"When permissible equipment is first placed in a gassy mine, those in charge may not realize the amount of attention and care they must give it if they intend to secure its full value as safety equipment. If permissible machines are installed as a safety measure, then they must receive regular, intelligent inspection and upkeep to forestall the development of unsafe features.Certain fundamentals have been followed in the design of this type of equipment in order to minimize the possibility of its igniting gas and dust. Hence, some knowledge of these fundamentals is essential to the inspector or official charged with the duty of ascertaining the condition of permissible machines with respect to safety. Familiarity with the constructional details of a machine is of first importance in making a thorough inspection of it. A knowledge of Schedule 2C3 which gives the requirements for practically all types of motor operated equipment receiving the United States Bureau of Mines' approval is also a requisite.There are certain special features in the construction followed by different manufacturers that can not be made clear for the purposes of inspection except by a lengthy description which would be inappropriate in this paper. There are, however, some general points that are applicable to the inspection of any machine employing trailing cable for connection to the power supply, also some that apply to any permissible storage-battery locomotive.The following list, based on the writer's experience in making field inspections, gives these general points in the form of questions which may he used as a guide by the inspector. A brief explanation is given after each question so that the reason for checking up on each point will be understood.1. Is a U. S. Bureau of Mines' approval plate attached to the machine? (Such a plate is necessary in order to establish identification as a permissible machine.)2. Is approval plate clean?(The plate should be clean so that the precautions enumerated on it are readable.)3. Is trailing cable protected by a fuse or other automatic circuit-interrupting device?(Trailing cable must have a fused trolley tap or other suitable means for short-circuit protection in case the cable is run over or splices fail. Proper fusing will minimize the possibility of fire in the cable reel.)4. If a trolley tap is used, does it contain a fuse of the proper capacity? (A piece of trolley wire or, too large a fuse may entirely defeat the purpose of fusing.)5. If a fused trolley tap is not used, how is connection made to the power supply? (The end of the trailing cable must be fitted with an insulated arrangement to minimize shock hazard when connecting the cable to the power supply.)6. Are the main fuses (or overload relays) of the correct size (or setting) for protection of the machine against overload?(Too large a fuse or too high a setting of the overload relay will permit damage to the machine by abuse through sustained overloads.)7. If the machine has a headlight, does the headlight circuit have overload and short-circuit protection?(The wiring of the headlight circuit on a machine is usually of a smaller size than that for the main circuits and therefore requires fuse protection proportionate to the size of wire.) Note: This same question may be asked relative to coal drills sometimes mounted on a machine."

The U.S. Bureau of Mines investigated the oxidation of American Iron and Steel Institute (AISI) Type 304 stainless steel (SS) during annealing in simulated combustion products from several air-CH4 fuel ratios. Atmospheres representing air-CH4 ratios of 14:1 and 18:1 contained free 02, while atmospheres representing 10:1 air-CH, ratio did not. A Cr203 layer formed on SS samples annealed in atmospheres containing free 0, while a Cr-Fe spinel layer formed in atmospheres with no free 02. The Cr203 layer was adherent and presented a protective barrier to metal diffusion, effectively limiting oxidation of the metal substrate. The Cr-Fe spinel was not protective and allowed the diffusion of Fe through the spinel to the gas-oxide interface where it was oxidized to magnetite, which spalled from the surface. This resulted in thick scale layers on samples annealed in atmospheres containing no free 02, as compared to layers formed on samples annealed in atmospheres containing free 02. These results confirmed and explained industrial operators' observations that thick, smoky (fine spalled magnetite) scales form on SS annealed in low free-02 atmospheres, while thin protective oxide layers form on sheets in atmospheres containing free 02.

