PROJECT OVERVIEW As the sun-bronzed San Diego students strolled casually to class, mining crews from Atkinson Construction were working only 9 meters below the surface. The330 meter long, 11.3 meter diameter squat ellipse NATM tunnel is part of the9.3 kilometer Mission Valley East Extension Light Rail Transit (MVE-LRT) being constructed for the San Diego Metropolitan Transit Development Board (MTDB). The SDSU segment of the MVE-LRT was awarded to the Clark Construction Group, the parent company of Atkinson Construction for $82.7 million. URS CORP was the prime designer and Hatch Mott MacDonald performed the NATM tunnel design. The construction managers were Washington Infrastructure Services with Underground Construction Managers, EPC Consultants, and ILF Consultants. A NATM tunnel design was chosen as the most cost-effective way to minimize disruption of the university activities. The tunnel passes close to several buildings and directly below access roads, tennis courts and a baseball field. The NATM method of conventional mining uses shotcrete for ground support often reinforced with steel orplastic fibers, welded wire mesh and lattice girders. The tunnel runs from a cut and cover box up a 4.2% grade in a 217 meter radius left-hand curve with several spirals and ends at the underground station 330 meters away. The depth of cover varies from 16 meters near the west portal to nine meters at the station. The design called for a two-pass system with a primary lining of 300 mm shotcrete with lattice girders at 1 m centers and two layers of welded wire mesh. The lattice girders are used primarily for profile control and are not considered a structural element. The top heading was designed to be excavated in one of three excavation sequences depending on ground conditions and depth of cover. There are several elements of online pedagogy and information technology that are being used in the University of Alaska Fairbanks’(UAF) course “ES 201: Computer Techniques,” to enhance classroom teaching. The use of information technology in this class grew from a desire to make lecture notes available to students. This has grown to include a sophisticated, online delivery software package. It provides chat rooms, discussion groups, and online testing and grading. Online delivery aside, the class uses the telnet, e-mail and C++/FOR-TRAN compiler facilities of the university server during class to enhance learning. During class, for example, the students read the lecture notes on the Web browser, telnet to their university Unix accounts, check their e-mail and download programs (to be covered in class) sent by me, and then compile, run and modify the programs. The class, therefore, requires students to be active most of the time. This ensures their full attention and better learning due to the hands-on experience (Fig. 1).

The unique application of a large walking dragline in the mountains of southern West Virginia was developed and implemented by Hobet Mining, Inc. Hobet is an independent operating subsidiary of Ashland Coal and is headquartered at the No. 21 Mine in Boone County, West Virginia, near Danville. Hobet also operates the 07 Mine located in Logan County, West Virginia, near Holden. Both mines are similar in equipment and manpower used; both produce over 2,000,000 tons of clean coal annually. Each site encompasses large, contiguous properties with access to rail service. The larger of the two is the Boone County property; it totals nearly 40,000 acres and has ample reserves. In 1977, Hobet was in the process of constructing a preparation plant (Beth Station) at its 21 Mine site with a capacity for two million tons. One of the first orders of business was to design a mine plan that would provide production for the capacity of the plant. Coal production would come from a more than adequate reserve base using the most economical mining methods available. Hobet looked at different deep and surface mining methods to use in order to develop the property; ultimately, it was determined that the mountaintop removal method with the use of a large dragline was the most economical way to develop reserve. Prior to this time surface mining in mountainous Southern West Virginia was generally done by contour mining and/or augering techniques.

