To achieve these goals, mine operators must be involved in every step of the machine procurement process. Several factors are involved in making the machines operate economically and efficiently: -Prudent engineering. -Proper planning. -Realistic feasibility studies. -Effective specification. -Thorough training of the mine personnel.

This paper examines the likely productivity improvements that have resulted from the introduction of technological advances in underground coal mining during the decade from 1977 to 1987. Included in these advances are the changes in longwall mining; the introduction of larger, more reliable, more repairable continuous miners and shuttle cars; the introduction of remote control and flooded-bed scrubbers; supersections; and other improvements. Procedural improvements are also examined and quantified, the unexplained gains in productivity are attributed to??other factors", among them an increasing maturity of the work force, stabilization of the mining laws, increased labor-management co-operation, and economic urgency.

This paper describes the mechanized narrow vein cut-and-fill approach used for the Deep Copper orebody at Falconbridge Limited's Strathcona Mine. Strategies for achieving high productivity while maintaining ground stability at depth and controlling dilution are discussed, including the use of mini-electrohydraulic drilling equipment, containerized truck haulage, consolidated rockfill placement techniques, and a miners' incentive system.

Use of radio frequency identification (RFID) technology to solve informational needs in isolated and restricted underground mining environments will be reviewed, giving specifications of some past and currently available systems. The advantages and disadvantages of using various frequencies, system configurations, and specific components, including their construction standards and capability, will be discussed. The remaining challenges to more widespread use of RFID systems for personnel and vehicle tracking will be identified, and recommendations concerning operating environment capabilities will be detailed. Finally, the ultimate requirements for maintaining system integrity during and following a coal mine emergency will be discussed.

The movement of solid particles in a liquid represents an area of interest in many fields of science and technology. Knowledge of the behavior and characteristics of solid-liquid suspensions is of great importance to many areas of mineral processing. In order to characterize a solid-liquid system, the following factors must usually be considered: a) density of the liquid b) rheological properties of the liquid c) density of the solid particle d) size and shape of the solid particle e) volume fraction of solid particles f) relative motion of solid particles and liquid phase Other variables such as the effect of the containing vessel walls, Brownian movement, inter-particle friction, fluid slip and electrostatic effects, are important in special circumstances. Thus it is evident that a complete theoretical treatment is not possible covering all situations. Studies of the kinematic behavior of solid particles in a liquid have been approached by two methods: 1) Assessing the movement of a single particle and extrapolating to a multi-particle system; 2) Modifying the continuum mechanics of single-phase liquids in such a way as to account for the presence of solid particles. The first approach in general utilizes the method of particle mechanics. Extension to a multi-particle system gives rise to very complicated mathematical computation. The creeping motion equations do, however, furnish a practical, useful basis for achieving a uniform treatment and a better understanding of the phenomena. This approach is useful in the study of sedimentation and hindered settling processes.

The U.S. Department of Energy (DOE) is responsible for siting and constructing a licensed geologic repository for commercially generated high-level nuclear waste. Within DOE, the Office of Civilian Radioactive Waste Management (OCRWM) Program has this responsibility. To accomplish this mission, the OCRWM Program is engaged in a multidisciplined effort to identify, qualify, and develop repository sites. The current strategy of the OCRWM Program is to identify candidate repository sites in basalt, tuff, and salt and to develop exploratory shafts at those sites. Within OCRWM, the Salt Repository Project Office (SRPO) identified the salt site for the development of exploratory shafts. The proposed Exploratory Shaft Facility (ESF) in salt will have several primary purposes. The shafts will provide access to the reference repository horizon to permit in situ testing of the salt horizons in order to satisfy the following data acquisition needs: • Verification of the salt repository design parameters and validation of performance assessment models • Demonstration of the constructibility • Capability to adequately seal penetrations into the salt An exploratory shaft is required by 10 CFR Part 60 for the conduct of in situ testing at depth prior to submittal of a license application for construction authorization of a repository. Therefore, construction of an ESF will also facilitate the licensing process.

Experimental animal studies comparing asbestos and non-asbestos varieties of tremolite indicate tremolite asbestos is markedly more carcinogenic. By direct analogy, the differences in carcinogenicity between tremolite asbestos and non-asbestos prismatic tremolite should be the same for the other types of amphibole that also crystallize in the asbestos and non-asbestos habits. The earliest of the experiment animal studies, done more than 25 years ago, have design limitations by modern standards including the use of injection or surgical implantation as the route of administration rather than the more relevant route of inhalation. However, the differences in the carcinogenicity of amphibole asbestos and non-asbestos amphiboles are sufficiently large to be clearly discernable even with the study limitations. Together with later studies on these and related minerals, there is strong evidence of a much lower hazard associated with the shorter, thicker fibers of the non-asbestos amphiboles, than is found for the asbestos analogues of the same mineral. It is possible that the non-asbestos amphiboles are no more hazardous than other silicate minerals widely considered nuisance dusts. © 2007 Elsevier Inc. All rights reserved. Chemical oxygen supplies have been used for nearly 60 years, with their greatest application during the last 25 years. They are of two types, the superoxides and chlorate "candles", The superoxides are demand chemicals, responding to the needs of the user and to supply oxygen and remove carbon dioxide. Chlorate candles are formed solid element which furnish oxygen only and do not remove carbon dioxide. Properties of these materials will be described, with comments on the respiratory requirements of a man under various workloads, types of equipment which use chemical oxygen, comparison with other systems and potential application to an underground mine survival system.

