The Marine Mining Technology Center (MMTC) was authorized by an act of the United States Congress in 1996. The act established several marine minerals research centers in the U.S., including one at the University of Alaska Fairbanks. The Alaska MMTC is funded through the Minerals Management Service of the Department of the Interior and concentrates its research in the Artic seas region. Recent research projects at the MMTC include, among others, a geographic information system (GIS) application to the gold placer deposits offshore Nome, Alaska, a marine gold placer reserve definition model using a neural network, and development of an expert system model for submarine tailings disposal (STD) planning and decision-making. Although geostatistics remains the most prevalent method used today for ore grade estimation, researchers have made numerous improvements over the years for accurately predicting grades of ore using various other estimation techniques. As a result, the neural network has recently emerged as an alternative to geostatistics for grade estimation purposes. A neural network is a non-linear, model-free estimator that is well-suited for noisy and/or sparse data environments. Neural networks perform best with non-linear spatial data, contrary to the stationary assumption of ordinary Kriging techniques. In the marine placer ore reserve definition model, the neural network technique was used to estimate placer gold reserves offshore Nome. This study demonstrated the utility of neural network modeling over other traditional ore reserve estimation methods, especially for high cut-off grades. Some of the relevant issues of neural network modeling were also addressed in the study. In testing, the neural network produced results that were close to those from geostatistical techniques including Kriging, polygon, and inverse distance methods.

Since 1983, Korea Ocean Research and Development Institute (KORDI) have performed surveys on deep-sea mineral deposits in various areas with respects to their occurrences in Pacific ocean including manganese nodules in the C-C area of Northeast Pacific, Co-rich manganese crusts in various seamounts of West Pacific and hydrothermal sulfide deposits in back arc basins of Southwest Pacific. Among the results of these activities of KORDI, remarkable things were the registration as a pioneer investor in 1994 through the Government of Korea and the accomplishment of relinquishment on the allocated area in 2002 according to the relevant regulations. KORDI is faced to handle detailed surveys to select the optimum mining sites in the allocated area of 75,000 km2 and environmental studies to meet the requirements of the regulations or recommendations of the ISA. In respects of future exploration strategies, it is considered that methods and tools of previous exploration activities should be changed to the highly advanced technology. Establishment of an advanced exploration system and actual practice in appropriate areas become one of important tasks of KORDI in exploring deep-sea minerals, particularly manganese nodules. A technical strategy for future detailed surveys in the allocated area is realization of simultaneous and precise data acquisition on bottom information, such as variations of microtopography, nodule distribution, and transparent layer thickness of sediments in relatively small area (10 km x 10 km) representing certain specific regions, by high resolution survey technology. It would be not only a challenge for new exploration system in deep-sea environment, but also a mission for deep seabed mining venture.

The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State's continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State's continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas. Various kinds of sediment-hosted polymetallic sulfide deposit are known on land in ancient marine sequences, many tending to be larger and more valuable than massive sulfide deposits genetically associated with volcanic host rocks. Often such deposits are attributed to subhalative or shallow sub-seafloor precipitation processes, and structural control by faulting is commonly evident. Apart from the famous but anomalous Red Sea metallic oozes and several NE Pacific sites (Middle Valley, Escanaba Trough, Guaymas Basin), however, modern analogs of the sediment-hosted polymetallic sulfide category are lacking. Some deposits hosted by volcaniclastic rocks, such as JADE (Okinawa Trough) and Suzette (Eastern Manus Basin) are strictly sediment-hosted, but their formation is associated with the igneous activity and they are better considered a variant of the more abundant volcanic-associated polymetallic sulfide deposits.

