This paper outlines the role of commissioning in the project cycle, shows how to get organised for commissioning and describes the principal commissioning activities. Emphasis is placed on appointing key commissioning staff early in the project to coordinate the preparations for commissioning and on detailed planning and tracking to ensure that the required commissioning activities are performed satisfactorily. The management of safety during commissioning is reviewed.

On January 21, 1986, a methane ignition and subsequent mine fire occurred in the under- ground workings of the Jim Walter Resources, Incorporated No. 3 Mine located near Adger, Alabama. The fire, which began on a longwall face and eventually spread into the adjacent gob area, could not be extinguished directly and raged out of control for several hours. Sealing operations were begun underground by Mine Rescue Teams and the fire area was successfully sealed with the mine able to resume production in about one month. The No. 3 Mine liberated over sixteen million cubic feet of methane in twenty-four hours. The operation was unique, in that, the successful underground sealing of a fire in an ultra-gassy mine had not been attempted or com- pleted for several years. Maps and charts are included to give explanation of the typical data used to manage the recovery effort.

Over the past decade there has been continual change in the way that mines have been managed and the component roles of those people who make up the total mine management system. Major issues have included the change in the business structure of mining companies, the change in on-site infrastructure, increased personal liability of managers for the safety and health of employees and increasing social and environmental pressures on managers and their staff. This paper looks at the changing roles of two of the many groups of professionals associated with the mining industry - the equipment supplier and the mining consultant. The profiles of the ACME Group Pty Ltd, suppliers of ventilation equipment and ancillary canvas and plastic products to the mining and construction industry, and Tennent, Isokangas Pty Ltd, Consulting Mining Engineers, are presented.

During the period 1981 - 1991, Esso Australia and their Joint Venture partners have discovered about 180 MB of liquids (crude and condensate), 60 MB natural gas liquids and 800 - 1000 GCF of gas. A total of 48 wildcat wells were drilled including 12 new pool discoveries drilled from platform facilities. Significant discoveries include the West Tuna, Kipper, Blackback and Terakihi fields. These four discoveries, contribute to 75 per cent of the total reserves discovered in the last decade and were all high-risk plays. The Kipper discovery, in the pre-Latrobe Golden Beach Group top sealed by volcanics, and the Blackback-Terakihi discoveries, located on the present day continental slope in water depths ranging from 300-700 metres are both the result of successful drilling outside the traditional exploration bounds for the basin. During the last decade, Esso and its partners have spent about A$400M on wildcat exploration activity. The exploration success rate, excluding platform based drilling, has been 50 per cent for wildcat wells. On a technical front, the last decade has heralded substantial improvements in seismic data quality. Peak frequency content in seismic data at the Latrobe Group target levels is now double that of the early 1980s. Significant advances have also been made in our understanding of sequence stratigraphy, geochemistry and geohistory of the basin.

The concept of precise, accurate timing with Electronic Delay Detonators (EDDs) was first seriously addressed in the mid-1980s and much was made of the cheapness and profusion of digital watches in terms of the likelihood of EDDs also being cheap and easy to produce. Ten years later, with every major explosives company and many electronics groups having instituted projects to capitalise on the promise of these devices, production devices are still to come into general use. In South Africa, Expert Explosives units have been used in most applications during proving trials and more recently for production blasting in underground ring stoping and open cast coal. The outcome has been valuable learning both as to the benefits and technical requirements for electronic delay blasting, and especially, safety aspects. Examples are shown of production blasts which utilised the power of EDDs. It is evident that it is not delay accuracy alone which determines the value of these systems, but the whole robustness, flexibility and ease of delay allocation when harnessing blast engineering knowledge. Muckpile movement and shape, fragmentation and vibration frequencies have shown to be greatly influenced by designs which can be implemented no other way. The flexibility of a system and the power of the software controlling it are crucial in capitalising on blasting potential, which lies in integrating control of blast timing with other developing electronic Technologies.

The mineralised members of the Brockman Iron Formation mined at Mt Whaleback are overlain and underlain by shale horizons. To maximise resource recovery, waste movement within the life of mine plan includes mining of the:unmineralised banded iron formation (BIF), Mt Whaleback Shale, Mt McRae Shale, Mt Sylvia Formation, and parts of the Wittenoom and Jeerinah Formation. With the exception of BIFs, all other units contain zones with varying amounts of sulphides and carbon û æreactive shaleÆ. Reactive shale has a propensity to self-heat and can react with some explosives, resulting in spontaneous explosion. Sulphide rich zones also have the potential to generate acid rock drainage (ARD). Mining reactive shale at the Mt Whaleback mine must be undertaken in a safe, efficient and environmentally responsible manner. Key tasks in the mining process include:100 per cent identification of blastholes that may contain reactive shale; 100 per cent correct loading of blastholes with specified blasting products; 100 per cent of reactive shale mined, hauled and dumped in designated overburden storage areas; 100 per cent containment and treatment of ARD water onsite; and ongoing research into ARD, self-heating and spontaneous combustion. Successful mining of reactive shale requires constant co-ordination between the geology, mine planning, mining and environment departments.

