Land disturbed by surface mining in Colorado and other western states has increased substantially over the past several years and is likely to increase even more in the future. This study was initiated to provide basic information on hydrologic and erosional characteristics of regraded coal spoils in Colorado as an aid for planning future reclamation activities. Eleven of twenty-one surface mines licensed in Colorado were sampled during the summer of 1980 and 1981. Mines not sampled included mines which had not progressed to the point that reclamation had begun, and mines where operators denied permission to sample. All coal regions were sampled with the exception of the San Juan Coal Field. Physical and hydrologic characteristics of regraded coal spoils in Colorado were determined using standard field and laboratory procedures. Field sampling included characterization of sites (slope, vegetation density, proportion of surface rock, bare soil, etc.) and infiltration measurements using a l-meter square drop former raining on a 1/2 square meter rectangular plot frame. Core samples collected in the field were analyzed for saturated hydraulic conductivity, bulk density, organic matter, moisture retention and texture. The erosion potential of each site was determined using the Universal Soil Loss Equation (USLE). Results of the sampling indicate that infiltration rates vary widely both within and between sites. However, definite trends with respect to coal fields are apparent. For example, the Green River (Yampa) coal region had a wide range of sampled infiltration rates (1.2 to 5.1 cm/hr). However, most of the sites clustered towards the low end of the range. The North Park (Marr Strip) also was rated at the low end of the infiltration range (2.0 to 3.0 cm/hr). Average infiltration rates for the Canon City and Uinta Coal Regions were at the high end of the range (4.9 to 5.5 cm/hr). Multiple correlation analysis of infiltration rates vs. site characteristics showed that infiltration rates were most closely correlated with the depth of wetting, the amount of mulch cover, and site slope. The depth of wetting was highly correlated with the depth of the topsoil and the bulk density of the spoil. In general, the topsoil at all sites appeared to be highly permeable to water intake but once saturated, subsequent infiltration depended upon characteristics of the underlying spoil. Vegetation cover affected infiltration on individual mine sites but was not as pronounced as topsoil characteristics or mulch. Erodibility of topsoil and spoils, as determined by Wischmeier's "K" factor, ranged from 1.34 to 0.56 tonnes/ha. (topsoil) and 1.25 to 0.66 tonnes/ha. (spoils). Definite trends in erodibility are evident. The Green River (Yampa) Coal Region displayed consistently higher erodibilities (1.34 to 0.75 tonnes/ha.) than other coal fields (0.72 to 0.56 tonnes/ha). Lowest erodibilities were observed in the Uinta, North Park, and Raton Mesa Coal Regions (0.56 to 0.62 tonnes/ha). Erodibilities of underlying spoils showed similar trends as the topsoils. Erosion potential (the product of soil erodibility and rainfall erosivity) was detennined using calculated ?K? factors and rainfall erosivities (R) taken from Clyde (1976). Results show that the Delagua coal field, Raton Mesa Coal Region had the greatest erosion potential due to the high rainfall energies in the region, while the North Park and Uinta Coal Regions had the lowest potential erosion.

Multislice mining methods were analyzed by the U.S. Bureau of Mines to determine their application to western United States thick coal seams; ground control, geology, and costs were considered. Multislice mining is used in widely varying seam conditions worldwide, including flat seams too thick to mine in a single pass, pitching thick seams, and seams containing a rock parting. Longwall multislice methods predominate, but room-and-pillar variants also exist. The initial use of the method in western seams is planned at a deep Colorado mine where a rock parting will be used to separate two slices mined by longwall. Ground control and spontaneous combustion are major hazards associated with multislice mining. A well-consolidated upper slice gob can reduce ground control problems and provide a seal against spontaneous combustion. Geologic analysis indicates that the consolidation of the gob depends on the composition of the upper slice roof, the presence of water, and sufficient overburden pressure. A geologically competent intermediate rock parting can also reduce ground control problems and seal against spontaneous combustion. To compete in western coal markets, the cost of multislice mining must be within the range of normal longwall costs. Analysis indicates that multislice operating costs should be within this range, and that multislice mining costs decrease as panel width increases. This report documents laboratory and in-mine analyses of diesel exhaust pollutants carried out to assess the fate of potentially reactive species in the mine environment. Specifically, the concentration of stable compounds including carbon monoxide and carbon dioxide, and potentially reactive compounds including nitric oxide, nitrogen dioxide, sulfur dioxide, aldehydes, formaldehyde, acrolein, formic acid, odorants, particulates, soluble sulfates, and polynuclear aromatic hydrocarbons were determined. The concentration and mass emission rates of these compounds were measured in the laboratory under three engine speed and load conditions and with three exhaust control conditions, i.e., none, catalyst, water conditioner. Once calibrated, the engine was installed in the Bureau of Mines Safety Research Coal Mine and the concentration of exhaust pollutants measured at several distances downstream (inby) of the engine. Laboratory results confirm the relatively small effect of exhaust control devices on most pollutants under engine conditions of low speed and load. At higher engine speed and load, the catalyst is more effective in controlling many pollutants. The in-mine data indicates that during residence times, which are typical for miner/exhaust contact, most diesel exhaust pollutants do not decrease in concentration. The obvious exceptions are nitrogen dioxide, sulfur dioxide and formaldehyde. The concentration of these pollutants is reduced by up to 75 percent in five minutes. The lack of increase in levels of obvious reaction products indicates that surface loss may be a major sink for these pollutants.

