MINING, in contrast to manufacturing, deals with a wasting asset. That which is taken out of the ground is gone, the property is depleted to that extent, and will eventually become exhausted of profitable ore. So the life of a mining company is dependent upon the ability of its management to develop improved methods to permit extraction at a profit of the lower-grade ores which remain, to extend by intelligent exploration the limits of its known ore bodies, and to find and acquire new properties to take the place of those that, for one reason or another, are no longer operated. Its history is a story of constant change, of the working out of properties here and the acquisition and development of properties there, to maintain the vitality of the whole. It is a story of estimating with the tools and the knowledge available the location and extent of hidden ore bodies and of devising the means of extracting

Despite the uncertain political situation in Katanga, copper and cobalt mining and metallurgical operations of Union Miniere du Haut-Katanga were normal at the time of this writing. In fact operations continued normal after Congo independence on June 30, 1960, with copper and zinc production for that year being slightly higher than in 1959. United Nations military operations from September to December 1961 resulted in death, shutdowns and damage to company persons and installations. Nevertheless, results for that year were only slightly off normal production. Moise Tshombe delared Katanga a separate state after Congo independence. Although there has been tribal unrest, the new State has enjoyed relative calm and normal industry by comparison with other parts of the Congo as a result of the firm hand of Moise Tshombe's government and the continued presence of Belgian officials and technicians.

THE SECRETARY The year 1917 has been a notable one in Institute affairs. The usual activities, including meetings, publications, local section interests, library service, and so-forth, have been continued on at least the same scale as previously, and in addition the resources of the Institute have been placed without stint at the service of the Nation, not only for the active prosecution of the military side of the war, but even more especially in the industrial operations which form the very basis of modern warfare. The officers and directors of the Institute have labored both officially and individually, while the Institute as a body, through committees of, prominent members, and through many individual members, has given freely. Finally, Institute funds have been appropriated to an amount exceeding $5000 to accomplish the cooperation with Government bureaus, and provide committee expenses necessary for performing the services that have been given. The President of the Institute had a very large personal share in many of these activities, which will be described in the following pages, as well as in the President's own report. Many of the Institute's members are giving their whole time for. $1 a year, or less, and especial mention should be made of Herbert C. Hoover, Food Administrator, W. L. Honnold, Head of the Commission for Relief in Belgium, Mark L. Requa, Petroleum Administrator, Edgar Rickard and Charles W. Merrill of the Food Administration, S. A. Taylor of the Fuel Administration, W. L. Saunders, B. B. Thayer and Joseph W. Richards who .are giving a. large share of their time to the Naval Consulting Board, W. Y. Westervelt, W.0. Hotchkiss and Harvey S. Mud of the War Minerals Committee, David W. Brunton of the War Committee of Technical Societies, and hundreds of others whose names are mentioned in the Honor Roll of Members. It has also been a notable year in cooperation with sister-societies. The most important event under this head was the accession of the American Society of Civil Engineers into the fraternity of Founder Societies.

The experimental work herein described is presented in support of the following broad hypothesis: Conditioning of metals and metallic sulphides by amine collectors involves metathetic reaction at the solid surface between the collector and an oxidized metallic compound, to produce a coating comprising an amine-bearing compound of low solubility in the system. The type of reaction is different in acid and in basic solutions; both types may occur simultaneously in near-neutral pulps. Experimental The experiments comprise contact-angle tests with a variety of metals and metallic sulphides and extraction teats on ground chalcocite. Contact-angle tests were made principally on metals. Covellite paralleled metallic copper in amine solution at pH 8.8 (Table 3) and in alkaline water, but maintained an angle of about 70° in Io-3 HCl solution, where metallic copper lost its angle. The tests with anionic collectors (Table I) indicate that the behavior of metals in general is parallel to that of their minerals in anionic solutions. It is believed that this is generally true with cationic collectors also, but the covellite test is a warning against a broad assumption to this effect. All test specimens were mounted in Transoptic.* All tests in conditioning solution were preceded by a test in distilled water; cleaning and polishing were continued in every case until the angle in water was zero. Subsequent transfers into and out of solutions and test cells were made in such a way as to prevent exposure of the surface to air.1 The amine used was primary laurylamine, Armour and Co., AM-1120. It was used in the form of the hydrochloride, obtained by precipitation with gaseous hydrochloric acid from an ether solution of the amine, and purified by two recrystallizations from ether-alcoho1.2 Inorganic and other test reagents were standard laboratory grades. Temperatures were not controlled; the probable range of test-solution temperatures is 650 to 80°F.

