"The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau of Mines to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue of the Bureau of Mines List of Publications and Articles describes reports and articles published during the period January 1, 1980, to December 31, 1984. It supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960;1 the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960;2 the 5-year lists of publications and articles from January 1, 1960, to December 31, 1964,3 from January 1, 1965, to December 31, 1969,4 from January 1, 1970, to December 31, 1974,5 and from January 1, 1975, to December 31, 1979;6 and the annual lists of Bureau publications and articles from January 1 to December 31, 1980,7 from January 1 to December 31, 1981,8 from January 1 to December 31, 1982,9 and from January 1 to December 31, 1983. 10"

This report is a part of the project "Study of the Human Factors Aspects of an Automated Continuous Mining Section". The report covers three phases: Phase I Assessment of the Impact of the Automation Technology on Mining Health and Safety. Phase II Estimation of the Cost-Effectiveness and Productivity of Automation. Phase III Prediction of the Psychological and Organizational Impacts of Automated Mining, The investigation determines that the automation of a continuous mining section will improve the health and safety of the miner, increase productivity and decrease mining costs, result in a more attractive and desirable working environment, and result in a greater rate of return on capital investment.

Ground and air vibrations induced by large surface blasts have been monitored. These field results, as well as a large number of published results, have been used to assess the performance of existing predictors and for the development of improved prediction methods. Field monitoring has been performed, with four seismographs giving complete wave records, at limestone quarries, coal strip mines and an open pit copper mine. Conventional analysis includes least square fitting of peak particle velocities and peak air overpressures with scaled distance formulations. Frequency content has been analyzed, and correlated with blast design (detonation sequence). Two new methods have been developed for predicting ground vibrations induced by blasting. The proposed analytical predictor accounts explicitly for inelastic attenuation and geometrical spreading, and calculates the peak particle velocity as a function of charge weight and distance. Statistical analysis of case studies confirms the consistent improvement over conventional scaled distance predictors. The second new predictor is a computer program simulating blasts, including blast geometry, charge distribution and detonation sequence, and simulating propagation of individual pulses to any point of interest, where effects are summed. A complete blast vibration results, allowing prediction of frequency content and duration as well as peak velocities.

A survey of firefighting facilities and practices in coal mines conducted by the Bureau of Mines3/ showed such variations in equipment and apparent attitude toward fire protection that a comparison with other industry seemed advisable. Although other industry is confined generally to surface operations and the hazards probably are not as great, the same general methods of extinguishment are employed, so that the cost and protection at least should be comparable. An investigation of industry other than mines revealed a generally greater emphasis placed on fire-combating equipment, fire-brigade training, fire-fighting facility inspection, and fire-hazard elimination, as well as a greater average expenditure for fire protection.

Hatch (260) made the following pertinent statement regarding the present status of engineering design of dust-control equipment: Textbooks on ventilation and engineering handbooks devote little or no space to methods of control of industrial dust, and in the technical journals papers on fundamental engineering design of equipment are conspicuous by their absence. In a recent bibliography of the literature on pneumoconiosis less than 1 percent of the articles dealt with the engineering control of the disease. The science of dust control has not developed beyond the stage of trial and error, and the design of structures for the suppression of dust is based almost entirely upon empirical data together with one or two elementary formulas. The latter were derived from the generalized experience in a limited number of Industries such as woodworking, where conditions and requirements are not at all like those, for example, in a sand-pulverizing plant. Wide experience and good judgment are essential to the proper use of the scanty information that has been collected and systematized. Without attempting to minimize the importance of experience in engineering design, it is necessary to point out that most of the past experience obtained in the empirical design of dust-control equipment was not evaluated by means of quantitative studies of the actual reduction in dust , fence, past experience does not necessarily furnish the proper guide for future design. In fact, recent surveys in certain industries, employing modern methods of investigation, have shown that existing equipment is in many cases inadequate.

