It is my role at this juncture to report to you on behalf of the Council of Mining and Metallurgical Institutions itself. In essence, the Council is an orbital body - a little like Halley's Comet - it returns to earth, in spectacular style, once in every four years. We must acknowledge, however, that the spectacle is provided by the constituent member body organising the particular event and, on this occasion, it is The Australasian Institute of Mining and Metallurgy. On behalf of the Council and its other constituent bodies may I thank the Australasian Institute most sincerely. Our thanks go to Sir James Foots, the President of the 13th Congress, and to all the members of the organising committee and to the five sub- committees. Over 40 people are involved as full members and I am certain there will have been many more involved in very meaningful ways. None of this great- team would ask me to mention them individually, I'm sure, but to fail to acknowledge the role of John Funnell, the Honorary Secretary, would be an unforgivable omission. We must also thank the kindred institutions in Japan, Korea, Thailand, Malaysia, and Indonesia who all helped with the tours themselves or with the initial preparations. Qantas, Jetabout Australia, and Jetabout Singapore have all also made very important contributions and, in our different ways, we each owe our thanks to them. At the two most recent meetings of the Congress - in Hong Kong and Johannesburg - Professor Marston Fleming made this report on behalf of the Council and was supported on both occasions by Robert MacWilliam as vice- chairman. Marston died in 1983 and Robert died in 1984; both men contributed a great deal to CMMI and we will miss their counsel for a long time. As you know, Sir Alistair Frame succeeded Marston Fleming as chairman in 1984 and I succeeded Robert MacWilliam as Vice-chairman.

The Golden Blocks Goldfield is located in the Slaty Creek area,North West Nelson, about 20 km west of Collingwood. Alluvial gold was discovered in Slaty Creek in 1861. Gold was mined from quartz veins up to 1.5 m thick at nine mines from the 1890s until the closure of the Aorangi Mine in 1911. Total production from the Golden Blocks Goldfield is estimated at 46 000 ounces of gold. The Aorangi Mine was the largest mine, with a recorded production of 27 978 ounces of gold at an average grade of 36 g/t. Quartz veins containing gold and sparse sulphide mineralisation occur in a slightly metamorphosed, complexly deformed over-turned sequence of Lower Ordovician sandstones and shales. Primary gold mineralisation is associated with intensely deformed zones that occur near or at carbonaceous shale and sandstone contacts. Some eighty-five percent of all gold production (39 000 ounces) came from four mines confined to the stratigraphically lowest, most widespread shale unit. The quartz veins exhibit textures consistent with a hydraulic fracturing mode of vein formation with fissure infill vein types predominating over replacement textures. Stylolites of carbonaceous material and recrystallization features within the veins suggest multiple phases of deformation. The lack of wall rock alteration, and low primary fluid inclusion temperatures of 200¦ - 265¦ indicate that the ore fluids were associated with a low temperature epithermal system. A model consistent with similar mineralisation styles observed in Ordovician sediments from Pacific Rim occurrences is presented. The high grades (up to 100 g/t) mined from the upper levels of several mines suggests supergene enrichment processes associated with the Upper Cretaceous weathering surface. The Golden Blocks Goldfield has had no modern exploration. The most recent exploration was undertaken in the early 1980s. There are known acid intrusives in the area, with potential for the application of new models of intrusive-related gold mineralisation.

Welcome to the morning of the second day of Minval '89. There are some three hundred and fifty of us here today. That represents certainly the most influential gathering of the mining and investment community in Sydney for a very long time, and on behalf of the Institute I bid you all a very great welcome. Due to the pilots' strike some of you have arrived by very unusual methods and others have travelled long distances. So for those of you that have made a special effort, thank you very much. Inevitably some people have not been able to get to Sydney and this has led to some minor programme changes. I'd like to thank our sponsors. Metallic sulfide minerals present in most gold ores, Morila gold ore included, often decompose under typical gold leaching conditions. The reactions and their products consume oxygen and sodium cyanide, consequently competing for oxygen and cyanide used in gold dissolution. The resultant effect is to reduce both the kinetics of gold dissolution and overall extraction efficiencies. The present paper discusses results obtained from plant data analysis and laboratory work investigating the problem of higher than expected consumption of sodium cyanide at Morila Mine Gold Plant. Cyanide consumption at the Morila Mine Gold Plant had been consistently running at 46 per cent higher than the expected value without any corresponding increase in gold recovery. In fact, plant data analysis showed an inverse relationship between cyanide consumption and grind, as well as cyanide consumption and gold recovery. Experimental and plant data analysis indicated that better control of the [CN-]/[O2] ratio is necessary for the efficient use of reagents and achievement of higher gold recoveries. Careful control of this ratio at a minimum of eight enabled the reduction of sodium cyanide consumption by 200 g/t, that is, from 650 g/t to 450 g/t. Coupling these experimental conditions with the addition of lead nitrate at 100 g/t improved the overall gold recovery to 93 per cent compared to the average plant recovery of 90.2 per cent over a six-month period. This improvement was also reflected in the leaching kinetics where 70 per cent gold extraction was achieved after four hours, as compared to 59 per cent in the absence of lead nitrate addition. Also of great importance is the fact that the combination of hydrogen peroxide and oxygen gave inferior performance relative to either of the two reagents used separately. This scenario presents an opportunity for excluding hydrogen peroxide, an expensive reagent, and focusing on improving the oxygen addition system to boost dissolved oxygen concentration in the plant.

