The Mine Health and Safety Act No. 29 of 1996, as amended, embeds an occupational health and safety management system that facilitates communication between representatives of the state, capital, and labour. In underground mines, two communication loops between these role players serve to separate the production chain of command from the political tripartite relations. Worker-elected health and safety representatives are involved in both communication loops, but are severely constrained in escalating their occupational health and safety concerns to the legalpolitical level. This has a direct bearing on the exercise of the Right to Refuse Dangerous Work (RRDW). As previously reported, health and safety representatives were found to primarily consult their production supervisors in preference to their trade-union representatives. This follow-up article presents production supervisor perspectives on the RRDW. The study demonstrates how, for mineworkers, the two distinct communication subsystems constrain, rather than facilitate, implementation of the RRDW.

The aim of this investigation was to study the influence that varying production rates have on iron sinter quality. This was done by performing sinter pot tests at different pressure drops over the sinter bed, namely 11 kPa and 15 kPa (for 500 mm total bed depths). During each of the sintering processes temperature-time profiles were recorded of the top, middle and bottom layers of the sinter bed. On completion of the sinter process the sinter cakes were divided into top, middle and bottom layers. The physical properties of each layer were subsequently characterized by performing a tumbler test and a sieve analysis. A comprehensive mineralogical study was also conducted on each layer. This study revealed that sinters of similar cold strength could be produced under the examined production rates. However, a higher production rate was accompanied by an increased amount of fines. The cold strengths of both sinters significantly increased from the top layer to the bottom layer of the sinter bed. This strength variation is not related in any simple way to the phase composition. Scenario reduction is designed for selecting a representative subset of geostatistical simulations out of a much larger set. Three steps are involved: measuring the dissimilarity between two simulations; finding a metric to measure the distance between any subset of k simulations and the full set of N simulations; and finding an efficient algorithm for selecting the subset that minimizes the metric. This paper focuses on the third question. We show that genetic algorithms are an efficient way of approaching the minimum when the population of subsets to be sampled is large. Two case studies based on the Walker Lake data-set are presented: firstly choosing k=4 simulations out of a total of 100, and secondly choosing 20 out of the same 100 simulations. In the first case it was possible to compute all possible combinations exhaustively and hence to demonstrate that the algorithm converges to the true minimum. This was not possible in the second case. Instead we demonstrate that it outperforms the random draw algorithm used in earlier work. A procedure for tracking individual selections during the iterative procedure was developed. This allows us to measure the evolution in the percentage of progeny resulting from crossing-over and from mutation that survived in the next generation. It gives valuable insight into how to choose the parameter values in the algorithm. Another key finding is that there is a trade-off between the number of individuals per generation and the number of generations required for the algorithm to converge.

