"The International Tunnelling and Underground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. Next year, the ITA will be holding its annual World Tunnel Congress (WTC) in San Francisco, CA, April 22-28, 2016. The ITA’s mission is to be the leading international organization advancing the entire industry and promoting the use of tunnels and underground space through knowledge-sharing and application of technology. This article updates a series of articles about the ITA prepared in 2007 by Harvey Parker, former president of the ITA, in anticipation of the next WTC in San Francisco.ITA accomplishes its goals through a range of activities that includes organizing conferences, workshops and meetings, working group and committee studies, training, experiments and other activities. ITA is also involved in the publication of proceedings, reports, and guideline documents as well as facilitating interaction among its membership and with sister organizations and decision makers. ITA currently includes 73 member nations and several hundred affiliate members, including 15 prime sponsors and 63 supporters. ITA’s membership is comprised of member nations as well as sponsors and affiliate members.The United States has had a prominent role in ITA since its 1974 inception, when it was formed as a result of a worldwide survey conducted in the early 1970s by the Organization for Economic Cooperation and Development (OECD). Bill Lucke, from the U.S., who was in charge of tunnels for the U.S. Federal Railroad Administration, was a member of the organizing committee that created ITA and became a vice president of ITA. "Tests were conducted to determine properties of four foam agents for their potential use in longwall mining dust control. Foam has been tried in underground mining in the past for dust control and is currently being reconsidered for use in underground coal longwall operations in order to help those operations comply with the Mine Safety and Health Administration’s lower coal mine respirable dust standard of 1.5 mg/m3. Foams were generated using two different methods. One method used compressed air and water pressure to generate foam, while the other method used low-pressure air generated by a blower and water pressure using a foam generator developed by the U.S. National Institute for Occupational Safety and Health. Foam property tests, consisting of a foam expansion ratio test and a water drainage test, were conducted to classify foams. Compressed-air-generated foams tended to have low expansion ratios, from 10 to 19, with high water drainage. Blower-air-generated foams had higher foam expansion ratios, from 30 to 60, with lower water drainage. Foams produced within these ranges of expansion ratios are stable and potentially suitable for dust control. The test results eliminated two foam agents for future testing because they had poor expansion ratios. The remaining two foam agents seem to have properties adequate for dust control. These material property tests can be used to classify foams for their potential use in longwall mining dust control. IntroductionAbout one-half of U.S. underground coal is produced by longwall mining, which allows for mining high volumes of coal but generates significant amounts of coal mine dust. This can lead to overexposures for longwall miners and possibly occupational respiratory diseases, including black lung and silicosis, which have no cure and can be disabling or fatal. The only method to avoid these occupational illnesses is through elimination of exposure to respirable coal mine dust and crystalline silica (quartz). The current occupational exposure limit for respirable coal mine dust is 1.5 mg/m3 during each shift that a miner is exposed in the active workings of the mine or in mine facilities (Mine Safety and Health Administration (MSHA), 2015a). When respirable quartz is present, the mine must maintain average concentrations at or below 0.1 mg/m3. If the mine exceeds the 0.1 mg/m3 respirable quartz dust concentration, then the applicable respirable dust standard is reduced, calculated as 10 divided by the percent quartz present (MSHA, 2015b)."

In collaboration with Kennametal Inc. and corry rubber corporation, the U.S. National Institute for Occupational Safety and Health (NIOSH) developed a drill bit isolator to address noise overexposures associated with roof bolting machines in underground coal mines. NIOSH laboratory studies confirmed that the drill bit isolator reduces noise during drilling. Field studies were needed to confirm that a noise reduction could be obtained under working conditions and that the device was sufficiently durable. This paper reports results of field tests of the device conducted at five underground coal mines. Noise reduction was assessed by comparing the operator?s noise exposure during drilling with and without the drill bit isolator. Durability was assessed by recording the number of holes and total feet drilled with each bit isolator until either the test period ended or the device failed. The results from these tests showed that the device is an effective noise control in a mine environment. The field-tested drill bit isolators provided a noise reduction of 3-5 db(A). Of nine devices tested for durability, five exceeded 610 m (2,000 ft) drilled and two exceeded 762 m (2,500 ft) drilled before failure. Durability issues found in the field tests led to final production optimizations that have resulted in a commercially available product for drilling with 35-mm- (1.3-in.-) diameter roof bits and hexagonal drill steels.

