"On underground construction projects, effective Quality Management is essential for ensuring facility durability, life cycle performance and low maintainability. Furthermore, follow on contracts also rely on an effective quality management system for interface congruency. An effective Quality Management System (QMS) is also essential in mitigating risks and meeting schedule and budget performance objectives. For the past 15 years Central Puget Sound Regional Transit Authority’s Link Light Rail extension has successfully completed over 10 miles of twin bore tunneling and associated underground features including cross passages, deep sump structures and shafts. After the completion of each segment, lessons learned have successfully been implemented to improve the quality of delivered projects. This paper presents the Sound Transit QMS with regard to a number of project elements of tunnel construction projects, with specific focus on quality performance of slurry wall construction, TBM tunnel excavation assessment, segment production and segmental lining installation, and other associated construction features. A collaborated total QMS will be presented in this paper that will serve as a guide for successful implementation of Quality Assurance and Quality Control processes. INTRODUCTION Implementation of a robust Quality Management System reduces defects, errors and omissions, identifies and addresses nonconformance in a timely manner and increases stakeholder confidence in the project. In fact and effective QMS helps ensure that optimal project outcomes are realized both in terms of project delivery and life cycle performance. The two key components of QMS are quality control and quality assurance. Quality Control (QC) is the procedure implemented to achieve a certain level of quality and ensure that products, processes and services meet specific requirements. Quality Assurance (QA) activities are carried out to evaluate the effectiveness of the quality control measures and ensure that the QC process is working. A team obligation that recognizes that quality is built into every aspect of a project is the basic concept of a successful QMS."

"The technical lifetime of underground structures does not only depend on the long-term behavior of individual support elements and material characteristics, but also on various boundary conditions, which influence the entire long-term system behavior of the structure. Thanks to the construction of second tunnel tubes and the corresponding cross passages sampling of support materials such as shotcrete, concrete of the inner lining and rock bolts including sheet membranes is possible. To evaluate the stresses and the supporting effects of the tunnel shells, flat-jack tests and different simulations were performed. With these simulations the percentage of the load bearing behavior of the shotcrete shell can be determined. From the results, conclusions for new design approaches for tunnel construction should be generated. New concepts, in which the outer lining is part of the permanent support elements can be considered. This approach would be applicable for conventional as well as mechanical tunneling. INTRODUCTION Tunnels are an indispensable part of modern transport infrastructure. As multi-generation structures their long-term preservation as well as their technical service life is of central importance. The current state of research in the field of durability of structural elements must be considered separately. In almost all areas a prediction of materials and structural components towards lifetime exists. System-wide investigations were rarely performed, so that there is no technical lifetime consideration of the outer lining in systems included. In this study the mechanical behavior of the interface connection in a double shell lining (DSL) tunnel was investigated in laboratory tests. Objective The target of this work is, at first, to create a large database with the lifetime of different structural elements and materials, which may be the basis of durability considerations of tunnels. Secondly, the goal of these investigations is to optimize tunnel designs and their dimensioning regarding to the technical lifetime. For that matter, it is necessary to analyze the selected approaches of the loss of strength and stiffness of the outer lining."

Silverton was the queen city of the western mining towns in the early 1900s. Located high in the San Juan Mountains, the town constantly grew and changed. Yet, it was subject to the vagaries and whims of economics, politics and disasters, natural or otherwise. Breweries, smelters and sawmills serviced Silverton's swelling mining population, which reached several thousand at its peak. Two trains a day ran from Durango to Silverton, in addition to trains running from Silverton over the top of Red Mountain on to Ironton. They ran up Cement Creek to the little town of Gladstone and up the Animas River Valley to Howardsville, Eureka and Animas Forks. During these prosperous times, construction flourished. There were plenty of wooden structures, and many of these stand today. The first brick buildings were built by bricklayer Patrick Stanley in 1877. It took quite a while for the first car to arrive. Almost 28 years passed from the coming of the first train to the arrival of the first car. It was brought over 3,840-m (12,600-ft) Stony Pass from Creede, CO, in an incredible journey retold years later by Louis Wyman. "Dad's daydreams were not the idle musings or the fantasies of a mystic," Wyman said. "They had a way of erupting into reality. He advocated and built good roads," he said. "During the summer of 1910, he was up to his sweatband in a project that took in half the state of Colorado. He envisioned an automobile highway, unheard of at that time, running southwest from Denver through the scenic grandeur of the high Colorado Rockies. The road would traverse a thousand miles or more of the state's finest recreational land finally circling back to Denver. Years later, when all of the county roads had been connected, it became known as 'Colorado's Thousand-Mile Circle Route.' Of course, Silverton and the San Juans were bright stars along the way."

