The Mine Planning Department of Rio Tinto Management Services South Africa has installed an interactive graphic work station to assist with the long- term mine planning of Palabora. Previously, the planning was drafted manually after which digitised areas were fed to the computerised ore reserve system. This method was slow, tedious, prone to error and was becoming incapable of meeting new planning parameters. To assist the planning engineer an interactive graphic system was developed, and subsequently a rewrite of the ore reserve reporting system was incorporated. The work station has reasonable computing power and, when not utilised for graphics, has been found suitable for the evaluation of various non- graphical applications, a recent example of which was the in-pit crusher investigation. This project, in contrast to similar studies, was not based on a fixed system throughput but rather on a well designed system which would be operated at its own optimum capacity. In order to determine the probable throughput a simple simulator was designed to model the crushing and conveying system. This paper describes the investigation into the specifications for the work station, the selection of hardware, operating system and languages. An over- view is then given of the graphic planning system. The in-pit crushing simulation has been included as an example of how the work station has been applied to other, non graphical, applications.

Acid heap leaching has been extensively applied to the processing of copper oxide ores, with recovery of copper by solvent extraction and electrowinning. Heap leaching has also been extended to the treatment of secondary sulphide copper ores, where oxidative conditions are generated in aerated heaps by the bacterially-assisted oxidation of ferrous iron to ferric iron. The treatment of low-grade chalcopyrite ores has recently been the focus of research, with Mintek playing a prominent role. When processing chalcopyrite ores, more complex column test work is performed, which incorporates the prediction and simulation of temperature behaviour in pyrite-containing heaps. Mintek has devised a trade-marked column leaching apparatus (SmartColumn?) for the simulation of the natural temperature profile development in pyrite-containing heaps. As heap leach applications are becoming more complex, the parameters that need to be built into the design and operation of heap leach plants are growing in number, and the amount of data to be collected and processed, and the number of decisions to be taken daily, are also increasing. Mintek has therefore developed the HeapStar® administrative advisory software, as a guidance system to ensure that the correct protocols are implemented at various stages of the leach cycle.

This paper discusses the mine planning process for Letseng diamond mine in the Kingdom of Lesotho, in conjunction with the various software packages used during the process. The major pillars of the long-term mine planning process at Letseng are pit optimization followed by pit design and scheduling. Letseng uses Gemcom Whittle and GEMS for pit optimization and design and Runge XPAC for scheduling. The output of the mine planning process results in the generation of published mineral reserves and provides input into the Letseng overall business plan. Atomaer (Pty) Ltd is a technology-driven company with interests in Western Australian nickel. Atomaer (RSA) Pty Ltd is a process technology company operating in Southern Africa. It is a subsidiary of Atomaer Holdings Pty Limited (Atomaer), which has operating companies in Australia, Africa, South America, and Europe. In addition, Atomaer has substantial shareholdings in Braemore Resources Plc, a nickel company with interests in sulphide nickel projects in Western Australia and Southern Africa listed on the Alternative Investment Market of London Stock Exchange (AIM); Mintails Limited, a gold company with interests in gold operations in South Africa listed on the Australia Stock Exchange; and Brinkley Mining Plc, a uranium company with interests in Southern Africa listed on the AIM. Independence Platinum Limited (IPt) has been formed by Atomaer to undertake the commercial development and exploitation of Mintek's ConRoast technology with the strategic objective of providing independent smelting and refining facilities with lower capital and operating costs for the treatment and processing of platinum concentrates, including those with high chrome and/or nickel and/or low platinum group metal values, for the development of platinum projects by junior resource companies in South Africa. The platinum mines of South Africa have traditionally exploited the Merensky Reef of the Bushveld Complex for platinum production. However, the mining of this reef is reaching depths that require significant vertical shaft systems and costly refrigeration for access to the ore bodies at deeper levels. In the past decade, all of the platinum producers have begun to mine the UG2 reef because of its cheaper mining costs. UG2 ore usually has lower platinum group metal contents and higher chrome values. The new junior resource companies have gained access primarily to UG2 reefs. Consequently, platinum mining is becoming more UG2-based and the resulting concentrates contain high levels of chromitite. UG2 concentrates are difficult to smelt in the current six-in-line submerged arc furnaces, and this leads to increased capital and operating costs for those smelting operations. The platinum mines of South Africa produce the majority of the world's platinum metal used in automotive catalysts and jewellery. As the platinum market is forecast to grow at a healthy rate into the future, the SA producers Anglo Platinum, Impala, Lonmin, and Northam are planning to expand mining operations in the next decade. Furthermore, a number of smaller new producers who are accessing other mineral resources are entering the buoyant market and will produce platinum concentrates for purchase or toll treatment. Hence, a shortage in both smelting and refining capacities is anticipated. Further smelting and refining facilities independent of the major platinum producers will be required in South Africa by 2010. Mintek's ConRoast technology is best suited to fill the need to treat a high proportion of UG2 concentrates in a cost-effective and technically efficient manner. Atomaer base metals technology has been developed for rapid leaching of nickel and other base metals from alloy. Significant reductions in capital and operating costs are expected from the combination of the two advances in process technology compared with that installed at the existing smelters and refineries that were established over 20 years ago. Independence Platinum will be listed on AIM and the Johannesburg Stock Exchange (JSE) in 2007, and developed as an independent, vertically-integrated platinum company using its independent smelting and base metals refining facilities as a strategic platform to promote the development and mining of platinum projects by junior resource companies in South Africa through technical co-operation, strategic alliances, joint ventures, off-take, toll-refining, and marketing agreements.

