The intent of this address is to look forward into the 21st Century and present certain thoughts as to how underground coal mining might be conducted. The views in this talk are based principally on the author's experience with mining practices in the United States. It may be difficult to accept, but the 21st Century is a mere 12 years away. What new techniques will be available? To develop an understanding of the way in which technology has been and could be changing, a two- stage analysis is made of mining technology for U.S. Coal. The first phase covers the period 1975 to the present, while the second includes 1960 to 1975. This historical perspective includes a view of underground production by mining methods, considerations of labour productivity, and a review of accident and fatality rates. Several topics are important features of this historical analysis. Among the most significant are: (1) the introduction of Ion-wall mining technology into U.S. underground coal mines, (2) the use of computers to assist in mine planning and design activities, (3) major efforts to improve health and safety performance, with emphasis on underground dust control, and (4) improvements in mining equipment with an eye towards increased reliability and up-time performance. Based on that historical perspective, projections are made in three increments. The first being immediately at the turn of the century, the second being a dozen or so years beyond that, and the third being at the quarter point of the 21st Century.

The mining industry has had lengthy experience with risk management involving technological situations imposing risks to people and property. In such situations the relevant parameters can be fairly well defined, the outcomes can be broadly predicted and probabilities of these can be estimated. Accordingly quantitative risk assessment can be applied. In recent years there has been increased emphasis in risk management on a broader set of potential consequences. These include potential impacts on the flora and fauna of ecosystems. These are typically poorly understood and this is especially true in Australia where the vast size of the continent and sparse population make gathering a comprehensive data base on biological resources a difficult task. The resulting scientific uncertainty and ignorance regarding the potential for serious or irreversible harm to the environment mean not only that quantitative risk analysis techniques are not appropriate, but also that the precautionary principle (PP) needs to be applied as a complement to qualitative ecological risk analysis. The potential for significant impacts is particularly high in Australian ecosystems. These comprise one of the 12 æmegadiverseÆ regions of the world in terms of biodiversity and, hence, have global significance. Moving from risk management to application of the PP by the mining industry provides a significant challenge. Application of the PP has no clear guidelines to follow and, to-date, has been highly unpredictable. However, there is much to be gained for industry in embracing this challenge and taking a pro-active approach in exploring methods that will provide for clearer guidelines and hence more certainty in outcomes of environmental management decisions involving precaution. As well, there could be considerable other advantages for the mining industry in terms of reputation assurance, community acceptance and greater certainty in terms of access to resources.

The face of project evaluation is changing continuously, making it ever more critical to get a clear understanding upfront of the objectives, decision-making processes and criteria of the project proponents. Requirements are usually significantly different for emerging æjuniorsÆ compared with long established major mining houses and companies in developing countries compared with western companies. Requirements are also different for different types of evaluations, such as due diligence studies compared with feasibility studies of æownedÆ projects and there are often key misunderstandings around the use of the term æbankableÆ. Further, it has become increasingly important with increasingly remote and lower quality resources to understand risk relativities such as infrastructure compared with the core processing facilities. This has also driven the need for more trade-off studies to determine the best balance between critical issues, such as optimisation of the interface between mine and processing plant, capital versus operating cost and automation versus labour. In every project evaluation, it is also critical to consider emerging trends and changing requirements and standards such as sustainability and community interface. Finally, the inescapable drive to reduce time to market has driven changes such as increased use of more standardised designs and innovative approaches to the transition from project development to execution. This paper begins with a brief review of the different objectives and risks of each project development stage to establish a framework for subsequent discussion of the different requirements of different types of companies in different locations, different types of evaluations and different types of projects and project components. This is followed by a review of changing requirements and standards and some innovative developments in sustainability and community interface are presented. Finally, the paper outlines a number of developments in the area of operational readiness planning that focus on minimising the time to achieve maximum return on investment.

