The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

From 2002 to 2006, longwall mining was undertaken directly beneath the Cataract Tunnel, which is a 100-year-old, heritage-listed tunnel in Hawkesbury Sandstone responsible for delivering 20 per cent of Sydney’s annual water supply. At one location, undermining resulted in movement of at least 350 mm along a known fault that transects the tunnel. During this movement, the continued operation of the tunnel was ensured through a careful system of planning, monitoring and management.Of key importance to the success of the operation was the use of advanced numerical modelling to guide operations at all levels, including feasibility assessment, pre-mine mitigation works, monitoring design, operation performance and post-mining condition. This allowed many aspects of the potential impacts to be explored, including joint movements, rock mass deformations and changes in permeability. A key challenge was to successfully model near-field influences on adverse geological structure due to very far-field effects. This paper explains the model’s conceptual development, calibration, performance and limitations.Modelling provided the confidence to manage the impacts of large mining-induced movement on key infrastructure and ultimately predicted fault movement accurately. Underground fractured aquifers in the Ernest Henry deposit are to a large extent controlled by deposit scale brittle structures. The underground mine has been subdivided into nine water zones based on hydrogeological characteristics, including conductivity and connectivity, within the mining areas bound by these structures. The nine water zones and the hydrological characteristics of the associated structures are utilised for risk assessing mine development and for targeting diamond drilling dewatering activities. Wireline and conventional underground diamond drilling techniques have been used throughout the network of underground aquifers with the aim of dewatering areas within the mining footprint. These dewatering drilling campaigns have historically been highly successful at lowering aquifer water levels throughout the underground workings. As part of recent mine expansion activities, diamond drilling has intersected high pressure (>507 psi), high temperature (>50°C) and high flow water (>3 L/sec) in as yet unconstrained underground aquifers. Groundwater is typically conducted through rubble and clay rich faults, further hampering progression of drilling. Drilling through fractured aquifers at depth presents both mine planning as well as safety challenges. Recent drill holes have been delayed or abandoned when aquifers hosting this high pressure, high flow water have been intersected, risking mine planning deadlines. Recent technological innovation developed to control groundwater outflows from the diamond drill hole whilst drilling has been trialled at the Ernest Henry Mine. This case study focuses on the utilisation of alternative drill methodologies to allow the current drilling campaign to continue without delay, whilst also improving safety conditions encountered on the drill site.

Iran has had an active mining sector for some 7000 years. Exceptional in terms of its mineral diversity, Iran produces 62 minerals, and is ranked among the world’s 15 most mineral-rich countries. Many people around the world know Iran as one of the major petroleum exporters. Oil and natural gas dominate Iran’s economy, and oil exports provide the principal source of income, contributing more than 80 per cent of foreign exchange earnings. Transformation of Iran from an oil exporter to an independent country to oil has been on the table for many years, even before the Islamic Revolution of 1979. Development of the Iran’s mineral industry is one of the major replacements for petroleum exports. In the last decade, Iran invested billion dollars in the mining and mineral industry sectors and to increase the added value, tried to export processed minerals instead of the raw materials. In accordance with the ‘20-year Perspective 2025’ that targeted by the Supreme Leader, Iran will be a country with the first rank in economy, science and technology in its region. The objectives over this perspective include briefly increasing annual production to 55 Mt of crude steel, 800 000 tonne of copper cathode, 1.5 Mt of aluminium, 200 Mt mineral products, 300 000 tonne of zinc and 5 000 kg of gold. These goals are achievable in normal circumstances, but concurrency of the 20-year Perspective 2025 with commencement of the UN Security Council sanctions against Iran, frustrated objectives of the perspective, at least the ones related to the mining and mineral industry sectors. This paper tries to elaborate the development programs and following challenges for the mining activities of Iran by 2025.

