"INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

"The SUSOP« Framework is a new technique that helps incorporate sustainable development principles and objectives into the design and operation of businesses. Developed through the Co-operative Research Centre for Sustainable Resource Processing, it brings a design methodology to sustainability, similar to what hazard and risk techniques such as HAZOP did for safety.Metallica Minerals Limited (æMetallicaÆ) adopted the SUSOP« framework to help identify opportunities and risks that could directly improve or affect its flagship SCONI (nickel-cobalt and scandium) project. This project has the potential to become the worldÆs largest producer of scandium oxide (æscandiaÆ) which is used in solid oxide fuel cells and strengthens aluminium alloys. Located northwest of Townsville in Queensland, the plant site will be located within the previously mined and partially rehabilitated Greenvale Nickel Mine. By applying the SUSOP« framework through a series of multi-disciplinary workshops and offline analysis, Metallica was able to identify numerous sustainability opportunities and risks. Opportunities were clustered together to form concepts to develop a more holistic understanding of the projectÆs overall potential contribution to sustainable development as well as determine where key risks could be mitigated. Four key concepts were identified: Waste and Water Workforce Community and Enterprise Development Energy and Greenhouse Gases (GHG). Metallica was able to include a range of initiatives that could deliver enhanced environmental, social and community outcomes into their mine development plan. These included measures to reduce reliance on water, reduce the volume of waste, provide local opportunities for training and skilled employment and create support for local enterprise development. These measures also resulted in a significant reduction in the capital estimate of the project.This paper provides an overview of the SUSOP« framework, details its application to the SCONI project and discusses the outcomes that will help establish the projectÆs strong sustainable development credentials and improved business outcomes.CITATION:Corder, G, Currey, N and Becker, G, 2013. "Shebandowan is about 600 miles west of Sudbury and 50 miles west of Thunderbay close to the trans Canada highway. Shebandowan Lake is about 38 miles long. The ore body is located between No. 1 and No. 2 shafts at the lower end of the lake. The economic mineralization lies between 200 and 2000 feet below. Years ago development of this ore body would probably have entailed draining the lake and using the open pit method to mine the ore.The water of Gold Creek which flows into Lake Shebandowan is representative of all local waters and is very close to rain water in purity. It is obvious that any industrial water discharged would have a measurable impact on the local water. The dissolved solids content is low and consistent with what is normally found in northern Ontario.A Koepe headframe is the only visible evidence of the mine from the lake. The Koepe headframe is esthetically pleasing and quiet in operation. The structure is of concrete to control noise. Noise from ore dumping is controlled by dumping underground to an ore pocket 400 feet below the surface. A 3600 foot conveyor belt carries the ore underground to the mill and is out of sight of the lake and the cottagers. The main objective to all our environmental efforts has been to preserve the natural beauty of the region. The mill is housed in a conventional metal-clad-siding building painted in esthetically pleasing colours. A single service building houses warehouse, dry storage and offices. The area surrounding the mill and service building is paved or grassed and drainage from this area is collected and pumped to the tailings area. Air intake silencers are installed on the compressors which are mounted at the back of the mill. Sound measurements taken on the lake indicate that noise suppression is excellent."

Risk analysis is an important step in the design of rock slopes in open pit mining. Risk is defined as the product of the probability of slope failure and the consequences of the failure, and is generally evaluated in terms of safety and economic risk. Most of the risk analysis done at present is based on the use of limit equilibrium (LE) techniques in evaluating the probability of failure (POF) of the slopes. The approach typically makes use of full Monte Carlo simulations of the limit equilibrium models, with all uncertain variables randomly varied. The number of required simulations is generally over a thousand, at times as high as 20 000, in order to produce statistically valid results of the POF. Such an approach is clearly not practical when using numerical modelling programs dueto the high computational effort required. This paper explores the impact of using numerical modelling instead of the traditional LE techniques in evaluating the probability of slope failure. The difference in the overall assessed risk, in terms of economic impact, for the mining operation is then evaluated. With numerical models, approximate methods are used in the calculation of the probability of failure instead of full Monte Carlo simulations. This paper will use a method called the response surface methodology (RSM) for estimating the POF from numerical analyses. Simple slope models were used to verify the accuracy of the RSM method by comparing the results with those obtained from full Monte Carlo simulations. It is shown that there is good agreement between the POF values computed using full Monte Carlo simulation and those obtained using the RSM method. Finally, the use of numerical modelling in the assessment of risk is shown to bring a significant difference in the result compared with that from LE methods. One of the reasons for the difference is that LE models tend to underestimate the failure volumes and hence the consequences of slope failure.

