Australia is tightening its rules governing mineral processing and the purchase of rural land by foreign investors" Rural land purchasers in the future will have to demonstrate to the Foreign Investment Review Board, the applicable governing body, that they will introduce new techniques or developments that will benefit Australia. In mineral processing, the criterion will be the availability of maximum opportunities for Australian equity capital. The changes are designed to discourage absentee landlords and speculators from abroad. A diamond field discovered several years ago in the northern section of Western Australia, known as the Kimberley region, is now thought to be one of the largest in the world, according to Conzinc Riotinto of Australia Ltd. (CRA). Figures released late in 1981 by CRA indicate that the main orebody of at least 100 million metric tons contains possibly 500 million carats of diamonds with a conservative market value of $8 billion. The diamond stones in the 100-acre deposit are about 10% gem-quality, 30% near gem, and 60% industrial. Initial production is expected to be about 17 million carats annually, which could be expanded to 25 million carats annually. World production of natural diamonds has been about 40 million carats per year from a reserve base of about 700 million carats.

[The ventilation of development faces in mines for diluting gas or dust concentrations aid in hot mines for providing air-motion cooling affect, by fan-pipe units discharging high-velocity streams of air close to the face, is an important phase of mitre ventilation. The effectiveness of such units depends largely on the air-flow distribution between-the pipe discharge said the face, a subject on which little definite information is available. A study of the air, flow from grills into rooms3/ has provided sore basic data, but under conditions so different from mine fan-pipe installations in development ends that tae data to are of doubtful application to mine installa¬tions, owing to differences in air-flow conditions. The purposes of this report is to present and discuss the results of an initial series of tests of a general investigation designed to yield definite laws and design data for the discharge of fan-pine lines in nines. The s series was planned to yield preliminary data on the effects of velocity of discharge, size and shape of tripe, and adjacent calls on the air-flow distribution. Tents were made on 10-inch pine with seven different end conditions and one change of wall condition. Changes in size and shape of discharge wore made b y short transformation pieces directly at the discharge end, with the result that effects due to contraction and expansion of the flow, which proved to be of much greater importance than was expected, totally obscured any normal effects cue to size anti shape. The results of this series of tests, therefore, relate to 10-inch pipe with various discharge designs is and ago se reported.]

An active list of permissible explosives was published in December 1936 as part of Bureau of Mines Report of Investigations 3324, under the title "Active List of Permissible Explosives and Blasting Devices Approved Prior to July 31, 1936." This list included 170 brand names. Changes in the list that have been authorized to June 30, 1937 placed 35 additional brands of permissible explosives on the active permissible list as a result of tests, changes in brand names, or transfer from the inactive list. Ten permissible explosives were transferred from the active to the inactive list. The present list contains 196 brand names, one explosive having been placed on the list subsequent to June 30, 1937. The Bureau of Mines through its contract research program recently analyzed the mining and environmental requirements in the premining stage for copper mining in the northern highland of Wisconsin. The Critical-Path-Method (CPM) was used in this research. However, a step-by-step derivation of the CPM Diagram was beyond the scope of this effort. The Bureau of Mines objective now is to show, step by step, how the original hand-computed CPM Diagram was constructed. The streamlining (restructuring) of this diagram from the original effort is also summarized. The critical path time (longest time) through the original CPM Diagram was 25.12 yr, excluding public liaison effort. This diagram showed the involvement of the regulatory agency, mining applicant and public in the premining stage. Analysis of this diagram produced a streamlined version which reduced the critical path time by nearly 7 yr. The CPM construction methodology offered here may be applied to mine planning for any mining operation.

