INCOME TAX: POST-GRADUATE STUDY COURSE CONCESSION As a result of representations made by the Associated Scientific and Technical Societies of S.A. and the Suid-Afrikaanse Akademie vir Wetenskap en Kuns, engineers and scientists will now be allowed to deduct expenses incurred on post-graduate study courses from their taxable income. The conditions of this concession are set out in section 16 of the Income Tax Act, 1969, which reads as follows: 16. (1) The following section is hereby substituted for section 16 of the principal Act: 16. "Notwithstanding the provisions of section 23(a) and (b), there shall be allowed to be deducted from the income of any person who is a dentist or medical practitioner or practises any profession referred to in paragraph (a), so much as the Secretary may allow of any expenditure incurred by such person in the circumstances contemplated in paragraph (c), if the Dental Association of South Africa in the case of a dentist, or the Medical Association of South Africa in the case of a medical practitioner, or the "Suid-Afrikaanse Akademie vir Wetenskap en Kuns" or the Associated Scientific and Technical Societies of South Africa in any other case, certifies in such form as the Secretary may prescribe that such person- (a) if he is not a dentist or medical practitioner, is the holder of a degree in engineering or allied technology or natural sciences awarded by a recognized university on completion of a prescribed minimum period of study of not less than four academic years or the equivalent thereof and enabling the holder thereof to practise the profession of an engineer or a profession for which advanced and specialised scientific knowledge is required which relates directly to- (i) the development or exploitation of natural resources; (ii) mining or prospecting for minerals; (iii) the production of pastoral, agricultural or forest produce ; (iv) the breeding or care of farm animals; (v) any industrial process; or (vi) the training of specialists in any branch of science or technology connected with any aforementioned profession; (b) has practised his profession for not less than three years; and (c) has incurred such expenditure during the year of assessment in respect of the attendance by him of any postgraduate study course approved by such body to improve his qualifications for carrying on his profession in the Republic". (2) The amendments effected by subsection (1) shall first take effect in respect of assessments for the year of assessment ending on the twenty-eighth day of February, 1970. From this section it is clear that the concession will only be granted if the application is accompanied by a certificate, which certificate must be either signed by the Chairman of Die Akademie or the President of the Associated Societies. In terms of the authority granted such certificates must certify that: (i) the taxpayer concerned has practised his profession for not less than three years; (ii) the expenditure was incurred by the taxpayer during the year of assessment indicated in the certificate; (iii) the expenditure was incurred by the taxpayer in respect of the attendance by him of a post-graduate study course approved by the Associated Scientific and Technical Societies of South Africa or Die Suid-Afrikaanse Akademie vir Wetenskap en Kuns, as the case may be, to improve his qualifications for carrying on his profession in South Africa; (iv) the taxpayer is the holder of a degree in engineering or allied technology or natural sciences, which degree was awarded by a recognized university,