This report by the Bureau of Mines is the first of two proposed papers on evaluation of spectrophotometric, spectrographic, polarographic, and other analytical methods for quantitatively determining impurities in high-purity tungsten. Some of the methods described are standard methods that have been successfully applied to determine low-level impurities, several are modifications of known methods, and some procedures are entirely original. The Bureau of Mines is actively engaged in tungsten research because tungsten has an extremely high melting point, in fact the highest of any known metal. The metallurgist must know the content of impurities in tungsten because of the marked effects even micro amounts of impurity elements have on its physical properties. The Bureau procured a number of analyzed samples of above-average purity from research laboratories of companies engaged in production and fabrication of tungsten. These samples were investigated by the analytical procedures of those companies for several metallic impurities. Subsequent analytical laboratory determination of impurities in these samples agreed with the analyses as reported. With this assurance that analytical methods were basically accurate for metallic impurities, procedures for the determination of several of these elements were modified to lower the limits of detection and increase the sensitivity of methods. Carbon and the gases hydrogen, nitrogen, and oxygen were determined by standard instrumental methods, modified to provide greater sensitivity for reliable determinations when content of these elements was low. After the reliability of the modified procedures was affirmed, they were used as a product evaluation guide in the development of a vapor-plating technique for the production of high-purity tungsten. The following list of elements can be determined by one or more of these methods: AI, B, Be, Ca, Co, Cr, Cu, Fe, Mg, Mn, Mo, Ni, Pb, S1, Sn, Ti, V, and Zn. In addition, a vacuum-fusion method for the determination of H, N, and 0, and a conductometric method for carbon are described. Lower limits of determination and detection for each element listed are given.

Dust from worker,s clothes has been shown to be a problematic source of personal dust exposure. A recently completed effort between NIOSH and the Unimin Corporation has resulted in a quick and effective way to clean worker clothing. The process involves a booth under negative pressure with an air spray manifold to supply compressed air to blow off the dust from the clothing. The overall system is designed to meet MSHA and OSHA requirements. Results of field testing indicated that the manifold cleaned the clothes 10 times faster and removed 50% more dust than cleaning methods used by workers today.

The outstanding trend in the graphite market is the fast-growing demand for cheaper qualities of graphite and the declining consumption of the more expensive varieties. The manufacture of graphite, crucibles for melting metals was one of the earliest applications of the-mineral and for many years constituted by far the leading source of demand. In later, years, however; and more especially since the Great War, the increasing demand for high-grade steel ingots and castings instead of enlarging crucible sales has permanently curtailed the domestic demand for crucibles because it has hastened the introduction of electric, oil or gas fired furnaces to replace the older types requiring pots to hold the metal during melting. While there has been a substantial increase in the use of graphite for miscellaneous refractories the total consumption for such purposes is too small to offset the shrinkage in demand for crucible making, and though it consumes the better and hence more expensive grades of crystalline flake graphite, it does not call so insistently for the still costlier Ceylon grades.

Introduction The Sullivan concentrator treats the complex lead-zinc-iron ore from the Sullivan mine of the Consolidated Mining and Smelting Company of Canada, Limited, to make a lead and a zinc concentrate for its metallurgical plants at Trail. Three miles separate the mine and mill, which are situated near the town of Kimberley, in the East Kootenay district of British Columbia. The orebody consists typically of banded sulphides, mainly galena, sphalerite, pyrrhotite, and pyrite. Important factors in the concentration of the ore are its exceedingly complex and its high specific gravity. It should be remembered throughout the paper that results and figures are based on Consolidated's experience with the Sullivan ore. The present mill feed rate is 8,500 dry tons of ore per 24 hours, for an operating week of five and a half days. Grinding and classification of the ore are carried out in three stages and, in addition, there is a re-grind section which re-treats the zinc middling. It is the purpose of this paper to discuss the classification in the various stages and to give the results o comparative tests which have been carried out for the purpose of improving operations in the mill. The Primary stage consists of six units, each made up of a ball-mill and classifier (see accompanying flow-sheet). Four units operate in open circuit and two in closed circuit. The secondary stage consists of eight ball-mills operating in closed circuit with twenty-one classifiers. In the Tertiary stage are two ball-mills in closed circuit with eight classifiers. The re-treatment section for re-grinding the zinc middling comprises one ball-mill in closed circuit with two classifiers.