The US Bureau of Mines' dictionary of mining terms defines productivity as "the efficiency with which economic resources (men, material, and machines) are employed to produce goods and services." Or, the relationship between the physical outputs and the physical inputs used to produce those outputs. As demand for mine materials dropped, mining companies and equipment manufacturers discovered that ratios between the inputs and the final products were disproportionate to the profits realized. Some companies are fighting for survival. The US, while still the most productive country in the world in absolute terms, is looking over its shoulder as other industrialized nations continue to exceed its yearly productive growth rate. According to John Belcher, Jr., of the American Productivity Center in Houston, TX, the US has seen a steady decrease in productivity growth since the mid-1960s. During the post World War II period, the US labor productivity growth rate was 3.2% annually. The slowdown began in 1965 and by the mid-1970s, the country's annual growth rate was 1%. By 1978, labor productivity growth ceased to gain at all and from 1978 to 1980 a 2% decline occurred. Solutions to the productivity decrease are increasing product prices or improving productivity. By increasing prices, though, the producer runs the risk of pricing himself out of the competitive market. To maintain an acceptable profit level, prices must increase proportionately higher than required to offset production cost increases, Belcher says. Many companies are turning to in-house productivity improvement programs as an answer to increased costs and declining profits. These programs are geared toward management commitment and employee awareness of what productivity means. Companies are finding ways of measuring productivity levels in financial reporting, budgeting, and planning. Organizational teams have been formed to coordinate activities and oversee product management, and improve productivity of materials and capital investments. This special issue of Mining Engineering examines productivity in the mining industry. First, there are articles about various, and different, factors that affect productivity in each of ME's five main readership areas - exploration, mining, processing, coal, and industrial minerals. There is also a look at mining industry productivity from the manufacturer's view. The next section of this special issue is devoted to some topics that affect all areas and sectors of mining: research, management practices, computers, maintenance, and energy management. Then follows case studies in exploration, coal, and iron and steel. These studies provide examples of practices and strategies used by companies and operations to boost productivity.

Since 1977, Amax Coal Co.'s Belle Ayr mine near Gillette, WY, has been the largest producing coal mine in the US. In its 10 years of operation more than 90 Mt (100 million st) of coal have been shipped from the mine's facilities to electric generating plants across the country. It is thought to be the largest amount ever produced in US history from a single coal mine. The railroad is Belle Ayr's lifeline for moving this massive volume from a relatively isolated corner of northeastern Wyoming. There are no waterways for barge traffic, and highway truck hauling would be impractical considering the quantity and distance of coal to be moved. Transportation in the Powder River Basin-at least for the present-is strictly unit trains. An average of four unit trains daily load at Belle Ayr. These trains average 108 cars long, with a capacity of 91 t (100 st) per car. Burlington Northern Railroad serves the Powder River Basin, but locomotives supplied by Union Pacific, Milwaukee Road, and Kansas City Southern are a common site as well, since coal will often travel these lines too on its way to utility plants in Colorado, Kansas, Iowa, Texas, Arkansas, Louisiana, Wisconsin, and Oregon. When Belle Ayr opened transportation in the Powder River Basin was in an early development stage. As the first large-scale coal shipper in the area, Belle Ayr was the only user of a 27-km (17-mile) railroad spur south of Gillette. Other mines, however, were to open soon on the abundant, low-sulfur reserves. Today, less than a decade after Belle Ayr's debut, 13 large-capacity mines operate near Gillette. The 27-km (17-mile) spur that once served only Belle Ayr has been extended 177 km (110 miles) south to service other mines as well, and to tie into a major rail line in central Wyoming. The Powder River Basin is now served by a wishbone-shaped track configuration that allows train movement north into Montana, south into Colorado, and east into Nebraska for connections across the country. Operations at Belle Ayr are closely tied to train arrivals and departures, with coordination essential between mine operations and rail personnel. "Train movement in the Powder River Basin has evolved to the point where we are fine-tuning mining operations to coordinate them with a more dependable transportation system," according to Joe Jefferson, transportation supervisor with Amax Coal's western division. Bird Balls™, the latest development in the ongoing battle at mine sites across North America, help to eliminate accidental avian mortality caused by birds ingesting cyanide leachate. Bird Balls™ are a 4-inch sphere made of high-density polyeth­ ylene (HDPE). They weigh 40 grams and are black in color to provide optimum life in UV intense environments. A floating blanket of bird balls totally excludes birds from a liquid surface. Federal agencies that enforce the Migratory Bird Treaty Act do not specify how to keep migratory birds out of leachate basins. Some state agencies, however, specify that a physical barrier must be in place to exclude migratory birds if cyanide levels are high enough to cause mortality. Industry standards for protecting waterfowl now include Bird Balls™ as well as net­ting, detoxification, and heap leach systems designed in such a manner that no exposed solution ponds or channels exist. Hazing is no longer an option. A bold statement to make? Perhaps, but W. R. Jeffress (1990) covers the subject well when he stated that, "Hazing techniques as a whole have not been effective in excluding waterfowl or other species of wildlife from toxic heap leach solution ponds or tailings impoundments. Research and devel­opment of the new 'Star Wars' hazing techniques, such as laser netting and radar systems, are interesting concepts and will pos­sibly offer an alternative to total physical exclusion or neutral­ization in the future. All of these methods are going to have to be thoroughly tested." For those who may want further docu­mentation, we have included a special reference section cover­ing hazing. R. J. Hallock (1990) stated that, "The Fish and Wildlife Service is particularly interested in migratory birds. In fact, a large portion of our effort, nationwide, is focused on migratory birds. Bird habitats are managed directly through the National Wildlife Refuge System and indirectly through other agency programs. We also have a responsibility to protect birds under the Migratory Bird Treaty Act. Most birds attracted to mine ponds are covered under this Act. The only migratory birds not protected under the Migratory Bird Treaty Act are English Sparrows, Starlings, and Pigeons. Since this is a treaty with five nations, the concept of acceptable losses does not apply. It is not a negotiable situation. There are a few exceptions noted in the Act, including prescribed hunting of selected waterfowl, scien­tific collection, and game bird farming. There is no exception for the loss of migratory birds exposed to solutions of cyanide."