South Africa holds approximately 70% of the world’s total chrome reserves. Chromium is an important raw material for the production of stainless steel and ferrochrome alloys. Over the years, China’s ferrochrome market has been dependent on chrome ore imports from South Africa. In 2018, China imported about 75% of its chrome ore from South Africa. With the low platinum price and the rising demand for stainless steel, a growing demand to evaluate new beneficiation technologies for fine chromite was identified. Gravity separation of fine chromite (<75 μm) is inefficient, due to the limitations of the technology to upgrade fine particle size distributions. Potential for the recovery of chromite, specifically fines (<75μm), lost to UG2 PGM flotation tails, but also from MG and LG6 spiral circuit tailings exist. Flotation of podiform chromite ores from India and Kazhkhstan is successful in generating saleable product grade, following acid or alkaline flotation routes. Application to South African stratiform chromite is being evaluated, with the emphasis on evaluating reagent type, optimising dosages and the effect of pH in optimising flotation performance. Flotation can unlock additional value from chromite tailings material. The effect of ore characteristics such as gangue mineralogy, particle size distribution and headgrade are reported. The performance in terms of product quality and yield are evaluated and compared. The impact of this paper will not only prolong life of mine and increase revenue but will also alleviate environmental burdens associated with tailings dams. Tata Steel Limited which is Asia?s first and India?s largest integrated private sector steel company, as part of its vision to grow in related industries is also undertaking the Titania project. The project will involve mining, separation of ilmenite and other valuable minerals from the inland heavy mineral sands deposit in the Indian state of Tamil Nadu. The raw material will be beneficiated to synthetic rutile, titanium dioxide pigment and ultimately to titanium metal. The recently concluded feasibility study revealed that the deposit under consideration has 10.4%of total heavy mineral content and 15.2% slimes of the size below 63 µm, over an average sand thickness of 6.9 metres. The presence of about 15% slimes in ROM sand coupled with scarcity of water at the project site complicates the slimes handling/disposal system, requiring the development of an innovative, efficient and effective system for disposal of slimes. Mineral characteristics of slimes revealed the presence of kaolinite clay, which poses its own challenges in thickening/dewatering of slimes. This paper outlines the detailed studies conducted, including slime characterization, settling and thickening characteristics, and ge-technical studies to arrive at an efficient and effective slime handling/disposal system, with a view to plant saplings on the mined-out reclaimed land with species typically suitable to that environment.

In this research, in order to predict the peak particle velocity (PPV)(as vibration indicator) caused by blasting projects in the excavations of the Karoun III power plant and dam, three techniques including statistical, empirical, and neural network were used and their results were interpreted and compared. First, multivariate regression analysis (MVRA) was used as statistical approach. Next, PPV was predicted using some widely used empirical models. Lastly, an artificial neural network was used. In the ANN model, maximum charge per delay, total charge per round, distance from blast site, direction of firing, blasthole length, number of blastholes, total delay in milliseconds, number of delay intervals, and average specific charge were taken into consideration as input parameters and consequently the PPV as output parameter. The results of the techniques were interpreted from two points of view. Firstly, the correlation between the observed data and predicted ones, secondly the total error between observed data and predicted ones. The MVRA had a satisfactory correlation but its error of estimation was comparatively very high. The empirical model had reliable correlation and a small error of estimation; in total the results of empirical method were more reliable than those of MVRA. Generally, the ANN approach showed very high correlation and a very small error. The results of this research indicated that the ANN model is the best predicting model for PPV in comparison with other approaches.

The objective of the study was to estimate the largest shear displacement that could be expected on a pre-existing fracture located in the repository area, due to the heat release from deposited waste. Two-dimensional numerical analyses using UDEC have been performed. The maximum shear displacement, at the fracture centre, amounts to 0.2 – 13.8 cm depending on fracture parameters. The fracture extension, friction angle and shear stiffness are found to be the most important. Le but de cette étude est de déterminer le déplacement maximal en cisaillement qui puisse se développer le long d&apos;une fracture préexistante en réaction à la chaleur dégagée par les déchets radioactifs enfouis dans la roche. Les analyses numériques ont été réalisées à l&apos;aide du code 2D UDEC. Le déplacement maximal en cisaillement enregistré au centre de la fracture varie entre 0.2 et 13.8 cm en fonction des propriétés de la fracture. L&apos;ouverture, l&apos;angle de friction et la rigidité au cisaillement semblent avoir une influence dominante sur les résultats. Zielsetzung der Studie war die Abschätzung der maximalen Scherverschiebung, die auf einer innerhalb des Endlagergebietes existierenden Rissfläche infolge der Wärmeabstrahlung des eingelagerten Materials zu erwarten war. Es wurden zwei-dimensionale numerische Berechnungen mit UDEC durchgeführt. Die maximale Scherverschiebung im Zentrum der Rissfläche beträgt 0.2-13.8 cm, abhängig von den Risseigenschaften. Dabei hat sich herausgestellt, dass Rissgrösse,Reibungswinkel und Schersteifigkeit den grössten Einfluss haben.

