In 2012, in response to an increasing potential unfunded liability, the Western Australian Government passed the Mining Rehabilitation Fund Act 2012. The intent of this Act was to introduce an annual levy on tenements covered under the Mining Act 1978 based on the area of disturbed land. The fund generated from these levies could then be used to rehabilitate mining sites where all other options to ensure rehabilitation had been exhausted. The fund could also be used to rehabilitate abandoned sites or features which, in Western Australia, number over 10 000.The Mining Rehabilitation Fund (MRF) was implemented on 1 July 2013 for an initial voluntary year. It becomes compulsory on 1 July 2014. By the end of March 2014, nine months into the voluntary period, over $6.5 million had been paid into the fund. The incentive for tenement holders to voluntarily enter the fund was the opportunity to have unconditional performance bonds held against their tenements retired. While there will be circumstances where bonds will continue to be applied, it is the State Government’s intention to retire most of the bonds.The MRF has received mostly accolades from industry and companies that have entered. Most have found the system easy to use. The MRF was also cited as a reason for Western Australia’s improved position in the Fraser Institute’s annual survey of mining jurisdictions. Work is now starting on processes to select priority abandoned mines for rehabilitation.This paper explains the background to the MRF and its development, and reviews its implementation during the first, voluntary, year. It also discusses how the fund will be managed into the future and what this will mean for both abandoned mine features across Western Australia and any future abandoned mine sites.CITATION:Leybourne, M L, 2014. The Eastern Distributor tunnel is located approximately 24 m beneath the suburbs of Woolloomooloo and Darlinghurst to the east of the central business district of Sydney. The 1.7 km long tunnel will carry three lanes of northbound traffic over three lanes of southbound traffic in a æpiggybackÆ arrangement, with a maximum cross-section 22 m wide by 12 m high.The tunnel is constructed predominantly within horizontally bedded Hawkesbury Sandstone. In the unweathered to slightly weathered state, the rock is typically medium strength (average UCS about 24 MPa), with an average quartz content of 72 per cent.Major geological features that intercept the tunnel route are the Woolloomooloo Fault Zone and two extremely to moderately weathered dolerite dykes. The fault zone intersects the tunnel at about 25¦ to its alignment and comprises a series of discrete faults over a width of approximately 50 m. The overall movement of the fault zone appears to be reverse. The two dykes are the 1 m wide Oxford St Dyke and the 6 m wide Great Sydney Dyke.This paper outlines the site investigations and the interpreted geotechnical model for the tunnel route prior to the commencement of tunnelling. This model is then compared to the encountered conditions. The very good correlation between the expected and the encountered conditions shows the high quality of geotechnical investigation and interpretation.

How often does one hear that a recent feasibility study was not a success? Alternatively, when scope of the feasibility study was sent out to tender there was a large discrepancy in tendered prices. If the tendered prices were to be compared to the consumer market, for instance the purchase of a car, where the concept is transport in a controlled and safe manner, prices vary by large factors, but then so do the specifications. In the case of a feasibility study, prices should be within a tighter margin as the tenderers are all quoting against the same concept and specification. Why do these discrepancies occur? Price discrepancies will in every likelihood be attributed to two main factors; one, the perceived amount of work and two, the ability of the bidder to carry the risk associated with the feasibility study. It is, therefore, important that the scoping of the feasibility study covers the detailed requirements as clearly as possible stating what level of accuracy is required. The feasibility study is one of the first activities in the life of a project. The study, like the project it is investigating, is subject to the constraints of time, cost and quality. Its primary objectives are to demonstrate the viability of a project within the outlined scope and constraints.

Underground mine ventilation is now com monly simulated on a digital computer. Such a programme, incorporating natural ventilation has been modified by others to account for methane emission and elevated local tempera- tures. At Wollongong University, the pro- gramme was further developed and extensive interactive graphics incorporated such that any view of the three dimensional mine could be viewed, and superimposed upon that view are areas where a nominated parameter has exceeded a particular value - generally at a nominated time after a particular event and usually a fire/explosion of one type or another. A further programme was developed such that up to 20 'times' could be examined at a particu- lar location after say, a fuel rich fire at some other place in the mine. The output from this programme includes a plot of methane 1, smoke 1, temperature, pressure and air flow versus time - a most useful graphic to observe the limits of safe attendance in a particular Airway.

