The recrystallization and grain-growth phenomena of cold-worked metals have considerable industrial importance because of their role in the fabrication of metals. For this reason, and because of the general academic interest in the subject, these processes have received considerable attention since the time of J. E. Stead's paper1 on The Crystalline Structure of Iron and Steel. There are considerable differences of opinion regarding the theory of recrystallization and grain growth and also differences in the observation of the modus operandi of the processes themselves. The value of many of the existing quantitative data on grain growth is decreased by the failure to distinguish between the grain sizes just after complete recrystallization and those resulting from coalescence. For this reason also, the value of the diagrams of stable grain sizes, like those produced by Bass and Glocker2 and Czochralski3, is lessened in so far as an interpretation of the facts of recrystallization is concerned. It is hoped that the data presentcd in this paper will help to clarify and to simplify the facts relating to recrystallization, and at the same time will show that some of the present-day conceptions are untenable. A paper on the theory of recrystallization, with additional data, will be completed in the near future by the writers. Since the literature on the subject has been adequately and frequently reviewed, the only referenccs to it in this paper will be those necessary in the discussion of the data presented.

Constantan is an alloy of copper and nickel that is extensively used, under a number of trade names, as a resistance wire with a low temperature coefficient of resistance, and one of the elements of base-metal thermocouples, iron usually being the other thermoelement, although for low-temperature work copper is also used. Before the war, constantan was imported, in common with many other technical necessities. Since it required considerable time to receive the constantan after it was ordered, fairly large stocks were kept on hand; but after the beginning of the war no more was imported and the stocks of foreign material were exhausted about the same time that the steel and munition manufacturers began to need great quantities of it for thermocouples for the heat treatment of steel. To meet this demand, the International Nickel Co. began manufacturing constantan that met all the requirements of the users of resistance wire but did not give the same electromotive force against iron as the German material and consequently could not be used with instruments calibrated for a definite e.m.f.-temperature relation. It so happened that all the constantan made had an e.m.f. lower than that necessary to meet the specifications of the Leeds & Northrup Co. for whom this investigation was carried out. If some had been higher and some lower, good wire could have been obtained by a process of selection, but as it was no wire at all could be procured. To remedy this situation, a thorough investigation was started with the close cooperation of the International Nickel Co. and the Electrical Alloys Co. The specifications to which the constantan had to conform were that it should give an e.m.f. of 47.40 millivolts against pure iron at 1500" F. (816" C.) with the cold-junction temperature at 0" F., or a proportional e.m.f. at temperatures near 1500" F. The method of checking a wire was as follows: It was first welded to a piece of iron wire; Armco iron was found to be satisfactory but iron with greater than 0.1 per cent. carbon would give a lower e.m.f. against the same piece of constantan than pure iron. NOTE BY THE SECRETARY.—This address having been made the object of much hostile comment, arising, as Mr. Weeks believed, in large part from misunderstanding of its purpose and meaning, was, by his express direction, withheld from official publication in the Transactions until he should have so modified or added to it as to make such misunderstanding impossible. His illness and death prevented him from executing this intention; and, consequently, the only version of the address now in the Secretary's hands is one of which the author had forbidden the publication. Under the circumstances, therefore, it seems best to publish, in this place, only some portions of the address and its appendixes which have a historical value and are beyond controversy, giving at the same time a summary of its general nature, based upon the original manuscript and upon correspondence with Mr. Weeks. For this summary, the Secretary is alone responsible. The address was essentially a restatement of well-known and established facts, which it interpreted as proving that, of the three elements of the Bessemer process (namely, the pneumatic principle, the successful mechanical application of that principle, and the recarburization with spiegeleisen), William Kelly was the first inventor of the first, Bessemer of the second, and Mushet of the third. c axis compression behavior of beryllium single crystals at three purity levels under hydrostatic pressures up to 27 kbars was determined. Extensive non-basal slip, observed by two-surface trace analysis and transmission electron microscopy, occurred under a hydrostatic pressure of about 12 kbars (175 ksi) for the high-purity (twelve-zone pass) material and at about 19 kbar (275 ksi) for the lower-purity (zone-leveled) material. Prismatic loops with a (c + a) Burgers vector were observed in association with second-phase parti- A principal factor limiting the use of beryllium is its brittle behavior when tested at the usual strain rates (E = 10-4 sec- 1) at temperatures below about 200°C and under impact conditions at temperatures in excess of 