Roadheaders are very versatile excavation machines used in tunnelling, mine development, and mine production for soft to medium strength rock formations. Performance prediction is an important factor for successful roadheader application and generally deals with machine selection, production rate and bit consumption. Among many different parameters, brittleness is also one of the material properties related to breakage characteristics and can be used as a cuttability parameter from a mechanical excavation point of view. The main objective of the research study is to contribute the brittleness of rock excavated to construct a new empirical equation for predicting the performance of roadheaders in different material and operational conditions. In this regard, a new performance prediction model for medium duty roadheaders based on a brittleness index (BI) is presented. In this study, rock mass brittleness index (RMBI) is defined in order to investigate the influence of BI on roadheader performance. RMBI is an index which can be used to relate the intact and rock mass characteristics to machine performance. Results demonstrated that RMBI is highly correlated to instantaneous cutting rate (ICR) (R²=0.94). Moreover, through the further analysis and normalization, the pick consumption index (PCI) was introduced as a parameter having a good relation with pick or bit consumption rates (PCR) (R²=0.79). Finally, the new predictive models for ICR and PCR showed very good correlations with the actual measured values. Previous work has shown that sulphide self-heating occurs in three distinct stages referred to as Stage A, Stage B and Stage C. In this paper the focus is on the transition from Stage A to Stage B, which occurs at ca. 100OC. Background literature hints that the transition corresponds to the transformation of the rhombic form of elemental sulphur to the more reactive monoclinic form that occurs at 96OC. A test apparatus is modified for adiabatic heating to track the transition. The results support this transformation of sulphur as being key to the transition, and the transition temperature is thus modified to 96OC. Variations in a sample’s response under adiabatic conditions are observed and possible reasons are discussed. Testing in adiabatic mode provides new insights into the sulphide self-heating process that complement the test designed to identify propensity to self-heat. "SynopsisCost estimation for surface coal mines is a critical practice that affects both profitability and competitiveness. New mines require these costs to be estimated using available information before a project begins. The competitive advantage of a new mine depends on it being both efficient and cost-effective. Low-cost producing mines have a higher chance of survival in a low-price environment than do high-cost producers. The competitiveness and profitability of a coal mine is based on the costs of production and the supply position on the cost curve. There is no single method of cost estimation, and the available methods consider only one or a few variables, leaving out multiple variables that could significantly affect the estimation of mine costs. Mining companies are thus searching extensively for a method that will increase accuracy in the estimation and evaluation of mining projectsThis paper highlights the shortcomings of the available approaches and proposes a data envelopment analysis method to develop a frontier for effective surface coal mines, and the use of a parametric method for modelling the costs and productivity of new mines to ensure effective competitiveness. The models will extend the capability of estimation and the accuracy of estimates using the efficient decision-making units, by considering the optimal mine-specific and external variables affecting costs.IntroductionCoal contributes 25% of the world’s primary energy needs, after fuel oil, which contributes 35%. The world energy demand, estimated over the period 1990 to 2030, is expanding at a cumulative annual growth rate (CAGR) of 1.7% (Schernikau, 2010, p. 14). The choice of which mining method to use at many large surface coal mines is often dicated by what machinery is available or what experience the mine management can offer. One of the most significant surface coal mines in Turkey is owned and operated by the Turkish National Coal Board, located to the west of the city of Kütahya. The Seyitömer Lignite Enterprise (SLE) extracts low quality coal, the majority of which is supplied to an adjacent power station. The coal seems at SLE contain bands of ash which under normal mining conditions are extracted with the coal. This increases the ash content of the run of mine coal and results in lower efficiency at the power station and financial penalties for SLE. In this paper, therefore, selection of the best possible equipment and production method was identified to achieve high selective mining at SLE. The research found that two different high selective mining methods were suitable for selective excavation of the B3 seam, which were hydraulic excavator and truck and surface miner and truck combinations. It was also found that high selective excavation could provide the desired coal quality at 52% lower costs when the whole process (excavation, transportation, processing, etc.) was considered. "Platinum-based alloys are being developed with microstructures similar to nickel-based superalloys for potential high-temperature applications in aggressive environments. Since the chemistries of nickel and platinum are similar, Pt-based alloys can be made with gamma prime ~Pt3Al precipitates in a gamma (Pt) matrix. Currently, the Pt-Al-Cr-Ru system is one of the bases for developing Pt-based alloys, where Al allows the formation of thePt3Al precipitate and also gives protection from the alumina scale formed, Cr provides oxidation resistance and stabilization for the L12~Pt3Al phase, and Ru provides solid solution strengthening in the (Pt) matrix. Four Pt-Al-Cr-Ru-V and two Pt-Al-Cr-Ru-V-Nb alloys were made, with compositions based on a quaternary alloy, ~Pt82:Al12:Cr4:Ru2, which hadpreviously been identified as having optimum properties. Four of the as-cast alloys had the targeted two-phase structure of ~Pt3Al and (Pt), and two were single-phase ~Pt3Al. Vanadium partitioned more to (Pt) than to~Pt3Al. There was an improvement in hardness compared to the quaternary alloys. The best addition of V was ~15 at.%; higher additions resulted in brittle intermetallic phases of the Pt-V system. The effect of Nbcould not be ascertained because of its high losses."