PrennThe Chairman in opening the session highlighted the current situation in the United States of America where some 85 to 90 per cent of all mining (except for coal) is done by open pit methods, and where some 40 per cent of the coal is mined by open pit. The South African industry is, of course, dominated by the deeper level underground gold mines; however, with the aid of an extensive open-pit technology developed in other countries, South African companies arc continuing to explore possibilities of open-pit exploitation of base mineral, coal and diamond deposits. Several successful ventures are already in operation at Phalabora, Optimum Colliery, Kimberley and elsewhere, and South Africa is undoubtedly benefitting in this regard by drawing on the experience of others.The papers of this session were therefore particularly pertinent, particularly when viewed in conjunction with those presented at an earlier South African conference devoted specifically to open pit mining.Two themes dominated the discussion which followed presentation of the three papers at this session. The first related to the practicability of using the reported techniques as a tool for management, and their acceptability as such to mine management. This was, of course, not peculiar to this particular session, but rather the major point of debate over the entire conference.The second theme concerned the reliability of the initial drill hole data on which any open-pit design must necessarily be based. This gave added emphasis to the problem of practicability, for no management is likely to accept an elaborate pit design unless confidence can be placed in the ore reserve assessment.In noting these two features of the discussion, it should be remembered that all the three papers dealt largely with design and pre-planning; there was an unfortunate lack of papers or discussion on the subject of controlling the day-to-day mining of open pits, and this is an area where the potential impact which can be made by the computer is even greater.In introducing his paper, Mr D. A. Phillips pointed out that it was concerned only with optimization, and that it therefore assumed, firstly, an adequate subdivision of the orebody into ore blocks characterized by grade, rock type, structure, etc., and, secondly, an acceptable forecast of costs and mineral prices in order to generate a suitable profit matrix. However, programs dealing with these problems for both massive, disseminated and stratiform ore bodies are available to Roan Consolidated Mines. The method of optimization which he had described had been used on a region split into 28 000 blocks, for which the program used three hours of C.P.U. time on an IBM 360/40 computer. The computer design had provided a three per cent improve¬ment on a normal design of the same area."

Dit is my aangename plig om u voor te stel aan sy Edele, die Minister van Mynwese, van Beplanning, en van Gesondheid, Dr de Wet en sy gade, mev de Wet. Sy Edele Dr de Wet het geen bekendstelling nodig nie-alhoewel hy ons minister vir slegs die afgelope twee jaar is, het hy reeds talle funksies van ons Mynbedryf bygewoon en het baie vriende gemaak onder ons. Hy het homself baie bemind onder ons gemaak toe hy Wes-Driefontein onlangs besoek het om hulle ondersteuning en aanmoediging aan te bied in hulle uur van nood. The Honourable Dr de Wet was born in the Free State. He is a grandson of that very famous general Christiaan de Wet, who caused so much pain to the British forces and for so many months so successfully eluded them in the Transvaal and Orange Free State. He was educated at both the Pretoria and Witwatersrand Universities. He first practised medicine at Boksburg and then moved to Vanderbijlpark, so you see he has an early association with gold mining on the Witwatersrand, and in moving to the Vereeniging-Vanderbijlpark district he became closely involved in our coal mining and metallurgical industries. South Africa&apos;s first steel was poured from a l0-ton open hearth furnace belonging to the Union Steel Corporation in Vereeniging in 1913. Dr de Wet has been mayor of Vanderbijlpark and for several years has been their member of parliament. More recently, the Honourable Dr de Wet has filled with great honour that most important office of Ambassador for the Republic of South Africa in London. At present he wears two hats, in that he is Minister of Planning and of Health, but more important is his cloak, that of Minister of Mines, which I trust offers him the greatest comfort. To fulfill these three arduous tasks must demand of him a terrific devotion to duty, and in doing this he carries on that loyal tradition of service to his fatherland so evident in his grandfather. I am fully conscious of the responsibilities that devolve upon me as Minister of Mines in a country where mining makes so vital a contribution to economic progress and development and has, in fact, laid much of the foundation on which our present proud edifice is built. The achievements of the mining and metallurgical industry in its diversified activities arouse feelings equivalent to paternal pride, but let me speedily add that in considering any family relationship that may exist, the Minister of Mines should not be regarded in the role either of a fairy godmother or an indulgent father.

