THIS tunnel, which is an adit 7000 ft. long, was undertaken by the Mount Lyell Mining and Railway Company Limited to connect its treatment works with the North Lyell mine at depth, with a view to effecting economies in transport and drainage. The work was carried out at high pressure throughout from both ends, and although the ground in the mine end was intensely hard, good progress was made, and driving was completed in less than fifteen months.The Mount Lyell mining field is situated in the west of Tasmania, about 20 miles inland, the only means of access being the Mount Lyell Mining and Railway Company's 3 ft. 6 in. gauge railway which connects with the Government railway system of the State at Strahan, on Macquarie Harbour. The region is mountainous, and presents many difficulties to the road and railway engineer. The West Coast range running north and south in a succession of bold prominences, which rise up to 4000 ft. above sea-level, forms the backbone of the district, and on its foothills the Mount Lyell mines are situated. The depth of underground mines has been increasing due to several factors, such as material demand growth and improving technology. It is a challenge to understand severe failure mechanisms such as spalling, which is caused by induced high stress. To investigate this failure mechanism under high stress conditions, intact rock blocks with small size tunnel were tested at the Western Australian School of Mines (WASM). The range of rocks, such as sandstone and granite, were drilled (200 mm hole) and tested using a servo-controlled 450 t capacity INSTRON machine. The acoustic emission sensors were attached to the block mass during the experiment to investigate the seismic response prior to spalling failure. Underpinning the mining process is a continuum of prediction, specifically of tonnes, grade and recovery from exploration to grade control, through short-term mine design, to mining and processing. The interdependence of one activity on the other is so strong that it can be difficult to partition the activities and determine where there are issues, if any. Reconciliation is the process that compares the predictions of the various estimates to the actual product produced at the end of the production chain. Quite often, an attempt to understand the variances from one measuring point to the other creates a ‘wicked problem’.This study outlines the benefits of incorporating the principles of ‘systems thinking’ into the mining reconciliation process, by constructing a framework within which reconciliation is effectively managed. The philosophical base for any variances between successive links in the reconciliation chain cannot be attributed purely to the statistical variance between the predicted and the actual grades achieved, but should include the interrelationships between the technical and managerial professionals involved. Systems thinking, as an interdisciplinary approach, draws its ideas and concepts from a variety of disciplines, and in so doing can exploit their different strengths.The study described in this paper offers methodologies to analyse the task, in advance of developing a technical solution. Two systems thinking methodologies, Grounded Theory (GT) and Soft Systems Methodology (SSM) were employed. These methodologies, are geared towards dealing with relationships and interactions between individual parts and the whole. The GT coding in the study specified that the key activity that would drive the reconciliation process is through an effective reconciliation meeting, and the competencies of a ‘reconciliation team member’ This team member should be a good communicator and enjoy challenges, be open-minded and transparent, and have a broad perspective of the mining process and relationships across the different activities.CITATION:Adofo, R, 2017. Following the United Nations initiative to fingerprint the origin of conflict materials, the German Federal Ministry for Economic Cooperation and Development has decided to fund a pilot study on coltan ores. Since 2006, our working group has been investigating columbite- tantalite (coltan) mineralisation, especially in Africa, also within the wider framework of establishing certified trade chains. More than 300 samples were obtained from the worldÆs major coltan producing areas. Special attention is, however, directed to samples and concentrates from Ta-Nb-Sn provinces in Africa: Democratic Republic of the Congo, Rwanda, Mozambique, Ethiopia and Namibia. Using state of the art analytical tools, we investigate mineralogical and chemical parameters obtained from columbite-tantalite ores and concentrates in order to distinguish between ore provinces, likely even down to the deposit scale. Methods employed include fully automated electron microscopy (mineral liberation analysis), electron microprobe analysis (major and minor elements), laser ablation plasma-source mass spectrometry (trace elements and U-Pb dating), X-ray fluorescence spectroscopy (bulk major and trace elements), X-ray diffraction analysis (mineralogy and structure) and thermal-ionisation mass-spectrometry (U-Pb dating). Major and trace element concentration patterns, mineral assemblages in the ore concentrates, and zoning characteristics in the different pegmatites from Africa distinctly differ from each other. Furthermore, the following age populations are evident:Archaean (>2.6 Ga);Palaeoproterozoic (1.9 - 2.1 Ga);early Neoproterozoic (æKibaranÆ; 0.98 - 0.93 Ga); andlate Neoproterozoic to early Palaeozoic (ca 0.5 Ga). Currently, we focus on the resolution of the fingerprinting system from region via ore province down to deposit scale. Our preliminary analytical results indicate that a certification scheme including fingerprinting of sources of coltan ores is feasible.

