Problem: Blasting is a hazardous component of surface mining. Serious injuries and fatalities result from improper judgement or practice during rock blasting. This paper describes several fatal injury case studies, analyzes causative factors, and emphasizes preventive measures. Method: This study examines publications by MSHA, USGS, and other authors. The primary source of information was MSHA’s injury-related publications. Results: During the 21-yearperiod from 1978 to 1998, the mean yearly explosive-related injuries (fatal and nonfatal) for surface coal mines was 8.86 (95% CI: 6.38 -11.33), and for surface metal/nonmetal mines 10.76(95% CI: 8.39 - 13.14). Flyrock and lack of blast area security accounted for 68.2% of these injuries. This paper reviews several case studies of fatal injuries. Case studies indicate that the causative factors for fatal injuries are primarily personal and task-related and to some extent environmental. A reduction in the annual injuries in surface coal mines was observed during the ten-year period of 1989 - 1998 [5.80 (95% CI: 2.71 - 8.89) compared to the previous ten-year period of 1979 - 1988 [10.90 (95% CI: 7.77 - 14.14)]. However, such reduction was not noticed in the metal/nonmetal sector, i.e., 9.30 (95% CI: 6.84 - 11.76) for the period 1989-1998compared with 11.00 (95% CI: 7.11 - 14.89) for the period 1979-1988. Discussion: A multifaceted injury prevention approach consisting of behavioral/educational, administrative/regulatory, and engineering interventions merits consideration. Impact on industry: The mining community, especially the blasters, will find useful information on causative factors and preventive measures to mitigate injuries due to flyrock and lack of blast area security in surface blasting. Discussion of case studies during safety meetings will help to mitigate fatal injuries and derive important payoffs in terms of lower risks and costs of injuries.

The Bureau of Mines conducted laboratory and small-scale continuous tests of kyanite ore from Georgia to determine the technical feasibility of recovering commercial-grade kyanite concentrates by flotation. The research indicated that combinations of sulfuric acid and petroleum sulfonate may be used effectively for flotation of kyanite from quartzite-kyanite ore. Over 87 percent of the kyanite was recovered in a concentrate analyzing 55.8 percent A1203 and 5.3 percent acid-soluble Fe203. Subsequent treatment of the flotation concentrate by high-intensity wet magnetic separation reduced the acid-soluble Fe203 to 0.8 percent and increased the alumina content to 57.6 percent, with a recovery of 82.7 percent of the total alumina in the ore.

This trainer’s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators’ manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer’s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee’s knowledge and skills and (2) the trainer’s experience in conducting skills training. The “Skill Check” section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of “teachable moments” where significantly new knowledge and skills can be learned. The videos on the DVD that accompany this guide can be shown at the beginning of training to give trainees an idea of what the job entails and related requirements. They can also be used within the training cycle (after the trainee has some experience in the job) to reinforce key points or as a trigger for eliciting questions about particularly difficult parts of the job. The video segments are meant to be visual models of good performance. They are designed to elicit discussion on good (lower risk) ways to do the job. In this context, they can be used very creatively at different times within the training cycle. The section on “Talking Points” offers a number of questions that can be used in the classroom to support and elaborate on certain aspects of the job duties. If the trainee has a fair amount of underground experience, some of the questions can also be used to support the pretraining assessment (i.e., skill check) of knowledge and skills. Likewise, some of the questions can also be used while teaching on the job to reinforce key points affecting safety, production, or maintenance. The section dealing with a mine’s roof control plan should be used at various times in the training cycle to make sure the trainee understands the plan and knows how to apply it in performing the job. The supplemental materials offer additional resources that can be used to support initial job training or follow-up. Learning continues well after an individual has been trained. The supplemental materials can help reinforce good operating skills and provide an opportunity for further discussion on better ways to do the job.

