The emphasis of this paper is on the characterization and testing of the slag produced by a secondary lead refinery. This work forms part of a broader investigation aimed at reducing loss of valuable product from the process as well as minimizing the environmental impact of the process wastes. It was this work that led to a critical examination of the standard waste classification tests. Characterization of the slag was carried out using a number of complementary techniques. In the broader context, the slag characterization aided in identifying process deficiencies and thus was a critical tool in suggesting potential for process optimization. For this study, the slag characterization provided a relatively comprehensive picture of the composition and properties of the slag, which facilitated understanding the behaviour of the slag under batch test conditions. On the basis of quantity of hazardous components alone, the slag is hazardous according to South African Acceptable Risk Limits (ARL). However, when both the quantity and the leach potential of the hazardous components is taken into account, standard waste tests carried out by three independent agencies indicate that the slag should not be classified as hazardous according to local regulations. Also, according to United States Environmental Protection Agency (US EPA) limits, which are independent of the quantity of the waste, the slag would not be classified as hazardous. The standard waste tests used by the independent agencies was the Toxicity Characteristic Leach Procedure (TCLP), a test which was developed by the US EPA to classify hazardous wastes. One of the requirements of this batch test is that it should be quick, simple to carry out and that the results should be reproducible. Previously, the applicability of the TCLP test to mineral processing and metallurgical wastes has been challenged on a number of points. Additional testing of the slag was carried out using both the TCLP and the Synthetic Precipitation Leach Procedure (SPLP) recommended by the American National Mining Association as being more appropriate for mineral processing wastes. The particular physical and chemical characteristics of the secondary lead slag highlighted additional limitations of both the TCLP and SPLP tests as standard laboratory batch procedures. The scheduled power cuts of early 2008 were a disturbing reminder that South Africa needs to expand its power-generating capacity. Low-grade and discard coals, of which South Africa has much, are a source of energy and amenable to combustion in circulating fluidized beds (CFBs). Foster Wheeler (FW) has a long record in developing this technology in boilers. The technology is flexible in burning a variety of fuels; low-grade, high-ash coals, good quality bituminous and anthracite coals, and biomass and waste fuels have all been used. CFB boilers are efficient, reliable and can be designed to meet tight emission standards. In recent years once-through supercritical (OTSC) CFB technology has been developed. It enables the next stage in CFB development to proceed to a medium-scale (500 MWe) utility in such projects as Lagisza, which runs at a net efficiency of nearly 44%. Scaling the technology up to 800 MWe with a net efficiency of>45% is planned to be commercial during 2009. CFB technology can reduce CO2 emissions in the repowering of coal-fired and greenfield power plants. It does so through greater efficiencies and by co-combusting coal with biomass. FW has also developed CFB technology for the gasification of biomass, as, for example, in a pressurized gasifier to produce syngas, which can be used for the production of biodiesel, thereby reducing CO2 emissions from vehicles. Carbon capture and storage (CCS) can potentially cut CO2 emissions in the generation of power from fossil fuels in the short term, provided that it gains public acceptance, that the required regulatory framework is created, and that emission-trading mechanisms or other incentives provide a solid return on the major investments required. Oxyfuel combustion is an option in CCS; Foster Wheeler is adapting its CFB combustion technology for oxy-fuel combustion to meet this challenge. It is developing Flexi-burn?, which enables a plant to be operated either with or without carbon capture. This paper describes the status of CFB technology in terms of boiler efficiency and fuel flexibility. It highlights the advantages of CFB technology for oxyfuel combustion, presents a development plan for Flexi-burn?, and discusses a pressurized gasifier for biodiesel applications.

This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

A Special General Meeting of the Institute was held in Kelvin House, Johannesburg on Wednesday, 29th September, 1971. The President, Prof. D. D. Howat opened the meeting at 9.55 a.m. The President read the notice of meeting which was as follows: "In order to bring industry into closer liaison with the work of your Institute and to place the Institute's finances on a sound basis your Council recommends that companies be admitted to membership of the Institute under clause 2.6 of the Constitution, that is, as Non-Corporate members. The designation for this class of member will be that of "Company Affiliate". 2 Membership: This clause to be amended as follows:- 2.6 "Non-Corporate members shall comprise the grades of:- Company Affiliate Honorary Fellow Graduate Associate Student" 2.6.1 This clause to be added:- "Companies involved in or associated with the mining or metallurgical industries are eligible to become company affiliates" 2.14 Add:- "A special certificate shall be issued to all company affiliates". After giving the background to the recommendation made by Council the President asked for a proposer and seconder for the resolution. Mr J. K. E. Douglas proposed and Mr D. G. Maxwell seconded the resolution. The meeting agreed that the constitution be amended as proposed. The meeting closed as 10.05 a.m.