PRESIDENT BASSETT'S gavel called the Annual Business Meeting to order shortly after 10 a. m. on Tuesday. On motion of Eugene McAuliffe, reading of the minutes was dispensed with and Mr. Bassett read his annual report of the year's activities as follows : During the year I have visited eighteen of the twenty- seven sections, making an average of GG 2/3 per cent. The invitation to come again has always been extended, but in only one case have I been able to visit the same section twice. Chicago entertained the president twice during 1930. Mrs. Bassett accompanied me on visits to ten sections. Everywhere we have found the most cordial hospitality and a gratifying enthusiasm for the Institute. If anyone had fault to find with the management or felt dissatisfied with what was being done, it was carefully concealed. I am happy to report to you an agreeable, helpful and progressive spirit in each of the sections visited.

HOWARD N. EAVENSON, acting for the last time as president of the Institute, presided at the annual business meeting on Tuesday afternoon at 4 o'clock. He spoke briefly of his visits with Local Sections last fall, and read a scholarly address on "Mineral Fuels and Civilization," scheduled for early publication in these columns. Karl Eilers presented the Treasurer's report, showing last year's income to be $134,967.44, compared with expenses of $133.266.51. Comparable figures for 1933 were $121,689.90 and $115,462.60. The Institute's peak income was in 1923 about $208,000. Newell G. Alford read the report of the Membership Committee showing 750 new members elected and placed on the rolls in 1934, compared with 328 in 1933. Losses by resignation last year were 81, compared with 262 in 1933; and 691 were suspended for non-payment of dues, compared with 747 the year before. Total membership, including 579 Student Associates, was 7742 at the end of 1934. Applications for membership have been coming in freely the last few months.

J.-I should like to ask if Mr. Bach does not think it rather harmful to let the amen depend entirely on the company, whether it would not be a good plan to let the men aid a little in the support of these organizations? Also whether he has had any experience with utilizing the Y. M. C. A. in this connection. E. E. BACH, Ellsworth, Pa.-That question is always raised whenever there is discussion upon this subject. So far as we are concerned that would not help a bit; our people do not have that feeling, because .we have a company which these men recognize has a corps of very sympathetic officials in every way. I remember the assistant general manager lived out in one of these mining towns for a while. His difficulty was that every man, no matter what, who or where he was, if he had, or thought lie had, a, complaint, had the right of way to his office, and didn't have to stop at all. That is the spirit that predominates all through it. This is also the spirit of the mine foremen, two of whom were trained in our own night school, and it is the spirit of the fire boss and the general spirit of the people. They do not feel that we are trying to feed them with a spoon. As to the Y. M. C. A., we feel that it would be impracticable for us. R H. VAIL, New York, N. Y.-It would be very interesting if Mr. Bach would tell a little more about the control of the dispensing of intoxicants. There are many communities where the state intends to do that but does not succeed very well, and as Mr. Bach has spoken of the speakeasies on the environment of these towns, it would he well to know more about the problem of eliminating those.

