The principal activities of the Bureau of Mines Explosives Research Center during fiscal year 1969 (July 1: 1968, to June 30, 1969) are reviewed in part 1. Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in the outside press. These publications are referenced in part 1 by underlined numbers in parentheses. Other publications, which are not abstracted, are cited in footnotes throughout the paper. "INTRODUCTION The use of thermodynamic calculations to answer practical problems in metallurgy, especially those that are relatively difficult to test experimentally, is rapidly becoming a conventional method of procedure. Nevertheless, these methods cannot he applied effectively until the fundamental thermodynamic constants used for them have become available either by direct experiment or by recalculation of data already existing in more or less undigested form.In an attempt to collect such data far the compounds of lead and the antimony group the incentive has been to make a preliminary survey that will disclose the gaps or questionable phases of available information and to collect data that may be used to answer certain rather practical problems presented by operating metallurgists.This report comprises three sections; the first gives the basis of selection of the constants which may now be given or estimated, and the later sections discuss the application of the figures obtained to two of the more interesting problems.The reader will discover that many of the quantities involve critical study of a number of more or less discordant observations. Although certain data could be rejected on the basis of thermodynamic comparisons, it must not be overlooked that many of the figures are the results of rational estimates rather than exact experiment. The use of thermodynamic methods to control and partly authenticate such estimates is one of its most valuable characteristics for the practising metallurgist or chemist, who cannot check by direct experiment each property of the materials which he converts to usable form.Nevertheless, while it is definitely possible in certain instances that the final figure selected for the heat or free energy of a process or substance may be in error by as much as a few hundred to a few thousand calories per formula weight, questionable figures are usually revealed by the thermodynamic calculations made. When quantities of such degree of accuracy are, and they often must be, used for estimating an unknown reaction, the result often gives no more than the order of magnitude of the desired quantities. Yet even in these extreme cases the answer is far more reliable and valuable than an unordered guess or a conclusion based on incorrect data."

The charter of this investigation was to identify and promote the application of noise control technology to future longwall mining machinery. Intensive noise and vibration data were acquired on a typical longwall shearing machine, and the highest noise levels were shown to radiate from the cutter drums. Shearing machine cutter drum noise control techniques that take advantage of the nature of the dynamic forces generated during coal cutting were developed. These include both structural redesign and force isolation techniques. A reduced noise cutter drum was developed that achieved a 5 to 6 dBA system noise reduction at the operator's position. Its operational performance was verified by a six-month long in-mine test. It was evident from the data that additional noise reduction could be achieved by treatment of the shearing machine hydraulics. Noise control of secondary sources was also investigated. A method of reducing full or empty stage conveyor noise (and continuous miner conveyor noise) by 5 to 10 dBA was demonstrated through isolation techniques. Underground mine durability testing, however, is yet to be demonstrated.

