THE twenty-second annual meeting of the Canadian Mining Institute was held at the King Edward Hotel, Toronto, on Mar. 8, 9, and 10, and was followed on the 11th by an all-day excursion to the International Nickel Refinery at Port Colborne. The meeting was very well attended and dealt with some of the most important matters, both technical and economic, that have ever come before the Canadian Institute. The question of licensing engineers is before the Canadian members as it is before our own in this country and the attitude of the mining engineers across the border is like that of the American mining engineers, opposed to the licensing of the mining. engineer, however they may feel toward the licensing of other branches of the engineering profession. It was well pointed out that such a law, had it been in existence in the last decade or two, would probably have prevented the rapid development of Canada's mines. Whereas one civil engineer can run a line of survey as well as another, perhaps, it is only a question in his case of whether he can or cannot survey. In the case of a mining engineer employed by a man with capital to invest in a development project, unless the man with the money has confidence in the judgment of his engineer the fact that he is a professional man would carry little weight in inducing a large investment toward the development of Canada's resources. It was also pointed out that although the Institute as a whole had not passed on the matter, it would probably be opposed to legislation aiming only for self-interest, but would be heartily in accord with legislation which could be shown to be for the service of the community at large.

AN acute current shortage of copper, with the prospect that conditions may become worse, indicated by Office of Production Management information. Present estimates of copper requirement for defense indicate that nearly all the available metal will be required in the future for this purpose. Severe dislocations are, expected, but the objective is to distribute the copper available for civilian use in such a manner as to minimize these dislocations. The advisory committee on metals and minerals has been asked for a suggestions which may be helpful in meeting this situation.\

AFTER the completion, in 1905, of the Hammond Mining and Metallurgical Laboratory of the Sheffield Scientific School, Yale University, it became necessary to secure and assay a large assortment of ore-samples, and to arrange the results in such a manner as to admit of use with the least amount of work on the part of the instructor. At first, pulp-samples, together with their respective assays, were secured from the mines, smelters, and public assayers, but this practice did not prove satisfactory. It was not only difficult to secure a sufficiently large supply of material, but it was also impossible to secure the proper assortment required for instructing students. It involved considerable work for the donors to select the samples and furnish a record of the assays, and also for the instructors to examine each pulp and determine its character. Some of the samples did not contain a sufficient quantity of pulp for the student to check his work in case his first assay did not correspond to the record. In order to increase the number of samples and to vary the character of the material, pulp-samples were later mixed with barren rock and with sulphides, but this method also was unsatisfactory and has been discontinued. At present., small lots of ore are secured by gift or purchase from engineers, public assayers, and the managers of mines, mills, and smelters. These lots weigh from 10 to 100 lb. each, and are rarely finer than 0.25 in. in size. The larger samples permit of a careful study by the instructor in order to determine the best method of assaying to be followed. In the year 1581, the counselors of King Philip of Spain suggested to that monarch that a canal across the Isthmus of Darien would open the west coast of the South American continent to Spanish miners and explorers, enlarging and expanding the flow of precious metals then just beginning to trickle across the path cut by Spanish Conquistadors, from old Panama to Puerto Bello on the east coast. The King sent out a party of surveyors and explorers under the command of a young engineer, Savadaerro, who returned after two years, reporting upon a location for a canal which was virtually adopted by the French engineers employed by De Lesseps, who in 1877 commenced the work of constructing the Panama Canal-296 years after Sava- daerro's first survey was begun. The suggestion for an Isthmian canal, made to the king at a time when Spain was a proud, virile nation and when that country was contending with England in the fields of discovery and conquest, represents a measure of vision that has never failed to intrigue the imagination. That the young Spanish engineer recommended an undertaking so gigantic in conception that it took three and one-third centuries for its completion from the time it was first visioned matters little. STABILIZATION of the adjustment of normal consumption to normal production of world commodities is quite different from reducing production until visible surpluses are consumed. The first means restoration and maintenance of prosperity, the second means merely a temporary alleviation of a condition with the prime cause remaining uncorrected. Overproduction of foodstuffs in some sections of the world while millions starve in other sections represents not so much overproduction of foodstuffs as mal-distribution of foodstuffs. The flour mills of Washington and Oregon normally ship quantities of flour to China. Now, the wheat that would make this flour goes East instead of West. Is this overproduction, or is there something wrong that calls for study, analysis and correction? Can the plan used by the ostrich of hiding its head in. the sand get us by this present world tragedy, or must the challenge to solve this problem be met, constructively? Can we not make out of this breakdown in the world's economic system an opportunity? And use it as the stimulus for remedying the basic cause of the trouble and not content ourselves with devising temporary expedients that aim at remedying this or that of the obvious conditions, in themselves not causes at all but rather the evidence of causes, or that are the symptoms of the real trouble.

