This knowledge involves the properties of the gas itself, an awareness of where these accumulations are likely to occur, and facts on how methane mixes safely into the mine air. The other chapters in this handbook address the handling of methane under a variety of specific circumstances, such as at continuous miner faces or coal storage silos. This chapter addresses some broad concepts that serve as a foundation for the suggestions provided in other chapters. THE EXPLOSIBILITY OF METHANE GAS MIXTURES Methane entering a mine or tunnel often enters as a localized source at high concentration. Figure 1–1 depicts a cloud of methane being diluted into a moving air stream. In this illustration, methane enters the mine from a crack in the roof. As the methane emerges from the crack, it progressively mixes with the ventilation air and is diluted. In the event that this progressive dilution reduces the concentration from 100% to 1%,2 as shown in Figure 1–1, the methane passes through a concentration range of 15% to 5%, known as the explosive range. In the explosive range, the mixture may be ignited. Above 15%, called the upper explosive limit (UEL), methane-air mixtures are not explosive, but will become explosive when mixed with more air.

In this island, which is a Crown colony of the British Empire, and where remarkably extensive remains of ancient mining operations-- mainly for copper--exist, the mining law of Turkey governs, rith such modifications as were made necessary by the transfer of the country in 1878 from Turkey to Great Britain, and with such fer ameliorations thereof as have since been ordered by the local authorities. The Turkish law to which Van agenen refers is, no doubt, "2 Shaban, 1285," which though subsequently repealed with respect to Turkey is still in force in Cyprus, inasmuch as the mines regulations (amendment) law of 1925 "is to be read in connection with 2 Shaban, 1285" (articles 61 to 67 of which were repealed by the law of 1925): In the preparation of this digest; access was had to the mines regula- tions (amendment) Iaw, No. 5 of 1882; which Van Wagenen does not mention. Other Cyprian laws, passed since the publication of Van Wagenen's work in 1918, are the following: Eines regulations (amendment) law, 1925, No. 12 of 1925; mining-prospecting permits; notification, No. 539 of 1927; mines regu- lations 1926, No. 1006 of 1926; mines regulations (amendment) rules of court, 1926, No. 144 of 1926; mines regulations (amendment). 1a, 1928, ko. 3 of 1528 (as amended by No. 32 of 1928). Most of these làrs are concerned with the regulation of actual mining operation--safety and sanitary provisions; and, therefore, they ado little important information. The Cyprian Government's official publication says: It is considered that the laws regulating mining in Cyprus are inadequate and antiquated, and a thorough revision is necessary to bring them up to a standard of modern mining practice and to encourage mining ventures in the island. As a preliminary to this the mines regulations, 1926, were issued to govern the workings of the larger mines; and serious attention is now being given to the regulating of prospecting, quarries, machinery in mines, and generally to the bringing of mining in Cyprus into conformity with the other mining countries of the world.

This volume, the first of a six volume final report, provides an executive summary of the research and results carried out under a grant from the U. S. Bureau of Mines on underground coal mine ventilation. Under the project, a mine ventilation simulator was developed. Sensitivity of leakage and friction factors on the total quantity and pressure requirements was studied. The simulator was applied to a new mine under development, and to an operating mine, to demonstrate the usefulness of the simulator in ventilation planning and in evaluating proposed changes to existing ventilation system. Although it may be impracticable to adopt standard methods of safe working in all branches of mining, and although it may be impossible to establish a standard for each class of work at each mine, some of the iron-mining companies in the Lake Superior district have found that by adopting certain standard ways of performing certain of their operations they insure both more efficient and safer working conditions. Many companies have adopted the idea that the safe way of doing things is also the most efficient and economical way, and, through the medium of their safety conferences they are trying to find the safest way, and the most efficient way, of performing practically every operation about the mines. This activity will, undoubtedly, be continued at every operation which uses this method of doing safety work, because in the advance of industry changes must be made in the results required from time to time. A review of the safety standards and safety suggestions which have been arrived at by some of the companies in this the greatest iron-mining district in the world, will be of value to companies who are interested in improving the safety of their working conditions. So that attention may be directed to the methods in use, rather than to individual companies, all names have been omitted and companies are referred to only by letter.