"INTRODOCTIONIn an earlier communication 1 from our laboratory it was reported that mechanical crushing of coal and quartz under normal air atmosphere generates of free radicals on the particle surfaces, and that these radicals decay with time, hence pointing to a higher toxicity of fresh dusts in relationship to pneumoconiosis and silicosis. More recently Fubini et al.2 have also reported the detection by electron spin resonance (ESR) of the formation of SiO. and Si-type of radicals from quartz particles crushed under atmospheric conditions. In agreement with earlier ESR studies on single crystals of quartz crushed under high vacuum ( -10-10 torr>3 and subsequent exposure to air,3 and to other gases,4 these radicals were identified2 as being formed by the homolytic cleavage of the Si-0-Si bonds and the reactions of the Si• and SiO- radical with atmosphere. Fubini et al.2 also suggested that these radicals might be involved in the mechanism of the fibrotic action by silica, either by transforming the particle surface into a selective oxidating agent or as an initiator of a sequence of reactions leading to fibrosis. Earlier Gabor and Anca5 bad reported that lipid ·peroxidation caused by free radicals on the silica surface might be involved in the red blood cell membrane damage. Thus far, however, no parallel cytotoxicity, fibrogenicity, and free radica1 studies on a given quartz dust sample have been reported, except for some earlier work from our laboratory.1·6·7 We now present more recent results obtained from parallel cytotoxicity, fibrogenicity, and free radica1 measurements on a freshly made quartz dust. The dust's free radica1 content was measured using ESR spectroscopy while its cytotoxicity potential was estimated via hemolysis. Hemolysis was employed as the toxicity test because it is a widely used method for estimating the potential of a dust for disrupting the cell membrane. 8 The fibrotic potential was followed by measuring the dust-induced lipid peroxidation, using linoleic acid as a model lipid. As discussed below, the results obtained suggest new clues to the mechanism of the quartzrelated cytotoxicity and fibrogenicity. MATERIALS AND METHODSReagentsCrystalline quartz particles with a size range of 0.2-2.5 mm were obtained from the Generic Respirable Dust Technology Center, Pennsylvania State University, University Park, Pennsylvania. These particles were crushed in air to obtain quartz dust samples with particle sizes smaller than 20 microns. We chose to work with a dust with mixed particle sizes, rather than a specific range, as an effort to simulate the mining atmosphere. An agate mortar-pestle arrangement was used for the crushing and grinding because of the close similarity of the structure of agate to that of quartz. Diethylenetriaminepentaacetic acid (DETAPAC) were purchased from Sigma. All other chemica1s were purchased from Fisher or Aldrich.Hemolysls ExperimentsHemolytic activity of silica was measured, following an established procedure,9 as the amount of hemoglobin released from a 2 % suspension of sheep erythrocytes after incubation with 10 mg of silica dust for one hour at 37 °C. The hemoglobin release was estimated via the absorbance at 540 nm using a Gioford spectrophotometer. The procedure was calibrated by substituting the silica dust by a phosphate buffer solution as a negative control (background) and O.S % Triton-X-100 as a positive control (100% hemolysis). Recovery of uranium from slightly alkaline mine water, available in the Ambrosia Lake district of New Mexico, was studied using countercurrent ion exchange columns developed by the Bureau of Mines. Approximately 5 million gallons of mine water containing 9 to 12 ppm U308 was treated by ion exchange using a 14-inch-diameter absorption column composed of five or six compartments each 4 feet deep. Uranium recoveries averaged in excess of 98 percent at solution flows ranging from 15 to 25 gallons per square foot per minute and resin loadings up to 3.6 pounds of U.08 per cubic foot. In subsequent tests, loaded resin was continuously eluted in a countercurrent elution column with a diameter of 4 inches and containing a bed of resin 9 feet deep. The resin was eluted to a residual loading of less than 0.06 pound of U305 per cubic foot, at a resin-retention time of 224 minutes, using only 1.9 volumes of 1.1 M NaCl-0.05 M NaHCO3 solution per volume of resin. Compared with existing ion exchange practices for recovering uranium from mine waters in the Ambrosia Lake district of New Mexico, use of these improved ion exchange contactors would reduce ion exchange resin requirements at least 70 percent and allow further substantial reductions in capital and operating costs.

The importance of "good voltage," especially for direct-current systems in coal mines, is not always fully appreciated. From the practical aspect there are three viewpoints from which low voltage may be considered, namely: (a) its effect upon operation of electrical equipment, (b) its effect upon cost of maintenance and power, and (c) its effect upon safety in the mine. The design of electrical motor-driven equipment usually is based upon a given or assumed constant value for the voltage of the system; consequently, when there is an appreciable drop below this value, unsatisfactory operation is likely to follow. In the case of shaker conveyors, for example, one manufacturer has pointed out that these conveyors must be operated at a certain definite speed if maximum output is to be secured. As shunt motors are used in the conveyor drives, either a rise or fall in voltage will produce corresponding changes in speed and thus seriously affect the efficiency of the conveyor. The introduction of automatic control for mine equipment has been greatly retarded because the relays, contactors, and other special devices required have failed to function properly when attempt was made to operate them on systems subject to variable and low-voltage conditions.

As part of its research and development activities concerning coal mine operational/emergency communications sys terns, the Bureau of Mines commissioned several contractors to conduct electromagnetic (EM) noise studies and measurements that would aid the development of improved coal mine operational/emergency communications systems. The bulk of the noise studies and measurements were conducted in 1971. The Pittsburgh Mining and Safety Research Center (PMSRC) inherited the responsibility for monitoring the electromagnetic noise activities by mid-to-late 1971, and initiated a review and evaluation of the current and planned electromagnetic noise work. Arthur D. Little, Inc., (ADL) was asked by PMSRC to assist it in performing this review and evaluation by placing stronger emphasis on certain tasks of existing Contract No. H0122026. This technical memorandum report presents the findings, conclusions, and recommendations of our review and evaluation of the electromagnetic noise measurements of the five contractors we were asked to examine. Our review and evaluation effort included meetings and telephone discussions with technical staff of each contractor; serving as Technical Discussion Leader of a "Contractor's Round Table Meeting on EM Noise, Surface and Subsurface, Operating and Non-Operating Mines" called by the Bureau of Mines; examination and discussion of contractor reports and relevant open literature; sample verification calculations; and the documentation of our findings, conclusions, and recommendations by this report.