The Building Products Company is Phoenix based and owned by Mission Clay products of California. Building Products is the only manufacturer of vitrified clay pipe in Arizona. The marketing area includes Arizona, Nevada, Utah, New Mexico, and California. Building Products, promoted by Arizona Public Service, was formed in 1970. Raw-materials prospecting was undertaken for 2 years, after which a $5-million plant was built. Initially, a satisfactory vitrified product could not be made with the raw materials then in hand. Subsequent prospecting and testing led to an acceptable raw-materials mix. Testing to upgrade the final product is a continuing process. The basic raw-materials supply must be adequate, secure, and capable of sustaining close tolerances in the final product. These needs are met by mining four geologic materials at three different localities: (1) refractory aluminous shales (two horizons-one pit) Colorado Plateau Province (Mogollon Rim); (2) less refractory aluminous materials from late Cenozoic lacustrine materials near Dewey in the Transition Zone (TZ); and (3) Precam¬brian "slate" from near New River along the southern edge of the TZ. Other additives include grog (ground-up, broken pipe) and barium carbonate that ties up what gypsum there is. Calcium magnesium carbonates are deleterious components that are minimized by careful selection of the mined products. The raw materials are blended and mixed, ground to 12 mesh, mixed in a pug mill, depleted of air, extruded into pipe ranging from 6 inches to 42 inches in diameter, transported to a hot-air drying room, fork-lifted to an appropriate kiln, and fired at a 1900-2000° F range. The "Rim" kaolinitic shales, being the most refractory ingredient, stabilize the pipe during the firing process. They are very plastic, and therefore facilitate extrusion. The Dewey clay fuses at a low temperature and forms an impervious glasslike binder. It also is plastic. The "slate" forms platy particles that tend to orient themselves during laminar flow. This provides strength for both the green and dried product. It doesn't absorb water, which helps the drying process. Grog remains stable during firing, and therefore helps to control shrinkage. The development of appropriate raw materials and proper mixtures has been done empirically.

I would like to first summarize the relevant health information relating to the workers and general populations around uranium mining as a basis for understanding the hazards associated with these operations and their available remedies. This discussion will summarize the literature on Radon and its daughters, among the most toxic uranium decay products. Second, I will discuss waste handling in the uranium industry: past, present and future, discussing exploration, mining, and milling and the volumes of water and solid and gaseous wastes which are associated with these various phases of uranium operations. This paper will also include a discussion of the various past and present materials handling technologies and their responsiveness to the concern for uranium waste isolation. I will then conclude with a summary of recent modifications in the relevant standards as applied to uranium mining and milling. Joseph Wagoner, a research epidemiologist with the U.S. Public Health Service has summarized the literature on uranium mining and its health effects in his written testimony as a commissioned witness in British Columbia Royal Commission of Inquiry into Uranium Mining in January of 1980, entitled Uranium, The U.S. Experience: A Lesson in History.1 Briefly summarizinq his report, as early as 1546, miners of uranium bearing ores in Central Europe were reported to have unusually hiqh frequencies of fatal lung disease2. As early as 1879, the real nature of pulmonary disorders among these miners was first diagnosed to be malignant neoplasia or lung cancers. Of 655 miners dying between 1875 and 1912, 40% or 276 of these Central Europe miners died of lung cancer.4 By 1939, it was reported that lung cancer mortality rate for miners in these Central European mining districts was several times (9.7 per 1000) higher than that for similar populations in Vienna, Austria (0.34 per 1000). Thus, before uranium mining began in the U.S., there was a considerable body of information linking uranium mining to lung cancers. The U.S. experience can be summarized in Table 1 also from Wagoner's B.C. Testimony.1 This table shows that through 1978, 205 respiratory cancer deaths have been observed among white underground uranium miners in the

