Recent events have raised the issue of whether, and if so when and how, an explorer may gather data from a mining tenement or permit which is held under the relevant mining Act by another party. Two situations arise: that of the small operator who wishes to prospect, and if successful mark off, ground held by others by virtue of the local form of exploration permit; and that of a regional explorer who may wish to enter on to some one else's existing mining tenement within the region of interest. The legal situation varies from state to state. At present the broad consensus seems to be that, provided consent is given, small-scale prospecting on another's exploration permit is at least tolerated if not actually provided for by the relevant Act. Entry onto a granted tenement to carry out any form of exploration is, however, prohibited in all jurisdictions unless consent is given. Furthermore it would appear that the proposal and conclusion of a joint venture agreement places certain obligations upon the party proposing to carry out exploration. These conclusions apply where ground surveys are proposed. Where data acquisition is by aerial survey the situation is much less clear, principally it would appear, because up to now little thought has been given to it. If trespass applies at ground level, at what height does it cease to apply? Can aerial magnetometry or photography be classified as prospecting? Is there an obligation upon public authorities who carry out remote sensing to make data available to the holders of mining tenements within the surveyed areas? Moves are now afoot to address these and other considerations, and it would be in the interests of everyone if a national approach to the problem could be adopted from the beginning. Certain suggestions in this respect are put forward.

Due primarily to the publication of the Fitzgerald Report the impact of taxation on the mining industry and the amount of taxes actual- ly paid by the industry have become items of intense debate. However, the discussion has been governed more by impassioned rhetoric than considered logic. It is equally as wasteful to the economy for the mining industry as a low cost efficient export earner to be punitively taxed, as it is for the industry to be given excessive taxation assistance. A comparison of the effect of five tax- ation policies on the cash flow of a capital intensive mining project is presented. The policies considered are Liberal 1969, Liberal 1976 with and without the coal levy, Labor 1975 and Labor 1976. The mining project used in the analysis is modelled on published estimates for the proposed Nebo coal project. The analysis is equally applicable to any large mining or petroleum development.

IT will be noticed, from the following contributed papers on the various plant, what an infinite number of parts are required to be kept in active operation in order to derive a resultant product of commercial value from the ores and materials received at the works. Crude ores and concentrates, in every degree of complex structure and resistance to treatment, are arriving daily from near and distant places, moreover their metallic contents are so varied that an outsider, unacquainted with the operations, would naturally wonder how it is possible that the rare elements are to be sorted out and classified into their true order, to meet industrial requirements.The proposition is necessarily not a simple one and owners of mining properties have naturally refrained from smelting their complex ores on account of the technical difficulties of attaining high efficiency and recovery of the metals, where limitations are imposed in procuring a variation of ores that lead to the best smelting and refinmg result. This difficulty obviously imposes many disabilities on the smelter, who is prepared to accept all such complex ores, and it may be said that were therenot available a large weekly supply of lead concentrates from the company's own mine at Broken Hill, of standard quality, much of the material being treated in the world today would certainly not be marketable.In order to sustain full efficiency, each section of the works must maintain its.true balance and synchronize with the requirements of such other departments as are dependent on its partially treated materials. This harmony of operations is not only imperative as regards tonnage output, but also relies on the condition of the resultant treatment by each plant, no large variations being permissible.The various officers are, therefore, dependent on one another to keep the order of the operations flowing regularly. FINANCE FOR EXPLORATION Two factors have basic importance in relation to the availability of finance: the apparent success of continuing exploration activity and tax concessions. It is not proposed to discuss the effect of existing tax incentives, as these have already been outlined and are generally accepted as being reasonably attractive; certainly not a deterrent to possible investors. However, it is obvious that the greater the tax incentives, the greater the amount of money that will be attracted, and the wider the number of people who can be brought into the pool. If, as is suggested, the chance of discovery is related to expenditure and effort, then the more money attracted, the better the prospects of significant finds. It is probably correct to assume that the largest expenditure in mining will come from, or be induced by, people expert in the field, people who are fully aware of the risks and benefits and perhaps making conservative decisions because of this awareness. Insofar as the general public is concerned, while in the first burst of enthusiasm it will frequently follow any promoter, in the long run it too will become more sophisticated and will strongly support only those promoters and companies of good repute and proven record.

