"SynopsisMetal accounting and reconciliation is an increasingly important governance issue in all mining operations, in that it is required, from a risk management perspective, that the company is in control of its product throughout the whole mining value chain. Reconciliation is a grossly misunderstood term. It means different things to different people, and therefore one of the purposes of this paper is to ensure a holistic and integrated understanding of ‘reconciliation’.Previously, where reconciliation was done, it was often for internal control purposes and loosely applied, sometimes with a low degree of confidence and understanding of the underlying parameters and their natural variability.In most mining operations, issues such as dilution, stope performance, and recovery are critical to profitability and long-term value, and thus understanding and control of these key value drivers is essential, not only from the governance perspective, but also from the perspective of maximizing shareholder returns. In order to implement a system for metal accounting and reconciliation, it is important that the cause and effect of these value drivers is understood, and that a systematic control system be established.While a number of off-the-shelf solutions exist for this work, it is the contention of this paper that a full understanding of the metal flow, its variability, its underlying loss potential, and its control points is necessary before a systematic approach to reconciliation can be undertaken.The paper also advocates that this approach should ensure that the reconciliation system clearly addresses the reconciliation needs, within a consistent framework. Such a framework has been developed by AMIRA, in terms of a metal accounting code. However, up until now, this code has been aimed at plant processes, whereas this paper shows how the concept can be extended to cover the full reconciliation requirements for a base metal mine.IntroductionReconciliation is defined as ‘the process of finding a way to make two different ideas, facts, etc., exist or be true at the same time’. In terms of a mining process, this refers to the comparison of measures and estimates along the value chain, and at different points in time, in order to track and optimize metal recovery. This leads to the notion of having a system in place for accounting for the metal. The University of Cape Town defines metal accounting as ‘… the estimation of (saleable) metal in a mine and subsequent process streams over a defined time period. Comparisons of estimates, from different sources over a specific time period, are called reconciliation.’Traditionally, metal accounting has consisted of geological reconciliations of mineral resource to mineral reserve conversion, mine planning reconciliation related to the reconciliation of long-term plans to short-term plans, grade control reconciliation of head grades to sampled or block grades, and mine survey reconciliation of tonnage discrepancies and mine call factors. In addition, metallurgical reconciliation has tended to be based on metal balancing, followed by some commercial metal accounting that links dispatched product to sales quality, quantities, and revenues. Miners disparagingly refer to this plant process as ‘millmatics’."

"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

For predicting the energy consumption during the size-reduction process, the Bond approach is often used. In this work, the PFC3D discrete element method (DEM) software was employed to model the crushing behaviour of some rocks with different mechanical properties in a laboratory jaw crusher. FLAC3D software was adopted to analyze the stress distribution in the rocks. The rocks studied were modelled as granular assemblies in the shape of a sphere and/or a cube located between two jaws, and the work done by the jaws in the crusher was determined. Nine different types of rocks were studied and the energies consumed by the crusher were compared to those of the Bond comminution energy estimated from the Bond index. There is considerable difference between Bond crushing energy and work done by the jaw crusher for rocks. It appears that the Bond approach is not a suitable method for predicting single particle fracture energy done by the crusher. To verify the results obtained from DEM models, the fracture behaviour of the crushed rocks was examined and was compared to the PFC3D results. The tensile mode of fracturing is favourably modelled by the PFC3D software while the delamination mode cannot be well modelled by PFC3D software. Hydraulic fracturing technology is presented as a solution to improve permeability and thus solve the extraction problem of coal seam gas in low-permeability gas-bearing coal seams. Given an existing group of original cracks, the propagation of main hydraulic cracks and hydraulic wing cracks was simulated using realistic failure process analysis software. The process represents the structural transformation of hydraulic fracturing and permeability improvements caused by it. In addition, a field test for improving the permeability of gassy coal seams by hydraulic fracturing was also conducted. The propagation of the main cracks and wing cracks by hydraulic fracturing forms a network of original joint cracks, hydraulic wing cracks, and main hydraulic cracks, which improve the permeability of the coal seam. High-pressure water in the drill hole and in the main hydraulic cracks permeates the two flanks of the hole, forming the permeating water pressure. With an increase in drill water pressure and an extension of the main hydraulic cracks, the permeating water pressure on both sides of the main hydraulic cracks in the coal mass also increases. Hydraulic cracks tend to form connections through rock bridges. The extension of hydraulic wing cracks through connections in the rock bridges between the cracks transforms the rock mass to a fractured structure and improves its permeability. Hydraulic fracturing technology for improving permeability in underground conditions can increase the amount of gas drainage by a factor of 15. A stress relief area develops at a radial distance of 10-2.0 m from the hydraulic fracturing drill hole, while an area of rising stresses, called the pressurized area, develops a further 15 m away from the pressurized hole. Practice has proved the existence of the stress transfer phenomenon and the high stress area after fracturing. This kind of hydraulic fracturing technology is more effective in holes drilled from underground than in surface drill holes, with respect to costs and controllability, and is therefore the major trend in gas drainage development in coal mines.

