On 15 August 1998 the first section of the PUTRA LRT system was opened to the public as a free service prior to official commencement of revenue service on 1 September 1998. It is a remarkable achievement to open a highly advanced medium capacity urban railway scheme in four years after the outline concept began. Even more remarkable is the implementation of the next stage which is the underground section planned to be operational in mid-1999. The decision to build the first underground railway in any major urban centre is a technical challenge. The PUTRA LRT System can be likened to Hong Kong when the initial MTR system began in the 1970s and Singapore MRT in the 1980s. Prior to the PUTRA railway very little bored tunnelling had been undertaken in Kuala Lumpur. A few shallow sewer tunnels had been built but the main experience of tunnelling in Malaysia had been for water, hydroelectric and road tunnels usually through granite formations. The ground conditions in Kuala Lumpur were known mainly from experience of piled foundations and occasional deep excavations. The suitability and likely difficulties to be experienced during bored tunnelling could only be theoretically predicted. In both Hong Kong and Singapore, government owned corporations were set up to implement the scheme, but in Kuala Lumpur the whole project has been undertaken by a private company PUTRA, a wholly owned subsidiary of Renong Berhad.

Dust mitigation has long been seen as nothing more than managing a nuisance issue, but the reality is that poor dust management can lead to one or more of the following negative consequences: an increased risk of safety incidents, lost revenue, reduced and possibly even lost licence to operate, regulatory intervention, high staff turnover and/or absenteeism and occupational health and safety (OH&S) issues. Dust mitigation and management is not a black art; rather it is a scientifically driven process that can provide an opportunity to increase profits, increase the companyÆs status as an excellent corporate citizen, enhance staff retention and reduce the safety risk profile of the operation.The way to achieve success in dust mitigation and control is to apply the scientific method to each problem that can arise and plague any operation by using current industry best practice. This method of dust problem-solving can be applied to dust issues arising from specific dust sources and locations. The dust sources can include wind impacting on stockpiles, open areas, tailings storage facilities, moving train and truck loads, vehicular traffic on roads, the operation of shovels, front end loaders, draglines and other equipment, as well as ore movement on conveyors.The solutions will come from a combination of deployment of dust collection equipment, dust and moisture monitoring equipment, the appropriate application of water and chemicals, the introduction and maintenance of appropriate barriers and the use of predictive data from local and public weather stations. The paradigm shift required is to view dust mitigation as one aspect of normal operational practice, not a ænice to haveÆ or æunnecessary expenseÆ as most operators currently view it. This attitude is becoming more important as more and more local communities oppose the development of mines. One of the reasons for this local opposition is the inevitable dusty environment that is usually associated with mining.Dust mitigation is not a significant expense if correctly designed and included into the system, either as part of the original design of the operation or as a brownfield installation after the fact. The Malvern Hills coal project is now in an advanced stage of development with the stripping of overburden from above former underground workings in which a 3 m seam of subbituminous C coal with very low ash and sulphur was previously mined. The main seam dips at 45¦ to the south-east, along with other adjacent potentially recoverable thinner seams, and the strike extent of past coal mining in the Malvern Hills approaches 10 km with most extraction by underground methods. Overburden and interburden is predominantly weak mudstone, with only very minor sandstone, whilst a 1 - 2 m thick veneer of Last Glaciation loess covers the area. The coal product from the present mine site will supply the local industrial market, with production planned to peak at about 20 000 tpa. Settling pond design has been based on several different approaches, including an estimate of likely inflows from the contributing catchment of about 5 ha under predicted storms having a ten year recurrence interval. A pond of about 1000 m2 in area has been constructed with its invert in mudstone bedrock, and soil slopes have been lined with lime-stabilised clayey loess silt incorporating a gravel armour layer. The pond outflow takes place via a 2 m high 1.8 m diameter concrete dewatering tower, with a skimmer arrangement to lower the pond by approximately 500 mm between storm events. The overflow water discharges to the main stream above a natural wetland, which will act as a secondary polishing pond, and this is to be enhanced in conjunction with the neighbouring forestry company. Discharge consents specify turbidity and pH as the controlling criteria, and both will be monitored at the settling pond discharge point as well as at the entry to the main stream. Investigations to date indicate that the pH of water exiting from previous underground workings is in the range 6.8 to 7.2, and that acidic drainage will not be an issue with this mine site. No dispersive clays have been identified in assessing the overburden and batter materials, although erosion during storm events is expected and all drains will ultimately be routed through the main settling pond to ensure adequate control of runoff-generated sediment. Reestablishment of vegetation on cut and fill batters remains a priority, and ongoing monitoring will ensure satisfactory long-term performance of the pond system.