A brief description is given of the requirements which No. 4 Shaft has been designed to meet and of the methods by which two-stage winding of rock has been accommodated in a single shaft sunk to a depth of 7,421 ft. This is followed by a consideration of the factors which led to the decision to sink the shaft as rapidly as possible. Introduction T HE No. 4 Shaft of Hartebeest-fontein Gold Mining Company, Ltd., has been sited to serve the deep southern area of the mine, some 1,500 claims in extent, between the elevations of 6,250 and 7,300 ft. below surface. From this area, some two-thirds of the mine production will ultimately be obtained. Above the 6,-250-ft. elevation, an existing shaft hoisting system, situated adjacent to the reduction plant, is of adequate capacity to cater for all ore hoisted to surface for milling. No. 4 Shaft will therefore be required to provide downcast ventilation of 1,000,000 c.f.m., together with surface hoisting facilities for men, material and development rock and underground hoisting

The Brewer Gold Mine is an open-pit, heap leach operation that processes about 122 kt/m (135,000 stpm). The mine is operated by Brewer Gold Inc., a subsidiary of Westmont Mining Inc., and is located near Jefferson, SC, about 80 km (50 miles) southeast of Charlotte, NC and 80 km (50 miles) northeast of Columbia, SC (Fig. 1). All of the ore to date has been produced from a breccia body of hydrothermal origin and a related smaller body of fault-controlled ore, known as the B-6. Reserves at the time the mine commenced production were 4.6 Mt (5.1 million st) grading 1.4 g/t (0.042 oz per st) gold. History Although some reports of a pre-Revolution War shaft at the Brewer are in the literature (Lieber, 1856, Nitze and Wilkens, 1897), gold was first produced in earnest from the Brewer Mine in 1828. Production occurred primarily from placer deposits south of the present mine workings. Lieber noted in 1856 that “every branch, gulch, ravine or even declivity of the main hill has been washed and rewashed.”

This formal literature review identifies strengths and shortcomings of current literature related to mine rescue, self-rescue, and self-escape technology. Key concepts and factors that influence the decision making behind mine rescue and self-escape were identified. Historically, underground mining has been one of the most dangerous occupations due to the harsh nature of working environments. During the latter half of the twentieth century, and into the twenty-first century, mining fatalities have declined, yet large-scale mine emergencies persist. The emergence of new technologies, in combination with evidencebased mine emergency research, is resulting in new training methods, monitoring systems, and self-escape approaches being tried in operating mines. This review identifies areas in which substantial research is being conducted, such as the use of virtual reality and game-based training and areas that warrant further development such as the measurement and information gathering capabilities of unmanned ground and aerial vehicles, as well as emergency management and incident command systems. This paper summarizes the current underground mine rescue and self-escape landscape in the USA, including the breadth and depth of mine rescue and self-escape training and practices as evident in the literature.

Author's Note: Since the paper on "All-Flotation at North Broken Hill Limited" was read and discussed, the metallurgical results obtained have conclusively justified the adoption of the All-Flotation treatment.At present the shipping grades of lead concentrate produced from North mine ore range between 74% and 75% Pb, carrying approximately 43 oz. Ag and 4.5%-5% Zn. The lead recovery in lead concentrate is recording 95%-96% of the lead content of crude ore, and the milling and treatment cost on 6400 tons crude ore perweek of 96 hours has dropped to 6s. 3.6d. per ton on ore. With an increased ore tonnage, and with a new mill, considerable further reduction in costs is certain.New flotation machines, with 30 in. vertical depth of overflow (instead of 42 in. depth), are now being tried for the secondary granular treatment, with advantageous results. The treatment to-day is practically the same as that outlined in the paper, excepting that additional concentrate is returned for retreatment in the existing units.(Signed) A. LOWRY.Mr. T. A. When performing blasting operations in open pit settings, energy is released and transmitted through the geology. Some negative effects can have significant impacts on mining operations and adversely affect mine production. This technical paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. The paper includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blastinduced ground motion. Based on the results, a set of criteria is provided to implement in current and future mining operations that involve blasting near underground concrete structures. A set of techniques on how to improve vibration levels for safe operations is also presented. Knowledge of particle velocity and wave propagation for site-specific circumstances to determine a safe level of vibration is recommended. Emphasis is placed on making use of electronic detonators and early delay detonators to achieve successful levels of vibration. A dynamic analysis is necessary to determine if vibration from blasting can damage the concrete shaft structure. When reinforced concrete structures are subject to blast loading, both concrete and steel are subject to very high strain rates. As opposed to static loads, when subject to high strain rate loads these materials increase their strength significantly. In fact, they increase by more than 50% for reinforcing steel, by more than 100% for concrete in compression, and by more than 600% for concrete in tension. This finding is of significant importance in mining operations because it allows an increase in flexural capacity of individual members as a result of high strain rates. Therefore, an elevated ground vibration (PPV) or particle velocity is permissible when blasting takes place near concrete structures.