Cyanide is a key contributor to the efficiency of gold extraction. Public perceptions of cyanide are emotive and following some publicised incidents involving cyanide, the gold mining industry established a voluntary cyanide code for the manufacture, transport and use of cyanide in the production of gold. The paper describes the development of the code, its content and the third party auditing of the code as a means of establishing and maintaining benchmark standards. In adhering to the cyanide code requirements, there are overlaps with other management systems such as ISO 14001 and OHASA 18001 and the paper seeks to show how existing mine systems can readily accommodate cyanide code compliance and that operating and auditing the cyanide code can assist in the integration of mine heath, safety and environmental management systems.

Change is endemic in our society. Future change will be accelerated by an explosion in technology, communication, and political thought. To meet these challenges, rapid structural changes have been taking place in mining organizations both here and abroad. The management of shaft-sinking projects is a case in point. Shaft sinking is a seminal element in the sustained well-being of a deep level mining venture. Its accomplishment is fraught with risk, involves a high level of capital expenditure, and is a precursor to profitable mining investment. The purpose of this paper is to present a concise and practical picture of the concepts, methods, and techniques of professional project management as applied to shaft-sinking projects.

This paper captures the essential steps employed in developing Outotec?s new FloatForceTM mechanism. The development of a flotation mechanism essentially revolves around the efficient transfer of installed power, or capital cost, to optimum flotation performance. Optimum flotation performance will be achieved if a balance between metallurgical results, operating and capital costs is maintained. The development of the FloatForceTM mechanism was done by careful evaluation of each of these three areas. This paper focuses on how experience, CFD and laboratory equipment, pilot and plant tests are used to test and evaluate a new flotation mechanism. Validated variables include mixing profile, power draw and local air hold-up. Metallurgical and mechanical design considerations are not covered in this paper. Besides using the FloatForceTM mechanism in new flotation equipment, the FloatForceTM mechanism can be used in existing flotation cell installations, thus enabling improvements in the mixing profiles, solids suspension and metallurgical performance of operating flotation circuits. Results of several tests carried out in existing plant operations are presented.

Right now the South African mining industry is a high-profile, vital contributor to the nation just as it has been for the past one hundred and twenty-six years since the discovery of diamonds-perhaps even further back if the mining of copper, iron ore, tin, and other minerals in earlier centuries is included. The media in 1995, as has been the case over the years, bear testimony to the complex interactions between the industry and its stakeholders: shareholders, government, employees and their unions, training and educational institutions, researchers, markets, the public, and suppliers of goods, services, and infrastructure. The pressures and challenges that the industry continues to face can be summarized as safety and health, competitiveness, and social and environmental responsibility. There are no surprises here. The motivation for the industry to perform well in these areas is clear; the focus I intend to bring is on the most important tool required for success-that of good mining engineering. This Address sets out - to review the mining aspects that have been discussed in South Africa during the first five years of the decade, a discussion that shows the return of the country as an important mining forum, confirms the role of professional institutes and associations in the development of mining engineering, and brings current relevant issues into focus - to highlight the vital role of mining engineering in the industry, and to identify priorities for the remainder of the decade - to provide the prospective mining engineer, the mining-engineering student and trainee, and the practising mining engineer and mine manager with a better appreciation of the mining-engineering discipline. institutes and ssociations

A method of estimating the percent solids in the discharge from a grinding mill is described and tested on both pilot and industrial scale. It involves the use of energy and mass balances around the mill discharge sump, requiring measurements of the flowrate and density from the sump together with temperatures of all streams flowing to and from the sump. Accurate estimates of the dynamic variation of mill discharge percent solids are made available, provided that occasional manual sampling of the stream is done to cope with drift in instrumentation. The use of a computer in this application was essential; the various advantages associated with its use are discussed. It is anticipated that this estimate of discharge density can be controlled at a set point by manipulation of the water fed to the mill, resulting in significant decreases in specific power consumption and media consumption.