Human-caused global warming has become the environmental cause celebre of the early 21st century. The strong warming alarmist camp currently includes the United Nations, most Western governments, most of the free press, many large corporations (including Enron, before it failed), the major churches, most scientific organisations and a large portion of general public opinion. This phalanx of support notwithstanding there is no scientific consensus as to the danger of human-induced climate change. There is, therefore, a strong conflict between the level of public alarm and its scientific justification. How can this be? In a democracy, the media serve to convey to the public the facts and hypotheses of climate change as provided by individual scientists, governmental and international research agencies, and NGO and other lobby groups. In general, the media have promulgated an alarmist cause for climate change; they have certainly failed to convey the degree of uncertainty that is characteristic of climate science, or a balanced summary of the many essential facts that are relevant to human causation. Climate change is as much a geological as it is a meteorological issue. Natural climate changes, both warmings and coolings, are indeed a societal hazard. We usually deal with geological hazards by providing civil defence authorities and the public with accurate, evidence-based, general information about events like earthquakes, volcanic eruptions, tsunamis and floods, and then by adapting to the effects when a damaging event occurs. As for other major natural disasters, the appropriate preparation for extreme climate events is to mitigate and manage the negative effects when they occur, and especially so for dangerous coolings. Attempting instead to æstop climate changeÆ by reducing human carbon dioxide emissions is a costly exercise of utter futility. Rational climate policies must be based on adaptation to dangerous change as and when it occurs, and irrespective of its sign or causation. The issue now is no longer climate change as such, the reality of which will always be with us. Rather, the issues are, first, the failure of the free press to inform the public about the true facts of human-caused climate change and of the dangers posed by natural climate change. And, second, the vested interests held by many of the groups of warming alarmists. These interests include not only the obvious commercial ones, but also the many scientists and science managers who have discounted or remained silent about the huge uncertainties of the human-caused global warming hypothesis because it suited them to do so. Public opinion will soon demand an explanation as to why experienced editors and hardened investigative journalists, worldwide, have melted before the blowtorch of self-induced guilt, political correctness and special interest expediency that marks the sophisms of global warming alarmists.

Forecasting, particularly when applied to meaningful issues, is known irreverently as 'futurology'. There is quite a range of opinion ext.ant in the world when mineral resources are looked at. The opinions range from the doomsday view that there will be acute shortages of all essential commodities, to the optimistic outlook that new 'discoveries will prevent any possibility of shortages. The environment is, as yet, only studied locally and quite parochially; surprisingly there is little integration when considering the spatial atmosphere, the seas in depth and the earth's crust.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

In panel caving in underground mines, it is essential to characterise and monitor the stress and stability state of production level pillars to ensure the extraction of the mineralised ore column and the safety of workers. Pilar Norte is a sector in the El Teniente mine that forms a pillar between the undercut fronts of the adjacent Esmeralda and Reservas Norte sectors. It exists in a high-stress environment, which may induce damage to the rock mass production pillars. Generally, numerical models are calibrated using observed damage in galleries. This procedure does not discriminate between the structural condition and/or the blasting damage effects. This paper proposes a technique that uses borehole cameras to measure stress-induced damage. This has the advantage of being at the intact rock scale, meaning that the effect of geological structures is negligible and the blasting damage factor is eliminated. Comprehensive geotechnical characterisation and tomography monitoring has been undertaken at Pilar Norte to describe and determine the rock mass behaviour of the production pillars. By combining analytical, empirical and numerical models, a correlation between the measured overbreak recorded by the borehole cameras and the stress level of the pillar was developed. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Baiyinnuo’er Zn-Pb deposit is a typical skarn deposit in NE China. Skarn and orebodies mainly occur between different units of the Lower Permian Huanggangliang Formation carbonates-sandstone-mudstone or within the contact between intrusions and marble. Skarn minerals are dominated by prograde garnet and clinopyroxene, and the main ore minerals are sphalerite and galena. We conducted single fluid inclusion compositional studies using laser ablation inductively coupled plasma mass spectrometry on clinopyroxene (pre-ore-stage mineral) and sphalerite and calcite (syn-ore-stage minerals). The results show that the Baiyinnuo’er fluids are distinctly different from basinal brine but similar to magmatic fluid, thereby indicating that the deposit has a dominantly magmatic origin. This interpretation has also been supported by the Cl/Br mole ratios, which remain stable (~500) in different fluid stages. The decreases for most of the elements in the fluid inclusions from pre-ore-stage clinopyroxene to syn-ore-stage sphalerite and calcite suggest that mixing with groundwater has occurred during mineralisation, with significant Zn, Pb and Ag deposition.CITATION:Shu, Q, Hammerli, J, Chang, Z, Lai, Y and Huizenga, J-M, 2015. Gold and Silver bearing epithermal veins of the Golden Cross deposit are hosted in Miocene and Pliocene calc-alkaline volcanics occurring 8 km northwest of Waihi at the southern extent of the Coromandel Peninsula, North Island, New Zealand. Veining occurred during a period of hydrothermal activity that began early to late Pliocene, and possibly continued into the Pleistocene.   Field relations and petrographic relationships reveal that multiple generations of FeS2 occur in the Golden Cross region, with FeS2 occurring in all nine rock types recognised at Golden Cross. The variability of FeS2 morphology was investigated by preparation of high purity FeS2 separates, and grain counting. Marcasite is the dominant FeS2 phase at Golden Cross, and along with pyrite is shown to have a systematic habit variation. Pyrite shows a sequence from cubes through octahedra to pyritohedra to dendritic growth. This pyrite sequence conforms to an experimentally determined sequence. The parallel sequence for marcasite at Golden Cross is from tabular through bladed aggregates to euhedral miscellaneous marcasite morphologies. The FeS2 sequences observed are believed to be due to increasing temperature, and perhaps also increasing FeS2-oversaturation and fluid flow.

Geochemical assessment of mine waste materials prior to commencement of a proposed mining operation is a fundamental component of mine feasibility studies and the regulatory approvals process. Static and kinetic geochemical test methodologies are widely used to predict the geochemical nature of mine waste materials and to develop strategies for managing potentially æhostileÆ materials. These data can also be integrated with data from other fundamental studies such as hydrogeology to predict specific environmental outcomes and potential impacts at mine closure and post-closure.A case study is presented for a proposed open pit gold mine in Mongolia, which illustrates how geochemical, hydrogeological and groundwater quality data can be used as part of a geochemical modelling process to predict the final pit lake water quality over time. A series of static and kinetic test geochemical test programs were completed and acquired data integrated with hydrogeological and groundwater quality data provided by the proponent. A widely used geochemical modelling program (PHREEQC) was used to develop the geochemical model and predict water chemistry in the pit void after mine closure. Sensitivity analyses were completed to explore the effects on the model output of groundwater to leachate water ratio, pit wall rock type and climate.Modelling has indicated that pit void water should be pH circum-neutral at mine closure and should remain within Mongolian and World Bank water quality guideline limits under the modelled simulation most likely to occur in the field. Final void water salinity is expected to increase eight fold over 14 years after end of mine life due to a continuous flux of salts (particularly sulfate salts) into the pit lake whilst the pit lake volume will remain relatively constant due to evaporation and a slow recharge rate. Dissolved metal and sulfate salt concentrations in pit water are also predicted to increase