"Each January, tunneling and underground professionals gather in New York City for the George A. Fox Conference. The one-day event offers attendees the opportunity to listen to their peers outline what’s new in the underground construction industry, get updates on major projects in North America and have a chance to catch up of old friends.The conference is put on by the Underground Construction Association of SME. This latest conference attracted about 370 specialists in the industry. The theme for this year’s event was “Water Tunnels, Past, Present and Future.”The technical session included talks focused on major tunneling projects, including the massive California Water Fix program and the Massachusetts Water Resources Authority (MWRA) Metropolitan tunnel redundance program in Boston. The conference also included an update on the Gateway Project from Phil Rice from WSP and Mahammed Nasim of Amtrak as well as a Tunnel Industry update.The following is a sample of a few of the presentations. Technical presentationsDEP’s Tunneling Program Evolution. James Mueller is the agency chief engineer of New York City’s Department of Environmental Protection (DEP). Its mission is to plan sustainable infrastructure investments for the future of clean water and the environment in the city and its watersheds, he said. The agency’s goals are to synthesize information across bureaus within DEP to allow data-driven decision-making. It is also to optimize internal agency processes and systems related to the implmenation of engineering programs within a structured assessment process. The agency also prioritizes projects and funding within a structured integrated planning process. And it standardizes project performance and delivery to meet the needs of the agency in alignment with industry standards and market capabilities."

"Testing of the roof bolter canopy air curtain (CAC) designed by the U.S. National Institute for Occupational Safety and Health (NIOSH) has gone through many iterations, demonstrating successful dust control performance under controlled laboratory conditions. J.H. Fletcher & Co., an original equipment manufacturer of mining equipment, further developed the concept by incorporating it into the design of its roof bolting machines. In the present work, laboratory testing was conducted, showing dust control efficiencies ranging from 17.2 to 24.5 percent. Subsequent computational fluid dynamics (CFD) analysis revealed limitations in the design, and a potential improvement was analyzed and recommended. As a result, a new CAC design is being developed, incorporating the results of the testing and CFD analysis.IntroductionExposure to respirable coal mine dust can cause coal workers’ pneumo-coniosis (CWP), also known as black lung. If silica is present in the dust, the miner may develop silicosis in addition to CWP. CWP and silicosis are occupational respiratory diseases that are ultimately fatal and have no cure. The only method of prevention is to eliminate exposure to respirable coal mine dust and crystalline silica, or quartz. The occupational exposure limit on a Mining Research Establishment (MRE) basis for respirable coal mine dust had been 2 mg/m3 during each shift that a miner is exposed in the active workings of the mine or in mine facilities. Under recently enacted legislation, this standard was changed in August 2016 to 1.5 mg/m3 for a full working shift (The Office of the Federal Register, 30 CFR 70.100, 2015). When respirable quartz is present, the mine must maintain its average concentration at or below 0.1 mg/m3. If the mine exceeds the 0.1 mg/m3 respirable quartz dust concentration, then the applicable respirable dust standard is reduced, calculated as 10 divided by the percentage of quartz present (The Office of the Federal Register, 30 CFR 70.101, 2015).The sources of exposure to respirable coal mine dust for roof bolting occupations include infrequent maintenance and cleaning of the vacuum dust collection system and operating the bolter downwind — in the return air — of the continuous miner (Good-man and Organiscak, 2003). Recent studies have demonstrated that vacu-um dust collection systems are effective in capturing bolter-generated dust if maintained and operated correctly and if proper face ventilation techniques are used. However, most expo-sure to respirable coal mine dust for a roof bolter occurs when the roof bolter machine is operated downwind of the continuous miner (Potts, Reed and Colinet, 2011; Colinet, Reed and Potts, 2013). Because of this higher exposure downwind of the continuous miner, the roof bolter is often limited to working downwind of the miner only once during a production shift."

Minnesota is a major mining state. This statement is not a dream or stretch goal but is a fact. As reported in a recent edition of Mining Engineering magazine, Minnesota ranks as the third largest state in terms revenues generated from nonfuels mineral production. The vibrancy of the mining sector in Minnesota can be attributed to several factors. The northeastern corner of the state is home to Minnesota?s iron range, one of North America?s largest deposits of iron ore. Iron ore from Minnesota is a strategic resource that has been [ ] instrumental to the nation?s development ? 90 percent of the iron used to build ships and planes during World War II came from Minnesota. Taconite pellets now produced from openpit mines on the iron range are shipped to steel mills worldwide. The growing appetite for steel in China and India has reignited once moribund mining operations throughout the iron range.

