With mining development on hold and other underground works in a slowdown, the development of nuclear wa te repositories takes centre tage on the American rock engineering scene. Three repositorie for commercial spent fuel-in salt, tuff, and basalt-are in the phase of site characterisation and conceptual design, and one pilot project for defense high-level wa te in salt is under construction. A repository design for crystal line rock has recently been postponed.Because of strict quality assurance requirements throughout design and construction, and because of the need to predict and ascertain in advance the satisfactory performance of the underground openings, much intellectual energy has been expended to analyse underground openings in the unusual circumstances of the repository environment. In the long term, these efforts will lead to an improved understanding of rock behaviour and improved methods of underground analysis and design. For the shorter term, a formalised ground control plan was developed, the principles of which may be applied to other types of projects.This paper summarises the status of underground design and construction for nuclear waste repositories and presents some details of the ground control plan and its individual elements.

Engineering of gold treatment facilities complete with infrastruc- ture in a remote location such as Papua NewòGuinea present unique problems to the design team. Site location, topography, ground conditions and infrastructure are some of the major hurdles to overcome when setting out on the design of such plants. This paper discusses two such plants, located in two distinctly different areas of Papua New Guinea and the solutions evolved in order to design successful operating facilities.

Metso Minerals Process Technology Asia-Pacific (MMPT-AP) has been working with many mining companies worldwide performing æMine to MillÆ or Process Integration and Optimisation (PIO) studies. MMPT-AP has developed a proven methodology to improve the efficiency of the mine-mill interface and gain maximum benefit. The PIO methodology involves rock characterisation, mathematical modelling and simulation to generate a list of operational and control changes for both the mine and concentrator. Following the methodology, the list of recommendations is developed relatively easily; the more challenging part depends on the company. Success of a PIO project relies on the ability of an organisation to implement change û both operationally and culturally: the human element. When a PIO project is started, there is initial interest and commitment from the company. But how can this be maintained? How does an operation know if the benefit continues? MMPT-AP is now developing long-term relationships with clients to ensure that the increased production and improved efficiency continues. Direct and indirect measurements are used to determine the key factors involved and to understand the cause/effect relationships. Simulation tools also can be used to compare current with recommended practices û so when material properties vary over time, the benefits can still be quantified. PIO is about empowerment: by measuring and understanding what parameters affect concentrator performance, the site personnel now have the knowledge to make a difference. Rather than simply reporting variable or poor concentrator performance, operations can predict when production will be affected and put controls in place to prevent it from happening. This requires support and commitment from the company or æbuy inÆ. Ensuring this buy in continues is the challenge facing every company involved in PIO work û but the benefits are well worth it. This paper will review MMPT-APÆs experiences in implementing PIO projects in the long term: from both the consulting and operational viewpoints. MMPT-APÆs involvement with a number of companies will be discussed as examples of what works and what does not.

This paper addresses the actions of the Australian mining industry, its regulators and educational providers towards ensuring that a pool of competent mine managers is maintained in Australia and that mine management remains a desirable career path for future mining professionals. The Australian and global mining industries are experiencing an acute skills shortage. Mine managers, traditionally drawn from the ranks of mining engineers, are at the sharp end of this shortage. Exacerbating the shortage is a perception that a professional mine manager is not an attractive career option. This perception is influenced by the following forces which combine to make the role of a modern mine manager very demanding:legislative requirements for owners and managers to ensure (guarantee) the safety and health of employees; an increasing trend towards prosecution over exposure to risks to health and safety a need to be more aware and responsive to community and environment; financial, technical and æpeopleÆ pressures traditionally associated with the job of managing a mine; and mine management roles being filled by younger and less experienced professionals. Universities and other educational providers have the challenge of both ensuring that undergraduates are exposed to these issues during their study and continuing to promote mine management as a desirable career option. Anecdotal and statistical evidence indicates that young graduates are choosing and remaining in technical roles rather than taking on the challenge of mine management. Furthermore, it is suspected that the issues referred to above are contributing to the low retention rate of young professionals at mine sites. The challenges are not insurmountable, however. This paper reviews the initiatives of industry, the regulators and educational institutions in addressing these challenges. It includes a focus on:prosecution policies and their impacts, tertiary education program content and delivery modes, CPD initiatives of the Mine Managers Association of Australia, and alternative pathways for obtaining mine management qualifications.