Probably no year in the history of the United States showed greater progress in the mineral industries than 1916. Although this progress was undoubtedly stimulated by the war in Europe, which caused extremely high prices for some of the metals, yet the fact remains that mining is being regarded more as a business and less as a speculation, and the benefits of business methods are becoming evident. Practices that were almost universal a few years ago have been largely abolished, the mining public has been brought to recognize the folly of wasteful and dangerous methods, and there is a gratifying unanimity of opinion in regard to the conservation of life and health, as well as of our mineral resources. The people of the United States realize more fully than ever before the extent and value of the country's mineral resources and the possibilities that await intelligent and well-directed efforts at utilization. In the past, economic reasons caused deposits of valuable metals and industrial materials to lie idle; commercial reasons, many of them not truly economic, led to the waste of valuable constituents in many ores; the recovery of minerals from the ground was too often incomplete and accompanied by uncalculated loss; and the treatment of ores in mills and smelters saved altogether too Iowa proportion of the metals sought. Now better methods are being tried on every hand, and the unparalleled record of the year is largely due to the success of these efforts. According to the preliminary estimates of the United States Geological Survey the output of metals and minerals in this country in the calendar year 1916 had a total gross value of slightly more than $3,000,000,000. For many metals and minerals the figures broke all previous records, the new records of some products, as compared with 1915 figures, being as follows:

The proper disposition of phosphatic clays has been the subject of research and debated for years by phosphate producers, State and Federal research agencies, regulatory authorities, and environmentalists. To date, no "universal" solution exists for the ultimate disposl of phosphatic clays. This Bureau of Mines report examines the state of conventional clay disposal technology and reviews the technical progress of innovative alternatives. Twenty impoundment sites were investigated by the Bureau of Mines using geotechnical methods and laboratory analysis of cored samples. In addition, quasi-static cone penetrometer soundings were conducted to define clay and/or sand-clay interfaces en masse. Samples of the top, middle, and bottom hole segments were obtained at each station for laboratory studies of clay densities, pore fluids, plasticity, and mineralogical properties. The results of this study support the continued use of initial clay settling impoundments but emphasize the need for "in-line" systems to reduce the initial volumes of plant-generated phosphatic clays. The effective use of sand tailings is also encouraged to promote further consolidation of clays via self-weight stressing, sand-clay admixtures, and/or surcharging sand caps.

Research on the development of new and improved methods for the discovery and production of oil and gas and production of fluid fuels from coal continued to be the major thrust of the Bureau of Mines energy research program during 1973. Crude oil recovery from tar sands and oil shale also retained a high priority in this work. Complementing this program were numerous studies aimed at accomplishing the objective of increased energy output with greater safety and minimum harm to the natural environment. This report summarizes research objectives and results and itemizes formal publications of the Bureau of Mines on energy and related subjects.

The first metal-mine accident-prevention course was prepared and published in 1942-45 as a series of seven miners' circulars (Nos. 51-57). The course has been broadened in scope, revised, and brought up to date and is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and non-metallic mines. These circulars are as follows: Injury Statistics (Miners' Circular 51), dealing with general statistics on injuries from accidents at metal and nonmetallic mines, including causes, costs, and the use of investigations and reports of all injuries.

This report summarizes a study conducted to determine the state of the art of various rock removal systems and their capabilities. The Objective of the study was to determine if currently manufactured equipment can adequately accomplish rock removal in surface mine reclamation applications. Evaluations of state reclamation regulations, with regard to topsoil rock content, were made to determine the rock removal requirements. The major categories of equipment studied are rock pickers and rock rakes. The impact of rock removal implementation on the reclamation operations is discussed in detail.

The U.S. Bureau of Mines, in cooperation with the Iron Range Resources and Rehabilitation Board, investigated the potential of using northeastern Minnesota papermill waste sludges as a binder for Mesabi Range iron ore (taconite) concentrate. Sludges from five different commercial papermill waste treatment operations were evaluated in laboratory tests. Except for the coarsest sludge, all were fairly easy to blend with the taconite concentrate using conventional mixing methods. The coarsest sludge had to be reslurried at 2 pct solids before adding it to the concentrate in order to obtain pellets without visible sludge clumps. Drying and grinding the sludges made them less effective as binders because of a lower degree of rehydration. On a dry weight equivalent basis, twice as much raw sludge binder was required to obtain similar pellet physical properties as with bentonite; however, the pellets made with raw sludge had superior metallurgical properties. Over 30 pct higher reduction rates and over 1500 C higher softening temperatures were obtained with sludge binder than with bentonite. Sludge D, which had the lowest fiber and the highest alkali metal content, resulted in the lowest reducibility enhancement. Even though more raw sludge was required than bentonite, the sludges have virtually no value, and therefore may provide a cost-effective additive binder for producing improved metallurgical-quality pellets. Large-scale testing has not been done to confirm these laboratory results.

