THE Oklahoma legislature recently passed a bill providing for "the creation of an oil and gas department under the jurisdiction of the Corporation Commission, authorizing the. Corporation Commission to appoint a chief oil and gas conservation agent, and conferring exclusive jurisdiction on the Corporation Commission in reference to the conservation of oil and gas, and the inspection of gasoline and oil, the product of crude petroleum, and repealing all acts or parts of acts in conflict therewith and declaring an emergency." Some of the functions of the new bureau include the receiving and filing of all well logs and the direction and supervision of plugging all abandoned oil and gas wells under rules prescribed by the Corporation Commission. The two leading petroleum-producing States of the country, Oklahoma and California, have now established oil and gas bureaus with a staff of inspectors to see that the important rules relating to the conservation of oil and gas are thoroughly enforced. The economic significance and the value of well logs in the conservation work has been recognized and the necessary legal action taken to insure and procure them. William B. Heroy, of the Government Land Classification Board, in a personal communication to the writer, says that the drilling of wells is also regulated by public authority in the Roswell artesian basin in southeastern New Mexico, where a permit must be obtained for the drilling of any well and a certified log of the well recorded with a county official. The method is said to give fairly satisfactory results. In a recent article 1 a National instead of a State Bureau was suggested for collecting and filing well logs. In discussing the paper, L. L. Hutchison characterized such a plan as impractical because the average driller or contractor will often juggle or guess at the log and will not keep the record sufficiently close or accurate, making it necessary to maintain a special man at each well for the sole purpose of obtaining

ALL of the matters so far taken up by the Institute Committee on Stabilization of the Coal Industry will be of help, but it seems to be that under present conditions not very much can be expected until the railroad situation has been improved. As an instance of this, I would cite the fact of our experience at our mines in West Virginia and Kentucky. During 1917 and 1918 at our West Virginia plants we produced for our own consumption, practically entirely in the Chicago district, about 4,750,000 net tons of coal. In 1919 our output was reduced to 3,500,000 tons, this being caused partly by the shortage of orders in the few months following the armistice, but more particularly by The car shortage which began last September and continued throughout the remainder of the year, with the exception of December. This car shortage has been more acute since the first of the year, and while we now have an actual capacity here of 20,000 tons daily and have the equipment to produce it, with the possible exception of a few houses, we are able to average only about 12,000 tons, and in consequence, about 30 per cent. of our by-product ovens in the Chicago district are idle, and a number of blast furnaces are down for the want of coke. These figures, of course, refer to conditions before the strike of switchmen in April was started.

AMONG mining men as well as in the popular mind the conviction has held sway that mining is pre-eminently a western industry. True it is that gold, silver, copper and other metals have made the States of California, Colorado, Montana, Utah. Nevada and Arizona famous. The prominence attained by these States as mineral producers is, however, not measured alone by the money value of the products of their mines. While the metals are without doubt indispensable in industry, the glamour of the precious metals, and the lure of copper, lead and zinc have given to their ore deposits a sentimental interest that often quite out-weighs their commercial importance. Today a great group of more commonplace minerals are finding a place in commerce and industry rivaling that of the metals, but there is little sentiment attached to them, and,. therefore, they attain relatively little publicity. This is the great group of the non-metallic minerals, exclusive of fuels and oils, including stone, sand and gravel, cement, lime, gypsum, asbestos, mica, phos-phate rock and many others. Almost unnoticed they have grown in production to almost unbelievable pro-portions. The estimated value of metal production for 1925 is given as $1,380,000,000, of the non-metals (ex-cluding fuels) $1,294,000,000. The non-metallic industries are not new, many of them date back almost to pre-historic times; but, as the greatest of them (on a tonnage basis) provides raw materials for the construction industries, it required the activities of the present age of construction to bring about their enormous development. Many of them enter manufacturing as well as con-struction. Non-metallic minerals constitute the back-bone of our great chemical industries. While construction and manufacture reach to all parts of the country their widest development has been in the great industrial centers of the eastern Seaboard and the middle West. Consequently the raw materials of mineral origin required for these great industries have attained a remarkable growth in the eastern half of the- United States. In compiling figures of mineral production for 1924, for which more complete data are available than for later years, the surprising fact is brought to light that the non-metallic mineral produc-tion alone of some of the eastern and middle-western States exceeds by a substantial margin the total min-eral production of some of the western States that have been classed as essentially mining States. Thus the non-metallic mineral production, exclusive of coal and petroleum, of the State of Ohio, was approximately $150,000,000; of Pennsylvania $175,000,000; and of New York $107,000,000. For the same year, 1924, the total mineral production of Utah was $84,357,000; of Montana $70,632,000; of Colorado $61,488,000; and of Nevada only $26,226,000. Even Minnesota, with its enormous iron ore production, reached only $107,845,-000, or a sum about equivalent to the non-metallic min-eral production of the State of New York.