"SUMMARY This report reviews the status of the packaged-for industry as of 1941. A field study was made of 35 representative plants to obtain technics and economic data on different types of processes used to make packaged fuel in the Central States. The report includes a classification of processes, photographs of typical operations, designs of different plants, an analysis of costs of manufacture, and a study of the physical and chemical properties of fuel cubes.It was observed that many of the smaller plants were having troubles in the manufacture of packaged fuel as the price of materials and costs of labor advanced toward the higher levels of 1942. In some instances, the total cost of manufacture was as high as $5.00 per ton, while in the better, medium-sized plants it was approximately $3.25 per ton. The direct manufacturing costs, excluding investment and depreciation, ranged from $3.17 to $2.37. These costs permit almost no profit at small plants when packaged fuel sells for the same price as competing lump coal under conditions existing in 1941-42.It was found that the predominant troubles in plants were due to inadequate drying and insufficient mixing of the starch binder. It was ob¬served that in the better plants, where proper mixing of binder was attained high-quality packages were made if 50 to 70 percent of the moisture was removed in the drying ovens. Experimental data obtained in the laboratory show the relationship between the temperature of dry air and the time required to remove different percentages of moisture in wrapped orunwrapped coal cubes.The average physical and chemical properties of fuel cubes made by five processes are listed, and tentative standards for minimum physical qualities and methods for measuring quantity are giver."

Experimental animal studies comparing asbestos and non-asbestos varieties of tremolite indicate tremolite asbestos is markedly more carcinogenic. By direct analogy, the differences in carcinogenicity between tremolite asbestos and non-asbestos prismatic tremolite should be the same for the other types of amphibole that also crystallize in the asbestos and non-asbestos habits. The earliest of the experiment animal studies, done more than 25 years ago, have design limitations by modern standards including the use of injection or surgical implantation as the route of administration rather than the more relevant route of inhalation. However, the differences in the carcinogenicity of amphibole asbestos and non-asbestos amphiboles are sufficiently large to be clearly discernable even with the study limitations. Together with later studies on these and related minerals, there is strong evidence of a much lower hazard associated with the shorter, thicker fibers of the non-asbestos amphiboles, than is found for the asbestos analogues of the same mineral. It is possible that the non-asbestos amphiboles are no more hazardous than other silicate minerals widely considered nuisance dusts. © 2007 Elsevier Inc. All rights reserved. At least one US senator believes that the events of Sept. 11, 2001 made many citizens see the need for the country to become more self-reliant on its growing energy needs. Even before that tragic day, however, the Bush administration was making a strong push to open up more public land for energy and natural resource development.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. The early and reliable detection of the self-heating of combustible substances in mines is of considerable importance to the mining community. This Bureau of Mines report describes the results of a variety of studies of incipient combustion and its detection. Heated samples of coal, wood, and various polymers were used to evaluate the relative sensitivities of several types of detectors. The laboratory results indicate that submicrometer particulate detection is the most universal and sensitive method. Carbon monoxide detection was as sensitive as submicrometer particulate detection for pyrolyzing coal but was relatively insensitive to pyrolyzing wood or plastics. The conventional type of ionization smoke detector was the least sensitive for coal and of intermediate sensitivity for wood and plastics. Self-heating experiments with Pittsburgh seam coal piles of varying particle sizes gave ignition temperatures of 170° C for 4-to 7-µm dust, which increased monotonically with particle size. The measured heating rates were compared with data from an adiabatic calorimeter to obtain preexponential rate constants. The preexponential rate constants varied linearly with the surface area per unit mass of sample as would be expected for heterogeneous surface oxidation. The propagation behavior of ignition waves and the overall self-heating appears to depend critically on the magnitude of the convective flows induced, which counteract the depletion of oxygen in the void spaces of the pile. Classical theories of thermal ignition require substantial modification to be applied reliably to such cases.