"Both Polish and European hard coal mining nowadays faces the need of deepening shafts (significantly in some cases) or extending mining hoists, due to the exploitation of deeper coal deposits.In order to protect the crew working within a shaft, rope safety platforms (artificial shaft bottoms) are employed. Old solutions, based on rigid steel constructions with the external damping layers made of e.g. slag and up to several tens of metres long, are intended to absorb the energy of approximately 5 t mass falling a distance of 700 m. However, current requirements often assume a drop of 20 t to a depth of 1000 m or even more.More modern safety platform structures, made of one or more support rings with steel ropes stretched on them (rope platforms), are more compact (up to 3 m high) and lighter than traditional solutions. Multi-ring rope platforms with additional damping layers filling the empty spaces between the ropes are able to absorb sufficient energy to meet the current requirements.Single- and double-ring platforms have been employed in Poland to absorb the energy of approximately 5 t dropping to a depth of 900 m. They have been developed (and some have already been implemented) by SADEX Ltd. and are protected by various patents and patent applications.This paper presents a design for a triple-ring platform structure with six rope nets. FEM analysis was used to model the performance of the platform. According to the simulation, a 20 t mass falling from 1000 m (>100 m/s) will destroy all the nets, breaking most of the ropes and deforming the support steel boards placed on the nets, but will ultimately be stopped by the platform, as its kinetic energy falls to zero."

Many industries base their decisions on the assaying of tiny analytical sub-samples. The problem is that most of the time several sampling and sub-sampling stages are required before the laboratory provides its ultimate assays using advanced chemical and physical methods of analysis. As long as each sampling and sub-sampling stage is the object of due diligence using the Theory of Sampling it is likely that the integrity of the sought after information has not been altered and the generated database is still capable to fulfil its informative mission. Unfortunately, more often than not, unawareness of the basic properties of heterogeneous materials combined with the unawareness of stringent requirements listed in the theory of sampling, lead to the conclusion that massive discrepancies may be observed between the expensive outcome of a long chain of sampling and analytical custody, and reality. There are no areas that are more vulnerable to such misfortune than sampling and assaying for trace amounts of constituents of interest in the environment, in high purity materials, in precious metals exploration, food chain, chemicals and pharmaceutical products. Without the preventive suggestions of the theory of sampling serious difficulties may arise when making Gaussian approximations or even log-normal manipulations in the subsequent interpretations. A complementary understanding of Poisson processes injected in the theory of sampling may greatly help the practitioner understand structural sampling problems and prevent unfortunate mistakes from being repeated over and over until a crisis is reached. This paper presents an overview of the theoretical, practical and economic difficulties often vastly underestimated in the search for quantifying trace amounts of valuable or unwelcome components.

"The maximization of net present value (NPV) is a primary objective in open pit mine planning processes. In an attempt to meet this objective, cut-off grades are considered in all the stages of mining. There are three stages involved in resource extraction, namely mining, processing, and refining/marketing, which are all defined in Lane’s approach. Using Lane’s approach, the economics involved in each stage are identified independently and interact to provide an optimum cut-off grade.A hypothetical block model is used to illustrate how a computer application (Cut-off Grade Optimiser) that was developed in this study is used in the optimization of cut-off grades using Lane’s algorithm. This paper analyses the application of Lane’s approach for a single element in cut-off grade optimization as applied in the calculation of the optimum cut-off grade through a computer-aided application.Although Lane’s approach is not complex it is not widely applied to maximize the NPV of mining operations as the iterative calculations can be lengthy. The computer application developed in this study shows how Lane’s algorithm combined with a linear programming function can optimize cut-off grade with regard to the complex situations faced by mining operations. The application saves users from performing otherwise lengthy, iterative calculations.Background and previous researchAn open pit mining complex constitutes multiple pits, ore processing streams, and metal refining options. An open pit mine produces ore (valuable) and waste material. Ore is transported to an appropriate processing stream for producing concentrate. A refinery processes the concentrate to produce marketable metal product (Lane, 1964, 1988).Cut-off grade optimization is based on Lane’s theory, where a mining system consists of three major stages such as mining, milling, and refining. In this approach the cut-off grade selection is done between six cut-off grades that involve all stages of a mining operation. Selection of the optimum cut-off grade influences the net present value (NPV) by maximizing the net cash flows from the operation."