The name FISH (Fully Integrated Sort House) refers to a class of technology deployed at Jwaneng Mine final diamond recovery. The FISH concept is based on three pillars, namely: ?Improved sorting efficiency FISH is based on laser technology, which is more efficient than hand sorting for certain product categories. Laser sorting is based on measuring in-elastically scattered light from molecules and this is referred to as Raman spectroscopy. The Raman scattered light occurs at wavelengths that are shifted from the incident light by the energies of molecular vibrations ?Availability of production information Roller gap diamond size distribution information is generated on line for upstream process optimization ?Improved product security A ?hands-off? philosophy reduces security risk during operation and maintenance of the plant. In addition, a number of lessons were learnt about the application of new technologies in the industry: ?The required human competency profile demanded by new technology should match the available competencies of the operational staff ?An integrated information management system should be fully functional for both production management and diamond control purposes ?Operational feedback must be correctly evaluated to identify design, maintenance, training and operational issues so as to accelerate the maturity of the new technology within the time span of the sustainable operations project ?Project execution and technology maturity risks have to be evaluated and married to ensure risk mitigation by means of suitable project resource and contracting model selection.

Penetration and dissolution mechanisms are reviewed for predominantly single-phase oxide, two phase oxide and oxide-carbon composite refractories by liquid silicate slags. Theoretical models of these processes, as well as static (sessile drop, dipping and crucible) and dynamic (rotating finger and rotary slag) experimental tests, along with their practical limitations are considered. Direct (congruent or homogeneous) attack is controlled by the reaction rate at the slag-refractory interface or the rate of diffusive transport of species to it through the slag leading to active corrosion. Indirect (incongruent or heterogeneous) attack is controlled by diffusive transport through the slag or through a new solid phase, which forms at the original slag-refractory interface. This may lead to passive corrosion. Examples of direct and indirect attack in a range of refractory/slag systems are described highlighting the critical influence of the composition and hence viscosity of the local liquid slag adjacent the solid refractory. Penetration and corrosion can be controlled either through the local slag composition via the refractory or the bulk slag or by microstructural control of the refractory by e.g. internal generation of dense layers or external deposition/generation of passive coatings, so-called in situ refractories.

Analyses of accident records show that a better understanding of very basic strata control principles and practices, by production personnel, will improve worker safety. Workers, lack of knowledge, with respect to aspects of strata control, increases their exposure to such strata control risks. The primary objective of the Safety in Mines Research Advisory Committee (SIMRAC) project 02 02 07 was to develop tools for the transfer of strata control knowledge. Four such tools were developed, three of which focused on illiterate underground mine team members who are not yet able to take advantage of the Mining Qualifications Authority (MQA) learning process (see project outcomes 2, 3 and 4 below). The tools were designed to equip these workers with sufficient knowledge and ability to work safely underground until such time as they can take advantage of the MQA system. Project outcomes: 1 A four-minute video using animation to illustrate the causes and prevention of falls of roof in South African collieries. 2 Software to demonstrate the capability of reconstructing, interactively, accident scenes and actions that have taken place underground in stopes. 3 A strata control bridging course for illiterate mine team workers. 4 Small-scale wooden models that will be used to design life-size mock-up facilities to assist with the above mentioned bridging course. 5 Workshops and presentations to demonstrate the outcomes 1to 4 above.

Point-attack picks are one of the most widely used tools for the mechanical excavation of rock and coal. In the literature, some practical formulas have been developed to estimate their performances under varying cutting conditions such as the pick geometry, cutting depth and cutting geometry. In this study, it is shown that Evans?s theoretical model, the most cited in the literature, has serious limitations concerning the changes in the cutting geometry. Analysis of the two independent full-scale linear rock cutting experimental data reveals that both his theory and its recent modification can not fully explain the mechanism of rock breakage under asymmetrical attack. The cutting force predictions made by employing such models are shown to be too significantly weak to be of any service in practice. In this study, a semi-empirical approach was followed by means of which cutting forces under varying cutting geometries could be made. By analysing the full-scale rock cutting test data, prediction equations of the peak cutting force and mean cutting force have been developed. Comparisons of laboratory determined and predicted force values indicate that the suggested prediction equations are applicable to quite different rock materialsm which have uniaxial compressive strength in the range of about 30?170MPa, and valid for different cutting geometries. It is also shown by regression analysis that the established prediction equations are statistically significant.

This paper analyses the impact of the uncertainty associated with the input parameters in a mine planning optimization model. A real example was considered to aid in the building of a mathematical model that represents the coal production process with reference to the mining, processing, and marketing of coal. This model was optimized using the linear programming concept whereby the best solution was perturbed by the stochastic behaviuor of one of the main parameters involved in the production process. The analysis of the results obtained permitted an evaluation of the risk associated with the best solution due to the uncertainty in the input parameters.