Burundi, a small central African republic located between Tanzania and Zaire, remained essentially a nation of small family farms in 1978-79 with approximately 95% of the population engaged in subsistance agriculture. Coffee and tea continued as the nation's major export commodities. Mineral exports, small tonnages of cassiterite, wolframite and bastnasite, accounted for an estimated 3% of total exports in 1978 and 2% in 1979, or $2 million2 in both years. Burundi's major mineral imports in 1978-79 were cement, iron and steel, and refined petroleum products. Abnormal weather conditions, a drop in world coffee prices in 1978, and the conflict in neighboring Tanzania and Uganda in late 1978 and early 1979 combined to re-strict economic growth in Burundi during 1978-79. The gross domestic product (GDP) posted a gain of 6.7% in real terms for 1978 and an estimated 2.5% for 1979 which was significantly less than the 13.7% recorded in 1977, a time of high world coffee prices. The manufacturing and construction sectors were hard hit in 1979 by the conflict between Burundi's eastern neighbors because of transport disruptions which made building materials and manufacturing inputs almost unobtainable.

Stabiity analyses of fractured and faulted rock masses require delineation of the position, extent, and orientation of geologic discontinuities. The size of the smallest active discontinuity that may potentially be resolved using the spatial distribution of microseismic event locations is limited by the accuracy and precision of the location methods. At a hard-rock mine in the Coeur D'Alene mining district of northern Idaho, two data sets consisting of calibration blast signals from a known source site and origin time and microseismic event signals were recorded using a stope-wide accelerometer array. These seismic signals are used to quantify various sources of error in event location. Five factors influencing source location errors are examined in this US. Bureau of Mines study: (1) biases of the numerical source location techniques, (2) receiver array geometries, (3) uncertainties in receiver positions, (4) errors in picking arrival times, and (5) uncertainties in seismic velocity structure, including the effect of mine openings. In addition, synthetic data (accelerometer positions, travel-time picks and wave velocity) are used to determine the effect of known systematic and random errors on source location calculations. It is shown that the commonly accepted association of minimum travel-time residuals with the best location solution does not necessarily hold true when there is a systematic error in seismic velocity. Recommendations are made for increasing the accuracy and precision of locations of microseismic events detected under similar field conditions.

Investigate and demonstrate the possible use of low-density (45-lb/ft3) foam concrete for sealing abandoned mine openings. Although foam concrete has been used in the construction and geotechnical industries for some decades, it has not previously been used in abandoned mint shaft reclamation. Approach A structurally engineered permanent mine seal for an abandoned coal mine shaft, using low-density foam concrete and other appropriate structural materials, was designed by the Bureau and installed at a field site, the No. 22 Shall in Logan County, West Virginia. The field work was conducted by a private contractor under the supervision of the West Virginia AML Section (WV AML). The No. 22 Shaft is situated immediately adjacent to a frequently traveled county road. A few feet away from the shaft is a branch of Pine Creek. On the other side of the road is a railroad line that serves an active mining operation located several miles away. The shaft measures 9.5 by 9 feet in cross section and is about 300 feet deep. It was used at one time as a dewatering shaft and still contains two large-diameter dewatering pipes with steel drive shafts inside them. Before the beginning of the reclamation, the shaft included a concrete cap a few inches thick, with a 4 - by 5-foot access opening covered by a steel grate. The interior of the shaft was quite humid, and considerable flow of water at the bottom of the shaft could clearly be heard from the surface. Methane tests were conducted that showed the shaft to be clear of this gas.

The U.S. Department of Labor?s Mine Safety and Health Administration (MSHA),through its winter alert program, warns U.S. mine operators and miners at underground coal mines of workplace hazards that can arise when the weather turns colder. MSHA records indicate that, historically, most explosions in underground coal mines occur during winter months. ?The changes in weather can increase the risk of fatal accidents,? says David G. Dye, Acting Assistant Secretary of Labor for Mine Safety and Health. ?Each miner and mine operator must take individual responsibility to eliminate the kinds of hazards that can cause fatal accidents in the workplace. Safety is not the other guy?s job?safety begins with you.? In fact, MSHA?s slogan for this year?s campaign is ?Winter Alert Starts Now and Safety Begins with YOU.? This message reminds miners and mine operators of the risks of colder weather and educates them about helping to reduce risks and hazards. ?Safety requires the joint effort of both management and labor,? Dye says. ?Everyone at the mine site must see safety as an individual value and act to ensure a safe working environment.?