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. As part of a cooperative effort between the Bureau of Mines and the Florida Institute of Phosphate Research (FIPR), with input from the phosphate industry, the conversion of phosphogypsum to sulfur is being investigated. The proposed process incorporates the thermal reduction of phosphogypsum to calcium sulfide (CaS) and a hydrometallurgical treatment to convert calcium sulfide to sulfur (S°). The research described herein is focused on the latter half of the process. It was demonstrated that calcium sulfide could be converted to ammonium bisulfide (NH4SH), and that ammonium bisulfide could be oxidized by air in the presence of a catalyst, to elemental sulfur, which was adsorbed on the catalyst. Two methods for recovering sulfur from the catalyst were developed: (1) thermal treatment to volatilize sulfur, and (2) leaching the sulfur from the catalyst with liquid anhydrous ammonia. Over 90 pct of the sulfur adsorbed on activated carbon (the catalyst) was recovered by both methods. Based upon the encouraging laboratory investigations, a hydrometallurgical scheme was proposed for the overall conversion of calcium sulfide to elemental sulfur.

This report summarizes the results of an investigation of geologic factors that contribute to roof quality in underground mines in the Pocahontas #3 coal bed in southern West Virginia and southwestern Virginia. The investigation consisted of three phases, the first of which was selecting for detailed study five mines which represented the range of roof conditions, mining practices and geologic phenomena. This was accomplished by a statistical analysis of questionnaire data from 35 mines. The second phase consisted of detailed mapping in a "good" and a "bad" top area in each of the five selected mines and resulted in a qualitative assessment of geologic factors contributing to roof £alls. In the third phase, five mines were selected in which most non-geologic factors believed to contribute to roof falls were relatively constant but displayed a wide variety of geologic characteristics. Data from these mines were analyzed to test the qualitative assessments from Phase II. The primary result of this investigation is that slickensides arising from different geologic causes are the major geologic features leading to roof falls. These slicken-sides are found in ancient slump deposits, fire clays and sandy fire clays and channel contacts. Falls also occur where thick sandstone bodies directly over-lying the coal contain abundant shale or ironstone pebbles and coaly strips. The best top material is a sequence which consists of shale grading upward to sandy shale and sandstone within 30 feet of the top of the coal. Thick sand-stone units (301) without pebbles also provide good top.

Uranium mill tailings represent a potential threat to the human habitat by containing large amounts of radioactive and chemically toxic substances in high concentrations. These: undesired components enter the human habitat in various pathways such as by erosion and water or air transport. The main objective of this investigation was to evaluate the actual movement and model the potential movement of contaminants by seepage of water from the tailings into the subtailings soil. This report represents various models of the movement of contaminants using both theoretical approaches and empirical evaluation of data available from other investigations. The data consist of field measurements and laboratory determi¬nations of major and trace cations, the dominant anions, pH, and Eh of moist solids, extracts, and waters from the tailings and surroundings. Evaluation and interpre¬tation of data were accomplished by using Eh-pH diagrams, various statistical methods and the WATEQFC computer program. Data analyses show that the critical area of investigating movement- is the interfaces between tailings and the external environment. The chemical differences at interfaces seem to result in a sink system for contaminants. The tailings-soil¬-water system shows extreme complexities because of chemical and physical hetero¬geneity of the system preventing the use of a single comprehensive model to represent real conditions. The validity of the simplifying assumption used has been shown and increasing complexity has been built into the models. Analogs of these models can be used for evaluation of similar systems.