Co-disposal of partly-dewatered mixed-plant rejects (MPR) from coal processing into spoil dumps is gaining favour amongst Australian coalmine operators in preference to conventional tailings disposal methods which require a tailings dam. Owing to their often low permeabilities and high degrees of saturation, MPR materials may be prone to the development of excess pore pressures when covered by spoil during routine dump advancement. The likelihood of dump failure will increase if these pore pressure regimes and the associated delay of shear strength development are not accounted for during waste dump design. To date however, little is known about these pore pressure regimes due to the complexities associated with their in situ measurement.This paper describes the in situ measurement of pore pressures in a cell of MPR placed within a coalmine spoil dump. Four vibrating wire piezometers (VWPs) were placed within a cell that was then filled with MPR and allowed to consolidate under self-weight before advancing an adjacent tiphead across the cell. The VWPs recorded the transient pore pressures during MPR placement and dump construction, and their interpretations are described within the context of laboratory measured parameters. In this paper is given a description of the flotation plant recently erected by Broken Hill South Limited at the South Mine, Broken Hill, N.S.W. It has been built on the site of the old flotation plant, which was described in a previous paper published by the author. The present paper is supplementary to the former paper in that it replaced the following sections thereof, namely, those from end of the second paragraph, page 269, to the end of the first paragraph page 282, and from the end of the second paragraph, page 284, to the end of the third paragraph, page 302.The roll crushing, fine grinding, gravity concentration, filtration, disposal of products and sampling in the new plant are the same as described in the above mentioned paper.The reconstruction of the flotation section, described herein, completes the reconstruction and modernisation of the treatment plant which was begun in 1928. A description of these earlier alterations has already been published in the Proceedings of this Institute.

In flotation simulation models, the effects of pulp chemistry other than pH are often ignored and reduced to particles hydrophobicity or contact angle, neither of which can be measured readily in real time in an operating plant. The flotation response of a given sulphide mineral is known to be influenced and can be improved by changing the chemical characteristics of the pulp during grinding and flotation. The on-line measurement of pulp pH, potential, dissolved oxygen, temperature and oxygen demand of a process stream was completed with the PCM® (Pulp Chemistry Monitor) developed by Magotteaux in this study. The data generated together with relevant plant operating parameters were used to construct an empirical model and simulate the metallurgical performance of the ore. The same approach was also applied to laboratory flotation tests data using various grinding media types. The Coal Mine Roof Rating (CMRR) is a rock (roof) mass classification (RMC) system/index that was originally developed by the United States Bureau of Mines (USBM) for aspects of underground coalmine geotechnical design and was first introduced to Australia as a part of the original Analysis of Longwall Tailgate Serviceability (ALTS) project conducted in 1997/1998. In subsequent years further refinement to its calculation was undertaken, such that the CMRR is now an industry standard for quantifying the structural competence of the primary bolted roadway roof interval and has been routinely/widely used by Australian collieries over the last 25 years with great success for roof support/chain pillar design. There have been many publications discussing the use and calculation of RMC systems and this paper also provides an important update and recommendations in how best to calculate the CMRR. However, it is rare to find an explanation as to why and how a RMC system/index satisfactorily takes account of the mechanics and rock mass behavioural issues associated with ground reinforcement. This paper provides such an explanation and insight with respect to the CMRR so it is: 1) better understood, 2) to allay any concerns, and therefore 3) will continue to be confidently used by and for the collieries’ benefit.

This paper reports on an industry and Australian Research Council funded research project, TAILLIQ, that is a joint initiative between four Australian Universities. The paper discusses the accuracy with which the critical void ratio can be determined for a given tailings; it does this by presenting the results from a ‘round robin’ study in which 18 geotechnical laboratories around the world participated, testing the same tailings (sampled from a gold mine in Western Australia). The results were variable, although a reasonable number were very similar, as described in the paper. The paper provides additional test data for sandy silt gold tailings recovered from a sponsor’s site in Australia, including preliminary calibration chamber test data, results from direct simple shear tests and characterisation tests to determine unsaturated geotechnical properties.