L. C. Graton, Cambridge, Mass.—The subject of chalcocite occur; rence and its geological significance has, of course, a very important commercial bearing, as shown by the recent remark of a hard-headed mining .man: "This secondary enrichment business is one thing you geologists have put up which we can hang on to, and come out right." Most enrichments of copper ores depend upon the formation Of chalcocite from leaner sulphides. Recently it has been shown that not only does there exist this secondary or derived chalcocite, * but that in certain ores the mineral is present as an initial or original constituent, which therefore we may call primary. The desirability of distinguishing between these two kinds of chalcocite is evident and has recently been emphasized. That constitutes the first problem in this connection. I believe many who are working upon secondary enrichment of mineral deposits are giving much attention to that particular question. It is now possible to distinguish primary from secondary chalcocite in many cases. In such cases, what do we know of the' conditions under which this secondary or derived chalcocite was formed? , This is the second main question in connection with the subject. It is now plain, at least in many instances, that the formation of this derived chalcocite represents a phase of oxidation if we have in mind the primary ore as the thing acted upon. The next important question—and it is most important—is: does such oxidation go on above the zone where the rocks are saturated with water—that is, above the water level—or below, or indiscriminately above and below? Many of you have, or have had, opportunities to study at first hand, day after day, occurrences that' enable valuable conclusions to be drawn upon these and other important questions concerning the formation and significance of chalcocite. It is greatly to be hoped that your testimony will be made available and undoubtedly it will go far toward clearing up some of these doubtful points. John D. Irving, New Haven, Conn.—A short time before this meeting was called, H. V. Winchell, who was unable to be present, requested me to exhibit and describe these two samples of pyrite. (Exhibiting specimens.) They consist of fragments of pyrite inclosed in two small bottles. The first bottle shows fragments of pyrite which were immersed in water carrying copper sulphate but without SO2 for a period of two years. They remained comparatively clear and bright. Mineral Industries Extension instruction was pioneered by The Pennsylvania State Colleges Extension work was organized in 1893 and constituted what is believed to be the first vocational adult educational effort in that field in America. From 1894 to 1899, twenty-seven extension bulletins were printed and distributed free for the benefit of classes in the coal-mining industry and the records show that free lectures wore delivered by a corps of teachers of the mining department of the College "to the mining employees at their customary lace of assembly upon matters of interest to them in their occupation." In 1899, the State Legislature reduced the appropriation to the College and therefore the extension pamphlets and lectures were discontinued. Several sporadic attempts were made to resume the extension services in mining through industrial grants for travel and publications, and through voluntary contributions by members of the resident staff. The work. consisted mainly of lectures and demonstrations and served the purpose of creating the desire for more training and information of a more formal character. In 1928, the nave of the school was changed, by trustee action, from School of Mines and Metallurgy to the School of Mineral Industries and the working structure of the school was organized under the three functional collaborating headings: Resident Instruction, Correspondence and Extension Instruction, and Mineral Industries Research. The three functional bodies are separate, yet interdependent. The Federal Smith-Hughes law, passed in 1917, made Federal and State funds available for vocational educational work. Mining extension was revived in 1919 and the College employed one full-time extension professor to reorganize the work and instruct the classes. In 1923, the State Department of Mines and the State Department of Public Instruction entered into, a formal agreement with the School of Mineral Industries to assist the College in its extension program.. Classes were organized to study the State mining laws and State Department of Mines' previous examination questions and answers, in preparation for coming state examinations for certification of competency as underground officials. Mimeographed lesson material was used at first, and in 1947 and 1929 mining instruction and mining teacher-training lessons were printed. In 1931, the extension activities of the school were placed on an organized basis compatible with the newly formed school organization and a director was appointed to tale full charge of the work. During that year, at a conference in Harrisburg, an agreement was consummated between the State Departments of Public. Instruction, Mines, Labor and. Industry, and the College whereby extension classes in the field of the, mineral industries could be organized by the College, throughout the State, under "public supervision and. control," in close cooperation with the State Department.

