Semimobile in-pit crushing and conveying (IPCC) systems can help reduce truck haulage in openpit mines by bringing the crusher closer to the excavation areas. Optimizing a production schedule with semimobile IPCC requires integrating extraction sequence, destination policy, crusher relocation, conveyor layout and truck fleet investment decisions. A mining complex with multiple mines and IPCC systems should be optimized simultaneously to find an optimal schedule for the entire value chain. An integrated stochastic optimization framework is proposed to produce long-term production schedules for mining complexes using multiple semimobile IPCC systems. The optimization model has flexibility to select the crusher locations and conveyor routes from anywhere inside the pits. The framework uses simulated orebody realizations to consider multielement grade uncertainty and manage associated risk. A hybrid metaheuristic solution approach based on simulated annealing and evolutionary algorithms is implemented. The method is demonstrated using an iron ore mining complex

GENERAL DESCRIPTION The undercut-and-fill method of mining was devel¬oped by Inco Ltd. in the Sudbury district of Ontario, Canada, to deal with abnormal ground conditions en¬countered in pillar recovery. Although it is now some¬times utilized as a primary stoping method, the main application continues to be in pillar recovery. In any mining method in which fill is employed, pillar systems tend to fail gradually as stoping pro¬gresses. As a result, most pillars are completely destressed and broken by the time pillar recovery com¬mences. Control of the back in such ground becomes a major problem and is contingent on local conditions as they exist in the workplace. In most mining methods, operations such as drilling, blasting, slushing, and tim¬bering can be readily assessed and the mining cycle pre¬dicted. However, in the mining of pillars with overhand methods, the time and effort required to maintain a safe back varies to a quite unpredictable extent. For years the square-set method was the most effective means available for pillar recovery. However, in areas where bad ground was encountered, square setting was a costly and sometimes hazardous method. As the tonnage mined from pillars increased, it was apparent that a safer and less expensive approach was required. Past experience indicated that the best way to deal with broken ground was to mine from the top down. Top slicing systems were examined but were rejected due to the major sub¬sidence which resulted. However, ideas generated from studying top slicing finally developed into the present method of undercut-and-fill. This method, which has almost completely replaced square-set mining, exhibits reduced costs, has improved safety and efficiency, elimi¬nates the factor of bad ground overhead, and allows a closer prediction of the actual mining cycle. The result is more accurate scheduling of pillar production. This factor is of increasing importance as the tonnage from pillar recovery increases in relation to total mine pro¬duction. Undercut-and-fill is a method of extracting a block of ore by mining successive cuts, working from the top down. After a cut of ore is completely mined out, lami¬nated timber stringers are constructed along the sides for the full length of the cut. Round logs covered by a wire screen are laid across the stringers to form a mat. The cut is then tightly filled with hydraulically placed cemented sand fill. Mining is then resumed on the cut immediately below the mat. As the cut advances, the timber stringers are supported by round timber posts seated on the solid bottom of the cut. Drilling, blasting, muck removal, and timbering operations are repeated until all the ore in the cut has been removed. At this time, another log mat is laid and the cut is filled. This sequence is continued until the block has been mined from level to level. The basic principles of undercut-and-fill can be adapted to a variety of mining situations. It can be applied transversely or longitudinally in ore bodies of varying width, that dip from vertical to flat lying. The method can be applied using conventional equipment or it can be mechanized through the introduction of small diesel or air-powered units for muck removal. Undercut¬and-fill is a selective method, ore recovery is high, and dilution can be controlled to an acceptable