The patterns of occupational health pro- grammes in mining and metallurgy are discussed in relation to the impact of chemical and phy- sical hazards on the health of workers in these fields. Mining and metallurgy are quite unique in that their history and practice embrace virtually the total spectrum of occupational health problems and hazards as understood today. A panoramic concept of the possibilities would comprise the following fields: 1. The Pneumoconioses or Dust Diseases. 2. Physical stress due to exertion, and exposure to heat and humidity in deep mines. 3. The toxic effects of various metals in the mining of ore. The most obvious are lead, mercury, arsenic and manganese. 4. Diseases associated with mining. These include leptospirosis, ankylostomiasis and mycotic infections of the skin. 5. The Beat Diseases of coal miners working in narrow seams. 6. Illumination problems and miners nystagmus. 7. Geographical and climatic problems

The physical properties of monazite and the minerals with which it is associated in east coast beach sands are studied and discussed. Possible means for improving recovery are examined. In particular, it is suggested that the practice of splitting the heavy mineral concentrate into two parts as a preliminary to treatment in separate "rutile" and "zircon" mills can be modified in a simple fashion by the addition of an extra magnetic separation stage so as to aid monazite recovery.INTRODUCTIONBeach sand deposits on the east coast of Australia are a major source of rutile and zircon, and supply 80 per cent or more of world requirements. The deposits also contain a small amount of monazite, averaging about 0.5 per cent of the total heavy minerals. Yet despite a steady price in recent years of £150-160 per ton, monazite production has remained relatively small.On the basis of rutiIe production, potential monazite production on the east coast was about 1,500 tons in 1956, but only 102 tons of high-grade concentrate was produced. The main deterrent to increased production has probably been the capital cost of the necessary equipment. Separate electrostatic and magnetic equipment and separate table concentration and drying constitute a considerable outlay for a by-product contributing 4 to 5 per cent of the revenue from rutiIe.It is the purpose of this paper to discuss monazite concentration generally and to suggest modifications to flowsheets, which may facilitate monazite production while maintaining the main objective, simple and cheap means for maximum rutile production.

It is indeed a pleasure to be here this morning to open the 4th Mill Operators' Conference. It is no mean feat to organise such an event and I would like to congratulate the committee for the work that they have done. I am sure that the Conference will be an outstanding success. I welcome overseas visitors and hope that they gain and share in the openness of this Conference. There is personal satisfaction for me to speak to you as a mining engineer addressing a large group of metallurgists and mill operators. I would have thought that it would be impossible for a mere mining engineer to inform a metallurgist of anything. I will desist from using such derogatory terms as "xanthate munchers", "bubble makers" and "glorified mathematicians". Terms of endearment as these may not be seen with much equanimity. Such is the warm association that the two professions have enjoyed over the years. The economic climate that we at present face is a major problem to all of us. I wonder how many people here come from mining operations that are in trouble financially or that are cutting back in one form or another. This is the recession that we needed to have. When the world's greatest treasurer can tell us that then we truly have a lot to fear. The present downturn can be seen as a normal adjustment in the cycle of our business. Yet the world does not experience such severe adjustments as frequently as we experience ours. The root cause for the regular adjustments can be placed at the feet of inflation. Until the politicians of this country of ours can come to grips with inflation, we will continue to experience downturns on a 5 to 7 year cycle. This, in my opinion, is the basic reason why we appear to experience more downturns than the rest of the world. We simply price ourselves out of the market. This takes about 5 to 7 years to be highlighted and then we need to make adjustments. However, this recession is worldwide. The adjustments usually take the form of redundancies, retrenchments and early retirements. What is the solution?

It is indeed an honour to address the perth branch of the australian institute of mining and metallurgy and to have the opportunity to talk to you about the future role of upgraded ilmenite on t102 feedstock supply and demand. There have been many papers written on upgraded ilmenite supply and demand and now I would like to share with you QIT's view of the situation first, a word about demand, although I will be talking principally on the supply issue. The principal use of t102 is in the manufacture of pigments which, in turn, are used in paints, plastics, and the paper industry together with a few miscellaneous uses, while a further b% or so of t102 minerals are consumed for the manufacture of titanium metal and for the manufacture of welding electrodes. the total demand for contained t102 is of the order-of 3 million tons per annum, and the general consensus in the industry is that growth rates should be of the order of 2% annually- it is against this backdrop that suppliers must compete with one another and produce least cost materials for the pigment industry. At the moment, supplies are relatively tight, but the generally slow growth in demand coupled with the abundance of titanium bearing minerals should ensure that long term the reverse is generally true. Now, let us examine the supply situation. Titanium is the 9th most abundant element in the earth's crust, so the problem from the producers` point of view is not one of scarcity of titanium minerals, but of how to extract most economically t102 feedstocks from a wide variety of choices- up to the present, all titanium feedstocks are being derived from either rutile or ilmenite rutile, at about 95% t102 content, is indeed a premier raw material which does suffer from potential scarcity and rutile supplies will likely be a diminishing factor in future decades- whereas ilmenite, a combination of iron and titanium oxides found in varying ratios, may be found in huge quantities all over the world.