A description of tests made by a committee of the Division of Engineering of the National Research Council to determine whether velocity of impact affects the formation of Neumann bands. FOREWORD Not infrequently, in the case of the failure of a metal structure, such as a bridge, tank, airplane, gun carriage, etc., a doubt arises whether the failure was due, among other causes, to the effect of an overburden or of an explosive maliciously or accidentally exploded in contact with it. As few means of discriminating between the effects of these causes have been known and these means were of a rough qualitative character, it was surprising to find in the record of an inquiry into the failure of a structure, the statement that, by observations on the Neumann bands in the structure, it was possible to determine the speed of breakage in the metal and to distinguish between a fracture caused by an explosion and one caused by an ordinary mechanical strain. Such a criterion, if well proved, was of value to the explosives experts of the Bureau of Mines, the Ordnance Department of the United States Army and the Bureau of Ordnance of the United States Navy, but search showed no record of it in the literature nor did any of the metallurgists and metallographers consulted know of any data on which such a criterion could be based having been assembled and critically studied. However, it was universally held that there was promise in the idea and that there existed unique facilities at the Bureau of Mines Experiment Station at Pittsburgh for the preparation, under definitely known conditions, of material for study by metal-lographers, and that material of value might also be obtained from the proving grounds of the Army and Navy. Therefore, with the approval of the Director of the Bureau of Mines and the Chiefs of Ordnance of the War and Navy Departments, the Chairman of the Division of Engineering of the National Research Council, on April 12, 1919, appointed a Committee on the Investigation of Neumann Bands, which has since been engaged in this study and which, after some slight change in its personnel, consists now of the following: Dr. William Campbell, Advisory Metallurgist, Bureau of Ordnance, Navy Department. EXAMINATION by the differential thermal analysis technique of a large number of samples of soil and other clays from various parts of the world has demonstrated that the occurrence of cold-precipitated hydrated ferric oxide (the identification of which in soil clays has previously been reported5) is not confined to any limited locality; e.g., it has been found in varying amounts in clays from Britain, France, South Africa, and Mexico. The conditions necessary for its formation have not yet been elucidated in spite of the number of samples examined, and, since this mineral is so easily prepared in the laboratory, it has been considered that a study of its constitu¬tion and of the conditions under which it could be prepared might. lead to a better understanding of the factors involved. These experiments form the subject of this short paper, and while they do not supply a definite answer to the mode of formation of this mineral in nature, they may, it is hoped, add something to our knowledge in this direction. EXPERIMENTAL WORK Materials Employed The a-Fe2O3.H2O (goethite) and B-Fe2O3.H2O (Weiser and Milligan") were obtained from the Department of Geology, University of Aberdeen, and Rothamsted Experimental Station, respectively. The beta material had been prepared by the method described by Fernelius.1 y-Fe2O3.H2O (lepidocrocite) was prepared at the Macaulay Institute for Soil Research by the method of van Schuylenborgh.6 The method employed for preparation of the cold-precipitated hydrated ferric oxide* was as follows: 1: 1 NH4OH was added (moderately fast with rapid stirring) to a solution of 5 grams FeC13.6H2O in 250 ml distilled water at room temperature (ca. 15°C) until red litmus turned blue, and then 2 to 3 drops in excess. The resultant precipitate was filtered off on a Buchner funnel and washed free from Cl- with distilled water. Previous experiments having shown that drying over P2O5 at room temperature or drying at 105°C in the oven did not significantly affect the thermogram,5 samples were nor-