200°C. It has been proposed' that the brittle-ness of beryllium is associated with the lack of a sufficient number of independent slip modes and the absence of a slip mode with a Burgers vector out of the basal plane [presumably (c + a) pyramidal slip mode] and to the ease with which beryllium cleaves on the basal and second-order prism planes. The absence of pyramidal slip has been attributed to a high Peierls-Nabarro stress associated with the motion of dislocations with a (c + a) vector and the ease with which cleavage occurs on the basal and second-order prism planes. The experimental evidence in support of the proposed explanation for the brittleness of beryllium is far from complete; for example, that the ductile-to-brittle transition in polycrystalline beryllium is associated with the operation of profuse (C + a) slip has not been unequivocally established. The occurrence of (c + a) slip ({1122}(1123)) has been experimentally established2-5 under conditions where basal and prism cleavage are restricted in a c axis compression test. In these investigations (C +a) slip was found in high-purity beryllium single crystals tested in c axis compression* at 200°C and in Be-4.4 pct Cu and Be-5.2 pct cles in the lower-purity materials tested. The loops were related to surface "extrusions" observed on many of these same specimens. Nonbasal dislocations operating on (1122) planes with a (c + a) Burgers vector were observed. The presence of c and a dislocations together with (c + a) dislocations suggests that the (c + a) dislocations dissociate presumably on unloading or after failure of the test crystals to c and a dislocations. terial, (c + a) slip has only been observed near the the fracture4 surface in room-temperature c axis compression tests. Fracture in these tests occurs without measurable plastic flow, as determined with a strain sensitivity of 10"6. Since it has been shown for many metals that the application of hydrostatic pressure suppresses fracture,?-' it was felt that studying the behavior of unalloyed beryllium single crystals stressed in c axis compression under a hydrostatic pressure would reveal whether (c + a) can occur if fracture was prevented, and that it might elucidate the role of (c + a) slip in the ductile to brittle transition. Evidence that (C + a) slip is associated with increased ductility in a high-pressure environment has been found in stress-strain tests on poly crystalline beryllium.10 The present paper describes a study on the influence of a hydrostatic pressure environment on the occurrence of (c + a) slip in beryllium single crystals. Material of two purity levels was tested in c axis compression over the pressure range ambient to about 27.5 kbars.* 1) MATERIAL PREPARATION AND CHARACTERIZATION Two lots of low-purity single-crystal beryllium were used. The first lot was "ingot secondary refined grade" and designated lot A. The second lot (lot B) was produced by a two floating zone pass zone-leveling operation in an argon-filled sealed quartz apparatus on a 1-in.-diam by 12-in.-long bar of Pechiney secondary refined-grade vacuum-cast and hot-extruded material. The high-purity material (lot C) was made by traversing twelve floating zone passes through a similar bar of Pechiney secondary refined-grade vacuum-cast and hot-extruded material. In a series of spark cutting and lapping procedures,11 single-. crystal specimens some 0.12 in. sq by 0.30 in. high were made with the sides Parallel to the first- and second-order prism planes and the basal plane within 3' of arc of the top and bottom surfaces of the specimen. THE town of Rancagua, at the junction of the state and Braden Copper Co. railroads, is located 82 km south of Santiago, the capital of Chile. From Rancagua 70 km to the east, situated in the Andes at an elevation of 7000 ft, is the town of Sewell, the location of a millsite. Two and one half km east of Sewell by underground railroad at an elevation of 7500 to 10,000 ft is the Teniente orbody. The history of El Teniente dates from the eighteenth century, when according to legend a Spanish lieutenant, or teniente, a fugitive from justice, escaped to the Andes and camped at what afterwards became known as the Mineral El Teniente. This man reputedly discovered a vein of high grade copper ore. The first official records date from 1819, when some exploitation was begun, and continue until 1870. The orebody was large and of relatively low grade and was beyond the capabilities of the small groups attempting to operate it. No effort was made to erect a concentrator until William Braden became interested in the property. (written discussion?).-Since the Lehigh Valley accident, transverse fissures have become a source of constant anxiety to railroad officials, because such defects, only infrequently detected by the trackmen, may appear under a moving train entirely without warning. The number of actual accidents resulting from rails containing fissures is no doubt a small proportion of the total, but the serious losses that have been directly attributable to fissures, coupled with the continual possibility of repetition, creates an alarming situation which demands a full investigation of the cause of fissures; apart from other types of rail failures. Mr. Howard's position gives him a field for action and an opportunity for laboratory examination and research that are unsurpassed, and the results. of his investigations must be received with the utmost attention and respect. His admirable paper, summarizing his previously published studies and analyses of the transverse fissure problem, constitutes a convincing treatment of the subject chiefly from the standpoint of stress and strain to which rails are subjected. The