The problem addressed is that of estimating grade differences between sub- divisions of a new gold mining prospect when only borehole results are available. Such differential grade estimates are required in choosing the best area for initial production, and in defining the grade profile over the mine's life for purposes of feasibility studies. It is also often necessary to differentiate between the grades and hence the values of subareas, owned by separate companies, for the purpose of fixing relative share participation percentages in the new mining company. It is shown that exaggerated grade differentials will be obtained from grade estimates of the subareas based only on boreholes within each such subarea, respectively, and that it would be more realistic to apply some 'smoothing', preferably by kriging. This is feasible because the lognormal-de Wijsian model can be used to give an indication of the spatial structure for the boreholes, even where they are spaced far apart; also the degree of 'smoothing' indicated is shown to be relatively insensitive to inaccurate estimates of the relevant semivariogram parameters.

Extensions to the beneficiation plant at the Grootegeluk Coal Mine are currently being planned in order to provide power station coal for Escom's Matimba Power Station, presently under construction. A simulation model was developed on the Olivetti M-24 microcomputer to facilitate the development of the envisaged flowsheet. The computer program simulates the heavy-medium separation and screening unit operations. The model is based on the construction of the Tromp partition curve described by an arctangent function, allowing ideal and non-ideal separations. The paper discusses the determination of the parameters required by the arctangent curve from standard process parameters such as Epm, Wolf cut-point, Tromp cutpoint and screening efficiency. The accuracy and shortcomings of the model are discussed, while an overview of the application of the model to evaluate borehole and bulk sample analyses is also given. It is concluded that the model is an invaluable aid to general flowsheet development.

The phrase ?back to basics? is used to describe the fundamental principles and philosophies on which a successful mining operation is based. At Richards Bay Minerals (RBM), ?back-to-basics? (BTB) has been implemented as a continuous process to probe operational functions with a view to increase production without capital expenditure. It also ensures that the fundamentals of dredge mining are understood and adhered to. BTB is based on the principle that people drive organizations, necessitating an interactive implementation approach. At the RBM mine this entails a three-pronged approach, namely practical training, teamwork initiatives and the use of lean Six Sigma methodology. It is the latter on which this paper will focus. The lean Six Sigma methodology is successful in identifying, managing and documenting BTB projects, while team work initiatives are integral to successful project implementation. This paper describes two examples of how the Six Sigma methodology can be applied to a dredge mining operation. The first example focuses on the improvement of Mining Pond Echo (MPE) plant throughput by reducing the lost opportunity (non-production) due to tails downtime. The project was successful in increasing plant throughput by 4.5%. This was achieved by increasing the tails disposal system availability by running MPE as a four tails lines operation and focusing on causes of tails production downtime. Subsequently, the tails system at MPE is no longer the production bottleneck. Second, the Six Sigma methodology was successfully applied at Mining Pond Charlie (MPC) to increase the primary dredger throughput by 4.6% through focusing on the dredging technique and maintenance issues. This project highlighted the need for trend analyses to ensure an effective dredging technique, coupled with simple production documentation, which also ensures a focus on maintenance. Many mines engaged in deeplevel gold mining in South Africa are experimenting with the use of tailings fills, or are implementing tailings backfilling programmes on a limited scale. The approach varies from mine to mine, depending on circumstances and available fill materials. Several mines are backfilling with a cyclone underflow product; the cyclone overflow is then combined with the balance of the tailings stream and directed to surface disposal. As the extent of backfilling increases, the proportion of the surface tailings stream composed of overflow material will rise, and the properties of the tailings requiring surface disposal will approach those of the cyclone overflow. As the latter will be finer, less permeable and possibly weaker than the total tailings currently being disposed, the design and operation of surface tailings dams will have to be modified. Dams may have to be designed with flatter outer slopes of a reduced maximum height. Lower rates of rise may be required and, as a consequence, larger disposal areas may be demanded. To offset the negative aspects is the fact that the quantity of tailings requiring surface disposal will be reduced. The paper explores the dam-building properties of two cyclone overflow products. It shows that although these materials are inferior in dam-building characteristics to the corresponding total tailings, their geotechnical proper- ties still fall within, or close to, the range of properties typical of gold tailings. Although the design and operation of tailings dams may have to be modified, existing technology is adequate to handle these changes.

