The mining industry of Cameroon continued to be dominated by crude petroleum. Crude petroleum production has become the most important facet of Cameroon's economic development. Oil production was estimated to be 6.3 million tons in 1983 compared with 5.2 million tons in 1982 and 4.3 million tons in 1981. Over two-thirds of its export income was attributed to crude oil. The country's only refinery, dedicated in 1981, has a production capacity of 2 million tons. Cameroon has become self- sufficient in petroleum products since commissioning the refinery. The oil sector contributed approximately 13.5% to Cameroon's gross domestic product in 1982-83. Oil production was expected to rise from 125,000 barrels per day in 1983 to 156,000 barrels per day in 1985 when output peaks. Cameroon's ultimate recoverable reserves have been calculated at 100 million tons, or 750 million barrels of oil.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This law (similar to the French law of 1810) is discussed in a separate section of this paper.

Over 60 simple; were prepared and forwarded to Dr, S. Z. Toma, TPO, PMSRC as a result of this project. Included among these samples were various low temperature forms of silica. Samples of quartz, cristobalite, and tridymite with iron, manganese, and titanium impurities present were prepared. In addition, a long series of samples both wet ground and dry ground for times from 1/2 to 8 hours were prepared. Numerous miscellaneous samples were submitted which included kaolinite, calcite, muscovite, illite, montmorillonite, Ba3(P04)2, and YPO4 among others, in response to special requests from the TPO. The silica rich portion of selected binary (CA 203-Si02, In 203-Si02, Li20-Si02) Na20-Si02, PbO-Si02, SnO2-Si02, Sn02-Si02 BaGa204-SiO2 and SrGa204-Si02) and ternary systems (Na20-Ga203-Si02 and Li20-Ga203-Si02) was investigated to determine the effects of solid solubility on the stabilization of the high temperature forms of tridymite. In addition to the determination of the extent of these crystalline solubilities, observations were made. on the mechanism of the transformation of silicic acid to tridymite and the rate of the reaction in the presence of foreign ions,

Robert C. Horton was sworn in as the new Director of the Bureau of Mines on October 13 in Washington. Horton, 54, was director of the Geology Division of the Bendix Field Engineering Corporation's operations in Grand Junction, Colorado, before being nominated by - it Reagan for this position. A geological engineer, he has been associated with the mining industry in the West for over 35 years. Legislation to expand the Defense Production Act for 1 year until September 30, 1982, was signed by the President on September 30. The Administration had requested, steel a 5-year extension, but the Congress chose to spend another year considering proposed revisions. The Act, among other things, authorizes the allocation of strategic materials for defense purposes and allows incentives including floor prices and Government financing to encourage domestic mineral projects.

The concept of an Automated Continuous Explosive Excavation system (ACEE) for the underground mining applications of development drifting and room and pillar mining has been evaluated in comparison with conventional drill, blast and muck operations. The role and possible extent of application as this method was identified. The evaluation examined each element of existing and of proposed ACEE design concepts in a defined mine environment. Step by step procedures were developed to quantify the evaluation process where this appeared feasible. One conclusion drawn was that a system approach to ACEE design is not only feasible but attainable within the state of the art. Several preliminary design concepts were formulated and examined in order to determine what further research or development might be needed to realize them.

Many coal seams have weak shale immediate roofs that cause ground control problems. Therefore, it is important to know the properties of these shales so that preventive measures can be developed in advance. However, it is sometimes hard to understand this rock type due to its unpredictable behavior. A good example of this situation is found in two shale coal mine roofs located in the Illinois coal basin (Herrin No. 6 seam). Although, these mines are located very close to each other, one of them has many roof falls, whereas the other has no measurable ground control problems. The aim of this paper is to explain why and how one shale roof behaves worse than the other. Laboratory tests, including point load strength index, slake durability index, moisture activity index, weatherability index, water content determination, swelling strain and x-ray diffraction tests were performed to analyze the shale properties. According to these analyses, some useful correlations were found between the engineering properties, moisture-sensitivity indices, and weathering properties. Finally, mine and support design considerations based on the test results were discussed and recommendations to prevent ground control problems were given.