(San Francisco Meeting, UCtober, 1911.) THE refinery at the San Francisco Mint takes the bullion purchased by the receiving department, and carrying more than 200 parts of precious metals in 1000, or, in mint parlance; over 200 fine, and separates and refines the various metals contained therein, using electrolytic processes exclusively. Bullion containing silver is treated in cells charged with a nitric electrolyte. These cells produce fine silver and leave a residue rich in gold. The residue from the silver-cells, together with crude gold-bullion, is treated in cells having a chloride electrolyte. These produce fine gold and leave a residue containing silver chloride. The latter is reduced to the metallic state with zinc and is then treated in the silver-cells. The various waste solutions and the wash-waters, after being freed from the bulk of their precious metals, still contain copper and other metals. These are removed by scrap-iron, and are then treated in the copper-cells, having a sulphate electrolyte. These cells produce pure copper, and collect a residue containing lead, some gold and silver, and all the metals of the platinum group that were in the bullion. This residue is relatively small, and is melted into bars and stored until sufficient accumulates to warrant treating it for platinum, etc. The refinery occupies three large and three small rooms. The large ones are, a melting-room, 30 by 34 ft.; a cell-room, 39 by 46 ft.; and a wash-room, 30 by 33 ft. The small rooms are used as foreman's office, laboratory, and generator-room, respectively. The methods here described are those in use in December, 1909, when notes for the present paper were taken.

ORIGINALLY designed for copper smelting only, the reduction works of the Cerro de Pasco Copper Corp. have been expanded over the years until now twelve different metals are produced, together with some seven other items which are used locally. Although the total tonnage treated is comparatively modest, as smelting plants go, the variety of operations makes one of the most complex and interesting metallurgical problems in the world. The original plant, at La Fundicion, operated from July 1906 until September 1923. In 1922 a new copper smelter was built at La Oroya, which produced its first copper on Nov. 23, 1922. It is in this plant, greatly enlarged, that metallurgical operations now center. La Oroya is situated at the junction of the Cerro de Pasco Railroad and the Ferrocarril Central del Peru, at an altitude of 12,175 ft.-well over two miles. Many of the various operations stem from two principal smelting circuits which are themselves of conventional types. Copper ores and concentrates are roasted, smelted in reverberatory furnaces and converters, and blister copper produced. Lead ores, concentrates, and other materials are sintered, smelted in blast furnaces to crude lead which is partially fire-refined, and finally electrolytically refined by a modified Betts process.

T HIS has been a most momentous year in the annals of the Institute. We have been in the midst of a situation which, were it not for the convulsions of social unrest with which life is surrounded on every side, would have attracted the attention of the world at large. I do not refer to the desperate campaign for new members. That has gone on much as usual except that, this being leap year, the annual proposal to the M. & M. Society has been omitted. Nor do I refer to the desperate situation which we found in other directions, the spread of Bolshevism, the burning of the Engineers' Club, the fact that the selling of copper appears to have become one of the lost arts. No, I speak of the great question which has to be. settled once and for all, as to whether this great Institute should adopt simplified spelling. The whole trouble started in the ranks of the California Hysterical Society. It appears, while most of the San Francisco members can read and write, several of them cannot spell. It also appears that the Secretary, in editing the Transactions, has perhaps made just a little bit too much of a point of employing the correct Stoughton idiom. At any rate, the rebels filed an amendment to the constitution, and the stage was set for civil war, with perhaps more stress on war than on civil.