Estimating the probability of failure for embankments is not intuitive. It requires not only an appreciation of the strength of the embankment, but an understanding of the variability and uncertainty in the strength parameters as well. These additional aspects are, in themselves, relatively new to most practicing engineers, and therefore require some discussion.This paper discusses the concepts of probability and uncertainty, and presents a reliability-based numerical experiment, together with a literary study and collation of some of the author’s historical slope stability analyses, to investigate whether a direct relationship between safety factors and probabilities of failure exists for certain levels of uncertainty in strength parameters. In doing so, a useful tool is presented whereby knowing the safety factor of a simple slope or embankment with a consistent level of uncertainty, one can infer an approximate probability of failure.CITATION:Gover, S M, 2018. The Goondicum Crater industrial minerals deposit is located about 30 km east of Monto, Central Queensland, Australia. Early exploration programs in the 1990s found alluvial ilmenite along the banks of the Burnett River. This mineralisation was traced upstream to the Goondicum Crater. The Goondicum Crater is a topographic feature centred on a roughly circular 6 km diameter layered gabbro complex. Significant ilmenite, apatite, titano-magnetite and feldspar mineralisation are present in a weathered horizon up to 25 m thick. After several drilling campaigns in the Crater and subsequent feasibility studies, the project was developed by Monto Minerals Ltd, an ASX listed company, in 2007. However, the project never achieved production performance expectations and ran out of commissioning funds. The company subsequently went into voluntary administration in August 2008.In 2009, the RMM Capital group, of Brisbane, took control of Monto Resources Pty Ltd, and renamed the company Belridge Enterprises Pty Ltd (Belridge). Belridge commissioned a redevelopment study aimed at recommencing mining and processing operations. As part of the redevelopment study the authors planned a drilling campaign, managed a quality control program and developed a block model. This paper describes the drilling program, analytical procedures, quality control procedures and the preparation of the block model.The block model for the resource estimate was created using 1 m high blocks, wireframes defining the main material types, and 2.5 m thick horizontal search ellipsoids with a radial pattern. The deposit was ‘flattened’ prior to modelling. To assist with the economic evaluation of the project, each block in the model was assigned a net dollar value based on economic parameters provided by Belridge, including anticipated revenues and costs. This modelling technique allowed for efficient investigation of various scenarios and was used extensively in the development and optimisation of the project’s financial model. At a zero net value per block, comparable to a break-even cut-off grade of four per cent ilmenite equivalent, the Indicated plus Measured resource is estimated at 51 Mt, averaging 4.1 per cent ilmenite, 1.9 per cent apatite and 2.5 per cent titano-magnetite.

The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

The use of hydrogen as a reducing agent can substantially reduce carbon dioxide (CO2) emissions from the ironmaking process. Iron ore fines can be reduced in a fluidised bed (FB) using hydrogen (H2) at high temperatures (>800°C), although several studies have reported the sticking of particles which causes the bed to defluidise, effectively shutting down the process. Here, we report results from the reduction of New Zealand (NZ) titanomagnetite (TTM) ironsands in a small-scale laboratory FB (100 g) at temperatures between 800–1000°C using H2 flow rates up to 5 standard L/min. No sticking phenomena are observed under any of these conditions, which is attributed to the formation of a stable titanium-bearing oxide layer on each particle’s exterior, preventing iron-iron contact at the particle surfaces. Pre-oxidised NZ TTM ironsands have also been studied and shown not to stick. Interestingly, at lower reaction temperatures the reduction kinetics for pre-oxidised ironsands is faster than for as-received ironsands. This increased kinetic rate can be attributed to the preoxidation stage inducing micro-fractures that create a void for the hydrogen to diffuse into the inner regions of the particle. In addition, oxidation of TTM appears to segregate the particle into two distinct phases, a high Aluminium-Magnesium (Al-Mg) phase and a high Titanium (Ti) phase. The findings are important as increasing the operating temperature of the FB reactor results in a faster reaction rate and higher gas utilisation, making the process more economically attractive. Furthermore, oxidation of NZ TTM ironsands results in a faster reduction rate at lower temperatures (800°C– 900°C) opening the opportunity to reduce the reaction temperature which might be beneficial in a final commercial-scale process.