The Gaudin lecture is devoted to fundamentals. Given my involvement with column flotation over the last 20 years, this is my topic. I have tried to identify spinoff basic research and provide a personal list of favorites. Two are selected for discussion here. They are single bubble rise and bubble surface area flux. The rationale for such work, as well as some of the findings, are reviewed. Support for fundamental work seems as volatile as the economy (and the link is probably not coincidental). I hope some utility to the minerals industry is evident in the text. Column flotation in its current form originated in the early 1960s. The method was invented by Boutin, patented by Boutin and Tremblay and pursued doggedly by Wheeler. Their aim was to overcome the problem of mechanical entrainment of fine particles in the water carried by the bubbles, which they were convinced contributed to lowering flotation concentrate grades (Wheeler, 1988; Finch and Dobby, 1990). The solution was a combination of columnar geometry, the addition of wash water into a deep froth and the maintenance of an excess of water to the tailings, as compared to the feed (a so-called positive bias). Success at Les Mines Gaspe, Quebec, on cleaning Mo in the early 1980s signaled the start of industrial acceptance, making the column one of the flotation machines of choice today. Over the next 20 years, column applications mushroomed to cover virtually all mineral commodities, as well as nonmineral applications such as soil decontamination, deoiling of water and deinking of recycled paper. In the wake, research groups are continuing to probe the fundamentals, conferences and workshops have been transferring the technology and specialist companies have emerged to service the demand. Innovations were triggered as problems arose (for instance, in gas injection systems) and novel flotation cells, much in vogue in the 1990s, had the door opened. Mechanical cell manufacturers have not been idle - there is nothing like competition to provoke a fresh look at an established business. Flotation-cell technology has probably not seen so much activity since the patent rush in the early days of flotation, which occurred around the turn of the century. For an industry often considered reluctant to risk innovation, this is not a bad record. A good idea will find a place, but patience (not always an innovators strong suit) and careful preparation are required. Two books (Finch and Dobby, 1990; Rubenstein, 1996), three symposia (Sastry, 1988; Agar and Huls, 1991; Gomez and Finch, 1996), and a series of reviews (Dobby and Finch, 1991; Finch and Dobby, 1991; Finch, 1995; Finch et al., 1995) document the period. Like many good ideas, column flotation has been overexposed, and there have been disappointments. Recent pillar collapses have caused five large airblasts in underground U.S. limestone mines. One of these events injured three miners, but all of them put many other miners at risk. To better understand the hazards, Mine Safety and Health Administration (MSHA) conducted a comprehensive review of the international literature on airblasts. More than 40 airblast cases have been documented, in a wide variety of minerals. Experience shows that miners that are in the direct path of the air as it moves towards the mine exits are at the greatest risk. The paper describes a risk management methodology that can be used to evaluate the level of hazard throughout the mine and aid in the selection of controls to reduce the risk. The paper concludes with a detailed case history of an actual pillar collapse and airblast.

Cyprus Sierrita Corp. has 16 parallel 5.03 m-diam x 5.8 m long (16.5 ft-diam x 19 ft) primary ball mills, each operating in closed circuit with a nest of cyclones. Before the upgrade to 840 mm (33 in.) cyclones, each mill operated with a nest of five 660 mm (26 in.) cyclones - four in use and one on standby. In this configuration, the mill throughput was 88.5 kt/d (97,500 stpd). Flotation feed averaged 25.9% +212 pm (+65 mesh). The 660 mm (26 in.) cyclones normally operated at an inlet pressure of 34 kPa (5 psi), lower than the inlet pressure of 55 kPa (8 psi) recommended by the manufacturer. The circuit was typically operated with cyclone overflow densities greater than 40% solids to achieve the required throughput. This resulted in inefficient cyclone operation and excessive coarse oversize reporting to flotation. The apexes choked frequently. Larger apexes were tested but reduced the classification efficiency and resulted in circulating loads greater than 800%.

To most of you present here the word "refractories" is not new and you are familiar with the materials and use. To many people though the question is asked, "What are refractoriness and what are they used for?" Refractories are non-metallic products which are so resistant too melting at very high temperatures that they can be used for building or lining furnaces of all kinds. A large variation occurs in the size, form, and composition depending on the service for which they are intended. They are made from a wide variety of raw materials, of which fire clay and quartzite are used in largest quantities. Other refractory raw materials include magnesite, chrome, diaspore, bauxite, kyanite, sillimanite, olivine, zircon, and many others. Most of these are assembled from-widely-'separated points in the United States while others come from the far corners of the earth. Chrome is imported from the Philippines and South Africa, and, to a lesser extent, Turkey and Greece Kyanite and sillimanite come: from India and bauxite from the Guianas. And there's "magnesite from brines," produced in chemical plant's by treatment of sea water or inland deep-well brines with hydrated lime. The proportion of magnesia available in sea water is so small, less than one pound from 500 pounds of water,, that millions of gallons must be pumped and processed each day in a sea water magnesite plant. The realm of refractory raw materials, therefore, is very extensive and continues to grow because of the endeavor to find-better raw materials from which to produce better products for refractory service.