The Fitzpatrick Orebody is a three and a half million tonne fault bounded portion of the early-middle Proterozoic Broken Hill Orebody.The Fitzpatrick Orebody was discovered in 1975 by diamond drilling from the 36 Level Exploratory Drive. This followed persistent geologically oriented exploration and a courageous decision by mine management to deepen No. 3 Shaft to provide exploratory development across the Globe Vauxhall Shear and allow effective drilling of the target area.The stratiforrn oebody consists of three lenses, the lead rich No. 2 and 3 Lenses and smaller zinc lode. They represent a down plunge extension and boudinaged, fault-bounded portion of the main Broken Hill ore lenses. The surrounding host rocks are extensively faulted and jointed due to complex history of movement on the bounding shears. This results in extremely poor ground conditions during mining. The ore was delineated for mining development using three dimensional fan drilling from exploratory and hanging wall drive drill sites.

Many flotation plants use pH to adjust the pulp chemistry of their system to achieve optimum separation. For example, in a sequential lead/zinc circuit the pH during sphalerite flotation is increased to 10.5 or greater to depress galena and pyrite, thereby improving selectivity for sphalerite. However, maintaining a pulp at a particular pH value does not necessarily provide the operator with an abundance of information regarding the chemistry changes occurring within a plant. This paper provides the reader with a number of pulp chemical observations in several plants, showing that the same trends are noted over time; however, the magnitude of the measured values do change. Further, the changes in magnitude are invariably associated with a change in mineralogy. Thus, is measuring pH enough? Can the Eh, dissolved oxygen and temperature be measured at the industrial scale reliably? And, are these measurements useful?

The Konongo Gold Project is located on the western margin of the 125 Moz Ashanti Gold Belt in Ghana, West Africa. It is situated 60 km along strike of the world-class mineral system at Obuasi and is interpreted to lie on the same controlling regional shear system.The project is operated by Signature Metals, a subsidiary of the Liongold Corporation, and is managed and funded by the Liongold Corporation.Historic underground operations at Konongo produced 1.6 Moz Au at a head grade of 11.8 g/t Au, from eight operations spread along 16 km of the shear system. Mining focused almost exclusively on free-milling gold in quartz, ignoring the gold-bearing sulfide mineralisation associated with the quartz veins. Underground mining ceased in 1986.In 2013, Signature Metals re-focused the program at Konongo to assess the viability of mining the sulfide ore sustainably. This led to the first campaign review of the historic underground data and resource potential since mine closure. The Obenemase mine was the first of the eight operations to be assessed as part of this campaign.Large amounts of legacy data have survived for Obenemase and several historic resource estimations have been completed based on these data. The data typically consisted of hand-drawn sections and plans, and ledgers of commonly incomplete drilling and sampling data. Some drill core have been lost over time, but a large amount of quarter-core and half-core as well as pulps and rejects are still available. Previous resource estimates had a low confidence value because all the available assay and geological data were integrated effectively with the estimates, resulting in a lack of understanding of both grade and geological continuity.This project built a new geological model for Obenemase that greatly enhances the understanding of the controls on mineralisation using a thorough approach of re-surveying, re-cataloguing and re-logging. This model led to an increased degree of confidence and a subsequent upgrade of resource classification, and created several previously unrecognised strong exploration targets. The Bentley underground mine, which is located 60km north of Leonora, Western Australia, is owned and operated by Round Oak Minerals Pty Limited. A high-grade Zn-Cu Volcanogenic Massive Sulphide (VMS) orebody, Bentley was discovered in 2008 with production commencing in 2012. Long-hole open stoping is employed to mine the steeply dipping ore body, and in recent years the Avoca method has been adopted. This requires all development in a particular area of the mine to be completed prior to stoping commencing in a bottom up sequence. Voids are commonly backfilled with loose Run-of-Mine (ROM) waste loose rockfill (LRF); or alternatively cemented rockfill (CRF) can be used. Stopes in the 3860 AOS and 3900 AOS panels were located below previously extracted Avoca zones, with LRF situated immediately above them. These high-grade stopes were originally designed with rib and sill pillars to maintain control of the existing backfill during extraction. Due to changing factors over time, including mining economics, alternative options to achieve full extraction of the stopes were reviewed, including: • Mining small successive full height stopes which would involve drawing a blanket of LRF down with the extracted ore (stoping under waste); • Stabilisation of the existing LRF above the stopes and implementing a primary/secondary stoping sequence, with the primary stopes backfilled using a cement fill. An assessment of these options was undertaken which determined that the second full extraction method was the most beneficial to the operation, and could be achieved using a cement grout (Minova’s FB200 grout) to stabilise the LRF in conjunction with implementing a sequence where the primary stopes would be backfilled with cemented aggregate fill (CAF). Footwall drives were developed adjacent to the rockfilled stopes, allowing for the installation of horizontal grouting conduits, as well as providing access to the top of the planned 3860 and 3900 level stopes for the placement of CAF. An interval at the base of the previously rockfilled stopes was grouted at multiple horizons to achieve the required thickness, with a comprehensive quality assurance/quality control (QA/QC) process undertaken. Primary stopes were CAF backfilled via an arrangement of downhole winzes, linking the top of primary stopes to cross-cuts developed off the associated footwall drives. CAF was delivered underground through an open reticulation network that was extended to the specific levels. Overall the successful implementation of the revised mining method effectively increased ore recovery while maintaining control of overbreak and dilution, providing significant financial upside. This was achieved while maintaining effective controls in light of the changes to the risk profile. Stabilisation of the existing rockfill has allowed the extraction of stopes to full height, including the originally designed sill pillars, representing an average 23% increase in ore tonnes on the initial design, with dilution from the stope crowns averaging less than 1%. The use of CAF in association with primary/secondary stoping, eliminating the need for rib pillars, has yielded an average 47% increase in ore tonnes compared to the base case mine design.