One of the key products produced by the mineral sands industry is the titanium dioxide slag, a process that requires grinding of a coarse product down to a valuable saleable product. Traditional methods have included the vertical roller mill in tandem with dynamic air classifiers and, alternatively, two-stage grinding and crushing through an AG mill in closed circuit with a dynamic classifier and secondary gyradisc crushers. The products produced, commonly known as chloride and sulphate slag, are differentiated by the particle size distribution of the final product. The more valuable chloride slag must, by specification, be a product sized in the range between 850 and 100 microns?the more fines generated in the grinding process, the less higher valuable final chloride slag is produced. This paper will explore a technology that is new to both the mineral sands and to other mineral processing industries. Inter particle communition, or IPC as it is known, has been applied in the cement industry to improve the performance of clinker grinding mills. The principle is to create a process of material on material comminution under high pressure that fractures the material along the grain boundaries rather than breaking it smaller than a gap setting in the crusher. The process is now looked at for the TiO2slag producers because of the potential benefits of energy savings and with a minimal generation of minus 100-micron fines. Discussions will revolve around the design and functionality of the Rhodax® both from a process and maintenance perspective, a typical test regime and results on slag grinding. The development of the flowsheet necessary for the process will be examined, the ancillary equipment required and finally the scale-up from the test to an industrial plant will be investigated. Full-scale results of an operating plant will also be given showing the benefits that can be realized. A promising new flowsheet with fines reintroduction to the Rhodax® crusher will be presented.

In South Africa reprocessing used oil into industrial fuel is commercially attractive. The reprocessed product is sold as a substitute for heavy fuel oil that is derived from crude oil (Rose Foundation, 2008). The objective of this investigation is to evaluate the use of petroleum products such as oil, petrol and diesel in Driefontein Gold Mine. The recovery of oil through recycling has costs implications to the mine while the release of petroleum hydrocarbons due to the poor management of the use of petroleum products has potential to cause pollution and negatively affect soil and water. Environmental legislation such as the Minerals and Petroleum Resources Development Act (Act 28, 2002) requires that such negative impacts to the environment be rehabilitated. The rehabilitation cost of pollution caused by petroleum products to the environment increases operational costs in business. Field assessment is conducted to identify the main sources of petroleum product contamination such as leaks in piping, overfills and petroleum spills. The areas that require mitigation would be mapped in the study. Recommendations for mitigation measures will focus on using the best practicable environmental option (BPEO) as well as the best available technology not exceeding excessive cost (BATNEEC). The recovery of oil from the mining industry is generally low and very poor. In this study, the effect of proper management of petroleum products to the mine?s operational costs is investigated and compared to there mediation costs of the impacts caused due to poor management of these products. The study investigates the financial benefit that could be obtained from proper environmental practices and efficient usage of petroleum products in the mining.

The estimation of local recoverable reserves using the widely spaced exploration drill hole information in an open-pit mine is probably one of the most difficult tasks in ore reserve estimation. The difficulty of this problem is magnified if the grade distribution is highly skewed, such as in a gold deposit. This paper describes the results of performance comparison of three different kriging techniques in an open-pit gold - silver deposit. The three different kriging techniques compared in their local recoverable reserve estimation capabilities are: (1) lognormal kriging, (2) indicator kriging, and (3) probability kriging. For performance comparison, the predictions are compared with the actual recoverable reserves determined from blast hole information. Based on the results from one test bench, both indicator and probability kriging performed better than lognormal kriging, perhaps owing to samples not being truly lognormal. Between indicator and probability kriging, probability kriging results were definitely superior to indicator kriging results.

For years urethane screen surfaces have been used in a wide range of wet screening applications where openings as fine as 75 microns and coarser have been used. In dry screening operations these same urethane screen surfaces have been relegated to only the coarser separation ranging from 1.0 mm and larger. The purpose of this paper is to expose the reader to new developments in both screen surface and screening equipment technologies, which allow an end user to consider urethane screen surfaces for dry screening operations where separations as fine as 75 microns are required. These technologies allow an end user to realize the inherent advantages of urethane in wear resistance while also realizing the benefits that a high open area urethane screen surface can bring. These benefits include non-blinding characteristics and feed capacities, which rival that of traditional stainless-steel woven wire mesh screen surfaces. The paper will highlight the features of this patented urethane screen surface technology and the screening machines in conjunction with which they are used. There will also be a presentation of several case studies of commercial installations where these technologies are utilized. These case studies are from the mineral sands industry; therefore relevance to the conference is direct and not inferred. Included in the paper will also be constraints, which must be taken into account when considering urethane screen surfaces such as temperature and chemical attack. This paper will expose potential end users to a possibility of using screens to achieve extremely accurate size separations in applications where screens were previously not considered. The paper will explain and demonstrate that prior concerns of screen surface blinding, high screen surface consumption rates and large screen surface area requirements can be eliminated by proper utilization of high open area urethane screen surfaces.