As part of the overall development of a borehole mining system -develop backfilling techniques to reduce possible damage to the environment caused by either the cavities or the piles of sand tailings that result from in-borehole hydraulic mining. (Borehole mining is described in technology News No. 56.) Approach Water filled cavities at the bottom of boreholes are rapidly and economically backfilled by jetting a sand-tailings slurry underwater. How It Works The Bureau of Mines borehole mining system creates a cavity having a horizontal diameter of more than 50 feet. (See photograph). This cavity can be backfilled with much of the sand previously mined. The sand tailings or similar backfill material is dumped by a front end loader into a slurry mixing tank at the rate of about one ton every three minutes. Enough water is added to give a thick, but pumpable slurry. The slurry is pumped down the borehole through a string of 4-inch pipe to the cavity. After passing through a right elbow at the end of the pipe, the slurry is ejected through a nozzle. The resulting slurry jet emplaces the backfill at the outer wall of the cavity. To obtain an even distribution of fill in the cavity, the nozzle is slowly rotated. The nozzle and pipe assembly is supported from a turntable on the surface. See diagram.

Although electric utility companies have been active in grounding and bonding within substations, the mining engineer or mine electrical engineer is not involved to the extent that he can be fully up-to-date on the most effective practices for substation construction. The coal mine power system is grounded in a fundamentally different way from most other industrial power systems and is subject to considerable Federal and State regulation. At this time, there is little information that is directly applicable to the mine situation, especially if the substation must be built in an area of limited size or in low-conductivity earth. The objective of this guide is to provide specific engineering information to the mining; industry. Using as little theory as possible, it was written to be general enough to cover most substations, but specific enough to provide direct help with each substation. It will attempt to recommend practice that is in agreement with present Federal rules and regulations.

Bureau of Mines activities for safety and health in the mineral industries were reorganized during the fiscal year to provide direct supervision by the Assistant Director -Health and Safety. On December 19, 1954, the field offices conducting these activities were designated as district health and safety offices reporting to the Assistant Director. The functions of determining the causes of accidents and injuries in the mineral industries and recommending measures to eliminate them were continued, with satisfactory results in improved safety records. The inspection of coal mines and enforcement of the Federal Coal Mine Safety Act of 1952 were conducted as directed by the Congress, and safety conditions in the mines were notably improved. One coal-mine explosion classed as a major disaster occurred during the year. The causes of that explosion and means for preventing a recurrence were still under investigation because of the extreme difficulty in recovering several portions of the mine. Basic research on the nature of certain hazards and ways of eliminating them is continued. Training of individual workmen and supervisors in this knowledge is a major part of the work.

The activities of the Bureau of Mines include the development and testing of self-contained oxygen breathing apparatus and other devices for respiratory protection, the development and tasting of devices for detecting dangerous or noxious mine atmospheres, and the training of men in the mineral industries in the use and care of this equipment to enable them to render effective service in mine rescue and recovery operations following mine fires and explosions, or under other conditions where irrespirable gases may be found in mines or mining plants. The first use of self-contained oxygen breathing apparatus for com- bating mine fires and explosions in the United States dates back about 30 years. Previous to that time, exploration for any distance ahead of fresh air was virtually impossible without great risk to life; moreover, the men called upon to render service at mine disasters were not well-versed in the properties and physiological effects of gases likely to be encountered. It was also impossible to work ahead of fresh air to restore ventilation, and if many stoppings were blown out by an explosion, air had to be introduced into whole areas or sections at once without knowledge of the conditions ahead; moving an explosive mixture of methane and air over live fire had to

The only mining activity in Belize during 1976 involved the production of construction aggregates, which were used domestically. A comprehensive ordinance regulating mineral prospecting and mining was proposed during the year. Under the ordinance, which would supersede all grants and titles, ownership and control of all minerals except petroleum would be vested in the Government. Exxon Corp. entered into an agreement with three oil companies to achieve a majority interest in nine oil prospecting leases covering 1 million acres, mostly offshore Belize. The agreement was with Weatherford International Inc. which had 30% interest in the leases, Ajax Petroleum Co. with 40% interest, and Canadian Superior Oil Ltd, with 24% interest. A new entity, Esso Ventures Inc., was established to be responsible for conducting extensive geophysical operations and drilling an exploratory well offshore Belize.

