The United States Department of the Interior's Office of Surface Mining (OSM) is responsible for regulating active coal mining and reclaiming abandoned coal mines in the United States. In working with the State government agencies that implement these programs, OSM is building a new approach that moves away from traditional "command and control" regulation and towards an approach that focuses on providing long-term environmental and economic sustainability on lands disturbed by coal mining. This initiative called "Reclaim the Future!" looks to enhance opportunities for economic development, wildlife preservation and enhancement, reforestation, and other beneficial and productive uses of lands disturbed by coal mining. The initiative is also focused on ensuring that the landowners and the local public have significant involvement in determining how best to reclaim mine sites and what post-mining land uses are most appropriate for each individual abandoned mine reclamation project or active mine reclamation. Through the use of the best scientific input in an open, participatory process, OSM hopes to further sustainable development principles for coal mining within the framework of existing United States law.

An intelligent supervisor using expert system tools and applied to a crushing plant has been developed with a structure based on a model of a human operator. It consists of a knowledge base containing a qualitative model of the process and a rules base with the heuristic logic used by an operator when supervising a plant. The simulation results obtained show the potential of this type of system to supervise the automatic operation of a plant. There has been very significant development in artificial intelligence over the last two decades. Within this development, two approaches can be distinguished, (Winston, 1984). The "model approach," in which the main objective is to understand and model the be¬havior of living systems. The second approach is the "engineering approach." Here, systems capable of performing tasks usually requiring human intelligence are created. As part of this latter approach, knowledge engineering and its main achievement, expert systems, have been developed. Expert systems arose from the need to incorporate the abilities of a human expert in solving realistic problems in which the conventional approach has great difficulties. The first successful applications of expert systems were in medical diagnosis, geophysics, and fault detection. However, since 1971, when Fu (1971; defined intelligent control as the inter action of artificial intelligence and automatic control, some significant developments in the use of artificial intelligence tools for process control have been achieved (Astrom, 1986; Pinto 1988; Fahrenkrog, 1988; and Porter 1987). The modern control theory has made important advances. And, although successful in some applications, it has failed to cope with the practicalities of many industrial processes. As a result, the automatic operation of a plant has been confined to a small region around a normal operating point and to periods without any great disturbance. One of the main reasons for this is the lack of accurate and structured knowledge of the processes involved. Despite this, operators applying their knowledge, experience, and a little intuition, often obtain good results controlling the plant in such situations. Considering the above, the next obvious step is to include similar reasoning capacities in a computational system. The development of such an expert supervisory system prototype applied to a mineral crushing plant is presented. In 1978, Congress established a series of mineral institutes for a limited time to assist financially in mineral industry education and research. Later, education and research were separated, establishing generic institutes for specialized research that transferred the former research budget from the base mineral institutes program. One of the generic institutes is the Mine Systems Design and Ground Control (MSDGC). It provides for research funding specifically for mining. Other parallel generic institutes were established in pyrometallurgy, comminution, waste management, etc. MSDGC was established at Virginia Polytechnic Institute and State University(VPI). The founding group included the University of Alabama, University of Kentucky, University of Nevada Reno, University of Idaho and University of Alaska reporting through VPI to the US Bureau of Mines (USBM) and Congress. Other universities also participated on an ad hoc basis.