The Pittsburgh (Pa.) and Spokane (Wash.) Research Laboratories are among the world?s foremost mining research establishments. Once a part of the former U.S. Bureau of Mines (USBM), which was abolished by the U.S. Congress in fiscal year 96, health and safety research at these laboratories was transferred to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is the Federal agency responsible for conducting research and making recommendations for the prevention of work-related illness and injury. The Institute is part of the Centers for Disease Control and Prevention within the U.S. Department of Health and Human Services. Over the past two decades, the Pittsburgh and Spokane Research Laboratories have produced sustained technological achievements in mining health and safety, including? ? Development of novel respirable coal dust control technologies and more effective monitoring techniques to reduce worker exposure to hazardous mine dusts. ? Improved ground control technologies to warn and protect miners from the dangers of coal mine roof collapses and other hazardous strata conditions. ? Improved ergonomic design criteria and training methods to protect mine workers from injuries and fatalities associated with equipment and manual tasks. ? Development of enabling technologies that allow miners to control their mining equipment from a physically safe, protected work area away from respirable dust, harmful noise levels, and roof collapses. ? Improved mine fire detection and extinguishment techniques. ? Development of smaller, lighter, and safer emergency breathing devices.

In September 2004, Hurricanes Frances and Ivan caused the Pigeon River in western North Carolina to flood. This flooding eroded the embankment below Interstate 40 (I-40) and sent one of the eastbound lanes, along with the roadway shoulder, into the river below the embankment. North Carolina Department of Transportation (NCDOT) needed to reopen all the lanes of I-40 as soon as possible and considered this damage to be an emergency situation. NCDOT contracted Schnabel Foundation Company to design and build a repair that would keep this important interstate open and reestablish the eastbound lane. The obstacles included limited work room, the requirement of keeping the remaining lanes of I-40 in service, and producing a final product that would be relatively maintenance free and last at least 100 years. The proposed repair had to consider that the existing interstate was founded on a rock fill that was constructed from rock blasted off the adjacent mountain side. The selected design included two, tied-back micropile walls to address these obstacles and other issues. Each of the walls were constructed of 10.75 inch diameter micropiles and corrosion-protected tieback anchors installed through the existing rock fill into competent bedrock, concrete wales, and a reinforced shotcrete facing. This successful project was completed during the coldest months of the year and within the timeframe established by the State of North Carolina. This paper will discuss the design and construction of the repair and the many challenges that had to be overcome.

Heat and humidity buildup withn refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. The Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a lifesustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 h while maintaining an apparent temperature (AT) below 95 °F (35 °C). The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in its underground coal mine facilities to investigate the thermal environment over a 96-h period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners (SMs) increased over the 96-h test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating the interior heat and humidity temperature profiles for occupied RAs not tested in situ.