A DISCUSSION of the developments of the past decade in the field of refractories, and the effect of these developments on the performance and life of open-hearth furnaces, is perhaps best introduced by reference to Fig. 1. This shows the most important types of refractories doing into various parts of the furnace, together with their cost, and remarks on their use. It has been estimated that half of the refractory makers market comes from the iron and steel industry, and something like one-third of all refractory brick used finds its way into open-hearth furnaces. To melt steel, a furnace capable of withstanding temperatures close to 3000 deg. F. is required. The furnace is assembled of various refractory materials selected by experience and economic considerations. Furnace structures today, from a refractory standpoint, are considerably different from a quarter century ago. Furnace operators, interested in the performance of refractories, care little how they are made or where they come from so long as they give reasonable service. But, the entire history of the refractory is important and technical knowledge of the ceramic materials used in making the refractory is necessary to the manufacturers, so that the proper article gets into the hands of the ultimate consumer.

A record $19.7 billion in minerals was produced by United States industries in 1963. This was some $800 million above the previous high established in 1962. Preliminary statistics compiled by the U.S. Bureau of Mines show that most metals, nonmetals, and fuels gained both in value and volume of production. The 1963 total represents the largest value increase since 1956 and continues an upward trend begun in 1959. Product.ion and value of all mineral fuels rose, with anthracite registering a remarkable 20% value increase. Nonmetals advanced 591 in value, gains exceeding losses by 213 to 1 among individual commodities. Heavier industrial demand and the settling of labor difficulties were among the factors contributing to increased output of such materials as iron ore, bauxite, molybdenum, lead, and zinc, which accounted for most in€ the growth in metal output. Silver prices continued to rise and, as a result, production value of that metal gained 132,.

FOR fifteen months after the other dominions of the British Empire and the entire so-called sterling 11loc loosed the shackles that bound the111 to the gold standard, South Africa, giant among gold-producing nations, remained stubbornly attached to gold at the traditional ratio of 85 shillings in currency to one ounce of gold. But eventually even South Africa had to heed the dictates of trade and the obvious interests of its great gold-mining industry. In December, 1932, South Africa's currency severed its golden bonds. Today the South African pound is 011 a par wit11 the British pound.

ANOTHER meeting of the Institute has passed into history and it fully sustained the reputation of the Institute as a live organization of the men, and nowadays the women, concerned with the mineral . ? industries and those working therein. The field meetings of, the 1nstitute are cine of its pleasantest and most valuable features. As Dr. Raymond used to say, ((It is good for a mining engineer once in a while to see a mine" and these meetings bring back to the mines those who, through progress into higher executive positions, have come to visit them infrequently, at the same time that they give opportunity for the .younger men to see regions and mines aside from those in which they are then working. This, and the formal and' informal interchange of information resulting,, is of the greatest professional value to all, while the meeting of old and making of new friends causes each meeting to be notable in turn. This year's meeting at Salt Lake City was one of the largest that has been held outside of. New York City; 470 members and guests registered while many more were present at the sessions without attending to this formality. '

Development in the Upper Texas Gulf Coast during 1945 resulted in the discovery of 23 new fields; one Miocene, eight Frio, three Cockfield-Yegua and eleven along the Wilcox trend. The Wilcox trend appears to he the most active at this time. Producing depths of the new Wilcox discoveries range from 2050 to 10,050 ft. Drilling along the Frio trend has been, for the greater part, projected to the deeper downdip sands. Eighteen of the new discoveries are classified as oil or condensate and five are gas discoveries.

