"Except for asthma and pulmonary infections, the types of lung disease that have been of immunologic interest the longest are the various mineral pneumoconioses. Because of their chronicity, type of pathology produced, and well-known immunotoxic properties associated with the dusts inciting them, the pneumoconioses have long drawn attention to the possibility that the immune system has not only been modulated but that its effectors have possibly contributed to their pathogenesis. All of the mineral dusts reviewed here have definite immunomodulating properties and act on various cellular and molecular components of the immune system. Further, each has an immunotoxic potential to induce either hypersensitivity (as in the case of beryllium) or other types of immune injury. This article reviews the immunologic aspects of the four major occupational minerals that have an immunologic impact on the lung: asbestos (particularly chrysotile), silica or quartz, beryllium, and coal mine dust.These agents have many things in common, yet each is distinctive. Although the possibility still exists that these mineral particles can adsorb intrinsic tissue antigens or extrinsic organic antigens to their surfaces and initiate immune responses to the adsorbed antigens, only one, beryllium, can act as an antigen itself. Silica is a profound macrophage toxin and thereby exerts many effects on those factors controlled by macrophages. Asbestos has undergone the most immunologic studies resulting in a much dearer picture of how it may contribute to immunopathology. Coal mine dust is the agent about which least is known immunologically, partly because there is no such thing as purified coal mine dust or a standard by which coal mine dust can be defined. Indeed, there are studies that use only the dust from the ground coal itself, whereas other studies use the total dust collected from air samples of a working mine in the belief that other types of dusts (e.g., silica from roof bolt drilling, from sand ground on the rails by cars, and from surface drilling) contribute to the disease (Figs. 1 to 5). This properly is coal mine dust and is poorly characterized. Yet, workers exposed to these dusts share similar reactive characteristics and they may be considered collectively as well as individually."

The Bureau of Mines has evaluated the extent of phosphate resources available for recovery by the experimental borehole mining method in the Southeastern Coastal Plain of the United States- Phosphate re- sources at overburden depths greater than 30 m are as a rule currently unsuitable for recovery through conventional mining methods because of economic, environmental, or technical considerations. In the identified deposit areas, borehole mining operations are projected to yield a more favorable rate of return and to be environmentally more desirable than conventional surface mining. Borehole mining resource estimates presented in this study are preliminary and designed to serve as a basis for future resource evaluations, as the current data base is relatively sparse and incomplete. The resulting resources have, therefore, been classified as hypothetical and speculative and are subject to up- dating as additional exploratory data become available. Hypothetical and speculative resources amenable to borehole mining are estimated to total about 385 billion metric tons (rat) of phosphate matrix with a minimum in situ grade of 5 pct P205. With projected borehole mining capabilities and current conventional beneficiation procedures, this resource would make available approximately 64 billion mt of phosphate rock product at an estimated grade of 30 pct P205.

The concept of isokinetic measurement of strength was originally related by Hislop and Perrine.(1)Characteristics of an isokinetic exertion are constant velocity throughout a predetermined range of motion. Strictly speaking, a means of speed control, and not a load in the usual sense, is applied in isokinetic exertions.(1)However, load and resistance are definitely present in this technique. In this case, the load is a result of the energy absorption process performed by the device to keep the exertion speed constant. The device prevents energy from being dissipated through acceleration in isokinetic exercise. The energy is instead converted into a resistive force, which varies in relation to the efficiency of the skeletal muscle. Since the speed of motion is held constant in isokinetic exercise, the resistance experienced during a contraction is equivalent to the force applied throughout the range of motion. For this reason, the technique of isokinetic exercise has sometimes been referred to as accommodating resistance exercise. This type of exercise allows the muscle to contract at its maximum capability a tall points throughout the range of motion. At the extremes of the range of motion of a joint, the muscle has the least mechanical advantage, and the resistance offered by the machine is correspondingly lower. Similarly, as the muscle reaches its optimal mechanical advantage, the resistance of the machine increases proportionally. It must be understood, however, that while isokinetic devices control the speed of the exertion, this does not assure a constant speed of muscle contraction. The speed of isokinetic contractions is constant during individual exertions; however, it is also possible to compare muscular performance over a wide range of isokinetic velocities. Increasing the isokinetic speed of contraction will place increasing demands on Type II muscle fibers (fast twitch and fast oxidative glycolytic). Workplace Assessment It is clear that isometric strength testing cannot substitute for dynamic strength assessment when examining highly dynamic occupational job demands. As most industrial work tasks contain a significant dynamic component, analysis of isokinetic strength capabilities appears to offer some advantage to isometric testing in this regard. However, it must be recognized that isokinetic devices are not entirely realistic compared with free dynamic lifting in which subjects may use rapid acceleration to gain a weight-lifting advantage.