Flotation testing has been done at laboratory scale on hematite mineral and ore samples using stage additions of various hydroxamates. Chemisorption of hydroxamate species onto the hematite surface was inferred from the results, possibly involving both the undissociated hydroxamic acid and hydroxamate ion as maximum recovery occurred close to the pKa of the hydroxamic acid. Flotation testing on a specular hematite ore containing 40 per cent Fe and 42.5 per cent silica gave highest iron grades in concentrate at pH 6, in contrast to published data which suggested pH 9 as the optimum value for ore processing. Using octyl hydroxamate, a rougher concentrate assaying 67 per cent Fe at 51 per cent recovery was obtained using four stage additions of 50 g/t at pH 6. For lower grade concentrates still meeting the chemical analysis for pigment grade micaceous hematite (minimum Fe assay 60 per cent) iron recoveries of 80 per cent were possible for stage additions of 50 g/t octyl hydroxamate in the pH range 6-8.

Decarbonising explosives manufacturing and catalysing low-carbon mining supply is a significant global challenge. Low-carbon manufacturing precincts – clusters of geographically close businesses across multiple industries that share a goal of adopting firmed renewable energy and decarbonising process emissions – offer one potential solution. In an Australian first, Orica commissioned tertiary catalyst abatement technology in 2023 to mitigate greenhouse gas (GHG) emissions at its Kooragang Island (KI) facility in New South Wales (NSW), Australia. The EnviNOx® technology (ThyssenKrupp Industrial Solutions AG, Dortmund, Germany) used reduces nitrous oxide (N2O), a potent greenhouse gas arising as a by-product of nitric acid manufacture. As a result, mining customers in NSW are now benefitting from ammonium nitrate (AN) products that are almost 50 per cent less emissions-intensive than those Orica previously offered. The $37 million project is a private-public partnership that has involved partners across Federal and State government, global engineering and technology vendors, local community groups and local carbon advisors to overcome financial barriers.