Dharwar craton in the southern Indian shield, comprises the Neoarchaean foreland in the west and a relatively younger accretionary complex composed of granitoids and intervening gold-bearing volcano-sedimentary belts. The Hutti schist belt hosting a major gold producing mine is situated in the northern part of the eastern Dharwar craton. It is a horse-shoe shaped structure comprising predominantly of pillowed metabasalt of tholeiitic composition with minor amounts of clastic sediments and felsic volcanic rocks. The belt is intruded on all sides by circular to tabular bodies of granites and granodiorite. Important gold deposits are located at Hutti, Hira-Buddini and Uti villages. Felsic volcanics in the Hutti belt occur as tabular bodies of quartz porphyry and breccia. Two of the gold-bearing reefs in the Hutti mine, Viz., Middle and Strike reefs are intimately associated with tabular sub-vertical sheets of mylonitic quartz-feldspar porphyry intruding pillowed metrabasalt. In Uti mine area, the felsic volcanics occurs as a tabular body. At Hira-Buddini, the felsic volcanic occur as a irregularly shaped sheet in pillowed metabasalt. Mineralogical and geochemical studies suggest that the felsic volcanic rock in Hutti mine area is a rhyolite and at Uti and Hira-Buddhini it is of dacite composition. Scheelite occurs as veins, veinlets, stringers and blebs along fracture planes of felsic volcanics in the Hutti mine area, whereas at Uti and Hira-Buddini it is insignificant. On the basis of spatial association of metabasalt and felsic volcanics and on geochemical grounds, we interpret that the felsic volcanics might have originated by the partial melting of basalt. REE patterns of the granite, granodiorite and metabasalt of Hutti are similar to each other indicating that they could be co-magmatic. However, REE in the Hutti felsic rocks is significantly higher than in Uti and particularly Hira-Buddini mine areas. The two felsic volcanic samples drawn away from the mineralized zone from all the three mine areas were analyzed for tungsten. In Hutti one sample assayed 0.15% and another 0.062%. At Uti, in one sample it assayed 0.056% and another less than 1 ppm, whereas at Hira-Buddini, it is less than 1 ppm in both the samples. The spatially associated basalt analyzed 23 to 235 ppm tungsten, whereas granites and granodiorites have very low (<1 ppm) tungsten. Therefore, the source of tungsten in the felsic volcanics of Hutti area could be traced to metabasalt. The absence of significant amount of tungsten in the felsic volcanic of Hira-Buddini could be attributed to the lack of REE enrichment compared to REE in Hutti and Uti felsic volcanics.

City Water Tunnel No. 3 is being built in order to provide a redundant system for delivering 4,542,500 m3 (1.2 billion gallons) of water per day throughout the five boroughs of New York City. The present tunnels, City Tunnel No. 1 and 2 (Figure 1), were put in service in 1917 and 1936 respectively, and both have been in continuous service. Tunnels No. 1 and 2 can-not be shut down for inspection or repair until City Tunnel No. 3 has been completed. City Tunnel No. 3 has two stages (Figure 1).Stage One is 20.1 km (12.5 mi) long and is presently delivering drinking water to the boroughs of the Bronx and Manhattan. Stage Two consists of the Brooklyn-Queens Tunnel 17.7 km (11 mi) and the Manhattan Tunnel 14 km (9 mi). The Brooklyn-Queens leg is complete and is set to be put in service soon. The Manhattan Tunnel is being constructed and is the subject of this paper. The Manhattan Tunnel (Figure 1) is comprised of three legs: the north, south and east legs. The con-tract includes the excavation of 8,976 m (29,500 ft) of tunnel and the lining of 14,561 m (47,773 ft) of tunnel. The south tunnel, 5,705 m (18,720 ft), was excavated but not lined, under a previous contract. The tunnel ranges from 181 m (600 ft) to 152 m (500 ft) in depth in the bedrock under Manhattan. The tunnel contract also includes the construction of nine new shafts, 161 m (530 ft) average depth, and the completion of a tenth shaft (the previously built construction shaft). The Manhattan Tunnel contract was awarded to the sole bidder Schiavone/Shea/Frontier Kemper Joint Venture (SSF) for $668,532,680.00, on January 31, 2005. The Manhattan Tunnel was designed ?in house? by the New York City Department of Environmental Protection (DEP) and the construction management was provided by a combined staff of the DEP and a joint venture of Jenny Engineering and URS.

Borehole (slurry) mining, in which a tool incorporating a water-jet cutter and a downhole slurry pump mines phosphate through a borehole, was field tested in northeastern Florida as part of a Bureau of Mines program to increase the domestic availability of critical minerals. Approximately 1700 tons (1.54x106 kg) of phosphate ore were mined at 40 tph (10.1 kg/s) from a depth of 250 ft (76 m). The borehole was filled with water during mining for roof support and to assist slurry pumping. Underwater cutting was enhanced with an air-shrouded water jet. Mined cavities were backfilled to prevent subsidence after abandonment. Roof subsidence during mining was avoided only when the cavity was filled with water. Environmental monitoring before, during, and after mining included hydrological studies and measurements of water quality. Significant water quality changes occurred only in the zone being mined and were confined to the immediate area of the borehole.

