The ideal entering freshman for the College of Mineral Industries possesses the necessary aptitude to complete successfully a difficult technical curriculum, has a highly developed intellectual curiosity and adequate preparation in basic mathematics, sciences, and English, is enthusiastic about pursuing a career in the mineral industries, and puts forth a good academic effort while attending Penn State. The present programs of the University?s Division of Counseling and the College of Mineral Industries are directed toward providing the College with students who will meet these requirements. At present, freshmen are admitted to the Pennsylvania State University without entrance examination if they are in the upper two-fifths of their high school classes. All Pennsylvania students in the lower three-fifths are required to take the University Aptitude Test and all out-of-state students the College Entrance Board Examinations. Such students are admitted only if they score sufficiently high on either test to indicate the ability to do satisfactorily the work of University students. Only to this extent, are native intelligence and areas of greatest aptitude known for the Freshman prior to admission, and they are, therefore, largely beyond the control of either the Division of Counseling or the College of Mineral Industries. Because all freshmen, with exceptions that are numerically minor, are required to select a curriculum before admission to Penn State, each student who presents himself for required counseling during the summer, prior to his first semester, has already made a choice of his course of study. In many instances, such choices have been made without a rational and serious consideration of the student?s abilities and interests. Through tests given between the date of admission and the date of the counselling interview, it is possible to measure these characteristics and for the Division of Counselling to advise the student of his chances of success in his chosen curriculum. If he is qualified for the curriculum he has selected, Counselling Service goes on to direct the student?s attention to those other curriculums which are in the same general area as the one he has chosen and which will also challenge his abilities and correspond to his interests, Through this counselling, the curriculums of the College of Mineral Industries, which are often less well known to high school students than others for which they are no more qualified by ability or interest, are brought to the attention of the incoming freshman.

A mobile-modular carbon adsorption mill design and operation for small to medium sized heap leach precious metal mines is presented. In the mobile-modular strategy, charcoal columns with adsorbed metal move from small strategically located carbon adsorption loading stations to a central stripping facility and back. The design has many advantages: 1) It scales-up from pilot plant to full production. 2) It has low capital requirements. 3) Operational costs are competitive with other systems. 4) Mill production can react quickly to changes in ore grade or property area. 5) The solution circuits are simple and easy to maintain. 6) Charcoal damage is reduced.

Designing an underground nuclear waste repository is a complex process. Although many decisions are involved before the design is complete, the first three--what the target horizon is, what the underground boundary is, and where the entry point will be located--are important because they establish the basis for the entire repository design. Even more important than these decisions, however, is the data on which the decisions are based. Because the current data are limited, an aggressive data gathering program is needed during the next design phase to augment information about the intricate interplay among all facets of the repository design and the geologic medium in which the proposed repository is to be developed. Although unique to modern engineering enterprises, the challenges involved in designing a repository in the unsaturated zone are within current technology and engineering practices.

"The Riyadh Metro, commissioned by Arriyadh Development Authority “ADA” - the executive arm of The High Commission for the Development of Arriyadh -, forms part of a new public transport-system of Saudi Arabia’s fast growing capital city. The Design & Build project consists of 176 km of Metro Line with 57 km of tunnels. Beyond the Design and Construction, an additional aim of the ADA is to introduce up-to-date methodologies and improve safety in construction projects. A systematic dilapidation survey of buildings and infrastructures was a prerequisite for designing the required instrumentation and monitoring tools. Site investigations required of existing methodologies and the use of geophysical methods for achieving reliable results. Large diameter TBM tunneling is challenging in hot weather conditions and karstic ground. The present paper shows how modern technologies for underground construction are introduced into the local industry and gives an outlook on future projects in the Kingdom of Saudi Arabia. INTRODUCTION Riyadh, the capital city of the Kingdom of Saudi Arabia, is a fast growing city with more than 5.7 million inhabitants. The growth of the city is linked to the recent history of the Kingdom, where some initial milestones from the 1950’s can be highlighted: Revenue generation from the exportation of oil from the Kingdom; downstream investment of oil revenue in the reconstruction and development of the Kingdom; a general plan for the settlement of the Bedouins; the provision of a public electricity network for the city; the opening of the Riyadh - Dammam railway corridor providing a link from the capital to the Eastern Region; the commissioning of Riyadh airport (converted to Riyadh airbase, after the opening of King Khalid International Airport in 1983); and the relocation of ministries and other central government agencies in 1955. In 1974, The High Commission for the Development of Arriyadh was established as the organizational, planning, executive and coordinating body responsible for the development of Riyadh. Arriyadh Development Authority “ADA”, established in 1983 is the High Commission’s executive, technical and administrative arm. The ADA is responsible for implementing the High Commission's organizational, planning, executive and coordinating decisions and missions. The ADA’s president is a member of the High Commission (ADA 2015). One of the remits of the ADA is the preparation and execution of a transport plan for the city of Riyadh."