The Karangahake epithermal Au-Ag mine consists of two main lodes, the Maria and the Welcome/Crown hosted in Miocene andesites. Mineralisation is strongly constrained to major structures and is genetically linked to dynamic tectonic processes. Two main periods of faulting are represented in the deposit: 1. NE striking right-lateral/normal oblique linked spatially and temporally with the mineralising system, and 2. ESE striking right-lateral/normal oblique post-mineral faulting that displaces the lodes. Paleostress analyses performed on a limited kinematic data set indicate NW-SE extension during the formation of the vein system. Veins and lodes strike NNNE and accordingly contain a strike-slip component. The kinematics of vein formation at Karangahake is broadly consistent with that of other deposits within a NNE-trending belt of deposits. Oblique shear on deflecting structures will create zones of compression and dilation. Dilatant zones created on steep structures create fluid pathways potentially focussing large volumes of fluid from deep parts of the system into dynamic structures.

To date, the scheduling and access design of an underground mine have only been considered as two separate optimisation problems. First, access to the mine is designed and then the scheduling is completed. One drawback of this approach is that the costs of access construction fail to be reflected in the net present value (NPV) calculation. In this paper, designing the access and scheduling its construction are formulated as a single optimisation problem.The underground mine access construction process can be classified according to the number of faces being developed concurrently. An underground mine with a single decline branching at a junction point into two declines is considered. After construction reaches the junction, the two faces of the decline can be constructed sequentially or concurrently.This paper proposes an efficient algorithm for optimally locating a junction point to maximise the NPV where two faces are being developed concurrently. The NPV is defined by taking the locations of orebodies and their values, decline construction costs, decline development rate and discount rate into account. The variation of the NPV and the optimal locations of the junction point for one and two concurrent development faces for a range of discount rates are discussed and compared. fhis paper describes investigations into drainage of gas from the solid to control outbursts. Initial studies conducted on drainage of shear zones showed that, given enough time, these can be successfully drained. Once drained, they can be intersected and driven through without any activity of outbursts. The results of programme of investigations to determine parameters for drainage from the solid show that gas flow rates from the Bulli Seam on the average are about 2 litres/min/metre length of borehole. But when shear zones are intersected, the flow rates could be as high as 8 litres/min/ metre length of hole. Shear zones can be picked up from pressure measurements 50 - 60 m away and this could give sufficient time to drill through these zones and drain them in advance. Systematic drainage of Bulli Seam at West Cliff Colliery could eliminate or reduce frequency of outbursts considerably. At present drainage holes are being drilled systematically in the seam, with drainage installations on the surface. Gas purity of 80% methane is being delivered at the surface plant.

Personal risk assessment processes, also known as Take 5 or SLAM (Stop, Look, Assess, Manage) have been utilised in high hazard industries for over 30 years. However, there is limited research to understand if a personal risk assessment process improves safety and health outcomes. The author’s learnings during discussions with training participants in G3/G-MIRM (Risk Management Systems) and G2 (Risk Assessment for Supervisors) courses have provided them with significant insight into understanding if a personal risk assessment process is valued across a number of mining industry organisations. These discussions arise when the four-layer model is presented (Figure 1) where ‘Layer 4’ represents the last resort risk checking activity. In this context, training participants agree that this process has value. However, the consistent opinion is that the personal risk assessment process is not effective, that it is a ‘tick and flick exercise’ and is not achieving the desired outcomes.

Operating metallurgists spend a significant part of their time running plant trials to compare two or more conditions in order to improve the process, such as a new reagent, flow sheet or piece of equipment. The best way to conduct such a trial is as a paired experiment when testing two conditions (eg 'old' and 'new') or a randomised block design when testing more than two conditions. These experimental designs should always be preferred over alternatives if their requirements can be met, because they block the effect of uncontrolled variables ('covariates') and are the most statistically efficient, ie they will lead to the required level of confidence in the outcome faster than other methods. Sometimes, however, it is not possible to switch condition easily, which is a prime requirement of these methods. In such cases the only option may be to switch condition once only, and compare the process performance before and after the switch. Examples are testing grinding media, large equipment, or long residence time processes such as leach trains or CCD thickeners. This paper considers some data analysis methods to deal with this situation. Modelling with intervention analysis (IA) uses regression models with a dummy variable to indicate the presence or absence of the test condition. IA with a time series model ensures that the residuals are uncorrelated. IA with a process model helps to deal with the problem of covariates. The reference distribution is a method free of any statistical assumptions but is less powerful than the other methods. Cusum charts are a helpful visual aid to interpreting time trends. A combination of these methods can help improve the confidence in the final decision. None are as good as a formal experimental design such as a paired trial.

Goonyella-Riverside mine is an open cut coal mine in Central Queensland. One component of the mining operations at this site is an uncompacted spoil dump some 50 m above the natural ground surface and over 300 ha in extent formed as a result of bucket wheel excavator operations. Plateau area slopes are 0.5¦ to 1.5¦ with irregular outer dump slopes of 9.5¦ - 17¦Investigation was undertaken and a series of trials planned to assess the suitability of a variety of stabilisation proposals to meet the client's requirements and to conform with Department of Resource Industrystabilisation guidelines.