The spatial distribution of ore with similar processing properties or domains within an orebody may be identified early in the assessment of an orebody to provide a sound basis for later development of the orebody. The assignment of domains in the primary sulfide portion of an orebody is often more difficult than recognition of the oxidised, supergene and related domains usually located towards the top of the mineralised volume. This paper will discuss some approaches to assigning domains within the primary sulfide portion of an orebody. The processing properties of each mining block will be known if the contained domain(s) and their proportions are known. The use of both physical and chemical ore properties to assign the domains is discussed. The domains based on similar processing properties do not necessarily coincide with geological zones assigned by geoscientists. As part of assessing the physical properties of ore, the modal analysis of the ore with respect to the valuable sulfide minerals and the sulfide and non sulfide gangue minerals has to be known, along with the traditionally used elemental assays for valuable and penalty elements. Two scales for determining other physical ore properties will be considered: the mesoscopic scale (examined by human eye) and the microscopic scale (examined via a microscope under high magnification). The strengths and weaknesses of the data obtained at the two scales are discussed in the paper. Broadly, data collected at the mesoscopic scale are much less expensive but the types of data available are more limited. Methods for evaluation of chemical ore properties are also discussed. After establishing a basis for establishing the spatial distribution of domains, variability testing is required to verify the integrity of the designated domains. In contrast, each block of ore in some orebodies has been assessed principally via the results of a laboratory separation on a number of drill core samples or composites from throughout the block, with minimal or no attention to the concept of domains.

Asian countries are now facing very crucial aspects of urban living under the recession of the economy. The current situation is such that those hard aspects may make the living standards worse and worse in the next century, unless proper measures are taken on the infrastructure for urban lives. More than half of the population in Asian countries are now living in cities. Nowadays, the socio-economic development of the Asian countries has been closely linked to the development of world economy because of the border-less economy system. The population inflow to big cities is inevitable as the Asian countries step into an industrialised economy. Such a tendency will be further accelerated when Asia becomes a centre of financial business in the 21st century. The government of any country has realised the situation very well. The United Nations has established a specific agency to solve the problems caused by the rapid urbanisation. This global agency for urbanisation is named United Nations Center for Human Settlement and it is so called Habitat. There are three Habitat offices in the world, Nairobi in Kenya, Santiago in Chile and Fukuoka in Japan. The activities of Habitat offices cover a wide field of issues such as housing, urban development, infrastructure and environment, etc. Habitat Fukuoka Office is serving Asia and Pacific in co-operation with the government offices concerned.

Major occurrences of platinum group minerals (PGM) are in crustally-contaminated, huge, layered igneous complexes (Bushveld and Stillwater) and gabbroic intrusions (Norilsk); relatively minor occurrences include arc-related æzoned Alaskan ultramaficsÆ. In terms of arc-related provenances, the recognition of alluvial PGM in river and beach deposits of southern South Island (Mitchell, 1995), in situ in the Longwoods (Cowden et al, 1990), and the ultramafic-mafic layered Greenhills Complex at Bluff (Spandler et al, 2000) raise the possibility that some economically-significant PGM deposits may exist in New Zealand. The Longwoods and Greenhills are in the Brook Street Terrane which is a remnant of a primitive intra-oceanic arc system of Late Permian-Early Triassic age. The Terrane comprises volcanogenic sequences containing plagioclase- and clinopyroxenephyric basalts, high-MgO ankaramite and dolerite dikes, trondhjemite plutons, and basaltic to andesitic volcaniclastic and sedimentary rocks. The cumulate complexes contain early-formed olivine- and clinopyroxene-rich ultramafic cumulates overlain by anorthite and hornblende-bearing gabbros. Primary (isoferroplatinum) and secondary (sperrylite) platinum group minerals are preserved in chrome-rich spinel pods in basal dunite of the Greenhills Complex. Saturation during early fractionation of primitive high-MgO magmas rather than magma mixing seems likely for the primary PGM. Together with correlative terranes in Queensland and New Caledonia, the Brooks Street Terrane is an exposed cross-section of an extensive Permo-Triassic island-arc system. Most parental magmas were primitive island-arc tholeiites, but other primary magma-types include high-MgO ankaramites and trondhjemites û the latter formed by partial melting of lower crustal clinopyroxene-rich cumulates and gabbros, respectively. The parental ankaramites fractionated to form mafic-ultramafic cumulates and primitive to evolved melts of high-Al basalt to andesite compositions (Takitimus). The Brook Street Terrane is an analogue for modern intra-oceanic islandarc systems and allows detailed study of subvolcanic arc processes.