Occupational exposure to hand-arm vibration through the use of powered hand tools can result in reductions in tactile sensitivity, grip strength and manual dexterity. In fact, even acute exposures to vibration cause shifts in vibrotactile thresholds in exposed fingers (2,4,5). Although reductions in tactile sensitivity after acute vibration exposures are transient, cellular changes associated with this shift in sensitivity could lead to the more permanent reductions in tactile sensitivity that are a common symptom of hand-arm vibration syndrome (HAVS). Methods Animals. Male Sprague Dawley rats (6 weeks of age) were used for all experiments. Animals were housed in AAALAC accredited facilities, and all procedures were approved by the NIOSH Animal Care and Use Committee and were in compliance with the CDC guideline for care and use of laboratory animals. Vibration exposures were performed by restraining rats in a Broome-style restrainer, and securing their tails to the vibration platform using 6 mm wide straps that were placed over the tail every 3 cm. Restraint control animals were treated in an identical manner except that the tail platform was set on isolation blocks instead of a shaker. Tail temperature and current perception thresholds (CPTs). Rats were exposed to 4 h of tail vibration (125 Hz, 49 m/s2), or restraint. Tail temperature was collected prior to and immediately following the exposure using an infra-red camera. Sensory neuron function was assessed by measuring CPTs with a Neurometer (Neurotron, Baltimore, MD). Transcutaneous nerve stimulation was applied to the C10 region of the tail. Three frequencies were used to test specific fiber types (5 Hz – C, 250 Hz - Ad, and 2000 Hz – Aß). The intensity of the stimulus was automatically increased in small increments until the rat flicked its tail. Tests at each frequency were repeated until the animals displayed 2 responses that were within 2 CPT (or 0.02 mA) of each other (2-4 tests/animal). CPT tests were performed prior to the exposure, immediately following the exposure, and 24 h after the exposure. Data Analyses. Temperatures were analyzed using a one-way ANOVA with animal as a random variable. ANCOVAS were used to analyze the CPTs at each frequency. Temperature at the time of the CPT test was used as a covariate, and animal was used as a random variable Results Tail temperatures declined between pre and post exposure (F(1,25) = 62.85, p < 0.001; mean ± sem pre 25.96°C ± 0.42, post 20.71°C ± 0.77), but were back to baseline levels by 24 h after the exposure in both groups of rats. The ANCOVAs demonstrated that exposure to a single bout of vibration did not alter sensitivity of C (5Hz) or Ad (250 Hz) fibers to stimulation.

This report is the first in a "final" series of publications on the Juneau Mining District (JMD). This volume summarizes the results of Bureau of Mines (Bureau) investigations in the JMD during the period 1984-1988. Volume 2 consists of a detailed description of Bureau investigations of mineral de-posits, prospects, and occurrences. Volume 3 is a report on industrial minerals within the district. This study has identified and examined more than 300 mines, prospects, and occurrences containing gold, silver, copper, zinc, lead, nickel, cobalt, tungsten, molybdenum, chromium, and PGM. More than 20 of these were discovered during this study. An additional 20 prospects not mentioned in the literature were rediscovered during the JMD study.