Modem open cut and underground mining in the tropics inevitably expose partially weathered and unweathered rocks to oxygen and water, leading to weathering and the release of solutes and often acidity as well. Historical monitoring data can demonstrate these phenomena. Three case studies from open cut mines in the north of the Northern Territory illustrate the deterioration in quality of pond water receiving drainage from waste rock dumps. The potential for deterioration of water quality was not recognised in many mine Environmental Impact Statements prepared and accepted in the 1980s. The examples documented indicate the importance of adequately planning for this near inevitable process. Retrofitting a mine water management system to 'no' or minimal release can be very difficult and expensive, and may not be feasible, leading to downstream pollution. The characterisation of acid and solute production potential of ore and waste rock, and improved dumping strategies and water management are very important to minimise the environmental impact of mining in the tropics.

Good mining is central to any approach to value tracking. Good mining occurs where the ore is correctly delineated, measured and fed to the mill. This process is usually referred to as grade control, ore control or quality control. There are now ways to measure the efficiency of this process, such as by using conditional simulation, and a brief synopsis is presented. Resource estimation is the foundation of ore reserve estimation, which should enable useful prediction of the expected metal to be recovered from mining and milling. Significant improvements have resulted from applying new techniques such as the Chain of Mining (CoM) method, which models the mining process. Again, a brief synopsis is presented. Tracking value from the mine through the mill implies a linear sequence of processes that can be modelled. Reality is more complex and there are error components, feedback loops and breaks in the Chain of Value. Modelling the total production process in a number of operations is considered, including the various impacts on producing reconciliations. Procedures are also discussed for handling a number of difficult issues such as: different data supports, stockpiling strategies, blending from multiple ore sources, blast movement and underground ore extraction.

This paper describes some experiences in the design of flotation reagent schemes for the efficient flotation of complex gold ores containing free gold and/or gold associated with easily flotable sulphide minerals such as chalcopyrite and bornite. Historically, the design of gold flotation reagent schemes has been based primarily on experiences using high dosage levels of water soluble charged collectors such as xanthates and dithiophosphates and carefully controlled regions of pH. This approach has been effective with gold associated with complex sulphide minerals, in particular gold associated with iron sulphides such as pyrite. An alternative two-stage reagent approach is presented that is applicable to certain types of gold ores. This approach involves using very small dosages of uncharged water insoluble collectors at natural ore pH followed by a modified bulk flotation reagent approach for the second stage. The reasons for utilising this approach, when applicable, are discussed and illustrated with examples.

Fleet management systems have been adopted by many open pit mines throughout the world and the resulting improvement in truck cycle times has been one of the most significant contributors to mine efficiency. Ongoing enhancements to fleet management systems such as interfaces for vital signs monitoring have given incremental efficiency gains. Each incremental improvement is another step towards a grand vision of a totally automated mine. A relatively new fleet management system is being integrated with two other technologies to provide a highly reliable platform for a networked information system which monitors mine machinery and production. The paper reviews the integration project, the features of the new mine site information network platform and the contribution to productivity and safety. The new fleet management system has a predictive truck dispatch algorithm. It also has a distributed database that replicates rapidly so that each machine in the fleet has an identical database, thereby making each machine aware of other machinesÆ locations on the site. High precision systems for navigating and monitoring machinery such as drills, dozers, draglines and shovels provide individual machine operators with cockpit style real-time information to increase their operational efficiency. The integration of the new fleet management systems capabilities with the high precision systems that provide production information, machine vital signs data and operator information means that the mine operations and maintenance managers have real-time access to the whole mine siteÆs production data. Such a mine monitoring and reporting system is dependent on reliable wireless communications and reliable positions. Positions in fleet management and high precision systems for open pit mines are usually provided by global positioning system (GPS). Other global navigation satellite systems (GNSS) such as Glonass, and in the future Galileo, will provide additional satellite cover; however, some parts of open pit mines do not have enough sky visibility for reliable GNSS positioning and so a new centimetre level wireless positioning system called Locata is being integrated with the fleet and high precision systems to augment and backup the GNSS positions. The final integrated system will provide the highest levels of reliable position-based information to all stakeholders in a mineÆs operation, ensuring gains in productivity and safety.

