The United States depends mainly on foreign imports, principally India, for an adequate supply of sheet mica suitable for its many uses in the electrical and electronics industries. Sheet mica has, in fact, played an indispensable role in developing these industries,4/ and, in turn, the products of these industries (radio, radar, electric motors, and many others) have become indispensable to the military forces. Because or these conditions, sheet mica in its better qualities long has been classified as a strategic and critical material, and from this stems the wide-spread interest in substitute materials of which synthetic mica is one potential type. The United States Departments of the Navy and the Army entered into a cooperative agreement with the Bureau of Mines in 1947 to study ways and means of synthe-sizing and growing mica crystals. This is one of a series of reports5/ that describe the results of this program.

Underground miners are exposed to some of the highest levels of diesel particulate matter (DPM) in the United States. Therefore, it is important to monitor the exposure of miners to DPM, but it can be difficult because of the complex composition of DPM and the number of interferences. Currently, elemental carbon (EC) is used as a surrogate because it makes up a significant fraction of the DPM and is not affected by interferences. Standard measurement methods for EC can be time consuming and only record end of shift results. In this research, a laser absorption technique that enables one to measure EC concentration in near real time was shown to be a beneficial tool. The real time data showed that the fresh air being drawn into a stone mine was not properly reaching the working area and needed to be redirected to decrease DPM concentrations. The real time data also provided a more accurate efficiency ofan environmental cab compared to just using the standard method by detecting the opening of the cab's window and door. The EC optical monitor was also worn by researchers in a mine to show how it can give not only the average concentration for the shift but also reveal when and where a miner is exposed to DPM. Revolutionary changes in the organization of work have far outpaced our knowledge about the implications of these changes for the quality of working life and for safety and health on the job. This gap in knowledge is one of the 21 priority areas for research under the National Occupational Research Agenda (NORA)—a framework crafted by the National Institute for Occupational Safety and Health (NIOSH) and its partners to guide research into the next decade. This report was developed under NORA as the first attempt to develop a comprehensive research agenda for investigating and reducing occupational safety and health risks associated with the changing organization of work. Research and development needs identified in the agenda include (1) improved surveillance mechanisms to better track how the organization of work is changing, (2) accelerated research on safety and health implications of the changing organization of work, (3) increased research focus on organizational interventions to protect safety and health, and (4) steps to formalize and nurture organization of work as a distinctive field in occupational safety and health.

The Bureau of Mines estimated reclamation costs for 13 surface coal mines in nine States west of the Missisisppi River. With the exception of the Pacific Coast coal province, at least one mine in each of the western coal provinces was studied. Cost estimates were, made using standard estimating procedures from data obtained from company records, interviews with industry personnel, and onsite observations. Estimated costs are presented in four categories which represent the four phases of mined-land reclamation: (1) Design, engineering, and overhead; (2) bond and permit fees; (3) backfilling and grading; and (4) revegetation. Estimated costs as of the first quarter of 1976 are expressed as averages and ranges in terms of per acre, per ton of coal produced, and per million Btu. Total reclamation costs ranged from $860 to $7,200 per acre, from 6 to 84 cents per ton, and from 4 to 35.3 mills per million Btu. A mine in the Northern Great Plains coal province (Region D) showed the highest per acre cost whereas mines in part of the western region of the Interior coal province (Region A) experienced the greatest per ton and per million Btu cost. The high cost of reclamation in the Western United States is reflected in the backfill in and grading category, particularly in the cost of topsoil removal and subsequent replacement as required by individual State reclamation regulations.

The only economically significant mineral exploited in Banglades - during 1981 was natural gas. Nitrogenous fertilizer production was important to the agricultural sector and was totally dependent on the natural gas for fuel and raw material. Domestic cement plants were also fu pled by natural gas. The flat river-delta terrain for most of Bangladesh makes the potential for discovering major mineral deposits poor. No large deposits of metal ores have been found and only in the small hilly southeastern section of the country is there even much chance of finding any. Heavy mineral sand deposits may eventually be exploited along the Chittagong coastline. There is a good potential for crude oil discoveries. The Bangladesh economy has been heavi¬ly subsidized by billions of dollars of foreign aid since the country's inception. A World Bank report recommended total aid needs of over $2.6 billion in fiscal year (FY) 1980-81. It received commitments for barely over one-half that amount.

As part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests. The Bureau of Mines has reviewed those portions of the "Tariff Schedules of the United States Annotated 1963" that are of interest to the minerals industry. This study shows to what extent rates of duty were altered (increased of decreased), and provides a bridge where possible from the old Schedule A classification system to the new TSUS system of statistical reporting of import data. In general the new tariff has corrected previous classification defects and inconsistencies, but the rates of duties have not been materially changed.