In a review of so 40 papers on damage to residential structures resulting from blasting, only 3 were found that present data on the observed amplitude and frequency of the vibration levels produced by blasting together with an observed degree of damage to a residential structure. The data from these three reports have been analyzed statistically to determine if one of the quantities, displacement, velocity, or acceleration, is more reliable than the others for estimating the degree of damage to a residential structure. From this analysis the conclusion is drawn that a given degree of damage to a structure is most closely related to the magnitude of the particle velocity of the wave motion passing thru the earth at the structure location. On the average, only minor damage it observed for peak particle velocities of 5.4 inches per second, and major damage is observed for peak particle velocities of 7.6 inches per second. When the spread of the data is taken into consideration, the following statement can be made: Wave motions that have a peak particle velocity in excess of 2 inches per second have a fair probability of producing some damage to structures, whereas wave motions that have a peak velocity less than 2 inches per second have a very low probability of causing any damage. Therefore, the recommendation is made that vibration levels in the vicinity of residential structures should be maintained below a peat particle velocity of 2 inches per second. The above criterion for safe blasting is considered to hold over a wide variety of soil and rock conditions because the original data were obtained for a wide range of soil and rock conditions and on various types of residential structures. The main objective of occupational health and safety research is to minimize or eliminate the events that may cause fatal or non-fatal injuries to human workers. A commonly used technique is to devise an “incident prevention plan”, which is more often the product of thorough investigations of past reported incident events. Incident documentation and methodical reporting and systematic and thorough data collection, often help identify the root cause of the incident – in other words, the etiology of the incident. These retrospective analyses of the incidents can efficiently identify the future steps to take to achieve the objective of minimizing occurrence of “events of interest”. This paper introduces a novel technique – “Taxonomic Analysis”, which identifies the root causes of an event (an incident in this case) and can provide future direction for corrective measures to reduce the probability of occurrence of the event. A taxonomic analysis involves systematic and organization of data based on observation, description, and classification. This paper utilizes the rock fall related incident narratives, available with the Mine Safety and Health Administration (MSHA) database (1984-1999), for a taxonomic analysis. The study found that 67.6% of groundfall incidents occurred in supported areas with the remainder (32.4%) in unsupported areas. Some form of rock mass failure appears to cause about 50% of groundfall incidents, although in 39.7% of the overall groundfall incidents or two-thirds of those involving rock mass failure, the exact nature of the rock mass failure could not be determined from the narratives. Human activities factors such as scaling or barring down, drilling or bolting, and setting timbers or cribbing accounted for another 34.5% of the groundfall incidents. Finally, support system failures made up the remaining 15.5%. Results from this taxonomic analysis may suggest focus areas toward which preventive measures and future research activities could concentrate.

Previous studies conducted by the National Institute for Occupational Safety and Health (NIOSH) have shown that approximately 90% of coal miners and 49% of metal/nonmetal miners had a hearing impairment by age 501. Mine workers are exposed to additional noise levels underground due to the reflection of machine generated noise that would otherwise dissipate in an above ground setting. Determining the sound absorption coefficients is essential in modeling the sound field in an underground mining environment. Sound absorption is a measure of the amount of acoustic energy that strikes a surface and is absorbed, rather than reflected. The acoustic environment that mining machines operate in is a critical factor affecting the sound pressure level exposure for mining machine operators. Impedance tube testing is an inappropriate method for determining underground absorption coefficients due to the brittle composition of some of the materials such as coal and slate. Classic absorption coefficient estimation using T60 measurements will not work well in an underground environment because the theory assumes: a finite room, a diffuse field, and relatively uniform absorption. None of these assumptions are true in an open-ended mine entry. This paper will present a method using a ray-tracing technique to determine absorption coefficients for underground mines. Absorption coefficients are determined and presented for octave bands from 63 Hz to 8 kHz. The absorption coefficients will be essential for determining and predicting potential overexposure to machine operators in different mine environments.