Slope instability is one of the major concerns in open pit mining operations. A significant collapse of the pit wall can result in injuries, damage to machinery and interruptions to production. A broadband microseismic monitoring technique has been developed for diagnosing the healthy condition of a target slope area. This technique has been successfully applied to an open pit mine in Chile. Our research has found that this microseismic monitoring technique can be used in open pits for tracking and locating a falling rock that is rolling on a slope, if a dedicated seismic sensor network has been established. In collaboration with other monitoring techniques (radar, laser scan, aerial photography), more accurate determination of rock rolling trajectories can be obtained. In this paper, an example of using the CSIRO microseismic monitoring technique at an open pit mine is presented. Results from an experiment where we used the microseismic technique for determination of the trajectory of a rockfalling on a slope are also presented.

The mining industry has come through a period of major change in community expectations regarding safety and environmental impact and these changes can be expected to continue in the future. These changes are ultimately reflected in Government regulations and industry safety standards and form the basis of the ælicense to operateÆ. Equally, advances in technology have made possible new equipment and processes either available now, or close to completion, that will allow mines to meet these more stringent expectations if properly introduced. Changes in technology provide opportunities for mine management to introduce new systems that will remove people from hazardous areas and lead to improvements in the ætriple bottom lineÆ. In a longer time frame of five to ten years, novel and advanced technologies that are currently being developed will deliver new mining methods and conversion of presently uneconomic resources to ore. This is consistent with the time frame required to develop a new mine from discovery. Strategic decisions can be taken now by mine designers to enable the introduction of these major technology changes. Examples of both practical and strategic opportunities are drawn from the integration of rock cutting/blasting, automation, electronic communications and new mining methods. This paper discusses emerging industry trends, changes to legislative framework and some practical choices for existing and imminent technology.

Collectors are used to impart hydrophobicity on particles thus increasing their chances of reporting to the froth phase. Also, the extent to which naturally hydrophobic gangue particles, such as talcaceous minerals, report to the froth can be reduced by the use of depressants. Thus the use of collectors and depressants will directly influence the extent to which hydrophobic particles report to the froth. However these hydrophobic particles will also have a direct effect on the characteristics of the froth phase, more strongly hydrophobic particles causing a reduction in the stability of the froth with the expected concomitant effects on grade and recovery. This study included microflotation (ie frothless flotation) and batch flotation of various ores using a number of different collectors and depressants and a newly developed froth imaging device (SmartfrothTM). Flotation performance was characterised by mass and water recovery, and recoveries and grades of the valuables. This paper shows how the various reagents influenced the behaviour of the pulp and froth phases. The critical importance of managing the type and dosage of reagents used in flotation with a view to optimising their influence on the froth phase is discussed.

The competitive coal market has required coal producers to put more effort into coal quality control. Successful quality control requires a good estimation of the in situ coal quality as well as a good estimation of the probable fluctuation of the in situ coal quality during production. Geostatistics offers a very promising way to meet this requirement. A geostatistical approach toward the coal quality control problem is presented. Two models, the prediction model and the conditional simulation model, have been developed for coal quality data from two large export coal mines in central Queensland, Australia. The mine planning and scheduling aspects based on this and other potential applications of the models are addressed.

The depletion of easily mined high-grade ore bodies resulted in the industry having to exploit lower grade, complex resources (Albanese and McGagh, 2011; Darling, 2011; Randolph, 2011). The trend is now towards mining and processing of low-grade and complex ores (Darling, 2011; Yingling, 1990). Variable geological and mineralogical characteristics, and complex mineralogy and texture can result in large variations in metallurgical response and also cause challenges in processing. (Carson, 1995; Lorenzen and Barnard, 2011; Yingling, 1990). Variability and the complex nature of ores are fundamental sources of risk that often cause the greatest economic impact (Dusci et al., 2007; Williams and Richardson, 2004). Hence it is important to effectively characterise these types of ore bodies and assess their processing performance (ie recovery, grade). To enable this, there is a need for the following: (i) characterisation of geological, mineralogical and metallurgical variability in the ore body; (ii) effective selection of drill core with characteristics that represent the range of ores in the entire ore body. After the minim operation, most raw materials that occur in the earth's crust require some form of processing or refining before they can be converted into a final end product. In the mineral industry these remarks apply to materials such as iron ore, bauxite, limestone, copper ore and many others that are found in Australia in large quantities. Processing plants for these raw materials operate more efficiently, however, if the feed to them is consistent in both physical and chemical characteristics. Such uniformity rarely occurs in nature so that some form of homogenisation, or blending, is required ahead of the processing plant. Bending also assists the mining operation itself by reducing; the need for selective mining and, by combining high and low grade materials, a more uniformly graded, commercially acceptable product can be obtained, thereby increasing the commercial life of a mine or quarry. Bed blending is the most efficient of the processes available, and following its development in the United States in 1905, over 100 plants have been installed, or are under construction, all over the world. The original process, the Robins--Nessiter system, has been the subject of continued improvements and refinements, so that economical capacities are possible from less than 100 l.t.p.h. up to 10,000 l.t.p,h. and beyond.