This paper presents the experimental results on the effects of slurry Theology on ultra-fine grinding by a stirred ball mill. The amount of dispersant, slurry density and the particle size were selected as the parameters. The viscosity of dolomite-water slurry was measured by rotational viscometers. It was found that by adding enough dispersant, the effect of particle size from 1 to 10 pm on the slurry theology could be eliminated, but a strong effect of slurry density (tested for a range of 65 to 75 wt per cent) remained. The use of dispersant transformed the slurry from Bingham plastic flow to dilatant flow, which reduced the yield stress to zero, but increased the viscosity at higher shear rates. During the milling process, the viscosity was stable. The yield stress, however, increased suddenly from zero after a certain milling time. The mill operation stopped at the point where the yield stress increased due to poor slurry fluidity. The milling efficiency was found to be higher at a lower amount of dispersant addition or a lower slurry density within the experimental limits.

Current attitudes by exploration companies towards working on another party's exploration permit or equivalent vary widely. That this is so is due to the virtual absence, on the one hand, of anything in the mining legislation in any jurisdiction that establishes what are the exclusive rights to explore, as opposed to apply for a mining tenement, that the grant of such an authority conveys on the holder, and on the other hand, of any code of ethics or set of guidelines to proper practise. By contrast, in most states and territories, if not all, it is an offence to enter onto a mining tenement, other than to cross it, without the consent of the holder, although until recently most field personnel would have been unaware of this and most explorers would have transgressed at one time or another. A similar vacuum exists where aerial surveys are concerned. There are in fact no guidelines. It has always been assumed that a party wishing to carry out such a survey was free to do so, without even an obligation to notify the holders of any tenements or permits in the area to be surveyed, let alone make available to them any data from the survey. Concepts of 'geophysical trespass' now being tested in the US also raise the possibility that data won from adjoining ground using geophysical techniques may be privileged. Attitudes now appear to be changing. In the absence of legislation or any code of practise, what does the industry regard as ethical behaviour? Do we need to define the rights and obligations of various parties more clearly, and if so, what should they be and to what extent will it be necessary to confirm them by legislation as opposed to adopting a code of practise? Will the existence of such a code in fact improve corporate practise?

Australia's ilmenites, rutiles, and synthetic rutiles are of vast importance in the world of titaniferous ores, and Australia has been the world leader in the field, and continues to adapt to new demands with alacrity. These materials enter a world titanium dioxide market that will exceed three million tonnes in 1990 at an expected growth rate of 2.3%. Many experts place current use in excess of 2.5 million tonnes of contained Ti02. Here we have a slide that illustrates projected growth rates in consumption, in SCM's view.

In large coal strip mines, there are many different processes at work: stripping, overburden removal using trucks/shovels, cast blasting, slot dozer pushing, more fragmentation and further truck/shovel benches. A key component to each of these steps is the use of machines. In modern operations, most machine costs are tracked within Enterprise systems that transact costs and repair work order management. Similarly, in contemporary mines most machines are tracked using technology that provides precise performance measures for each key process. Such technologies include productivity monitors on draglines, dozers and drills and fleet management systems for trucks and shovels. Linking these two sources of seemingly disparate data û costs and performance by machine û would allow for the precise calculation of unit costs by specific machine. This is similar to an activity-based costing system, except in this machine-based system, calculations are made at an even finer granular level. There are many uses for such an integrated information system in mine planning and performance management, both in real-time and through historical analysis.A real-time fleet costs (FLC) measurement process was developed as part of a larger blending-related, multi-million dollar project centred on a centralised remote control room developed at the University of ArizonaÆs Mining Information Systems and Operations Management Mine Control Center. The FLC component of the overall blending system would allow a mine controller to manage the equipment fleet by viewing its cost in real time and, when mixed with other revenue-related components, the exact profit. For example, a mine controller may show high utilisation while still maintaining a production surplus. This could occur, for example, if the equipment is driven long distances. This might appear in traditional performance metrics as æhigh production performanceÆ, but in reality may prove less profitable. This paper discusses the technical development of the FLC, its deployment and its impact on controller performance, and compares mine profitability before and after its application.