Heat and humidity buildup withn refuge alternatives (RAs) may expose occupants to physiological hazards such as heat stress. The Mine Safety and Health Administration (MSHA) regulations require RAs in underground coal mines to provide a lifesustaining environment for miners trapped underground when escape is impossible. RAs are required to sustain life for 96 h while maintaining an apparent temperature (AT) below 95 °F (35 °C). The National Institute for Occupational Safety and Health (NIOSH) tested a 10-person tent-type RA, a 23-person tent-type RA, and a 6-person metal-type RA in its underground coal mine facilities to investigate the thermal environment over a 96-h period. The test results showed that mine air and mine strata temperatures surrounding an RA occupied by simulated miners (SMs) increased over the 96-h test period. The test results suggest that RA manufacturers should consider this increase in temperatures when calculating and evaluating RA components during surface and laboratory tests. The findings can equip stakeholders with additional considerations for calculating the interior heat and humidity temperature profiles for occupied RAs not tested in situ.

At least one US senator believes that the events of Sept. 11, 2001 made many citizens see the need for the country to become more self-reliant on its growing energy needs. Even before that tragic day, however, the Bush administration was making a strong push to open up more public land for energy and natural resource development.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. A macroscopic approach integrated with microscopic analyses for wettability characterization is presented. Wetting depends on 1) Contact between the dust and the fluid droplets, 2) Wettability of the particles by the wetting fluid, and 3) Wettability rate (due to low contact times). The goal of this paper is to show that the wetting rate is a significant factor in dust control. Samples from the roof, three different horizons of the coal seam and the floor were pulverized to less than 25 µm. Experiments were conducted with known wetting fluids to correlate surface tension and equilibrium wettability. Further analyses were performed in terms of surface charge (zeta potential), particle size, mineral composition, elemental composition, and quartz content. The surface tension reduction was also achieved by the use of chemicals and/or altering the temperature of the water. Two methods were used to evaluate wettability rates: a) near real-time comparison of wettability rates, and b) comprehensive evaluation of the intrinsic wettability rates. The data obtained provides meaningful insights towards the design of engineering controls for an economical solution to dust control in coal mines.

Graphite is soft and easily floatable but it is quite difficult to obtain high purity concentrate at coarse sizes. Chemical treatment can produce high grade concentrate but it is an expensive process. Graphite containing plus 96% fixed carbon (FC) with coarse flakes commands high price in international market. Such graphite concentrate containing plus 96% FC was produced in Indian Bureau of Mines (IBM) by using newly developed reagent (mixture of different hydrocarbons and terpenes, IBM/D7) instead of commonly used frothers viz. pine oil, MIBC, kerosine etc. and regrinding in a special type of mill with special grinding media instead of grinding in a conventional ball/ rod mill followed by cleaning. Both the new reagent (frother) and special grinding media are inexpensive and readily available. The process is under patenting. This paper focuses application of this new grinding methodology for flake size protection, and the new reagent for selective flotation of high purity graphite.

The Cutoff grade optimization is very critical to the open pit production scheduling. In case of single mineral deposits, algorithms have been developed for determining cutoff grade policy that maximizes the net present value (NPV) of yearly cash flows. For deter-mining the cutoff grade policy for projects with two minerals including stockpiles the problem becomes much more complex. The purpose of this paper is to present fundamentals of a generalized cutoff grade optimization algorithm that will maximize the NPV of a project subject to mining, milling, and marketing constraints. Benefits of the methodology developed are demonstrated on three different case studies.

In 1994 Western Mine Engineering, Inc., (WME), which is now InfoMine USA, Inc., set out to build a suite of stand-alone software programs that would provide their clients the means to estimate the costs of developing and operating mineral exploitation projects. After the first program (Sherpa for Surface Mines) was completed and launched, the developer (me) left WME to form Aventurine Engineering, Inc., in order to complete the series of applications. In the years since, four programs have either been developed or upgraded and enhanced. Applications were produced that estimate the costs of underground mining, placer mining, and project site reclamation. In addition, an application specifically designed to evaluate the economics of these projects, which was based upon a program previously developed for WME by Bill Willoughby of Willoughby & Associates, was redesigned and the code updated to a MicroSoft compatible platform. All these programs follow an engineering-based approach to cost estimating. Instead of relying on rules-of-thumb and statistical averages, they calculate all of the engineering and operational parameters needed to estimate costs. The premise is that the uncertainty associated with cost estimates should lie with the data available for the resource, not the approaches used to design and estimate the associated design parameters. In other words, it is acceptable that items such as the resource grades, deposit dimensions, ore and wall rock characteristics, and mill recovery rates carry with them some uncertainty, but parameters such as loader bucket capacities, truck speeds, pump horsepowers, hoist velocities, and grinding mill diameters can be calculated (although uncertain data might be used in those calculations). No additional uncertainties should be introduced because the cost-estimating procedure relied upon statistical manipulation or anecdotal inaccuracies. To that end, the programs rely upon calculation-based approaches to selecting and sizing machinery, assigning the required workforce, and determining the extent of the consumables needed to recover mineralized material at a rate defined by the client. And while calculation-based software is not unusual, more modern approaches work toward the development, accumulation, and manipulation of data. INITIAL CONDITIONS AND PROJECT GOALS In 2016 we had five separate programs completely disconnected from one another. Each was written in VisualBasic, a language that was falling from favor. In essence, the status in 2016 was a series of stand-alone programs (Figure 1) in which results from one needed to be manually entered as input into another.

Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. IN THE BEGINNING Contrary to popular myth, the personal computer can trace its roots back to a time before 1981 and the IBM PC. The seeds of the personal computer revolution were probably founded in 1975 with the release of the Altair (kit) personal computer, first advertised in Popular Electronics. June of 1975 marked the beginning of the Homebrew Computer Club in San Francisco. The founding membership list of the Homebrew Club now reads like a "Who's Who" of those involved in the early development of the personal computer industry. The Apple I computer was created by Steve Wozniak in early 1976 from the newly manufactured MOS Technology 6502 chip. It had 4,000 bytes (4K) of Random Access Memory (RAM] memory, a revolutionary amount of memory in 1976. Another early pioneer, the Commodore Pet computer, was another 6502 machine, but with 8K of memory. Tandy Corporation made its name in the hobby industry with leather kits. They embarked on a new path with the production of the TRS-80 line of personal computers. Most were based on the Z-80 chip, but again, were memory limited. A number of other Z-80 based systems followed later, including the Osbourne and the KayPro Computers. These systems were based on the Digital Research CP/M operating system and had a maximum of 64,000 bytes of memory (64K). The Apple I1 Computer appeared in 1977. Newer models of the original Commodore Pet and an Atari computer followed. These machines were also limited to 64K of memory addressing, and the early models typically shipped with only 16K, 32K, or 48K of memory. The Z-80 and the 6502 were the first truly commercialized CPU chips touting boxes with key- boards, monitors (sometimes a TV), and the ability to expand (peripheral slots for serial communications, centronics parallel communications, etc.1. They all shared one technology, audio tape as a storage media. The use of a portable tape recorder provided inexpensive, if not always reliable, magnetic storage. The tape recorders were typically finicky and required patience to use. Adjustments to the volume control were often needed to find "just-the-right" setting for loading or saving information. This kept the personal computer from being accepted in many markets, and gave it a reputation as a hobbyist or experimenters' toy. In early 1979, Steve Wozniak finished the design of a floppy disk drive and controller. This was a revolutionary design which reduced the "then" standard number of controller chips from fifty-plus, to just eight. With the advent of an affordable floppy disk drive mechanism, the personal computer was about to gain respectability. From a business standpoint, it was now possible to save and reliably retrieve business information. It also provided a superior means of distribution for commercially created software. Commercial software became a commodity rather than an oddity.

Since our firm was established by Mr. Price in 1937, we have followed an investment philosophy which is based on the belief that investment in growth stocks is the most assured way of achieving superior, long term investment accomplishment. There are many criteria that we use to select growth companies but the most important is a combination of superior management operating in an industry with above average growth potential. This growth stock approach is the cornerstone of our investment strategy for two of the three mutual funds sponsored by the Price organization and for our private clients. However, during the past 5 years we have seen inflation accelerate due to a variety of factors including the inability of our government to meet seemingly unlimited needs with limited revenue sources. While there might be temporary periods of price stability, we believe that inflation will still continue to be the investor's greatest problem in future years. Our conviction that inflation would increase combined with the acceleration of inflation in the late 1960s stimulated an intensive investment research effort, on our part, to identify those companies with strong natural resource bases -- who own or control large, secure, and low cost tangible assets. Over the longer term and in an environment of a depreciating dollar some of these firms should be able to develop and sell these assets at higher prices. While we still believe that investing in growth companies is a sound investment strategy to offset inflation, we also believe that certain natural resource companies will show well above average investment performance. In the newest Price mutual fund, The Rowe Price New Era Fund, we have, as a matter of policy, placed a large portion of the portfolio in natural resource companies.

Success of the Gold Line Eastside Extension rail tunnels in Los Angeles has prompted Metro?s planning for two new rail lines to include underground alternatives. The Westside Extension Transit Corridor alternatives include up to 17 miles of subway to be constructed in soft ground. The routes will require construction in Los Angeles? ?Potential Methane Zone,? not considered for subway construction until recently. Slurry face TBMs will likely be specified. The Regional Connector, through the downtown area, includes one underground alternative with 1.7 miles of tunnel as well as three underground stations in soft ground and rock. Challenges will include tunnel and station construction under narrow streets. This paper will describe the alternatives, planning, geologic conditions and tunneling concepts for both planning studies.