A static equilibrium mathematical model of the lead,flotation circuit at The Zinc Corporation Limited is developed to permit the feasibility of applying computer control techniques to be studied. The model is based on the relationship between the cumulative recovery of a mineral species R from n flotation cells or assemblies in a unit given asR = M(1-(1 - p)?)where M is the maximum possible: recovery and p is the probability of flotation for the particular mineral.The verification of this relationship by data from pilot plant cell-to-cell and plant open flow flotation units shows that these systems behave as if the probability p is constant for each cell or assembly of anyone unit. It is also concluded from this study that mineral recovery is independent of the head assay. Two consequences of this probability relationship, are demonstrated.1. The total recovery from an open flow unit is enhanced by increasing the number of flotation assemblies but maintaining a constant flotation time and total air addition.2. The rougher and scavenger capacity required to recover a bulk lead-zinc concentrate is approximately half that used for selective flotation.The static equilibrium model is derived by solving a series, of mass balance equations which incorporate the recovery-probability relationship for each type of flotation unit. It is used to calculate the complete metallurgy of the circuit for any arrangement of cells knowing only the plant feed assays and the probabilities of flotation for the three mineral types, galena, marmatite, and gangue for rougher, scavenger, and cleaner flotation. The high degree of prediction obtained is demonstrated by comparison with plant results.Pulp flowrate is the principal variable affecting the accuracy of the present model. Work is in progress to establish this effect and permit the derivation of a dynamic model. Even so, the static model is valuable in its present form for the analysis and design of circuits, and optimisation studies using computer services have been conducted.

The flotability of monazite, zircon and rutile in the presence of sodium oleate, potassium octyl hydroxamate and a commercial hydroxamate was investigated through microflotation tests in a modified Hallimond tube. Zeta potential determinations in the absence/presence of collectors were performed in a microelectrophoretical cell. The microflotation testwork showed that, in general, the flotability characteristics of all three minerals are very similar. Commercial hydroxamate is, by far, a stronger collector than the pure potassium octyl hydroxamate. Electrokinetic studies indicated that the adsorption of collectors shifts the isoelectric point (IEP) of the minerals towards lower pH values. These collectors also are capable of changing the zeta potential values to more negative figures in the pH region above the isoelectric point. An increase of the conditioning temperature, generally, enhances the floatability of the three minerals. A depressant is required in order that selective flotation is feasible in the system monazite-zircon-ruffle. Sodium metasilicate is an efficient depressant for zircon and rutile and affects only slightly the flotability of Monazite.

Tracking plant and personnel in mining operations provides multiple potential benefits for a mine including improved safety, better monitoring of production, traffic control and, in the future, monitoring and control of autonomous vehicles. The main techniques currently proposed and used for wireless tracking are radio frequency identification (RFID), signal strength based techniques and time of arrival (TOA) based techniques. RFID provide poor accuracy in the complex radio propagation environment present in mines and does not provide continuous tracking and signal strength techniques. TOA based techniques are potentially the most accurate, however, most current equipment has not realised the potential of the technique. CSIRO has been developing the Wireless Ad hoc System for Positioning (WASP) system for wireless tracking in a range of challenging environments including underground mines and surface operations, where GPS reception is compromised by depth. The system utilises a number of ‘anchor nodes’ that are placed at fixed and known locations within the mine and tags attached to the plant or personnel to be tracked. The system provides an ad hoc data communication network, thus, wired data connections are not required to the anchor nodes. WASP uses transmissions in the 5.8 GHz ISM (instrumentation, scientific and medical) frequency spectrum to perform highly accurate ranging between nodes, hence tracking of tags. The localisation performance of the system depends upon the radio propagation environment, ranging down to 0.1 m in low multipath conditions. In this paper we describe the WASP system and provide results of testing in underground and surface operations showing the system achieving high ranging, hence localisation, accuracy.

Some preliminary results on the secondary leaching of previously heap leached gold ore are presented. Alternative lixiviants for gold comprising chlorine, thiourea and thiosulphate were compared with cyanide using bottle roll tests. Chlorine was subsequently selected for column leaching tests. Column tests at 1.0, 0.1 and 0.01 gL-1 Cl2 at pH 2 were conducted. The results indicated that about 23 per cent of the gold was leached over 45 days using 1 gL-1 Cl2 at pH 2. The experiments conducted proved that the chlorine/chloride system has good potential for further extraction of gold and silver from the existing cyanide heap leach residues and a process for secondary leaching of gold has been proposed. Further testwork is recommended to extend conditions, sample types, and the duration of leaching period.

