The objective of this study is twofold, The first is to present the composition of the offshore petroleum industry in terms of lease bonuses and the value of hydrocarbons produced from Federal offshore tracts. The second is to present costs of producing petroleum (oil and condensate) in the Gulf of Mexico with a financial analysis of an offshore operation. To prepare a financial analysis of an offshore operation, a model was derived to show the costs necessary to explore, acquire, develop, produce, and abandon a 5,000-acre block and the estimated income from the sale of the hydrocarbons produced. To establish cost and income guidelines for the model, a group of seven oilfields in the Gulf of Mexico ranging from 7 to 75 miles from shore and in water 20 to 130 feet deep was selected for study. A net profit or loss statement was prepared for each field and a discounted cash flow rate of return was calculated. Discounted cash flow rates of return for the seven fields range from 1.1 to 19.5 percent. Under the two specified conditions set up for the model (a 20-year and a 30-year oil depletion model), the rates of return are 17.2 and 13.7 percent, respectively. To January 1, 1959, the top four operators in the Federal offshore areas had paid approximately 40 percent of the amount spent on all lease bonuses and produced about 56 percent of the total hydrocarbons.

An underground mine disaster is an accident of major proportions that takes a significant toll in human lives. A disaster usually disrupts the normal functioning of a mine and may result in entrapment of miners whose normal egress from the mine is cut off. A disaster often necessitates a rescue operation and a means of keeping the trapped miners alive while they await rescue. Explosion, fire, inundation of water or toxic gases, and collapse of a major portion of a mine are among the causes of mine disasters. Miners threatened by such an occurence must either bring the situation under control (e.g., by extinguishing a fire) or remove themselves from the danger. If control is unsuccessful, they must retreat to a place of safety. Four different activities may be involved: evacuation, escape, survival, and rescue. Evacuation is the orderly exit of people from the mine using previously identified escapeways and following a previously determined evacuation plan. Miners whose normal evacuation routes are blocked may be able to find alternative exit routes and escape by their own efforts. For those who cannot, the issue becomes survival while waiting to be rescued. The survival period may last for many days while rescue efforts are mounted from outside the mine.

Roof support, an important aspect of ground control, involves maintaining roof competency to ensure a safe and efficient mining environment. Wide variability in rock quality and stress distributions requires a systematic approach to roof support design that satisfies specific goals. The success of past roof sup-port in reducing the incidence of roof falls has been primarily attributed to safer roof bolting practices. However, roof falls continue to be the number one occupational hazard in underground coal mines. This U.S. Bureau of Mines report presents a general overview of roof bolting and other roof support methods used in the United States. Characteristics of bad roof and associated roof failure theories are briefly presented as background to roof support. Methods of detecting and monitoring roof behavior and/or bolt performance provide essential feedback on roof support requirements. A discussion follows on roof bolt design that assimilates roof and support parameters into useful equations or nomographs to help decide what bolt types to use and how they should be installed under different roof conditions.

The effect of water infusion on the flow of methane and on the production of dust was investigated at an active face in the Pittsburgh coalbed. The average total flow of methane at the face decreased by approximately 79 percent, whereas the flow from the ribs increased about 24 percent after infusion. On the day after infusion, dust concentrations appear to have been reduced; however, the presence of large quantities of rock dust obscured the results on the following days.

This report describes the preparation of tritium-labeled organic compounds to be used by the Federal Bureau of Mines in studying the role of certain gasoline constituents in gum-forming mechanisms. The gasoline constituents that have been investigated boil within a range of approximately 90 to 230° C. and can be classified as paraffins. naphthenes, olefins, diolefins, monocyclic aromatics, polycyclic aromatics, and organic sulfur, nitrogen,: and oxygen compounds. The technique of Wilzbach has been applied to more than 50 samples. Purification techniques have been developed that accomplish rapid and effective purification as well as removal of labile tritium in a one-step operation. Data are presented to show the rate of exchange between tritium and hydrogen that can be expected for a variety of compounds common to a full-boiling-range gasoline. These values should be useful to other investigators using tracer programs involving tritium labeled compounds.