"A number of conventional and advanced analytical techniques (proximate and ultimate analysis, low-temperature oxygen-plasma ashing, X-ray diffraction, X-ray fluorescence spectrometry, coal petrography, and lightelement electron microprobe analysis) have been integrated and crosschecked to provide detailed characterization of coals from the Highveld coalfield in South Africa, as a basis for better understanding of the mineralogical and chemical properties of the individual coal sources that are blended as feedstocks for combustion and carbon conversion processes. The techniques included methods to quantify the abundance and composition of the mineral matter (minerals and non-mineral inorganic elements), and also the abundance and chemical composition of the individual macerals in the individual coals concerned.Kaolinite is the most abundant of the minerals in the coals studied, with lesser but still significant proportions of quartz, mica and/or illite, dolomite, calcite, and pyrite. Small but variable proportions of anatase, goyazite, and siderite are present in some coal samples. Electron microprobe analysis, based on a special configuration for light-element study, shows that the vitrinite contains less carbon and more oxygen, and has significantly higher concentrations of nitrogen and organic sulphur, than the inertinite macerals in the same samples. Minor proportions of organically-associated inorganic elements, including titanium, were also identified in some of the maceral components.A comprehensive knowledge of the minerals and non-mineral inorganic elements in the coals used for feedstock preparation, obtained by integration of data from these advanced analytical techniques with more conventional analyses, may be of benefit in understanding the processes that take place during coal utilization, and also in avoiding or ameliorating some of the operational and environmental problems that may occur in different sectors of the coal utilization industry."

Any study of the contentious subject of nationalization can ultimately be reduced to a sombre analysis of the simultaneous, and very different, interests of capital, labour, and government. Each of these interests attempts to maximize its objectives, subject to checks and balances provided, in an ideal system, by a country's executive government, legislature, and judiciary. Where even one of the three interests goes out of control, the consequences can be disastrous. The case histories show that when this occurs, the most common culprit is government, or its proxy, such as a dictator. At the other extreme, the case studies indicate that the optimum outcome occurs when capital, labour, and government are 'ring fenced' from each other: each enjoys its rights, but is also subject to duties. 'Conflicts of interest' between the three entities are ideally avoided to the maximum possible extent. The case studies include several salient instances from both the DRC (Gécamines, La Générale des Carrières et des Mines) and Zambia, along with Ghana and Chile. Further instances are examined in South Africa (gold), India (Coal of India), Brazil (Petrobras), Venezuela (Petróleos de Venezuela), Sweden (Luossavaara-Kiirunavaara Aktiebolag), Mauritania (Société Nationale Industrielle et Minière), Norway (Norsk Hydro), Botswana (Debswana), and Namibia (Namdeb). The article concludes broadly that South Africa's minerals sector is not ready for nationalization.

Stochastic methods are normally invoked / used to assist with the understanding of risks, when there is uncertainty around a particular outcome. Uncertainty implies that there is a risk that the desired outcome will not be realized. Stochastics and probability theory has long held out the promise to answering this need, but has often been maligned because of its misuse. This paper takes a critical look need for Monte Carlo simulation to project risk evaluation and highlights what is considered to be the fundamental issues that should be thoughtfully considered to avoid the abuse of this technique. The upside of avoiding the abuse of this technique will be the wider acceptance by practitioners that it is a credible technique to quantify this important aspect of valuation.

In this paper ventilation planning methods are discussed, with particular reference to the application of computer techniques to the solving of the many problems associated with the forecasting of ventilation and refrigeration requirements in mines of high production rates going to depths and rock temperatures higher than previously experienced. The use of the Starfield-Dickson programmes for calculating heat flow into airways and advancing stopes is demonstrated in the case of ventilation planning on a large mine extending to a brief depth of over 3 km below the surface. The possible effects of new mining methods on ventilation requirements in the future is briefly discussed.

Flotation involves the selective levitation of mineral and its transfer from cell to launder. The flotation rate is the rate of this transfer. It may be defined by the slope of a recovery-time curve for any cell in a bank or at any time in a batch operation. The objective in flotation rate study is an equation expressing the rate in terms of some measurable property of the pulp. This can be either the concentration of floatable mineral in weight per unit volume or a relative concentration, which will be a function of the recovery. A rate equation for an actual flotation pulp will contain at least two constants, both to be determined from the collected data. The data used in this paper were collected from bench-scale flotation tests on Konkola primary mill cyclone overflow at various pulp densities and pre-flotation thickener underflow at a pulp density of 35% solids by weight.