As part of its research project in developing improved refractory materials for metallurgical applications, the Federal Bureau of Mines obtained hot modulus of rupture data at 1,500°,1,550°, and 1,600° C on samples of 13 refractory periclase materials produced from seawater, lake brines, and natural magnesite. The periclase samples also were characterized to establish chemical and mineralogical composition and microstructure. The results indicated that a high MgO content does not necessarily assure good hot strength and that an optimum and varying CaO-Si02 ratio exists for each individual periclase sample.

This presentation covers the results of laboratory studies conducted by the Bureau of Mines Mineral Dressing Section, Northwest Electrodevelopment Laboratory, Albany, Oreg., on alluvial sands from Dismal Swamp, Bear Valley, and Cascade, Idaho. The search for radioactive minerals has led to the reexamination of alluvial deposits; in the process of this reappraisal the frequent presence of minerals bearing columbium and/or tantalum was toted. Because of increased demand for these metals by the defense industries and because these industries depend upon foreign sources for their supply the domestic alluvial black sands are being considered, as a possible domestic source. However, utilization of these alluvial deposits depends upon development of methods of concentrating these valuable minerals. The primary objective of the test work was the study of the effect of attrition scrubbing, sizing, magnetic, electrostatic, and gravity separa¬tion as methods for concentrating and recovering the columbium and tantalum-bearing minerals, samarskite, euxenite, ilmenorutile, and columbite.

1. This, the final report to the U. S. Bureau of Mines on the program with the subject title, presents the data obtained from June 29, 1973, to April 20, 1974. 2. Operating in the Illinois #6 coal seam, the effectiveness of foam opposed to water was compared in reducing respirable coal dust. A combination of 39 foam generators and 14 water sprays were used during the foam tests. Sixty one water sprays were operated during the water tests. Data from 24 shifts using foam and 21 shifts using water are presented. 3. Additional work on foam generator design should be undertaken to provide coverage to a wider area with foam. 4. The general attitude of those working on the foam program and with the miner at the face was positive. It is urged that the work be continued. 5. The minor respiratory irritations evidently caused by an aerosol effect of the surfactant should be investigated. 6. The statistical analysis of the tests will be made and reported by the U. S. Bureau of Mines.

"INTRODUCTION The orienting phases of the current investigation of cushioned blasting in the Explosives Division of the Bureau of Mines were indicated in a previous publication (5) 3/. Pertinent literature reviewed therein indicated a highly controversial field. This emphasized the need for experimental studies of many factors that affect the health and safety of miners and the efficiency of mining operations. Results of some orienting tests showed marked effects on practical hazards. Further, they emphasized the necessity and importance of the contemplated investigation. The scope and general plan of these practical inquiries into the safety of cushioned blasting were indicated.This investigation of cushioned blasting relates to the various means employed to reduce the intensity of application of energy from explosive actions in boreholes. It has been suggested (from p. 19 of reference 5) that the divisions of this work would correspond to the salient hazards affected by cushioned blasting. These include the ignition hazard, hazards from poisonous gases, and other practical hazards in the blasting technique. The ignition hazard was resolved into two components of approximately equal weight. These include studies of effects upon (1) the incendivity of blown-out shots and upon (2) the occurrence of such shots. Experimental studies of effects on the incendivity of blown-out shots were first undertaken. Questions of the best procedure for making these evaluations have been adduced, and the interpretation and utilization of the results of gallery testing seemed to require detailed attention; some preliminary general considerations of such testing were therefore necessary."