This paper reviews the state-of-the-art in the automation of underground mining vehicles and reports on the development of an autonomous navigation system under development through the CMTE with sponsorship arranged by AMIRA. Past attempts at automating LHDs and haul trucks are described and their particular strengths and weaknesses are discussed. The auto-guidance system being developed overcomes some of the limitations of state-of-the-art prototype æcommercialÆ systems. It can be retrofitted to existing remote controlled vehicles, uses minimum installed infrastructure and is flexible enough for rapid relocation to alternate routes. The navigation techniques use data fusion of two separate sets of sensors combining natural feature recognition, nodal maps and inertial navigation techniques. Collision detection is incorporated and people and other traffic are excluded from the tramming area. This paper describes the work being done by the group with regard to auto-tramming and also outlines the future goals.

Risk Management has been applied relatively slowly in the mining industry. Except for the risk concept application in financial considerations, the application of Risk Management in safety management has been far from satisfactory. When applied it was treated in a global occupational safety and health sense. Regardless of how much the mining industry has progressed over the years it is still, in many respects, `state-of-the-art' business. The safety aspects of mining are well known and yet little understood by the public. Regardless of what has been achieved so far and how much effort has been put into it, mining is regarded as an unsafe and somehow rude business. Safety records of the mining industry vary from State-to-State. Latest mining related disasters in PNG and Queensland and some other fatal accidents support this public perception. They purport a need for change in managing safety in the mining industry. The latest mining fatalities have raised the issue: What must be done to improve safety standards? Duty of care, risk management and system engineering concepts can provide some answers. Risk Management principles which have been advocated for some time provide many answers and explanations and can make safety management more constructive and workable. What has been missing so far is that this concept has neither been applied nor has been modified for its practical application and purpose on a larger scale. A risk management approach to the management of safety and health in the mining industry is addressed, herein. This approach does not attempt to provide the solution. It does, however, provide a basic understanding of what Risk and Risk Management are all about. Rational management of risk is addressed in the life cycle and system contexts. A system of continuous improvement is applied. There is always a chain of events, outcome, exposure, consequence(s), and consequence(s) value(s). It means that development of an event takes place in time and space. Dynamic circumstances have been created in or within the system. It is a decision-making process designed to provide a methodology which is directed not toward a mathematical model but toward easy use and application in dynamic working environment, by decision-makers who can be anybody from either a risk taker or a risk creator. The emphasis is placed not only on arriving at the best practical, possible and fair decision but also on structured and systematic acquisition of knowledge about the system, its hazards and associated risks, hence increasing the decision maker's ability to manage the decision-making process related to the management of risk.

In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

Broken Hill metallurgists have been responsible for some of the most important developments in mineral processing technology. These occurred mainly in two periods, 1902 - 15 and 1955 - 70. Mineral flotation was developed as an industrial process during the first period and this happened in two stages, the recovery of zinc minerals from the tailings dump accumulated during the gravity concentration of the oxidised ores and the selective recovery of galena and marmatite during flotation of the primary ores. During the second period fast accurate analytical procedures were developed to provide rapid assessment of process performance, and new means of controlling the process were devised which improved throughputs, grades and recoveries. These technological successes were due to the skills of the metallurgists and the commitment of the companies. They brought large financial returns. They were achieved under difficult circumstance. There are important lessons to be learnt from these successes.