over time and could be moderately elevated compared to applied water quality guideline values. Some of the metal concentrations, however, may be lower as these would be expected to precipitate at circum-neutral pH and greater. Recommended additional assessment work on the project when mining commences includes determining the magnitude of adsorption and co-precipitation of metals occurring in the pit void water/sludge system.CITATION:Robertson, A, Rait, R and Swane, I, 2013. Critical decisions in iron ore project evaluation and production are based on global and local spatial estimates of primary mineral deposit properties (such as in situ geochemical grades) and geometallurgical responses (such as screened, washed or concentrated product yields and grades), which are derived from limited sample data. These spatial estimates are typically made using classical geostatistical techniques, which fundamentally assume that the attributes of interest behave additively. This assumption is generally appropriate for æprimaryÆ variables but æresponseÆ variables may behave non-additively and therefore their direct linear estimates may be biased.In this paper an existing additivity testing mechanism is used to quantify the bias resulting from direct linear estimation of a non-additive iron ore attribute. Data from a magnetite project are used to determine the circumstances under which such biases may be of material impact. Many future and current block and panel caves extract ore from veined rock masses. These rock masses are composed of open joints forming blocks or rock with healed networks of veinlets. These two types of discontinuities pose a challenge for rock mass characterisation and classification due to difficulties in distinguishing actually open joints from healed but weak veins when diamond core drilling and excavation blasting practices disturb the rock mass. The inability of separating characteristics of open joints and healed veins has often resulted in an underestimation of the rock mass quality and as a consequence led to inappropriate assessments of rock mass response to mining (ie rock mass behaviour) and consequently deficient excavation stability assessments and ground support designs. In this paper, guidelines are provided to improve the characterisation and classification of veined rock masses. It is shown how veined rock masses can be mischaracterised resulting in often incorrect forecasting of rock mass behaviour. Following this, the classification of veined rock masses is examined. It is shown how the primary classification systems (ie Q – Barton, Lien and Lunde, 1974; rock mass rating (RMR) – Bieniawski, 1976) may not lead to reliable ratings in veined rock masses if care is not taken to differentiate between open joints and veins of varying strength. Examples are provided to illustrate how the Q and RMR systems are insensitive to veining. The Karangahake deposit was the second largest producer of gold-silver bullion in the Hauraki Goldfield, New Zealand. New mapping of a 2 + 3 km (6 km2) area demonstrates that hydrothermal alteration surrounds productive veins. Wallrocks proximal to veins are intensely altered and alteration decreases toward the margin of the system.   At Karangahake, distinct zonation of adularia, calcite, epidote, illite and illite-smectite surrounds gold-bearing lodes with unaltered rocks containing magnetite and plagioclase occurring on the margins. Adularia, illite, illite-smectite, and calcite zonation defines hydrothermal alteration extending 2 km to the east of productive lodes. Epidote and adularia zonation occurs proximal to veins. The adularia zone compares well to potassium/thorium studies conducted in the area. Illite zonation is well developed to the east of the veins grading into interstratified illite-smectite containing 5 to 40 per cent smectite 1.5 km from the Maria Lode. Calcite is restricted to the east of the study area occurring in 18 per cent off surface samples. Less altered rocks containing plagioclase and magnetite occur distal to veins. The magnetite occurrence compares well to aeromagnetic studies conducted in the area.   Adularia and coexisting adularia and albite indicate the host rocks were highly permeable. Epidote, illite, illite-smectite and previous fluid inclusion evidence implies temperatures graded from >240¦C in the core of the system to approximately 150¦C on the periphery. The alteration association of quartz, adularia, calcite, pyrite, chlorite, illite and illite-smectite reflects a near-neutral to weakly alkaline water. Calcite occurrence and the absence of zeolite imply the fluid contained significant dissolved CO2.