The National Mine Health and Safety Academy near Beckley, W. Va., is dedicated to reducing accidents and improving health conditions in the mining industry through education and training. Though this basic mission remains unchanged, the Academy now serves a much broader mining community than it did when established in the late 1960s. From its original emphasis on training federal coal, metal, and nonmetal mine safety inspectors, the Academy has expanded its programs to reach mining industry and labor representatives, state agency employees, and university students taking mining-related courses. The Academy's resident programs, short courses, seminars, and continuing education courses cover a wide range of subjects and various experience levels, but all have been developed with one idea in mind - to reduce accidents and health hazards through education and training of the widest possible audience.

ALTHOUGH statistical data are not at hand to justify definite statements as to progress in health, and safety in the mining and allied industries during 1935, it now appears probable that in both coal mining and in metal- mining the rate of accident occurrence as well as the absolute number of accidents will show slight increases for the year. Much: of the responsibility for this increase lies with the large number of relatively. small mines that have more or less recently come into existence, partly because of 'the lack of opportunity for work in the larger mines for large numbers of unemployed miners, and partly due to increased prices for some of the mineral products, especially gold. In general, the larger long-established nines show downward accident trends and this is decidedly encouraging as it shows that where mines are operated with real efficiency, mining can be done in relative safety.

In the Engineering and Mining Journal of Jan. 27, 1900, there appeared an article by Fred T. Greene, describing a method of measuring stopes by the use of strings, a clinometer and a tape. In the early part of 1899 I had occasion to use a somewhat similar method, for the purpose of accurately ascertaining the volume of a very irregular drift connecting two mines. This drift was an important factor in a lawsuit for $150,000, in which it was necessary to determine accurately the volume originally occupied by the material extracted from the drift. While it is unnecessary to give all details of the controversy, some explanation of the conditions is required for a clear understanding of the following description. This drift was started by the a E." Co. from its workings, in about 7 ft. of ore, and headed toward the " G " property, the plan being to extract all the ore between foot- and hanging-walls, but to take out nothing but ore. As the " G." workings were approached; the ore-body became very irregular and much thinner. It was, however, very closely followed, and where the drift broke through into the " G." workings, the hole was only 11 inches high by 14 inches wide, or just about the size of a man-hole in a boiler.. Thus, this connection-drift tapered sharply; and the very irregular foot-wall sloped toward the " G." workings, and entered them at a place where the stope was only about 3 ft. high, and the ground had already commenced to cave. It may be added that the ore-body was a nearly flat deposit of lead carbonate in limestone, the ore and gangue being quite soft. I was called upon by the " G." people to make the survey