"Gravitational forces have been found to be an important factor in defining the particle collection efficiency curve of inertial impactors for large particles. In general it was found that if the parameter G = gW /V 0 2 (g is the gravitational acceleration. w is the nozzle diameter and V 0 is the average fluid velocity at the nozzle throat) in greater than 10-3 the efficiency curve would shift to lower panicle sizes. No effect could be seen for lower values of G.IN'IRODUCTIONInertial impactors have long been used as classifiers for airborne particles. By proper design of the nozzles and flow rate it is possible to classify particles with a fairly sharp cut in the particle size range from approximately .02 µm to 50 µm. Because of inertial impactors wide usage they have been extensively studied calibrated and evaluated. Most of these studies have been experimental calibrations of single stages using monodisperse aerosol particles. However, due to impactor simplicity. i.e. a jet of particle laden air impinging upon a flat plate with large inertia particles crossing the streamlines and impacting upon the plate the impactor also lends itself to theoretical evaluation.The most comprehensive method for analyzing impactors theoretically is to use finite difference solutions to the Navier-Stokcs equations and solve for the velocity components and pressure at node points of a grid placed over the area of interest. Using iteration and relaxation techniques the value of the velocity vectors can be determined at these node points with good accuracy. Once the velocities arc known, theoretical particles of known size can be placed into the now field and their trajectories determined by analyzing their equation of motion using numerical methods.Rader and Marple (1985) have performed theoretical analysis on impactors and have included such factors as Ultra-Stoksian .drag and the physical diameter of the particle in their analysis. However, even with these· factors included, there appears to be discrepancy · between the experimental and theoretical results when the particle size is larger than approximately 4 or 5 µm. One possible reason for this discrepancy could be the effect of gravity on the particle as it passes through the impactor. Therefore, a program was initiated to study the effects of gravitational forces on the collection· efficiency of particles in impactors. The results of that study arc presented here."

"This article first describes the impact of respirable dust on the health of miners in underground coal mines in the United States of America. Second, it identifies the major sources of dust generation, namely cutting tools in the road headings. Two surveys associated with cutting tools were made to determine the useful life of these cutting tools, and to determine the effect of cutting tool wear on productivity of the continuous miners. Third, this article presents the results of a series of experiments carried out in the Rock Mechanics Laboratories at West Virginia University in order to study: 3.1 the effect of cutting tool rate of wear on respirable dust generation, 3.1.1 the effects of rock materials on tool wear and respirable dust generation, 3.1.2 the effect of cutting tool geometric parameters on respirable dust generation, and 3.1.3 the effect of tip materials used in the cutting tool on respirable dust generation. Recommendations in regard to cutting tool design are also presented in this paper.Silica and coal dust are the two major elements affecting the health of underground miners. According to Lemen [1] approximately 1,500 men died due to breathing in silica dust in 1936 while tunneling through a mountain of mostly silica, near the town of Gauley Bridge, West Virginia. Coal dust resulting in lung diseases in one of the major health hazards in underground coal mines. The impact of black lung on miners, coal workers' pneumoconioisis (CWP), has ranged from 16,000 to 23,000 each year since 1982 [1].The trend for conventional mining to continuous machine cutting of coal, using more productive machinery, is inexorable. Intolerable level of dust generated at the face is an indication of inefficient coal/rock cutting by these machines. The federal goverment of the United States paid about 11.7 billion dollars in workmen's compensation to more than 470,000 miners with CWP [2]. Bieniawski and Zipf [3] reported that annual benefit payments were about 2 billion dollars. The enactment of the Health and Safety Act in 1969 in the United States triggered the initial investigation into coal cutting mechanisms and cutting tool designs.The surveys concerning the utilization of cutting bits and performance of continuous miners in underground coal mines were made in order to have first hand information about bit consumption and coal produ¬ction.Three types of used bits, commonly utilized cutting tools on continuous miners, were collected from different coal mines. The used bits were grouped into symmetrically and asymmetrically worn bits. Distribution analysis for weight loss and conical height loss was done. Details of the results are presented elsewhere [4], here the results are summarized briefly. The analysis shows that approximately 50% of the collected bits have worn asymmetrically, which shows that many bits do not rotate properly during cutting. Analysis of the distribution of bit wear showed that the degree of bit wear varied from one type to another and with mining conditions. On average, the weight loss of the used bits was 4% to 7% with a maximum of 31%. Correspondingly, the loss of the conical height was observed to vary between 11% and 23% with a maximum of 71%. Figure 1 shows typical data associated with some of the used bits."