Traditionally, only the large mining companies have maintained specialist departments in such areas as Rock Mechanics, Ventilation and Safety. To the small companies this has been a luxury that they could ill afford. Any work required by such companies in these areas, more complex than could be handled by the existing staff, was done by consultants. This situation is changing though and there is a need arising for many specialist departments. These changes are partly being brought about by the effects of inflation as the ever increasing costs are causing more and more operators to increase the size of their operations in search of economies of scale. In addition though the plethora of new laws and regulations are creating a need for many more specialists in all areas of mining in order to ensure compliance. The abovementioned factors, added to the existing Pattern of mines endeavoring to improve the working environment for their labor force, both for reasons of practical labor relations and also due to further legislative pressures, have thus created a climate where, in the near future, departments such as Rock Mechanics, Safety, Ventilation, Environmental Engineering and Subsidence Control will be commonplace in mining companies. It will no longer be practical to function without such services. Many mining companies already maintain such departments and this has particularly been true of the big mining groups of South Africa. From the experience gained by many of these large companies with specialist departments, it is clear that the maintenance of a cadre of experienced, competent professionals in such a department has not always been easy. It would seem from the experience gained that one can generalise and state that graduate mining engineers tend not to view specilisation as an optimum direction for their career development. It is of course true that many professionals, especially those with higher than a bachelors degree, do view these areas as valid career options, but even here experience shows that wastage is high. The time therefore seems to be ripe to take a look at this area in some detail to see whether reasons for the problems can be isolated. Working from that some suggestions can be made as to directions in which improvements might be made. If the challenge of the demands of the new regulations are to be met then such improvements must be made.

"Three-dimensional geological modelling of coal mines is critical to the sustainable development of the mining industry. On the basis of comprehensively analyzing 3D geological modelling methods, according to the available data of mine such as geological terrain maps, cross-sections and boreholes, we present a 3D modelling method by integrating ArcGIS and 3D GeoModeller. Our motivation is to integrate the advantages of both software modules in processing, converting, integrating and transferring geological information. Special attention has been given to the data structure and processing flow. We build a 3D geological model of the Xieqiao coal mine and successfully extract the geological framework of the strata in the 11118 workface, which is consistent with that of the actual explored geology.Introduction/Background Pertinent impediments such as a lower information degree, the out-of-date information infrastructure and the low level of information management and decision-making make it critical for there to be improvements in mines. Modern exploration technologies favour the construction of digital mine. Digital mine promotes the transformation of the mining industry by integrating information, automation and intelligence to build safe, efficient, high-yield, green and sustainable mines. Three-dimensional geological modelling and visualization of mines are at the core of digital mine. Compared with traditional 2D geological data, 3D models express the various geological phenomena completely, as well as reproduce the spatial distribution of geological units quickly, allowing for the prediction of mining subsidence, better decision-making and improved geological analysis. Modelling methods such as multi-DEM, tetrahedral grid and the generalized tri-prism that are based on borehole estimation and interpolation data are used to construct 3D models of mine geology (Chen 1995,Wang et al 2003, Wu 2004a); nevertheless, these methods cannot fully use multi-source mining data, whereas multi-source integration methods can be used to build 3D models (Kaufmann and Martin 2008, Zhao et al 2009) but require user interaction in model construction and low automation in model updates. During coal production, a plethora of geological data is accumulated. The organisation of discreteinformation under dynamic conditions and the extraction of meaningful information to better service for three-dimensional modelling is a meaningful work (Wu et al 2004b)."