Global trends stipulate the need to optimize existing assets while reducing environmental impacts. This paper illustrates the procedure that was followed to achieve such goals at one of the coal burning flash dryer units at an Anglo American smelter. An in-depth study of the process and related literature led to the development and installation of a revised control philosophy. This system includes modifications to the existing regulatory control structure as well as a hybrid rule-based and model-predictive advanced process control (APC) layer. Since commissioning of the APC, this flash dryer?s average throughput has increased by more than 6%, despite higher feed moistures. Furthermore, even though coal consumption has increased slightly, operating efficiency has improved by close to 5%. This was made possible by improving stability of the drying column outlet temperature by approximately 40%, which in turn enabled selection of a more optimal setpoint. Recent data has shown that APC utilization now exceeds 95%. This is indicative of a successful controller installation with good site acceptance. The same philosophy has therefore since been rolled out to most of the other flash dryers in the group.

Scandium can be recovered from waste streams of other metallurgical processes such as red mud from the Bayer process and titanium dioxide acid waste. This is accomplished by an integrated process comprising leaching using acidic media, solvent extraction using organic solvents and stripping of Sc from the organic phase using NH4F solutions. The precipitation of scandium as (NH4)3ScF6 from NH4F strip liquors has been demonstrated at lab-scale with recoveries and purities greater than 98% and 98.3%, respectively. It is desired to assess the possibility of recovering the solvents for re-use in the process to improve its economy and environmental friendliness. Investigations have been conducted to recover alcohol by simple distillation from strip liquor-alcohol mixtures containing about 50 v/v% alcohol. The mixtures were obtained after anti-solvent precipitation of (NH4)3ScF6 using an alcohol to strip liquor volumetric ratio of 1:1. The starting strip liquor contained about 2000 mg/L scandium in 3 mol/L NH4F solution. In the recovery of methanol, the first distillate product collected had a purity of about 87 v/v% and this decreased slightly with time over two hours. The methanol distillate collected in the first 30 minutes with a purity of ca. 85 v/v% was re-used in anti-solvent crystallisation of (NH4)3ScF6 from the initial strip liquor, and the scandium recovery attained was about 98.6 w/w%, almost similar to that of 99.2 w/w% obtained using 100 v/v% methanol. For ethanol recovery, the first distillate product collected was approx. 84 v/v% pure and the distillate collected in the first 30 minutes with a purity of about 75 v/v% achieved a scandium recovery of about 97.2 w/w% in comparison to 98.5 w/w% obtained using 100 v/v% ethanol during anti-solvent crystallisation. PAPERS FOR PRESENTATION The President: "Professor Wyndham, may I call on you to deliver the paper entitled &apos;Factors affecting the mechanical efficiency of men shovelling rock in stopes&apos;, written jointly with J. F. Morrison, J. H. Viljoen, N. B. Strydom and A. Heyns." After the presentation of the paper the President said: "Gentlemen, I would like to thank Dr Wyndham and his colleagues for once again reporting through the medium of this Institute the results of the very important work they are carrying out at the Human Science Laboratories. It is most appropriate that this work which is leading to a better understanding of the capabilities and efficiency of the human body under the arduous conditions encountered underground should be reported to this forum. In this way our members, who are actively engaged in the job of mining, can firstly learn something of this research and secondly, can, with their practical knowledge of conditions underground, contribute to what has been learnt and possibly pose new problems for our scientists in the laboratories. The scientist should always have the opportunity of subjecting his research to the scrutiny of people engaged in practical operations. By the very nature of our gold mines we are unfortunately heavily dependent on a large labour force and while mechanization has been introduced wherever feasible, we are likely to continue to be heavily dependent on this labour. In accepting this fact we can be proud in this country of what has been achieved, not only in obtaining the best efficiency from labour but in ensuring that their working conditions are reasonable and that their health and well-being are adequately cared for. When one visits our gold mines, one cannot help being impressed with what is being done to ensure that we have a satisfied, happy and healthy labour force. The Human Sciences Laboratory with its scientific approach has assisted greatly in promoting a better understanding of the problems associated with labour under the conditions experienced on our mines. Thank you." Mr M. Martinson then contributed to the discussion. (This contribution will appear in a later issue of the Journal.) After Dr Wyndham had presented the paper the President said: "Thank you Dr Wyndham for so ably describing the work associated with the acclimatization procedures on our gold mines. It has certainly been an eye-opener to those of us not familiar with this work and I believe it is very important that everyone and not only people in the gold mines should know about it. It is fortunate that all industries do not have the same arduous heat conditions experienced on our mines but other industries such as our chemical and metallurgical industries do have other problems relating to the adjustment of labour to the work situation. This research involves the investigation of phase transformations in the platinum-chromium coated system. Single-layer 0.1 µm platinum coatings were deposited via electron beam deposition on 99.98 percent pure chromium substrates. Specimens were subjected to systematic heat treatment in a vacuum furnace at 900°C for up to 20 hours. Phase formation and the changes in surface morphology were investigated by X-ray diffraction (XRD) and scanning electron microscopy (SEM).Both CrPt and Cr3Pt phases are formed during heat treatment for different times at 900°C. Significant changes in the morphology of this coated system were detected after heat treatment at 900°C for 20 hours.

