum," meaning "shining dawn." A precious substance because it is one of the rarest metals, it has unique physical properties: it does not tarnish; it exceeds all other metals or alloys in malleability and ductility; it is a good conductor of electricity and is one of the most nonreactive metals. Its greatest strength is its indestructibility. It is the only metal mined at depths exceeding 10,000 ft. Since the early 1800s, its chief role has been as a medium of exchange, providing the basis for interna¬tional trade. In the past 15 years, however, gold has emerged as a useful industrial commodity. This role has been fortified by the estab¬lishment of a two-tier pricing system which maintains monetary gold prices at an established U.S. Government price, with industrial gold being priced higher by the free-market system. Occurrences and Production Native gold furnishes most of the world&apos;s production, since gold forms stable natural compounds with few other elements. Neverthe¬less, the metal is widespread with traces of it found in seawater and in the ashes of plants and animal material. Next to the native metal, the tellurides have been the most important gold-bearing minerals; these include calaverite, krennerite, slyvanite, hessite, and nagyagite. Native gold is invariably alloyed with more or less silver, but it is exceptional to find any other metal in the alloy. It is found in veins associated with quartz, calcite, alunite, other gangue minerals, and with various sulfides. Sulfide minerals in order of frequent associa¬tion are: pyrite, galena, chalcopyrite, sphalerite, arsenopyrite, tetrahe¬drite, and pyrrhotite. Small amounts of metallic gold are commonly disseminated through such sulfides. When considerable amounts of silver occur in gold, the mineral electrum is formed. In a few deposits, gold and mercury form natural amalgam. Native mercury is formed by weathering from cinnabar and other mercury minerals. Among the minerals sometimes mistaken for gold, pyrite, marcasite, and especially chalcopyrite may be men¬tioned. The flakes of biotite and other micas, especially when partially oxidized, also may imitate it closely. World gold reserves never have been estimated carefully. Esti¬mates indicate that present world reserves approximate I billion oz, of which about 60% occurs in South Africa and 20% in the USSR. World gold output is dominated by South Africa which produces two-thirds of the world&apos;s production from reserves that are adequate to maintain existing output levels. South African gold output comes from approximately 50 large underground operations that mine and mill 70 to 80 million tons of ore annually to recover 30 to 32 million oz of gold. The USSR is the second largest gold producer, followed by Canada and the United States (see Table 1). Gold production in the United States and Canada rose to high levels in the 1930&apos;s, following the increase in price from $20.67 to $35 per oz and with an abundance of good labor due to depression in other industries. Production of over 10 million oz in 1940 was behind only that of South Africa. World War II caused a precipitous drop in gold output due to the imposition of War Production Board Limitation Order L-208 issued in October 1942, which caused over 9,000 gold mines in the United States to shut down, most of which never reopened. The U.S. Treasury, which suspended purchases of newly mined gold in 1968, had been the sole buyer of U.S. produced gold since 1934. This created the two-tier pricing system, and in March 1972 the President signed into law a bill authorizing a $3 increase in the official price of gold to $38 per oz. In February 1973 the President ordered a second devaluation of the dollar, amounting to about 10% which raised the official price to $42.22 per oz.