This paper presents a matrix formulation of factorial kriging, and its relationships with simple and ordinary kriging. Similar to other kriging methods, factorial kriging can be applied to both stationary and intrinsic stochastic processes, and is often used as a local operator. Therefore, the concepts of intrinsic random function and local stationarity are first briefly reviewed. Kriging is presented in a block matrix form in which the kriging solution is useful not only for understanding the relationships between simple and ordinary kriging methods, but also the relationships between interpolative kriging and factorial kriging. When used as a signal/noise-filtering method, factorial kriging is especially useful for multiscale modelling. Examples for general signal analysis and geophysical data signal filtering are given to illustrate the method..

Recently, work was carried out by the Shotcrete Working Group to study anisotropy in steel fibre reinforced shotcrete using strain-controlled, compressive strength testing methods. The shotcrete materials used and specimen preparation procedures as well as testing methods are described. The test results are discussed and it is concluded that, because of the anisotropic nature of fibre reinforced shotcrete, it may be worthwhile investigating the degree of such anisotropy in practice using strain-controlled, strength testing techniques.

A survey of 120 recent NI 43-101 technical reports was conducted to evaluate the current state of practice regarding resource classification techniques. The most common classification techniques are based on search neighbourhoods (50% of recent reports), drill-hole spacing (30% of recent reports), and/or kriging variance (6% of recent reports). Two new techniques are proposed. The first is based on kriging variance and involves removing one or more drill-holes with the highest weights while performing kriging and using the resultant kriging variance for classification. This technique has the advantages of variance-based techniques and reduces artifacts. The second technique is based on conditional simulation and uses a moving window approach for classification at the desired selective mining unit resolution based on larger production volume criteria. This technique has the advantage of accounting for heteroscedasticity, which is a common characteristic in mineral deposits, and also reduces artifacts since a production volume scale is considered for the actual classification. The drill-hole spacing, search neighborhood, kriging variance, and simulation-based techniques are described and compared for 2D and 3D examples with regular and irregular drilling patterns to highlight the advantages and disadvantages of each method.

Due to limited available level ground, Nkomati Nickel Mine cut a weathered rock slope at the base of a mountain spur in order to create a platform for construction of the primary crusher plant and run-of-mine stockpiles. As space is limited around the mining area, ore processing at Nkomati is based on a high reliability of flow of material through the crusher plant, with minimal usage of other and larger designed stockpiles. Evidently, any crusher plant shutdown will render the mine as a whole unproductive and put excessive strain on the medium- to long-term large ore stockpiles, the deposition rates for which are restricted by founding material consolidation requirements. At the onset of the 2012 rainy season, movement was identified on the slope monitoring system and cracks developed on the slope. After a minor failure on the crusher slope an assessment of the slope stability was conducted and a slope management plan recommended, which included deployment of real-time monitoring. An evaluation of the conditions leading to instability was conducted and the likely causes for the failure identified. A full evaluation of the slope monitoring, rainfall, and mining conditions was undertaken and movement triggers were determined. This paper describes the events leading to the development of the failure and the evaluation of the monitoring data to determine a management plan for the failure that allowed for minimal shutdowns of the primary crusher.

With the decline in fine diamond production from the Argyle mine in Australia, there is a greater emphasis on efficiently treating the finer size fractions through a DMS circuit. Although it is generally well understood that smaller diameter cyclones are more appropriate for this application, practical results do not necessarily meet this expectation. In this paper the operational performance of particular sized cyclones throughout the group was compared. Based on the results there is evidence that under certain practical operating conditions, small cyclones are not necessarily best for fine size particle treatment, particularly given the production pressures faced by all mines. However, there seems to be considerable merit in using larger sized cyclones, which tend to exhibit less performance variability, irrespective of operation conditions.