During the 1982 Bureau of Mines study, 55 lode and 17 placer claims were held in the RARE II area. An estimated 150 lode claims and 50 placer claim, have been located in the study area; five were patented. There are no mineral leases. Gold has been produced from 8 lode mines and stream gravels have been worked for placer gold at 4 sites. Two suction dredges were active in stream gravels, but no significant gravel bars are identified. Identified mineral resources in the Weaver Bally area are gold and byproduct silver. The identified resources are at the Globe Mine, where approximately 33,000 tons of indicated marginal reserves (2,000 tons in the RARE II area, and 31,000 tons in the adjacent proposed Trinity Alps Wilderness) contain 0.45 oz gold per ton and probably 0.1 oz silver per ton. There are an additional 150,000 tons of inferred marginal reserves (35,000 tons in the RARE II area, and 115,000 tons in the adjacent proposed wilderness) averaging 0.38 oz gold per ton and probably 0.1 oz silver per ton. There is high potential for additional resources at the Globe Mine.

Standing crib supports have been applied in underground mining programs to resist large roof movements and sustain high-loads. The strength and deformation capability of these systems has been documented under both laboratory and field conditions. The parameter that has not been examined and is not well understood is the effect that a crib or other types of standing support has on the primary and secondary bolting systems. A crib support system with low system stiffness may allow large amounts of closure and deformation and cause the bolting systems to yield or even fail. Conversely, cribs or standing support that are too stiff may experience brittle or buckling failures, negating the advantage of the intrinsic supports previously installed. Utilizing a combination of field measurements and 3-dimensional finite element modeling techniques, the relationship between system stiffness and the subsequent performance of the installed bolting system is evaluated. Additionally, a simple method for calculating the combined system stiffness for standing supports, when using materials with different strengths such as steel, concrete, wood, etc., is presented.

Overloaded blastholes and insufficient stemming are major factors in flyrock accidents at surface metal and non-metal mines, Accurate measurement of blasthole depth, stemming height, and water depth would reduce the overload and the probability of blow-out, flyrock, excessive ground vibration, and airblast. Problems result because current measuring systems are inaccurate and often difficult to used A literature survey determined measurement techniques and blasting parameters prior to 1970. Similar data were gathered for current practices in 11 iron mines, 30 copper mines, and 92 quarries. Most operations used a cloth tape to measure borehole depth and stemming height; approximately 10% of the operations had dry blastholes. Alternate measurement techniques were evaluated and discussed. Candidate measuring techniques with best potential for improvement over the present weighted tape method are disposable tapes or string chains, automated readout tapes, modified sludge level indicators and acoustic resonance methods.

Abstract- Emergency shutdown systems (ESDs) for mining machinery provide critical functions to safeguard miners. Traditionally, ESDs were realized with simple hardwired circuits; today, there is a growing trend to use programmable electronic technology such as programmable logic controllers (PLCs). This paper describes an analytical study to quantify the safety integrity of a PLC-based ESD and a hardwired ESD. The safety integrity level of each design approach was determined by quantifying the average probability of failure on demand (PFDavg) as described by the recommendations for programmable electronic mining systems published by NIOSH and the IEC 61508 international standard. The safety analyses addressed system architecture, hardware failure probability, proof test interval, diagnostic coverage, and human error probability. The results indicated that a same level of safety, safety integrity level 3 (SIL 3), could be attained when evaluating random hardware failures. Neither approach could attain SIL 3 if manual activation was used. Human error was the limiting factor where, using human reliability analysis, PFDavg < 1 x 10-1; thus, the ESD does not meet SIL 1. It is apparent that automatic verses human¬activation of the ESD is a very important safety consideration. Manually actuated ESDs can only achieve SIL 1 regardless of the technology; therefore, additional independent safety layers of protection are needed to exceed SIL 1. Secondly, it is apparent that the technology choice is very important. The PLC-based ESD was much simpler to design and to validate safety1.