Refractory/metal interactions and associated reactions are significant during casting as they can lead to inclusion formation. High-temperature interactions between aluminosilicate refractories and molten steel were studied in the present investigation using the sessile drop method. The changes in the contact angles between molten iron with well-defined oxygen levels and substrates of silica, mullite (3Al2O3?2SiO2) as well as commercial refractories were measured in the dynamic mode. In all cases, the reaction led to slag formation. The experiments were performed under isothermal conditions at 1823 and 1873 K. A known and constant oxygen partial pressure was imposed above the iron drop, through appropriate CO-CO2-Ar mixtures. For all substrates, the contact angles started decreasing due to the lowering of the surface tension of iron, as oxygen was imposed on to the system. When a critical level of oxygen was reached, slag started forming at the drop/substrate interface and at this stage, the contact angle dropped suddenly. Subsequent behaviour of silica and mullite was observed to be different, with SiO2showing a non-wetting behaviour. In the case of SiO2substrate, there were also deep erosions along the periphery of the drops and there was slag accumulation at the sides of the metal drop, probably due to Marangoni flow and/or SiO(g) formation. SEM and EDS analysis of the substrates revealed that the formed slag was fayalite. The thermodynamic criteria for slag formation and possible mechanisms of the reaction are discussed in the light of the experiments. This investigation focuses on the Rio Tinto Kennecott Technical group’s cultural journey, which is underpinned by an investment in its people. The conflict between legacy industry beliefs and the necessity for cultural change emerges. This is illustrated by a deep dive into the evolving case study of Kennecott’s Bingham Canyon Open Pit Mine Technical team. Here, a multi-faceted approach to cultural change is helping to unlock the team’s contribution to the life extension of an aging asset. Guided by a vision and strategic roadmap, this approach is part way through a 5-year implementation period and is yielding encouraging business outcomes.

Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation's need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA's enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

Shane is enjoying his new work. Six months ago, he was stocking shelves at his local supermarket and decided to make the big move to a job in mining with more challenge and, of course, more dollars. He's been through his inductions, received his training tickets and is now working in a crew of eight underground at a fly-in, fly-out (FIFO) operation. There are many more systems and processes here than in his retail job, and Shane's comfortable that his safety is being looked after. He is enjoying the continually changing work and conditions, it makes the job interesting. It's taking some time to get used to the roster and he is worn out by changeover, but he gets more time with friends and family during R & R.   Generally, the mining industry has a maturing safety culture and well developed systems. This sometimes lulls people into a false sense of security. Safety systems cannot anticipate every possible situation, nor can they replace people's perception, thinking and decision-making. To manage safety, it's critical to find the right balance between dependence on systems and a healthy fear and respect of risks we face.   As safety standards are raised, systems tend to get more thorough and complex. When a new person joins a mining crew, we induct and train them to provide the information they need. As labour availability again becomes short, and many new people join our industry, we shouldn't assume they know the fundamentals. We need to explain not only what they are expected to do, but why doing what we ask and expect will keep them safe. We must equip people to deal with both the routine and the unexpected.   This presentation explores the challenges of balancing a structured, systematic approach to safety with the need to also equip people to deal effectively with risks everyday in dynamic and extraordinary situations.   Session purpose Introduce participants to a way of looking at risk from a different perspective, as a force for change and progress, if managed well. Demonstrate that risk is something we need to engage with emotionally as well as physically, if we want our risk management efforts to be successful. This purpose will be achieved through an entertaining and engaging presentation, using photos and case studies. The session will initiate interest to explore new ways of thinking about risk and generate discussion about the balance between people and systems. What is the right balance and why getting it right enhances the safety culture, while getting it wrong can impact on safety, business performance and sustainability.