Red Dome Mine was a highly complex gold copper operation developed over a number of phases between mid-1986 to October 1997. With only three years of production ahead at any time, a proactive practical approach to mine closure was necessary. In 1989 the Domains Concept to life-of-mine planning and mine closure was created as a response to the proposed changes to legislation.The Domains Concept, a relatively simple idea developed to integrate mine closure during production at Red Dome, has been broadly adopted by both government agencies and industry in the intervening 20 year period. Over time the author has observed that the concept has been poorly applied, misunderstood and in some cases even misrepresented. As a consequence, the potential opportunities from applying the concept, including the optimisation and minimisation of life-of-mine costs, mitigation of long-term financial liability exposures and building credibility with the general community, have been missed.This paper examines the many benefits, advantages, applications and perceived barriers to developing and integrating a fully costed life-of-mine plan. Integrating the Domains Concept early in the project, within the operational budgeting, allows the production of a meaningful and useful document, representative of a whole life-of-mine, cradle to grave, with measurable rehabilitation and closure outcomes when the concept is used to full effect.The Domains Concept serves to optimise cost-effective, whole of mine, life cycle planning which provides beneficial outcomes for the community, significantly mitigates legacy issues and contributes to the attainment of compliance and sustainability principle objectives.CITATION:McCarthy, B E, 2014. Gold rush histories are usually written as though they were unique events in the development of a region or nation. While this is a valid way of looking at gold rushes, it is not the only way. This paper is a brief attempt to relate the West Coast rushes to a wider context. During the second half of the nineteenth century the lure of gold transformed the Pacific Rim. Gold rushes drew more than half a million Europeans and Americans to lands bordering the Pacific. By 1900 a chain of mining, industrial and urban centres ran from California to Alaska; from Ballarat to New Guinea, and on to Western Australia. The New Zealand rushes were a significant chapter in this story. People, cargo and information passed from rush to rush. Techniques learned on earlier goldfields were imported; those developed in New Zealand were, in turn, taken up elsewhere. Administrative systems and regulations developed in Australia were implemented in New Zealand, improved and passed on to Canada. This interconnectedness was so strong that gold-seekers thought of the mining regions as a distinct culture, 'the whole digging world'. Much can be made of the similarities shared by rushes. But comparison can also highlight the individuality of each rush. +The early days of the West Coast rushes were perhaps the strongest assertion of a diggers' culture. A brief period in which a remarkable orderliness was created through mateship, self-regulation, and the occasional threat of rough justice. The West Coast rushes were both a unique experience and an integral part of a process which transformed the Pacific Rim during the nineteenth century. Understanding their part in that bigger story highlights just how unique they were.

Mineralogy is the link between ore formation and ore extraction. It is the most fundamental component of geomet programs, and the most important aspect of a life-of-project approach to mineral resource projects. Understanding orebodies is achieved by understanding the mineralogy and texture of the materials, throughout the process, because minerals hold the information required to unlock the value they contain. Geomet mineralogy programs absolutely require the appropriate expertise and at least three steps of mineral characterisation prior to using semi-automated or other methods: field examination, thorough core logging, and optical microscopy. Economic geological inputs for orebody characterisation are necessary for orebody understanding, and are exemplified by current research in the Zambian Copperbelt, where revised sequence stratigraphy and understanding of alteration, metasomatism and metamorphism can be used to predict topical issues at mine sites. Environmental inputs for sustainability characterisation are demonstrated by recent work on tailings from the Leadville, Colorado, USA area, including linking mineralogy to water quality issues. Risk assessments need to take into account the technical uncertainties around geological variability and mineral extractability, and mineralogy is the only metric that can be used to make this risk contribution.CITATION:Olson Hoal, K, Woodhead, J and Smith, K S, 2013. There is an urgent need to use our vast knowledge with a new wisdom and this requires new integrated teams of experts to provide the best alternatives for the needed new development problems. These teams must include economists, engineers and a broad spectrum of scientists. Today it is possible to produce clean energy, stop soil erosion, clean water and reduce and use wastes of many types.   There is a great need to improve science, natural science, education at all levels. All people must know how our planet works and that fluctuations, some inevitable, some controllable, are inevitable and that we must prepare for them. And it is clear that protecting the environment, eliminating pollution, preserving bio diversity is good economics. Ecology Economy cannot be separated.