Acidic and basic uranium leach plant residues located on the Navajo Indian Reservation, Tuba City, Ariz., were successfully stabilized against wind erosion using a relatively low-cost chemical method. An elastomeric polymer chemical was applied to the dike areas and a calcium magnesium lignosulfonate to the beach areas of three tailings ponds. The water-soluble chemicals were applied with an automated sprinkling system. The stabilization cost was $335 per acre for the 34.5-acre tract.

This paper describing the practice at the tungsten concentrator of the Nevada-Massachusetts Co., Inc., at Mill City, Nev., is one of a series being prepared by the Bureau of Mines on milling practices, methods, and costs in the United States. The ore, which contains about 1.10 per cent of scheelite (CaW04), is concentrated on tables and by means of a magnetic separator and roasters. A product containing 70.43 tungsten trioxide is shipped. The plant was designed for a capacity of 100 tons per 24 hours, but at present 142 tons of ore are milled per day. The author acknowledges the assistance of William O. Vanderburg, associate mining engineer, U. S. Bureau of Mines, in preparing this paper.

The introduction and use of synthetic materials in various applications may lead to potential hazards from toxic, gaseous, decomposition products if these materials are subjected to conditions abnormal to their intended use, such as high temperatures or burning from accidental causes. This report covers an investigation of such possible hazards from toxic gases produced by the burning or thermal decomposition of some low-density, expanded, synthetic materials, three of which consisted of polyvinylchloride and one of acrylonitrile. In the production of certain expanded plastic materials, Chemical blowing agents frequently are used to produce a cellular structure. One of these blowing or foaming agents contains azo-bis-isobutyronitrile, which is designated in this report as PN. Information indicates that a product of decomposition of this blowing agent, formed in the blowing operation, is tetra-methyl-succino-nitrile, designated as TSN, Which is significantly toxic. Decomposition of the blowing agent, with release of its azo nitrogen, is represented by the following reaction:

In 1910 the Richmond-Eureka Co. suspended all operations except small-scale leasing, but company and other geologists contended that the El Dorado dolomite would also carry ore in its continuation from fault block north and northeast of the productive old working. The company began to explore the fault block in 1923 by diamond drilling from the,900 level of the Locan shaft, but for various reasons the hole was drilled to a depth of only 2 feet and was then abandoned. Eureka Corporation, Ltd., planned an extensive diamond-drilling program, which included four deep diamond-drill holes, one designated ""A"" fig. if it is to be drilled from the surfaced, and three designated ""E"", ""C"" and ""D"" figs land to be drilled from the 900 level of the Locan shaft. Of these only B and C were completed by the company. Hole C was a contribution,of the hole started by the, started by the Richmond Eureka Co. The site for hole D (figs. 1 and 2) was prepared, but the hole was not drilled. Both B and C holes penetrated sulfide ore carrying good percentages of zinc, lead, gold, and silver. The ore bodies were 40 feet thick and were found approximately 1,400 feet below the 900 level of Locan shaft.On the basis of the very favorable results obtained from the drilling program, the Eureka Corporation planned extensive development of the property and in 1942 commenced sinking the Fad shaft (figs. 1 and 2). The shortage of equipment and materials brought on by the war and difficulties with water in the shaft greatly hindered progress. However, early in 1943 the Eureka Cor¬poration, Ltd., of Canada submitted to the War Production Board a proposal for developing the mine and milling 500 tons of zinc-lead ore a day. The proposal involved an expenditure of $2,890,750."

On December 16, the General Services Administration (GSA) suspended weekly sales of surplus silver from the national defense stockpile because Congress approved the Defense Appropriation Act, which contained an amendment to halt silver sales. The amendment, introduced by Senator James A. McClure (R., Idaho), prohibits sales for 6 months while the impact of the sales and alternative methods of disposal are evaluated. The GSA sold 2 million troy ounces since sales started October 14. 46.5 million troy ounces were authorized to be sold during this fiscal year and an additional 58.6 million troy ounces were authorized to be sold over the following two fiscal years. The stockpile held 139.5 million troy ounces of silver when sales began in October. Brush Wellman, Inc., a vertically integrated producer of beryllium products announced plans to modify its Delta, Utah beryllium concentrate processing facility to utilize beryllium concentrates containing as little as 7% beryllium oxide. The company plans to invest $2.5 million for this modification with completion expected in mid-1983. Implementation of this plan to consume lower grade beryllium minerals will significantly increase world reserves of beryllium concentrates.

