The National Geophysical Data Center (NGDC), Marine Geology and Geophysics Division and co-located World Data Center-A for MGG archives and distributes global marine sediment data from U.S. and international sources. NGDC is part of the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service. NGDC offers a variety of digital marine sediment data sets including sediment descriptions, textural analyses, geochemistry, paleontology, paleomagnetism, and well logs. Some data sets are compiled by outside sources and sent to NGDC for distribution; many are received under exchange agreements and through the World Data Center system. Other data sets are compiled at NGDC, frequently in cooperation with other government agencies or academic institutions. One of the best examples of the latter is the Index to Marine Geological Samples, or "Core Curators' Database".

Column flotation is a promising technique for processing as-mined, cobalt-rich, ferromanganese crust to separate the valuable crust component from barren substrate-rock, either aboard ship or within the water column. Column flotation testing was carried out in a seawater medium using samples obtained from the U.S. Exclusive Economic Zone (EEZ) in the mid-Pacific Ocean near Johnston Atoll. The collector reagent was a mixture of diesel fuel, fatty acid, and sulfonate previously developed at the U.S. Bureau of Mines for crust flotation using conventional flotation cells. Results are dependent upon particle size and reagent dosage, especially *as these factors affect froth volume and stability. Column flotation results are compared with previous studies in conventional cells. An overview of how column flotation might be applied in an offshore mining and processing system is given.

Papua New Guinea has permitted its first underwater mine. Nautilus Minerals (PNG) Limited is the company permitted to operate the Solwara 1 project. The project is located 30km off the nearest island of New Ireland in the Bismarck Sea. The successful permitting of the activity was due to the existence of a broad legislative framework and the collaborative efforts of stakeholders. Challenges faced included the lack of specific guidelines or policies for underwater mining; lack of existing technology and/or mining method; lack of benefit sharing mechanism for such a project and management of the perceptions of local communities that fear environmental degradation by the mining project. This presentation shares the experience of Papua New Guinea?s first under water mine. A background of the country, the project and the legislative framework are presented. Followed by the challenges and approach taken to permit the project.

A stepwise implementation of seven criteria for screening the physical, chemical and environmental suitability of submarine tailing disposal (STD) at coastal mines is presented. It is expected that similar criteria would be relevant to future deepwater mining. A reconnaissance level study of four preliminary criteria: mine location; coastal bathymetry; feasible outfall locations; and potential for chemical contamination can support or eliminate the prospects for STD. If supportive, detailed, and far more time-consuming hence costly surveys of: environmental background information including oceanography and waste discharge characteristics; projected impacts on other resource uses plus regulatory and community concerns will be essential for environmental protection and to secure the necessary approvals. This review of STD systems on which the proposed screening criteria were based was undertaken by a Cooperative Agreement of the U.S. Bureau of Mines, Alaska Field Operations Center with the University of British Columbia.

Recent advances in coring technology and in the development of shipboard and/or in situ geochemical geochemical analysis systems have greatly improved our ability to collect and analyze exploration samples, particularly for marine placer exploration programs. The potential benefit of these improvements cannot be fully realized, however, until we also develop more efficient methods of data reduction and interpretation. Specifically, there is a need to provide prospectors with rapid and useful interpretations of the raw geochemical data so that they can exploit promising results and otherwise optimize the exploration program while the exploration vessel is still at sea. The goal of this project has been to identify and/or develop computer software which is capable of making the necessary data reduction calculations and which can be run on conventional desk-top computers. All work on this project has been supported through a research grant from MMTC-CSD to The University of Michigan. The first stage of this effort involved an evaluation of commercially available (i.e., "off the shelf") software to determine its suitability for use in marine placer exploration applications. Various commercial software packages, each purportedly capable of making different types of statistical and/or mathematical calculations, were tested by evaluating their performance in handling geochemical data sets representative of actual marine placer locations. These data sets include the positions and results of chemical analyses of suites of sediment samples collected from areas of known or suspected marine placers along the Bering Sea coast of Alaska. An unusual combination of ten new, deep (-100 m) coreholes and an extensive high-resolution seismic reflection network enables us to produce a detailed study of the phosphorite resources in the Tertiary strata of the Georgia continental shelf. These strata are mixtures of a terrigenous facies, notably quartz and clay along with minor amounts of other aluminosilicate minerals, and of a marine facies, notably phosphorite and carbonate. Phosphatic sediments occur throughout the cores, however the richest phosphorite beds are in the middle Miocene (Serravallian) sediment, where they constitute up to 70 percent of the sediment mass. Major zones of phosphate enrichment occur chiefly at major unconformity boundaries (tops of Oligocene, lower and middle Miocene, upper Miocene, and lower and upper Pliocene) and at prominent intrastratal reflectors representing minor unconformities within units. Phosphorite co-occurs with the clay minerals, especially palygorskite, but correlates inversely with carbonate and detrital quartz, indicating a low-energy depositional environment. The clay minerals present in these strata, which have an environmental consequence on recovery of the phosphorite, are varying concentrations of smectite, kaolinite, mica, palygorskite, and sepiolite. Phosphatic resources have been determined within only the Miocene strata. Sediment volume for this unit to the 100 m isobath on the continental shelf has been established using the high-resolution seismic reflection network that has been calibrated using the deep coreholes. Phosphorite grains larger than 0.1 mm average about 40% of the sediment. In turn, most of the remainder of the sediment in this size range is quartz, which is separable from phosphate grains using conventional flotation techniques. Our estimate is that 300 Gt of phosphorite lie within the Miocene strata of the Georgia continental shelf.