Although the exact mechanisms underlying vibration white finger (VWF) are not clear, it has been speculated that VWF is associated with variations of the blood flow patterns due to the physical damage and/or degeneration in neural and vascular tissue caused by vibration loading [1]. Excessive dynamic deformation of the soft tissues in the fingertip under vibration loading is believed to induce multiple occupation-related hand/finger disorders. However, the in vivo distributions of the dynamic stress/strain of the tissues in the fingertip under vibration conditions have not been studied because they cannot be measured experimentally to date. The goal of this study is to analyze, theoretically, the location and frequency-dependent dynamic deformation of the soft tissue in the fingertip during vibration exposures. [ ] Methods The fingertip considered in the model is the distal phalanx, the portion from the distal end of the fingertip to the distal interphalangeal (DIP) joint articulation (Fig. 1). The external shape of the fingertip was determined using a smooth mathematical surface fitting to the observed fingertip shapes. The fingertip surface was then scaled to the dimensions of a typical male index finger: length 25 mm, width 20 mm, and height 18 mm. The fingertip was approximated to be symmetric, such that only a half of the fingertip was considered in the FE modeling. The fingertip was assumed to be composed of outer and inner skin layers, subcutaneous tissue, bone, and nail. The soft tissues (inner skin layer and subcutaneous tissues) were assumed to be nonlinearly elastic and viscoelastic, while the bone, nail, and outer skin layer were considered as linearly elastic. The simulations were conducted using a displacement-controlled protocol in two stages. First, the fingertip was statically pre-compressed. The contact plate was first displaced towards the finger to achieve a predetermined value of tissue deformation (i.e., 0.5, 1.0, 1.5, and 2.0 mm). Second, the steady-state dynamics responses of the fingertip were analyzed using a linear perturbation procedure. The fingertip was subjected to a continuous harmonic excitation (magnitude 0.5 mm) from the contact interface. The dynamic analysis was performed in a frequency domain ranging from 16 to 2000 Hz. The frequency-dependent distributions of the vibration magnitude and dynamic strain magnitudes in the soft tissues are investigated. Results Typical simulation results for the frequency-dependent distributions of the vibration magnitude in the soft tissues are shown in Fig. 2 (figures show the results with a pre-compression of 2.0 mm). The vibration magnitude at the contact surface is 0.5 mm (specified) for all frequencies, while the vibration magnitudes in the soft tissues are location- and frequency-dependent. It is clear that the fingertip has a major resonance around 125 Hz, at which the vibration magnitudes in the soft tissues are over four times greater than that of the contact plate (0.5 mm). It is interesting to observe that, at this resonant frequency (125 Hz), the soft tissues at the tip has the maximal vibration magnitude while the regions near the contact