Mycobacterium phlei has very good potential as a hematite flotation collector. The flotation recovery of hematite is dependent upon the solution pH and concentration of the microorganism. The critical pH for maximum recovery of hematite is around three, which corresponds to the point of zero charge of the microorganism. An excellent correlation between the flotation recovery and bacterial adhesion on hematite is observed. The adhesion of Mycobacterium phlei on hematite can be described by the potential energy of interaction calculations using an extended DLVO theory.

Flotation behavior, of magnesite and dolomite pure minerals was studied separately. Rice bran oil (a source of fatty acid ) was used as a collector for both minerals . The aim of this study is to find a separating zone in the flotation of these pure minerals to be used in the separation of their mixture. Factors affecting the flotation process, such as pH and collector, were studied. It was found that magnesite can be separated, from its mixture with dolomite, in the pH range of 5-7. At this pH range flotation recovery of dolomite reaches~98% where magnesite reaches ~20% only. Besides, the effect of collector concentration on the flotation shows that the separation of magnesite from dolomite is feasible at a collector concentration of 3x10-4 M. At such concentration, dolomite recovery reaches ~98%, where magnesite reaches 25%. The differences in the flotation behavior of dolomite and magnesite were investigated by studying the adsorption isotherms of rice bran oil on magnesite and dolomite surfaces. The adsorption study indicates that while there is an excessive adsorption on dolomite surface, the adsorption density on magnesite was restricted to be lower than monolayer capacity. The adsorption behavior of dolomite and magnesite was discussed in the light of their solubility and crystal structure. It was found that due to the higher solubility of dolomite than magnesite, Ca2+ and Mg2+ ions are available and more reactive on dolomite surface increasing collector adsorption. In addition, it was indicated that dolomite mineral has a crystal lattice structure more compatible to the geometry of the fatty acid carboxylic group than magnesite. However, the adsorption of collector on dolomite surface is more compact and more regular than on magnesite surface.

High temperature pressure oxidation (>190°C) is a wellrecognized and versatile metallurgical oxidative pre-treatment process commonly used to liberate gold from refractory sulfide ores and concentrates. The pressure oxidation of refractory gold ores was first commercially applied in 1985, at Homestake Mining Company’s McLaughlin mine in the United States. Since that time numerous refractory gold and other high temperature pressure oxidation facilities have been built throughout the world. The design of each facility was met with unique challenges and opportunities which have led to an array of plant configurations, pressure oxidation autoclave sizes, and sulfide oxidation capacities. This paper presents a historical review of high temperature pressure oxidation operations and current projects in execution with a focus on the autoclave vessel design, circuit configuration, and unit sulfide oxidation capacity as a basis for characterization and comparison.

This paper describes operating gains resulting from standardizing operating and maintenance practices to improve the performance of the pebble crushing circuit at he Empire Concentrator. Past efforts have led to improved operating time but no additional throughput gains. New Operating standards and checklists were developed and introduced. The content and frequency of the review process indicators was then changed to take advantage of the new practices resulting in an increased feed rate and availability through the pebble crushing circuit.

Due to the rapidly increasing production rates and deepening of mine working areas, there is a drastic rise in the number of thermal issues to be addressed for maintaining a safe mine environment. As high temperatures and humidity in underground mines could affect the health and performance of workers, and ultimately the production rate, it is necessary to provide a properly controlled safe environment. The backfilling of stopes in metal, non-metal mines results in different thermophysical properties for the hanging, side and foot walls, modeling of which is not provided by any existing mine climate simulation software. This paper presents the modeling of such a single stope using the MULTIFLUX (MF) software, developed at University of Nevada, Reno. A special case is presented in this paper, where a case study from the Homestake mine in the US with a drift and ramp connected to a stope with high Virgin Rock Temperature (VRT) and various spot heat sources is modeled in MULTIFLUX and CLIMSIM, and the results are compared against each other. Another case is presented in which the stope of the previous cases is modeled with walls, each having a different set of thermophysical properties. These results are compared with the former results to analyze the effect of anisotropic properties.