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. "Triton Mining Corporation acquired the rights to Mina El Limon in Nicaragua in 1993 by international bid. The bid included the gold operations at Limon and an exploration concession of approximately 4000 km2. Triton assumed control of operations and exploration in May 1994.The Limon mine is located in west-central Nicaragua, approximately 100 kilometers northwest of Managua. The climate is tropical, characterized by a wet season from May through October, and a dry season November through April. Gold at Limon is associated with both banded quartz and silicified breccia veins in Tertiary volcanic rocks, belonging to the lower Coyol Group. Mining is from two open pits and one mechanized underground operation. A second underground mine is currently under development for production during 1997.This paper describes the expansion of the milling facility at El Limon from a nominal capacity of 400 tonnes/day, producing approximately 20,000 ounces of gold annually, to the existing 900 tonne per day mill operation. Engineering of the new mill facility was initiated in September 1994 and construction was completed a year later."

The report provides guidance for determining those environmental impacts associated with the surface mining of steeply pitching coal seams. In addition to the environmental impacts, four additional issues are addressed, namely (1) Time and motion studies of those coal mining systems employed in mining seams which pitch in excess of 250, (2) Assessment of those mining techniques, (3) Development of rationale for the mining methods employed, (4) Identification of the reclamation practices and determine whether these practices were in compliance with appropriate Federal and State regulations. Five surface mines located in three geologically distinct basins of the United States were analyzed during the period of August through November 1979. The three basins include the Hanna Basin of Wyoming, the North Park Basin of Colorado and the Southern Anthracite Field of Pennsylvania.

The revised inspection standards or recommendations herein have been prepared for use in Federal inspection of bituminous-coal and lignite mines. They succeed a compilation of similar standards published as Bureau of Mines Information Circular 7268 in December 1943 and employed as a guide in Federal inspections since that time. Important alterations and additions have been made because of changes in mining, practice and temporary shortages of some safety equipment; moreover, several previous standards have been found not generally applicable and have accordingly been deleted. Mining methods and equipment continue to change, and new hazards and new safeguards are introduced. Consequently, these standards are subject to revision from time to time. Questions from the coal-mining industry regarding these standards and suggestions as to changes and additions thereto will be welcomed and considered carefully when the next revision is made. Many constructive criticisms from the mining industry have been considered in preparing this edition.

MANY fields have been zoned by nature with shales and intermediate waters between oil zones. Limitations thus imposed have been the basis on which the field was developed. In contrast thereto, in the Ventura Avenue Field, nature proved more generous. Always expecting to find such similar limitations, operators drilled deeper and deeper into the oil zone without finding any distinctive shale bodies other that the Gosnell shale and only one intermediate water, which became the point below which the final water shut-off of each well was made. Thus, on top of the structure, about 3300 ft. of oil-bearing zone has been penetrated below this intermediate w9ter-a distance of 4000 ft. below the Gosnell shale. At first it seemed that the greater the penetration in the zone, the better the well. The error of this assumption became evident

Fire is the immeasurable, uncontrollable element, concerning which it is hard to say whether it consumes more or produces more." Thus wrote Pliny in his "Natural History," that great collection of fact and error which constitutes the principal contemporary description of Roman technology and which until the seventeenth century was the authority most often quoted and requoted by those who wrote on metals, as on many other subjects.

The East Side Access (ESA) Project will extend Long Island Rail Road (LIRR) into midtown Manhattan via 11 km of tunnels, a new terminal station and associated support facilities. In addition to the hard-rock tunneling currently underway in Manhattan, soft-ground tunnels in Queens will traverse beneath Amtrak?s Sunnyside Yard and Harold Interlocking, the busiest rail interlocking in North America. This paper details ESA?s coordinated approach to interfacing with both Amtrak and LIRR with regard to the planned tunnels, shafts and related construction beneath or adjacent to the operating railroads. This interface includes integration of railroad staff, extensive presentations, reviews and agreements with the railroads regarding settlement mitigation, real-time automated geo-instrumentation monitoring, ground improvement, and geotechnical/environmental controls.