Study Design. Survival analysis techniques were used to compare the fatigue failure responses of elderly motion segments to a middle-aged sample. Objectives. To compare fatigue life of a middle-aged sample of lumbosacral motion segments to a previously tested elderly cohort. An additional objective was to evaluate the influence of bone mineral content on cycles to failure. Summary of Background Data. A previous investiga¬tion evaluated fatigue failure responses of 36 elderly lumbosacral motion segments (average age, 81 ± 8 years) subjected to spinal loads estimated when lifting a 9-kg load in 3 torso flexion angles (0°, 22.5°, and 45°). Results demonstrated rapid fatigue failure with increased torso flexion; however, a key limitation of this study was the old age of the specimens. Methods. Each lumbosacral spine was dissected into 3 motion segments (L1-L2, L3-L4, and L5-S1). Motion segments within each spine were randomly assigned to a spinal loading condition corresponding to lifting 9 kg in 3 torso flexion angles (0°, 22.5°, or 45°). Motion segments were statically loaded and allowed to creep for 15 minutes, then cyclically loaded at 0.33 Hz. Fatigue life was taken as the number of cycles to failure (10 mm displacement after creep loading). Results. Compared with the older sample of spines, the middle-aged sample exhibited increased fatigue life (cycles to failure) in all the torso flexion conditions. Increased fatigue life of the middle-aged specimens was associated with the increased bone mineral content (BMC) in younger motion segments (mean ± SD, 30.7 11.1 g per motion segment vs. 27.8 ± 9.4 g). Increasing bone mineral content had a protective influence with each additional gram increasing survival times by approximately 12%. Conclusion. Younger motion segments survive considerably longer when exposed to similar spine loading conditions that simulate repetitive lifting in neutral and flexed torso postures, primarily associated with the increased bone mineral content possessed by younger motion segments. Cycles to failure of young specimens at 22.5° flexion were similar to that of older specimens at 0° flexion, and survivorship of young specimens at 45° flexion was similar to the older cohort at 22.5°. Low back disorders (LBDs) are a major cause of both short- and long-term occupational disability in the United States, and it is clear that workers in certain occupations are more susceptible to LBD.2-5 Specifically, epidemiologic studies have shown that jobs involving heavy physical demands such as construction,2,3 mining,2,4 and farming,5 engender increased risk of back pain. These occupations are thought to experience high LBD rates as a result of their extreme postural and manual lifting demands. Studies have shown that jobs involving significant lifting 6-9 and jobs that involve frequent bending10-12 are associated with increased LBD risk. Workers in the mining industry, in particular, often have to lift heavy materials in restricted workspaces that compel torso flexion. An understanding of the impact of repeated loading of the spine in flexion on fatigue failure of spinal tissues is thus a critical issue for our research agency, which is concerned with reducing the pain and disability associated with LBD in the mining industry. It is well accepted that loads experienced by the spine during manual lifting tasks are sufficient to cause fractures in the endplates of lumbar vertebrae, particularly on repeated loading. 13-15 Endplate fractures may not be painful in and of themselves 16; however, evidence suggests that the process of internal disc disruption and disc degeneration may be initiated via endplate fractures. 16,17 It has been shown that endplate damage will alter the distribution of stress in the disc, resulting in buckling of the lamellas of the internal anulus.17 Once this process has been initiated, repeated spine loading will cause additional disruption of the anular fibers, resulting in formation of significant fissures or tears. 11-21 If these tears occur near or extend close to the outer portions of the anulus, a wound healing process is initiated, which involves infiltration of mast cells, macrophages, and re¬lease of cytokines and growth factors. 21 The presence of these infiltrates has been strongly linked to discogenic low back pain. 21,22 Indeed, for patients experiencing chronic low back pain, the prevalence of internal disc disruption is at least 39%,19 which represents the most

A spectrochemical procedure applicable to the determination of iron, manganese, and magnesium in titanium metal and to the determination of alloying constituents in three types of titanium alloys is presented. Acid solutions of samples and standards are excited with a spark-type discharge and porous-cup electrode arrangement. The method is particularly applicable for analyzing samples for which a self-electrode method cannot be used. Calibrations are accomplished with synthetic standard solutions, resulting in a primary method that makes calibrations based upon results of other analytical methods unnecessary. Replicate determinations are reproduced to within 5 percent, and the average percentage deviations from reliable chemical values are less than 6 percent. The method can be extended readily to determine additional elements that are similarly soluble and have similar spectral sensitivities. It also can be used as a starting point to establish standards for a direct sparking procedure for analyzing titanium alloys. In view of the absence of established reliable analytical methods in the titanium industry, the spectrochemical method described here should prove to be a timely contribution.