PROFESSOR RUFF'S most illuminating paper' describing his extremely valuable investigation of the carbon-iron equilibrium diagram assigns definite temperatures to certain very important lines in the diagram, viz.: the eutectic temperature EB (Fig. 1) and the " near-eutectic " temperature E'B', but without indicating clearly enough the reasoning which warrants these assignments. These temperatures are of such primary importance that it is well to indicate the apparent gaps in the reasoning, in the hope that they may be filled in. In his diagram, Fig. 1, the point X and the lines B'D'HI represent the experimental results reached by Ruff and Goecke; 2 AB, AEB, and SE represent the liquidus, the solidus, and the solubility of the carbon in solid austenite in the absence of graphite according to Gutowsky,3 AB being also in accordance with Spiecker's data;4 ,S'E' the solubility of carbon in solid austenite in the presence of graphite according to Ruer and Iljin; 5 GS the line A3 after Goerens and Meyer;6 I and EBC the true eutectic line as inferred by Prof. Ruff from Gutowsky's data. B'D' is the carbon content found in cast-iron which had apparently saturated itself with carbon in the presence of the graphite of the enclosing graphite crucibles in which the determinations were made. I. INTRODUCTION. THE purpose of this paper is, first, to give a general account of a little-known coal-district of SE. Kentucky, its topography, drainage, and mineral resources, for those who may be interested in its economic development; and secondly, so to describe the geologic features of the field as to furnish available data to those engaged on the broader problems of Appalachian coal-geology. The data from which the major portion of the paper has been prepared were obtained, in professional investigations for private individuals and corporations, within the last decade. The area under review, defined by a heavy line on the map, Fig. 1, lies between Little Black and Pine mountains, and extends from Harlan on the west to a N-S. line crossing Looney creek 3 miles from its mouth on the east. This area can be divided for description into a Western and an Eastern Division. The character of investigation pursued in the Western Division, below Fugitt creek, was very different from that employed in the Eastern. In the former, only a rapid reconnoissance was attempted : such coal-openings as had been made by prospectors or by citizens in obtaining fuel were visited, their sections measured and, in many instances, sampled. Elevations were obtained barometrically and approximate locations sketched on a small-scale map. In a field where the coals are so well opened, the reconnoissance method gives a very fair idea of the number and character of the principal beds and their relative positions, and affords much evidence for their correlation over wide areas, without permitting the more refined work required to discover all the seams of the measures and to determine the details of geologic structure.

THE American Engineering Council, which is the working body of The Federated American Engineering Societies, held its first meeting in Washington, Nov. 18 and 19, 1920. The Federated American Engineering Societies was formed in Washington in June and is composed of engineering and technical societies, national, state, local and regional. These Member Societies elect delegates to the American Engineering Council, which is the administrative body of the Federated. The meeting was called to order by Richard L. Humphrey, Chairman of the Joint Conference Com¬mittee, and the program (which is printed below) was carried out without substantial change by E. S. Carman, who was elected temporary chairman. Under the Constitution, the Council appoints an Executive Board, the members of which are chosen according to the proportional membership of the vari¬ous Member Societies in their respective districts. Under this plan, with the present membership, 'the national societies will have 14 members and the local societies 6 members on the Executive Board.

I. INTRODUCTION. DURING the last twenty years or so the chemical investigation of rocks has made great advances, and it is now generally recognized that a knowledge of the chemical composition is as essential as that of the texture or mineral composition-if not more so-for the proper classification of rocks and study of their origin and relationships. Rock-analyses have vastly increased in numbers and, what is of greater importance, in quality. New and improved methods permit of greater accuracy than was possible in the early days, and the list of chemical constituents frequently determined has risen from the seven or eight of the greater part of the nineteenth century to twenty or more. Indeed, rock-analyses with determinations of so many constituents are now commonly made by the chemists of the United States and Australia, while in Germany, Great Britain, France, and Italy the rarer constituents are determined more frequently than formerly. As a consequence of this modern, accurate work, it has been discovered that some elements which were formerly supposed to be rare are of wide-spread occurrence and are often present in considerable amount. The fact is further being developed that the elements tend to show certain relations of occurrence or abundance in connection with each other. This is a fact which is applicable to the rarer elements, and which also finds a broad geological and petrological expression in the recognition of petrographic provinces. We are beginning to obtain some definite, though as yet rudimentary, knowledge of the distribution of the elements among igneous rocks. Some of the results along these lines obtained by study of the vast accumulation of analytical data now available are well known to petrologists, while others do not seem to be so gener-