intricacies of the problem are so great that seemingly any theory advanced for the cause of fissures may be attacked from some angle; and although Mr. Howard's deductions are logical in the direction followed, it is apparently necessary for considerable work to be done along other lines before his theories can be fully accepted. It is generally conceded that fissures, whether fundamentally clue to fatigue or something else, are of a progressive character, their ultimate size' being the result of growth from an originating nucleus or point of rupture. Abundant proof of this lies in the variable sizes of the fissures found, and there can be no doubt that their development or growth is the result of the strains to which rails are subjected in the track. By courtesy of the officials of the Chicago, Burlington and Quincy railroad, I am permitted to publish the results of an examination made in 1887 and 1888 of' the country west of the Black Hills, and lying between the Black Hills and the foot-hills of the Big Horn Mountains in the northeastern part of Wyoming. With the exception of the country constituting the foot-hills, or the encircling ridge or rim of the Black Hills proper, all of this area is occupied by rocks of Cretaceous age. In the central part of the Black Hills are found the tin-bearing granites, the mica-schists, and gold-bearing slates, already so well known. Surrounding this central area of older rocks (which should be considered as the "Hills" proper) are the attenuated representatives of the Palzeozoic, dipping gently away from the Hills in every direction, overlaid by the gypsum-bearing Mesozoic, which here forms a bold high ridge or rim, completely encircling the Black Hills, and known as the inner ridge. Overlying, and apparently conformable to this, we find the Dakota sandstone, which likewise forms a prominent ridge or rim, known as the first or outer ridge. This is the formation which contains the coal now worked at the mines near Newcastle. It is also the formation in which the best oil-wells have been obtained in the "Stoakdale," or "Beaver," and the " Belle Fourche " oil-districts. Overlying it are the Colorado shales, forming the great plains drained by Beaver creek and the south fork of the Cheyenne river, and extending west to the Belle Fourche, near Donkey creek, where the overlying Fox Hill formation (thin) and the Laramie group, the great lignite-formation, are first seen. The Laramie group occupies the surface from the Belle Fourche at Donkey creek west to the foothills of the Big Horn mountains at Buffalo, an air-line distance of some seventy or eighty miles.

The future of the Witwatersrand depends upon the possibility of mining and milling profitably the large tonnage of relatively low-grade gold ores known to exist in that area. The problem must be solved if the existence of the gold-mining industry in South Africa is to be saved and continue. To show that this disaster may be avoided, or at least postponed for another decade or longer, the following official statement is of interest: "There is a fairly large area of possible orebody on the East Rand of whose value and depth from the surface we have some though not very accurate knowledge. There is a far larger area south of the Central Rand which probably carries much payable ore, but at depths that at present appear too great to mine. Finally, there is a narrow strip of country over 100 miles in length stretching south from the Rand to Klerksdorp and beyond, which may contain large ore-bodies. The Witwatersrand rocks outcrop over portions of this ground and in places conglomerates occur in it that carry small bodies of payable ore. There is reason to believe that conglomerates of the Witwatersrand system exist over all this strip, though they are for the most part covered by later sediments. It seems probable also that there are large blocks of payable reef in this belt, at any rate in the area that lies close to the present western limit of the developed mines. The structure in this neighborhood is however very complicated and to prove the orebodies will be both difficult and costly." Ores in the Witwatersrand It should be explained in this connection that the conglomerates mentioned here were originally old gravel beds now consolidated into bedded sedimentary rocks, very hard because strongly cemented with secondary silica. The gold exists in this cement and is rarely found in the pebbles composing the rock or bed called locally reef. It is important to realize that these gold deposits are beds; not veins as generally understood by mining engineers and geologists. THIS preliminary report from the Committee to Study Relations Between Students and the Institute is submitted to our member- ship for consideration and discussion before the general subject comes up for action at the Annual Meeting in February. At present, the A. I. M. E. has a dual relationship with mining students, each relationship in no may connected with the other. To the individual student the Institute offers for $2 a year a Student Associateship in the Institute which carries with it a subscription to MINING AND METAL- 'LURGY, a watch fob, and the privilege of becoming a Junior Member after graduation without payment of the -first year's dues, if one's application is accepted. To the student's college society it offers the privilege, upon application, of becoming 'an Affiliated 'Society, which brings with it no specific supervision or aid, and in turn requires no specific conditions as to membership, fees, or rules. This Affiliated Society is distinctly a school organization which Student Associateship in the Institute can he given special status or ignored, is the local .society sees fit.