The needs of the on-going basic maintenance operations and proposed enhancement and hurricane protection projects in the City of Virginia Beach exceed the capability land-slide sources of sand. Through the past several years our studies have concentrated on locating and defining suitable quantities of sand appropriate for use on the area's beaches and assessing some of the consequences of dredging in shallow offshore areas. By providing information concerning the geological setting of sand resources, the local wave climate, and benthic infauna, the overall research project has strengthened the knowledge and understanding of several facets of Virginia's inner continental shelf. We have identified three distinct settings for deposits of beach-quality sand, two of which (filled channels and surficial shoals) are distinguishable in relatively unprocessed sub-bottom profiles and cores. The third, a sand facies within a larger stratum, is discernable only with a suite of cores. Sandbridge Shoal, about 5 km offshore of the resort and residential community of Sandbridge appears to contain a substantial quantity of sand that could be exploited with comparatively few problems. It already is designated as the source of material for use in a shoreline protection protect for a federal facility. Fluvial(?) fill of a late Pleistocene channel lust offshore of the main, commercial, resort area may offer a proximal alternative to existing and proposed resources. Ongoing work to describe the local wave climate and the possible impacts of anthropogenic alterations of the bottom topography on wave transformation and studies of the biological community as it might be affected by dredging will help fill-out our series of studies. Prior to utilization of the resource additional work is needed to provide better definition of the limits and magnitude of the sand bodies. Finally decisions concerning the use of specific resources will have to include physical, biological, economic, technical, and social considerations.

Since industry is progressing into the deep sea, marine scientists have expressed their concern about environmental disturbances which will be introduced by using the deep seafloor for mining metalliferous resources or as a repository for wastes. Environmental studies have been conducted on national levels and in bilateral or multilateral cooperation in the development of manganese nodule mining, as this is generally achieved in marine research. These investigations were partly large-scale and experimental approaches aiming at the assessment of the impacts expected to occur in commercial mining. The results elaborated till today and expected to be acquired in the foreseeable future may remain limited. Reliable impact evaluation will result from monitoring a Pilot Mining Operation (PMO). The lecture will present the broad outlines of a possible program and a preliminary calculation of approximate costs for such a combined industrial test and environmental monitoring event. Although the extent of necessary efforts for the environmental risks evaluation can only be estimated rather vaguely, it will become evident that the required human, technical, logistical, and financial resources to be mobilized will exceed industrial capacities and go beyond national funds. Therefore, such assessment of environmental risks is calling for broad international cooperation. While industrial developments for mining the deep sea will be ruled by competition or probably by restricted joint ventures, environmental care ranges outside competition and falls within the interest of all parties involved. Environmental studies, unlike technologies for the same function, do not primarily need duplication. International cooperation in PMO monitoring would equally well support all mining companies or consortia, it would minimize the efforts for all engaged in this challenging venture of deep-sea mining and it would maximize the precautionary discussion on and the care for the deep-sea environment.

"A deposit of phosphate nodules is on the Chatham Rise approximately 450 kilometres to the east of Christchurch in the South Island of New Zealand. The deposit contains sufficient rock phosphate to supply New Zealand’s phosphate fertilizer needs for at least 20 years. It was first investigated commercially 50 years ago by Global Marine, followed by JBL Minerals in the early 1970’s. NZ and German government research and industry groups then took it up again, with major field programs in 1978 and in the early 1980s.Due to difficult global and local economic conditions the project ground to a halt in 2004.The project was resurrected in 2007 when Chatham Rock Phosphate applied for a prospecting licence. This was granted in 2010 and a successful subsequent mining permit approval followed in 2013. The initial application for the separately required environmental permit was declined in February 2015.A lot has changed then and the significance of this will be the subject of the presentation. Chatham Rock Phosphate is confident that an environmental permit will be successfully granted next time."