THE stock exchange and its functions is about as well understood by the average individual as the fourth dimension. What is a stock exchange? Divested of the rules and regulations by which it is governed, and the facilities it provides for the convenient handling of securities, it would be in its nude state nothing more or less than a meeting place for brokers. The stock exchange in America dates back to 1752, when a group of merchants of New York established a meeting place at the foot of Broad Street for the purpose of dealing in meal and slaves. The first definite orgarization, however, had its beginning in 1792 when 24 New York brokers signed an agreement not to buy or sell public stock for less than one quarter per cent. commission. From this small group has grown by gradual degrees, the greatest organized security market in the world, namely, the New York Stock Exchange. At the present time there are 27 stock exchanges in the United States and 5 in Canada. Based on the volume of business transacted, the Los Angeles Stock Exchange ranks 6th among them. This is attributable to the fact that strictly speaking Los Angeles has never been a stock exchange town, like some other large cities. Take for instance San Francisco, which supported one stock exchange from 1862 to .1882 and has since supported two. No city, by the way, should tolerate two stock exchanges at the same time. It is an economic folly and a senseless duplication that can be compared with rival telephone companies or competing street railway systems, paralleling each other's lines and always leads to trouble and confusion, and sooner or later one or the other falls by the wayside. While Los Angeles has had stock exchanges of one kind or another since 1896, none of them attracted much attention until 1899 when the present exchange was organized and it did not get well under way until along in 1906.

(New York Meeting, February, 1913) This old and well-known method of determining, silver is, in bullion work, so far superior to the furnace-assay that it is looked upon with reverential awe by many, if not by most, users, and its-ease of execution, with proper equipment, commends it highly where much commercial bullion work on silver is required. The method is so thoroughly well known that a, description of it here may seem to be unnecessary, but many thousands of determinations are annually made by it in the U. S. Mint Service and its practice is there reduced to an art. This is necessary both for the sake of economy of time, acid because high-grade work with it requires constant practice. It is useless for a person who uses it only occasionally to expect to attain high accuracy with it, without spending more time upon a determination than is warranted in a busy commercial laboratory. It is always employed in the Mint service whenever possible, but its chief field is in the determination of silver in standard silver (ingots and coin), which is 900 fine in silver and 100 fine in copper, and I shall first briefly outline its use on this metal and then take up various points in detail, especially as related to the accuracy of the results obtained.

DR . JOHN A . CHURCH, in his treatise on the Comstock Locle 1 gave a full and clear account of the conditions of the mine during the period of greatest activity. The difficulties in the way of deep mining at that time were excessive water and high temperature. The drainage of the mines taxed the financial resources of the mining companies, and the high temperatures restricted the capacity of the miners for underground labor. In spite of these difficulties exploratory work was continued until the financial burden of removing the water became too great. The companies then restricted the work to the upper levels. The years 1883 to 1886 marked the period of cessation of deep mining. For 12 years thereafter mining was confined to the levels above the Sutro tunnel; and, while the question of drainage was more or less agitated, nothing of importance was done until the formation of the Comstock Pumping Association in 1898. Since that time successive levels have been drained until, at present, on the north-end mines, a depth of 700 ft. below the Sutro-tunnel level has been reached. Mining is now carried on in the Ophir mine from the 1,700- to the 2,200-ft. levels, and a winze is being sunk to make connection with the 2,300-ft. level (the 2,450 ft. of the C. & C. shaft). In 1903-the Ward Shaft Association was formed to undertake the draining of the Central and Gold Hill group of mines, and at the present time a depth of 2,500 ft. has been reached in the Ward shaft. The situation at the Ward looks promis¬ing, and the 3,000-ft. level may be reached in the near future. It is proposed to establish a large pumping-station on this level, and then begin the opening of known ore-bodies and the prospecting for new ones. The main factors which have contributed to the successful solution of the drainage problem are the Sutro tunnel, the use of the hydraulic elevator as a sinking-pump, the concentration of pumping-units, and cheap electrical power. The question of high temperature and its control still remains as a minor but important problem. The temperatures encountered in the new workings are as great as those in the earlier periods. The Comstock was considered the hottest group of mines in the world, and I am not aware of similar conditions in any other mining-district. A water-temperature as high as 160° F. has been reported from the Ward shaft, and temperatures below the Sutro tunnel are very high in many instances.