HISTORY OF PROCESS DEVELOPMENT The manufacture of coke from coal commenced at the beginning of the 17th century by heaping coal into circular mounds in the open, covering with earth, clay or ash and slowly burning the coal in the mounds to produce a heap of coke. Naturally the process was slow in production rate with low coke recovery due to the loss of that part of the coal which was completely burnt to ash. As a natural consequence of this initial carbonisation method, a coke oven design was developed so that the coking chamber, which was constructed of brick, was circular in plan, cylindrical in section with a dome shaped roof - similar in shape to the original coal mounds. As the shape of the chamber was similar to the old dome shaped beehive, the ovens were called beehive ovens. The ovens were built in long single or double rows with retaining walls between each oven and as such were known as a battery of beehive coke ovens. In these early beehive ovens, coal was charged from hand wheeled tubs into a hole into the top of each oven, hand- levelled with a rake and the oven side opening sealed with bricks and clay except for some small holes in the opening to admit limited quantity of air for combustion. Coking commenced by the heat retained in the brickwork from the previous charge. The gases evolved from the coal, together with the admitted air, were partially burnt inside the oven to supply the heat for carbonisation and the surplus gases were burnt to waste at the top charging hole. The heat from this gaseous combustion inside the oven together with the reflected heat from the brickwork of the arched roof of the oven allowed carbonisation of the coal charge to proceed from its surface slowly downwards to the floor of the oven. At the end of the coking cycle (usually 4 or 5 days) when there was no more evolution of gases, as indicated by diminishing gas flame and a drop in oven temperature, the brickwork of the oven opening was removed. The coke was then quenched by inserting a pipe with spray holes to spray water over the coke charge in the oven after which the coke was raked from the oven. The work of charging and levelling the coal, bricking and removal of oven opening, quenching and raking out the coke all required manual labour. As these ovens only carbonised a 5 to 7 ton charge of coal per cycle of 4 to 5 days, to produce 3 to 41/2 ton of marketable coke, the labour required per ton of coke was high.

Gaining confidence in interpreting rock and strata properties of the coalmine roof is necessary for design, maintenance, modelling and optimisation of roadways supports. One of the key causes of roadway instabilities experienced in underground coalmines is an extreme variable nature (thickness, competence, discontinuities etc) of the coalmine roof. Normally, the thickness and strength of the roof are characterised with the geotechnical and geological data gathered from exploration boreholes, which are drilled often at considerable distances apart. This limited data cannot capture localised geological variations in the coalmine roof. With this background, this paper explores feasibility of using measurement while drilling concept to perform geotechnical characterisation of the coalmine roof. The parameters, for example, penetration rate, rotary speed, torque, sound, vibration, obtained during the drilling process can provide valuable insights into geotechnical properties. The paper describes the progress of the experimental work conducted at the laboratory on synthesized concrete samples representing various rock strata using a field-scale drilling machine. The samples with and without interfaces have been tested to replicate various underground roof strata. The signals returned from the drill machine, as the drill bit passes through the layers, have been analysed and interpreted to characterise whether the drill response data can differentiate various strengths associated with the rock layers. The initial laboratory results are promising as they show distinct responses of the various sample blocks in a controlled environment. The drilling data can differentiate the synthesized rock samples and detect ‘signatures’ of the roof strength variability and delineation of lithological interfaces (transitions). The weight and torque on the bit vary and show dependency on the strength of the blocks.

Bauxitic laterite of variable thickness and grade is best developed in the Darling Range but covers a large part of the southwest corner of Western Australia. Its limits are defined by the rainfall isohyets to which jarrah forest is confined. Within this broad belt there is an increase in arable land southwards concomitant with a thinning of the laterite layer.Bauxite quality and perhaps thickness as well are dependent on the type of source rock, and are influenced by topography. Economic deposits occur over a vertical range in altitude of about 1200 ft. Some bauxite orebodies appear shoot-like in character, and analogy is suggested with the ore shoots of syngenetic metalliferous deposits.The alumina is in the form of gibbsite enabling low temperature digestion in treatment.INTRODUCTIONAlthough the existence of bauxite in Australia has been known for many years it is only recently that exploitation has commenced of the two most important deposits, strangely at almost diagonally opposite tips of the continent (Fig. 1).Recognition of the importance of the bauxite in the southwest corner came about initially through the efforts of Western Aluminium N.L. which, with some outside financial help, tackled the early exploration with commendable foresight and courage. In the Renison Bell area of western Tas mania, a series of Lower Cambrian quartzites, shales, carbonate beds ("dolomites"), cong- lomerates, tuffs and argillites have been folded into a broad monocline whose general strike is NW-SE, plunging slightly north and dipping NE. The downwarped eastern side of the monocline is disrupted by a steep (50-800) east dipping normal fault, known as the Bassett Structure, whose throw is in excess of 500 m. A series of flat north dipping normal faults, each with a throw of approximately 50 m, further disrupts the sequence. All major faulting was pre-mineralization. A cassiterite- bearing Devonian quartz porphyry body intrudes this Cambrian sequence 2 km south of the currently operating mine. Of economic importance is the presence of three carbonate beds in the sequence. These carbonates consist of a mixture of calcite, dolomite and siderite. The No. 1 (youngest) and No. 2 carbonate beds are each approximately 15 m thick and are separated by 20 m of hematitic conglomerates and tuffs. The No. 3 (oldest) carbonate bed is approximately 5 m thick and is separated from the No. 2 horizon by 50 m of dark grey, finely laminated shales and quart- zites. Project evaluation is completed through individual studies covering technical and financial aspects of the mine to market. These studies are completed at various levels of detail depending on where the project evaluation is in the projectÆs life cycle. The competency of the studies varies in relation to the quality of data, level of the skills employed, control, management and reporting structure. The focus of this paper is managing elements of the study, looking at the cost of opportunity to influence the project, against the value added. Selection of the study manager and study teams is central to getting an integrated project evaluation addressing the correct issues completed on time. Retention of key personnel can reduce rework which, in turn, can reduce time and cost impacts. It is important to have a work breakdown structure at the outset so that the study teams have a common numbering and naming system that will integrate areas, equipment, budgets estimates and accounts. Having set up the evaluation groups and provided training in the study procedures, understanding the scope and schedule are vital elements in producing a project evaluation that addresses the opportunities and the risks of the final project. Arriving at an accurate capital budget requires integration of the research controlled through common systems. Project evaluation process must also address how the project is to be delivered.