DuPont is a chemical and energy multi-national of approximately 90,000 employees. Often regarded as the world leader in injury reduction and process safety management, DuPont operate 140 manufacturing sites around the globe. Conoco is a wholly owed subsidiary of DuPont which is involved in oil, gas and coal exploration.   Throughout this paper I will discuss DuPont statistics, developing a safety culture and training process as well as discussing possible short comings in the New Zealand safety focus. I will conclude with my recommended improvements and issues for New Zealand companies to focus on.   It is very difficult to compare DuPont and New Zealand statistics through lack of compatibility in recording methods and my ability to interpret ACC's Injury Statistics. However through considering DuPont's statistics, and comparing them to your own companies or departments, you will agree they are indeed impressive. I hope that by discussing DuPont's safety philosophy, and possible shortfalls within New Zealand Legislation many of you will find ideas and inspiration which will help you to further reduce your own injury rates.

Ok Tedi Mining Limited commenced construction in mid-1981 of facilities and infrastructure to mine and process gold ore at Mt Fubilan in Papua ew Guinea. Production ofgold began more or less on schedule in mid-1984 although design capacity is yet to be achieved. Due to geotechnical problems, two important items of infrastructure, hydropower and permanent tailings disposal, are not yet in place. Current low metal prices make it likely that copper facilities will be postponed.The deposit compriscs a leached gold capping overlying copper sulphide porphyry mineralisation containing significant gold and molybdenum. Mining is by open pit methods. The soft leached capping gold ore is ripped and dozed, loaded by hydraulic shovel and trucked to a dump pocket. After passing a large semi-autogenous mill of nominal capacity of I, I00 tonnes per hour, the ore is treated by the carbon-inpulp process, with a gravity circuit to recover coarse gold. The final product is 12 kg dore bullion bars.At present, all tailings are detoxified with hydrogen peroxide; after cycloning, the coarse fraction is stored, and the slime fraction discharged into the river system; expected environmental impact is acceptable. Investigations for a suitable dam site for a permanent tailings system are still underway.Peak 'I. hour power demand for Stage I is 17 MW, presently supplied by a diesel alternator power station and a 2 MW mini hydropower plant.Initial access to the base camp at Tabubil was only by air. Eventually a road was pushed through 134 km from the river port at Kiunga (where port facilities have been constructed) and a further 23 km to Mt Fubilan.Roads are constructed of compacted gravel and crushed limestone generally underlain by geofabric. Eight major steel bridges were built.The town of Tabubil has been established, including housing, airport, shops, offices, schools and all facilities.Environmental studies have been extensive and a detailed monitoring program is maintained. Ok Tedi Mining Limited is making considerable efforts to train Papua New Guineans and to foster local business.

This paper describes the MillMapper technology developed for condition monitoring of liners and other operational parameters in grinding mills used for mineral comminution, by presenting a case study of its application. MillMapper provides maintenance engineers, operations managers and process and plant metallurgists with quantitative, accurate and reliable condition monitoring data for informed decision making regarding the maintenance and metallurgical aspects of such mills. MillMapper uses calibrated laser scanners for the capture of three-dimensional surface representations inside a mill during a shutdown so as to determine shell, feed and discharge liner thickness at a resolution of several million data points, a procedure that nominally takes five minutes to complete. Once several data sets over time have been collected inside a mill, MillMapper can be used for liner wear, liner wear zone, liner weight, ball charge volume, ball charge weight and intelligent profile tracking over time. Liner tracking in combination with site defined reline and failure criteria and with throughput tonnage data is utilised for change out prediction of each separate liner segment type.

Whitehaven Coal Limited operates an underground longwall mine near Narrabri, New South Wales. The mining horizon in the Hoskissons Seam is overlain by a 16–20 m thick unit known as the Digby Conglomerate, a unit that is sufficiently massive to have potential to cause a windblast during first caving at the start of each longwall panel and periodic weighting throughout the panel. A program of hydraulic fracturing has been successfully used to precondition the conglomerate strata to increase its caveability at the start of each panel. Financial markets are subject to constant change and project finance, as a product within these markets, adapts and will continue to adapt with those changes. A meaningful discussion of these adaptations requires an understanding of differences between non-, limited and full recourse project finance. The reasons sponsors seek and lenders provide project finance are also pertinent in this context. Arranging a project, financing package can be a canplex and time consuming task. An important first step is choosing the right advisor for the assignment and then structuring and tailoring the financing before approaching prospective lenders. The last thirty years has seen changes in the needs of sponsors and the ability of lenders to meet them. These shifts in preference may well be a guide to the future. Several major project financings successfully canpleted in Australia in the last few years and more recent examples are broadly discussed. Project finance will be keenly sought in the future and the form and nature it takes will continue to vary.