"The U.S. National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. RAs typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The U.S. Mine Safety and Health Administration requires that these valves vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer, above mine atmospheric pressure in the RA. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: (1) a modified polyvinyl chloride check valve, (2) an off-the-shelf brass/cast-iron butterfly check valve and (3) a commercially available valve that was designed specifically for one manufacturer’s steel prefabricated RAs and had been adapted for use in one mine operator’s built-in-place RA. PRVs used in tent-style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with Title 30 Code of Federal Regulations, or 30 CFR, regulations. The commercially available relief valve did not meet the 30 CFR relief pressure specification but may meet the manufacturer’s specification. Alternative valve designs were modified to meet the 30 CFR relief pressure specification, but all valve designs will need further design research to examine survivability in the event of a 103 kPa (15.0 psi) impulse overpressure during a disaster. BackgroundThe Mine Improvement and New Emergency Response Act of 2006, known as the Miner Act (U.S. Department of Labor, 2006), was enacted in the wake of three mine accidents involving explosions or fire that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the Miner Act includes provisions that target mine safety issues in areas such as emergency response planning; adoption of new technology; training and education; and mine safety standards enforcement. Section 13 of the Miner Act specifically directed the U.S. National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the U.S. Department of Labor to act on the results of such research, as appropriate. These mandates culminated in the 2009 adoption of changes to the Title 30 Code of Federal Regulations, or 30 CFR, mining health and safety regulations (U.S. Department of Labor, 2008), requiring underground coal mines to supply mine emergency RAs and associated components so as to provide a life-sustaining environment for persons trapped underground. Such RAs can be either selfcontained mobile units or built-in-place facilities. The regulatory changes also include provisions establishing requirements for the approval of RAs and their components by the U.S. Mine Safety and Health Administration (MSHA), among which are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One criterion for maintaining a safe RA atmosphere is the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in. H2O), or as specified by the RA manufacturer, above mine atmospheric pressure in the RA (U.S. Department of Labor, 2008)."

"A composite shell lining typically consists of an outer permanent sprayed concrete shell, a water proofing layer and an inner sprayed or cast concrete shell. Composite shell linings become more and more popular and have been built recently on large scale infrastructure projects. Surprisingly there is very little published literature on the actual structural design of composite linings. As a consequence there is a lack of common understanding on how to design a composite lining structure. Composite action of the outer shell (primary lining) initially carrying short term ground loads and the “unloaded” inner shell (secondary lining) require nonlinear concrete modelling to be able to assess the bearing capacity of the composite lining structure adequately. The composite action of the waterproofing membrane and the inner and outer shells can be considered either by simplified closed form solutions or by numerical models. Strength and stiffness parameters of membrane and concrete govern interaction of inner and outer shell. This paper should contribute to understanding composite lining behaviour with focus on the bearing capacity at limit state by taking into account the actual loading history. Possible ways and concepts on how to deal with these topics are presented, however a broader discussion on limit states of the composite lining materials – also in the long term will be required to come to an agreement on composite lining design methodology. INTRODUCTION Composite Lining Technology Traditionally the construction of shotcrete lined tunnels incorporates primary and secondary linings, separated by a sheet or a sprayable waterproofing membrane. The primary lining shotcrete is considered to be structurally temporary and the secondary lining to be permanent, leading to designs which ignore the bearing capacity of the primary lining in permanent condition. There was general perception that the shotcrete lining installed immediately at the tunnel face, experiencing strains up to 1% and even cracking in the early age, combined with mesh reinforcement additional support measures like lattice girder, spiles and bolts cannot be considered as a permanent structure. But also former shotcrete mixes showed significant weakness with respect to durability suggesting a more temporary nature of primary lining shotcrete. On the other hand it was clear that primary lining shotcrete does not disappear, it may lose probably a certain percentage of its bearing capacity, but discounting any contribution from the primary lining at all was considered inherently conservative. There were different strategies to account for the risk of reduced durability and bearing capacity of the primary lining, either by selecting moderate ground loads for the secondary lining design, by assuming that some residual load will be carried by the primary lining. This approach is very much based on experience. Another more rational possibility is to assume that the primary lining degrades into a rocklike material, which is weaker than the primary lining shotcrete but still imparts some strength to the ground around the secondary lining, but does not need to comply with any concrete design codes any more."