This publication is an economic evaluation of the Bureau of Mines electrolytic process for recovering lead from scrap lead-acid batteries. In this process, scrap batteries are crushed and separated into metal and sludge fractions. The metal fraction is cast as anodes and electro- refined. Lead in the sludge fraction is converted to lead carbonate by reaction with an ammonium carbonate-ammonium bisulfite solution. The lead carbonate is then dissolved in a fluosilicic acid electrolyte from which pure lead metal is electrowon. A cost estimate is presented for a plant capable of processing 10,000 scrap batteries per day. The fixed capital cost for this plant is estimated to he $14 million on a fourth quarter 1984 basis. Operating costs are estimated to be $0.15/lb Pb recovered. Assuming a lead selling price of $0.17/lb, the interest rate of return on investment after taxes is 11 pct. A lead selling price of about $0.21/lb is needed to obtain a 20-pct-interest rate of return.

In Kiowa County, Okla., extensive deposits of clay are closely associated with pre-Cambrian anorthosites and gabbros. Investigation by the Bureau of Mines, including 1,723 feet of auger drilling, has shown the presence of very large quantities of clay containing between 20 and 25 percent alumina. All of the material contains large amounts of impurities, and even the best clays, selected for their relatively low content of iron, titanium, and magnesium, are unsuitable for the production of alumina by the sulfuric-acid process The soda-lime process gave somewhat better results, the product being nearer specification for commercial alumina. The clays are not amenable to beneficiation by simple sedimentation processes, and the alumina content could not easily be increased to produce material suitable for any alumina process.

This report describes laboratory studies by the U.S. Bureau of Mines to determine the suitability of a static oxygen (OJ adsorption test for evaluating the self-heating tendencies of coals. Reliable minimum self-heating temperature (SHT) values from adiabatic oven tests were used as standards for comparison and evaluation. A suite of six coals was tested in the adiabatic oven and in sealed flasks. In the latter tests, both undried and dried samples, in a range of four particle sizes, were examined. Miniature pressure trans-ducers monitored pressures in the flasks, and gas samples taken at the end of the tests quantified all the gases present. An excellent correlation was found between the minimum SHT's and amounts of O2 adsorbed over a 7-day period for dried coals, independent of particle size. In addition, a good correlation was obtained between the minimum SHT's and pressure changes in the flasks at the end of the test for the same coals, also independent of particle size. Based on these results, the sealed flask test can be reliably used to determine the self-heating tendency of a bituminous coal sample.

Education and training research is a major component of the Bureau of Mines human factors research program. The goal of human factors research is to enhance human performance for the purpose of improving both safety and the profitability of the minerals industries. This is achieved through the design of mining equipment, work tasks, management procedures, and development of human resources. This proceedings volume presents several new developments that are helping to improve the quality and efficiency of health, safety, and occupational skills training in the mining community. Several papers address the issue of how to teach and assess miner abilities to deal with underground mine emergencies. Other papers examine practical procedures for defining and cost justifying the integration of structured training and other performance improvement strategies to enhance the proficiency of the work system.

The National Institute for Occupational Safety and Health (NIOSH) mining research program at the Pittsburgh Research Laboratory (PRL), includes the areas of coal mine dust control and monitoring, and explosion prevention. One very important project at PRL is development of a continuous recording person-wearable respirable dust monitor. This Personal Dust Monitor (PDM) is a respirable dust sampler and gravimetric -equivalent analysis instrument that is part of a belt-worn mine cap lamp battery unit. Prototypes were successfully tested in the laboratory and in four underground coal mines. The PDM testing demonstrated that it was convenient to wear and use, robust, and provided accurate and timely data. NOSH is also conducting research in the program area of coal mine explosion prevention, suppression, and mitigation. Aspects of this research program include: full scale explosion research, laboratory scale research, frictional ignition of methane, mine ventilation seal construction, prediction of coal mine methane emissions, mine monitoring systems, flame cutting and welding operations, spontaneous combustion, and emergency preparedness.

The first International Conference on Ground Control in Mining opened with the topic of pillar design. Two classic papers were presented, one by Bieniwski and the other by Wilson. Unfortunately, the two methods were so radically different from each other that it was nearly impossible to reconcile them. Adding to the confusion were the many other pillar strength formulas (such as the Salamon-Munro, the Holland-Gaddy, and the Obert-Duvall, just to name a few) that were also available. Little wonder that discussions of pillar design in those days often ended with anguished cries of “but which formula is the right one?” The past 25 years have seen substantial progress in the science of coal pillar design. Indeed, one testament to the improvement is the relative scarcity of papers on the topic at recent Conferences. Two factors have been largely responsible for the progress that has been made. The first has been the collection of large data bases of actual case histories of pillar performance in a variety of settings, from shallow room-and-pillar mines through deep cover longwalls. These have made possible the development of empirical design procedures that are closely linked to real world experience. The second important factor is the development of sophisticated computer models that can accurately simulate pillar behavior and roof/pillar/floor interactions. Together, these two lines of research have led to a new understanding of pillar mechanics that identifies three modes of pillar failure: • Sudden, massive collapse, accompanied by airblast, for slender pillars (width/height<4) • Squeezing, or slow, non-violent failure, for most room and pillar applications (4<w/h<10) • Entry failure or bumps for deep cover and longwall applications (w/h>10) It is particularly satisfying that the insights gained from numerical models broadly support those obtained from the empirical studies. While far less controversial than in the past, pillar design problems continue to arise. One recent example is pillar design for highwall mining. NIOSH has just released a software package, called ARMPS-HWM, which employs a number of modern pillar design concepts. THE BUREAU OF MINES began an investigation of tungsten resources of Montana in September 1953. This report presents information obtained from July 1955 to September 1957 on tungsten deposits in and near the Mount Torrey batholith. The batholith comprises part of the Pioneer Mountains of Beaverhead County in the southwest corner of Montana. Included in the report are assays and preliminary-examination data on 22 properties. Tungsten minerals are known to occur in 19 of the properties. The major producer is the Brown&apos;s Lake mine which has produced more than 625,000 tons of ore. Nearly all of the deposits are in the Lost Creek, Utopia, and Bald Mountain mining districts along the east and south margins of the Pioneer Mountains. The districts are less than 27 miles from Dillon, Mont.