Seven configurations for panel entries of a longwall coal mine are compared and ranked according to structural stability. These entry configurations are analyzed using three-dimensional finite element modeling The models include large dimensions to minimize boundary effects, elastoplastic constitutive relations, and simulated excavation and construction of support systems. The stability criteria are formulated in a quantitative manner to facilitate the ranking of the entry configurations. These criteria are based on the expected volume of caved rock in the entry openings. The stability ranking is applied to the entry excavation phase, the headgate phase, and the tailate phase of the entry life cycle. Parametric variations are applied using two-dimensional finite element models to determine the sensitivity to changes in mining and design parameters.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is ordinarily termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. The first is an invisible ink exercise, titled "Drill Rig Incident" (DRI) (Photo 2); the second is a 3-D slide reel training aid, "Wearing Hearing Protection Properly" (WHPP) (Photo 3). The applicability of borehole assaying techniques, both conventional and advanced, to orebody evaluation in the mining industry is reviewed and assessed, and the research, development, and demonstration programs necessary to apply the various logging techniques to mining are outlined. At present, the principal method of orebody evaluation in the mining industry is coring. However, coring is costly and time-consuming, and potentially great savings can be realized if all or part of d coring program is replaced by a borehole logging suite specialized to the needs of the particular mining industry. Using a set of 12 minerals, most of which are essential to the U. S. economy, an algorithm is presented for calculating the priority of developing suitable borehole assaying technology to replace all or part of the coring in each mineral industry, The priority is expressed in terms of dollars currently spent for that portion of present orebody evaluation techniques which may eventually be replaceable by in-situ assay techniques. The orebody assay requirements (grades, accuracies, etc.) of the 12 selected mineral industries, as determined from mining industry interviews and published literature, are compiled and represent performance criteria for borehole assaying instruments for the particular industry. Current logging techniques, applied chiefly in the petroleum industry, and advanced assay techniques which are or may be packageable for borehole use are evaluated to determine their performance characteristics. The performance characteristics of the various conventional and advanced techniques are then compared with the performance criteria in each of the 12 mineral industries in order to determine the potential benefit derivable from each technique. Finally, the benefit available from each technique, averaged over the 12 mineral industries, is compared with the cost of development of the technique, to determine the overall priority for investment in research to develop the technique for use in mining. The technology assessment and cost-benefit analysis shows neutron activation analysis in its various forms to have the highest priority for research and development as a borehole logging technique. Other techniques found to be promising include x-ray fluorescence, x-ray diffraction, photoluminescence (optical fluorescence), and infrared spectroscopy. Of the 12 industries considered in the study, those where the need for advanced borehole logging technology is greatest are uranium, copper, gold, and iron.

Electrical arcing injuries are the most common form of electrical injury in mining. MSHA data show that 381 "non-contact electric arc burn" injuries occurred in the mining industry from 1996 - 2005. A more detailed study of data from 1990-2001 showed that five types of apparatus - circuit breakers, conductors, nonpowered hand tools, electrical meters and test leads, and connectors and plugs were involved in two-thirds of the lost workday injuries. Many of the protections from electrical arcing injury available to workers in other industries stem from the application of National Fire Protection Association Standard 70E - Standard for Electrical Safety in the Workplace (NFPA 70E). NFPA 70E is a generally accepted industry guideline document, but excludes underground mining from its scope. Many of its practices and procedures, however, can be applied in the mining workplace to supplement the existing electrical safety requirements of Title 30 Code of Federal Regulations. This paper describes how NFPA 70E can be applied to mining workplaces after an analysis of the mine power system electrical arcing hazards has been completed (and Hazard/Risk Categories determined) using the tables from NFPA 70E or the calculation method as described in IEEE 1584. NFPA 70E can then be used to determine the levels and types of personal protective equipment (PPE) needed to protect miners against burn injuries. Appropriate lockout and tagout (LOTO) procedures for use in the mining industry are also described. Suggestions for better selection of electrically-rated hand tools are included. Recommendations for electrical meter selection and use based on transient withstand capability are also discussed.