The rare earth elements (REEs) are a group of 17 chemical (metallic) elements. REEs are used widely in high-technology, clean-energy products as well as weapon systems. China's dominant position as a producer of over 95% of the world REEs output and the world's increasing reliance on REE products have highlighted concerns about the future availability of rare earths in recent years. This paper briefly reviews the REEs world reserves, production, consumption, the impact of our heavy reliance on REEs products and China's changing policies on REE export on world supply chain.

New York City's $360 million North River Water Pollution Control Project is part of New York State's plan to clean up the Hudson River. The project is to provide a sewage treatment facility capable of accomodating a peak waste water flow of 330 MGD which will in great measure eliminate the 192 MGD of raw sewage that N. Y. C. discharges into its surrounding waters. Eleven miles of intercepting sewer lines must be constructed along the west side of Manhattan Island to service approximately one-half of the island. The first contract award was for a 4134 ft. sewer tunnel with a finished inside dimension of 16' x 16'. This main intercepting sewer will feed a sewage treatment plant located on and adjacent to the Hudson River. The tunnel is parallel to the river and is located under 12th Avenue between 125th Street and 143rd Street. The Penn- Central Railroad tracks are above and just to one side of the tunnel location. The working tunnel diameter is 21 ft. and numerous problems of support, mining method, and ground control have been encountered. (see Dwg. 1)

Anthracite mine refuse, or culm dump material as it is sometimes called, is the waste material resulting from the sizing and cleaning of run-of-mine deep and strip-mined anthracite coal. It may also contain mine rock, carbonaceous shale, pyrite, and other debris from mining operations. This material is generally stored in piles or banks, some of which are over 100 years old. Many of the older banks contain a considerable amount of good coal, particularly in the finer size ranges, since these sizes did not have any particular economic value in the early days of anthracite mining. Today, the refuse material from a cleaning operation must be piled in an orderly fashion and in such a way as to minimize the tendency to ignite. There are well over 400 of these banks in the anthracite region containing over 1100 million tons of refuse located in the north-eastern part of Pennsylvania. One year ago this month, we in Central Florida witnessed the beginning of a most exciting and glamorous attraction. After three years of construction and anticipation, Walt Disney World opened its gates near Orlando and during its first year of operation received a flood of over 10 million visitors---half of all who came to Florida last year! The side effects of this newest addition to Florida have been phenomenal. Traffic on heavy days has been backed up for 30 miles from the amusement park along a major interstate highway. Hotels and motels have been jammed packed for months, and reservations are still difficult to make. Gasoline stations, restaurants and souvenir shops are doing a booming business. Everywhere you look as you ride the highways of Central Florida you see the signs of growth. New hotels spring up almost overnight. Golf courses galore. New housing projects and apartments sprawl where orange groves used to be. New roads criss-cross areas which were once deserted. There seems to be no end to the steady influx of tourists and new residents to the Sunshine State. And it's mainly because that we are the Sunshine State that they come. Air and water pollution is and has been at a minimum in Florida. Pollution and emissions are fighting words among some groups dedicated to preserving the bountiful environment we share in Florida. Electroplating is a widely utilized but little understood process. The fact that the average person is in contact with dozens of plated items daily without even being aware that they are electroplated is evidence of the success of the process. Although a complete explanation of electrodeposition involves thermodynamics and modern theories of bonding and catalytic reactions, in its simplest form the process conforms to the following description. A metal salt dissolved in water partially dissociates into negatively charged and positively charged ions. In the case of nickel sulfate dissolved in water, for example, a portion of the salt dissociates into positively charged nickel ions and negatively charged sulfate ions. If an electrical potential is applied between two electrodes in this solution, the nickel ions migrate toward the cathode and the sulfate ions toward the anode. The negatively charged cathode has a high concentration of electrons, which combine with the positively charged metal ions to form neutral metal atoms with a stable electron configuration. These insoluble atoms thus form a deposit on the cathode.

