Access to secure and reliable water resources is fundamental to the minerals industry. In recognition of that requirement, and cognisant of extensive contemporary public water debate and reform initiatives in Australia, the Minerals Council of Australia (MCA) approached the Ministerial Council on Mineral and Petroleum Resources (MCMPR) proposing the establishment of a Joint Working Group to prepare a framework of strategic principles to ensure responsible water management at a site and corporate level, manage risks and identify opportunities. The Framework provides high-level guidance on issues that should be addressed in water decision making across Australia in relation to mining and associated processing operations. It identifies principles and objectives for adoption in four areas, viz: valuing water, strategic water planning, implementation, and engaging stakeholders. Given the high level nature of the Framework, and its national application, it does not seek to replicate detailed guidelines already widely available in each state and territory on operational water management practices and associated regulatory issues at mine sites. The Framework includes a series of case studies from across Australia that demonstrate where strategic thinking, wise water management and close consultation with stakeholders has delivered better water use, more profitable operations and excellent community/stakeholder relationships. Lateritic nickel ore occurs as a supergene or residual deposit as a result of the tropical weathering of underlying ultramafic rocks. The mineralisation may be as hydrated Ni-Mg silicates, like garnierite (silicate ore); or as hydrated Ni-Fe oxide (oxide) ore. Non-sulphide ore represents only 30% of the tonnage mined, but represents 85% of the total world's nickel reserves. A typical lateritic profile consists of 4 zones above the unweathered ultramafic parent rock: Zone 1: the "upper laterite" which is dark red-brown, porous and concentrically structured. It contains 0.2 to 0.8% Ni, 48.0 to 72.0% Fe, and 0 to 9.5% MgO. It is often capped by a ferricrete crust. Zone 2: the "middle laterite", which is red-brown to light brown and more porous than the above zone. It contains 0.8 to 1.5% Ni, 42.0 to 48.0% Fe and 0.5 to 6.0% MgO. BlastLiteÖ is a low density explosive developed by Dyno Nobel and has been in use at BHP Billiton Iron OreÆs Mt Whaleback Operation since March 2004. The Mt Whaleback Operation utilises BlastLite because it offers an attractive alternative to ANFO in soft to medium strength rock types. Its use also reduces the amount of liquid fuel oil consumed and is well aligned with BHP BillitonÆs corporate Energy Excellence initiatives to reduce greenhouse gas emissions. This paper presents the:results of characterisation work completed on-site as a fourth year mining engineering thesis, and application and benefits of the product at Mt Whaleback. One of the key features of low density products is that the detonation is non-ideal. That is, the explosive does not react fully in the detonation driving zone. This manifests itself in that the product is highly dependent on charge diameter and confinement conditions. Dyno Nobel has access to the Vixen suite of detonation codes for characterising the ideal and non-ideal behaviour of explosives. The objectives of this work were to use the Vixen_i code to characterise the detonation performance of BlastLite, in order to understand the role of the bulking agent and to allow modelling of the explosive. The detonation performance was established by detonating a series of unconfined charges at various diameters and measuring the velocity of detonation (VoD). The work program consisted of sourcing and preparing cardboard tubes of various diameters (80 mm to 305 mm). The tubes were loaded with explosive at the BHP Billiton Iron Ore Mt Whaleback test range and detonated one at a time. Over the past three years BlastLite has been used in various applications across the site. Initial findings illustrate that shovel productivity from BlastLite shots was comparable to the baseline ANFO blasts. The study results were also backed with visual inspection and feedback from shovel operators. A work program is currently in place to develop different blends of BlastLite and TITAN« BlastLite to tailor the explosives to various blasting applications. The trials at Mt Whaleback are leading to future opportunities of BHP BillitonÆs satellite orebodies.

During the development of Lorca tunnel project in the South-East of Spain, an in-site study has been done, with the purpose of obtaining the characteristics of the different lithological units through twenty-two parameters for the design of the tunnel excavation and support. In the paper both the different works developed and the different methods and criteria followed in the obtention of the parameters are described. The values of those parameters may be useful in similar cases. Also a summary-table of the parametrical characterization for the use in similar studies is given.

Alcoa of Australia Limited owns and operates a 150 MW power station adjacent to the coastal township of Anglesea in south western Victoria.The power station was constructed in the mid 1960s to supply electricity to the Company's smelter at Point Henry, near Geelong, and is fuelled by high quality brown coal mined at the site in Alcoa's lease area.The open cut mine, producing approximately one million tonnes of coal per year, utilises a backfilling method and has carried out progressive regeneration of those completed areas since the mid 1970s.