The tests and studies begun by the United States Geological Survey in the fall of 1908 with a view to lessening the accidents attending the use of explosives in coal mining are being continued by the Bureau of Mines at the Pittsburgh experiment station and in the field. One hundred and six applications for the testing of 209 different explo- sives had been received at the Pittsburgh station prior to March 1, 1913, and on that date 97 explosives that had passed the required tests were on the "permissible" list issued by the bureau. This bul- letin gives the results of tests of all permissible explosives tested between May 15, 1909, and March 1, 1913. Bulletin 15 entitled "Investigations of Explosives used in Coal Mines" contains the results of tests of 17 permissible explosives tested prior to May 15, 1909. A copy of the test requirements and the names of explosives on the per- missible list dated March 1, 1913, are appended to this bulletin. An explosive is considered permissible for use in coal mines when it is similar in all respects to the sample that passed the tests required by the bureau, and when it is used in accordance with the conditions prescribed. The physical tests reported in this bulletin were conducted by Messrs. H. F. Braddock, A. J. Strane, J. W. Koster, A. S. Crossfield, A. J. Hazlewood, A. B. Coates, and J. E. Tiffany at the Pittsburgh experiment station of the bureau. The act of Congress making appropriations for sundry civil ex- penses of the Government for the fiscal year ending June 30, 1912, authorized the Secretary of the Interior to charge a fee covering the actual necessary expenses involved in making such tests by the Bureau of Mines as might be approved by him. After careful consideration had been given to the actual necessary expenses involved in the test- ing of explosives to determine their permissibility for use in coal mines, the sum of $150 was approved by the Secretary of the Interior as a reasonable charge for each complete official test. During the first year this law was in effect the fees collected amounted to more than $6,000.

A survey of existing and developing field permeability test methods was conducted in order to identify and specify capable methods to be used in feasibility investigations or performance monitoring for in situ leaching of ore deposits. Geologic settings of leachable deposits are discussed, as well as representative techniques used for the in situ leaching operation. Subsurface investigation techniques including drilling, core recovery, and down-hole inspection methods relevant to field permeability investigations are discussed. Field experience is examined and capable field permeability test methods are identified. Specifications for test borehole preparation, test performance. and methods of analysis are given. The test methods are comparatively rated in a matrix with respect to costs ease of use, and data effectiveness' for a broad range of conditions. Well Pump and Packer test methods receive high ratings. Recommendations are made for needed developments in field permeability test methods and a comprehensive bibliography is given.

Horizontal and vertical air classification systems were tested individually and in simulated tandem use for the recovery of ferrous and nonferrous metals and of other noncombustible and combustible products from shredded urban refuse. The horizontal air system with a larger tonnage throughput was used to obtain preliminary separations, and a smaller capacity vertical system was used as a cleaning device. Air elutriation, magnetic separation, and screening of shredded minus 6-inch municipal refuse recovered 92 percent of the metal in a relatively clean iron product contaminated only by adhering coatings or entrapped materials, recovered 97 percent of the combustibles in a 97-percent combustible product, and rejected 88 percent of the nonmetal noncombustibles. Cleaning of the preliminary combustible fraction produced a 98-percent paper product while rejecting other combustibles (plastics, rubber, textiles, etc.) into a 94-percent combustible product. Retreatment of the preliminary noncombustible fraction produced a relatively clean glass product.

THIS INFORMATION CIRCULAR contains 1956 and 1957 injury experience and employment data for metal mines in the United States and Alaska. Unlike previous publications, this report covers only metal mining and contains statistical data on injuries and employment pertinent to metal mines and mills reporting voluntarily to the Bureau of Mines on an annual basis. Injury and employment data for the nonmetal industries, which from 1911 through 1955 were published in the same series as the metal industries, for the first time will be published separately as an information circular entitled "Injury Experience in the Nonmetal Industries, 1956 and 1957." The Bureau of Mines is authorized to make requests for injury and employment data, and the information submitted by operators of metal mines and mills is a step forward in promoting safety in the metal-mining industry. Every effort has been made to make this coverage as complete as possible.