"Three issues of relevance in a modern tailings storage facility (TSF) are:geotechnical stabilitymanaging acid rock drainage (ARD) from pyritic tailingsmanaging the tailings from cyanidation of gold ores. Drawing on examples from both copper porphyry flotation and sulfide-hosted gold ores, this paper demonstrates that giving some weight and importance to the process tails properties upfront can influence the flow sheet and not only improve tailings management effectiveness but also impact positively on economics. In the case of a typical copper porphyry ore with moderate pyrite content, the rougher tail in a conventional high pH selective flotation step is usually classified as potentially acid generating (PAG). To avoid the generation of ARD within the tailings and the requirement for a costly plastic lining, subaqueous deposition is recommended, which in turn has negative implications for tailings stability, consolidation and closure. Adopting a neutral pH rougher stage rejects silicate gangue but recovers pyritic material to the cleaners for a subsequent selective flotation stage, often after regrinding. This effectively quarantines the PAG pyritic material in a much lower volume cleaner tail, which can then be appropriately encapsulated within a larger non-lined flotation tails facility. It also facilitates cyanide leaching of the cleaner tail for gold recovery, with the encapsulated tailings facility being suitable for cyanidation tails storage. A case study from Europe is examined. For gold ores where the gold is sulfide-hosted, but not refractory, a flotation route with cyanidation of the concentrate can similarly produce the majority of tailings as a benign flotation tail and again quarantine the low volume concentrate leach tail in a small encapsulated cell with appropriate residual cyanide management measures applied. Overall economics for intensive leaching of a low volume concentrate stream can also be surprisingly positive. A feasibility study design example of the process and TSF is presented. Computer software has been developed to link real-time information generated by underground mine ventilation airflow monitoring sensors into a network simulation program to undertake network simulations and allow interpretation of key system data and operational changes. Results were used in the development of a computerised monitoring and simulation system to provide immediate or real-time data on air behaviour within each branch of an underground mine ventilation network through linking of sensors to the ventilation network simulation software. The outcome of the project is an online system that can report changes in the mine ventilation system, allow causes of changes to be isolated and rectified, improve balancing of available air throughout the mine, allow improved approaches to regulator setting and dispense with much of the labour used for underground ventilation measurement. The work activities in both coal and metalliferous Australian mines have involved examination and modelling of regulators, software modification and considerable mine site testing and optimising activities. There is some discussion on approaches to control of flow through ventilation systems with increased information. New systems will be part of a total mine information management system. They will have to be cost effective and justified by gains in productivity. New systems will need to provide simulation of contaminant production such as diesels, vehicle heat, strata heat, radiation, blast fumes and other gases. More robust real-time ventilation simulation systems will be required. Personnel and vehicle identification and production tracking will be collected to provide integrated ventilation system monitoring and control. This paper examines a study to gain greater understanding of computerised real-time airflow monitoring and control within the mine production system to provide immediate simulated information in each branch of an underground ventilation network and to allow interpretation of key system data and operational changes. A case study implementing a real-time airflow monitoring and control is discussed. Approaches to control of flow through ventilation systems with increased information are discussed. The concept of a system that can be linked to or be part of a total mine information management system is developed. Such a system can form the base for mine automation that allows mines to incrementally and cost effectively implement monitoring and control to further seek gains in productivity.

The Sepon Copper Project is located in the Savannakhet Province of Laos PDR and is operated by Lane Xang Minerals Ltd (LXML). An Ausenco - Bateman Engineering joint venture, the Khanong Development Group (KDG) managed engineering, procurement and construction of the project. The plant was fully commissioned in March 2005, two weeks ahead of schedule. The plant is designed to produce 60 000 tpa of cathode copper. The process flow sheet includes a pressure oxidation (POX) circuit that leaches pyrite flotation concentrate to generate ferric ions and sulfuric acid for use in atmospheric leaching of a predominantly chalcocite ore. The process is unique in that the chemistry in the autoclave is forced to produce a basic ferric sulfate precipitate for downstream recovery of ferric iron. This paper describes the design, construction and commissioning of the pressure oxidation circuit. The challenges imposed on construction and commissioning due to the remote location of the site, landlocked status and underdeveloped infrastructure in Laos are highlighted.

Studies by Tennent, Isokangas Pty Ltd (TIP) have indicated that underground quarrying of backfill may be a cost competitive option for providing backfill for specialised situations in underground mining. Situations where suitable bulk fill material may not be available on the surface, and where the total cost of setting up a fill distribution system are prohibitive, could favour the mining of fill material underground adjacent to the stopes being mined. Considerations include environmental impact, scheduling, surface constraints and total costs. The examples quoted in this paper, and the case studies are based on the authorsÆ personal observations and experience.