The Mining Foundation of the Southwest (MFSW), located in Tucson, AZ, will hold its 16th annual American Mining Hall of Fame Awards Banquet Saturday, Dec. 5,1998. The Hall of Fame recognizes outstanding contributions to the mining industry by selected individuals and industry partners. Each year, one living award recipient and up to two mining history honorees are chosen by the , Hall of Fame Committee and the Board of Governors of the Mining Foundation. In 1989, the Mining Foundation initiated a Medal of Merit to recognize outstanding individual, technical and professional contributions to the mineral industry. In 1995, an award was created to recognize contributions made by companies and organizations in partnership with the mining industry. This year's inductee, guest of honor and featured speaker will be Charles G. Preble, president and chief executive officer of Southern Peru Copper Corp. He is being recognized for outstanding performance as an executive of an American company operating under difficult circumstances in a foreign country. The Hall of Fame will induct H. Myles Jacob, former chairman and CEO of Inspiration Copper Co., for innovation and farsightedness in matters pivotal to the cop- per industry of his time. In addition, John Cromwell Lincoln, former president and chairman of Bagdad Mining Co., will be inducted for his outstanding contributions to the American mining industry. These contributions include metallurgical research and development of the Bagdad Mine as well as pioneering innovation in the electrical industry. Medals of Merit will be awarded to David N. Skillings, editor and publisher of Skillings Mining Re- view, for his dedication and support of mining interests. J. Ruben Velasco Rodriguez will also receive a Medal of Merit. He is economic geologist, professor and former secretary of the board of directors and secretary general of Compania Minera de Cananea. His medal is for fostering excellent relations between Mexico and the , United States in mining geology and management and for advancing the professional development of others in the field of earth science. An Industry Partnership Award will be presented to Stephen Bechtel and the Bechtel Corp. in recognition of Bechtel's 100th anniversary and the company's outstanding service to the mining industry. Mount Isa Mine should be regarded as a large mining complex rather than one mine. This arises from the geography, variety and extent of the orebodies, the mining methods, and the use of 14 shafts for ventilation distribution. A brief resume is presented here since comprehensive descriptions of lead-zinc mining methods {11}, copper mining methods {2 }{3}, geology 241, stope fill {5} and ventilation techniques {6}{7}, have all been published in the last five years. Mining extends over a north-south strike length of 2.5 miles (4 Ian) with a maximum width across dip approaching 3 200 ft (1 Ian). Current mining is to a depth of 3 150 ft (960 m) with the ore hoisting shafts extending 660 ft (200 m) deeper. The composite longitudinal section, Figure 1, shows a representational disposition of the copper and lead-zinc-silver orebodies in the central shaft complex where the main service and hoisting shafts are located. To the south the X41 man and materials shaft provides access to the copper area. The mine layout is typical of high tonnage track- less mines, utilising a large diesel fleet, raise- borers and some large diameter hole stope drilling. Mining methods include sublevel open stoping, slot and massfire, and a trial vertical crater retreat in the copper ore, and sublevel caving, sublevel open stopes with and without rib pillar recovery, and mechanised cut and fill in the numerous lead orebodies. All ore reports to one of the three crushing systems located below 19 level in the central shaft complex. Copper ore is hauled exclusively along the 19 level computer assisted Rockflo haulage system, and lead-zinc-silver ores report via central orepasses from Granby haulages on 13 level and 15 level. Tonnages hoisted during the 1977178 financial year were 5.0 million for copper at 3.2%. and 2.3 million for lead-zinc-silver at 7.8%. 6.3% and 7.06 oz/ton (216 g/tonne) respectively.

Mine operators, conveyor system designers, consultants, and manufacturers have had opportunities over the past decade to utilize various actively controlled technologies to drive complex underground conveyor systems. These technologies included several electrical drive solutions, mechanical drive solutions, and hydromechanical (fluid coupling) drive solutions. All of these technologies have their inherent advantages and disadvantages, and only after several years of operation can mine operators fairly evaluate the overall benefits (short term performance and cost vs. longer term operational and maintenance costs) of any particular drive. Far too often in today's world, decisions for new equipment are made with inadequate regard to issues concerning serviceability and maintainability. Many of the newer electrical technologies (primarily AC variable speed drives) which have been used in recent years were selected based on the perceived desirable benefit from variable speed operation. This technology, however, which differs sign8cantly between various manufacturers, is in a constant state of evolution which puts into question the manufacturers' ability for long-term product support. In addition, various forms of this technology have also generated some undesirable operational issues, including reduced motor life, harmonics for the power system, and mine communications problems. This technology is also extremely current-limited, which results in problems handling overload conditions, a frequent occurrence often resulting from a decline in the coal recovery rate (conveying more rock than coal). The fluid coupling, however, is based on a technology which has been used successfully in underground conveyor applications for decades. Although the base hydrodynamic technology is well proven and has inherently beneficial characteristics on conveyor applications, Voith has continuously improved on this technology to meet the increasing demands of today's challenging conveyor haulage systems. Recognizing a need in the market for a reliable, actively controlled drive system, Voith Turbo began development in 1996 of a new, actively controlled coupling which was targeted specifically for the higher powered, complex underground conveyors. Voith introduced the new TPKL Fill Controlled coupling product to the market in 1997, and the first two applications for this new technology were on multiple drive mpper booster applications on longwall panel conveyors. Since the successful startup of these two conveyor systems in 1998, Voith has supplied over 200 TPKL couplings to the mining industry worldwide, with over 150 in US coal mining applications alone. This paper will provide an overview of the TPKL's capabilities, performance, and reliability based on the TPKL's impressive installation base and operational history.