The Bureau of Mines (Bureau), in cooperation with the Alaska Division of Geological and Geophysical Surveys (ADGGS), conducted field investigations from 1987 through 1989 in the 5.7 million-acre Valdez Creek Mining District (VCMD) in south-central Alaska. The objective of the VCMD investigation was to evaluate the mineral resources and the mineral development potential of the mining district. The investigation was part of the Bureau's continuing statewide mining district evaluation program. Nineteen new mineral occurrences were identified as a result of this investigation. Reconnaissance placer sampling resulted in the identification of 10 previously unreported occurrences that primarily contain gold, however, some contain subsidiary platinum-group metals and/or tin. Reconnaissance lode sampling resulted in the identification of two gold-silver occurrences, three platinum-group metal occurrences that contain elevated quantities of subsidiary chromium, nickel and/or cobalt, three copper occurrences that contain subsidiary molybdenum or zinc, and one zinc occurrence.

The Smuggler is one of the mines in the Aspen district, located the central part of Pitkin County, Colo. It was first examined in July 1943 by C. R. Wilfloy, former mining engineer of the Bureau of Mines at Salt Lake City, Utah, in, company with the lessees, R. D. Rohlfing of Aspen and J. W. Vanderwilt of Denver. The purpose of this examination was to sample a mineralized breccia zone that appeared continuous along the contact between the Leadville and Weber formations. These preliminary samples showed that the zone contains low but significant amounts of lead and zinc and that the minerals are partly oxidized and thus not easily concentrated. The mine was examined again in May 1946 by the senior author and William Herron, one of the present lessees of the property. This examination reviewed the previous sampling and recommended investigations by the Bureau of Mines. Sampling and drilling investigations were conducted by the Bureau from October 1946 to February 1947 and again from August 1947 to April 1948. Aspen is the center of a famous mining district that produced over $102,000,000 in silver and lead ores from 1880 to 1918, when a dispute closed down the mines (fig. 1). All of the workings below the Cowenhoven tunnel in Smuggler Mountain and the lower Durant tunnel in Aspen Mountain have been flooded since that time. The Cowenhoven portal now is caved, and Smuggler Nos. 1 and 2 tunnels are the only accessible workings in Smuggler Mountain. The only operating mine is the Midnight, situated 4 miles south of town at an altitude of 9,700 feet.

"The various districts in the United States where complex lead-zinc ores occur are too well known to require description, there being hardly a mining State with any large amount of ores of either metal that is free from this problem. This paper briefly presents developments in the volatilization process, as applied to the treatment of such ores, since the data in Bureau of Mines Bulletin 211** were published. In that bulletin, among the many types of ore treated, examples are given of the treatment of lead-zinc ores by the chloride volatilization process for the separation of lead. An outline of the general process, with views of the rotary kiln, ore feeder, firing system (these three features resemble closely those of cement-kiln practice), dust chambers, and a Cottrell precipitator to remove the fume from the gas, are also shown in that bulletin, to which the reader is referred for the results obtained, and for practical details of operation. The small initial cost of a volatilization plant, and its adaptability for use in isolated districts were emphasized.In general, it was found that when an intensely oxidizing atmosphere was maintained in the furnace, a good lead-zinc separation could be made. Therefore, a heavy sulphide ore would have to be preroasted, and enough air would have to be admitted to obtain complete combustion of whatever fuel might be used.The work done by private companies and the bureau since the data for Bulletin 211 were obtained, indicates that the ores most immediately amenable to treatment by volatilization are of two types. The first is an oxidzed lead. silrer ore whose variable lime content makes it impractical to chloridize the ore for acidulated brine leaching, and whose base metal content makes treatment by cyanidattion unfeasible, The second type is the lead-zinc ore mentioned above, and is the one on which data are available for publication at present. This article Chows what ores of this latter type are amenable to treatment by volatilization, by giving briefly some of the more important physical and chemical properties an ore should preferably possess. Several examples are given from both laboratory experimental work, and from practice in the field, showing various phases of the volatilization process."

Limits of flammability of normal propyl nitrate (NPN) vapor were investigated at ambient and elevated temperatures. Minimum spontaneous ignition and decomposition temperatures were determined with laboratory apparatus over the pressure range from 0 to 4,000 p.s.i.g. Flame speeds and the detonation susceptibility of NPN vapor were measured at elevated temperatures. Stable detonation was obtained with liquid NPN at elevated temperatures, and the detonation velocity was determined to be between 4,700 and 5,100 m./sec.