For the past 3 years Waihi as a community has been actively engaged in consultation about its future with regard to the environmental, cultural, economic and social viability. This has been made possible through the implementation of the Waihi Community Vision (WCV) process which bought together a diverse range of people and interests.   Through their collaboration and collective energies, they produced a montage of possibilities for the future of Waihi, known as the 2020 Vision. A proceeding evaluation process was adopted by the group to enable the myriad of projects to be assessed and prioritised in terms of the communityÆs social, economic, cultural, environmental and spiritual values.   From this came the desire to be involved in the implementation of these ideas and create an organisation that could facilitate the successful manifestation of the 2020 Vision and other suitable projects.   The Vision Waihi Trust (VWT) was formed in February 2006 and is intended to be a tool through which the community can address issues about its future sustainability. They will work collaboratively with community groups, Hauraki District Council and Newmont Waihi Gold to develop and implement innovative and practical solutions. It should be acknowledged that such outcomes are subject to influence by both external and internal factors and it is important to consider this when looking at sustainability issues.   Waihi is now at a very interesting stage of its development and has the opportunity to proactively design and implement plans to determine its future rather than just let things evolve. A town with a strong sense of its roots and with a strong community identity may be a more attractive as a place live and work. There are additional business opportunities which may also be stimulated by a community that takes charge of its own destiny.   The process that has been worked through over the past three years gives a solid foundation on which to build and must be viewed as positive community development. Waihi certainly has a unique proposition to take to the marketplace, based on its rich gold mining heritage and current modern day mining operations. This requires investigation, refinement and implementation and Vision Waihi Trust looks forward to building to a vibrant and prosperous Waihi in the years to come.

The Earth Moving Equipment Safety Round Table (EMESRT) was established by mining companies in 2006 to influence manufacturer's equipment design through a process of engagement. 2010 EMESRT member companies include Anglo American, Barrick, BHP Billiton, Centennial Coal, Collahausi, Newcrest, Newmont, Rio Tinto, Vale and Xstrata.Driven by a persistent need for retrofits to new equipment, such as haul trucks, EMESRT initially engaged with Surface Equipment Manufacturers including Caterpillar, Komatsu, Leibherr, Hitachi, Le Tourneau and Terex. These OEMs responded positively to the EMESRT initiative, welcoming the opportunity for dialogue with an aligned industry regarding human factors issues related to equipment design, rather than needing to respond to the disparate range of demands for design modifications previously received from individual customers. This engagement process is about making global sustained changes within the OEM organisations and within the mining companies. It is a very international exercise. For example, over two weeks in September 2010, a total of 21 different miners from ten different companies travelled from Australia, South Africa, Canada, Brazil, Singapore and the United States to engage with OEM counterparts who assembled from the United States, Japan, France, Sweden, Finland and Germany. EMESRT Surface Group representatives completed a whirlwind tour of the major North American manufacturers of mining equipment. Starting in Dallas (Atlas Copco, LeTourneau), this tour passed through Gainesville (Sandvik), Newport News (Liebherr), Guelph - Ontario (Hitachi) and Milwaukee (P&H Mining/Joy Global; Bucyrus), before winding up in Peoria, Illinois (Komatsu, Caterpillar). Over nine meetings, this group engaged with 129 individuals from nine OEMs. The EMESRT group welcomed miners from four non-member companies to come along for the meetings. These companies are Syncrude Canada Ltd, the Kearl Oil Sands Project - Imperial Oil (ESSO), Suncor Energy Ltd and Teck Resources Ltd.Other mining industry sectors have now expanded the EMESRT scope from surface mining to include exploration and underground mining equipment. In 2009, EMESRT was organised into four Technical Groups, consisting of EMESRT member company representatives, to focus on engagement with OEMs of surface, underground coal and soft rock, underground hard rock, and exploration drilling equipment. An advisory group has been formed to coordinate activities between all workgroups and provide strategic direction and cohesion between all activities. The Minerals Industry Safety and Health Centre (UQ-SMI) facilitates and coordinates all EMESRT activities on behalf of member companies. Building on successes with individual Surface Mining OEMs, EMESRT now aims to help OEMs in their transition to a sustainable design process that will incorporate and address specific design philosophies at the concept phase of design, so that significant improvements can be made up front for little cost within the overall budget. EMESRT members plan to educate all stakeholders, internally, within their own companies, and externally, by addressing industry associations, regulators and other end users about new ways of evaluating equipment design based on EMESRT purchasing specifications. This presentation will outline the EMESRT approach and report on progress in 2010.