level. How¬ever, it is a high-cost, labor-intensive method and as such its use is restricted to areas where the less costly meth¬ods of ground support are not successful or where bulk mining methods are not adaptable. One basic require¬ment for undercut-and-fill is an adequate source of hydraulically placed cemented sand fill and a dependable sand plant and distribution system. The success of the undercut method is to a large degree dependent on the competence of the fill placed in each of the successive cuts. In theory, the weight of the fill on each cut is supported in part by the cemented sand itself as it binds to the rough sides of the mined¬out areas next to the pillar walls, and in part by the tim¬ber support. As mining progresses beneath the mat, a downward pressure is exerted within the cemented fill and a voussoir arch develops above the mat, across the full width of the cut. This supports the major portion of the load. The log mat and posts have a double func¬tion in that they carry the remaining weight not sup¬ported by the voussoir arch and in addition prevent any pronounced settling of the fill mass. Excessive settling breaks the bond between the cemented fill and the pillar walls, eliminating the arch effect and transferring the entire load to the mat and posts. The theory of a voussoir arch forming within the cemented sand fill mass is substantiated in practice by the fact that pillars have been mined from level to level with no more significant weight on the bottom cuts than was experienced on the top cuts. In effect, as mining progresses downward, there is no additional transfer of weight from previous cuts to the cut being mined. APPLICATION OF UNDERCUT-AND-FILL Because of their size, the Sudbury ore bodies are, for the most part, mined transversely and, to a considerable extent, by filling methods. Transverse stoping blocks are designed with 9-m (30-ft) crown pillars established be¬low each level and with stopes separated by vertical rib pillars. In past years, floor pillars were left above the level as well, but present practice favors the silling of primary stopes at the base of the rail. Rib pillars are designed to meet the ground control requirements of the primary stoping methods. Local conditions and past experience generally dictate their size. Historically, since the square-set method was to be used for recovery, rib pillars were designed to accommo¬date standard 1.7-m (5'h-ft) sets. A typical rib pillar is four sets wide [6.7 m (22 ft)] when located between two square-set or cut-and-fill stopes having a width of 8.4 m (27.5 ft). "Tunnel face instability is one of the most common issues in EPB tunneling. The evaluation of an ideal face support pressure is a critical element in the design and construction phases of EPB tunneling. In this study, measured tunnel face pressures in three EPB tunneling projects (University Link U230 and U220 projects and the Northgate Link Extension N125 Project) for Sound Transit in Seattle, WA are compared with the calculated analytical methods. This comparison shows that the analytical methods generally overestimate the required tunnel face support. The best practice for managing the face pressure in EPB tunneling operation is discussed based on the experience gained through these projects. Furthermore, the algorithm that is developed for identifying ground loss in these projects is addressed. INTRODUCTION Earth pressure balanced tunneling relies on using muck within the chamber to support the face. Muck is pressurized by controlling the advance rate of the tunnel boring machine and the speed of the screw conveyor. Target face pressure is typically calculated by using the geotechnical assumptions in the geotechnical baseline report. The concept behind EPB tunneling is that the application of sufficient face support pressure will prevent tunnel face instability and the resultant over excavation. Tunnel face instabilities caused by a lack of sufficient face support can lead to ground loss and surface settlement (Anagnostou & Kovári 1996, Kirsch 2010). A certain support pressure must be achieved to counteract water and earth pressure with an adequate factor of safety. While the water pressure can be predicted accurately, the determination of the resultant earth pressure on the face is less precise. This becomes manifested in the relatively high partial safety factors on the earth pressure."