Single crystals of Pbl-xSnXTe have been grown from The melt under liquid B2O3 using the Czochralski technique. The PbTe-SnTe crystals were grown from near-stoichiometric melts and from melts with slight deviations from sloichiometry. Crystal growth rates ranging from 1 mm per hr to 1 cm per hr were employed, the latter being generally used. Several investigations were performed to characterize the single crystals grown In this study. The phase diagram of the PbTe-SnTe system was examined. X-ray analyses verified the single-crystal character of the crystals, and powder pattern lattice parameter determinations showed that Vegard's law was followed within the limits of the experimental error. The as-grown crystals were p-type with apparent carrier concentrations of -8 x 1018 to -8 x 1020 carriers per cu cm. Hall coefficients, resistivities, and carrier mobilities were determined as a function of composition. Dislocations were revealed by an electrolytic etch, and the crystals were found typically to contain 2 to 4 x 105 dislocations per sq cm. Microhardness measurements were performed; no maximum in the Vickers hardness us composition curve was seen. Mass spectrometry was used for impurity analyses, and the crystals were found to contain 1 to 2 x 1017 total p-type impurities per cubic centimeter. Distribution coefficients were calculated for the major impurities which were Na, Mg, Al, Si, Cl, and Zn. RECENTLY interest has been stimulated in the preparation and characterization of many alloys of the binary compound semiconductors. This interest is due primarily to the almost unlimited possibilities of adjusting the semiconducting characteristics of these materials by varying the alloy compositions. One alloy system which has been receiving extensive investigation is the PbTe-SnTe system, since these alloys show promise of being useful as emitters and detectors of electromagnetic radiation in the spectral range of 8 to 14 µ. This paper reports on the growth of PbTe-SnTe single crystals by the Czochralski technique and investigations of the general properties of these crystals. The phase diagram of the PbTe-SnTe system was investigated so that specific alloy compositions could be attained. I) CRYSTAL GROWTH The PbTe-SnTe single crystals were pulled from the melt using the Czochralski technique. Generally, the crystals were grown from near-stoichiometric melts, although special growth runs were made from both lead-rich and tellurium-rich melts. Growth of single crystals from up to 5 pct lead-rich melts presented no problems; however, melts with tellurium in excess of -1 pct caused volatilization problems which generally made crystal growth impossible. All melts were prepared from high-purity materials as follows: 1) lead— 6 N— Cominco (Cominco Products, Inc., Spokane, Wash.); 2) tin—5N—Cominco; and 3) tellurium— 5N+— American Smelting & Refining Co., Plainfield, N.J. No further purification of materials was undertaken in this study. The elements were reacted at -1000°C in a vacuum-sealed silica tube for a few hours, a gentle rocking action being used to ensure thorough reaction. The cast ingots were then transferred to a silica crucible for crystal growth. A schematic diagram of the growth apparatus is shown in Fig. 1. The Vycor tube is sealed at both ends by O-ring flanges so that a vacuum or a positive pressure may be maintained in the growth chamber. MINING engineers in the United States understand that mining conditions in the British coalfields are much more difficult than in most of the mines now being operated in the United States. We realize also that in the near future we must face some of these same difficult problems. Early Mechanization The progress made in mechanical loading in the United States is the result of a long struggle in many coalfields to mine with power tools safely and to increase output per man-shift. Attempts to use power to loosen coal and to transport broken coal in the U. S. may be said to date from the Stanly Header, or Entry-Driver brought from England in 1888. The principle of this boring machine was used in the McKinlay Entry-Driver, almost continuously used in the U. S. since 1920. Since 1888 experimental loaders, scrapers, and conveyors were installed with more or less success. Beginning in 1918, considerable progress was made with mobile loaders, and in 1920 the first wage agreement for the operation of mechanical loaders was made in Indiana. In 1923 the Pocahontas Fuel Co. loaded nearly 1 million tons of coal using 23 Coloders. Labor Policy The United Mine Workers of America have never officially opposed the Mechanization movement. On December 10, 1945, in a statement before the House of Representatives Labor Committee, John L. Lewis said, regarding the policy of the United Mine Workers of America: "We have welcomed progress; we have welcomed machines. We have told our people that they had to accept that condition; that it was the process of progress, and that they would have to take their chances." Recent Development In 1951 about 71 pct of the tonnage mined underground was mechanically loaded. Over 4000 shuttle cars are in service and it is estimated that much more than half of the tonnage loaded underground is produced by trackless mining. In 1947 roof-bolting was introduced extensively and it is estimated that more than 2 ½ million bolts are now being used per month in about 600 mines. The use of roof bolts has permitted the more effective and safer use of loaders and shuttle-cars. Continuous Mining The McKinlay Entry-Driver could have been used for continuous mining, but for many years it was used only .for entry driving. In 1946 the Silver machine was developed in Colorado, and in 1947 this was acquired by the Joy Mfg. Co. and called the Joy Continuous Miner. Other types of combination mining-loading machines which eliminate drilling and blasting operations are the Marietta Miner, the Colmol, the Lee-Norse Miner, the Junior Miner, the Goodman and the Konnerth machines. There are several other types in the process of development. Probably by January 1953 there will be about 250 continuous miners in operation in the U. S. Payment of Mine Labor One of the most important problems in mechanizing was the establishing of rates of pay that would be attractive to the best men. Prior to the installation of mobile loaders the hand loaders and cutters have been paid by the ton. It was felt that a system of a day's pay should be established and that piece and tonnage rates should be abolished completely. Without exception, all coal loaded in mines equipped with mobile loaders is prepared and loaded by men paid an hourly rate. Trends in Mining Research There are two diverse approaches in coal production research; to try to design a mining machine to fit current methods, or to adapt mining practice to take advantage of proven machines. A great deal of credit must go to the mine operators who have been enterprising and dynamic enough to use available equipment intensively and to discard it as soon as an improved or new machine is available. Effect of Changing Markets Formerly there was an important demand for lump and prepared coal in the larger sizes for domestic use. The use of bituminous coal for house heating has decreased so that not more than 19 pct of the annual tonnage goes to retail trade, only 12 pct is used by the railroads, and much of the retail and most of the railroad coal is in stoker size. As a result of this decline in the market for coarse coal most of the large mining operations have crushers installed in the tipples or preparation plants. Mass production at the face requires increased preparation facilities. Another important trend is in connection with complete seam mining with mechanical loading. THE graduating class whom I am particularly addressing are going into the world at least a month earlier than normal, because of the war. You have been free to choose your work. You have chosen to be mining engineers. The principal importance of your engineering education to date has been in teaching you how to think and how through books to have ready access to the accumulated experience of previous generations, as well as the current experience of the day. You should by now have acquired something of the engineering point of view, the open skeptical mind. the power to observe, experiment, and draw conclusions, form theories and test these by further experiment, and weigh the inherent probability of conclusions drawn by others. I am asking you today to consider certain facts and the conclusions I am drawing from those facts.