Installation of a horizontal air-blocking shelf around the inside perimeter of the surface mining drill deck shroud is proposed to improve dust capture. Without the use of this shelf, a strong Coand? effect airflow pattern results in dust leakage to the environment, especially at the shroud-to-ground interface. Bailing air exits the drill hole and travels along the drill steel to the underside of the table, where it fans out across the bottom of the drill table and continues down the sides of the shroud. This dust-laden bailing air then strikes the ground and fans out under gaps between the shroud and the ground. The proposed shelf prevents dust-laden air from striking the ground by redirecting it toward the center of the enclosure, where it can be captured. Laboratory tests demonstrated that the shelf reduced dust levels outside of the shroud by 81% under operating conditions consisting of a 1.9:1 collector-to-bailing-airflow ratio and a 51-mm (2-in.) gap between the shroud and ground. The shelf was 152-mm (6-in.) wide and was located at a height equal to 2/3 the distance measured from the bottom of the shroud to the bottom of the drill table. The air-blocking shelf was also capable of overcoming the adverse impact of vertical leakage along the shroud seams as long as this leakage was confined to an area below the horizontal plane defined by the shelf location.

The U.S. Department of Energy Pittsburgh Research Center,1 has developed and field tested a spatial, spectral sensor for measuring the thickness of mineral deposits. Knowledge of the dielectric constant of the material is not necessary because the electrical properties of the media are determined automatically along with the thickness or distance measurement. The technology was developed to measure the thickness of coal remaining in the roof and floor of a mine or the thickness of a coal pillar remaining between two mining entries for the purpose of guiding a mining machine. However, field tests have shown the new technique is equally valuable for measuring the thickness of each layer in a multilayer manmade structure such as highway paving or building foundations and the thickness of geological deposits other than coal, such as, salt, granite and sandstone. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple dipole sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data and enables frequency domain signal processing to solve the problem of media, target and antenna dispersion. The technique overcomes the problem of multipath reflections from nearby metal structures and avoids the use of radio frequency absorbing material. In its present form the system measures material thickness of zero to over 3 m to within ±2.5 cm accuracy. The system parameters are variable to suit the application but for most applications default values of 40 cm antenna motion with measurements made at 401 frequencies from 0.6 to 1.4 GHz at each of 32 antenna positions with a power level of 0 dBm or less are more than adequate to provide a satisfactory signal-to noise ratio. In the range of 0 to 10 m the system operates in the continuous wave mode and by simply turning off the transmitter for ranges beyond 10 m the problems of time domain processing are entirely avoided. The technique can be implemented with a vector network analyzer, a servo controlled L-band antenna positioner, an IEEE488 bus controller and a process computer. An electronics package designed and constructed to operate in the harsh mining environment and providing 1, 2 or 3 dimensional image presentation is being evaluated as a replacement for the network analyzer. In 1989 and 1990, the Bureau of Mines conducted a mineral resource investigation of the 122,000-acre Trinities study area, located in the Trinity Mountains of south-central Idaho. No identified mineral resources were delineated during this study. There are 58 lode mining claims within the area. Five localities contained elevated metal concentrations which may indicate precious metal mineralization at four localities and molybdenum-precious metal mineralization at another. Four of the five localities appear to form a northwest trend through the center of the study area. Twenty-eight individual sites contain anomalous concentrations of gold, silver, bismuth, molybdenum, and beryllium.