This paper presents current work on the development and use of stereovision for underground mining. Information on the calibration of the cameras and the feature-matching algorithm are presented. This system uses an intensity-based approach that evaluated correspondences along the epipolar line. Once features have been identified and their distance from the cameras computed, a three-dimensional map of the muck pile is developed. The approach used here uses a ray-tracing algorithm. This approach provides an uncertainty measure along with the elevation. A discussion of the use of this modelling information in the control of the LHD is included. In some mining situations, backfills are not only required to be free-standing but are also expected to provide hangingwall support. It may therefore be specified that the backfill withstand a certain calculated stress within a given time. Given the materials available, the choice of backfill composition is not always straightforward, and an approach to the evaluation of cemented tailings backfill is therefore proposed. The general use of such a method will greatly assist in both the scientific analysis of the material properties for industry-wide purposes of comparison and decision-making as regards the choice of fill.

This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

To evaluate the quantitative tunnel behavior influenced by characteristics of discontinuity, this pa-per executes the parametric study using 2 and 3-dimensional DEM analysis. First of all, this study finds that displacement and the stress of shortcrete are proportioned to frequency of joint and rockbolt axial force is adversely proportioned too. Secondly, it is found that the most sensitive in-put parameter used in Barton-Bandis(BB) model is residual friction angle. Finally, when joint sets are encountered at tunnel excavation face, to identify the most critical joint orientation is very crucial for a stability of tunnel. La thèse a pour but d’étudier les influences sur la stabilité du tunnel, au niveau du réseau de la discontinuité et de la valeur de sa nature aquis par le projet récemment exécuté en vue de mener à l’analyse quantitative de cette stabilité, en appliquant chaque différent paramètre comme la fréquence de diaclase, la constante de résistance des modèles de Barton-Bandis(BB) ainsi que la relation entre le sens d’excavation du tunnel et le réseau de diaclase en 3 dimensions. En fait, cette étude nous a montré que la fréquence de diaclase s’accroît proportionnellement au déplacement et à la contrainte du béton projeté. L’angle de friction résiduel s’est montré le plus sensible à la stabilité du tunnel parmi les modèles de BB. Aussi à travers l’analyse à 3 dimensions, il s’est vérifié que si l’angle de pente du groupe de diaclase est horizontal entre l’axe du tunnel et la direction, il donne une influence importante sur le comportement du tunnel. En particulier, l’influence était la plus importante sur un fond rocheux dont la diaclase horizontale est grande. Um das quantitative Verhalten des Tunnels zu bewerten, eroertert dieses Papier eine parametrische Studie mit Hilfe der DEM Analyse. Auch wird hier eine zweidimensionale Analyse von Ver-bindungen verschiedener Frequenzen in der Gesteinsmasse, eine sensitive Analyse von allen der im Barton-Bandis-Modell (BB) genutzten Parameter und eine Dreidimensional-Analyse mit ver-schiedenen dreidimensionalen geometrischen Veteilungen von Verbindungen ausgefuehrt. Erstens: Die Studie findet heraus, dass Vedraengung und Druck im Shortcrete proportional zur Frequenz von Verbindungen und Axialkraft der Steinbolzen antiproportinal ist. Zweitens: Es wird herausge-funden, dass die am meisten Sensitiven der im BB-Modell angewendeten Eingaben die am Ende uebriggebliebenen Reibungswinkel sind. Und schliesslich wird herausgefunden, dass wenn Ver-bindungsteile an der Tunnelaushoelungsoberflaeche ausgemacht werden, fuer die Tunnelstabiltaet die Identifikation der meist kritischen Verbindungsorientierung sehr bedeutungsvoll.

South Africa holds approximately three-quarters of the world?s viable chromite ore resources and dominates the global production of ferrochrome. Albeit completely unintended, small amounts of Cr(VI) are formed during ferrochrome production. Certain Cr(VI)species are regarded as carcinogenic, hence making the treatment of some ferrochrome waste materials necessary. In this paper, the Cr(VI) treatment strategies currently employed by the South African ferrochrome producers are investigated by means of a literature review and a questionnaire survey. From the discussion, it is evident that various treatment strategies are available to deal with Cr(VI)-containing waste in the ferrochrome industry. However, by far the most commonly applied treatment strategy remains the aqueous reduction of Cr(VI) with ferrous iron. The advantages and the correct application of this strategy, together with the disadvantages and pitfalls, are argued. Innovative improvements on historic practices are also discussed