Minera Escondida is the world's largest copper mine. Its capacity is more than 800 kt/a (880,000 stpy) of copper. The Escondida open-pit mine operates at an elevation of 3,100 m (10,170 ft). It is located in the Atacama desert about 160 km (100 miles) southeast of the port of Antofagasta. At Coloso, 14 km (8 miles) south of Antofagasta, copper concentrate is dewatered by filtration for storage and shipment to overseas markets (Fig. 1). Concentrate filtrate water, after being treated to remove suspended solids, is discharged at 60 m (200 ft) depth into the Pacific Ocean. This effluent is free of particulates. However, it does contain metal levels above US Environmental Protection Agency (EPA) receiving water criterion. EPA standards are more strict than Chilean receiving water guidelines. However, a multiport diffuser provides rapid mixing of sea water with effluent to ensure metal levels in the receiving water remain below EPA receiving water guidelines. The Escondida Mine began operation in December 1990 at a rated mill capacity of 35 kt/d (38,500 stpd). Since then, the complex has since undergone three expansions. In 1996, it processed 115 kt/d (127,000 stpd) of ore. At Coloso in 1993, about 25% of the copper concentrate was fed to an ammonia leach plant for solvent extraction and electrowinng of cathode copper. This plant is designed to produce 80 kt/a (88,000 st/year) of cathode copper. In 1995, the ocean diffuser system's capacity was doubled to accommodate increased flows to a maximum 50 L/sec (793 gpm). This was achieved by extending the diffuser chamber by 32 m (105 ft) and adding 16 nozzles, which doubled the diffuser's capacity. In November 1996, Rescan Environmental Services began a field verification of the outfall/diffuser system's performance. The study's objective was to determine the performance of the outfall/diffuser system by measuring dilution factors using fluorescent Rhodamine dye and to determine if copper concentrations are below the US Environmental Protection Agency (EPA) water quality criterion of 2.9 µg/L total copper (EPA, 1986). Rhodamine dye was injected into the outfall/diffuser system. An oceanographic survey using an in situ fluorometer was conducted to measure dye concentrations in the effluent plume. Water column characteristics were also measured. These included current speed and direction.

In the past mining engineers have tended to rely heavily on the advice of fan manufacturers in relation to fan equipment issues. A more adequate approach was advocated in a paper [ Wallis, 1965 ] submitted to the Eighth Commonwealth Mining and Metallurgical Congress held at Surfers Paradise, Australia during 1965. At that time Mount Isa Mine were in the process of installing 3 large 6096mm (20ft) diameter vertical axial flow surface fans of an advanced type [ Mathews et al, 1967 ]. The preliminary feasibility studies prior to preparing the detailed job specification for this project were extremely thorough with the result that it was possible to include detailed information and instructions in the document, ensuring the procurement of equipment that was satisfactory in all respects. Full advantage was taken of expert services provided by external organizations during the large coordinated multi-disciplinary exercise. My continuing activity and development in relation to the technology of axial flow fans is now at a stage where all known design and performance data are accessible through CAD programs [ Wallis and Kipp, 1987 ]. The extensive calculations that were necessary in 1983 can now be carried out in a mere fraction of the time, and with complete confidence. Model testing in order to validate the fan and duct design proposals is, in my view, no longer essential. The first of the computer programs enables a mine ventilation engineer to study a large number of alternative axial fan arrangements for comparison with the centrifugal alternative. By entering the volume flow rate, fan pressure and air density, he can then with ease, and rapidly, investigate the effect of various blading arrangements, downstream evasee area ratios, and hub ratios, on fan diameter and speed, with their related attainable fan efficiencies. This procedure had its origin back in the 60s when I was advising mining companies on new fan equipment. At that time such an investigation was quite lengthy and lacked the precision and completeness that is now available within the present programs. To obtain the major benefit from these outputs, it is most important not to be disconcerted by the three very important nondimensional parameters, namely, the tip flow coefficient (LAMt), the fan pressure coefficient (Kt or Kit), and the swirl coefficient (Es and/or Ep) as these are important when assessing the various design proposals. When seeking an understanding of the role and importance of each of these variables, ample help is provided in the user manual; the design recommendations are summarized in the help screens which are readily accessible within the design programs.

Many reports have been written about the issues surrounding small scale miners’ challenges in Namibia; yet little has been done to address these challenges. There has been a fragmented approach to address these challenges. Various government arms and donor organizations have utilized piece meal methods in the past in trying to make improvements on the productivities across the sector, but with no meaningful success. This has led to the design and implementation of inappropriate technologies and support services for the sector. The structures of many of the semi-precious stones mining businesses are informal, with very little royalties received by the government. Miners often work informally or illegally and they fear government interference and they distrust outsiders, resulting in them withholding production information. The presence of small scale miners is quite often associated with major challenges, including poor safety and environmental management standards, the spread of communicable diseases and poor working conditions. The majority of the miners employ uncontrolled extraction techniques which damage the crystals and mineral specimens, resulting in intermediate and final products of low quality along with high wastage at the extraction stage. The vision of the Namibian government is to expand the range and value of semi-precious stones and jewelry products processed within Namibia, while curbing illicit flows of raw stones. This will simultaneously secure maximum benefit for the country. This study investigated the interventions aimed at making the small scale mining sector in Namibia sustainable. A baseline study was conducted to analyze the current situation and characterize the industry, including a SWOT analysis. Information was collected through questionnaires, interviews, consultative meetings, field visits and workshops in order to profile the sector. The baseline study results were used in developing interventions for improving artisanal and small scale mining operations. The main challenges for the Namibian semi-precious sector were identified as: factual information about raw material resources and its beneficiation are insufficient or not available, lack of skills, lack of education and access to finances, rudimentary exploration and mining practices, trading and logistics that are not functioning effectively and inadequate sector governance. One key finding of this study was that Namibia is not benefiting through value addition due partly to illicit flows of the uncut stones and to the fact that lapidary is not much pronounced to a greater extent. The following strategic interventions were identified as key in ensuring the sustainability of the small mining sector in Namibia: conducting geological assessment to identify new deposits and quantify the existing ones, improving exploration and mining practices, investing in education and training, creating an enabling environment and improving the sector governance and strengthening the sector organization and supporting the infrastructure.