THE sudden realization that known sulphur reserves amenable to mining by the Frasch hot water process are nearing exhaustion focused attention on widely scattered surface deposits throughout the world. These deposits are not necessarily of lower sulphur content than ores located underneath Louisiana or Texas salt domes which usually average about 30 pct sulphur disseminated in limestone matrix. Their near surface occurrence, however, renders exploitation by the Frasch process impossible. As is well known, the Frasch process depends on the presence of 500 to 1000 ft of overburden and cap rock above the sulphur deposits to permit melting underground sulphur in place by diffusing hot water under pressures of 200 to 600 psig in the formation and raising the molten sulphur to surface by air lift. This process renders possible the production of pure sulphur which is 99.5 pct pure without any subsequent treatment. Surface deposits contain sulphur in the same range of concentrations as the salt dome deposits, i.e., from 10 to 50 pct sulphur, associated with various gangue materials such as silica, limestone, and gypsum. The pirincipal distinction, then, does not lie in the percentage of sulphur contained in the ore, but in the geological nature of the deposit. A recent study' of the world sulphur supply situation estimated 1950 sulphur production in the free world countries at 5.6 million long tons, of which the United States produced 5.2 million tons, or 93 pct of the total. While America's domestic needs alone would have been covered by national production, about 1.4 million tons were exported during the same year. Despite all the steps which are being taken to restrict use of elemental sulphur and to force the fullest possible development of alternate sulphur sources here and abroad, the deficit in elemental sulphur production will probably increase with time. As a result of intensive prospecting for oil throughout the Gulf Coast area discovery of significant new salt domes is held unlikely. With the growing scarcity of sulphur and what appears to be an inevitable rise in price, recovery from deposits not amenable to Frasch-process mining assumes greater economic importance. Untapped Reserves The most important deposits in this category are located in Sicily, where elemental sulphur occurs in Miocene limestone and gypsum formation. Sulphur content of these ores ranges from 12 to 50 pct with an estimated average of 26 pct. Although quantitative estimate of these reserves is not available it is held that they exceed 50 million tons of sulphur. Similar deposits occur also on the mainland which contribute about one-third of Italy's total current annual production of 230,000 tons, but these are known to be nearing exhaustion. Significant surface deposits of volcanic origin are located in South America, Japan and western United States, silica being characteristic gangue con-stituent. The largest of these deposits are in South America. More than 100 extend over a zone 3000 miles long, paralleling the west coast of South America. 'Total sulphur content of these deposits has been estimated to be as high as 100 million tons. The main islands of Japan also possess at least 40 known volcanic sulphur deposits with probable reserves of 25 to 50 million tons.' Prospected reserves in western United States might amount to 2 million long tons, principal deposits being located in the northwestern part of Wyoming, southern Utah, and eastern California. Volcanic deposits of lesser importance are found around the Mediterranean, in Turkey and Greece, and in Africa, Egypt, Abyssinia, and Somaliland. Beneficiation Methods Different methods of beneficiation have been used in these various locations. In Italy the Calcarone kiln and Gill regenerative furnaces are used exclusively. Both utilize heat liberated by burning part of the sulphur in the ore to liquify or vaporize the remaining sulphur, which is recovered by solidification or condensation. The Calcarone kiln is of conical shape, generally 35 ft in diam at base and 18 ft high. A kiln of 25,000 cu ft capacity burns for about two months and yields about 200 tons of sulphur. The Gill furnace consists of a series of chambers with domed roofs. Sulphur is burned and melted in one chamber at a time and the hot combustion gases are used to preheat the ore charge in the subsequent cell. These furnaces operate on a cycle of 4 to 8 days. The recovery yield of both systems is about 65 pct. Sulphur losses amount to 25 pct through the combustion to sulphur dioxide; about 10 pct is retained in discarded calcines. Ores containing less than 20 pct are not considered suitable as furnace feed. These methods are not only wasteful because of the low recovery obtained, but represent a serious atmospheric pollution problem. Sulphur produced ranges from 96 to 99 pct purity and thus does not match Texas or Louisiana sulphur. Owing to the present shortage, sulphur in the Middle East sells

Data on mining applications of geophysical activity in the Free World in 1964 have been made available to SME again this year by the Society of Exploration Geophysicists. Worldwide data were collected as part of an annual service to the mining industry by the Committee for Geophysical Activity of SEG. Data are taken from 245 voluntary responses (53%) to questionnaires circulated to 463 company, government and university organizations engaged in mining geophysical operations and research all over the world. WORLD ACTIVITY Worldwide manpower utilization totalled 9323 professional man-months and $14.5 million was reported spent in mining geophysical activity in 1964. This is up from 9078 man-months and $12.6 million in 1963 and 8065 man-months and $12.8 million in 1962. Worldwide geophysical activity in terms of manpower utilization and expenditures is presented in the accompanying table.