It is often said in business that if you don&apos;t have a customer you don&apos;t have a business. The same rule applies to project evaluation; if you don&apos;t have customers you really don&apos;t have a viable project. It is therefore essential that in the early stages of project evaluation the following fundamental questions are addressed: ? What products will this project produce? ? Who are the potential customers? ? What are the customers&apos; requirements with respect to grade and impurities? ? Do they have adequate capacity to take the production from the proposed project? ? Will the products introduce adverse effects in the customer&apos;s process circuits? ? Will additional waste streams requiring disposal be produced? In the past the attitude has been along the lines of the customer will take whatever we produce at the mine site. Times have now changed with customers now operating under much tighter environmental regulation with waste disposal becoming increasingly difficult. It would therefore be prudent that the principles of product stewardship be used as a tool in project evaluation. This paper will provide a general discussion on customer requirements and provide detail on case studies of the impact of mine products on smelter process circuits. It will provide examples where there were synergies between the mine product and the smelter circuit and where the mine product had adverse impacts on smelter performance.

"Biological cementation of the Mandena heavy mineral sand deposit in Madagascar was causing difficulty in dredge mining and hence in planning and control of production rates. An investigation was initiated to better evaluate the geotechnical properties of the orebody by defining the distribution and geotechnical properties of the cemented strata, in order to generate a site-specific geotechnical model for the deposit. The geotechnical characterization was developed by an integrated approach using several ground investigation techniques such as piezocone (CPTu) testing, geotechnical drilling, standard penetration testing (SPT), as well as laboratory testing. The final outcomes of the investigation included a 3D geotechnical model showing the distribution and extent of the cemented areas, as well as the typical geotechnical parameter ranges associated with each of the defined geotechnical units. The interpretations developed were incorporated into the mine and production planning to ultimately optimize operational planning and control.IntroductionQIT Madagascar Minerals (QMM) is a heavy mineral sand mining operation at Mandena, near Fort Dauphin in Madagascar. During the final planning and commissioning stages of the project, the need to fully characterize the unusual geotechnical conditions was identified and a geotechnical investigation became necessary.Nature of the problemDuring the commissioning phase it was found that mining production was being hampered by biologically cemented/indurated layers encountered within the sands. Closer inspection of the indurated horizons in the dredging face revealed that these layers contain a high loading of bacteria and fungi. It appears that the bacteria produce an extracellular (outside the cell) polysaccharide (i.e. sugar and carbon salts), which form a gelling biofilm to trap nutrients. There are a number of different bacteria. The fungi, on the other hand, produce a network of fibrous strands that bind the sand grains together. Thus both bacteria and fungi probably contribute to the ‘apparent cohesive’ strength or binding of the indurated sand (Lynn, 2008)."