Following the pattern established in the 1989 edition of this study, the concept of data availability must be addressed, because there are perceptible changes from year to year, and the availability of accurately reported, precisely defined statistics and nonstatistical information provides the only sound basis for analytical studies of any type. As the countries of eastern Europe, including the numerous states that formerly comprised the U.S.S.R., undergo the transition from centrally planned economies' to market economies, there has been a perceptible increase in information availability for rather obvious reasons. Any industrial operation seeing economic assistance from government and/or private sources outside the country in which the facility is sited must provide some appraisal of its operations at the time it seeks assistance, as well as some information on previous performance to serve as tools in evaluating its potential under the proposed development scheme for which it seeks financial assistance. This situation, coupled with governmental recognition that concealment of much of the national mineral production, trade, and consumption data for purposes of national security probably never was really necessary and certainly proved unnecessary with the end of the so-called cold war, has led to the publication of increasing amounts of both statistical and nonstatistical information in the countries undergoing economic transition.

This study presents a historic overview of the role of mobile roof support (MRS) technologies in improving stability and worker safety and presents the results of recent field evaluations of the MRS load rate monitoring device and other remote deformation-monitoring techniques. Field studies were implemented at two sites in cooperation among researchers from the National Institute for Occupational Safety and Health (NIOSH), Maleki Technologies, Inc., and J. H. Fletcher & Co. The objective of the field programs were to (1) study the interaction between MRS’s and coal mine strata and (2) develop and test suitable monitoring systems for assessing roof and pillar stability. An MRS consists of a roof canopy, four hydraulic cylinders, a caving shield canopy, and associated electromechanical systems mounted on crawler tracks. The machines are controlled by radio from a remote location and operate on self-contained power units. Typically, MRS’s have capacities of 5,340 and 7,120 kN (600 and800 tons). In comparison to posts, an MRS is capable of maintaining the yield load after significant amounts of roof-floor deformation. Because the mining cycle is accelerated, MRS’s help reduce the potential for time-dependent roof falls. MRS performance has been monitored in the laboratory under controlled static loading conditions and in the field under deep, two-seam mining conditions. Laboratory studies have quantified support capacity and system stiffness as a function of machine height. Field investigations have focused on determination of optimum operating conditions and development of warning systems that indicate excessive load on the machine and/or impending roof-pillar stability problems. Analyses of field data show that roof instabilities are influenced by (1) pillar failure, (2) pillar yielding, (3) mine seismicity, (4)geologic structures, and (5) panel layout designs and mining practice.Pillar yielding and failure (unloading) and seismicity can be conveniently monitored by the load rate monitoring device, but for consistent detection of roof falls, additional deformation measurements directly within the cuts are needed.

Recent employment figures (taken from the Mine Safety and Health Administration's database) indicate that the number of independent contractor' employees working in the coal mining industry has doubled over the past ten years. As their numbers increase, they become a more visible segment of the industry. [ ] Increased exposure to mining hazards has also brought an increase in the number of fatalities involving independent contractor workers. One gauge that is traditionally used to evaluate the overall safety of an entity is the "number of fatalities." Over the five-year period from 1985-89, 27 independent contractor employees were fatally injured while working on coal mine property. This number increased to 45 fatalities during the subsequent five-year period from 1990-94. Nearly half of these fatalities (47%) were due to accidents involving powered haulage (See Table); 13% were electrical accidents; and 9% were machinery accidents. Combined, these three accident classifications accounted for 69% of all coal nine independent contractor fatalities. Information taken from fatality data is an important piece of the safety puzzle; however, other variables need to he examined in order to better define contributing factors associated with accidents. More specifically, information on trends in fatal and nonfatal accident and injury data is necessary before deciding what approach should be used to improve safety. In order to implement appropriate safety strategies, it is important for safety practitioners to examine all available lost time accident and injury information. The following coal industry data sites specific and present trends of independent contractor employees working in underground locations at coal mines, surface areas of underground coal mines, surface coal mines, and preparation plants. The data compares employment and accidents for time periods at the beginning and the end of a ten-year span from 1985 to 1994. Because the number of incidents involving independent contractors in certain accident categories during any one year may be small, three-year totals are used; the first three years (1985-87) of the ten-year period are compared with the last three years (1992-94). A 3-inch pilot hole was directionally drilled to intercept the Freeport coalbed horizon horizontally at Mather, Pa., as part of a Bureau of Mines degasification project. The original concept was to continue the horizontal drilling into the coalbed, after the initial intercept, with a total of three horizontal holes eventually being completed. However, the erratic thickness (0.0 to 4.3 feet) of the Freeport coalbed at Mather was not sufficient to sup- port the horizontal drilling degasification technique, and the site was abandoned after six attempts to locate adequate continuous coal thicknesses. The drilling of coreholes in the immediate vicinity of proposed well paths to evaluate coal thickness is essential prior to future slant hole operations. Although mechanical failures of the new directional drilling equipment, mud pump and rig breakdowns, directional control problems, and exploratory horizontal drilling in the Freeport horizon more than doubled the anticipated cost of the pilot hole, continuing improvements in directional drilling equipment and techniques should significantly reduce the time and costs of future drilling operations.