This paper contends that optimisation of energy resources through active control and predictive simulation modelling is possible, and that such monitoring leads to large savings in the electricity costs of hot mines (where refrigeration has to be employed). In addition, active monitoring and control can positively affect the establishment of a safe, healthy and productive working environment. In the entire optimisation process certain guidelines were set to ensure that the requirements of the Mine Health and Safety Act were met (South Africa). Varying the quantity of air supplied underground by means of variable speed drive (VSD) fans is one of the crucial factors in the interactive approach towards the optimisation of ventilation, as is refrigeration and the pumping requirements associated with refrigeration. This article highlights the interaction between the amount of air supplied and the effect it has on refrigeration requirements underground. This article also considers the effect that this would have on contaminant control. Various tools are available for ventilation and cooling design for mining. A lot of these tools are based on the assumption of steady state conditions and do not take into account instantaneous changes in conditions, day-to-day, or hour-to-hour (such as for temperature and contaminants). They also do not take into account the optimisation of energy resources related to the creation of the acceptable underground conditions. With these tools worst-case and best-case scenarios are identified, and strategic decisions are made accordingly. Currently, the amount of the fresh air, the velocity of the air, and its general temperature in the mine are only changed when one production phase changes into another (or when unacceptable conditions occur as a result of poor design or neglect). This means that during a specific production phase (which can last for several months), there can be an oversupply, or undersupply, of energy resources, which will obviously affect the concentration levels of the various contaminants (through under or oversupply of air).

This data is intended to provide a quantative cost comparison of one 40 800 kg. pull down rotary blast hole drill versus two smalter drills in the 18 100 kg. pull down class. While this cost analysis is affected by blast design, this paper is not intended to be a treatise on blasting theory and therefore places more emphasis on costs than on blast design. All costs, prices and production rates in this paper are estimates and should be used for comparison purposes only. The drills are sized in order to maintain a production rate sufficient to stay ahead of a dragline that is excavating in an average overburden (sandstone and shale). The large drill will use 270mm bit and penetrate at a rate of 0.012 m/s (scheduled basis). The small drill will use 170mm bit and penetrate at a rate of 0.010 m/s (scheduled basis).

Laser ablation Inductively Coupled Plasma Mass Spectrometry (ICPMS) analysis of fluid inclusions trapping mineralising solutions in major porphyry-copper deposits indicates that copper concentrations can reach 103 - 104 ppm in both dilute, CO2-bearing fluids and in high salinity brines. Non-Cl transport of Cu is implicated. Au has been determined at 0.2 - 0.4 ppm in the low salinity fluids and may be co-transported with Cu. In contrast, high concentrations of Fe, Mn, Zn and Pb are only attained in brines and correlate strongly with Cl-indicating chloride transport. Physical and/or temporal separation of these fluid types can therefore producemetal fractionation within porphyry systems. Evidence concerning the behaviour of Mo is less clear but brine transport appears to be favoured; phase separation is one mechanism that may account for the fractionation of Mo from Cu and the formation of quartz-molybdenite veins. Large scale rhyolitic volcanism is an important process at some convergent plate margins because it leads to chemical differentiation of the upper.-crust and is responsible for the production of long lived near surface thermal anomalies; the Taupo Volcanic Zone is.a Quaternary example. The main features of the magmatic systems-of the zone. are the existence of large high level chambers containing homogeneous silicic magma which erupt at intervals of thousands to tens of thousands of years. Geochemical work on the deposits resulting from these eruptions has shown that with few exceptions the magmas have been remarkably uniform in their . composition throughout the history of the zone although individual batches with lifespans of the order of. one hundred thousand years can be recognised by subtle differences in trace element ratios. Basalt is a rare proportion of the rocks exposed at the surface but has played a major role as a medium for heat transfer and as an end member in chemical mixing processes.

The Mining Act (1992) and the Petroleum Act (1980) provide for the Government of Papua New Guinea (PNG) to take up equity holdings in mining and petroleum projects. The price the Government pays for its share is based on the historical cost of exploration and development on the project to the date of government equity acquisition. The equity level to be acquired is not fixed and ranges up to 30o for mining and up to 22.5s for petroleum at the discretion of the Government of the time.The objective of this paper is to examine the pros and cons of State equity holdings in PNG from the point of view of both the State and the developer. Using an economic model of the PNG mining taxation system an assessment is made of the effective return on investment received by the State from such equity holdings. The results are compared with government revenues from other taxation measures.