"Discussed is the use of wet Deep Soil Mixing, generally executed with single mixing tools 0.8 to 1.6m in diameter, employed in the foundation of viaduct supports. The applications involve economical patterns of ground improvement, covering in average about 40% of the foundation area or less, which contribute to the competitiveness of DSM solutions when compared to traditional piling. The focus is on selected aspects of the geotechnical design, applicable for geo-composite systems in which the interaction between the stabilised and the native soil should also be considered. Evaluation of settlement can be carried out with simplified methods, accounting for punching effects, or with more advanced FE models in case foundation tilt or differential settlements become important. Potential bending of DSM columns should be considered when evaluating column stresses, especially when dealing with deep deposits of soft soil and/or foundations loaded with overturning moments and/or high horizontal forces. Statistical evaluation of UCS data using lognormal distribution is recommended, and a new classification system for DSM application is proposed. Field investigations and monitoring data from completed projects are also presented.INTRODUCTIONThe first applications of wet Deep Soil Mixing in foundation of road viaducts constructed across and along the newly built A2-highway in Poland took place in 2002. Following detailed analyses, it was concluded that 39 viaducts, originally designed to rest upon large diameter piles in order to reduce excessive settlement of individual supports, could also be founded directly on the ground improved with DSM columns, fulfilling all relevant requirements of serviceability and ultimate limit states (SLS and ULS, respectively). It was also noticed that shorter construction times and lower costs of ground improvement with DSM contributed to substantial economical savings as compared to classical piling. Since then, more than 250 road and railway viaducts have been successfully founded on DSM treated ground in Poland, and wet soil mixing is now seen as a reliable and widely accepted technology for this purpose. These applications, together with a parallel use of wet DSM for foundation of buildings, industrial halls and wind turbines, have drawn international attention to the state of practice of wet DSM in Poland for foundation of engineering objects. What follows is an attempt to summarise experience gained during planning and execution of DSM works for foundation of the majority of road and railway viaducts constructed in the last 13 years, with emphasis on selected design aspects and evaluation of collected data and observed performance.The design process of DSM treatment is iterative, as described e.g. in Annex B of EN 14679, and typically involves two main steps, i.e., the selection of the design strength of cemented soil, called soil-mix design, and the adoption of suitable column pattern, referred to as geotechnical design. Soil-mix design was initially based on purposely arranged simple laboratory tests, involving mixing of soil specimen with different cement types and dosages and subsequent strength testing. However, with a growing number of completed projects the accumulated field strength data of different stabilised soils have been more and more frequently used, reducing the need for preceding laboratory testing of soil-mix to special projects only. Information on cement factors utilised in Poland and the range of recommended compressive strengths for different stabilised soils, as well as on mixing tools and characteristics of the wet method applied, can be found in Topolnicki (2008). Consequently, soil-mix design is not further discussed herein. Selected aspects of the geotechnical design are the main focus."

A macroscopic approach integrated with microscopic analyses for wettability characterization is presented. Wetting depends on 1) Contact between the dust and the fluid droplets, 2) Wettability of the particles by the wetting fluid, and 3) Wettability rate (due to low contact times). The goal of this paper is to show that the wetting rate is a significant factor in dust control. Samples from the roof, three different horizons of the coal seam and the floor were pulverized to less than 25 µm. Experiments were conducted with known wetting fluids to correlate surface tension and equilibrium wettability. Further analyses were performed in terms of surface charge (zeta potential), particle size, mineral composition, elemental composition, and quartz content. The surface tension reduction was also achieved by the use of chemicals and/or altering the temperature of the water. Two methods were used to evaluate wettability rates: a) near real-time comparison of wettability rates, and b) comprehensive evaluation of the intrinsic wettability rates. The data obtained provides meaningful insights towards the design of engineering controls for an economical solution to dust control in coal mines.

"INTRODUCTIONThe Kidd Creek Concentrator is located 28 kilometers east of the city of Timmins, Ontario. Two types of ore are treated; 'A' type, a copper-zinc-low silver ore producing copper and zinc concentrates, and 'C' type, a copper-lead-zinc-high silver ore producing copper, lead and zinc concentrates.The ore is processed at a combined rate of 12,400 metric tonnes per day through four parallel grinding and flotation divisions. Three divisions treat the 'A' type ore and the fourth treats the 'C' ore. Each division is fed from its own fine ore bin.This paper reviews the grinding section with specific emphasis on grinding media consumption and the factors affecting it as related to 'A' type ore. At Kidd Creek there was an awareness that grinding media consumption varied on a weekly and monthly basis. The reasons for this variation was usually attributed to ore hardness as evidenced by short term variations in the circuit feedrate and head assays. However, there has been a diversity of opinion published in recent years regarding the factors contributing to steel consumption. This initiated a study of historical Kidd Creek operating data, from the period 1970 to 1986 inclusive, to determine the effect of various operating parameters on media consumption. The results of the study could then be used as a baseline for future media consumption testwork."

During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and the results are described in this report.

This study estimates capital investment, operating costs, and selling prices for four underground bituminous mines producing coal with annual production ranging from 1.06 to 4.99 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment ranges from $23,629,500 for the 1; 06- million-ton-per-year (MM tpy) mine to $79,907,500 for the 4.99-MM-tpy mine. Total capital investment ranges from $35,336,500 to $1 18,863,500 for the same mines. Corresponding selling prices for the coal range from $13.57 to $11.36 per ton, assuming a 15-percent discounted cash flow rate of return after Federal income taxes.