"Premature failure of rock bolts has been recorded at twelve underground coalmines over the past 15 years in Australia. Over the last four years, UNSW Australia has been conducting an Australian Research Council (ARC) and Industry funded linkage research project into premature failure of rock bolts. The extent of the problem was investigated by underground surveys of mines with known prematurely failed bolts using visual mapping, non-destructive load and ultrasound testing. A major component of this project was to define the environmental factors responsible for corrosion of rock bolts. The environment to which a rock bolt is exposed will include groundwater chemistry, the mineralogy of the strata, atmosphere within the drill hole and even microbial activity. This paper focuses on the groundwater survey and analysis findings to date along with in-hole bolt corrosion coupons installed into field sites. Corrosivity classification systems exist for general corrosion but do not apply to the rock bolt stress corrosion cracking (SCC) problem found in Australian underground coal. The method of in situ investigations is leading towards the building of a corrosivity classification model to assist mines in prediction of premature rock bolt failure. People in economically developed societies demonstrate inherent human care for Earth and want to stop pollution. Yet efforts to clean Earth seem bogged in confusion from wildly contradictory and alarmist predictions of æclimate crisisÆ. Supposed experts openly disagree yet weÆre told thereÆs universal agreement humans are causing æthe end of life as we know itÆ. The turmoil combines with peopleÆs feelings of fear, guilt, anger, hopelessness and even resignation and apathy to trigger æclimate alarmÆ. The paper enables people to rediscover clarity, hope and support for Earth by understanding how climate alarm and confusion were created and how they actually increase pollution. Many people seem to think global warming is as serious as pollution and worry that questioning alarm will enable pollution. Yet theyÆre different. We need be even more concerned about climate alarm because history shows repeatedly that when buried by ignorance and panic real problems grow overwhelming. Environmental credibility is endangered by confused politicians and sensationalist media. When weÆre willing to re-evaluate what weÆve been told we replace fear and confusion with facts and freedom to identify opportunities. Combining this with practical understanding of human behaviour and leadership enables opportunities to be identified and action taken. The paper shows how confident, informed leadership leads and supports higher productivity and effective care for the natural environment.

High-accuracy, solid-state digital reference barometers have proven to be well suited to conducting underground barometric pressure surveys. The only problem is their expense; at least A$4000 each. For this reason, and because barometric pressure surveys are not a routine undertaking, very few mines have been able to justify the purchase of suitable instruments. The author knows of only three Australian metalliferous mines that own them.However, this may soon change given the recent development of low-cost, mass-produced miniature barometric pressure transducers. These transducers were developed to provide an altimeter function in the latest generation of smartphones. The main purpose of the inbuilt altimeter function is to allow the smartphone to be aware of its altitude when the global positioning system satellite signal is lost.This paper describes a prototype barometer that was constructed using one of the most accurate of the latest generation of piezo-resistive smartphone barometric pressure transducers. The prototype instrument was constructed for less than five per cent of the cost of a commercially available digital reference barometer. The prototype was subsequently tested against a reference barometer at the University of Queensland’s Experimental Mine to verify its accuracy and suitability for measuring pressure differences between underground survey stations.It is expected that the instrument’s low cost will pave the way for barometric pressure surveys to become more commonly used in mines. In turn, the resulting improvement in knowledge of major underground pressure losses should allow mine ventilation officers and engineers to optimise their ventilation systems and potentially reduce overall operating costs.An alternative option would be to use a barometer-equipped smartphone as a survey instrument, provided that its inbuilt barometer module is sufficiently accurate.CITATION:Derrington, A S, 2015. The Alligator Rivers Region has been the scene of one of Australia's most intensive environmental monitoring efforts since the current generation of uranium mining was mooted in the 1970s. Prior to mining, the local environment and the nature of potential impacts were not well known. The initial monitoring programs therefore included large baseline characterisation and research components. After some 15 years, water, soil and sediment monitoring programs have been reduced to a fraction of their early size, as the mining and natural systems became better known and characterised, and the actual nature of the environmental impacts were established. Modem techniques allow much more rapid and thorough identification of chemical species and elements of concern, allowing much more focused monitoring programs to be designed. In the 1980s data collection was emphasised at the expense of interpretation, and monitoring programs were maintained at much higher levels than were in fact required. It is now clear that investigations are important and should be distinguished from monitoring programs, and that the timely interpretation of investigations and implementation of recommendations can greatly reduce the effort and expense that can be involved in a monitoring program. Monitoring programs based on a sound understanding of potential environmental impact may then be efficient and cost-effective, yet provide sufficient information to assess the environmental impact of mining, guide further environmental protection measures when problems are detected, and demonstrate compliance with regulatory requirements.