A rig was constructed to burn 100 to 125 lb of coal per hour at 4,000° F in a cyclone burner with oxygen-enriched air preheated to 1,500° F to ascertain the problems in the coal-fired MHD generation of power. Potassium carbonate was added to the coal at several concentrations up to 1.23 g-moles/kg of coal (17 lb K2C03/100 lb coal). Boiler-tube materials maintained at wall temperatures of 800° to 1,500° F were exposed to the combustion effluent of 1,800° to 2,500° F. Practically complete removal of sulfur dioxide from the stack gas was achieved with the seed addition. Nitric oxide formation followed theoretical expectations at combustion temperatures with some decomposition of the NO occurring as the gas cooled flowing through the system. Nitrates in the fly ash were less than 1.7 percent of the total fixed nitrogen. With aqueous extraction of the fly ash a maximum recovery of 75 percent of the potassium was obtained. Haynes 25 was unattacked at a wall temperature of 1,500° F in combustion gas at 2,500° F; the stainless steels 310, 316, and 446 were resist-ant at a metal temperature of 1,100° F in gas at 2,100° F.

"The economic features of coal mining must take into account the drain on the man power. Study over a recent 5-year period reveals an average yearly loss of 2,125 underground men, of whom 1,182 are killed by falls of roof and coal, and according to recent data compiled by the Bureau of Mines it is estimated that 54,000 men sustain lost—time disabling injuries from the same cause.Under normal activity of the mines approximately 50 lives are taken by falls of roof during every 10 days the mines are operated, or 5 persons are killed per day, which, at a compensation charge of $5,000 each, amounts to $25,000 per day. Add to this the similar number killed by causes other than by falls of roof and we have $50,000 as an approximate daily fatality charge for each day the mines operate. On the basis of 200 working days per year, this amounts to the alarming figure of $10,000,000 annually. An investment at 5 per cent to yield this amount would require $200,000,000, which is equivalent to a capital investment of $0.40 per ton of coal, produced annually, on the basis of 500 million tons. These figures apply only to fatalities for which a fixed or stated amount is paid for compensation and do not include the compensation and hospitalization paid for the approximately 103,000 upon whom idleness is enforced by a lost-time disability injury. In one State having an annual production equal to approximately 30 per cent of the total bituminous production of the United States, the most recent data shows that for each fatality there are eight serious injuries causing 60 days or more lost time. The frequency rate of accidents for that State is less than the average for the United States, and so a conservative comparison may be made by using the figures of that State in estimating the total serious injuries, which gives 16,000 as losing 60 days or more. The average number of underground employees in the coal mines of the United States for the past 10 years has been approximately 570,000; the annual underground fatalities amount to approximately 2,000 and non-fatalities to 108,000, or a total of 110,000, which means that one out of every 5.17 employees ,or 19.3 per cent, receives an injury which results in either a fatality or a lost-time disability; this figure in a little over five years will reach a number equivalent to 100 per cent of all underground workmen. Against this is the record of many miners who have worked 25 years or more without a lost—time disability injury, indicating that coal mining is not necessarily productive of injury or death to workers.In the matter of falls of roof, it is found that 85 to 87 per cent of all fatalities occur at the working face, face of a room or entry, or in pillar work. It is at the working face that the greatest roof hazards are encountered, and when about 75 per cent of the underground employees spend approximately 90 per cent of their working hours at the face, it is logical that there is where injury is most likely to occur.Although the roof hazards may vary in different beds of coal, experience has proved that roof hazards can be successfully controlled in all coal mines, essentially regardless of the character of the roof if constant care and attention are given by the management and employees in applying the principle of safety. In almost every mining district some companies maintain an extremely low frequency rate of injury, whereas in the same district with essentially the same roof conditions the opposite is true.A study has recently been made of a number of reports upon fatalities in one district of one of the principal coal—producing States and it showed that 50 lives had been lost at 23 mines as the result of falls of roof or sides. These reports were made by the mine officials, safety engineers, and safety committees and an attempt was made to give both the cause and the person or factor responsible for the fatality. The enormous deposits of greensand in New Jersey and elsewhere in the United States, many of them close to important octant industrial centers, constitute a perpetual challenge for research chemists to convert them into a commercial asset of national importance. Following the introduction of more concentrated fertilizers, comprising synthetic mixtures of more soluble salts, the quantity of greensand used directly upon the soil has diminished, but deposits of such material still have at least potential value locally for use not only as fertilizer but also as a water softener. An annotated bibliography of the already extensive Literature on greensand, virtually complete to about the end of 1929, has been issued by the Bureau of Mines3/, and the commercial aspects as well as the technology of greensand utilization are discussed in available publications, The purpose of the present circular, therefore, is merely to provide a brief outline of certain general essential considerations for use in appraising the potential value of a greensand deposit in any given locality.