Although much has been said about the high cost of exploration, both at home and overseas, little of a specific nature has been published on actual finding costs, if indeed such data has been developed. This contrasts sharply with our sister industry, petroleum, where finding costs for oil and gas are available for virtually any country In the world. The reason is largely attributable to the genetic complexity of the hard minerals, as opposed to petroleum, and the increasing difficulties we are facing in the search for new orebodies. We have available to us data on the annual exploration budgets of most of the major mining companies which show them to run into the tens of millions of dollars. My co-panelist, Dr. Walthier, Director - Corporation Exploration, St. Joe Minerals Corporation, New York, NY, summed up the feelings of many explorationists in a recent keynote address when he stated, "I would not recommend a mineral exploration program of a general nature in North America budgeted at less than three to four million dollars annually, spread over four to five years -- or smaller amounts for more years". We have the fact that many of the major companies now prefer to "buy into" a new mineral discovery, particularly overseas, because of the high-risk and high-cost of exploration. Is there, then, a place for the small investor, let us say with a budget of under $200,000 per year and, if so, where and how? This paper is directed toward the above question and is based on experience gained while managing a limited international exploration program, on a shoestring, over the past three years.

1. Theory of Wet Dust Suppression Techniques Wet dust suppression is the utilization of a liquid for the control, reduction or elimination of airborne dust, or the suppression of such dust at its source. Effective control involves: a. The confinement of the dust within the dust producing area by a curtain of moisture. b. The wetting of the dust by direct contact between the particles and droplets of moisture. c. The formation of agglomerates too heavy to remain airborne, by combining small dust particles with each other and with the droplets of liquid. From the standpoint of economy, availability and safety, water is the ideal fluid. From the standpoint of effectiveness, however, it leaves much to be desired. As a result, a tech¬nique has been devised in which very small percentages of specially formulated dust control compounds are blended with water to greatly enhance its dust suppression qualities. The terms "dust control compounds, wetting agents and surface active agents" are frequently used interchangeably. Although dust control compounds represent a specific type of wetting agent, a great many wetting agents are far from satisfactory for dust control. "Wetting Agents" is a broad category which covers such items as emulsifiers, solubilizers, detergents, foamers, penetrants, thickeners, etc. Dust control compounds, on the other hand, are carefully formulated blends in which one or more special surface active agents have been incorporated.

Good afternoon. I have entitled my talk "Investment for Progress," implying thereby a spark of friendly competition by private enterprise with such government-inspired foreign aid and investment programs as the Alliance for Progress. While the subject of foreign investment is hardly a new one, the perpetual flux of the political and economic surface of this earth we inhabit makes it forever timely and forever interesting. Especially do tremendous opportunities for international investment constantly present themselves to the mineral industry, and just as often must the industry approach these opportunities with a great deal of investigation and caution. This is not to say that the mineral industry--no less than any other industry--should be unenthusiastic about the foreign scene, but like everyone who proposes to put his money where his hope is, it should consider all the factors and weigh the possible disappointments as well as the rewards.

"Tunnel professionals should inform project stakeholders on the reality that tunnel projects are not 100 percent devoid of the need for excavations or public inconveniences during both design and construction phases. Competing stakeholder objectives to limit these disruptions must be weighed against the need to mitigate risks and to produce a constructible, operable and maintainable end product. Perhaps the approach we should take with stakeholders, also known as Authorities Having Jurisdiction (AHJs), is sharing memorable case studies that bring to life the potential risks so often buried within lengthy risk registers. This paper provides a sobering case study describing what can occur if the presence and/or location of utilities and other obstructions are not fully understood due to restrictions placed on exploration or mining operations. In this instance, the Microtunnel Tunnel Boring Machine (MTBM) encountered a buried concrete structure, followed by rows of abandoned wood piles, before finally colliding with an active high-pressure gas main under a bustling coastal highway. Multiple stakeholders imposed tight logistical and other work restrictions, compounding the difficulties experienced during the drive. However, the difficulties were effectively managed through the project team’s proactive collaboration and communication with everyone involved. INTRODUCTION Some of the most important decisions that influence the ultimate success or failure of a project may not be made by design engineers. Instead, these decisions are often made by project stakeholders and third-party agencies. Tasked with protecting the best interests of their users, these agencies are cautious of potential impacts associated with project construction and subsequent use. Unfortunately, actions required (or restricted) by stakeholders often result in unwanted ripple effects that negatively affect the very users they are trying to protect. For example, a mandate limiting a shaft site to an unreasonable size may be intended to reduce local business impacts, but may actually increase impacts as more supply and truck hauling is required."

Size reduction is very energy intensive and is the single most power-intensive operation in mineral processing plants. Research has shown that only a small part of the energy is utilized efficiently. One of the major thrusts of all equipment manufacturers has been to improve this efficiency. Choosing the right equipment to maximize energy utilization in any comminution application has always been the utmost criteria. Due to the high energy cost and depletion of good grade minerals, it is becoming essential to optimize all the subsystems within a given comminution system for the overall economic success of such ventures. Bradley Pulverizer Company of Allentown, Pennsylvania recognized this and started offering its Feeder Controller in 1988 for automatic feed control. After its first successful operation, Bradley made this as a part of all of their grinding system standard offering. It was also recognized that the Feeder Controller was just a beginning and more automation and controls would be required for an overall, efficient grinding system.

In assessing the future markets for a mineral from a producing district, three key aspects must be considered: 1) the future growth in markets, 2) the competitiveness of the district in terms of production costs and reserve adequacy, and 3) the competition from alternative sources of supply. This paper will focus on the first issue by developing a method of predicting the demand for phosphate from the trends in the major markets for phosphate products, primarily the fertilizer and agricultural markets. The paper will show how broad changes in the final end use markets for phosphate products have evolved over time and how this has affected the needs for phosphate rock. These trends are then projected into the future to make an assessment of future phosphate requirements.