"The characterisation of resources and description of variability across different ore domains is key to accurate prediction of probable metallurgical performance. Such characterisation testwork often has limited drill-core from which to work and this immediately confines the characterisation method to smallscale. For flotation feeds, the JKMSI (Mineral Separability Indicator) is being developed as a potential characterisation tool, building on earlier work by Chudacek, (1990), which used shaken test tubes, and was called the EMDEE device. In addition, the consistency of flotation recovery for specified size fractions has shown to be preserved, irrespective of the amount of material in that size fraction obtained by different milling conditions, so that the overall recovery can be estimated from knowing the particle size distribution (McIvor and Finch, 1991; Bazin et al, 1994, Runge, 2007 and Wightman et al, 2010) The JKMSI unit uses less than 10 g of material per test in narrowly sized classes and results to date have demonstrated the value of the test. This paper discusses the potential of the test by demonstrating the link between JKMSI performance and mineralogy of five different ores from Laguna Seca, Escondida Minera Limitada as well as the correlation to plant scale performance obtained in an earlier survey (Coleman et al, 2006). Further work to tie down the proof of representatively of the small sample has been identified and is discussed and included in the paper. INTRODUCTIONSince the uptake of the flotation process at the turn of the twentieth century, small scale, laboratory methods have been sought to characterise flotation response. Although laboratory batch flotation tests are the most widely used method to evaluate reagents, characterise ore variability and obtain suitable model parameters using various scale up factors Runge (2101) other methods using less ore would be useful where ore samples were limited.A method using test tubes for testing ores’s flotation response to reagents was first developed by Ian Walk (Wark & Wark, 1935; Wark; 1938; Sutherland and Wark 1955). In these tests a 50 cc stoppered measuring cylinder served as a means for a qualitative experiment, the aeration being effected through violent shaking by hand. In these experiments about 10 g of mineral was ground by pestle and mortar under water after which the ground material was deslimed and adequately conditioned with the appropriate reagents."

This report presents a literature review conducted by the U.S. Bureau of Mines. The review summarizes what has been learned from recent empirical studies of the relationship between mine safety and characteristics of miners, mine management, and mining companies. The review is based on literature published in the United States during the period from 1976 to 1988. In addition to summarizing the empirical findings, this report discusses the implications and limitations of these studies, and gives recommendations for improving mine safety. An annotated bibliography section appears in the appendix.

Hangingwall deformation monitoring at Kiruna mine is a major concern for Luossavaara- Kiirunavaara AB (LKAB) since underground production is deepening toward the town of Kiruna. In the quest for more effective monitoring techniques, LKAB decided to evaluate the ability of satellite-borne synthetic aperture radar (SAR) interferometry to monitor ground subsidence by generating continuous deformation maps from satellite radar images. While adopted by other geoscience-related industries, SAR interferometry is still relatively untested in the mining industry. This paper describes the basic principles of SAR interferometry and describes how subsidence is monitored at Kiruna mine. The encouraging results are discussed as well as the benefits (continuous deformation mapping, low cost, fast, etc.) and limitations (sensitivity to snow and vegetation cover) of the technique.

The Bureau of Mines has completed an underground degasification project in which an underground piping system was used to transport methane from the coalbed to the surface. In a la-month period four horizontal holes were drilled to an average depth of 1,450 feet. All four holes were surveyed vertically and azimuthally. In 991 days of degasification, 255 MMcf of gas was drained from the coalbed. The underground piping system proved to be a safe and effective means of transporting methane from the coalbed to the surface.

"Depressed metal prices coupled with increasing production costs have presented a great challenge for operators to control and reduce the costs of production to maintain profitability. Depleting ore reserves, added to the above has forced Outokumpu to take a hard look at its operations, to develop new methods to profitably extend the life of its mines. One of the areas investigated and approved for further development has been the use of larger and more energy efficient equipment. As a result, large flotation machines were developed and today 38 and 60m3 flotation machines are in use.Secondly, ore preconcentration has been developed to avoid processing the part of the ore that has little or no mineral values.Another quite recent development and the topic of this paper, has been the use of coarse flotation before conventional flotation. The main idea is that part of the valuable mineral is separated as early as practical by floating it with specially designed flotation equipment, installed in the grinding classification circuit. The new flotation cell is specially designed for this application and differs from the conventional cells in the tank design, feed arrangement and modified mechanisms in some cases."

The Kwyjibo deposit is an iron oxide Cu-REE-F-Mo-Au mineralization of Mesoproterozoic age located in the Grenville Province approximately 120 km NE of Sept-Îles, Quebec (Figure 1). Occurring along the SE margin of the Canatiche granitic complex, the deposit is composed of several polymetallic showings that are related to different textural facies of magnetite. The mineralization process at Kwyjibo is complex, and is divided into Early Granitophile, Magnetite, Main Polymetallic and Specular Hematite stages (Cayer et al., submitted for publication). The Main Polymetallic stage, comprising chalcopyrite, pyrite, fluorite, molybdenite and REE-bearing minerals, is superimposed on pre-existing magnetiterich rocks. Discovered by SOQUEM Inc. in 1993, the Kwyjibo deposit shares many characteristics with other hydrothermal polymetallic iron oxide deposits around the world. Foose and McLelland (1995) suggested that this class of mineralization could occur in the Grenville Province. However, only a few polymetallic occurrences are known to be associated with low-Ti iron oxide deposits in the Grenville. Kwyjibo is one of the most significant examples of a polymetallic iron oxide deposit to have been found in the Grenville Province to-date.