THAT gold ores occur in Georgia is a fact apparently not widely known outside of that state, yet in the last hundred years nearly $18,000,000 worth of gold has been mined there. The discovery of gold-hearing quartz was made in 1823 on the "Forty Acre Lot" (which now belongs to the Columbia Mining Co.), in McDuffie County, and about seven years later the first stamp mill on record was erected near there. In recent years Georgia's gold production has dwindled to an insignificant figure. However, with the increase in gold price, interest in this district has been revived, so an electrical geophysical survey was undertaken to aid in discovering new quartz veins, on a part of the Forty Acre Lot, the adjoining Hamilton mine, and the nearby Woodall property.

IN making a comparison of mine inspection methods in Europe and the United States, it is necessary to have some basis to start from, which makes this subject rather difficult, as such methods are governed largely by the authority given the inspector by the mining laws. In the United States there are 31 coal producing states and territories and 32 different mining laws under which inspectors operate, as one state-Pennsylvania-has both a bituminous and an anthracite code. Some of these codes are distinctly coal mining codes; others are essentially coal mining but apply also to other mines; several codes are sub-divided referring partly to coal mines and partly to other mines, and a few codes are mainly metal mining but apply in part to coal mining. Having all these different codes in the United States and the departments organized in a variety of different ways, there is of necessity a great difference in inspection methods in this country.

TO say that Milton Fies has been active in promoting the Southern Research Institute is a masterpiece of understatement. He is a director and trustee who was in on the ground floor when plans were first made for the Institute and since it became an actuality early in 1945 his interest and efforts continue. He talked about it at the last regional meeting of the Birmingham Section of the A.F.A. and has talked all over the South-and when he makes a speech he has really prepared it. He does not try to rival a political spellbinder, but his careful, concise English is always well thought out and to the point. Southern Research might be called his present hobby as it has been for the past two or three years. Another major interest has been his encouragement and training of engineering students. Active in the formation of the Student Chapter of the A.I.M.E. at the University of Alabama, for several years he saw to it that the students had a prominent engineer at each monthly meeting, usually taking them down to Tuscaloosa from Birmingham in his own automobile. He has also been keenly interested in the mining engineering activities at Tuscaloosa, both in the Bureau of Mines and the University.