This paper presents an approach to quantitatively calculate the neutralization of acid by silicate minerals, based on the chemical kinetics of acid reacting with silicates. This approach incorporates incongruent dissolution mechanisms and the effects of silicate iron content on net acid consumption, and offers guidelines for considering the extent to which specific silicate minerals will react. This approach differs from previous methods of estimating silicate buffering: it is based more on the fundamental chemistry of acid generation, and less on potentially misleading empirical measurements of acid neutralization.

MULTIFLUX, a new thermal, hydrologic, and airflow model and software is being developed to solve the flow of heat, moisture, and air in and around an underground opening. MULTIFLUX couples two distinct domains that are solved separately first and re-coupled as an iterative task: (1) the rockmass, and (2) the airway. The airway is solved with a lumped-parameter Computational Fluid Dynamic (CFD) module which is an embedded part of the MULTIFLUX code. The CFD model includes convection, conduction, and radiation for heat, as well as convection and diffusion for moisture transport in an air-filled opening. The CFD model also solves for the airflow field. The surrounding rockmass model may be from any analytical solution, or from a complex thermal-hydrologic numerical model such as NUFT or TOUGH2. The rockmass model is interfaced to MULTIFLUX using a novel technique called Numerical Transport Code Functionalization (NTCF). The method provides fast convergence on a personal computer platform. The paper reports the results of MULTIFLUX simulations for a mine drift, comparing calculations with a known mine climate software, CLIMSIM, and with measured data. Through this validation example, the performance of MULTIFLUX is demonstrated. The results show excellent agreement due to the use of realistic modeling assumptions and boundary conditions.

Appropriate seals, portal ground improvement, and compatible shaft construction techniques are vital elements for launching and receiving tunnels effectively in urban areas where adjacent property requires protection from excess ground movements. This paper focuses on seals and ground improvement along with shaft wall types, required to launch or receive tunnel boring machines within wet, permeable ground at the portal zone. The paper also discusses probing to verify suitability before the tunnel eye is cut. Methods addressed include: rubber gasket seals; soft eyes; double walls; top hats for reception; and, portal zone ground improvement (permeation grouting, jet grouting, un-reinforced slurry diaphragm wall panels, ground freezing, deep soil mixing, dewatering, and over-excavation and backfilling). This paper focuses on challenges with launch and reception of pressurized-face TBMs with precast concrete segment linings. Challenges related to pipe jacking are discussed in a separate paper titled ?Mitigating Microtunnel Launch and Reception Challenges? (Hunt and Finney 2008).

Large diesel engines provide the mining industry the substantial power and torque needed to move large amounts of material efficiently. But the stresses generated by such power and torque necessitate complex maintenance programs to ensure the utmost operating capabilities are not compromised. Of all its available sensors, the Exhaust Temperature differential between the right and left banks can provide the most valuable indicator of the overall operating condition and potential degradation of a large diesel engine. BHP Billiton Escondida Mining has implemented real-time remote monitoring, diagnostics, reporting, and tracking of Exhaust Temperature differential using Modular® technology. As a result of the processes and procedures put into place surrounding their MineCare maintenance management system, Escondida has proactively replaced over 300 injectors, resulting in an increase of 4% in Engine availability.

Your assessment of the minerals business. The global mining industry is strong. I am convinced it will continue meeting the mineral needs of the world population for the foreseeable future. Two developments have greatly enhanced the industry’s ability to produce low-cost minerals. Technological innovations have resulted in increased productivity. And there has also been a dramatic expansion of the number of favorable countries in which to explore and mine. Capital expenditures have flowed to the low-production-cost mines and development projects as well as to the exploration projects and stable countries having the best potential for valuable mineral discoveries.