The transport mechanisms previously proposed in wustite and hematite have been confirmed by movement of inert markers during the growth of these phases. By similar measurements the mechanism for magnetite has been determined. The rates of growth of multilayer scales on iron, magnetite and hematite on wustite, and hematite on magnetite have been measured. All rates are found to be diffusion controlled under the conditions of the experiments. MANY studies have been made of the rate of oxidation of iron in both the low temperature, film-forming region and the high temperature scaling range. The interpretation of the results has been greatly complicated by the formation of multi-layered scales containing the various phases of iron oxides. In most cases no attempt has been made to determine the composition of the scale and its dependence on time of oxidation in a quantitative manner. However, several recent studies'" have taken this variable into account. It is generally agreed that the growth of thick scales on iron follows a parabolic rate law for the increase of total thickness. In the thin film region agreement has been claimed with parabolic equations of various forms and with logarithmic equations. The discussion here will be concerned only with the formation of scales of considerable thickness, greater than several microns, although some of the conclusions may be applicable to thin films. A brief survey will be given of the solid phases of the iron-oxygen system, the stability of wiistite in bulk and in thin films, the relative densities of iron in the metal and oxides, and the kinetics of forma- tion of oxide scales on iron. New experimental results will be introduced at several points during the discussion, and an attempt will be made to formulate a mechanistic picture consistent with these observations. The experimental techniques are described in an appendix. Iron-Oxygen System Fig. la shows the iron-oxygen phase diagram. Wüstite ("FeO"): The lowest of the oxides has a NaCl type cubic lattice formed by close-packing of the relatively large oxide ions with the smaller iron ions arranged in the interstices. The ionic radius for 0' is about 1.3 A, while Fe++ has a radius of about 0.8A and Fe"' about 0.7A. Its range of existence on the phase diagram is very wide for an ionic material of this type and does not seem to include the stoi-chiometric composition FeO. These deviations appear to be well established as vacancies on iron lattice sites by the comparison of lattice parameters and densities for a series of compositions by Jette and Foote.4 The limits of the field are disputed, but the work which seems most reliable" indicates vacancies in from 5 pct to more than 12 pct of the iron sites. In order for the crystal to be electrically neutral, there must be electron holes which correspond to the formation of trivalent iron ions equal to twice the number of vacancies. Magnetite ("Fe³O4"): Considerable disagreement also exists in the literature about the stable range of the Fe³O4 field. Some diagrams show the Fe³O4 composition to be lower in oxygen than the formula indicates, but Schenck6 gives a diagram from the

D EC. 20-The spirit of Christmas and good will toward men has managed a few brief appearances on the front pages, welcome relief from man's usual ill-will toward man. A couple politicos did their best to brighten the scene by well-publicized romances. There was a general exodus to Florida to patch up nervous systems, and even the UNO quieted down as Mr. Vyshinsky departed for home via Eastern Germany. Before going he opened up a preliminary bombardment for the worldwide "communist peace offensive," and it is now the duty of the 600 million (according to the Cominform) ideological converts to press home the attack. In Washington, Mr. Lilienthal resigned as Chairman of the Atomic Energy Commission and demonstrated again the difficulty of government to retain the services of capable men. The President has yet to appoint another victim- possibly someone nicely noncontroversial and timid. So might the critics be appeased, but it would bode ill for the rapid exploitation of peaceful uses of atomic energy, the relaxation of excessive secrecy, wider sharing of developmental work with friendly nations and possible revision of the Acheson-Lilienthal proposals for inter- national control of the atomic bomb.

The graphic methods and records described in this article have been developed, with satisfactory results, for the use of executives of the Chino Copper Co., in Hurley, N. Mex. Particular attention is directed to the use of large wall-charts, the quick reference display of large charts, the scale notation of metallurgical charts shown in Pig. 3, and the inclusion of mesh extraction on screen analysis diagrams. To properly comprehend the operation and metallurgical results from a concentrating plant, a daily record of essential data is kept, usually involving the dry weight of ore milled or treated, dry weight of concentrate or metal produced, assay values of heading, assay values of tailing, assay values of concentrate, and percentage of extraction or recovery. In addition it is often necessary to record moisture, pulp density, or dilution, percentage of weight of oils and reagents employed; screen analyses of grinding conditions, oversize, etc.; assay values of non-valuable or interfering substances; cost data; and such special information as may be required. GRaphic Presentation . Close analysis is necessary of a daily operation involving such a number of factors, the relation and influence of which may be of great importance in the treatment scheme. When the analysis is made from a numerical tabulation, the chance for one or more obscure, but perhaps important, factors to escape notice is considerable, therefore the need for an accurate, readily digestible presentation of metallurgical data is obvious.. Graphic records of milling operations are frequently used, but owing to the wide range of magnitude and values, and the number of factors involved, the customary practice of assigning different values to the same ordinates, as in Fig. 1, results in a complex and intricate record which makes little appeal to a busy operating official. The methods shown in Figs. 2 and 3 are devised to display such data in a clear and legible manner, without confusion.