Rock surface roughness plays an important role in excavation engineering projects and applications related to surface support structures, such as shotcrete and thin-sprayed liner (TSL). The morphology of the substrate affects the mechanical behaviour at the interface significantly. Therefore, it is necessary to quantify the roughness to investigate the relationship between roughness and mechanical properties. The joint roughness coefficient (JRC) proposed by Barton and Choubey (1977) is widely used in practice. It initially estimated the roughness by comparing it to 10 standard profiles visually. However, this method has lots of limitations, it is not only subjective but also a two-dimensional parameter with a small lab scale (Beer, 2002). The subsequent research on JRC, from visual comparison with Barton’s standard profiles to measuring the roughness with a profilometer (Weissbach, 1978; Alameda-Hernández et al, 2014). Then, 2D profiles or 3D surfaces by different technologies with higher resolution and accuracy, such as 3D laser or optical scanners (Fardin, 2004; Jiang, 2020, 2021). These 3D scanners are expensive and only suitable for laboratory scales. LiDAR scanners (Lato, 2009; Aubertin, 2022) have been applied in industrial size, but it is difficult to achieve a millimetre-level accuracy, which is mostly used to detect the thickness of shotcrete in practice. Thus, finding a cost-effective surface roughness measurement method with high accuracy is necessary. Photogrammetry is another method to digitalise the roughness of the surface. Similar to 3D scanners, photogrammetry also generates the point cloud of the objective surface and then reconstructs the 3D model of the objects. 3D reconstruction technology is a trendy technology in recent years. The structure from motion (SfM) algorithm (Westoby, 2012) to rebuild the 3D model with a flexible workflow, aligning photos, building dense point cloud, mesh and texture, which has been proved that can rebuild an accurate model in variable fields.

The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.

In Finland fogging in mine ramps is a common problem. Fog forms when warm and humid exhaust air moves upwards the ramp, where the skin temperature of surrounding wallrock decreases to about 10¦C. Changes in fog thickness and lengths of fog-filled parts of the ramp depend at least on climatic conditions outside, diesel equipment usage in the mine, and the length of working sequence at a time. In this study fogging problems in three different mines, namely Orivesi mine, Louhi mine and PyhSsalmi mine, with different ore types, different layouts, and different depths are presented and compared. All these mines use diesel equipment and the ramp is used as an exhaust air route. In two of these mines the ramp is used as a haulage road and in the other for supply and repairing, checking, and surveying purposes. Measurements of humidity, temperature, air velocity, and dust content were performed in these mines. The measurement results, as well as field observations are presented, compared, and discussed. The results show that fog is observed in areas with high relative humidity values when air temperature and dew point temperature are less than 3¦C apart from each other. Air velocity values were high in many areas. In addition, measured particle concentration values were mainly high in areas, where fog was observed. A short literature review of recent fog formation studies is also presented. It demonstrates the complicacy of the fog formation process. Similarities and differences concerning fog problems in the ramps are found and presented. As already a lot of new information is gained, the continuation of research is considered plausible to find more economical ways of solving and preventing this problem in the future.

It is always difficult to sum up an open forum adequately and instantaneously, so, with the privilege of hindsight, and also with some time to reflect, I am exercising the Chairman's prerogative to put together my view of the overall conclusions. Hopefully, these may provide a focus for each Institute to formulate its own programme with respect to mineral industry education. First, in answer to the question, "Should there be Schools of Mines?", there was a very clear 'yes'. However, I reiterate what I said in the introduction to this forum, specific professional education for the mineral industry exists only because the mineral industry sees a need and wants it. If the mineral industry should decide that it does not need professionals with specific mineral industry training, then such training will cease to exist. As alluded by Dr Hackett, if such training ceases to exist, one must then question the need for Institutes of Mining and Metallurgy. Now, there's some food for thought! Specialist schools of mines (metallurgy and geology) can only exist in an environment of genuine interaction with, and support by, industry. For their part, schools of mines, used here in a generic sense, require leadership that is strong but responsive to industry needs. It is the leader that puts his stamp on a school, and, to a large extent, determines whether that school is 'good' or only 'mediocre'.

Ore reserve estimation is a procedure involving data collection, data storage and judgement and assumptions about geology mining and metallurgy. Calculations are based on these assumptions and an economic analysis on projected cash flows is carried out. Ore reserve estimation must therefore be subjective and will always depend on the extent to which the assumptions used in arriving at the estimate are correct. This paper is an attempt to summarise the many aspects that can contribute to ore reserve problems and to offer some suggestions on how to minimise these problems. For further details on specific concepts readers are referred to the detailed descriptions in the referenced papers.