In 1949 the Coal Committee of the Economic Commission for Europe, Geneva, Switzerland, established a Classification Working Party, to develop an international system for classifying coal. This project was necessitated by the increased trade in coal among various nations following World War II. Although national classification systems existed, they had been developed to cover the characteristics of domestic coals without reference to coals of other countries. Different terms for describing similar or identical coals in each nation caused confusion in evaluating coals shipped in international trade. Experts from Austria, Belgium, Bulgaria, Czechoslovakia, Denmark, the Federal Republic of Germany, France, Greece, Hungary, Italy, the Netherlands, Poland, Sweden, the Union of Soviet Socialist Republics, East Germany, the United Kingdom, the United States of America, and Yugoslavia participated in various stages of the classification work. Walter A. Selvig was appointed by the Bureau of Mines as the technical expert to represent the United States because of his experience in developing and standardizing methods of analyzing and classifying American coals. He served on the Classification Working Party until his retirement from the Bureau of Mines early in 1956. Extensive laboratory work was done in connection with the classification studies at the Pittsburgh Experiment Station of the Bureau of Mines.

An incremental analysis based stope design optimization method was developed at Exodus, an underground project located 30 miles north of Carlin, Nevada. Traditional underground stope design methods, by manually drawing stope shapes, are typically very time-consuming and lacking of consistency and accuracy. For quick reserve calculation and economic analysis, a new method named '3D Incremental Analysis based Stope Optimization' was created for mine wide stope designs at Exodus. With this unique but practical method, multiple options of mine designs were completed within a short period time, which allowed us to select the optimal cutoff grade and best stope design option for the project.

The objective of the work reported herein was to evaluate state-of-the-art repeaters used in wireless communications to determine their suitability for use in extending the range of portable and mobile communications in underground mine applications. The scope of the work included wireless repeaters in the frequency range from LF (500 kilohertz) up to the one giga-hertz range. These repeaters included not only single-channel repeaters, that is F1/F1 repeaters for short range simplex party line communications, but in addition, F1/F2 type repeaters currently commercially available in the HF, VHF and UHF bands.

The contract objectives are (1) to develop safe practice guidelines which will minimize the chance of fires in underground fueling areas and (2) to develop a low-cost, reliable, automatic fire protection system for underground fueling areas. The effort described by this report covers the period from 21 June 1976 to 30 September 1977 and accomplished the following tasks: ? Preparation of Data Plan and Data Acquisition, mainly through visits to sixteen mine sites and a literature survey. ? Analysis of the accumulated data, providing design inputs for (a) evaluation of the fire problem; (b) development of safe practice guidelines; and (c) development of recommended design concepts for automatic fire protection systems. ? Preparation of safe practice guidelines for underground fueling areas. ? Preparation of recommended design concepts for automatic fire protection systems for underground fueling areas. ? Minerals Appraisers/Valuers often find great difficulty or failure in attempting to employ the Sales Comparison Approach to the Market Value Appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income producing property. Common criticisms of the sales comparison approach by minerals appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the Income Approach are usually derived by minerals appraisers, and by review of some conspicuous examples of the much too common misuse or abuse of the income approach in market value minerals appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables (see APPENDIX). The examples are used as the basis for discussion of ways to employ adjustments for operating economics and many other factors, while cautioning about the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.