Smelting or converting of sulphide concentrates and mattes in a batch operation presents a challenge when directing the off- gas to a conventional acid plant. The Hindustan Zinc Ltd. (a division of the Vedanta Group of companies) Chanderia Lead Zinc smelter was presented with such a challenge that was met with the adoption of the Cansolv® SO2 Scrubbing System. The Ausmelt top submerged lance technology used at Hindustan Zinc generates a furnace gas stream that containsbetween 0.1 vol% and 12 vol% SO2 during the three stages of batch smelting. Cansolv® SO2 Scrubbing Technology captures the SO2 to ensure that treated flue gas exits the facility at a concentration below 100 ppmv SO2 and it releases SO2 in a controlled fashion, to more closely match the needs of the existing acid plant. The application of a regenerable scrubbing system to capture SO2 from a batch-operated furnace and convert it to acid in a conventional acid plant was a first of its kind in the world. This paper provides an update on the design and operation of the Hindustan Zinc SO2 recovery system and suggests two improvements to the basic flow sheet that optimize the cost of SO2 scrubbing further.

Mechanized mining can be experienced as a symphony by substituting the instruments for the different machines that each perform their own function and thus have different sounds. The drill-rig is the soloist around which all the other machines must play their part in harmony. Each machine can function on its own, but productivity is achieved only when all of the machines function in a holistic manner, as the different sounds of instruments form a symphony when playing together. To produce a symphony is to have the ability to put together all the pieces. It is the capacity to synthesize rather than to analyse. Today?s managers have to apply this harmonic way of thinking to make the system of mechanized mining work. In other words each of these people must have the ability of a conductor, whose job involves corralling a diverse group of notes, instruments and performers, and producing a unified and pleasing sound. At Modikwa Mine the introduction of the MAPS (Mine Activity Performance System) has allowed management to obtain a clear view of all the activities associated with the equipment. Through synthesis the issues that hampered productivity were identified and addressed to improve production and reduce costs.

The Department of Mining Engineering at the University of Pretoria accepts that the process of teaching and learning improvement is an ongoing exercise with the ultimate aim to deliver well-rounded mining engineering practitioners. Various challenges impact on the success of this process. An integrated and innovative process was developed and is followed in the Department to overcome these challenges. The aim of the Department is to apply a holistic teaching approach by introducing multiple integrated interventions with regards to teaching and learning strategies. Three phases of this process are discussed in this article, and are illustrated in Figure 1. During the first phase, prior to 1999, several teaching and learning challenges were identified in the Department of Mining Engineering. These challenges are discussed in the next section. In the current phase, a variety of interventions to address the challenges are being developed, implemented (in some cases piloted), and evaluated. The future phases will focus on the improvement, successes, and full roll-out of current interventions, as well as on training, development, and support for all staff members to participate in the process. "SynopsisAlmost 20 years have passed since the cutting-edge research by Thompson and Visser on the design and management of opencast mine haul roads was conducted in South Africa. This system is based on three principles, namely the structural ability to support the ultra-heavy truck loads, the selection of vehicle and environmentally friendly riding surface, and an appropriate level of maintenance to counteract wear and tear. Obviously, proper layout and geometry are essential.These principles have been implemented worldwide, and it is useful to review the lessons learned. The objectives of this paper are to present a critical review of the status of mine haul road design and management, and the impact that these principles have made on operations, particularly the cost-effectiveness. The paper briefly reviews the principles of the haul road design and management and the extent to which they are applicable. Case studies of a number of implementations are presented to demonstrate that the principles are sound and have been applied effectively. For example, at an international operation the transport cost of coal was 40% more expensive than anticipated in the feasibility stage, and this made the mining operation uneconomic. Correction of this problem resulted in a viable enterprise. Although designed for opencast operations, the principles are equally valid for underground operations, and initial development work will be discussed.The main conclusions are that the research approach is valid and its effectiveness has been demonstrated in a number of applications. The anticipated financial benefit has been derived, and has made the mining operations that used the principles more effective. Special General Meeting A Special General Meeting to consider the changes to the Constitution was held immediately prior to the AGM. 1. Purpose In order for the SAIMM to remain relevant and ensure maximum value to all members, Council propose three changes to the Constitution. 2. Background Three changes to the Constitution were proposed by the Council on 21 July 2006. These changes now have to be approved by means of a ballot at a Special General Meeting. These three proposed changes are discussed briefly below:

Mintek has been involved in extensive test work since the early 1990s on the recovery of nickel and cobalt from leach liquors saturated in calcium, using synergistic solvent extraction systems. During this period the Nicksyn? reagent was developed, optimized, commercially manufactured, and tested by Tati Nickel on a demonstration plant for more than 2800 operating hours. Efficient recovery of nickel without the co-extraction of calcium, thus avoiding gypsum formation in the extraction and stripping circuits, was illustrated. This synergistic system was recently evaluated on a laboratory scale for the recovery of nickel and cobalt from synthetic lateritic sulphate leach liquor containing about 3 g/L nickel, 0.5 g/L cobalt, 0.7 g/L manganese, 20 g/L magnesium, and with calcium at saturation. Extraction and stripping parameters were determined for this feed liquor and are discussed in this paper.

This paper introduces the concept of clean steel production from a pyrometallurgist’s perspective to the broader metallurgical community. A simplistic overview of the steelmaking process from iron ore to car body manufacturing is followed by an introduction to the South African steel industry and the technologies that it utilizes. The process is illustrated by an overview of the flow sheet and technologies for the production of clean steel at Saldanha Steel, South Africa.

The slag-tailings based artificial reef concrete (ARC) is made of CaO-CaSO4 activated granulated blast furnace slag (GBFS) as cementitious material and deslimed gold ore tailings as aggregate. In order to investigate the potential application of the material as ARC, the strength development, hydration characteristics and application performance were investigated under different preparation conditions. Results indicated that using seawater as the mixing water can effectively promote the hydration of slag and generate a large amount of hydration products such as ettringite, CSH gel, hydrotalcite and Friedel ’s salt in the early curing period and so render the material with good early compressive strength. Seawater curing can also accelerate the hydration reaction in the early stage of hydration. The hydration reaction of slag and the compressive strength of ARC can be effectively promoted by increasing the specific surface area of slag. The 28-day compressive strength of the slag-tailings based ARC prepared with 30-50% CaO-CaSO4 activated slag and 50-70% tailings can reach to 19.88-42.87 MPa. Also, the material has a low surface pH value, good resistance to chloride ion penetration, and sulfate corrosion. All large-scale applications of conditional simulations intend to benefit from the ‘correct’ (or’ accurate’) characterization of uncertainty, adequately describing the variability observed from the data and its impact on the final objective. This paper discusses a number of relevant issues that highlight the extent to which, in reality, a model of uncertainty is dependent on the random function model chosen. Often in the presence of large number of conditioning data most available random function models will provide similar models of uncertainty. When conditioning is scarce, the resulting models of uncertainty will vary more widely, since the final output will depend mostly on the underlying assumptions of the model chosen. The application described in this paper is taken from a large porphyry Cu operation in northern Chile, and it demonstrates the impact of several variables on the resulting models of uncertainty. In particular, some of the decisions involved include the number of conditioning data and the underlying Random Function model used (Gaussian or indicator-based). Also, implementation-specific parameters must be decided upon, such as grid size used, random number generator, simple or ordinary kriging, multiple-grid simulation, and simulation of irregular three-dimensional bodies (as opposed to regular grids). Some practical guidelines are proposed to deal with these decisions.