The U.S. Code of Federal Regulations (Title 30) requires that a methane monitor be placed on every mining machine to continuously observe and record methane levels at the face. The monitor must provide a warning whenever methane levels are 1.0 percent or higher. An effective monitoring system will indicate a methane concentration of 1.0 percent on the mining machine before methane levels at the mining face reach 5.0 percent. Where the methane monitor is located on the mining machine is one of the most important factors that determines how effectively face methane levels can be predicted. Any change in the sampling location will result in a change in measured methane concentration. To protect the methanometer, it is usually located on the cutting boom at least 1 to 1.8 m (3 to 6 ft) outby the front cutting bits. A face ventilation system using blowing tubing was simulated in a full-scale test facility. Methane released from the face area was monitored at multiple locations on a model mining machine as well as locations near the face. Based on the relationship between concentrations measured on the machine and at the face, criteria were developed for selecting the best machine locations for monitoring methane. Recommendations are given for revising methane action levels for alternative sampling locations.

Holmes , first director of the United States Bureau of Mines , has for its object the prevention cf accidents , the improvement of health conditions at work, in the home , and in public places , and the promotion of the general welfare of its members . As a means of preventing accidents and advancing health and safety , the Holmes Safety Association disseminates information , gives instructions on subjects related to safety , and promotes first -aid and other forms of protective and accident - prevention training . This organization is intended to work and cooperate in the closest possible way with existing mine or plant safety organizations in conducting educational , social , and recreational activities for the promotion of health , safety , and efficiency .

An analysis of low-voltage shielded trailing cables is performed to develop a method for calculating the differences in operating costs between shielded and non-shielded cables. Two types of shield constructions are considered (SH-C and SH-D) for the three major underground coal mining methods. Data from laboratory and in-mine testing are presented in addition to an analysis of safety benefits. Recommendations for further investigations are proposed. Example calculations with sensitivity analyses are presented. Recommendations for further investigation include costs impact considerations.

As a part of its safety program the United States Bureau of Mines has fostered the development, use, and improvement of portable electric mine lamps. Although there is still need for better illumination in mines and the replacement of open lights has been slow, improvement in electric cap lamps and increase in their use indicate one phase of recent progress toward safer and more efficient mining This report is the result of a recent survey of electric-lamp installations in the Alabama mining; district; it shows the misuse, increase in use, and relation to certain classes of accidents of these installations.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal , expressed in British thermal units , and the composition as shown by proximate analyses . To these , when required , are added the ash- softening temperature , the free- swelling index , and the Hardgrove grindability index . Under most of these specification contracts the bidders guarantee the quality of the coal , and that guaranteed by the successful bidder becomes the standard of his contract . The deliveries are sampled in accordance with instructions 4/ issued by the Bureau of Mines ; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and , if it is not , a price adjustment is made . Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks ) provide valuable data for use in evaluating future bids . In addition , the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal . The Government purchased approximately 5 million tons of coal in fiscal year 1963 . In connection with these purchases , the Bureau analyzed 6,999 samples . These are published ( table 1 ) for the use of Government officials and the public . A series of publications has been completed on coal analyses by States or , where production is small in any one State , by groups of adjacent States . In addition to analytical data showing composition and quality of coals of the States , the publications contain brief descriptions

The National Institute for Occupational Safety and Health (NIOSH) conducted field tests to evaluate the effectiveness of a wet head continuous mining machine for reducing dust exposure for continuous miner operators. Wet head technology delivers water via sprays to the continuous miner's cutter head as opposed to traditional standard sprays located on the boom and body of the mining machine. The sprays, positioned directly behind each bit on the cutter head, deliver water at the point of attack, serving to cool the bits during mining to reduce the potential for frictional ignitions. The sprays also flood the coal with water to potentially suppress dust generation. Dust surveys were conducted at several mines to evaluate the wet head's effectiveness to control respirable dust exposure at the continuous miner operator location and in the immediate return. Results show that the wet head miner improved air quality at both locations to varying degrees in some cases and not in others when compared to a continuous miner with a standard spray system.