Calumet Division, Calumet & Hecla, Inc., whose operations are in Houghton and Keweenaw Counties, Mich., is a highly integrated and complex organization. This division operates mines, a railroad, a concentrating mill, a reverberatory smelter, and the auxiliary generating plants and shops to service these operations. In addition, it operates a sands reclamation plant, leaching plants, a foundry, and a machine shop that serves varied industries with castings and parts for many applications. Calumet & Hecla, Inc. has produced over 60 percent of all the copper that has been produced in Michigan since discovery of the ore in 1864, and in 1959 the company ranked eight among the country&apos;s producers with a production of 17,407 tons. To keep abreast of modern accounting systems developed elsewhere in industry and to combat increasing costs due to higher labor and supply costs, as well as increased costs due to deeper mines and lower grade ore, the company has developed a modern machine cost accounting system. This not only provides the usual bookkeeping and cost accounting facilities but offers accurate cost data for engineering evaluation of the mining operation. This system is credited with being instrumental in permitting continued operation of these high-cost mines in a period of increasing costs with no corresponding increase in the price of metal.

Water recycle is an important part of the coal preparation process. This study was directed toward: (1) a survey of current practice and an evaluation of both the solid and liquid components of blackwater, (2) an experimental study of blackwater flocculation, and (3) a fundamental analysis of the flocculation process. The solids contained in the blackwater discharge to the fine refuse thickener of a coal preparation plant were found to contain, on average, 56% coal and 44% mineral matter. The mineral matter was largely illitic clay, while the water phase contained relatively large amounts of S04 and Ca++. Detailed studies were made of both natural and synthetic flocculants and the influence of polymer type and pH on the settling rate, turbidity of the supernatent liquid and sludge volume of the settled solids. More tundamental studies were made that clearly indicate the need for controlled mixing of polymer into the suspension to be flocculated, and the need to evaluate, more closely, the structure of the flocs formed during the process. This paper is the fourth of a series of preliminary papers on smelting in the lead blast furnace.4 The objects of this investigation are to determine the conditions obtaining within the blast furnace by direct experimentation and to correlate these conditions with operating factors, furnace behavior, and metallurgical losses. Although alternating-current (a.-c.) power systems and equipment have been used in coal mining for many years, most mines in the United States are powered mainly by direct current (d.-c.). There are several logical reasons for this, but the use of d.-c, equipment is, in most instances, a direct outgrowth of the original practice of using such power for haulage systems. For traction equipment such as the electric trolley locomotive the d.-c. motor has ideal operating characteristics, and thus it has been widely used for haulage locomotive service. The first efforts at electrification of coal mines started with the haulage system and from there branched out to include the many types of electrically powered mining machinery used in the industry today.

This report, sponsored by the U.S. Bureau of mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mire operators&apos; needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be Immediately transferrable to the mining industry; these techniques are described in a user&apos;s handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining Industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result In reductions in both the frequency and the consequences of mine accidents.

This report documents, from concept through field testing, the pan scraper Wheel Slip Monitor. The function of this device is to instantly warn the scraper operator of wheel slip and thus enable him to take immediate corrective action. Knowledgeable pan scraper people recognize that the preponderance of scraper tire damage and wear occurs during useless wheel slip when the scraper operator attempts to increase machine draft beyond what traction will allow. The resultant shortened tire life has become very expensive. The Wheel Slip Monitor reported here provides the means for relieving the scraper operator of attempting to judge wheel slip on tires he cannot see. Direct and intuitively understandable audible and flashing light warnings tell the scraper operator which wheel is slipping and also indicate the relative magnitude of the slip. Beside the Wheel Slip Monitor&apos;s patent utility as a real time operator aid, it has unique potential for application to extended term wheel slip history acquisition under field conditions. This information has never been easily available and it promises practical value in pan scraper management.