At this time, H. S. Robertson, of Harbison-Walker, is going to give you a short talk, with slides, on what has been done to date on this subject.

THE mine blacksmith and drill-steel sharpening shop at the Franklin mine of the New Jersey Zinc Co. is on the surface, adjoining the main shaft. It is a brick building, 51 by 30 ft. inside dimensions, with a corrugated iron roof and concrete floor. About two-thirds of the steels used are brought up through the main shaft; the remainder through two auxiliary shafts. The latter are carried to the shop by team or truck. At each shaft sufficiently large stocks of sharp drills of various types are kept to replace all the dull steels that may be sent up; while at the shop enough sharp drills are kept to replace the dull steels in. the stocks kept at the auxiliary shafts. Though this entails keeping a larger number of drill steels in service than might be required by other methods, there is less hurry in the sharpening shop and the steels have a longer period of rest. If a rest from use enables steel to recover from fatigue strains, this method secures that rest. The forms shown in Fig. 1 are supplied to each shift boss in books of 100. These are used to requisition sharp drills from the shaft stocks and enable the men at the tops of the shafts to sort out the required sizes and to have them ready to be sent to the various shaft stations. At one of the auxiliary shafts, the dull drills are placed on a platform from which they are dumped into the body of the wagon that takes them to the shop.

FROM the engineer's standpoint, labor organizations are of interest in so far as they 'affect efficiency, maximum production and unit cost, and in this respect the earlier labor organizations' which existed in the age of the Guilds were ideal, inasmuch as they stood ' for competency of the apprentice and close cooperation ' between employers and employees. In later years the tendencies of the labor organizations have gone in the opposite direction and, instead of cooperating 'with the engineer, they usually oppose him on the mistaken theory, that labor-saving devices reduce forces, and costs; in this respect, the united Mine Workers of America have been particularly active and, to a very great extent, successful.

MINING interests in the Western mountains are very seriously affected by the danger to property and life from destructive snowslides and avalanches. This is a danger which the miner has largely brought upon himself by an improvident stripping of the timber from the mountain slopes, and, therefore, he might be expected to take an interest in the reforestation of the areas thus devastated. A canvass was lately undertaken by the writer to ascertain approximately the extent of the damage suffered from this source, but the difficulty of obtaining reliable data has proved too great to permit, as yet, even an approximation. So much, however, is certain : that the loss of life is considerable, and that much property is destroyed almost every winter. True, neither the number of avalanches, nor their destructiveness, nor the amount of loss compares with what Switzerland experiences. This is due not only to the greater precipitousness of the Alps and to different climatic conditions, but also to the fact that in Switzerland a larger number of settlements is exposed to these dangers. A very complete and interesting official report on the very numerous and destructive avalanches occurring in Switzerland during the season of 1887-1888 has just been published as a contribution to the inquiry, whether and how these dangers can be averted. Peculiar weather-conditions, in addition to heavy falls of snow, were the reasons for the frequency of the phenomenon during that winter. This report records 1094 avalauches, by which 850 houses were destroyed or severely damaged; 84 persons and 752 cattle were buried; traffic on railroads and on highways was greatly interrupted, and the damage to personal property alone was valued at over $100,000. One of these snow-masses covered about half an acre, with a cone 250 feet in height. During the same year in Tyrol the number of avalanches was 3647. GEOLOGICAL engineering as applied to oil fields, or production geology as some prefer to designate the profession, is designed to fill in the border line between pure geology and pure petroleum engineering. Therefore the production geologist may, and frequently does, reach out to grasp much in both professions. Where once the oil geologist was content to pick samples out of a mud ditch and try to identify oil formations from the color or appearance of flakes of rock bailed out of a well, now he has to deal with graphic electrical logs obtained by intricate and highly technical electrical apparatus and to make exact determinations to the fraction of an inch of the depth and thickness of an oil sand 2 miles below the surface.

