Carranza, claiming to be the provisional President of the Republic of Mexico, a United States district court of Texas, into which State the bullion has been imported from Mexico, has jurisdiction to try and adjudge as to the validity of the title acquired by and through the seizure, appropriation, and sale by the Carranza forces as against an American citizen claiming ownership of such bullion prior to its seizure.

A jet pump injector was developed and successfully tested, thereby demonstrating the feasibility of a jet injector for introducing coarse coal into an operating slurry face haulage system: In Phase I a variety of injection concepts were evaluated, and the jet pump was identified as best, due to its simplicity, compactness and performance potential. In Phase IIA subscale jet pump injector tests were conducted, and a computer model of a jet pump injector was developed whose performance predictions correlated well with subscale test results. In Phase IIB various system configurations were defined for integrating a jet pump injector into a fully operational underground coarse slurry face haulage system, further highlighting the feasibility and practicality of such a system. In Phase III a full-scale mobile haulage vehicle embodying a jet pump injector and coal sizing equipment was detail designed into a practical vehicle with attractive performance characteristics. More importantly, fully operational full scale jet pump injector -and feeder/breaker subassemblies were tested and proven successful in their ability to down-size coal to 3" in all 3 dimensions and to consistantly provide slurry of 4217 weight concentration at 6.4 TPM throughput under a wide range of operating conditions including zero to maximum feed rate within 5 seconds.

The production of bituminous coal by stripping methods has become an important factor in some areas, especially in the Central and South Central States. In the latter, production at strip mines exceeds that at deep mines. Table 1 shows the tonnage produced at strip mines and the percentage of the total production for 1924 to 1935, inclusive, for the States in which the mines described in this circular are situated.4/ Following are references to earlier Bureau of Mines publications on strip mining of bituminous coal: Cash, F. Work on contract H0272007 is summarized for the period of 1 February 977 to 1 February 1978. The initial evaluation of two potential systems for the location of well casings, voids, and tunnels in coal are described. The pulse measurement equipment used for the evaluation of the antennas selected possible use with a pulse time domain system and an FM-CW system is described. A TEM horn antenna design potentially suitable for use with these systems is given. An operational comparative analysis between various antenna types is presented.

A flat slot is created in rock to cause stress relief effects in a pair of hydraulic borehole pressure cells (previously installed in drill holes above and below the slot ) , which act as sensing devices . This relief is annulled by repressuring the slot by means of a flat hydraulic cell . The slot pressure at annulment is taken to be the existing ground stress at right angles to the plane of the slot . A number of trial installations in the rib of a mine drift showed that for a valid determination of ground stress the sensing devices that respond to relief and repressuring must be within a specified zone close to the pressure transmitter ; otherwise the indicated ground stress may be excessive . By using an additional pair of borehole pressure cells , installed a few feet away , the existing rock stress can be redetermined at intervals , irrespective of a change of stress intensity subsequent to the initial installation . Based on these findings , equipment and procedures have been developed that make possible the installation and operation of a permanent rock stress monitoring station for observing mining - induced stress changes . The station consists of a 12 - in - wide hydraulic pressure cell cemented in a flat slot and four 2- by 8 - in flat hydraulic pressure cells in nearby drill holes . All drilling for the installation can be done with an air leg drill and conventional bits . Once the installation is completed , all required information is obtained by Bourdon pressure gage readings . The apparatus is simple , relatively inexpensive , and reliable under operating conditions in a wet mine . Unlike most methods of rock stress determination , this scheme permits periodic remeasurement of absolute rock pressure over several years , without additional drilling or instrumentation . The data in this circular were compiled so that individual phosphate companies might have the benefit of the experience of other phosphate companies, and that industries in general might compare experiences (taking into consideration relative hazards), thereby promoting accident preven¬tion. This report is in partial fulfillment of Contract S0241051 awarded to COMINEC on June 27, 1974. 'Me purpose of the work under this contract is to develop a conceptual design for an automated longwall mining system. The conceptual design will serve as the basis for future design and development of an automated longwall mining system capable of sustained production in excess of 2,500 tons per shift with reduced manpower which will ultimately be demonstrated in an area where conventional longwall mining has been successful. 1.2 DEFINITION OF THE PROBLEM 1.2.1 Why An Automated System The most obvious benefit of automation and remote control in a longwall mining system is the reduction of accidents consequent upon a reduced working force in the hazardous face areas. However, another important aspect of the problem is the skilled labor shortage which is being compounded by the need for vastly increased coal production. The United States coal mining industry had a working force of almost 600,000 miners in 1928 but was able to muster only 145,000 miners in 1970. The miners required to staff the additional working sections and the new mines necessary to meet our energy needs are simply not available. Only automation and remote control will permit a reduced work force with increased production by keeping the face equipment operating continuously.