"INTRODUCTION Several mining properties in the Pine Creek area of the Coeur d'Alene mining region of Idaho were examined by engineers 3/ of the Bureau of Mines in 1942. As a result, a broad program of exploration was recommended for the area, particularly in the eastern end, where chances for the discovery of new ore shoots seemed favorable. This report describes the work done and the factual information obtained by the Bureau of lanes.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell Be Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch,. C. C. "A million tons of coal mined in the Pennsylvania anthracite region without a fatality is a feat of which to be proud and one that deserves the commendation of the entire mining industry. The average production per fatality in this region for 1933 was 206,823 tons, an exceptional record showing the results of an intensive drive made by the Pennsylvania Department of Mines and the anthracite operators and-workers to curtail the high accident rates heretofore prevailing in the region.This paper gives information about a mine with a record five times better than the average which should prove to the industry that mine accidents can be reduced through the proper safety organization and effort. The Pine Hill Coal Co., managed by Weston Dodson & Co., Inc., and located at Minersville, Schuylkill County, Pa., has made such a record at its Oak all colliery by studying its accident experience, realizing the facts, and pursuing a definite safety policy with a view to bettering its accident occurrence.As a direct result of its safety policy this colliery has produced 1,044,000 tons of anthracite without a fatality; within 3 years it has reduced its total accidents from 645 to 105 per year, its compensable accidents from 204 to 45 per year, and its lost-time accidents from 335- to 67 per year. In addition, it has set up a smoothly functioning safety organization that will go fax in aiding in the continuance of this great work of mining anthracite at a lower .cost in human suffering.This circular describes the accident-prevention methods perfected and the results obtained by this colliery in the belief that similar methods will produce essentially similar results at any other colliery where they may be adopted.The writer acknowledges his indebtedness to the officials of the company who furnished him with the details of the safety organization and the data from which this report was prepared. He especially desires to thank Messrs. Stockett, general manager, Wells, general superintendent, Morgan, safety engineer, and Kistler,- statistical department, for their hind assistance.The mine is opened by shafts, slopes, and drifts, a characteristic of minas in the Southern anthracite field. Thirteen different beds of coal are being mined. The thickness of the beds ranges from 3.5 to 16 feet and the pitch from 0 to 900. The roof and floor exhibit the entire range of conditions found in anthracite mines. Table 1 describes the coal seams being worked."

The Bureau of Mines conducted a study of longwall plow operations to identify dust sources and existing control technology. Three longwalls employing either the high-speed overtaking or conventional method of mining were surveyed. Principal operating parameters and on-site dust control technology at the time of each survey are described. Short-term gravimetric and instantaneous sampling results are discussed in detail. The relationship between longwall dust levels and dust control technology was examined.

CARBON-BLACK shipments, which had declined in the latter art of 1953, remained low in 1954 until after settlement of the labor strike that occurred in the rubber industry in July and August. The production of new model automobiles in the last quarter of the year spurred the demand for rubber tires and consequently the demand for carbon black. Total shipments of 1,498 million pounds for the year were 4 percent below 1953.

This investigation was made as part of a larger program to develop basically new methods for preparing yttrium metal in high-purity form. It was performed under a cooperative agreement between the U.S. Atomic Energy Commission (AEC) and the Federal Bureau of Mines. Laboratory-scale tests were made to devise methods for preparing high-purity, anhydrous yttrium trichloride, for reducing the yttrium trichloride with sodium or lithium, and for consolidating the resulting yttrium sponge into ingots.