Pipe umbrella systems have effectively been used as an additional support system in the working area in weak ground conditions during the last decades. Thus, a considerable number of applications accounts in urban tunnelling with shallow overburden. However, this support system is also successfully used when a tunnel alignment crosses fault zones, sediments, moraines or talus with overburdens from shallow to deep. The pipe umbrella support system itself is termed differently worldwide – synonyms are canopy tube umbrella method, umbrella arch method, or long fore-poling method.One main reason for the increase in application is that this support system closes cost-effectively the gap between reasonable, normal supported tunnels and tunnels supported with more expensive special techniques like horizontal jet-grouting or ground freezing. By using this system, many projects can be built more cost effective without decreasing the common level of safety.The pipe umbrella construction method is pretty young, so the knowledge about this system has been intensely researched in the last decade. This led to an enormous increase in understanding the interaction between support system and surrounding ground, the mode of action, and the important details for construction.Pipe umbrella support systems are applied in difficult ground conditions, so a special developed measurement arrangement was used to observe deformations ahead of the working face during tunnelling. The evaluation of collected data sets identifi ed that cased-drilling systems have clear advantages compared to predrilling systems during the installation process in weak ground conditions. This may become important depending on project requirements, so this difference must be considered in design as well as in the tender document specifications.

Organo-montmorillonites were synthesised by intercalating different amounts of dodecyl trimethylammonium bromide, cetyl trimethyl- ammonium bromide and stear trimethylammonium bromide into montmorillonite layers, and were used for the adsorption of 17b-estradiol in aqueous solution. The adsorption kinetics and thermodynamic of 17b-estradiol onto organo-montmorillonites and the effect of pH on the adsorption capacity of organo-montmorillonites for 17b-estradiol were studied. The adsorption isotherms at 20¦C, 35¦C and 50¦C were measured. Results show that organo-montmorillonite has a high affinity for 17b-estradiol. More 17b-estradiol can be adsorbed on to organo-montmorillonite and the adsorption is more rapid at a lower temperature. The montmorillonite intercalated with cetyltrimethyl- ammonium bromide with the amount equivalent to one times of its CEC has the highest adsorption capacity. For all organo-montmorillonites synthesised in this study, an optimum pH (around nine) for the adsorption of 17b-estradiol exists. Before this pH 17b-estradiol uptake increased with increasing pH. After that the 17b-estradiol uptake decreased with increasing pH. Simulation of the isotherms indicated that the adsorption of 17b-estradiol onto organo-montmorillonites is a spontaneous and exothermic process. Endocrine-disrupting chemicals (EDCs) are the focus of current environmental concern, as they can cause adverse health effects in an intact organism, or its progeny, subsequent to endocrine function. Most EDCs are man-made organic chemicals (industrial chemicals, crop protection products, antifouling compounds, pharmaceuticals and personal care products). In addition, EDCs can be naturally occurring in the environment (eg the natural female hormones estrone and 17b-estradiol). Therefore EDCs, especially estrone and 17b-estradiol, are ubiquitous in the aquatic environment receiving sewage inputs. Estrogen and 17b-estradiol are among the most potent of all EDCs and are sufficiently stable to survive present sewage treatment processes and are reactivated during those processes through deconjugation (Clara, Strenn and Saracevic, 2004; Zhang and Zhou, 2005; Fukuhara et al, 2006; Butler and Guilbault, 2006; Volpe et al, 2006; Ren et al, 2007; Zeng and Li, 2007). In comparison to traditional contaminants such as pesticides, the concentrations of the most potent EDCs are low, generally within ng/one range. The current sewage treatment processes have limited capacity in removing certain EDCs (eg 17b-estradiol, C18H24O2) It is therefore essential to install additional treatment processes to remove them from wastewater before discharge (Zhang and Zhou, 2005; Fukuhara et al, 2006; Lee, Jung and Kim, 2006). Adsorption is considered to be a possible way to remove EDCs from aqueous solution. Various adsorbents have been studied, including chitin, chitosan, ion-exchange resin, activated sludge, activated carbon (Clara, Strenn and Saracevic, 2004; Yoona and Westerhoffa, 2003; Zhang and Zhou, 2005; Fukuhara et al, 2006; Ren et al, 2007). Studies have shown that organo-montmorillonite has a high affinity for organic pollutants (Li, 1997; Zhu et al, 1998; Han et al, 2001). The aim of this work is to investigate the feasibility of removing 17b-estradiol from aqueous solution by adsorption onto organo-montmorillonite.