Numerous hydrothermal vents occur along the Earth?s oceanic spreading axes documenting the reaction of seawater with hot magmatic rocks. The circulation of seawater through the oceanic crust, the interaction with hot rocks in the crust, and the subsequent discharge of hot metal- and gas-rich fluids into the ocean have significant implications for the cycling of material and energy on Earth. Until recently, hydrothermal activity was unknown from the Mid-Atlantic Ridge (MAR) south of the Equator where the MAR is offset by about 1000 km at the St. Paul?s and Romanche fracture zones. During a British cruise in February/March 2005, the first active hydrothermal vent field was discovered on the southern MAR at 5°S. During our follow-up cruise M64/1 in April 2005, the first samples from this vent field were recovered with the ROV QUEST (Univ. Bremen) and analyzed onboard. The high-temperature vent field is situated in a water depth of 2990 m along a line of collapse pits within a large basaltic sheet flow. A diffuse, low-temperature field occurs in a jumbled sheet flow few hundred meters to the east with warm water streaming out of cavities between lava blocks. Here we show for the first time that boiling fluids of ~400°C are emanating from sulfide-bearing vents at a depth of about 3000 m at a slow-spreading Mid-Atlantic Ridge segment. Although this segment is composed of thick basaltic crust, these fluids are dominated by hydrogen relative to methane. Whereas the active chimneys consist of pyrrhotite, chalcopyrite, and isocubanite, the mineral association hematite-magnetite-pyrite occurs in the inactive chimneys suggesting that the fluids became more reducing in present times. The high hydrogen contents and the high temperature of the fluids as well as the change to more reducing conditions are most likely related to a young volcanic eruption event some 300 m east of the hydrothermal field. The presence of hematite and magnetite may indicate that the upflow zone or even the reaction zone at 5°S used to be more oxidized then at other MOR sites, where the hydrothermal fluids are commonly buffered by the pyrite-pyrrhotite-magnetite (PPM) buffer. Consequently, high iron contents and high hydrogen/methane ratios occur in high temperature fluids from basaltic host rocks rather than being restricted to ultramafic host rocks. Faunal communities at the South Atlantic vents largely resemble those from the North Atlantic vents implying that the large Equatorial fracture zones do not inhibit or obstruct faunal exchange along the Mid-Atlantic Ridge.

India is dependent for 60% of its annual requirement of copper and the entire quantity of nickel and cobalt on imports from outside the country. Land-based resources are either too meager or of too low a concentration for economic exploitation. This has prompted the country to look to deep seabed re- sources for meeting its rising demand for these metals. The Ocean Policy of the Government of India announced in 1982 talks about the need to map and assess the availability of minerals in the deep sea and to develop necessary technologies for exploration and exploitation of seabed minerals. To be self-reliant such technologies would have to be largely developed, tested and operated indigenously. The adoption of the Law of the Sea Convention in 1982 gave a fillip to India's desire to get into the field of deep seabed mining. India applied for recognition as a Pioneer Investor in Ocean Mining in 1983 and received allotment of a mine site of 150,000 km2 in the Central Indian Ocean in August 1987. Simultaneously, the Government has taken up a programme of development of technologies for exploration of the mine site for resource assessment, environmental monitoring also to meet the commitments like relinquishment of 50% of the area to the Preparatory Commission. Technologies for exploitation of these seabed resource like the mining system, transportation and extractive metallurgy have also been taken up for development in various research institutes largely in the government sector. While India's objective in the long term is to meet the shortage of copper, nickel, cobalt and manganese by the turn of the century, in the short term, the programme aims at application of the seabed mining technologies to meet the immediate needs of the country such as: a. Exploration for oil and natural gas. b. Exploration and exploitation of placer minerals and other deposits at shallow depth in India's EEZ.

The City of Honolulu mines sand from nearshore deposits for beach maintenance. The suction dredging operation creates a discharge plume which is carried by currents and other motions until it settles out of the water column. The dispersion of such a plume is influenced by distribution of particle size, as well as site dynamics. Interest in dispersion characteristics stem$ from concern about possible deleterious influences of such a plume on the nearshore environment. The behavior of such plumes has been modeled by Brandsma and Divoky (1976), as well as others. This study is an attempt to calibrate a plume model (modified from Brandsma and Divoky's model by Wang), using concentration, turbidity, and fluid velocity measurements of a small plume taken under field conditions. This calibrated model could then be used to predict dispersion characteristics of a much larger plume. Sand suction-dredged at a depth of 12m with a four-inch pipe and discharged at midwater was used to create a test plume closely simulating the conditions found during regular mining operations. Water samples containing suspended material were taken at varying distances from the discharge, from which concentrations were measured in the lab. Transmitted natural light measurements were used to provide estimates of turbidity. Current velocities were measured using current meters, as well as drogue-following methods. These data were then used to help estimate the vertical diffusion coefficient in the model.