"Cellular damage induced by silica dust is known to be associated with increased fragility and destabilization or destruction of the cell membranes. The mechanism by which silica dust effects biological membranes is still unknown. Using the ESR spin-trap methodology, we find that hydroxyl radicals are generated in aqueous suspensions of freshly ground silica. The amount of the radicals generated depends on the extent of grinding and ""freshness"" of the dust. Using linoleic acid as a model lipid, we show that the silica dust causes lipid peroxidation via ·OH, 02-, or linoleic acid related radicals as intermediates. Catalase and superoxide dismutase inhibit the formation of these radicals. The results suggest that free radicals associated with freshly ground silica and the related lipid peroxidation of the memberanes may be the starting point of the silicotic processes.INTRODUCTIONDespite considerable-effort over the years, the mechanism by which the quartz particles exert their toxic action on cells and the process(es) by which these actions progress to fibrosis are still not fully understood (1,2). It is generally thought, nevertheless, that the interaction of the quartz particles with the cell membranes is the starting point of the silicotic process (3). We felt that the mechanism of the membrane damage by quartz might involve oxygenated free radicals because (a) a suspension of quartz particles in contact with alveolar macrophages has been reported.(4,5) to initiate an enhancement of lipid peroxidation, defined broadly as the ;oxidative deterioration of polyunsaturated components of lipids, and (b) hydroxyl (·OH) radicals are known to be capable of peroxidation by abstracting hydrogen atoms from cell-membrane lipids (6) and initiating lipid peroxidation in lysosomal membranes (7). Moreover it is known that exposure of cell membranes, fatty acids and unsaturated food oils to ionizing radiation, which generates ·OH. radicals, causes rapid peroxidation (6). Earlier studies o~ the aqueous chemistry of quartz suspensions have reported detection of HzOz (8), implicating the formation of ·OH radicals as transient species, but, we are not aware of any report of the detection of ·OH radicals in quartz suspensions and this provided the motivation for the present undertaking. Since it is known that, because of their high reactivity (hence short life time) in aqueous media, the ·OH radicals cannot be detected via electron spin resonance (ESR) directly (9,10), we have used ESR combined with the spin-trap methodology (9) for studying the •OH formation."

To identify the most successful methods now in use for controlling respirable dust in longwall mines using double-drum shearers. Approach Conduct dust surveys at six longwall mining sections that use double-drum shearers and are regularly in compliance with the Federal Respirable Dust Standard, to identify effective dust control techniques. The selection of mine sites was based on recommendations provided by the Mine Safety and Health Administration. Instantaneous and short-term gravimetric instrumentation make it possible to isolate longwall dust sources and to determine the effectiveness of dust control techniques. (These procedures were developed by the Bureau of Mines, and are described in detail in Technology News Bulletins 134 and 135.) Production levels, and seam heights at each of the six longwall sections were: 53", 700 tps; 60", 800 tps; 72", 1000 tps; 79", 1500 tps; 84", 2000 tps; 96", 1500 tps. Survey Results Three effective dust control techniques were identified. 1. Shearer Operators on Intake Side of Lead Drum-At all mines surveyed, an important factor in controlling dust exposures at the shearer is the use of a cut ting sequence that allows the shearer operators to work most of the time on the intake air side of the lead drum.