This paper is presented from the viewpoint of the mill operator and maintenance supervisor. Its purpose is to highlight the things that have been accomplished by the mill designers to lighten the load for the maintenance superintendent and to reduce the overall costs for the plant operator. The complexity of plant design, the civil and structural engineering problems encountered when the satisfactory maintenance layout is accomplished are appreciated, and the writer is fully aware of the complexities of these problems. However, it is not the purpose of this particular paper to dwell upon these problems, nor to emphasize or de-emphasize the problems of the civil, mechanical and electrical engineers. It is simply that the paper will attempt to review what these people have accomplished in spite of the many technical problems. This paper then is prepared with the operator and maintenance people?s viewpoint. What is their definition of design for maintenance? It is the writer's interpretation that the various design concepts which mean improved maintenance are such items as (I) maintenance areas, (2) laydown space for maintenance materials in specific maintenance jobs, (3) the inclusion of bridge cranes in the plant and specific design of the craneways to accomplish flexibilities for the cranes, and (4) the location of the piece of equipment to allow maintenance people to work around the equipment - - - this specifically includes the orientation of the particular piece of equipment.

As with the slogans of Madison Avenue, catch words or phrases frequently become topical. Much is heard these days of the confrontation between governments of developing countries and international mining capital. In actual fact, sadly there are too few cases of anything as positive as confrontation because such an action at least signifies a dialogue which may begin badly but end up fruitfully. Instead we have in general a climate of indifference and fear with the mining companies of note marking off most of the developing world as being unsafe for investment. There is an unreal air to this damaging impasse. The common sense and objectivity which are prerequisites of positive action are lost in a swirling cloud of mythology, embraced largely by governments. Let us examine some of the dangerous misconceptions.

"Tunnel safety is evolving as science, engineering and technology make advances. Applicable safety codes and standards simply do not cover all the potentials of design, construction and operation. This paper reviews a series of tunnel projects code gaps in Seattle USA that were uncovered during the design and construction of a new highway tunnel, conversion of bus tunnels to combined road and rail tunnels, new rail tunnels using TBM and NATM, conversion of a road tunnel to light rail, and retrofit of an existing road tunnel to add lanes and improve safety systems. The perspectives of the ‘fire code official’ (Authority Having Jurisdiction) on methods to identify and resolve gaps in safety code and standard regulations, while garnering the consensus of the owner, designer, and contractors are presented. Additionally, the emergency responder command perspective on safe tunnel design, tunnel rescue during construction and operational safety is explained TUNNEL SAFETY EVOLUTION The underground has become nearly the only option to provide essential transportation corridors to continue our economic growth in key global areas. Tunnels are not built on a whim. Often significant portion of a regions wealth are invested to meet current, and hopefully future transportation demands. There are more transportation tunnels being built now than at any time in the planets history. The location of these tunnels is often selected for us based upon regional demand. Most commonly under densely populated urban centers and between populations’ centers to bypass geologic conditions like mountains and water bodies. Tunnels are being built in unforgiving soils, between tectonic plates, in extremes environmental conditions and often, under the very heart of the highest density population centers on the planet. All of these locations can bring with it conditions that challenge our common assumptions about safety. These extraordinary locations and soils create risks for both those constructing the tunnel, and in design engineering to meet the ‘minimum’ requirements at the lowest costs. There is lengthy history of above ground safety. Most countries and major local jurisdictions have adopted, or created safety requirements for the construction of above ground buildings. Through decades of use, these safety requirements have evolved, changed and been expanded to cover a wide gamut of actual and potential safety risks. However, the use of the underground for tunnel transportation corridors has grown exponentially with limited attention to safety requirements."

P.T. Inco has constructed a smelter to produce 45 000 tonnes (49 500 tons) of nickel per year as a nickel matte from the lateritic ores of Sulawesi, Indonesia. The facilities include mines, five screening stations, two dryers, three novel reduction kilns, three electric furnaces, three top blown rotary converters, and associated infrastructure of port, towns and a hydroelectric generating station. The screening stations and converters are unique in the industry. The problems encountered in the construction and operation of this complex facility in remote Indonesia are described.