In recent years in New Zealand there have been a number of tunnelling and deep directionally drilled pipelines projects that have required access shafts. Often these shafts are in urban environmentswhere vibration and high noise levels are not tolerable. There are a number of methodologies that can be adopted dependent upon the shaft plan area, depth and geology.This paper will describe some different methodologies that can be adopted that use piling methods such as large diameter piles, and secant piles. The paper will use case studies to highlight:· construction methodology,· specific methodology issues and constraints,· lessons learnt, and· recommended specifications.The development of piling technologies in New Zealand has enabled the development of cost effective solutions for the construction of deep shafts in sensitive urban environments.

Prospecting ice on the Moon necessitates drilling systems to obtain subsurface samples and measure the composition of ice deposits. Landers and rovers equipped with drilling equipment are essential for analysing ice and subsurface resources located at the Moon’s poles. These devices must be small, lightweight, low-power, highly efficient, and high-performance units to function properly in the extreme conditions of the lunar environment. Researchers have developed a prototype drilling apparatus capable of operating in atmospheric and cold environments. A newly developed drilling system in Korea, capable of performing not only sampling but also subsurface investigation, is introduced.

"The precise formulation of a geometallurgical optimisation problem is by necessity a simplification of reality. It includes implicit choices such as data availability or mining block geometry. Additional data can be orebody data, production data or market data. Often these choices are predetermined by the software, the workflow or the corporate culture, and as such are not even queried. There are several aspects that might play a role in the optimisation. They include not only the spatial model on which the selection of mining blocks and the potential mining sequence are based, but also the complexity of the processing model, the way in which uncertainty is treated, the scope of responsibility and the complexity of the model. In addition the timing of the optimisation and the availability (or lack thereof) of information will influence the outcome of any optimisation.We show that different modelling choices and different model formulations for the same mine can lead to very different processing choices, substantially different net present values (NPV), opposite investment decisions and so to overall different values for the entire operation. The selection of adequate simplifications and corresponding formulations for the optimisation problem is thus an important task in itself.For this purpose we introduce a method for quantifying the impact of certain simplifications prior to the optimisation. For example, the effect of mining block choices depends mainly on the spatial structure and the structure of the processing gain function. Both can be quantified beforehand. The high-shear colloidal mixer is generally recognised as the most efficient method of mixing cement based grouts. Only recently however has this technology been applied to the production of cemented rockfill (CRF) for use in underground mines in North America. Traditionally, paddle type mixers have been used to produce the cement based slurries required for the preparation of CRF. While considerable success has been achieved with these mixers, tremendous advantages are attained with the colloidal mixer. The combined effect of the highly efficient mixing action and the ability to mix low water/solids ratios, allows for reductions in the cement content for a given strength requirement. Cement can also be replaced by cheaper fillers such as flyash, resulting in further cost savings. Although large-scale dedicated CRF hatching plants are typical, there is a growing need for mobile plants capable of operating anywhere underground. The compact size and rapid hatching speed of high-shear colloidal mixers has allowed them to be incorporated into skid mounted systems capable of producing and discharging cement based slurries onto rockfill aggregate for the production of CRF. In many cases run-of-mine development waste can be used as CRF aggregate with these slurry plants thereby reducing the cost of waste rock removal. These relatively low cost portable plants have now allowed several mines to economically rccmer isolated pillars and realise positive returns on their investment.

Following acquisition of the Woodlark Island tenement by Highlands Gold Limited, an exploration programme using extensive diamond drilling has confirmed that the style of gold mineralisation is similar to other SW Pacific Rim carbonate base metal gold systems. The two centres of gold mineralisation at Kulumadau and Boniavat-Busai are inferred to be related. to buried porphyry centres localised on NE trending major horst bounding structures. Individual prospects are localised on NW trending cross structures peripheral to the porphyry centres.Gold mineralisation has been derived from the mixing of hot saline magmatic fluids with cool dilute meteoric waters. While the bulk of mineralisation occurs in dilational tensional gash fractures, bonanza grades resulted from fluid quenching in feeder structures. Pre-mineralisation breccias created plumbing systems for hydrothermal fluids and similar paragenetic sequences are defined for Busai and the Kulumadau areas. These include early, distal porphyry, low sulphidation mineralisation, followed by base metal gold and carbonate deposition.