Gamma ray, density, sonic and core logs obtained from two boreholes drilled over a longwall panel in Southwestern (SW) Pennsylvania were analyzed for formation boundaries, log-derived porosities and densities and for rock elastic properties from sonic transit times. Gamma ray (GR) and density logs (DL) were analyzed using univariate statistical techniques and fractal statistics for similarity and ordering of the log data in depth. A Fourier transformation with low-pass filter was used as a noise elimination (filtering) technique from the original logs. Filtered data was tested using basic univariate and fractal statistics, rescaled range (R/S) and power spectrum (PS) analysis to compare the information characteristics of the filtered logs with the original data. The randomness of log data in depth was analyzed for fractional Gaussian noise (fGn) or fractional Brownian motion (fBm) character. A new prediction technique using radial basis function (RBF) networks was developed to calculate shear and Young?s moduli of the formations when sonic logs are not available. For this approach, the filtered logs were used as input to an RBF based upon a combination of supervised and unsupervised learning. The network was trained and tested using rock elastic properties calculated from the sonic log of one of the boreholes. The network was used to predict the elastic and shear moduli of the coal-measure rocks over a longwall coal mine in SW Pennsylvania. This approach demonstrated that it could be used for prediction of elastic and shear moduli of coal-measure rocks with reasonable accuracy.

"IntroductionOn May 27, 1927, a coal-dust explosion occurred at the Palagua No. 5 mine of the Victor American Fuel Company, Delagua, Colorado, resulting in the loss of even lives and in and in considerable damage to the main slope and to several overcasts the explosion did not extend into the mine working where 125 additional men were employed but escaped uninjured. It is believed that the saving of these 125 men and the evidence of large property loss were due in a large measure to coal-dusting and of other sanity measures taken by the coal company management. A number of features connected with the explosion and mine safety practice seem worth the attention of the mining public and grateful acknowledgment is made to the Victor American Fuel Company for its aid in assembling the data herein contained."

The Bureau of Mines has devised techniques to recover lithium from geothermal brines as the chloride. More than 99 pct of the lithium was precipitated from a brine containing 170 mg/L Li by adding a solution of AICl3 and increasing the pH to 7.5 with lime slurry. The Li-Al precipitate was dissolved in HCl and sparged with gaseous HCI to recover the AlCl3; this resulted in a solution containing LiCl and CaCI2. The solution was evaporated at 1000 C to obtain a mixture of the chlorides from which 97 pct of the lithium was recovered and 90 pct of the calcium was rejected by leaching with tetrahydrofuran. The LiCl recovered by evaporation of the tetrahydrofuran was purified by dissolution in water and treatment with oxalic acid. The final LiCl solution contained 89 pct of the lithium originally present in the brine and had a purity of 99.9 pet.

A strategy for prioritizing mining health and safety research by evaluating the potential for risk reduction through interventions is proposed. Mining has one of the highest incidence rates of injury and disease found in major industries. The main premise of this paper is that often the best opportunities to reduce these rates are not revealed by retrospective analysis of injury and illness data. Instead, a proactive approach is needed that accounts for risks to specific hazards that can be abated by engineering or behavioral interventions. The process proposed here begins with development of prospective interventions. The degree of reduction in risk to be expected from an intervention then is determined from statistics on the mining worker population, the expected degree of success of the intervention, and the expected change in the severity of injuries resulting from the intervention. Three disparate mining health and safety concerns are presented to demonstrate common problems in assessing risks of injury and illness and describe additional data needs. Information on events preceding injuries and illnesses and more detailed demographic data on the mining work force are needed to analyze injury and illness data more precisely. Detailed information on exposure to specific hazards is necessary to evaluate the potential for an intervention to reduce risk of injury or illness.