The safe transport of sour gas requires steels with enhanced hydrogen induced cracking (HIC) resistance. Centerline segregation bands of high hardness microconstituents and non-metallic inclusions are the heterogeneities usually linked to HIC failures in pipeline steels. Full-scale production heats of a new low Mn, Nb microalloyed steel were produced by different steel mills aiming at the application in sour gas environments. The new alloy design provides both effective strengthening and control of sulphide inclusions. Coil microstructure consisted of fine grained ferrite with a small volume fraction of uniformly dispersed eutectoid aggregates. Most importantly the microstructure was uniform in both the longitudinal and transverse directions and exhibited exceptional consistency. Samples from this steel were submitted to HIC testing according to NACE standards TM0284-2003 without any sign of cracking. The results, so far, confirm that this new alloy design provides the unique opportunity to economically produce a high strength pipe steel grade with improved sour service resistance for the linepipe industry.

In this paper results from industrial trials of CaC2 injection during stainless steel production in an electric arc furnace at Sandvik Steel is presented. The main purpose of the investigation was to analyse the effect of the injection on slag foaming and final chromium oxide concentration in slag. The results show that both an increase in slag foaming and a decrease of the final chromium oxide could be obtained during the charges with CaC2injection. On the basis of the results, the economical requirements are also discussed. Both the technical and economical requirements could be achieved for steels alloyed with Mo. In order to secure the economical requirements for all steel grades of interest, the injection technology must be further developed. It would also be important to utilize the positive effect of the slag foaming on the electric energy consumption. The work has been performed as a part of MEFOS frame research programme with participants from Sandvik Steel, AKZO Nobel and Avesta Polarit. Concentrates of titaniferous minerals containing around 30 wt% Ta2O5 are processed hydrometallurgically by hydrofluoric acid leaching and solvent extraction, followed by the precipitation of hydrated potassium heptafluorotantalate. A fundamental study of the thermodynamics of this precipitation and recrystallisation was undertaken to increase understanding of the conditions most conducive to the production of pure, well-crystallised K2TaF7. Activity-pH diagrams for the Ta-K-F-H2O system explained the dissolution of Ta2O5 in fluoride solutions quite well and also the precipitation-recrystallisation of K2TaF7.H2O. X-ray diffraction and scanning electron microscopy confirmed the thermodynamic observations. It was concluded that the best precipitating agent for K2TaF7 from fluoride solutions is KF but a recrystallisation step in a HF environment produces purer, well-crystallised K2TaF7.H2O, eliminating oxy-salts and other impurities

The good work of the surveys supported by the different branches of the government needs little mention to geologists but is underappreciated by people at large. Geologists and engineers realize their usefulness and yet even from this group one hears occasionally an undercurrent of discontent about their work or the distribution of it. The very fact that discontent arises within and without this group and has drawn attention of legislative bodies of the country in the present time of stress means that a large number of people do not receive or do not realize that they receive benefit from these public works. This seems to be a clear indication that more than the relations between government surveys and the mining industry is involved and that if the mining industry is interested in continuation of the work of these surveys on the past scale they must consider the other survey divisions and their activity. Also, relations between government surveys and certain specialized types of mining have not been as close as they should be. I have been employed in almost the entire range of fields offered to geologists and have studied closely the feeling of people towards geological service. Recently it has been a pleasure to be closely associated with men who were as deeply interested in civic welfare and affairs of state as in the financial success of a large industry developing natural resources. Previously I had seen service in a national survey, a state survey, summer employment by a large mining company exploring new property and detailed geological work for a large corporation. Major responsibility as a college instructor has left me free to view each of these assignments in unprejudiced fashion and at the same time study the relation of government surveys to large natural resource industries, average industrial and construction work and service to nongeologists and laymen. Despite extensive research efforts conducted in the past decades, occupational health risks associated with exposure to nano and ultrafine aerosols emitted by diesel power equipment are still not completely understood. The complexity of physical and chemical properties of diesel aerosols, constantly changing with the implementation of advanced diesel emissions control technologies, make this task rather challenging. The objective of this paper is to identify and characterize nanometer and ultrafine aerosols emitted by diesel engines in the underground environment and evaluate the effects of selected contemporary control technologies on physical properties, chemical composition, and in-vitro toxicology of diesel aerosols. The physical and chemical properties of the nanometer and ultrafine diesel aerosols are to be characterized through a test series in the NIOSH Lake Lynn Laboratory experimental mine. The crucial part of the study has been development of a facility that allows researchers to generate field results with precision and accuracy characteristics of a laboratory environment. The knowledge obtained from this study should strengthen our understanding of the health implications related to exposure to diesel particulate matter and aid in assessing the potential of various control technologies for reducing this exposure.

The Gumuskoy silver mine, owned by the Etibank, in the province of Kutahya, Turkey, has been operating since 1987 with primary, secondary and tertiary crushers, and two parallel single stage ball mill circuits. Continuing problems with crushing and feeding of the ore to the ball mills, because of the moisture retaining and sticky nature of the ore, prompted an investigation into the possibility of converting the grinding circuit to an autogenous or semiautogenous grinding circuit. This would remove the bottleneck associated with the secondary and tertiary crushing. At the same time the target feedrate is to be raised from 140 t/h to 175 t/h. This paper demonstrates the response of five ore types, and blends of ore types in an onsite pilot plant test program, and also suggests how the variations can be handled in a SAG mill/ball mill circuit incorporating just one of the present ball mills.