Block caving is an important mining method for the future economic exploitation of large, low-grade, steeply dipping orebodies. While block caving is not a new method, there are still many unknowns surrounding the mechanics driving the process, particularly as we are forced into deeper, higher-stressed and stronger ore deposits. The caving industry is desperate to provide some explanation behind the myths of caving geomechanics to better predict and manage current caves and caves of the future. Large amounts of data are collected to help understand caving, but it is not fully utilised and current approaches for analysing the data are capacity limited. The application of virtual reality and scientific visualisation (VRSV) technology to visualise and analyse block caving is a critical future component in the assessment toolbox. VRSV enables large, complex, multidimensional data sets to be analysed and the power of human visual problem solving processes to be utilised. Block caving is a complex system and needs to be analysed as a system, rather than looking at individual factors one at a time. A software module has been developed at UNSW Australia for use in the advanced visualisation interactive environment for analysis of the block cave mining system (BCMS). This fully immersive, 3D virtual assessment tool shows exciting potential and is used to analyse the BCMS with a close linkage to time (ie the chronological occurrence of data). This tool will enable a true investigation into the cause and effect relations within the BCMS. Current research is investigating Newcrest Mining Limited’s Ridgeway Deeps operation and is aiming to turn some of the cause/effect relationships into increased geomechanics understanding to provide improvements to ground control management. Agitation leaching data has generally not been analysed to extract the maximum amount of information that is available. Analysis of heap leaching systems has been developing over the last five years to include the underlying rate determining process. This has been found to be diffusion control for all copper leaching; irrespective of whether they are oxide or sulfide minerals. Extension of the diffusion model has enabled better scale-up protocols to be developed. Acid consumption in copper heap leaching operations has been found to be a first-order chemical controlled system. The analysis of the data is relatively straightforward. However the interpretation and scale-up is not as direct as for agitation leaching. The differences in the residence time distributions (RTDs) are required to properly account for the scale-up between test columns and field. The leaching of oxide copper in agitated systems has also been found to be diffusion controlled. However, there are significant differences in the control mechanisms. Initially the leaching control is the supply of acid to the mineral surface. This is limited by the diffusion through the surface boundary layer and is thus subject to the level of agitation. Higher agitation provides thinner boundary layers and faster diffusion rates. Similarly, higher grade material creates a thicker concentration boundary layer and relatively slower leaching. Acid consumption in agitated leach systems is also a first-order system. However, the interpretation of the RTD is easier from batch testing to continuous multiple CSTR series plant operations. Altering the method of acid delivery can significantly reduce acid consumption rates. Predilution of the acid minimises the local acid concentration near the addition point and can reduce the consumption by up to 50 per cent. Modelling of the combined leach rate(s) and acid consumption rates in agitated systems allows comparison of various leaching strategies and selection of the most appropriate. Similarly, the model allows the identification of economic limits to leach recovery; where the cost of acid consumption is greater than the value of the copper recovered. From this analysis selection of residence times for agitation leaching can be determined. The modelling tools are useful in identifying optimum conditions for the leaching process.

Traditionally X-ray diffraction (XRD) has not been significantly used by the cultural heritage sector, as the most commonly used technique, X-ray powder diffraction (XRPD), requires sample removal from the artwork or artefact, followed by grinding of the sample to a fine powder. With the development of micro-X-ray diffraction (micro-XRD) and other associated advances, non-destructive, in situ analysis of crystalline pigments on micro-areas of paintings and artefacts has become possible. This is illustrated with the application of this technique to the in situ analysis of propriety paints, paint cross-sections and small paintings. However, workers have noted that XRD can be insufficiently sensitive with pigment mixtures, due to matrix effects. This study obtained X-ray diffractograms of 17 single pigment preparations and determined relative amounts of crystalline content. The purity of single pigments was compared with Joint Committee on Powder Diffraction Standards (JCPDS) database diffractograms. The impact of pigments with high X-ray absorption coefficients on the detection limits of pigments with low X-ray absorption coefficients was further investigated by building on work done with the chromium oxide-zinc oxide series with the preparation of a second series of binary mixtures of zinc oxide (which has a high absorption coefficient and is almost fully crystalline) and ultramarine blue, which has a lower absorption coefficient but which is more crystalline. Semi-quantitative analysis, where baseline and absorption factor corrections are made, confirm detection limits as low as five per cent for chromium oxide and ultramarine blue when in a binary matrix with zinc oxide. However, this type of analysis is very time consuming. So in order to theoretically simulate issues that will be encountered with binary pigment mixtures, the single phase diffractograms were used to theoretically investigate the matrix effects of the three white pigments with the various coloured pigments. This illustrated that detection limits can be as low as five per cent or in non-ideal conditions, such as with partial peak clashes or where there are large differences in relative peak intensity, as high as 50 per cent. These results have significant implications for the analysis of painted surfaces on artworks or artefacts. It has been demonstrated that ideally this method is more suited to the investigation of surfaces where there is minimal mixing of pigments or where there is not a significant difference between the absorption coefficients of the mixed pigments.

The purposes of defining the mining environment for underground mass mining and the uses of characterisation data are outlined. The requirements for data in the areas of geology, surface and groundwater hydrology, topography and environmental constraints and geotechnical studies are identified. Emphasis is then placed on the collection and interpretation of geotechnical data for establishing the in situ stress regime and for rock mass characterisation. Methods used for diamond drilling, core logging, borehole logging, data analysis and presentation, rock mass modelling and rock mass classification are outlined. Finally, recent and potential advances in the state-of-the-art are identified in areas such as geophysical methods, measurement while drilling, computerised data collection and analysis, rock mass modelling, in situ stress measurement data presentation and interpretation, and some applications of rock mass characterisation data.