I congratulate The Australasian Institute of Mining and Metallurgy on its decision to hold its Annual Conference here in Western Australia. Western Australia, with its abundant mineral and energy resources, plays a key role in the Australian mining industry... and Western Australia will continue to figure prominently in this vital industry for many years to come. The success of our gold, iron ore, bauxite, mineral sands and other primary industries has enabled Western Australia to contribute significantly to Australia's export revenue and, therefore, to the nation's economic strength. The State's mineral wealth has also provided the impetus for a recent surge in mining related activity, including a dramatic increase in downstream processing of our raw materials. Billions of dollars worth of new project investment is either committed or awaiting final approval - and most of this new investment is a direct result of a healthy and vibrant mining industry. The North West Shelf Project - which has been providing natural gas for homes and industry in Western Australia since 1984 - has also played a key role in stimulating industrial development. The availability of abundant, competitively-priced gas from the North West Shelf has - along with the availability of other raw materials - made Western Australia a more attractive proposition for industrial investment. The company I represent, Woodside Offshore Petroleum, is operator of the North West Shelf Project on behalf of the Project's six Joint Venture Participants - Woodside Petroleum Ltd, BHP Petroleum (North West Shelf) Pty Ltd, BP Developments Australia Ltd, Chevron Asiatic Limited, Japan Australia LNG (MIMI) Pty Ltd and Shell Development (Australia) Proprietary Limited. The theme for this Annual Conference: "Excellence - the key to the continued success of the Australasian mining industry" is appropriate to the North West Shelf Project. The pursuit of excellence has been a hallmark of the Project. The Joint Venture Participants have been conscious of the need for stringent quality control at all stages of development. Procurement and purchasing policies, for instance, have demanded strict adherence by contractors and suppliers to the highest standards and specifications.

A better understanding of ore fragmentation and the textural features of ore is a key to the energy efficient extraction of targeted minerals from low-grade ore deposits. In this study, X-ray microcomputed tomography (micro-CT) is employed to study mineral liberation during the tensile failure and onset of fragmentation of a copper ore. Our results show that X-ray micro-CT could inform new studies of ore micromechanics and fragmentation at the laboratory scale and may offer new avenues to address current challenges in the design of efficient comminution processes. We present the results of experiments based on a high-pressure apparatus enabling micromechanical studies to be carried out in situ (inside a micro-CT scanner). This platform produces high-quality 3D images of the evolution of a sample of porphyry copper ore during an in situ fragmentation test. A sequence of tomographic images enables mapping in 3D of both the deformation of mineral phases and the fragmentation process. The fragmentation occurs quasistatically through multiple stages starting with an initial tensile fracture splitting the ore diametrically, followed by tensile-activated nucleation and growth of multiple fractures producing a complex fracture network. Coupling breakage with microstructural information enables quantitative determination of the impact of ore texture heterogeneity on fracture patterns and mineral liberation. This microstructural information can be compared to key measurements of the ore mechanical behaviour such as the global deformation energy, strain deformation field and the stress relaxation response. The latter allows one to identify interesting precursor signals of the tensile failure. The copper liberation, fragment size distribution and breakage patterns are statistically characterised and related to comminution mechanisms which are clearly identified in the sequence of tomographic images. The two dominant mechanisms are rock-rock friction/compression induced by fracture closing and compression-driven fragmentation at rock-crusher contact points.

Pillar extraction carried out using various methods (split and lift, Wongawilli and Old Ben) involves the formation of narrow fenders (commonly 7 m of coal) formed by driving "splits" for lifting off with a continuous miner. The strata above a split and fender adjacent to the goaf consists of a cantilever beam (usually >3 m thick) that extends from the solid coal and bridges across the fender. Lifting off the fender from the split in safe conditions depends upon the bridging capability of the cantilever and the fender strength. The nature and competence of the immediate and near roof, the support capability of the coal fender and the presence of faults and or joints can adversely affect the bridging behaviour of the cantilever. Insufficient knowledge of these parameters can lead to extraction under dangerous conditions. Remnants of fenders ("stooks") also support the cantilever and their dimensions are critical to obtain regular caving and goaf falls. Stook area, goaf roof span and roof stand-up time after lifting can be related and only a relatively small increase in stook area of 10-15 m2 can lead to a significantly increased stand-up time, especially under a massive roof. Such conditions strongly influence the re- distribution of abutment stresses and can create increased outbye pillar loading. Based on detailed underground geotechnical investigations, it is concluded that strata caveability, roof cantilever behaviour, fender H:W ratio and remnant stook size are all critical parameters for successful and safe pillar extraction.

Vertical crater retreat mining is being used at Zinc Corporation, Limited and New Broken Hill Consolidated, Limited for pillar recovery between previously mined and filled stopes. In order to increase productivity in the older lead lode areas of the mine, particularly in the lower grade sections around the keel of the orebody, score form of longhole stoping was considered necessary.Due to poor ground conditions in the country rock surrounding the ore and the requirement to provide sane wall support during mining, primary VCR mining has been utilised in these areas.At Zinc Corporation, several stopes have thus far been mined by a hybrid longhole stripping - VCR method.

The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.