"Phosphate" is a misnomer as often used. The word is increasingly used to refer to any material containing phosphorus - an element essential to any form of life. Phosphate rock, a mineral - fluorapitate - is recovered from Florida's sedimentary deposits in particle sires ranging from 0.1 to 13.0 millimeter. This product of mining, washing, screening, and flotation is commonly called "phosphate". Its phosphorus content, measured and reported as P2O5, varies from 29% to 35%, and is essentially insoluble. "Phosphate" is also used to describe products containing soluble phosphorus obtained from acidulation of phosphate rock with mineral acids; primarily, sulfuric acid. Many miners have nearby chemical plants wherein phosphate rock is converted into upgraded products such as phosphoric acid, superphosohates, and ammonium phosphates with 45% to 70% P205, soluble and suitable for use as fertilizer. The rock and upgraded products are all commonly called "phosphate"; the plants, "phosphate plants' and the producers collectively are known as the "phosphate industry". The public in Central Florida generally loses identification of the individual operators that include major corporations such as IMC. Williams Companies, W.R. Grace, Mobil, Embark, U.S. Steel, Borden, American Cyanamid and others. They all become just a "phosphate company".

Technological advances in mine equipment and milling processes have enabled mining companies to exploit ever lower grades of ore. The result has been larger disturbances, greater volumes of waste, a complex web of infrastructure, and an overall trend toward mega projects that can extend over several square kilometers. This explosive growth in a mining operation’s disturbance footprint provokes an obvious question: What is it going to cost to reclaim all of this? At face value, this can be an enormous financial liability for a company, but since the timing of reclamation may be years in the future for many operations, these costs can be heavily discounted, thereby limiting the burden on the corporate balance sheet. Nonetheless, mining companies are eager to remove these liabilities as quickly as possible; conversely, regulators want assurance reclamation will, in fact, occur. How might one bridge these competing interests? Navigating the practical and financial requirements of a post-closure landscape requires foresight, judgement and assumptions; however, companies that do not adequately plan for these future expenditures when there is no offsetting income stream will likely face some difficult decisions. Simple risk analysis tools and utilizing the time value of money can help bring some clarity to this end-of-mine life phase.

"In most copper mines and concentrators, mill water is continuously recovered and reused, with fresh water added to make up for losses. When mixed, these water chemistries can lead to severe scaling, especially in pipes, tanks and pumps on the mill water supply side, reducing flows and causing significant production losses.At KGHM Robinson Nevada Mining Company, increases in the fresh water addition ratios resulted in severe scaling problems and premature pump failures thereby jeopardizing plant production. What initially appeared to be a few isolated scaling events eventually unfolded into a recurring pattern of water supply-related production losses with increasing severity. Through completion of detailed root cause analysis, chemistry modeling, laboratory work, in-plant testing and system engineering, the mechanisms of scaling were identified and addressed.Advancements in fresh water addition practices and antiscalant application methods resulted in a stepwise reduction of the mill water scaling. Cost savings and production benefits were significant to the plant’s financial metrics.IntroductionThe production of mineral and metal concentrates using the flotation process requires large quantities of water. Flotation is utilized as the primary means for beneficiation with sulfide ores. Mined ores are crushed and ground into a slurry of 20-55% solids. For each ton of ore, 400-900 gallons of water1 are needed to supply the grinding mill. Additional water is needed in the flotation circuit as well. With many modern mills operating at2 11,000-165,000 tons/day, water supply volumes can be upwards of 3,000 gpm to 100,000 gpm of flow.For plants operating at or above capacity, disruptions and restrictions in water supply flow can have a direct impact on the production and recovery of the metal. Water supply flow can be limited for a wide variety of reasons but of interest are those limitations that are due to mineral scaling. Mineral scaling is the selective point precipitation of inorganic species above saturation concentrations. Precipitated species form flow-restricting deposits in the mill water system (tanks, pumps, pipe and valves), that will eventually impact water supply to the concentrator."

Accurate evaluation of stress and geological conditions is critical to ground control design in underground openings. For a slope entry, the problem is more difficult, because a slope will transverse through many types of strata. Over the last few years, Keystone Mining Services LLC, an affiliate company of the Jennmar Corporation, has developed a new methodology designated the “Stress, geologic and support design system (SGS).” The method analyzes the stress, geology and support design for a mine slope. The method has been successfully applied in various new slopes across the United States, and ground control plans developed using SGS methodology has helped coal companies successfully pass review and/or hearings by state and federal regulatory agencies. With a case application in the U.S. Midwest, this paper details and demonstrates the main concepts of the methodology, including (1) analysis of stress and geology and identification of strong, fair and weak zones along the slope; (2) primary and supplemental support design; (3) long-term support design in the form of steel square sets or arches and (4) validation of the support design utilizing advanced finite element computer modeling.