Supergene lateritic iron ores are uncommon when compared with the vast tonnages of BIF-hosted microplaty haematite ores of the world or with the dominant supergene mimetic martite-goethite ores of the Hamersleys. In Australia and to a lesser extent in India and South America, mimetic replacement of gangue minerals by iron hydroxyoxides is a major factor in forming supergene iron ore from banded iron-formation (BIF) and results in the superb preservation of all of the original BIF features. This includes primary banding down to the finest inclusions, as a result of pseudomorphing of the BIF gangue at depth by goethite. The enrichment as a whole is an absolute accumulation of Fe at depth, dissolved from the surface BIF, and a removal of the gangue elements without loss of the original BIF mineral textures. Thus the ores grow upward to meet the downward destruction of the surface BIF by erosion. By contrast the supergene lateritic ores including the 'blue dust ores' are residual ores resulting from the relative accumulation of Fe. In the supergene lateritic ores derived from BIF, removal of the gangue is accompanied by repetitive solution and reprecipitation by secondary haematite and goethite. The final product of lateritisation of BIF and BIF-derived ores is typically complex, due to successive overprinting of earlier stages of alteration during the process, and because of the different precursors. This progressive lateritic modification tends to produce a varied surface complex including massive, vermiform, and botryoidal, or nodular aluminous/siliceous goethite and haematite, variously known as ferricrete, duricrust, canga, or 'hydrated zone hardcap'. The significant difference in these ores to the supergene mimetic martite-goethite ores is that they grow downward, with the total destruction of any of the parent BIF or BIF-ore textures.

Gold deportment and ore characterisation studies are key tools in gaining an appropriate understanding of complex gold ores for process development and optimisation. These studies have historically involved imprecise chemical methods with slow and costly optical microscopy for gold identification. The traditional approach requires highly skilled petrographers, is prone to human error, and is not scalable, reducing the usefulness in practical analysis. The proposed methodology utilises a decision tree and knowledge base in a staged approach to gold ore characterisation, building up progressively more detailed information about the sample mineralogy, gold deportment and key mineral properties, as the process is followed. Whilst the automated QEMSCAN« system is used for mineral and gold identification, interactive and focused data analyses are used to give more efficient and accurate results. This is complemented by smart sample preparation and chemical methods to enhance and validate the data, making the staged approach methodology reliable, scalable and therefore practical and economical.

This paper intends to give an insight into what is often considered to be a poor relation of the mining industry but is in fact an integral part of any community. Aggregate production accounts for more than half of the world production of minerals by weight. In New Zealand production of aggregates runs at around five tonnes per capita per year, making it a significant industry. The industry in this country is dominated by smaller operations close to the market due to the widespread population and relative abundance of aggregate. The Logan Point quarry is one of the largest quarries in the South Island with an annual production of around 250 000 tonnes. The market is mainly based around roading and building in the Dunedin area with some higher quality specialist aggregates being used allover Otago. The quarry has been owned and operated by Palmer and Son Ltd for 106 years with a fifth generation family member the current quarry manager.

Twenty years of effort in developing the use of computers in the design and control of mineral treatment circuits has resulted in a sound base for future widespread application of the techniques.. The intent of this paper is to speculate to some extent about future applications of computer related techniques in the mineral extraction industries. The use of simulation methods for the analysis and design of circuits is discussed. In the area of process control, computers have been largely devoted to process monitoring and reporting tasks. The application of computers for the total control and optimization of complete plants is considered. Finally, the role of computer based modelling studies for definitions of optimum treatment flowsheets is suggested.

The rare earths market is relatively small and slow growing. Three applications using mainly cerics rare earths : catalysts, glass-ceramics and metallurgy are volume market. Inside this slow moving frame, fast growing niches can be found lamp phosphors, permanent magnets, fine cera- mics... There is no specific ore for one given element, and the natural occurence of any ele- ment is almost constant in both monazite and basnaesite. This creates the "balance problem" that consists in the best compromise between shortage and over production. The general trend of prices is downward in constant money. Despite this difficult environment (price decrease, technology changes, etc...) lots of company have always been attrac- ted by the rare earth business.

The long term viability of a mining company is dependent on the success of its capital investments. Due to the specialised nature of the design, engineering and construction of large projects the management is often contracted to an outside organisation. This paper is a review of the phases of the relationship between Client and Contractor. A rationale is developed upon which the selection of a Contractor can be made. Subsequently, the key aspects of the Client/Contractor relationship are reviewed with reference to completing the project on time within budget. The aspects discussed include Contractor management systems, qualifications of key personnel, definition of scope of work, industrial relations, project control and Contractor remuneration.