Vale Inco Ltd. is trialing several energy conservation initiatives in an effort to minimize costs and reduce green house gas emissions. The Ventilation on Demand (VOD) concept is a major project being carried out in various phases at Vale Inco mines. Due to the complex nature of a dynamic VOD system, Vale Inco is taking a systematic approach of testing VOD system components with milestone evaluations of each project. Coleman Mine was selected to pilot test the functionality and robustness of automated louvers in the underground environment; with the goal of optimizing mine airflow such that ventilation would be available for developing a new ore body. This project involved installing automated louvers in the exhaust raises; and installing variable frequency drive (VFD) starters on auxiliary supply fans. Because the VOD project created efficient utilization of the ventilation air in the 153 OB, the 170 OB is currently being developed without increasing the total fresh air into the mine. This paper describes the louver system component of VOD as applied at the mine.

Monitoring slope displacement in open-pit mines can help predict collapses and prevent serious damage, injuries, and fatalities. Early detection of movement may indicate the need to modify slope geometry, initiate dewatering if the slope is wet, or consider artificial support measures such as cable bolting. Slope monitoring at the Berkeley pit was carried out with varying degrees of intensity and continuity for about 15 years. Some of the old mine records are still intact and accessible. Slope monitoring data can therefore be collected and published for the benefit of other mine operators. Because prediction of slope failures is empirical in nature, publication of several well documented case studies will be a valuable contribution to the industry. Background - Berkeley pit Open-pit mining of copper from the Berkeley pit, located on the east side of Butte, MT, began in 1955 and ceased in 1982. During that time, about 1 Gt (1.2 billion st) of material were removed to form a pit about 1.8 km wide by 2.1 km long (6000 ft by 7000 ft) at the rim, and 550 m (1800 ft) deep as measured from the high hill on the northwest side. From the south side, the pit only measures 365 m (1200 ft) deep. The Berkeley pit was first owned and operated by Anaconda Minerals Co., and subsequently by Arco. Following its closure in April 1982, the mine began to fill with water. Washington Construction purchased the property in 1986, and Montana Resources Inc. began mining to the east of the Berkeley pit in July 1986. Numerous instances of slope failure were recorded during the course of mining and several intensive geotechnical investigations were conducted in an effort to optimize the mine design. One of the last and most comprehensive studies was initiated in 1977. For purposes of geotechnical analysis, the mine was divided into nine design sectors on the basis of geologic conditions, geographic orientation, and economic importance (Fig. 1). Only two of these sectors - the concentrator and the southeast corner - are considered here. Material properties were obtained from several studies of samples collected from the mine and adjacent areas. The industrial vision system provides on-line 2D particle size analysis for aggregate slurries in both the overflow and underflow of hydrocyclones. This paper covers required vision system features allowing CCD cameras to function in the harsh environment of a mine milling area. The study conducted demonstrates the system’s capacity to obtain particle size distributions for controlling hydrocyclonic separators. The particle size distribution is obtained within seconds and immediately updated to allow for process adjustments. Results are then provided as a graphical computer generated display or output as a 4-20mA current loop for process control. The primary use of the vision system is in classifying particles in cyclone overflows which are often a few microns in size. Typical size information for actual mine slurry samples are presented and possible control schemes discussed.

The Iron Ore Company of Canada mines, processes and ships crude iron ore, concentrate and pellets from the rich ore bodies of the Labrador Trough area in the extreme north-eastern part of Canada, some five hundred miles from Montreal (see figure 1). There are three main sites of activity. At Schefferville, approximately 12 million tons a year of crude ore (chiefly limonite) are mined, crushed, screened and shipped to Sept-Iles. At Labrador City, 40 million tons of specular hematite are mined annually for processing into 17 million tons of concentrate. Of this, 9 million tons are converted into pellets. All product 1s shipped to Sept-Iles. At Sept-Iles, on the north coast of the St. Lawrence, a six million ton per year concentrator and pellet plant process much of the Scheffervllle ore into high-grade pellets. Also at Sept-Iles are the company&apos;s administration offices stockpiles and shipping facilities. The Terminal facilities can berth and load a 250,000 ton bulk carrier at 19,000 tons per hour.