Generally when equipment is chosen for solving a dewatering problem, the equipment is based on one of following physical methods: gravity (sedimentation, screens), vacuum (vacuum drum and disc filters, belt filters), pressure (filter presses, hyperbaric filters) and centrifugal forces (centrifuges). The choice of method and type of equipment depends, among other things, on the requirements on the maximum water content allowed in the filter cake and on the particle size distribution and the concentration of solids in the material to be dewatered. All the above-mentioned equipment has its benefits and drawbacks. The conventional vacuum filters of drum or disc type are of a simple construction with few parts to be replaced, but these filters produce a filter cake with a fairly high moisture content, and a dryer is required for additional drying. In most cases the use of pressure makes it possible to produce filter cakes with the desired moisture content but the equipment is of complicated construction, leading to high maintenance costs . In addition to this the consumption of compressed air is high. The capillary filtration to be described in this article is a dewatering method which combines the benefits of both the conventional vacuum disc filter and the filter press. The capillary filter produces low cake moistures with a machine of very simple construction similar to that of the vacuum disc filter.

Models of the evolution of the hydrothermal systems that form porphyry Cu (Mo-Au) deposits are compromised because aqueous magma-derived fluids in the ore zones of most deposits have changed from their original magmatic compositions as a result of cooling, depressurising, mineral precipitation, brine-vapour unmixing and fluid-rock reactions. However, in deep quartz-rich, sulfide-poor veins from numerous porphyry type deposits, we have identified parental fluids trapped in inclusions at near magmatic temperatures and pressures above the brine-vapour unmixing solvus. We have analysed these inclusions for bulk salinity, density, solute chemistry, helium isotopic ratios and elemental composition. These parental inclusions contain 35 - 70 volume per cent bubble, are low to moderate salinity, contain up to ten mol per cent CO2, and commonly contain a chalcopyrite daughter crystal. Our results indicate that these Cu-rich fluids transport Cu from a plutonic complex below upward into a hydrothermal system, where decompression, cooling, unmixing and water-rock reaction drive ore-mineral precipitation. Na/Cl ratios greater than one indicate that in addition to chlorine, sulfur and/or carbonate must play a key role in Cu transportation. Helium isotope ratios indicate that between ~15 and 100 per cent of helium in these fluids is mantle-derived. We suggest that in addition to He, volatiles from mafic magmas in the mantle are also likely to supply CO2, Cu and S to the fluids that form porphyry copper deposits. As this Seminar is on "Progress - Mining and the Environment", I am taking the liberty of extending my address beyond the scope implied by the subject, "Rehabilitation of Mined Land", with a preliminary discussion on broader economic issues relevant to "Progress and Mining in Western Australia" before discussing its effect on the Environments Western Australia is nearly one million square miles in area and has a population density of approzimately one person per square mile. Because of its vastness it has wider climatic variations than any other Australian State. The north is tropical and the south is in the temperate zone. The major portion of the State is an arid plateau with less than 10 inches of mean annual rainfall. The climate, rainfall and soil conditions of the South-West region are more favourable to agriculture than any other part of the State and consequently was settled first. The immediate need of the colonists being food and shelter, the early economy was based on farming and forest products.