Hydrothermal circulation that produces sulfide deposits in the marine environment can also produce sulfide deposits in lakes. The major differences in terms of process are (1) in lakes the hydrothermal fluid is meteoric water of low salinity whereas in the marine setting it is saline and (2) the rocks that are leached of metals to produce the deposits are continental crust in one case and oceanic crust in the other. We have examined sulfides that are presently forming in two lakes ? Lake Tanganyika in east Africa and Lake Oyunuma in Hokkaido, Japan. Tanganyika is the second largest lake in the world and the second deepest rift lake, after Lake Baikal in southeastern Siberia. Two hydrothermal fields are known in its northern basin at Pemba and Cape Banza (Tiercelin et al., 1993). At Pemba, CO2 and CH4-rich, low temperature (53-88°C) hydrothermal fluids are forming decimeter-tall chimneys at 2-46 m water depth. Our microscopic and x-ray diffraction study of samples from the Pemba site reveal marcasite and pyrite to be the most common sulfides. Minor minerals include barite, hematite, bornite and chalcopyrite. Quartz and feldspar are also identified and were probably incorporated from the surrounding lake sediments. At Cape Banza, aragonite chimneys, up to 70 cm high, are venting fluids at 66-103°C.

After verification of methodology and testing of prototype systems during 2005/06, Nautilus Minerals expanded their Papua New Guinea (PNG) operations to a full commercial exploration program in 2007. Included was the deployment of sensors and survey systems to locate, characterize and verify massive sulfide deposits with potential as mine sites within the tenements held by Nautilus in PNG. This presentation discusses some of the gear developed and operated during the 2007 PNG investigation.

Data and information for this study were collected in June-July 2009 onboard the RV Yuzhmorgeologiya in the area covers about 7000 km2 in the eastern part of the CCFZ between 10º05? - 10º55?N and 119º25? ? 121º08?W. In accordance with the IOM research program the cruise was intend to acquire both geological and environmental data and information necessary for delineation of nodule deposits and also data for identification of the baseline of benthic ecosystem. Having implementation of its 15-year plan of work for exploration under the contract with ISA, current activities of IOM were focused on nodule fields within prime areas that could be mined in the future. Bottom photographs obtained by towed deep-sea vehicle NEPTUN along 6 profiles with common length about 300 km (Fig. 1). In total, about 11,500 digital photographs (what cover approximately 40,000 m2 of the ocean floor) were analyzed for assessment of nodule coverage and investigation of megafauna (animals, visible in photographs, the dimension more than 2 cm). The giant single-cell organisms Xenophyophorida were the most multiple animals in seabed photographs. Their number on the site area averaged 1187 ind/ha. However, the vertical camera position does not allow counting all xenophyophorids, therefore their valid number is represented 10 times more. According to all available information these protozoans play the relevant role in assemblage of deep-water environment, giving for other animal groups an [ ] additional source of nutrition and a substratum for settlement and attachment. The ophiuroids are found in assemblage with xenophyophorids in many cases, standing on a sediment at their base.

Studies of benthic recolonization following the cessation of dredging in U.K. waters and elsewhere are limited, and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed areas in the U.K. at various times following cessation of commercial dredging are very limited and so judgments as to the likely progress towards environmental restoration and the time-scales are often based on predictions rather than real data. This study was established to address this deficiency by assessing the status of seabed substrata and associated benthic fauna within and outside areas where dredging had ceased and to conduct follow up sampling to monitor progress towards full recolonization.

The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero's studies and recommendations for developing marine manganese nodules in the late 1950's interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960's was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time. New Zealand lies astride a convergent plate boundary that extends north-eastwards from the Taupo Volcanic Zone (TVZ) to Tonga. This boundary is marked by the Kermadec arc, c. 1200 km of which falls within New Zealand’s EEZ, and which is host to numerous volcanic edifices both on the arc and in a zone immediately behind the arc to the west. In 1999, thirteen volcanic centres in the southern 260 km of the arc were surveyed for their hydrothermal plumes with seven of them discharging vent fluids into the surrounding ocean. Three of the seven volcanic centres have had mineralised rocks recovered from them during dredging and submersible operations, namely Brothers, Rumble II West and Clark. Presentday plume data combined with mineralogical evidence indicate that the vent sites at Rumble II West and Clark are waning, although the presence of Cu-rich sulphides in samples recovered from Rumble II West suggest there may be a massive sulphide (Cu-Zn-Pb-Ba ± Au) deposit located within the caldera. Brothers volcanic centre is host to the largest polymetallic mineral deposit discovered along the Kermadec arc and has numerous, up to 7 m tall chimneys within a c. 600 x 200 m area located on its NW caldera wall. Geochemical data indicate that concentrations of base metals are variable and depend critically on sample type. When combined with mineralogical and plume data, this indicates addition of a magmatic fluid component to the vent fluids.