RIGHT OF LIFE TENAN1' TO OPEN MINES. The common-law rule that a life tenant was not permitted to open or share in mines does not prevail in Michigan; but a life tenant by dower right is permitted to share in the royalties, as the strict common- law rule is not in harmony with the spirit of our institutions and the policy of our law and would often result in defeating the purposes of dower statutes. Poole v. Union Trust Co. (Michigan), 157 Northwestern 430, p. 432, March, 1916. SALE AND CONVEYANCE. PURCHASE OF ENTIRE ESTATE--FRAUD. A purchase of land where no exceptions or reservations of minerals were made and the land was bought as property, when nothing is excepted and no qualifications or reservations are embodied in the agreement, was presumptively and by common understanding a purchase of the property in its entirety; and the insertion in the deed of a reservation of mineral rights in violation of the contract of purchase and without the grantee's knowledge or consent was fraudulent. RESERVATION OF MINERALS--EXTENT AND EFFECL A reservation in a conveyance of land excepting and reserving to the grantor all coals and mines beneath the surface with the sole right and privilege to remove the same, is not as broad as the grant itself. A contract for the purchase of a mine recited that a deed had been executed by the owner and placed in escrow to so remain until the sum of $30,000 should be paid. The contract provided that $1,200 of the purchase price was to be paid in cash, $800 in 60 days, and the remainder out of 20 per cent of the gross output of the mine, such per cent to be paid in five years unless the vein and value of ore should not continue in depth, in which event the purchaser was to have two years longer to complete the payment of the purchase price. The contract contained other covenants to the effect that the purchasing corporation would fit up a certain specified mill and would continue development work at such rate as to keep the mill in operation if ores sufficiently valuable should be found and in the absence of unavoidable accident. The contract also provided 1/ that abandonment of work for a period of six months at anyone time, except as above, on said property," should operate as a forfeiture of the purchaser's right. In an action by the vendor to quiet the title to the land and to have the contract declared void, the court found that the purchaser failed to perform the work on the property and failed to place thereon the improvements as required by the contract and permitted debts to accumulate against the property, taxes to be levied thereon, and that for more than a year the purchaser had not done any work or labor of any sort upon the mine or premises, and that the contract contemplated development work from the time the purchaser took possession of the property, or at least promptly thereafter, and the fact that no machinery was in place for a year or more after the execution of the contract was a breach of the covenant of continued development, and that the clause in the contract" except as above" does not contemplate a delay in the development resulting from a failure to install machinery, but it means that unless prevented by unavoidable accidents the purchaser shouLdhave no valid excuses for neglecting the work for a period of six months or more.

A program was initiated tinder sponsorship of the U. S. Bureau of Mines to investigate pipeline behavior of raw and spent oil shale slurries. Slurries were recirculated in pipeline loops with 150-mm and 200-mm diameter horizontal test sections and a 150 -mm diameter vertical test section. Slurry concentrations from 10 to 60 weight percent were investigated. Critical and deposition velocities were observed. Head losses were measured at various velocities. Rheology measurements were made on representative homogeneous samples from the pipeline. From these data, pipeline energy requirements were predicted by computer and compared to pipeline data. Computer programs were also used to analyze pipeline data for two flow models: 1. Heterogeneous flow regime for coarse, settling slurries 2. Homogeneous flow regime for nonsettling suspensions The economics of slurry transport of raw and spent shale were examined. Cost estimates encompassed a range of pipe diameters to transport a wide range of throughputs of both raw and spent shale. Similar estimates were made for conveyor belt systems to provide a valid cost comparison. Economic comparisons are valid in a general sense, but a specific study must be made to determine the cost advantages of hydraulic transport for a given mine.

The organization of the Explosives Division is indicated by the accompanying chart (fig. 1). As this has been discussed in a previous report3/, it will not be considered further in this report. The activities of the various units are outlined below. I. INFLAMMABILITY OF GASES AND VAPORS4/ Determination of the Explosion Hazards of Combustible Gases and Vapors Found in Mines and Industries The Explosives Division maintains, at the Pittsburgh Experiment Station, a laboratory specially equipped for the determination of the explosion hazards of combustible gases and vapors. Of particular importance, is the determination of the chemical composition within which explosions may occur and beyond which there is no danger of explosion, combustion or inflammation. These limits, known as the limits of inflammability, as determined by this and other laboratories, have been compiled in Bulletin 279 of this Bureau. The last revised edition (1931) of this bulletin has been exhausted. Since it was published, the Pittsburgh laboratory has determined the limits of about 40 combustibles and has ascertained more precisely ant accurately many previously published limits.