The current laboratory methods for assessing the vibration attenuation performance of seats involve repetitive trials with a number of human occupants, and raise certain ethical concerns. Moreover, the measurements with human subjects yield considerable variability in the data. Alternatively, several anthropodynamic manikins have been developed for effective assessments of the coupled seat occupant system [1]. The effectiveness of a manikin in predicting the response of a coupled seat-occupant system lies in its ability to reproduce the biodynamic response of the seated human body in terms of force-motion relationship at the body-seat interface, such as apparent mass (APMS). A number of prototype manikins have thus been developed on the basis of biodynamic characteristics of vertical vibration-exposed seated occupants of different body masses in the vicinity of 5th, 50th and 95th percentile male population. This study concerns with the analysis of a passive prototype manikin to enhance its ability to reproduce the idealized APMS response characteristics of the vibration-exposed seated human subjects defined in ISO-5982[2] for mean body masses of 55, 75 and 98 kg. Methods The APMS responses of a prototype anthropodynamic passive manikin were thoroughly characterized in the laboratory under different excitations and body mass configurations. The manikin was designed with sufficient flexibility to configure mechanical-equivalent models corresponding to seated body masses of 55, 75 and 98 kg, by adding/removing specified masses and springs (Fig. 1). The manikin, configured for a specific body mass, was positioned on a rigid seat without a backrest, which was fixed to the force platform of a whole-body vertical vibration simulator. The simulator was programmed to synthesize random vertical vibration with flat acceleration power spectrum in the 0.4-20 Hz frequency range with two different magnitudes: 1 and 2 m/s2 overall rms acceleration. The total static and dynamic forces of the manikin to and the seat were measured using the force platform, while a single axis accelerometer was installed on the seat pan to measure acceleration due to vertical excitation. Mine foremen are employed in coal mines for two reasons: First, so that the underground work. may proceed in an orderly manner and that each employee gives attention to his duties; and second, by reason of the State law which re- quires the employment of such officials to see that the laws relating to safety are carried out. It may be seen that, with these two duties, the foreman has wide scope of authority and much responsibility. As foreman of operations he has to meet certain economic questions that contribute to the cost of producing the coal, and as the agent of the State he must also supervise and coordinate the work in such manner as to insure that the employees work under safe conditions. As the roof of coal mines is the source of the greatest hazard naturally the care of the roof must take much thought and planning on the part of the fore- man; and this circular is therefore presented to call attention to some things he may do to prevent injury to the workmen by falls of the roof material or coal. Mine foremen, in the principal coal-producing States, are certified by a State board which prescribes certain qualifications, experience, and character, attested by examination and personal endorsement. Certified foremen, therefore, are men who have had experience underground and know roof conditions and timber- ing methods. The suggestions herein are based upon observations made at many mines and collectively embrace practices that have been found to be in effect and pro- moted by experienced mine foremen:

Hand forces are important factors for risk assessment of hand-arm vibration syndrome (HAVS).1 Grip force is one of the most important force components in the operation of powered hand tools. A considerable number of studies on grip force have been reported. It is well known that the grip force applied on a cylindrical handle is not uniformly distributed on each axis across the center of the handle cross-section.2 Therefore, maximum and minimum orientations of grip force exist around the handle. Such orientations have not been clearly identified. In a recently proposed international standard (ISO/CD 15230, 2005),3 it is stated that “the direction of the main gripping force is generally parallel to the z-axis defined in ISO 8727.” 4 This assertion is questionable, and further examinations are required. The objective of this study was to establish a fundamental theory on the distribution of the grip force around cylindrical handles. Methods As shown in Fig. 1, the grip force is defined as a vector composed of normal and shear components (FN & FT) in this study. Fig. 2 shows the hand coordinate system defined in this study, together with the ISO systems.1,4 Based on this novel grip force definition, we derived four fundamental properties and a theorem. More significantly, we formulated a novel hypothesis: similar to Mohr’s circle of stress, the normal and shear components can be represented approximately using an ellipse on the plane of the two force coordinates, as shown in Fig. 3. The maximum and minimum grip normal forces are termed as the first principal grip force (F1) and the second principal grip normal force (F2), respectively. Their corresponding orientations are termed as the first principal grip angle (a1) and the second principal grip angle (a2). A series of experiments were conducted to test this hypothesis. Twelve