Past investigations of seafloor massive sulfides (SMS) focused on actively forming sites. New technologies are needed to explore for SMS deposits which have finished their active phase and are possibly covered by sediments or lava. For this purpose the new marine transient electromagnetic (TEM) induction system MARTEMIS was developed by GEOMAR. The system was used for investigations in the Tyrrhenian Sea (Palinuro Seamount) and at the Mid-Atlantic Ridge (TAG area) and proved to be suitable for operations at shallow (~600m) and great water depths (~3600m) in steep and difficult terrain. Calibration measurements in the water column demonstrate that it is possible to acquire high quality data, which is fit to be evaluated in terms of inversions. However, these calibration measurements also demonstrated that great care has to be taken in the design of such an inductive coil system, because relatively small metal structures attached to the system may lead to significant static distortions in the measured transients. The interpretation of TEM data acquired at the Palinuro Seamount show a conductive layer in the vicinity of a previously drilled, buried SMS occurrence and serve as proof of principle of the system. Results also indicate that the conductive SMS unit is indeed a confined layer with limited thickness between 3 – 5m, which was not known from previous drilling. In a similar manner, results also hint at an unknown mineralization at depth in a second area of the Palinuro Seamount. Investigations by TEM measurements were accompanied by measurements of the ambient electric field (→ self-potential) and seafloor temperatures with a heatflow probe as well as direct sampling with a gravity corer. The areal coverage of measurements and sampling allow for a greatly enhanced view of the structure.

On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

INTRODUCTION Metal components contained in deep-seabed mineral resources are being highlighted as “energy metals”, which are widely utilized in the entire fields of energy: harvesting and generation, storage and transportation, and saving. Those are mostly trace and rare metals, and rare earth elements as well: manganese, nickel, cobalt, copper, molybdenum, tellurium, selenium, platinum, etc. Toward low carbon society, for global sustainability, the role of metals and minerals is growing up in industries of energy and transportation [1]. In this context, the production and supply of energy metals from deep seafloor have to be approached also based on sustainable development. In deep-seabed mining activity, the sustainability is focused on potential impacts on ecosystems in benthic area and water column. The environmental impacts in deep-seabed mining are caused basically by intervention in benthic zones and transportation of materials. Those are, in particular, removal of benthic habitats, generation and dispersion of sediment plumes, surface transportation of seawater and sediment, tailing from mining vessel, sound and light noises, and chemical leakage, etc. This paper is aiming at fundamental guidance towards sustainable mining of polymetallic nodules.

The new ship-submersible system with R/V Ka'imikai-o-Kanaloa as a mothership and the PISCES V as the submersible completed its first season of dives. The dives involved deployment of the PISCES V in the Hawaiian Islands between the months of July and October 1996. Submersible deployments up to depths of 2,000 meters in sea states up to a high three were made. The new hook and clasp deployment and retrieval connection for PISCES V to the telearm was shown to be an effective system for handling the PISCES V with the A-frame. The shipboard multibeam survey and seawater sampling capability proved to be especially effective in re-mapping the summit of the submarine volcano Loihi following a major volcano-tectonic event and for following the source and configuration of the new hydrothermal plume. Following the earthquake swarm of July 17 to August 18,1996, major changes in the geological setting of Loihi submarine volcano took place. Prior to the seismic event, the geology and structure of the summit of Loihi was represented by a platform-like area 8,100 meters long and 5,400 meters wide enclosed by the 1,200-meter depth contour. The summit was characterized by the presence of two prominent pit craters and eastern and western crater located at water depths of 1,100 and 1,370 meters, respectively. A hydrothermally active volcanic cone, named Pele's Vents, was located at a depth of 960 at the southern edge of the summit. The floor of the summit of Loihi was largely covered by prismatic talus, with interstitial hydrothermal clays. Pillow and tube lavas with volcanic cones 5 to 50 meters high were exposed along the axes of the southern and northern rift zones. The inner margin of the summit displayed fissures and normal faults with the downthrown component towards the center of the summit. The pre-earthquake structural data suggest a pre-caldera structural stage for Loihi. Maximum sustained hydrothermal activity observed on Loihi over the past 10 years existed at Pele's Vents with other sporadic venting occurs along the summit platform and along the south rift. Following the earthquake swarm, the hydrothermally saturated Pele's Vents cone gave way and slid into the inner pit crater. Subsequently, the observed above- bottom hydrothermal plume source deepened from 960 to 1,160 meters, possibly emanating from the same intrusive heat source as Pele's Vents. The observed inward collapse of the summit structures and subsequent opening of fissures gave rise to diffuse venting from the newly formed caldera-like depression with the bottom-hugging hydrothermal pool located at depth between 1,250 and 1,220 meters at the sites of the pit craters.