This paper, describing the milling operations of the St. Joseph Lead Co. at Balmat, N. Y., is one of a series of similar papers being prepared by the United States Bureau of Mines on practice at various mills in the United States, Canada, and Mexico. The company also operates a mine end mill at Edwards, 12 miles northeast of Balmat. Mining practice in the district, as exemplified at the Edwards mine, is described in another information circular of the Bureau of Mines.3 The writer gratefully acknowledges the generous cooperation of the company officials which made this investigation possible, and wishes to thank R. J. Mechin, manager, P. W. Wolf, mill superintendent, and F. G. Kuehl, assistant mill superintendent, for their helpful assistance. Especial thanks are due J. S. A larger measure of safety attended the operation of the stone quarries and related plants in the United States during the calendar year 1935 than in any other year for which annual records are available for the industry. The accident rate, covering fatalities and nonfatal injuries that disabled an employee beyond the remainder of the day on which the accident occurred, was 38.19 per million man-hours of work performed. The nearest approach to this favorable record was in 1932 when the rate was 38.48. The rate for 1934 was 41.82; hence the record for 1935 was 9 percent better than that for 1934. Reports from operating companies showed that 51 men were killed by accidents in 1935 and 4,152 men were injured. (See table 37.) The industry employed 73,005 men and performed 110,033,341 man-hours of labor, an average of 1,507 hours of work per man. Measured in man-days, the total volume of labor was 14,623,303, or an average of 200 days of 7.52 hours per day for each man employed. These figures are not strictly comparable with similar figures for the preceding year, as the, coverage of the industry was more complete for 1935 than for 1934 because special facilities were available to the Bureau of Mines for conducting the 1935 canvass that were not available for the 1934 canvass. Reports covering identical plants that were active both in 1934 and 1935 indicate a reduction of about 7 percent in the number of men employed in 1935. This fact suggests that the apparent increase in the number of workers in 1935 is attributable chiefly, if not entirely, to the more complete coverage of operating plants in 1935. The plants from which this inference is drawn employed 21,799 men in 1934 compared with 20,248 in 1935.

Data on the occident experience of the pebble-phosphate industry in Florida for 1937 and 1938 are combined in this report with statistics for the 7-year period 1930-36, inclusive, which were published in Information Circulars 69174/ and 69685/. The periodic publication of such data enables the pebble-phosphate industry, as well as other industries, to consider relative hazards, compare experience, and thereby help to prevent accidents. The rare-earth group are among the least familiar of the 92 known elements. Moreover, the relatively few people who have even heard of the rare earths ordinarily regard them merely as very rare elements having unusual names but doubtful commercial application. This typical attitude can be attributed partly to the fact that no commercial uses have been developed for most of the members of the group and partly to the fact that those which do enter into useful articles do so anonymously. Most people speak with a degree of familiarity of the "chromium" plating on their automobiles or household appliances; "antimony" ash trays and cigarette boxes are on sale in many department stores; and "tungsten" lamps and even "molybdenum" steels are advertised in popular magazines. However, the average user of a pocket cigarette lighter is not conscious that the important sparking element is a "flint" made from ferrocerium, and if he does chap on to inquire about the composition he is likely to be told that it is "sparking alloy", "misch metal", or 'pyrophoric alloy." Similarly, the wearer of spectacles made of "Crookes" or other tinted glass probably is not aware that the light softening effects are due to the presence of rare-earth oxides, or that the arc light on his street may owe its brilliance to cerium fluoride in the carbon electrode. Despite a variety of practical applications, however, most of the rare-earth metals still must be listed as scientific curiosities. In fact, little is known as to the properties which may make them useful products at some future date. Meanwhile it is important to note that Nature has been relatively generous in her distribution of the rare earths and that adequate supplies of most of them will be forthcoming when these elements have proved their worth as commercial products.