After the systematic closure of Europe’s coalfields in the late twentieth century, the emphasis is now clearly on industry’s environmental legacy. One aspect of the latter is the longterm surface movement above abandoned coal mines. The analysis of satellite data shows that the subsidence lasts longer than generally assumed. However, a few years after the flooding of the abandoned underground coal mines, a new phenomenon was observed, i.e., the direction of the surface movement was reversed. The phase of upsidence has already lasted for several decades, and only future measurements will tell how long it continues. A key conclusion is that the regions with maximum subsidence do not necessarily correspond to the greatest upsidence. In other words, buildings and infrastructure are subjected to a different loading from this upsidence than during the subsidence phase. The longterm surface movements have an impact on vulnerable structures in the densely populated regions of the former deep coal mining areas in Europe. These movements create additional damage. This new knowledge is also relevant for mines that are still in operation or future mines that are planned.

Corrosion has long been identified as a potential risk to the long-term ground support stability due to degradation of internal ground support elements such as rock bolts but also to surface support from mesh, straps, bolt plates, and ancillary support of utilities such as hangers. The emphasis is to understand the corrosion mechanisms on the primary ground support elements and any supplemental steel or arch sets. The water and chemical processes from oxidation(rust), stress corrosion cracking, and even the electrical charge created during these reactions contribute to the corrosion of the steel support elements. The main goals are to mitigate the effects of corrosion and to be able to predict those areas of high water or high sulphide for potential rehab maps. It is also essential to identify and classify the visible corrosion as part of damage mapping and provide bolt testing to those areas of suspected internal damage from corrosion. This is important to get an estimate of the support longevity or expected life before rehab to minimize the overall cost of the operation.

In the USA, risk-based decision making has not been a common approach to tunnel safety in the past, but this is changing, as concepts such as “equivalency” in the NFPA 502 framework gain acceptance in the USA and elsewhere. In other regions, in particular in Europe, risk assessment techniques have been used for nearly two decades in many jurisdictions as an additional tool to complement the application of prescriptive guidelines and support decisions related to tunnel safety. After some initial difculties these methods are meanwhile a well-established element of tunnel safety management. There are several tools available which have been practically applied and further developed over years, such as the Austrian tunnel risk model TuRisMo, or the PIARC owned DG-QRAM model. Whereas TuRisMo is a holistic, system-based model, which is best suited to quantify and assess re risk and associated mitigation measures, DG-QRAM focusses on the risks related to the transport of hazardous materials. Depending on the objectives and the scope of the investigation and the regulatory environment tunnel risk assessment tools are in use for different purposes, mainly to demonstrate a sufcient level of safety and to decide on and select additional risk mitigation measures. The international eperience substantiates that the general approach is eible and that the methods and tools are mature and can be applied for different problems in different environments. First case studies like the risk study on conditions and permissibility of the transport of hazardous materials through the Eisenhower-Johnson-Memorial Tunnel in Colorado demonstrate the applicability of a risk-based concept for decision making in the US-American environment.

Truck fleet dispatching plays a crucial role in reducing operational costs and fulfilling operational targets in open-pit mining operations and is subject to large uncertainty arising from the operating cycles of trucks and loading equipment. This paper proposes a reinforcement learning-based truck dispatching system. Reinforcement learning is a machine learning area that deals with learning an optimal sequential decision-making strategy in an uncertain environment. An open-pit load-and-haul simulation is developed that also captures the truck movements and interactions in the shared road network, and a Neural Network is successfully trained to suggest truck dispatching decisions in a real-time manner.

The Pueblo Viejo gold/silver mine, located in the Dominican Republic, started production in early 1974 processing ores averaging 4 g/tonne gold and 20 g/tonne silver at a rate of 7,250 tonnes/day. The ore milled is a silicified siltstone with average work index of about 8 that occurs as an extensive oxide capping of a primary sulfide orebody. The sulfide ores are refractory to conventional treatment process and extensive research work is now in progress to develop a treatment process for them. The ore deposit has a long history having been mined by the indigenous Arawak Indians (for some time in the early sixteenth century) prior to the arrival of the Spanish and then by the Spaniards. In the early 1950?s, Italian engineers attempted to process the sulfide ores. Mining by the Indians and Spanish was abandoned because of low grade and little coarse gold in the oxide ores and by the Italians because of the refractory nature of the sulfide ore. In 1969, Rosario Resources geologists discovered that there existed sufficient reserves of oxide ore for a viable mining operation and accordingly, the plant was designed, built and brought into production.