"The authors have successfully developed an innovative rehabilitation concept, which meets actual technical standards and minimizes the impact on the operation of a key conveyor tunnel. A flexible and stepwise ground support rehabilitation program utilized a combination of yielding steel arch sections with grout filled fabric hoses, which represents a fast and safe backfilling support system. The system was developed and successfully installed at Bingham Canyon Mine, the world’s largest open pit copper mine, which also includes numerous underground structures. The mine is owned and operated by Kennecott Utah Copper (RTKC) a fully owned subsidiary of Rio Tinto. The system was implemented at a conveyance tunnel, which was originally designed as a railroad tunnel, but was re-commissioned and is currently used as a conveyor belt tunnel to transport ore from the open pit to processing facilities outside the mine. The existing structure showed signs of overstressing due to movements in the surrounding rock mass, which had to be addressed with a yielding support system in order to provide safe access into the tunnel. However, the impact on the conveyor belt operation due to support installation was to be limited to the bare minimum. Keywords: rehabilitation, yielding support, mining, stabilization, and grout filled fabric hose.PROJECT DESCRIPTION The C6 Tunnel is considered a critical asset for the operation of the Bingham Canyon mine as it comprises the standard route for transporting crushed ore from the open pit to the processing facility on a continuous conveyor belt system. The C6 tunnel was originally built as a railroad tunnel. Construction was completed in 1959. The original horse-shoe shaped cross section of the tunnel was 18 feet wide and 24-1/2 feet high [8]. The tunnel length was approximately 18,000 feet. During its service life, the railroad tunnel has undergone several transformations. The length of the tunnel towards the Bingham Canyon pit was shortened over the course of mining operations and the railroad tracks in the tunnel were removed. The invert was partially backfilled (3 feet typical) and a 72 inches belt conveyor was installed. Currently, the C6 Tunnel is nominally only approximately 21 feet high and 15,000 feet long. Ground Support and Rehabilitation Measures prior to 2014 The C6 tunnel was mined mainly with conventional mining methods, using drill & blast as the typical one. However, the weak geological sections, such as those encountered in the Fortuna fault, were excavated by shaping and chipping with machine-held moils [8]."

The Rio Blanco Oil Shale Company completed a modified in situ oil shale retorting demonstration at its Tract C-a Lease in the Piceance Creek Basin of northwestern Colorado during the spring of 1982. This demonstration was the first MIS project with shafts rather than adits for access to the mining operation, and it involved several potential hazards which required that particular attention be paid to mine ventilation. Methane was first encountered during shaft sinking and ultimately resulted in the mine being classified gassy by MSHA. Secondly, we encountered hydrogen sulfide in association with the ground water, and this proved to be a more persistent problem than did the methane. Thirdly, in order to burn the underground retorts, it was necessary to provide for potential leakage of retort gases and to obtain a modification to the MSHA standard which forbids fires under- ground. This modification had a significant effect on the ultimate ventilation procedures at Tract C-a. An extensive under- ground air monitoring program was included in the ventilation system.

In 1977, an article in World Mining (1) reported a total of 2726 rotary blast hole drills in service. This figure included only those machines produced by three of the manufacturers building drills of this type. The total, therefore, is much higher: Rotary drilling in the mining industry is big business to the manufacturers and suppliers involved, and a significant cost item, to mine operators. The time has come to take a hard look at rotary drilling technology with an eye to re¬ducing costs by increasing drilling efficiency. The efficiency of any rotary drilling operation is measured in terms of the rate of penetration achieved by the bit. In blast hole drilling, five factors affect the rate of penetration. They are: 1. Bit selection 2. Weight on the bit 3. Rotary speed 4. Hole cleaning 5. Formation properties Of these factors, all but one may be control¬led by the operator. Looking at any one in detail may reveal possible improvements in the system. Cleaning the hole is a good place to start. In order for a bit to perform at its maximum capability, each tooth or insert should strike fresh, clean rock as it falls into its drilling position. If the tooth or insert lands on previously drilled cuttings, a major portion of the energy delivered to the bit is absorbed in re drilling this broken material. A major portion of the interest, therefore, should be directed to the proper cleaning of the bottom of the hole.