The U.S. Geological Survey (USGS) recently completed phase 1 of a mapping effort that makes the United States the first nation to systematically acquire image maps of its underwater lands. In 1984, the USGS, as part of its mission to map and characterize the resources of the Federal lands, began a mapping effort in the newly proclaimed Exclusive Economic Zone (EEZ). The goal was to provide sonar image maps of this frontier area within 10 years. The mapping program is on schedule, with two-thirds of the EEZ sea floor, approximately 2 million square nautical miles, happed in 7 years. The deep water EEZ (depth greater than 200 m) around the 50 states is now complete except for the North Slope of Alaska, where ice precludes our surveying with a surface ship. Phase 2 of the EEZ mapping effort will begin in 1994, focusing on the American Flag islands of the western Pacific. Approximately 1 million square nautical miles of sea floor remain to be mapped around the islands.

Gas Hydrates (Methane Hydrates) are solid, ice ? like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water can combine at appropriate conditions of temperature and pressure and are found in the ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the sea. The stability of gas hydrates depends on the critical high pressure ? low temperature combination (0-17 bars, 0-25ºC), which in turn dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion or slumping of sediments, formation or melting of ice cover, rise and fall of sea level and sudden temperature changes induced by tectonic activities, current flows or volcanisms, the gas hydrates tend to be very unstable. It is becoming increasingly evident that naturally occurring gas hydrates are significant component of the shallow geosphere and are of societal concern in at least three major ways: as an energy resource, a geologic hazard and a major contributor for climatic changes.

Results of the R/V Sonne Cruise (Edison) to the Tabar-Feni Arc from March 11 to April 5, 1994, a joint German-Canadian research cruise aboard the vessel R/V Sonne, undertook detailed mapping of the Tabar-Feni island chain, Papua New Guinea. The Tabar-Feni chain is host to several large porphyry stocks and epithermal gold deposits, including the giant Ladolam gold deposit on the island of Lihir (minimum 19 million oz. Au). The principal objective of the cruise was to map the seafloor in the vicinity of recently active alkaline volcanic islands in the Tabar-Feni chain and to characterize the tectonic setting of large high-level porphyry and epithermal gold deposits in the region. Additional work was carried out on shallow-water hot springs associated with mineralized geothermal systems on the volcanic islands. Complete sets of 1:50,000 scale (20-m contour) maps of the seafloor were produced for each of the four island groups (Feni, Tanga, Lihir, Tabar). The Lihir group was the most active and the most interesting. At least 4 (and probably 6 or 7), previously unknown volcanic cones were discovered within about 10 miles south of Lihir. The volcanoes are clearly very young and appear to have erupted along extensional faults produced by regional plate rotation. This recent volcanic activity appears to reflect recent forearc extension and represents the southward propagation of volcanic activity towards New Ireland. One volcanic cone at 1,490 m water depth is hydrothermally active, with very large areas of diffuse venting (100-200 m across), densely populated by beds of giant clams (probably calyptogena). Other vent-specific fauna are also present, including crabs, snails, sulfide worms, scale worms, limpettes, etc. The clam beds sit on a crust of hydrothermally baked and indurated, sulfidic, hyaloclastite-rich muds. The mineralization consists mainly of fine-grained disseminated pyrite and amorphous Fe-sulfides. A second, much larger cone at a depth of 1,070 m is capped by massive vesicular lavas which are intensely fractured and mineralized. "Germany, like several other countries, has entered a contract with the International Seabed Authority (ISA) to explore the prospects of commercial manganese nodule mining in the Clarion-Clipperton Zone (CCZ). Ensuring a maximally sustainable deep-sea mining operation requires a thorough understanding of the environmental impacts associated with every step of the mining process from the extraction of the nodules at the seafloor to the refinery on land. Against this background, the project presented here applies a combination of scenario-building and life cycle assessment (LCA) to assess and evaluate the sustainability performance of the individual process steps as well as the entire mining operation.Life cycle assessment (LCA) is a comprehensive methodological framework that allows the identification and quantification of impacts occurring during a products life-cycle, as well as the analysis and evaluation of their contribution to pre-defined impact categories, such as climate change, acidification and toxicity (Rebitzer et al., 2004). Until now, LCAs with a focus on raw material extraction have almost exclusively been applied to terrestrial processes. Noteworthy exceptions are offshore drilling, offshore wind farms and ocean fishing. Hence, the first part of the project is to investigate in how far LCA can be applied to deep-sea settings and if and in what way it could be adapted to be used in a deep-sea mining context."