It is a distinguished honor for me to have this opportunity, and I am highly appreciative of this distinction. The beautiful surroundings of Gatlinburg and the pleasantness of a summer occasion are a wonderful tonic for all of us, yet they should not blind us to the seriousness of our Industry's problems No doubt, because of my past appearances before members of the Society of Mining Engineers, at which I discussed wholly scientific topics, or research in the Applied Sciences, you may be expecting me to revert to these subjects. But I intend to venture in a field that is new to me, yet old to all of us, the field of Economics.

In the spring of 1991, Western Aggregates, Inc. began operating the newest expanded shale lightweight aggregate operation in North America. The operation is located in Jefferson County, Colorado, just south of Boulder, at the sight of the former Ideal Basic Industries ("Idealite") lightweight aggregate plant, which was decommissioned in 1975. The "new" facility has been built to principally serve the Denver and Front Range markets, as well as ship products into other locations in Colorado, Wyoming, New Mexico, Kansas and Nebraska. Western Aggregates is a wholly-owned subsidiary of Inco U.S., a subsidiary of Inco Limited of Toronto, Canada. Inco Limited is the free world's largest producer of nickel and is a leading producer of copper, cobalt, gold, silver, and platinum group metals, high nickel and super alloys, and specialized engineered products. Inco is constantly seeking new mining related investments that leverage off its mining and processing skills and that meet corporate fmancial objectives. Construction materials are an area presently being pursued by Inco. The basic 'building blocks' of society, from a construction perspective, are sand and gravel, stone, and aggregates. To the vast majority of people these are natural products that are mined, quarried or dredged, and other than washing, screening and crushing, are generally used in their primary form. While these materials vary from quartzite river rock, to calcified limestone, to hard basalt, they are generally classified as "heavy" aggregates. There are, however, other types of aggregates that do not fall under the "heavy" classification, but are used in general construction activities just the same.

In 1959, The Australasian Institute of Mining and Metallurgy (Aus. I.M.M.) was asked by the Federal Government of Australia and the State Government of South Australia to join in the formation and management of a new contract research organization which was subsequently named The Australian Mineral Development Laboratories (Arndel) ? This body was formerly the Research and Development Branch of the South Australian Department of Mines which had been set up to develop the Radium Hill uranium deposit. It had then gone into contract R&D and the State felt that it would be more appropriate for the Branch to become a separate national organization. The Aus. I.M.M. decided that a professional institute could not participate directly in Arndel and, as there was no other suitable industry group to do so, it formed the. Australian Mineral Industries Research Association Limited (AMIRA). AMIRA held its first Annual General Meeting in September 1959 when the first Council was elected and the Memorandum and Articles of Association were adopted. The initial task of AMIRA was to raise guarantees of work or cash from its members to underwrite Arndel for the first five years of operation. The Federal and State Governments also provided guarantees and Arndel commenced operations in January 1960.