The US minerals industry, as well we know, has been hit hard by the recent recession and is faced with what is projected to be a slow recovery. Even so, there was an underlying feeling of optimism at American Mining Congress' International Mining Show in Las Vegas, NV, Oct 11-14. More than 25,000 people attended during a particularly rough financial year, dispelling fears that attendance would dip sharply below 1978's 30,000 plus tally. The equipment expositionheld every four years-was the largest show of its kind this year in the Western Hemisphere in terms of exhibit space, providing an extensive view of mining-related equipment. In addition to the nearly 700 exhibits occupying more than 445 hm2 (11 acres), 20 technical sessions were held covering topics ranging from minerals availability and the state of the mining industries to communications, computers, and accounting. Government officials were well represented, with six US senators and five US representatives participating in various convention functions. Sen. Paul Laxalt (R-NV) was the keynote speaker at the welcoming luncheon. Other senators involved in the show included Howard W. Cannon (D-NV), Pete V. Domenici (R-NM), James A. McClure (R-ID), Frank H. Murkowski (R-AK), and Steven D. Symms (R-ID). Representatives on the program were Joseph M. Gaydos (D-PA), Guy Vander Jagt (R-MI), Don Young (R-AK), Jim Santini (D-NV), and Ceil Heftel (D-HI). There were also many international vistors at the show, including exhibitors from Australia, Austria, Canada, England, Finland, Sweden, South Africa, and West Germany. Equipment Highlights Equipment and services featured at the exposition ranged from aerial mapping to wire rope. Aisle space alone between exhibits exceeded 8 km (5 miles). And the companies represented ranged from small businesses to large corporations. Some of the company products described here are representative of the many exhibitors in attendance. Atlas Copco's extensive display of rock drilling and tunnel and shaft boring equipment featured its Boomer H-201, the newest addition to its line of underground drifting rigs; the ROC 306, a new track-mounted, high pressure down-the-hole drill rig; a new hydraulic surface crawler drill, the ROC 712H, designed for small and medium-size holes in quarries and small open-pit mines; a computerized analysis system, CARE (see page 1570), designed to project productivity and operating costs for various mining operations; several electro-hydraulic loaders, including the new rail bound LM E60 and LM E80, and two Hagg-loaders-the 7HR and 10HR-that use two digging arms to rake and guide muck; a mechanized blasthole charging system; rock bolting equipment and its new Swellex roof bolting method; Sandvik Coromant drill steel and bits; and its new Jarva R200 raise boring machine.

Reclaimed mine sites have been evaluated so that the public, industry, and land planners may recognize there are innovative designs available for consideration and use. People tend to see cropland, range, and road cuts as a necessary part of their everyday life, not as disturbed areas despite their high visibility. Mining also generates a disturbed landscape, unfortunately one that many consider waste until reclaimed by human beings. The development of mining provides an economic base and use of a natural resource to improve the quality of human life. Equally important is a sensitivity to the geologic origin and natural pattern of the land. Wisely shaping our environment requires a design plan and product that responds to a site's physiography, ecology, function, artistic form, and public perception. An examination of selected sites for their landscape design suggested nine approaches for mining reclamation. The oldest design approach around is nature itself. Humans may sometimes do more damage going into an area in the attempt to repair it. Given enough geologic time, a small-site area, and stable adjacent ecosystems, disturbed areas recover without mankind's input. Visual screens and buffer zones conceal the facility in a camouflage approach. Typically, earth berms, fences, and plantings are used to disguise the mining facility. Restoration approaches the best land use as restoring to its original condition. Rehabilitation targets social or economic benefits by reusing the site for public amenities, most often in urban centers with large populations. A mitigation approach attempts to protect the environment and return mined areas to use with scientific input. The reuse of cement, building rubble, and macadam meets only about 10% of the demand for aggregate. Recognizing the limited supply of mineral resources and encouraging recycling efforts are steps in a renewable resource approach. An educative design approach effectively communicates mining information through outreach, land stewardship, and community service. Mine sites used for art show a celebration of beauty and experience-abstract geology. The last design approach combines art and science in a human-nature ecosystem termed integration. With environmental concerns, an operating or reclaimed mine site can no longer be considered isolated from its surroundings. Site analysis of mine works needs to go beyond site-specific information and relate to the regional context of the greater landscape. Understanding design approach can turn undesirable features (mines and pits) into something perceived as desirable by the public.