Longwall mining has gained the reputation as being the safest extraction method in underground coal mines. However, one of the most difficult tasks associated with longwall mining is moving the face once a panel is completed. Based on Mine Safety and Health Administration (MSHA) fatality reports since 1996, longwall face recovery operations have claimed the lives of 5 U.S. miners and have resulted in numerous injuries. Recovery operations can be hazardous because they involve moving large pieces of equipment in very confined spaces. They are also conducted in highly stressed ground conditions due to front abutment loads generated by panel extraction. Shield removal is the most hazardous operation during face recovery because miners are constantly exposed to the unpredictable gob edge. To protect the miners, one or more walking shields, cribbing and/or other supplemental roof and standing supports are typically employed as breaker line supports as each shield is removed. At the Harris No. 1 Mine in southern WV, mobile roof supports (MRS’s) have been used in lieu of traditional walking shields on 17 face moves since 1997. MRS’s are shield-like support units mounted on crawler tracks and are commonly used during room-and-pillar retreat mining operations. For longwall recovery, the two biggest advantages that MRS’s have over traditional walking shields are that they are remotely controlled and are highly maneuverable. MRS’s have contributed to safer shield recovery and shorter move times at the Harris No. 1 Mine. This paper will address both the safety and the operational issues associated with MRS usage during shield recovery. It will also discuss new developments, including the use of the inherently safer battery powered MRS’s, which have been recently certified by the Mine Safety and Health Administration.

Mechanized dirt-moving equipment has greatly increased the scope of prospect trenching by lowering the costs and increasing the speed of such work. Where the soil covering was more than 3 or 4 feet deep, operators were quickly discouraged and abandoned surface exploration in favor of shaft sinking, drifting, or diamond drilling; wildcat trenching was seldom undertaken, even where the soil covering was thin. Although power shovels, trench diggers, and draglines are useful under special conditions, caterpillar-mounted angledozers will usually do the same type of work and have a far wider range of adaptability. They are therefore incomparably the most generally useful equipment for the purpose. Since 199 the Bureau of Mines has been engaged in a widespread search for minerals useful to the war program; this work required a great deal of pioneer exploration in areas where known outcrops were marginal or subcommercial by pre-war standards. Engineers in charge of field operations were quick to perceive the applicability of mechanized trenching on a fairly large scale, particularly in the Northwestern States, where completely exposed vein-outcrops are rare. Probably no other organization to date has done a comparable amount of angledozer prospect trenching under such a wide range of conditions. The following comments and accompanying cost tables are based on work performed chiefly in Idaho, under a variety of physical and climatic conditions. The most important applications of the angledozer for such work may be described under three heads:

The Bureau of Mines, through a cooperative agreement with Duquesne Light Co. of Pennsylvania, field tested a method of using pneumatic stowing of crushed limestone to construct seals in long-abandoned mine openings that were part of an active mine closed shortly before sealing. A total of 13 openings at 11 sites were backfilled. In pneumatic stowing, material is conveyed through a pipeline and into the mine opening under low air pressure. The stowing equipment consists of a power sup-ply, a blower, a feeder to inject material into the pipeline, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. The fill material used was well-graded limestone aggregate up to 1-1/2 inches in diameter, with sufficient fines. This fill was modified at five locations by the addition of portland cement, expansive cement, and/or bentonite. The pneumatic stowing method is safer and faster than conventional methods, is cost competitive, and eliminates or reduces the exposure of workers to possible hazards since the nozzle can be kept outside the mine opening. The equipment is mobile, but some modifications in the technique would improve performance. The technique was used at remote locations where other methods could not be used without disturbing the environment.

The fourteenth National First-Aid and Mine Rescue Contest we;; held at the State fairgrounds, Columbus, Ohio, October 2, 3, and 4, 1951. The meet, the first such event in 21 years, was under the auspices of the Bureau of Mines, United States Department of the Interior, and the Joseph A Holmes Safety Association and was sponsored by the National Coal Association, the United Mine Workers of America, and various State mine-inspection departments. The cooperating agencies that contributed to make the meet a success, in addition to the National Coal Association and the United Mine Workers of America, were the Kentucky Department of Mines and Minerals, Ohio Division of Mines, West Virginia Department of Mines, Pennsylvania Department of Mines, and the Columbus Convention Bureau. SUMMARY Fourteen teams from 6 States participated in the mine rescue contest, and 55 teams from 9 States competed in the first-aid contest. Only one of these teams entered as a combination team, that is, participating in both the mine rescue and first-aid contests. The States represented and the number of teams from each State are listed in table 1.