A shipboard research system capable of operating in waters of up to 2,000 meters has been designed and implemented by the Hawai'i Undersea Research Laboratory (HURL) of the University of Hawai'i. It uses a remotely-operated ocean bottom survey camera system, an ROV, the Pisces V submersible, and a submersible emergency recovery system, all aboard the 222- foot R/V Ka'imikai-o-Kanaloa. All systems are operated from the stern of Ka'imikai with a mounted Caley telearm and articulated A-frame system. The system was designed for multipurpose use of the ship for launch and recovery of the Pisces V submersible on a lift recovery line (with or without diver assistance), or night-time operations with an electro-optical cable using either the HURL ocean floor sidescan or photo and video system operated at 10 meters above the ocean floor. The 1.14-inch diameter cable is also used to operate an ROV system. The garage/ROV system can also act as a submersible rescue system with a submersible lift capability. The ship is equipped with a SeaBeam and shallow penetration sediment profiling systems. This integrated system approach to deep ocean floor research will make it possible for HURL to carry out research pro- grams on seamount ocean resources and ocean chemistry and climate in Hawai'i and the equatorial Pacific.

The 1991 PACMANUS Expedition (Papua New Guinea-Australia-Canada in the Manus Basin) discovered a very large (approximately 800 x 350 m) actively-forming seafloor polymetallic sulfide 4 deposit in felsic volcanic rocks of the southeastern part of Manus Basin, a 60 km wide extensional zone of basalt, andesite and dacite volcanism in the New Britain back arc. The apparent neo-volcanic zone is a 30-km long, high standing, Y-shaped edifice, which we have named Pual Ridge ("Pual" means "fork" in a local PNG dialect). The PACMANUS deposit was found by deep-tow video on Pual Ridge along the flank and adjacent valley of a dacite lava dome. Videos show large spires, chimneys and mounds with abundant fauna. Only two small samples from an active chimney were recovered. Their mineralogy is a high temperature assemblage of chalcopyrite, bornite, tennantite, sphalerite or wurtzite and anhydrite. The bornite and tennantite and silver rich. Gold values for the two samples are 2 and 10 ppm. A pronounced methane and particulate plume was traced in the water column for 14 km to the northeast of the PACMANUS deposit. Other deposits of unknown size are nearby. The deposits of Pual Ridge and their surrounding volcanic rocks have close similarities to ancient massive sulfides of Archean to Phanerozoic age in Canada and Australia.

Manganese nodules lay in vast areas of the deep sea floor. Ideal harvesting conditions for a manganese nodule field are dense nodule abundances of nodules between 20 and 60 mm diameter and a metal content as high as possible. With regard to the development of collector technology, the properties of the deep sea soil, in which the nodules are embedded and to which the nodules stick, are of major interest. The forces for loosening the nodules have to be provided by the collector. For this purpose water jets and/or mechanical devices can be employed. For the choice of the best collecting procedure, various criteria, such as collecting rate, energy consumption and the environmental impact on the eco system of the deep sea floor, have to be considered and weighted as to their importance. Nowadays, the concept of a mining system with a flexible transport hose and a self propelled collecting machine is increasingly accepted among the expert community. With regard to the trafficability of the deep sea soil with a self propelled mining machine, the mechanic properties of the soil and the morphology of the deep sea floor are of special importance. The manganese nodule fields, which are interesting with regard to their recoverability, are mostly in the areas of tectonic fracture zones, at which the morphology of the sea floor is formed by vulcanic activities. In these areas, deep sea mountains, pits and other obstacles exist that have to be driven around if not trafficable.

The ocean is increasingly seen as the answer for a myriad of challenges facing humankind. In effect, in addition to being vital for transportation and communication, the oceans contain living and non-living resources that are essential to meet the demand for food, and to the development of pharmaceutical products, energy resources, and high-technology products. This entails that the oceans are under pressure by different activities: navigation, fishing, oil and gas exploration and production, renewable energy development, laying of cables and pipelines, marine scientific research, bioprospecting, and deep-sea mining for minerals and metals. The growing demand for essential minerals and metals such as cobalt, nickel, zinc, copper, and manganese, seen in tandem with technological advances in deep-sea mining, makes the latter an increasingly attractive activity, both in areas within and beyond national jurisdiction. At the same time, the further development of deep-sea mining adds to the problem of the competing uses of maritime space and accentuates the need to balance and articulate the interests of the different users of the seas (States, sponsored deep-sea mining investors, oil and gas investors, fishermen, shippers, etc.). Furthermore, as deep-sea mining activities increase and move on to an exploitation phase so does the possibility of new disputes (for instance during deep-sea mining exploitation a communication’s cable is severed, a vessel conducting deep-sea bottom fisheries damages deep-sea mining equipment, etc.).