X-Ray diffraction (XRD) provides useful information about the composition of an ore sample in terms of quantification of crystalline phases and amorphous content. The use of new, fast detection systems in XRD creates the opportunity to use this technique in modern process control. In the analysis of heavy mineral sands, XRD can identify the main mineral phases, such as ilmenite FeTiO3, rutile TiO2, Zircon ZrSiO4and quartz SiO2, and any other minor components present, such as anatase TiO2, magnetite Fe3O4, haematite Fe2O3or monazite (Ce, REE)PO4. Quantitative analysis is possible by various classical methods such as straight line or polynomial calibration with standards, but modern quantification analysis techniques such as Rietveld analysis (Bish and Howard, 1988) are attractive alternatives, as they do not require any standards or monitors. These methods offer impressive accuracy and speed of analysis. The Rietveld method compares calculated versus experimentally derived X-ray powder diffraction patterns for the sum of all crystalline phases. Another analysis technique offering great benefit to mining industries is cluster analysis. Enormous amounts of XRD measurement data are generated during the process control and material evaluation. New ways of handling such vast amounts of data are required to produce meaningful information for the end users. Cluster analysis greatly simplifies the analysis of a large amount of data from different processes or different raw materials, and automatically sorts closely related scans of an experiment into clusters and marks the most representative scan of each cluster as well as outlying patterns. The use of cluster analysis to evaluate the XRD data allows fast and reliable tracking of the process. It is the most economical procedure to have automatic data evaluation without involving any dedicated personnel in the process. Details of the techniques used, sample optimization methodologies, results, data precision and limitations will be discussed. The approach has potential as a relatively inexpensive, reliable tool, useful in the characterization of heavy minerals sand materials.

Exxaro Sands KZN produces?among other heavy mineral products?high titania slag, which is used as feedstock to the pigment industry. The titania slag is produced from the smelting of ilmenite in two 36 MW DC furnaces. In this smelting process carbon monoxide gas is produced. This gas is cooled, scrubbed and washed to remove entrained dust. This paper provides details on the gas cleaning plant system and the chemistry, mineralogy and size distribution of the particulate material contained in the off-gas stream. Characterization of the dust shows that is consists mainly of ilmenite, but with relatively high levels of SiO2and MnO. Smelting of the dust in a 500 kW DC furnace was carried out to investigate the potential for recovering valuable elements from the dust.

Overexposure to noise remains a widespread, serious health hazard in the US mining and other industries despite 25 years of regulation. Most categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. The drilling of rock in a confined work environment contributes to high levels of noise exposure in mining. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to reduce the noise exposures of jackleg drill operators and to prevent additional cases of noise induced hearing loss (NIHL) by developing and evaluating low-cost retrofit noise controls for equipment. This report describes the procedure for the measurement and reporting of noise from portable pneumatic tools such as jackleg drills. The technique used in this research allows for the determination of the source A-weighted sound power levels and the radiation patterns in octave and 1/3 octave bands. Overall sound power level is also determined. This paper also reports the results obtained by using this procedure to evaluate a SECO S215 standard production drill and a CSIR Miningtek prototype rock drill incorporating engineering noise control measures. It was found that by using the manufacture?s recommended operating pressure of 496 kPa (72 psi) that the CSIR prototype?s sound power was 10 dB(A) less then that of the SECO S215.

The utilization of centralized blasting systems is progressively becoming a feature of the South African mining industry, owing to increased pressure from the Department of Mineral Resources (DMR) to ensure safer blasting conditions. The purpose of a centralized blasting system (CBS) is to ensure reduced blasting-related incidents and to improve the underground working environment for the mine?s employees. The brief from Samancor Western Chrome Mines (WCM) pertaining to this study was to explore?at a conceptual level?all variables pertaining to the implementation of the CBS. Studies have indicated that Sasol?s SafeBlast? was preferred due to low overall risks and user-friendliness. Empirical observations, however, indicated that attention should be given to the current shaft-clearing procedure and to the installation of additional transformers. This is required to co-ordinate the power supply from 2 level to 10 level with the required supply of the network slave station. A cost analysis indicated that an electronically initiated CBS will result in a R24 cost increase per panel, which relates to a mere 1% cost increase per panel. This cost, in addition to the R1.1 million capital cost, proved to be negligible in comparison to the possible direct and indirect costs incurred by the mine in the event of a blasting-related incident. It was found that Samancor should conduct further studies incorporating the necessary requirements to ensure a successful transition, while considering all stakeholders on the mine. This study proved that the transition to a CBS would ensure safe and efficient blasting at Samancor?s Mooinooi Mine.