Titanium sponge, which is almost pure titanium, is extremely ductile and not easily processed into titanium powder. One method of producing powder is the hydride-dehydride (HDH) process, where titanium sponge is hydrided to form brittle titanium hydride (TiH2). Titanium hydride is easily milled to produce powder and is then dehydrided to form Ti powder. In this work, titanium hydride powder obtained from titanium sponge was used as a starting material for blending and mechanical alloying with elemental powders. Firstly, titanium hydride powder was blended with aluminium elemental powder to produce a homogenized powder, which was then compacted and sintered to produce powder metallurgy compacts. Secondly, titanium hydride powder was mechanically alloyed with aluminium elemental powder and then compacted. The mechanically alloyed powder was characterized in terms of particle size distribution, morphology and microstructure. In both blending and mechanical alloying, the green compacts were characterized by assessing the green density, while the sintered compacts were characterized by their sintered density, microstructure, and hardness. The two processes have resulted in the formation of TiA13 intermetallic compound. It was established that by simple mixing and homogenizing, titanium hydride can be used as a starting material to produce powder metallurgy components in which porosity is a benefit rather than a problem, much akin to metallic foams. From the products obtained in the TiHz-Al system, it appears that titanium hydride can be used as a precursor in mechanical alloying. However, the possible formation of complex hydrides may introduce detrimental properties, and needs to be further investigated. For the production of non-porous components, it would be advisable to dehydrogenate the TiH2 powder before milling i.e. producing titanium powder by the hydride-dehydride (HDH) method. The aim of the project was to experimentally determine the coefficient of restitution, and static and rolling friction of Eskom-grade coal for discrete element modelling (DEM). These parameters will be used in further DEM studies to simulate the flow and behaviour of coal during conveyance. For the simulation to yield realistic results, the parameters for the different coal shapes identified in the samples were determined. DEM uses spherical particles, and it was found that the difference between the DEM default parameters and those measured is significantly different, by as much as 97%, which illustrates the importance of experimentally determining these parameters. The spherical particles in DEM can be used to construct the various coal shapes identified, and the parameters measured can be used to simulate realistic results. The conveyance system can then be optimized accordingly.

A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

Subsidence phenomenon as an unwanted consequence of underground mining can cause problems for environment and surface structures in mine area. Surface subsidence prediction for inclined and steep seams has been given less attention than horizontal seams due to the difficulties involved in the extraction of such coal-seams. This paper introduces a new profile function method for prediction of surface subsidence due to inclined coal-seam mining. The results of calculation with the new function indicate that the predicted value has good agreement with the measured data. Selective extraction through leaching of an amorphous slag obtained from a base metal smelter plant in Botswana is investigated in this paper, where the main objective is to optimise the experimental variables that would result in the maximum selective extraction of the three base metals (Ni, Cu and Co) from the slag waste. Mineralogical tests showed that the sample is composed mainly of fayalite (Fe2SiO4), with a total entrapped metal sulphides content of about 1.0 wt.% occurring as fine occlusions in the fayalite phase. In our experimental program, we compare the effectiveness of two common leaching techniques. In the first method, we use sulphuric acid to carry out atmospheric beaker leaching tests, and in the second method we use high pressure oxidative leaching. The effects of acid concentration, oxidant addition/oxygen partial pressure and pulp density on metal dissolution rate are examined. The optimal Ni, Cu, Co extractions of 80.5%, 81.9 and 98% respectively were obtained under high pressure oxidative leaching conditions (150 oC, 0.6 M H2SO4, 0.5 MPa O2), with substantially low dissolved Fe of 9.6%, the majority of which was removed as jarosite in the residue. Atmospheric beaker leaching yielded poor extractions of Ni below 40% when sulphuric acid combined with hydrogen peroxide (1.0 M and 0.6 M respectively, 65 oC) were used for leaching, while Fe, Cu and Co dissolutions were each about 80%. Therefore, using high pressure oxidative leaching provides a possibility to effectively extract Ni, Cu and Co while producing an environmentally benign residue, thus alleviating the current adverse environmental issues associated with the abandoned smelter slag. It has been noted in recent years that the pillars in some bord-and-pillar workings scale or spall. In due course this process may result in the collapse of the affected panels. This paper presents a methodology for assessing the long-term behaviour of such workings, employing a simple model of pillar deterioration by scaling. It is assumed that scaling causes a gradual reduction in pillar width, hence the safety factor of pillars reduces in time. It is also postulated that the process of scaling will be arrested if the coal rubble around the pillar reaches a critical height. The probability that the pillars will survive for a certain period of time, or indefinitely, can be estimated. This can be accomplished by using the log-normal distribution proposed by Salamon and Munro4todescribe the distribution of the apparent safety factor values at failure. If an estimate of the rate of scaling is known, it is also possible to quantify, using a Monte Carlo technique, the expected life of the pillars. The method also facilitates pillar design by specifying a probability of survival for a given number of years or, alternatively, for an indefinite period. Using the limited pool of available data, analyses show that the proposed model does not appear to be inconsistent with observed behaviour of pillars in the Vaal Basin. The crucial parameter is the rate of scaling. Back calculations from eleven cases suggest that the rate of spalling in the Vaal Basin is about 0.2 m/year. It is noteworthy that two further cases in the same area give significantly higher rates (0.85 m/year). Some underground observations in the Witbank area indicate considerably lower rates in the order of 0.02?0.04 m/year. Further areas for study are recommended. These include a study of old workings to determine the extent and rate of scaling in the various coal fields, an investigation into the possible relationship between scaling and the chemical composition of the coal. In addition, model studies will be required to assess the practical impact of the research findings.