As mines become deeper, the problems of heat in the workplacebecome more acute. An important response from the industry hasbeen the widespread adoption of microclimate cooling such asair-conditioned cabins. However, not all work in mines can becompleted from inside an air-conditioned cabin, and in any event,it is still important to keep the ambient air in the mine outside ofany microclimate to a safe temperature. An important method forbringing workplace temperatures under control is the appropriateuse of refrigeration. The application of refrigeration inmechanised mines has been recently described (Brake, 2001;Brake and Fulker, 2000). This paper provides an overview ofsome of the important engineering considerations in thespecification and selection of mine refrigeration plants. Thepurpose is to provide a basic understanding of refrigerationprinciples, practices, terminology, hazards and opportunities formining engineers or other personnel who may need to beinvolved in the introduction of refrigeration onto a mine site.

Chromite ores have a long history of low pricing and for AustraliaÆs only chromite mine this has been a particularly tough challenge, especially as the mine is located nearly 400 km from the nearest port at Port Hedland. A stockpile of chromite fines (-16 mm) has been built up since 2003. The opportunity to develop a facility to treat this material to produce a chip (-16 + 1 mm) product and a sands (-1 mm + 45 micron) product was taken when the price increased to above US$140/t. A simple add-on plant containing a heavy media cyclone circuit for the chips and a spiral circuit for the sands was designed and developed. During construction of the fines plant the price of chromite reached a level where the payback for the entire project was less than eight weeks. Soon afterwards the price and the demand for chromite plummeted and the site was put on care and maintenance, except for the commissioning of the fines plant. This put considerable pressure on whether to continue to operate the plant or to place it in care and maintenance. Times of boom and bust provide management with almost totally opposite views. By not taking a conservative view on prices and costs, the effect of extremely low prices and minimal demand can be devastating to a good project. Designing and building plants with conservative costings in boom times gives a greater chance of keeping projects alive during the bust periods that tend to follow.

It is recognised by the current JORC (1999) code that resource classification involves the interaction of numerous qualitative and quantitative criteria such as data quality, geological continuity and grade continuity. No prescribed criteria and rules will work for all situations or even between different ore types within the same deposit. Also these criteria and rules are sometimes applied without a clear understanding of their appropriateness, accuracy or correct implementation. For these reasons case studies are useful to evaluate and compare criteria commonly used to assist in resource classification. In this paper blasthole data from a selected area of Joffre Member hosted ore of the Brockman Iron Formation at the Mt Whaleback orebody are used as the basis of a case study for the above-mentioned purposes. Iron grade, in per cent, is interpolated from a blasthole dataset into a block model using ordinary kriging. Samples are then removed from this blasthole dataset to produce a random sample grid, a semi-random sample grid and a regular sample grid. Using nearest neighbour, inverse distance squared, ordinary kriging and sequential gaussian simulation, block iron grades are estimated using these three blasthole data subsets as inputs. This provides four groups of estimates with the ordinary kriging estimate based on the complete blasthole dataset being considered to represent the true estimate of iron grades. Also generated during this process are estimates of the error for each block. These error estimates range from the simple, such as drill spacing, through to more advanced methodologies such as kriging efficiency and simulation. These estimates of grade and grade estimation error are then compared to the true estimate using graphs and statistics. In order of increasing accuracy the block grade estimation and simulation methods were nearest neighbour, inverse distance weighting, ordinary kriging and finally conditional simulation. The simulation in some instances doubled the accuracy of individual block grade estimates when compared to nearest neighbour and inverse distance weighting estimates. It was found that many methodologies for estimating the error of individual blocks performed equally well with only methods such as average drill hole spacing and classification by search ellipse pass number performing poorly. An approach on how to convert the abovementioned error estimates of individual blocks into a meaningful JORC classification is also discussed. Although advanced non-linear resource estimates are applicable, most iron ore mines are still using relatively straightforward methods. The use of blasthole data and some simple linear interpolation methods and simple linear based error estimates makes this study repeatable for most iron ore sites and their resource geologists. This style of investigation is recommended as a useful approach for the Competent Person to apply to their deposit and thus better select, implement and understand the criteria used for resource classification and provide more consistency and confidence in the resource classification process.