THE precipitation of phosphoric with titanic acid, by boiling an iron solution which had been reduced to the ferrous condition by sulphuretted hydrogen or sulphurous acid, was first noticed by E. H. Bogardus in 1874.* Since that time, as far as we are aware, not much has been published on the relation- of these two acids to each other, and to silicic acid, in the ordinary course of analysis of iron ores. The following investigation may perhaps aid in clearing up some of the obscure points in the analysis of titaniferous ores. THE DETERMINATION OP PHOSPHORUS. The application of aerial photographs to all phases of geologic mapping is set forth, indicating the advantages to be gained in different types of country and undcr varying climatic conditions. Methods of field and office procedure are given from a geological point of view, as well as suggestions regarding the best methods of aerial mapping for different uses and under varying field conditions, including the study of submarinc geology. Aerial photographs with accompanying geologic maps are shown to illustrate the appearance from the air of different geologic features under varying climatic and topographic conditions. Introduction The following paper is in no sense a contribution to knowledge; it is merely an attempt to indicate some of the benefits that may be expected from the use of aerial photographs in geologic mapping and to mention some inherent limitations. The writer has used aerial photographs in his own work for the past 13 years and has had ample opportunity to observe their use in the hands of others. From this experience certain conclusions have been drawn, which may be helpful to those using aerial photographs for the first time. It must he remembered that a photograph of the earth's surface can delineate only that which the eye can see; therefore the geologist should not expect more from an aerial photograph than he would be able to observe were he in the photographer's airplane looking at the area to be photographed. Theoretically, if the geologist had sufficient artistic ability, he could draw as good a geologic map from his position in the plane as he could from observation of the photograph. Practically this cannot be done because the airplane moves at a high rate of speed, which in itself prohibits detailed observation and, no matter how great the geologist's artistic ability, he could not reproduce the detail that can be recorded by a camera. The application of aerial photographs to all phases of geologic mapping is set forth, indicating the advantages to be gained in different types of country and undcr varying climatic conditions. Methods of field and office procedure are given from a geological point of view, as well as suggestions regarding the best methods of aerial mapping for different uses and under varying field conditions, including the study of submarinc geology. Aerial photographs with accompanying geologic maps are shown to illustrate the appearance from the air of different geologic features under varying climatic and topographic conditions. Introduction The following paper is in no sense a contribution to knowledge; it is merely an attempt to indicate some of the benefits that may be expected from the use of aerial photographs in geologic mapping and to mention some inherent limitations. The writer has used aerial photographs in his own work for the past 13 years and has had ample opportunity to observe their use in the hands of others. From this experience certain conclusions have been drawn, which may be helpful to those using aerial photographs for the first time. It must he remembered that a photograph of the earth's surface can delineate only that which the eye can see; therefore the geologist should not expect more from an aerial photograph than he would be able to observe were he in the photographer's airplane looking at the area to be photographed. Theoretically, if the geologist had sufficient artistic ability, he could draw as good a geologic map from his position in the plane as he could from observation of the photograph. Practically this cannot be done because the airplane moves at a high rate of speed, which in itself prohibits detailed observation and, no matter how great the geologist's artistic ability, he could not reproduce the detail that can be recorded by a camera. THE growing need of better methods for the recovery of zinc and other elements from complex sulfide ores has suggested an inquiry respecting a possible group separation of the elements by the aid of volatilization at more or less elevated temperatures. It 'is evident that if the zinc content of such ores can be completely separated, for instance, as pure oxide, by a volatilization 'method, there should be no difficulty in recovering the other elements by smelting and refining. Zinc burning" as applied to zinkiferous ores has advanced but little in practice since the invention of the wetherill grate-furnace process in 1852, as may be seen by reference to papers on the subject.' In other words the thermochemical reaction employed in effecting the volatilization of the zinc is essentially one of reduction by means of carbon, whether the ores treated contain their zinc in an oxidized form, or as the sulfide. The zinc vapors, liberated from the ores at a temperature above that required for the reduction of ZnO by C (about ,1100° C.) or for the volatilization of ZnS per se, (about' 1300°-1400° C.) are subsequently burned to ZnO or to ZnO + SOz, by contact with' atmospheric ,oxygen in the upper or posterior parts of the furnace chamber, or in a so-called "combustion chamber" after leaving the .furnace proper.