The Campamento Au/Ag deposit, discovered by Linear Gold in 2004, is located in Chiapas State, southern Mexico. The deposit is hosted by a sequence of Pleistocene-Pliocene andesitic volcanic rocks that have been intruded by a feldspar-phyric porphyry complex. Measured and indicated resources are 852 000 oz Au and 3.46 million ounces Ag with inferred resources of 374 000 ounces Au and 920 000 oz Ag. At depths greater than several kilometres in the crust, elevated temperature, confining pressure, and the presence of reactive pore fluids typically drives rapid destruction of permeability in fractured and porous rock. Ongoing deformation is required to regenerate permeability and facilitate the high fluid flux necessary to produce hydrothermal ore systems. A dominant influence on the evolution of fluid pathways in hydrothermal systems is provided by stress states, fluid pressures and reactions that drive permeability enhancement and compete with permeability destruction processes (Cox, Braun and Knackstedt, 2001). Many of the discrepancies that appear when comparing the results of reducing machinery are due to the nature of the materials reduced and the conditions under which they have been treated. It is therefore necessary that manufacturers should employ standard materials in their tests that sufficiently approximate the substances to be ultimately treated if the information is to be of any value to the purchaser. Another advantage to be gained by employing universal standard materials is that by their means one is enabled to compare the relative values of different types of machines. At present much of the data meted out to the public is insufficient to enable them to judge fairly. Of course the best test would be to send some of the stone tor which the machine is required, to be treated by the various crushers in the market that are likely to be suitable for the purpose, but this is not always possible. It would not take long to become accustomed to judge of the value of a machine for a specific purpose if it was guaranteed to work a certain quantity of some standard rock, even if that standard were not identical with the material to be treated.There are many points to be considered before selecting a machine, such as the size of the rough stone it will take, the size to which it will reduce it the proportions of various grades made when crushing to pass through a given mesh the form of the delivered particles the time taken to treat a+ certain quantity the horse-power required to drive the machine, both when loaded and unloaded whether constructed to crush wet or dry the wear and tear of the machine its total weight and weight of the heaviest part the cost of machine what attention it required whether the wearing parts are readily replaced, and several other points common to all machinery. 'When considering these varying quantities, we can tell at a glance certain machines that are suitable for a particular sort of work, and can then compare those belonging to the same class, thus avoiding errors made purposely or through ignotance by persons interested in different machines, who frequently compare machines originally constructed for.

Mining professionals recognise the need and application for reconciliation and value tracking. It is necessary however to examine our current reality, and evaluate the following. Do our reconciliations really balance correctly, and are we able to track value effectively throughout processes? If we are honest, in most operations the answer is a resounding no. This means that we are surrounded by fluctuation and deviations that we do not account for and do not understand. This is astounding, because given our level of scientific knowledge and the technological tools at our disposal we should have a good understanding of our environments and be able to manage them effectively. How do we manage effectively if we are surrounded by so much uncertainty? The purpose of this paper is to describe, at high level, the principles of reconciliation and value tracking, to highlight some areas where deviations are introduced into the mining process, and to propose a different approach to the apparent reconciliation and value tracking conundrum. The paper also poses several questions that need to be critically addressed at most operations. Instead of making the same mistakes each month in reconciliations, mining professionals need to acknowledge two facts. Firstly there will be uncertainty that we need to accept, since all our estimates are based on sampling, an orebody is not homogeneous and peopleÆs behaviour will influence the process, etc. Variability will always exist and lead to uncertainty. What is the current approach in the reconciliation process when a deviation occurs and how do we use reconciliation and value tracking to manage and improve our business? The second fact is that we need to stop using reconciliation and value tracking to only measure and report. We need to adopt a new approach to manage mining throughput, where reconciliation and value tracking are enablers to the success of the business. In most mining operations, significant effort goes into planning and measurement for the purposes of reconciliation and value tracking. The importance of accurate and effective reconciliation and value tracking should be to ensure the maximum utilisation of the resource, maximising throughput and enabling the business to deliver a product to its client, of the correct quality and in a timely manner.

The Mons Cupri Cu-Pb-Zn deposit is situated within a complex Archaean volcanic sequence dominated by rhyolitic fragmental rocks. This sequence is underlain by a 150 m group of rhyolitic ash flow tuffs with minor conglomerate and sandstone, and is overlain by approximately 180 m of dacite and andesite flows. The Mons Cupri sequence itself consists of several elongate or circular rhyolite domes, flanked by rhyolitic fragmental rocks ranging up to 400 m in thickness away from the domes. The lithology of clasts (typically 1 cm to 1.5 m in size) provides strong evidence that the flanking fragmental unit was derived by explosive eruptions associated with the rhyolite domes. An approximately 15 m thick shale horizon, bleached and silicified at its base, overlies both the rhyolite domes and the frag- mental unit. A south-dipping chloritic pipe-like body, with near-surface dimensions of 1,000 by 250 m and narrowing at depth to produce a cone-shaped cross section, lies within the rhyolitic frag- mental rocks about 250 m north of the largest rhyolite'dome in the Mons Cupri vicinity. Its east west elongation parallels that of the rhyolite dome. Ghost fragments indicate that the material in this fissure is a severely chloritized derivative of the rhyolitic frag- mental unit.