EnergyAustralia’s Sydney Central Business District (CBD) cable tunnel network will form a loop 6.2 km in length. The 3.2 km long, 3.5 m, diameter city east cable tunnel (CECT) currently in design, will complete the loop in 2014. This paper discusses the ventilation design of the CECT, considering operation for four functions:1. normal (unmanned),2. access (manned),3. purge, and4. emergency fire modes.The dominant design criterion which determines the required ventilation capacity for CECT is the specification of an upper air temperature limits of 35°C (dry bulb) and 24°C (wet bulb) for manned access, during all ambient weather conditions and cable heating loads. Simplistic static heat transfer analyses do not yield a sufficiently accurate calculation of tunnel air temperature and humidity to provide a safe and yet economical design. The primary refinement in the analysis discussed in this paper is associated with modelling of the system’s dynamic behaviour.Our means of analysis is through a thermo-fluid-dynamic simulation of the interactions between the diurnally and seasonally varying loads (cable heat generation, ambient air conditions and groundwater inflow), tunnel airflow and the resulting tunnel air temperature and humidity. These simulations are validated using experimental data from the existing city south and city west cable tunnels.Fire life safety scenarios are also analysed and discussed in association with the ventilation design. Ventilation strategies are developed for dealing with such emergency fire situations.The understanding and insight provided by the work offers the ability to optimise ventilation plant provisions in future cable tunnels, particularly long and high energy density tunnels.

The paper describes factors influencing the choice of the unit, problems encountered during the commissioning and details of the present roaster operation.

Barrick Gold Granny Smith Mine is currently undergoing conversion from an open cut operation to an underground mine at the Wallaby deposit. The underground project commenced in 2005 with the development of the reserves immediately below the pit and is now currently entering a production ramp-up phase for mining of these two initial surfaces below the pit. With increasing gold prices the owner has been forced to re-evaluate the underground project and has decided to investigate the potential of a deep level mine. This deep level underground mine presents a collection of challenges with the most notable being exploitation of a series of well separated near horizontal lodes ranging in thickness from less than 1 to 20 m. A variety of room and pillar mining methods are employed for extraction with careful consideration to resource recovery and pillar design for long-term stability. Compounding these deep level challenges is a need to accelerate mine level development to maintain the production profile of the mine. This paper describes the challenges, key learnings and outcomes of the studies undertaken to date associated with this project.