The title of this talk has brought some interesting responses - even before it was written - from different parts of the country. A geologist from the Western U. S, was deeply concerned with recent layoffs in his profession and the employment situation in general and wondered why "the AIME wasn't doing anything for the benefit of its members." A petroleum engineer in Texas said that a group in his field were studying "professionalism" and their professional status and wondered if there were any words of wisdom for him. A mining engineering professor from the East pointed out that the National Science Foundation did not include mining engineering as one of its recognized fields in one of its equipment funding programs. These are just a few examples of reactions received to date, but they serve to illustrate the broad image that the title has meant to various people. Actually the term profession is defined by Webster as "a calling requiring specialized knowledge and often long and intensive academic preparation." The word encroach means "to enter by gradual steps or by stealth into the possessions or rights of another", or "to advance beyond desirable or normal limits." The intention of this paper, as originally conceived and requested by the program chairman, was to combine those two words literally and talk about how the professional standing of mineral engineers is being eroded from people outside the profession. But the amazing preliminary response suggests that it may be timely to broaden the discussion by including some comments about professionalism in general. In the paper the terms "mineral engineer" or "mining engineering" are used frequently, but it should be clearly understood that much of what is said is valid and is intended for all fields covered by SME and perhaps for AIME in general.

This paper describes six basic stages between perception and production for a new sand and gravel deposit. Sand and gravel, like many of our natural resources, is taken for granted. It is assumed by John Q. Public that because sand and gravel is ubiquitous that it is available whenever and wherever needed - so long as it does not have to be mined in his neighborhood. This idea illustrates one of the enigmas of the industry, the fact that sand and gravel is abundant; however, its availability is another matter. Another problem is that this resource falls in the category of high volume, low profit materials; therefore, transportation costs are critical. Transportation roughly doubles the cost of these materials. It is not difficult to find sand and gravel, at least in Michigan. The problem is to locate a new source close to a market, near an adequate transport route (usually a highway) and in an area which will allow mining.

Mountain tunnels are generally considered to be stable during earthquakes, however, it is known that the portal areas are prone to seismic damages. Characteristics in portals such as the location of the slope, modulus of ground deformation, and the change of overburden are different for each tunnel, and damage degrees are unclear. In this study, we reproduced the seismic behavior to investigate the effect on the tunnel portal by considering some parameters above, using simple static model tests and numerical analysis. As a result, the conditions of the slope condition and minimum distance from slope was confirmed to influence on the mechanical behavior of the tunnel portal during earthquakes.

The development drilling program of the Copper Cities mine indicated that the molybdenum content of the ore would be about 0.011% MoS2' The molybdenum content of the Miami mine at the same time was about 0.025% MOS2' The Miami mill had a very successful molybdenum operation which used bleeder turbine steam from the Miami power plant for the steaming operation. The much lower grade of the Copper Cities ore, the absence of a source of low cost steam and the use of sodium aerofloat as the copper collector which Miami experience indicated did not respono readily to the steaming technique made very doubtful the success of a similar operation at Copper Cities. However, the relatively few pounds of copper that could be recovered from the low grade Copper Cities heads made very desirable the recovery of the molybdenwa,as a source of additional revenue. Accordingly, shortly after the Copper Cities mill began operation, a research program was instituted to develop a suitable method of molybdenum recovery. This program explored first, the successful steaming process then in use at Miami and as expected, found it unable to decompose the sodium aerofloat copper collector. The known chemical depressants were then tried without much encouragement. Finally the copper concentrate was dried, not roasted, to 2-3% mOisture and this along with sodium ferro-cyanide and cyanide resulted in sufficient copper depression that a final molybdenum concentrate containing 1.0% CU could be made. The U.S. coal mining industry consumes a significant amount of energy, primarily diesel fuel and electricity. The continuous global increase in energy demand, high energy prices and environmental issues related to carbon dioxide emission represent a substantial challenge for the mining industry. This paper presents the result of research on development of an integrated data environment system for analysis of energy consumption in a surface coal mine. A case study on an operating surface coal mine is carried out to demonstrate the practical application of the developed system. The research work presented here may be used by mining professionals to help provide the answers to the crucial questions of when, where and how much energy is being used. This developed system represents a framework for efficient management of energy consumption.

INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company's goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company's goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. According to recent estimates, nearly 30 percent of the material from underground coal mining in the United States is rejected on the surface as waste. This accumulation of almost three billion tons of coarse and fine coal refuse is primarily from coal cleaning operations. The marketable coal is intermixed with sandstone, clays, shales, and carbonaceous rocks, which must be removed and disposed of in an acceptable manner. The disposal of mineral wastes is a major environmental concern. The most common types of environmental problems associated with coal refuse disposal are acid formation, erosion, and sediment control. Other areas of concern include air and water quality, combustion control, mine sealing, and reclamation. This paper focuses on these topics and attempts to outline special environmental features which can be incorporated into the design and construction of a coal refuse facility. Often these measures can minimize and possibly eliminate the potential environ- mental hazards. It is imperative, however, that these measures be adopted prior to and during construction, because of the relative ease and cost savings compared to post-construction implementation.

It is unlikely that improvement in truck efficiency and capacity can fully offset the effects of inflation, fuel cost/shortages, and increasing haul distances as in the past. Therefore, investigations of haulage systems less sensitive to these problems are warranted. Thus, this Bureau of Mines contract research study on alternative continuous haulage systems was prepared. This study identifies the physical, economic, and technological parameters in the application of continuous haulage systems with special attention to under pit slope conveyors and skip hoisting systems. The evaluation data were gathered from extensive literature searches, European/North American mine visits, and industry comments. The study concludes that continuous underground haulage is a viable method within the proper geometric configurations.

Compressed air energy storage (CAES) has been initiated recently in West Germany with a 290 MW peaking-power facility utilizing twin cavities with volumes of 150,000 m3 each in the Huntorf salt dome (1). The implementation of CAES in several geologic media is being studied carefully in the United States (2); however, the use of cavities for CAES in salt domes or salt anticlines and the associated long-term stability of these cavities is the specific topic of this paper (3). The cavities represent an essential element in a CAES plant, and thus should be designed and operated to perform with "stability" over the planned life of the overall facility. As employed herein, cavity stability implies the extent to which an acceptable amount of cavity storage volume can be utilized with economic maintenance over the planned life of the overall facility. In this sense stability is relative to the planned use of a storage cavity. Figure 1. depicts the salt deposits of the United States (U.S.) (4). The Gulf Coast region includes the only confirmed salt dome basin in the U.S., although salt structures also exist as anticlines in the Paradox Basin of Utah and Colorado. Because of the relatively small amount of elevation change within the Gulf Coast, CAES in salt dome cavities appears to hold considerably more potential for energy storage in this region than more traditional "pumped hydro" systems.

Stopewall or room closure can be a problem in nining operations. In some mines, wall closure causes ore passes and nanways to collapse when they are enclosed in nine fill. When this phe- nomena occurs, heavy ground and, or, rock bursts frequently happen. Often, ground problems become progressively worse as mining in the stope block progresses toward the upper level. The sill and pillars in the level above may experi ence heavy ground and bursts. Sometimes the conditions get so bad in the stope that it is unsafe to mine the ore, so the stope is abandoned and the ore is lost.

In February, 1976, Ranchers Exploration and Development Corporation obtained an option from Foote Minerals, Inc., to evaluate reprocessing of two uranium tailing piles. Foote received ownership of the Naturita and Durango tailing piles in 1967 through the purchase of Vanadium Corporation of America. The option was exercised in November, 1976, after initial testwork proved that a viable extraction technique existed. Preparation for production at Naturita began immediately with engineering and en¬vironmental permitting proceeding simultaneously. Production began in December, 1977, just 22 months after acquisition of the property and-was completed 17 months later.