The Canyon Diggings zinc-lead deposit is in an area of structural deformation of sedimentary rooks in Newton County, Mo., 14 miles southeast of Joplin, within the southern limits of the Tri-State district. Mining and milling on the several tracts covering the area had been carried on sporadically since 1900, and incomplete records show a production of 1,341 tonsof zinc and lead concentrates. On the northern part of the deposit the predominant metal is which occurs as galena, cerrusite, and pyromorphite in broken chert near the surface. On the southern part, lead is subordinate to zinc, which occurs mainly as carbonate and silicate minerals in brecciated chert to a maximum depth of about 150 feet. Analyses of samples from Bureau of Mines drilling indicate that approximately 77 percent of the zinc and 50 percent of trio lead i8 in nonsulfide minerals resulting from the oxidation of sphalerite and galena. Between August 12, 1948, and October 5, 1949, the Bureau of Mines investigated the deposit by churn drilling and sampling 85 holes aggregating 10,571 feet of bore and sampling two mill-tailings dumps and three mine dumps. Factual data on the investigation and the logs of Bureau of Mines drill holes are presented in this report.

This publication is the third of a series of reports on hazards and the prevention of accidents at blast-furnace plants that is being published by the Bureau of Mines, Technical Paper 106a being the first and Technical Paper 136b the second of the series. This bulletin, which is arranged in three parts, treats of the causes and prevention of blast-furnace breakouts, explosions, and slips. The first part discusses blast-furnace breakouts, the hazards therefrom, causes, and features of furnace design and methods of operation that tend to prevent breakouts or lessen their number, and points out safety measures to be adopted. The second part takes up the theory and causes of gas explosions at blast-furnace plants and reviews the better methods in use for handling gas. The third part analyzes the causes of hanging and scaffolding in blast furnaces, with the resulting slips that frequently cause injury to the plant and danger to the workmen, describes features of construction and furnace design and methods of operation employed to prevent hanging and slipping, and suggests precautions and safeguards.

To reduce fuel consumption in industrial and commercial fuel-burning plants throughout the Nation, cooperative efforts of thousands of individuals are required. These individuals are scattered over the country and hold various positions in thousands of independent establishments. To accomplish as much as possible on this problem during the Second World War, it was decided that personal contact with fuel users was absolutely necessary; publicity, although an important factor, could not by itself give satisfactory and needed results. It was planned to have qualified engineers visit commercial establishments to go over with them the problem of reducing their fuel consumption. The specific plan, toward which all efforts aimed and around which the rest of the program revolved, consisted in brief of 1. Conference of visiting engineer with management to obtain cooperation. 2. Appointment by management of a plant employee as fuel "waste chaser." 3. Work of engineer with "waste chaser" and, if appropriate, with plant operators on most efficient operation of equipment.

The Federal Bureau of Mines conducted a field survey of 153 bituminous coal strip and auger mines to estimate coal recovery from surface mines in the Eastern United States. Recovery was calculated from field data by measuring coal losses resulting from mining coal and leaving barriers. Mean total recovery for strip mining in States east of the Mississippi River was 83.0 percent and ranged from 72.3 percent for Tennessee to 91.3 percent for Maryland. Mining losses and barrier losses were 10.1 and 7.7 percent, with standard deviations of 4.8 and 10.4 percent, respectively, indicating that barrier losses, although less than mining losses, were more variable. Mean total coal recovery varied only slightly for the two regions studied; 82.7 percent for Appalachia and 84.3 for the Midwest. Total recovery grouped by mining method--contour, area, and mountaintop removal--was 79.8,84.7, and 85.3 percent, respectively. Mean auger recovery was 35.9 percent; of the total average loss of 64.1 percent, over one-half resulted from design limitations while the remainder was attributed to operating losses. The wide recovery range at individual mines indicates the variability of the eastern surface coal mining industry. Because of this, care should be exercised in applying the results of this report to reserve estimates other than those of a general nature.

A brief résumé follows of some of the most recent activities of the Division of Coal-Mine Inspection that have had a favorable effect. on health, safety, and injuries at coal mines: 1. There were approximately 8,510 active coal mines in the United States during 1955. In all, 82,389 regular Federal inspections of coal mines have been made since Public Law 49 became effective in May 1941; 9,823 of these inspections were made during 1955. 2. The Bureau of Mines introduced the revised Coal-Mine Accident-Prevention Course for Supervisors in the coal-mining industry on March 1, 1948. Since that date, 19,455 supervisors and those aspiring to official positions have completed such training conducted by personnel of the Division of Coal-Mine Inspection.