The main factors controlling the electro- winning of zinc from impure aqueous sulphate electrolytes are reviewed. Zinc, hydrogen and impurities are deposited at the cathode. The current effic- iency for zinc is increased by increasing zinc/ acid ratio and current density and by decreas- ing temperature; and may be unchanged, increased or decreased by the presence of impurity ions. A qualitative comparison of observed and predicted impurity effects is in reasonable agreement. Quantitative treatment of the effects of impurities and cell additives is not available. A tentative explanation of the time dependence of current efficiency in the presence of some impurities is provided. The forms in which impurities are deposited is substantially unknown. Impurities may be classified according to the extent of cathodic deposition. Procedures for control of cathodic deposition of impurities are outlined. The main anodic reactions are the forma- tion of oxygen, manganese dioxide and sulphuric acid. Minor reactions include the oxidation of lead, silver, cobalt and chloride. The site of the anodic reactions and the reactions generat- ing manganese dioxide are uncertain and may change with time of operation. The anode behaves crudely as an oxygen electrode with

In 2001, the Springvale Coal Mine determined a requirement for a 360 m deep vertical airway to ventilate ongoing underground longwall mining operations. The project, referred to as the Springvale No 3 Ventilation Shaft, was completed in 2003 - 2004 by blind boring a 4.25 m diameter hole from the surface to the coal seam at 360 m depth. The shaft was completed with a 3.5 m inside diameter lining made from a continuous watertight steel and concrete composite pipe. Presented from both the clientÆs and the contractorÆs perspective, the following paper describes the process of constructing a blind bored ventilation shaft for this application. Beginning with the clientÆs definition of the requirements and specifications for the shaft, the paper describes the steps followed by Springvale Coal prior to awarding the contract. Springv aleÆs process involved a thorough site investigation including procurement of geotechnical data for prospective contractors and the management of issues relating to safety, quality and the environment. The clientÆs view is followed by a description of the planning and works performed by their nominated shaft drilling contractor, Ardent Underground Pty Ltd.The contractorÆs description of the works includes the details of the blind shaft drilling and lining construction process used for this application. The design of the shaft lining installed at Springvale Coal was the first of its type to be used in Australia. The successful installation of a watertight composite shaft lining and the safety of the method, which did not require any personnel to enter the shaft or the mine, were among the positive outcomes from the project.

Broken Hill South Limited's discovery of phosphate deposits in the northwest of Queensland in 1966 prompted intensive exploration which has proved phosphate rock in excess of 2,000 million tons at ten separate deposits. Systematic exploration for phosphate in Australia was initiated by the Company in 1964. Early in 1966, an investigation of oil wells in the Georgina Basin in the Northern Territory and Queensland revealed widespread anomalous phosphate in early Middle Cambrian Beetle Creek Formation and Thorntonia Lime- stone. Phosphorites recognised in oil wells in the southeastern part of the Basin, Queensland, led to the discovery of the Duchess deposits, Exploration of the Beetle Creek Formation since 1966 has disclosed nine other sizeable deposits north of Duchess around the eastern margin of the Basin. The Lady Annie and the adjoining Lady Jane deposits, by reason of their location, 160 miles south of the Gulf of Carpentaria, are expected to be the first to be brought into production. Beneficiation testing and engineering investigations commenced in 1967. Transport between the deposits and various port sites in the Gulf of Carpentaria has been extensively studied and a slurry pipeline as a means of transport to a deep water island port, is now being investigated.

The Mount Isa mine in North West Queens- land produces a total of nearly 10 million t/yr from separate copper and silver lead zinc orebodies. Sampling information is mainly obtained from diamond drilling on 30 to 40 metre centers in both types of orebodies. For the copper orebodies the majority of the core is analysed for copper content using a non-destructive bulk analyser developed by the Australian Atomic Energy Commission. The diamond drill core in the silver lead zinc orebodies is usually sam- pled as sawn half core and assayed in the com- pany laboratory using a variety of methods dependent upon the level of metal content and/or the elements required. Underground development is sampled where additional information is required to improve the ore reserve estimate. The copper areas are sampled using a standard 2.0 m by 2.0 m chip sample of the wall. The chips are taken on a 250 mm spacing. Lead areas are sampled using a 100 mm wide by 4 mm deep channel over intervals determined by the area geologists. The massive, irregularly shaped copper ore bodies are mined as large sublevel open stopes and pillars. Ore reserve estimation on both a production unit and global scale is routinely carried out using a geostatistical system developed in-house and running on a Sperry 1100 mainframe computer. Copper grade, tonnes and the Kriging var- iance are estimated at points on a user defined grid. The Kriging program uses 10 m assay composites from diamond drill core and underground chip samples. One average (rela- tive) variogram is used throughout the main copper orebodies. The validity of using an average variogram was verified by the original geostatistical study undertaken in the late 1970's.