When attempting to understand potential regional or community socio-economic changes that resource-extraction industries may produce, it is important to analyse the channels that promote these changes. In this study, we propose a conceptual framework to better understand how socio-economic effects are likely to emerge in regions impacted by mining. The framework considers three levels of hierarchical effects (Measham, Fleming and Schandl, 2016).In the first level, the resource-extraction industry causes four direct initial impacts on nearby communities: labour demand shock (mining employment generation), income generation (compensation to landowners and higher wages), environmental consequences and land tenure/Aboriginal issues and an increase in local tax revenues.The second level is shaped by the subsequent population increase (given by immigration of permanent or temporary residents) produced by the new levels of employment and income that resource windfalls can generate in resource-extraction regions. These increases in employment, income and population become the source for a rise in the demand for local (and non-local) goods and services.Finally, the third level is given by boomtown-like and other socio-economic effects generated from the initial effects.CITATION:Measham, T G and Fleming, D A, 2016. The development of low displacement, moderate to high-angle reverse faults during the formation of the Argo gold deposit within a tholeiitic gabbro host-rock involved a four stage evolution of deformation and associated hydrothermal alteration. Fault zone evolution and Au mineralisation were associated with high fluid flux, fault-valve behaviour in a severely misoriented fault zone. The far-field maximum principal stress was approximately east-west and horizontal, and the far-field minimum principal stress was subvertical. The fault system developed at approximately 400¦C in a transitional brittle-ductile regime. Initial Stage 1 deformation involved ductile shear and the development of potassic (biotite-rich) alteration assemblages and associated reaction-weakening in shear zones; minor quartz extension veins were formed. Stage 2 is marked by the onset of predominantly brittle shear failure, the widespread development ofmatrix-supported breccias in fault zones and a change to sodic (albite-carbonate-quartz) alteration styles. Extension veins have limited development. Stage 3 is also dominated by brittle shear failure and characterised by a change to quartz-carbonate assemblages in fault-fill veins and breccias. However, large arrays of extension veins are also well-developed adjacent to faults. In Stage 4, widespread subhorizontal quartz-carbonate-biotite extension veins were developed, but shear failure was limited. This is an ABSTRACT only. A full-length paper was not prepared for this presentation.

During the 22 years that Isa Mine has been formally involved in accident prevention, it has succeeded in reducing its lost time injury frequency rate by 70 per cent. At present its performance compares very favourably with that of other heavy industries and in particular that of other underground metalliferous mines. When reductions such as this are recorded, people want to know how it is achieved. No doubt it is assumed that if an organisation can maintain a consistent performance in accident reduction, it must have developed a panacea for the prevention of industrial injuries. This assumption would not be in accordance with the facts in the case of Isa Mine which has achieved its record through plain hard work and plenty of it.

This paper describes a Process Simulation Package for modelling the steady-state operation of a mineral processing plant. There are two levels of input allowed into the package. The first allows simple manipulation of the process models within a defined modular format which enables a wide range of process systems to be simulated. "The second level of input is via a Command file which allows plant models to be defined and changed without reference to the code or the requirement of any recompiling of the programme sources. The Command file interface was designed for use by metallurgists and assumes a sound knowledge of the system being modelled. As such it is an effective tool for metallurgists rather than a user friendly generalised package for the layman.

Monazite sand is processed at the rate of 25-30 tons per week at Rare Earth Corporation of Australia's plant at Port Pirie. Main products are rare earth concentrates of cerium, lanthanum and yttrium. The paste fill system at BHP CanningtonÆs underground silver-lead-zinc mine is described. The first of its type in Australia, the paste fill system has been operational since December 1997. Key technical and operational learnings since the first underground stope was filled are presented. Issues addressed include plant performance, pipe wear and failure, automatic control, rheology and in situ performance.

There has been much debate in the past as to whether the Australasian Institute of Mining and Meteorology ("AusIMM") should issue valuation guidelines in addition to the ASX and NCSC requirements. My experience in preparing independent expert reports has been that "best practice" sets higher standards than any laws or requirements set out by the ASX and NCSC. This is where I see the AusIMM coming in.

Some of this has been induced by the Press but our own senses tell us that there is a visible haze over our cities on many mornings. The people are now demanding a clean environment and will no longer tolerate smoke and dust fall or gaseous and odorous emission which either soil building and furnishings or interfere with comfort and well being.

The title of my address today is "Oil and Gas Valuations - A Simplistic View of Some Critical Issues". This paper discusses the identification and assessment of risk for mining developments particularly for open pit mining. A distinction between sensitivity studies and risk analysis is developed, demonstrating the importance of geological and mining engineering judgement -as applied by experienced practitioners to the analysis and assessment of risk in such projects. Mining in the twenty-first century brings with it a new range of challenges, some unfamiliar to our industry. Skilled staff recruitment and retention is a significant issue. Equipment supply lead times are changing the risk profile under which we operate. And the new landscape of this century demands accountability at all levels while also requiring that we deliver more to our shareholders and our host communities. This paper draws on experiences in Waihi, addresses some of the challenges facing the modern mining industry and suggests some modest mitigation strategies.