A number of biodynamic models of the hand-arm system have evolved on the basis of measured driving-point mechanical impedance (DPMI) responses to facilitate analyses of the coupled hand-tool system [1]. The parameter identifications in such models are based upon minimization of an error function of the model and the target impedance data, which may not yield a unique solution. Consequently, a number of model structures and parameter sets could be realized that would equally satisfy the target curve. Moreover, the vast majority of the reported models exhibit acute deficiencies due to excessive static deflections of model masses, presence of a low frequency mode and very light masses in the order of 1.2- 4.8 grams. The models also do not characterize the dependency of the biodynamic responses on many factors, namely the hand forces, hand-arm posture and vibration intensity. This study aims at development of a hand-arm biodynamic model with considerations of the hand forces, and both the DPMI and power absorption measures, to enhance the uniqueness of the model. Methods Two different model structures are chosen for identifying the model parameters on the basis of measured DPMI and absorbed power characteristics of the hand-arm system under zh-axis vibration over a range of hand-grip and push forces. Owing to the strong influence of the hand-handle coupling forces, the models were initially derived for fixed hand forces, namely 30 N grip and 50 N push forces, as suggested in the ISO 10068 standard [2]. The equations of motion for the model are formulated and solved to compute both the DPMI and absorbed power responses. A constrained minimization function comprising weighted errors of both the DPMI and absorbed power is formulated and solved to identify the parameters. Alternate functions corresponding to different combinations of hand forces are then applied to identify hand-force dependent model parameters. Variations in the model parameters are investigated as functions of the grip, push and coupling forces through linear regression analysis. Regression-based models are formulated for deriving the hand-handle forces dependent model parameters. The validity of the model is also examined under selected combinations of hand forces. [ ]

The Mine Improvement and New Emergency Response Act of 2006 (MINER ACT) established a Technical Study Panel (The Panel) to provide recommendations on the utilization of belt air and new technology that may be available for increasing the fire resistance properties of conveyor belt used in underground coal mines. The Panel Report recommended use of the Belt Evaluation Laboratory Test (BELT) as the method for testing and approval of flame resistant conveyor belts used in underground coal mines. The research conducted to establish the correlation of the BELT with large-scale belt fire flammability tests was done using 36- to 42-in wide conveyor belt. Due to today?s coal haulage capacity, the mining industry is using 72-in and wider conveyor belts. The National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine if the BELT will also qualify wider belts as fire resistant for use in underground coal mines. This paper describes the results of recent experiments comparing results from using the BELT and the large-scale tests for six different belts.

West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation&apos;s total annual production. Cod occurs in seams of minable thickness in all but nine of the state&apos;s 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia&apos;s regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.

The methodology for describing the geochemistry of elements in a coal seam have been developed. This has been applied to the Rosebud Coal Seam, which is an economically important member of the subbituminous coals of the Fort Union Formation in Eastern Montana. The method development has involved a detailed study of two popular techniques for determining the metal geochemistry of coal, namely, whole coal analyses and coal physical fractionation. The mathematically contrived element associations (whole coal analyses technique) and the element concentration trends in the float and sink fractions (physical fractionation technique) are considered to lead to only qualitative conclusions concerning the chemical associations of the elements in coals. Additionally, the processes taking place with the coal during low temperature ashing in an oxygen plasma are experimentally investigated and shown to be of sufficeint extent that the use of such low temperature ash for deciphering element geochemistry is questionable. The method developed in this study is a chemical fractionation that involves the sequential leaching of coal with water, 0.5 N HC1, 3 N HC1, 2 N HNO3, and 48% HF. These leach solutions are shown to selectively dissolve the predominate inorganic phases, sulfates, Ca and Mg carbonates, Fe sulfides and K alumino-silicates and quartz, respectively. These phases were identified with the use of XRD, SEM, EM and leaches (water and 0.3 N HC1) of whole coal and low temperature ash. The incorporation of the anion-exchange step in the leaching scheme was investigated and was observed to warrant further study of such intensity to be, at the time, unuseable. The use of this sequential leaching technique on several coal samples from the same seam generates element concentration trends that can be quantitatively interpreted with respect to the chemical associations of the minor and trace metals in the coal seam. The properties of the various seams of economic importance in the Fort Union Formation in Eastern Montana are compiled and presented. The subsequent conclusion is that there is not a large variation in the properties of these coal seams and that the variations within the Rosebud are within one order of magnitude. The chemical fractionation technique, investigated in this study, was applied to composite tipple samples of the Rosebud seam. Each composite sample represented 76,800 tons of coal. A minimum of 32% of the Ca and Mg are present as separate water soluble sulfates. An excess of the sulfate ion in the water extracts shows the predominating influence of the ion exchange capacity of the organic compounds in the coal. Based upon the CO content of the coal and the HC1 leachate data, 25 to 30% of the alkaline earth elements exist as separate carbonates and the remainder are associated with the organic compounds. The small fraction of the illite that dissolves in the HC1 and HNO3 leachates accounts for the K and Al. Slight dissolution of the pyrite in the HCl solvent occurs, the small amounts of Li and As do not relate to any known phase and Mn is present as a separate carbonate phase. Fe and a significant amount of the As exist in the pyrite that is dissolved in the HNO. Se is equally partitioned between the pyrite and the organic compound~. Most of the trace elements are found in the HF solutions. Li, V, and Cr were interpreted to be associated with the clay minerals (kaolinite and illite). Ni and Pb appear to be present as separate phases and 50% of the Hg is HF soluble but is not chemically related to any known inorganic phase.