"The Keely mine at Dagger, Indiana, is one of the few mines that is being operated successfully on a cooperative basis. This shaft mine is developing 133 acres of coal in the Indiana No. 6 bed, which here averages 5-1/2 feet thick and. lies about 110 feet below the surface. Thirty seven (37) miners and twenty (20) company men or day man are employed, and the daily output is around 300 tons. Practically the entire production is sold by contract for railroad use. No mining machines are used and all coal is produced by pick work.The mine was originally owned and operated by the Stockton Coal. Co. of Dugger, but about eight years ago it was leased to Mr. Roy Price. He sub-leased the property to ten miners, who formed an association known as the Dugger Mutual Coal and Mining Co., to work the mine cooperatively.At first many difficulties were encountered; the cooperative idea is an old one, but the practice was new to those interested. Some of the men were energetic, ambitious workers; others were inclined to let their associates produce the coal but wanted to share in the profits. In time, after a hard struggle and many changes in the personnel of the company, business-like methods were adopted and the mine was put on a paying basis."

Statistical data on injuries in the metal and nonmetal industry of the United States first became available to the Bureau of Mines by collecting reports from the operators for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1954, is the 31st publication (1933-34 was published as Bulletin 398) containing statistical data on injuries at metal and nonmetal mines and related plants, and it 1s the first such bulletin to be published since 1942. The last publication was Bulletin 461, Metal and Nonmetal-Mine Accidents in the United States, 1942. The unpublished statistics for 1943-53 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries and related employment at metal and nonmetal mines, but there is no Federal law that compels operators to submit such information. Therefore, all materials submitted are voluntary responses to the Bureau's requests for information. The figures presented herein may not be complete for the entire industry, nevertheless, every effort has been made to make them so, and the data given are believed to be representative of the hazards to which metal and nonmetal workers are exposed. Moreover, the figures are comparable as between States-which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or comprehend the relative importance of the various causes of injuries in the industry as a whole.

[In a certain application it was necessary to compute the incomplete beta function, ß(1/2, p, q), for a certain set of values of p and q. Since the set of p and q values was much more finely spaced than those in any published tables, the authors have decided to make their results available in this report. In connection with this application, the function ß(1/2, p, q) was needed at various points in the p, q plane at intervals of 0.05, 0.05 p = 2q < 10.00. Fletcher, Miller, and Rosenhead3/ state that the only tables available in the desired range are those of Pearson.4/ However, the interval used by Pearson was not small enough for the present application. For this reason, it was decided to calculate the function ß(1/2, p, q) for p = q = 0.05 (0.05) 10.00. This table is published because of the fundamental importance in mathematical analysis of the incomplete beta function.]

The 15,770-acre Worm Creek Roadless Study Area is in southeastern Idaho about 8 miles (mi) west of the northern portion of Bear Lake. U.S. Bureau of Mines personnel examined the roadless, area during the summer of 1984. No mineral resources were identified within the study area. There were no mines or mining claims in the study area in 1984. However, the study area is blanketed with oil and gas leases, but no known productive horizons have been identified within nor nearby. The roadless area is in the Cordilleran fold-thrust belt and is underlain by Paleozoic and Mesozoic marine strata more than 50,000 feet thick. The trace of the Paris thrust fault is 2 to 3 mi east of the study area and has an eastward displacement of about 4 to 7 mi.

The 18th National First-Aid and Mine Rescue Contest was held in the Memorial Auditorium, Buffalo, New Vork, October 5, 6, and 7, 1959. The meet was sponsored by the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with State mine inspection agencies, management and labor of the mineral extractive industries, and other safety minded groups. The Arrangements Committee, as authorized by the General Committee, made a11 the necessary arrangements for conducting the 1959 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers&apos; Association; Charles Ferguson, United Mine Workers of America; George C. Trevorrow, Bituminous Coal Operators&apos; Association; and James Westfield, Federal Bureau of Mines.