Since the passage of the Federal Coal Mine Health and Safety Act of 1969, the need for improved duet control methods has become imperative. It has been proposed that one promising dust control technique would be the application of water through the cutter drum. In November of 1972, the Jeffrey Mining Machinery Co., who had been pursuing the development of wet drum miners since 1969, completed the manufacture of a 120M HELIMINER which had sprays in front of the cutting bits on a fixed width drum. On June 27, 1973 Jeffrey and the Bureau of Mines signed the contract numbered B0232060 for the purpose of evaluating "the effectiveness of respirable dust control on a Jeffrey 120M HELIMINER by use of water piped through the head." This evaluation, as described by the contract, was to be accomplished by the collection and analysis of dust samples at various locations of an operating mine production section.

The determination and publication of data o the chemical and physical properties of American coals have been primary functions of the Bureau of Mines since its creation in 1910. In recent years this program has been expanded to meet increasing needs for information on the suitability of coals for the production of coke, gas, and byproducts, and within the last year an experimental coal-hydrogenation plant has been completed. With this addition, the Bureau is able to cover every phase of coal utilization, including combustion, carbonization, liquefaction, and complete gasification. The need for this information is increasing not only to meet the requirements of consumers but also to give the data required to establish the classification and minimum selling price of coal by the National Bituminous Coal Commission.

This report describes research directed toward the preparation of chemical oxygen (02) sources which exhibited improved 02 storage and reaction characteristics when compared to potassium superoxide (KO2). The initial focus of the research was the preparation of calcium superoxide (Ca(02)2) by the disproportionation of calcium peroxide diperoxyhydrate. The Ca(02)2) was characterized by chemical, thermal, and x-ray analyses. Several methods for scaling up the Ca(02)2 synthesis process were studied. Next, the reactivity of Ca(02)2 toward humidified carbon dioxide (C02) was evaluated and was compare o that of K02 under flow-test conditions approximating those existing in portable breathing apparatus. The reactivities of mixtures of K02 and Ca(02)2 or lithium peroxide towards humidified CO2 were also studied. Finally, an analysis of two commercial, K02-based, self-contained self-rescuers was conducted to determine the potential weight and volume savings which would be possible if Ca(02)2 or a mixture of K02 and Ca(02)2 were used as a replacement for K02.

The State Division of Geology Arkansas Resources and Development Commission, and the Arkansas-Oklahoma Coal, Operators Association requested assistance from the Bureau of Mines in a study of coal-mining methods and practices in .Arkansas coal mines with the objective of reducing production costs. On October 7, 1946, a joint meeting was held by representatives of the Arkansas Resources and Development Commission, approximately 30 coal-mine Operators of the Arkansas -Oklahoma Coal Operaters Association, and representatives of the Bureau of Mines. The many problems confronting the coal industry in Arkansas, including mechanical mining in thin beds, costs, labor, and working time were discussed. Following this Meeting, a joint letter from Harold B. Foxhall, State geologist, and -P. R. Stewart, commissioner, Arkansas-Oklahoma Coal Operators Association, was addressed to Dr. R. R. Sayers; former ,Director of the Bureau of Mines, requesting that mining conditions in Arkansas be studied.

The function of the Metallurgical Division is to conduct investigations relating to the treatment of mineral products from the state in which they are mined to the refined metal or other unfabricated product. These investigations include scientific and practical studies of ore dressing, covering the crushing and grinding of ores, separation by gravity, flotation, and magnetic methods; the hydrometallurgical treatment of ores, including cyanidation and amalgamation of the precious metals; the smelting and refining of copper, lead, and zinc, as well as the rare metals; and steel-melting practices from the raw ore to the finished steel. The object of this work is to conserve natural resources and eliminate waste by furnishing information on current methods of metallurgical practice, making fundamental studies of metallurgical processes, and developing new processes to the point of demonstrating their practicability. The Division is made up of sections devoted to the several phases of this work, each section being beaded by an investigator capable of supervising his particular work. The work is carried on at the experiment stations and field offices or in the field, whichever seems test suited for the work in hand. The following projects should be mentioned as particularly outstanding among those consummated successfully during the year: 1. Application of the type of chemicals known in the textile industry as wetting-out agents to flotation and agglomeration of ores, particulary soluble salts such as sodium and potassium chloride which must be treated in saturated brine. 2. Demonstration of a linear relation between surface and coercive force in magnetic minerals and its application to magnetic separation and to the determination of grinding efficiencies and other metallurgical data which require surface determination at very fine sizes. 3. Pilot-plant demonstration of the practicability of the reduction of iron ore by natural gas and conversion of this direct iron into steel by direct melting and by forging and rolling before melting. The structure and properties of the iron so produced were studied in detail. This report covers the fiscal year July 1, 1934, to June 30, 193b.