in underground mines to measure worker exposure to various gases such as methane, carbon monoxide, and nitrogen dioxide (NO2). Even in relatively small concentrations, NO2 can produce harmful side effects in underground workers. Mines using equipment powered by diesel engines, carrying out explosive blasting operations, and performing extensive arc welding and/or cutting work will have measurable quantities of NO2 released by these processes. Workers in these areas often use gas monitors to warn of excessive gas concentrations and to help them determine when to increase ventilation air that will dilute these gases, thus minimizing exposures to this gas. Portable gas monitors, used to measure NO2 levels, must be calibrated before each use. Calibration is typically performed using a small portable pressurized cylinder containing a certified gas mixture. The certified NO2 standard mixture, usually 10 ppm NO2 concentration, is diluted with either air or nitrogen gas. To determine the stability of commercially available portable gas standards, two different cylinders containing NO2 in nominal 10-ppm concentrations were examined. One cylinder was diluted in air, the other, in nitrogen. Baseline NO2 mixtures were generated using a standard liquid NO2 permeation tube operated at a constant temperature. Final dilutions of the test gas mixtures were made with air or with nitrogen using a mass flow-controlled gas dilution system. This study showed that, when a permeation-type NO2 generator is used, the electrochemical sensors in portable NO2 monitors provide identical results for gas mixtures whether they are diluted with air or with nitrogen. Two different gas monitors, one with a two-electrode sensor and one with a three-electrode sensor, were used to measure gas concentrations in the two commercially available cylinders. One month after the cylinders were delivered, the NO2-in-nitrogen cylinder, stated to contain 10 ppm NO2, measured 8.13 ppm. The NO2-in-air cylinder, also stated to hold 10 ppm NO2, measured 6.88 ppm. Therefore, before using NO2 gas cylinders to calibrate monitors, it is recommended that their concentrations be verified either by manufacturer recertification or by comparing the stated cylinder gas concentrations to a laboratory-based permeation tube-generated standard.

Longwall shields provide essential ground control in longwall mining, yet a high percentage of shields are operating at less than peak capacity and many at well below the rated support capacity due to defective hydraulic cylinders or malfunctions in other hydraulic components. Leg pressure data are currently collected on state-of-the-art longwall shields, but typically are not analyzed to evaluate shield performance. The National Institute for Occupational Safety and Health (NIOSH) Shield Hydraulics Inspection and Evaluation of Leg Data (SHIELD) program is a Visual Basic software system that is designed to analyze leg pressure data and identify shields that are not performing to rated specifications. The program analysis is configured to detect the following conditions: (1) loss of leg pressure, (2) imbalance in leg pressure, (3) low set pressure, (4) low yield pressure, and (5) full extension of the bottom stage. Other performance assessment measures include the percentage of the support capacity utilized (ratio of peak load to yield load), the percent of time that a shield operates at yield load, the ratio of the set load to the yield load, and the amount of support capacity that is lost due to leaking cylinders. Historical record keeping will allow the user to select a particular shield and review the performance record as developed by the program for that shield. In addition to these performance assessment measures, the software will include an animated description of shield hydraulic systems that will describe the operation and significance of each hydraulic component and the impact of component failures on the shield’s capability to provide the required roof support. A general overview of the SHIELD program is provided in the paper together with an example analysis of a 2.5-year-old Australian longwall face.