The methods of evaluation of industrial minerals occurring on Federal lands have different meanings if the evaluations are done by a company rather than a government agency. For example, when the Bureau of Land Management (BLM) conducts an examination of mining claims, this is commonly referred to as a "validity examination," whereas it is an "economic evaluation" when performed by a company. Not only is there a difference in nomenclature in these evaluations, but there is a general lack of expertise in the Federal government on industrial minerals in general. A metallic mentality still prevails in the U.S. Forest Service (USFS) and the BLM. Because of this, many validity exams on industrial-mineral deposits commonly just skim the surface concerning economics and marketability. The BLM and USFS place a high amount of emphasis on past administrative case law pertaining to the validity of industrial minerals under the 1872 Mining Law and, rightly so, on marketability, which also is heavily addressed in case law. When the BLM considers marketability, only the marketability of a particular industrial mineral for only the primary use for which it was located is considered and any value-added markets cannot be included. The BLM defines marketability based only on the value of the mineral material in its in situ or raw state, rather than value-added through processing. Another difference in the evaluation of industrial minerals by government and industry is the question of by-products. When a company evaluates a mineral material it looks at all the markets. The BLM looks only at that market for that locatable mineral for which the claim was located. In other words, sales from non-locatable by-products cannot be used to support marketability or the prudent-man rule (i.e., oversize silica sand from a glass-sand claim being sold for construction sand, road base, fill, etc.). The question of reserves also can present conflicts. An industrial-mineral company will often try to identify all the reserves available for a possible future development. They must do this for financial backing and support from upper management. The BLM, however, will limit their validity examination only to those reserves that meet the prudent-man rule and marketability tests. The BLM will validate reserves sufficient to last 25-30 years, based on available market. The development of industrial minerals on Federal lands is a difficult process, and, if the 1872 Mining Law is changed, it could become not only more challenging but also more costly. The industry must become more tolerant of the mineral specialists in the BLM and the USFS. On the other hand, the government mineral examiners must become more aware of the importance of industrial minerals in everyday living, and the economic evaluation of these materials.

The microtunneling test program is one of three main elements of the research project, "Trenchless Construction: Evaluation of Methods and Materials to Install and Rehabilitate Underground Utilities." The other elements of this project include an evaluation and demonstration of horizontal directional drilling technology and pipeline rehabilitation systems. The research is a Corps and Industry cost-shared project funded under the Construction Productivity Advancement Research (CPAR) program. The laboratory partner is the U.S. Army Engineer Waterways Experiment Station (WES), Geotechnical Laboratory. The industry partner is the Louisiana Tech University's Trenchless Technology Center. Industry participants are contributing over half the total cost of this research. The overall objective of the CPAR program is to improve productivity in the U.S. construction industry, thereby enhancing the competitiveness of the U.S. industry in domestic and overseas markets. The Corps and other federal and state agencies will benefit by realizing reduced costs, enhanced safety and better products and services as the products of this research program are developed, tested, and pushed into the market place. The microtunneling demonstrations and evaluations were performed during September and October 1992 at a specially constructed test facility built at WES in Vicksburg, MS. The test facility is 104 m (340-ft) long, 5 m (16-ft) wide, and 4 m (13-ft) deep. It was constructed, ironically, by first excavating a trench into which 6 different types of soils were placed and compacted in approximately 18.3 m (60-ft) long sections. The soil profiles include a lean silty clay (loess), a dry sand, highly plastic buckshot clay, wet sand, clay gravel and silt. The interfaces between soil profiles were sloped to simulate mixed face conditions as the machines exit one zone and enter another, and provided challenges to ground control and alignment and grade control during these transitions. Moisture and density tests were performed on all materials in each lift to assure uniformity. Horizontal inclinometers and 3 levels of settlement plates were installed at key locations in the test bed. The settlement plates and rods and the horizontal inclinometers, together with surface survey points, provided data to evaluate settlement and heave along the test section. Penetration resistance was measured in each section of the completed test bed. Strain gages were installed in 8 of the 0.6 m (24 in.) diam. Hobas pipe sections to measure strains in the pipe as it was being jacked into place. Steering jack loads, jacking thrust loads, and cutterhead torque were also measured during the drives. The results of these tests will be used together with other information to develop guidelines for conducting feasibility studies and selecting proper methods compatible with anticipated conditions.