The U. S. Bureau of Mines participated in a two-year joint State of Oregon/Department of Interior Placer Task Force study on the economic and environmental aspects of Oregon's marine placer deposits. The effort culminated in a research cruise off the southwest coast of Oregon to investigate the geological and biological characteristics of the continental shelf deposits. The Bureau's role was to collect and study the placer material off the continental shelf and to determine its strategic potential and significance. In-depth characterization of the sediments by optical and electron microscopy verify that the placer material from Cape Blanco contains up to 3 pct ilmenite, 0.5 pct chromite, and small amounts of zircon and gold. However, harsh sea conditions and equipment failures prevented sampling below a four-foot depth at the Cape Blanco site. Results to date indicate that the deposits sampled off the southwest coast of Oregon do not represent a significant source of strategic minerals. However, further study of the deeper sediments off Cape Blanco may uncover significant concentrations of chromite. This presentation encompasses the site geology, the geophysical and biological activities of the expedition, and the results of the Bureau's mineralogical and chemical investigation. The combined findings of the Bureau and other Task Force agencies have provided information needed to expand the country's limited knowledge of marine mineral resources and has assisted state and federal agencies in the formulation of offshore mineral policies.

This study was investigated about physico-chemical parameter such as water temperature, salinity, inorganic nutrients and total organic carbon (TOC). CTD (Model: Sea-Bird 911 Plus) castings were carried out on two transects in the northeast equatorial Pacific Ocean. As a part of the Korea Deep-sea Environment Study (KODES), inorganic nutrients and TOC were determined at 41 stations located from 131° to 136°W along 10.5°N and from 17° to 5°N along 131.5°W (Fig. 1). We particularly chose KODES Long-term Monitoring Station (St. KOMO) to observe for the annually environmental baseline study in the contract area. [ ]

There is only one mega-placer known and that is found along the coast of southwestern Africa fringing the Kaapvaal craton. Placers are classified as residual when they are left on the craton, transient when being eroded into the exit drainage and terminal. Terminal placers, in being the final depositories of diamonds off the craton, have the greatest probability of being a mega-placer and such is the case in the placer deposits near the Orange River mouth, southwestern Africa. There are four main groups of conditions leading to the development of a mega-placer: the craton, the drainage, the nature of the environment at the terminus and the timing. The craton, in its role as the producer of diamonds is significant in respect to its size, diamond-fertility, the degree to which diamonds from successive kimberlite intrusions have been retained there and their availability to the final drainage yielding the mega-placer. Cratons in being buoyant have a tendency to leak diamonds into surrounding basins but in being incompressible often have orogens converge onto them resulting in lost sediment being returned as foreland basin fills. In order to concentrate a bulk of diamonds the drainage basin has to be large with a high proportion of it on the craton. The drainage yielding the mega-placer should ideally not have been preceded by older drainage and other systems that may have robbed the craton of earlier diamonds. The exits of diamonds from the craton need to be few in order to focus on their supply and the drainage network needs to be efficient in order to remove the maximum volume of diamonds off the craton. This efficiency and the focused termination is best achieved by the rejuvenation of a pre-existing drainage network. The drainage should be young enough to yield host sediments friable enough to allow brittle diamonds to be recovered from them.