THE Aldrich Mining Co. holds under lease from the Illinois Central R. R. Co. about 14,000 acres, in the East half of Township 12, Range 12 `V., in Marion county, Alabama, and owns other lands, of which about 1,000 acres adjoin this leased tract, making a total area of about 15,000 acres, all of which is underlain by the coal-seam upon which the company is operating. This seam is nearly horizontal ; and a ravine, diagonally crossing the tract, exposes the outcrop on either side for about 2 miles. The territory has been so divided that nearly the whole of it can be worked out by two collieries. The mines at Brilliant were opened in the Fall of 1898, and shipments began in the following spring. The original plan was to furnish steam-coal for locomotives to the Illinois Central R. R. Co.; and upon this expectation the investment of capital was made. The field was entirely new; and the softness of the coal at the outcrop induced the belief that it could be very cheaply mined. A contract for the delivery of a large quantity of coal to the railroad was accordingly executed. But with the advance of the entries to increasing distances from the outcrop, the coal proved so hard that it could no longer be drilled with a breast-auger; and the expense of mining became so great that the contract for cheap steam-coal had to be cancelled. It became evident that the work must be done with machinery and explosives, if it could be profitably done at all. On the other hand, the excellent quality of this coal opened, at the same time, a possible market not specially contemplated at the outset-namely, that of a first-rate coal for domestic and general uses. THE Sullivan concentrator has completed 20 years of operation. During this period a considerable amount of data has been accumulated concerning the characteristics of several types of flotation machines in their application to the problem of the differential separation of the lead sulphide, zinc sulphide and, in more recent times, iron sulphide, in the ore from the Sullivan mine. It is the author's intention to sketch briefly experiences encountered when the several types of flotation machines were introduced into the flow. ORIGINAL FLOTATION EQUIPMENT AND ORE The original flotation equipment consisted of four 18-cell lead-roughing machines, whose concentrate was cleaned in an 8-cell and recleaned in a similar 8-cell machine. Zinc concentration was carried out in four 18-cell machines. One 8-cell zinc re-treatment machine received the reground zinc middling. The 168 cells handled some 3000 tons of original daily feed. These cells were of the standard Minerals Separation type, equipped with 24-in. impellers. Spindles were driven through geared line shaft at a speed of 255 r.p.m. The impellers were the 45° type, except for the last three cells of the zinc-rougher machines, which were of sub-aeration type, with full bottom shroud and half shroud for the top side of the impellers. Four-pound air was introduced. This recognition of the benefit of intensified flotation operation for "gleaning" was an important phase in the early operation and will be discussed further on in this paper. Sullivan ore during this period is described as a finely disseminated mixture of four sulphides, totaling 90 per cent made up of 13.6 per cent galena, 14.4 per cent marmatite, 1 per cent pyrite and 61 per cent pyrrhotite. The specific gravity of the ore was approximately 4.4. There has been a gradual change in the ore content. The 10 per cent of nonsulphide constituents has increased to between 15 and 20 per cent and all three sulphides have dropped somewhat. Added equipment and changing technique have made possible the treatment of 8000 tons per day of mill feed instead of the 3000 originally handled. SPECIAL FEATURES OF FLOTATION AT SULLIVAN Sullivan flotation differs greatly from customary practice. The very heavy return of lead rougher middling and lead cleaner tailing, totaling at times 125 per cent of the new feed tonnage, has been the subject of much investigation. The practice is still employed.