Recent developments in geophysical borehole log analysis using the Geophysical Strata Rating (GSR) are now routinely used in a number Australian coal mining operations. This allows development of 3D geotechnical strata characterisation models for a range of purposes. The availability of this data provides a means to identify relationships between ground conditions and ground behaviour. As a result, several new design methods have been developed to assist in the strata management process such as roof support, longwall shield design and shaft stability assessment. The Newmont Tanami Operations (NTO), formerly the Granites Gold Mine, commenced operation in the mid-1980s with tailings deposition evolving over the past three decades as production has increased and the operation has expanded. Paddock-style tailings storage facilities (TSFs) and in-pit tailings deposition have fulfilled the tailings requirements for NTO over its lifetime with the technical specifications of these facilities improving over time in line with the positive development of standards, guidelines and best practice.This paper reviews the options for tailings storage facilities at NTO and the many considerations that have been analysed and deliberated upon before settling on specific TSF types and designs. It also explains the operating philosophies of the tailings deposition and how the facilities have always strongly maintained the optimum capture and retrieval of water. The current TSF design and criteria is presented, along with the introduction of dry tails harvesting for use in paste production as a backfill product for the underground mine. Gold Fields Australia (Gold Fields) has identified that improving productivity through more detailed shift planning and operational control of mining activities is a key driver to the success of their business. The Hamlet mine was chosen as a pilot site to trial a system that would allow production engineers and shift bosses to align the execution of short-term activities with the longer-term goals of the organisation.Gold Fields partnered with Deswik to introduce an on-site, collaborative, web-based system to allow mine planners to quickly build-up a detailed, activity-based, shift schedule for the coming week from the 13-week plan. Multiple stakeholders could then review and alter the plan, and then track and manage the execution of the activities.The system is designed to be integrated with production data capture systems to allow tracking of progress towards completion for each activity, as well as to plan and monitor the equipment operating in the mine. Integration of systems allowed engineers to use the large quantities of production data being captured to make informed decisions in the operations environment.The system replaced a complex set of spreadsheets that required expert users in Gold Fields to maintain. By capturing the data in a central database, the planning process is transparent and historic data from the execution of activities is available for analysis to improve productivity in the future.The system has ensured that the highest priority and critical path activities for the business are completed at the right time, improving the efficiency of operations.CITATION:Deucker, E and White, A, 2017. Gold mining is a major contributor to the South African economy, but is associated with several environmental issues such as acid rock drainage (ARD). ARD is due to the oxidation of sulfides in gold tailings and is characterised by low pH, high sulfate content and elevated concentrations of heavy metals that contaminates scarce water resources and subsequently limits the use of such waters without treatment. Treatment strategies can only be implemented if the acid-generating potential of mine wastes is effectively predicted using common static and kinetic acid prediction tests. The choice of test performed is usually a trade-off between the number of samples, speed of the test, cost of the analysis and level of information obtained. Often the results of these various tests are not consistent with one another. This study uses mineralogy to analyse biokinetic test results of a Witwatersrand gold sample in order to improve the understanding of behaviour of mine wastes under different ARD prediction test conditions.All ARD prediction testing methods investigated in this study showed that the gold sample is considered to be potentially acid forming with net acid generation (NAG) pH of 2.5 and net acid producing potential (NAPP) of 36 kg H2SO4/t. Results of biokinetic test showed that ANC was consumed within four days confirming acid producing potential of the sample with low neutralising potential as observed from acid base accounting (ABA) (4.7 kg H2SO4/t) and mineralogy (4.9 kg H2SO4/t). Results generated in this study demonstrated importance of mineralogy in both understanding the controlling reaction mechanisms playing key role in ARD formation and its capability as a prediction technique. The prospect of utilization of phosphate ores which contain high P205 values associated with Al and Fe has produced a great deal of interest over many years. Processing options have generally been based on the utilization of by-products which were required to offset the processing costs.This paper presents a range of processing options which have been investigated at laboratory or technical scale on phosphate ores which predominantly consist of crandallite, CaA13(PO4)2(OH)5.3H20 and millisite, Ca(NaK)Al6(PO4)4(OH)9.3H20. Christmas Island (Indian Ocean) and Mt. Weld (Western Australia) phosphate ores are good examples of such feedstocks. It is expected that these processes may also be applicable to such phosphate ores from other locations.

The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

The Fosterville Goldmine in Victoria Australia employs the BIOX« Process to liberate gold from its sulfidic flotation concentrate through bacterial oxidation. Gold occurrence is primarily as submicron particles in pyrite and arsenopyrite and has been described as being in æsolid solutionÆ and therefore not amenable to direct cyanidation. Once liberated by the oxidation process, the gold is then available for cyanide leaching. During the oxidation process it has been found that a portion of the liberated gold becomes suspended in the liquid phase in what appears to be a colloidal state. This liquid becomes a waste stream during washing of the oxidised solids and the suspended gold is therefore lost. A method was previously developed using an addition of quebracho tannin to significantly reduce this loss by formation of an iron-tannin precipitate which captures the gold which then reports to the cyanide leach circuit with the oxidised concentrate solids onto which it is adsorbed.This paper discusses the development and plant trial of a second processing step to further enhance gold recovery by use of flotation tailings essentially as a source of extra surface area to capture residual tannin-iron precipitate and its associated gold not recovered in the first step.CITATION:Symes, R, 2012. Since early-2001, Kalgoorlie Consolidated Gold Mines (KCGM) has successfully operated an ultra fine grinding (UFG) circuit to supplement its roaster capacity for the treatment of the refractory gold flotation concentrate. A second UFG mill was installed in 2002 taking the total UFG capacity to over 20 tph while grinding to 11 to 12 microns and achieving over 90 per cent gold recovery. A development program in 2002/3 involving plant trials, pilot plants and laboratory testwork resulted in process improvements and a better understanding of the milling and gold leach processes that assisted in narrowing the gap between UFG and roasting. This paper details the operation of the ultra fine grinding process at KCGM as a non oxidative treatment for the extraction of gold from a refractory ores.