With the increasing rate of tailing production worldwide there is a growing concern about the hazards of tailings storage facilities (TSF). Past and current mining, processing and waste disposal strategies that focus on the extraction of the valuable minerals, and an economic assessment only, are no longer suitable. Social implications and environmental legacies must be included for effective evaluation. This is possible by using an integrated assessment framework to evaluate more alternatives, including the production of additional saleable and benign streams, alternative tailings treatment and disposal as well as options for reuse, recycling and preprocessing of existing tailings. Tailings are not viewed as a final waste product but as part of the resource. From the sustainability perspective the models developed in integrated research programs will contribute to more effective methods for assessing different scenarios and potential processes and lead to better environmental management, increased production of benign tailings and improved efficiency of water and energy use and thus more responsible resource stewardship of the ore resource.This paper presents preliminary results from a multiyear research program on integrated tailings management at the Sustainable Minerals Institute (SMI), The University of Queensland, called ‘Designer Tailings’. The project involves the gathering of experimental and observational information on tailings biogeochemical processes to design and modify the range of activities within mineral processing plants, upstream characterisation ore and gangue, and downstream tailings management for desired tailings properties and outcomes. Cannington mine is a silver lead zinc operation located in north west Queensland. The operation has been in production since 1997. Ore is primarily moved through an underground material handling system comprising of a crusher, conveyor and hoist. The underground crusher and conveyor system were sited in lower grade ore when the mine was first commissioned. As Cannington is now a mature operation, this ore is considered run of mine and stoping progressed into the crusher exclusion zone. As the stoping fronts advanced there was increased damage on the crusher chamber and infrastructure. In response to monitoring data, the crusher monitoring system was significantly upgraded in 2016. The monitoring system included rock mass and infrastructure instrumentation. It improved the understanding of stress impacts and mechanisms driving the damage within the chamber. It allowed the site geotechnical team to respond to changes utilising ground support, mining sequences and increased levels of monitoring. As stoping and damage to the rock mass continued, so did the process of responding to monitoring data. Ultimately, the monitoring system enabled a safe and controlled closure of the chamber. The Gj0vik Olympic Mountain Hall is the world's largest underground cavern for public use and was created primarily to facilitate the ice hockey tournaments for the 1994 winter Olympics in Norway. The cavern has a span of 61 m, is 91 m long and is 25 m high. Ordinarily, rock caverns have a span width of 15 to 25 m, however, temporary mining caverns of up to 60 m have been excavated and natural caves with even greater dimensions occur. The Gj0vik Olympic Mountain Hall is unique as it is for public use with a capacity for 5800 spectators. Blasting was conducted with a high production rate at normal costs due to detailed planning and strict supervision of each round. The initiation system and vibration monitors were the main tools to control vibration levels and to facilitate a high production rate. It was of utmost importance that the rock remaining in the roofs and walls was of high quality after blasting to avoid rock fall, rock slides and excessive maintenance work.

The geotechnical and environmental aspects of heap leaching are very closely tied during design, operations and closure. Potential environmental impacts from heap leaching are mostly due to land disturbance and water quality issues, including both groundwater and surface water. Water quality issues are mostly related to containment design, which is primarily a function of proper sizing of the facilities and site specific liner design. Geotechnical analyses is the dominant discipline in providing cost efficient, operationally effective and environmentally sound heap leach facility designs. Much has been published on geotechnical aspects of heap leach design, for example Van Zyl, Hutchison and Kiel (1988) and Van Zyl (1987). This paper will emphasize a few specific aspects related to the geotechnical and environmental consideration for heap leach projects. These aspects are: ò site investigation; ò containment design; ò slope stability; ò heap flow dynamics; and ò closure design. Design of a heap leach project must consider not only the operating life but also closure and post-closure considerations. As a matter of standard practice, designing for closure is an extremely important concept. Not only is it important for environmental aspects, but experience also shows that projects designed for closure will be overall more economical for the total life cycle of the project. Closure considerations are also important during project feasibility evaluations to ensure that total life cycle costs are evaluated.

This study examines the application of Landsat TM data to the identification of hydro- thermal alteration in the arid terrain of the El Salvador region of north Chile. Numerical reflectance values were extracted from the digital Landsat TM data for a variety of rock surfaces, including four parts of the El Salvador gossan, for each of six spectral bands. These reflectance values were analysed statistically in order to select the three spectral bands, combined as a colour composite image, that are most efficient in discriminating different varieties of alteration and for general geolog- ical interpretation. The most cost effective com- posite image for this area is a combination of bands 1,4 and 7 as the blue, green and red components respectively, with simple contrast enhancement. This image is superior to some much more expensive enhancement techniques and allows unambiguous identification of areas of hydrothermal alteration larger than about 50m.