This name is applied to the present mining law, as enacted in 1872 and since, to indicate its leading characteristic—in which it differs from all previous mining laws of this or any other country. The earlier act, passed in 1866, was practically the first attempt of Congress to deal with the question of mining titles upon the public domain. It was framed after nearly twenty years of acquiescence on the part of the Government in the self-constituted tribunals, officials, rules, and customs of the mining districts. In its recognition of these, and in several other particulars, the act of 1866 was open to serious criticisms. It is the purpose of this paper, not to trace the history of legislation on this subject, or show in detail what were the faults of the earlier law, but rather, by a discussion of certain aspects of the present law, to point out how great a revoluition it has effected in the rights of mining locators, and to indicate some of the difficulties attending its application. In the attempt to correct the vagueness of the act of 1866 an entirely new elernent was introduced into the law, bringing with it a new set of difficulties. Under the act of 1866 and the miners' customs which it followed, the lode was the thing claimed and subsequently acquired by patent. And the claim to a given number of feet on the longitudinal course of the lode was rooted in 'a discovery of any part of the lode in any part of the claim. ("Extensions" could in many districts—perhaps universally—be located and claimed on the strength of the discovery in the principal claim to which they referred; but this is a point not essential to the present discussion.) It was not necessary to find the outcrop or the upper edge of a lode in order to lay a valid location upon it. MCCARTHY At a meeting of the members of Columbia Section, which was held in the Davenport hotel, Spokane, Wash., Jan. 31, 1919, at noon, there were present' about twenty members and guests. The chairman being absent, Mr. Frederick Keffer presided. The Secretary announced the personnel of the executive committee of the section, which is: J. C. Hass, Spokane, Chairman; W. J. Hall, Wallace, Ida., Vice-chairman; S. S. Fowler, Riondel, B. C., Past Chairman; L. K. Armstrong, Spokane, Secretary-Treasurer; R. M. Betts, Cornucopia, Oregon. It was stated that the geological survey and report on Stevens Co., Wash., has been completed and will be printed soon. The geologic survey of Colville Indian reservation, by J. T. Pardee, U. S. G. S., has been published as Bulletin No. 677 and is available for distribution, The Miner's Almanac, Miners Circular No. 24, U. S. Bureau of Mines. is also available upon request. There was considerable discussion on the program for meetings during the year. It was informally agreed that, if agreeable to Coeur d' Alene members, that one meeting should be held in that district, preferably at the time of the annual visit of Institute officials. It was also proposed to hold at least one open-air meeting in Spokane with suitable program. The activities of other sections were noted with favorable comment. In this connection there was much general discussion on the subject of closer relations between the national engineering societies. It was agreed that cooperation was desirable and imperative if the greatest measure of value be realized from the profession. It was not the sense of the members, however, that complete amalgamation is desirable. This expression of local sentiment is to be presented to the Institute

APPROXIMATELY 90 per cent of the steel that is melted and refined in the United States and poured into ingots is made in basic open-hearth furnaces, as shown in Table 1-1. The annual ingot capacity of the steel industry reported January 1, 1950, by the American Iron and Steel Institute3* was 99,040,160 tons, of which the basic open-hearth process accounted for 85,896,580 tons, 86.7 per cent of the .total. The capacity of the individual furnaces varies over a wide range, a large majority falling within limits of 50 to 200 tons (Fig 1-1). Most of the units constructed [ ] since 1942 are in the larger size groups, between 175 and 225 tons capacity.