Long Island Rail Road’s (LIRR) service to New York City is limited to Penn Station on the West Side of Manhattan, which is operating at its practical capacity for the commuter railroad. This situation imposes serious considerations for future growth and limits the destination of many Long Island commuters. The East Side Access Project will provide a connection of the LIRR to the landmark Grand Central Terminal (GCT)on the East Side of Manhattan. The construction of the connection will require significant tunneling and underground work utilizing a variety of construction techniques. In Queens, the connection will require five soft ground tunnels using pressurized face tunnel boring machine. In Manhattan, the connection will require a series of rock tunnels and caverns connecting to two deep large station caverns under GCT to accommodate eight tracks with four platforms in a stacked configuration. The caverns housing train rooms are connected to the lower level of GCT where a large concourse will be provided. With a budget of $4.3 Billion, The East Side Access Project is the largest transportation project ever undertaken in New York City. This paper provides an overview of the project, discusses its environmental and the engineering challenges, and provides an insight into the design development to date.

Born in Buenos Aires, Argentina, Giana left the small cattle farm where she was raised in 2001 to pursue higher education in the United States. For the past decade at FCX, as a result of her extraordinary combination of technical skill, leadership and commitment to excellence, she has been given positions of progressively greater responsibility from an entry level engineer to senior mine engineer, to chief engineer and now as mine manager, a position rarely held by woman."

Mitchell Point Tunnel near Hood River, Oregon is one of the more unique segments of the Historic Columbia River Highway and State Trail being constructed through the Columbia River Gorge. This 650-foot bike/pedestrian tunnel set to open in 2024 is being delivered by FHWA in partnership with Oregon DOT, Oregon State Parks, and the U.S. Forest Service. Primarily driven using drill & blast excavation methods through basalt, the shotcrete and dowel-supported tunnel features masonry portals and ve window adits that provide illumination and views of the river similar to the original highway tunnel of many vistas built in 1915 that was removed in 1966 to make way for Interstate 84. This paper summarizes the planning, design, and construction.

A cooperative study was undertaken by representatives of the environmental community, the mining industry, and state government to identify and resolve environmental issues associated with base and precious metal mining in a neutral atmosphere before a commercial mining development is announced. The study included testing Minnesota's as-yet-untried non-ferrous mining regulatory program using three hypothetical mining developments sited in environ-mentally sensitive areas where future mining could occur. Results include identification of critical paths for regulatory decision making, identification of particularly sensitive environ-mental issues that will need continued deliberation before resolution, and characterization of data necessary for environmental review and permitting decisions.

A. We are aware that many who are in the audience have perhaps heard before some of the material which will be presented. Since our firm is more closely associated with the heavy construction industry our experience is more oriented in that direction. Notwithstanding this, the subject your program committee has asked us to present centers mainly in the earth-moving field. We find a common denominator between say, the stripping of a site to uncover an ore-body which will be developed by open-pit methods, and that of excavating & transporting materials for an embankment dam, airport or other project. Both are earth-moving problems and we offer for your consideration a means of determining the most favorable method, equipment selection and resultant cost. We do considerable studies involving rock excavation for tunnels, underground powerhouses, inclined and vertical shafts for penstocks, muck-removal, electrical cable & other related underground work. Hence, we believe we speak the same language.

This paper describes several variants of placement and design, from a technical and economic point of view, of shafts, ore bunkers and drifts near shafts of a Russian potash mine. Advantages and disadvantages of the position of different workings are shown as well as an analysis of stratigraphic and geological layers and their use for excavating pit bottoms, haulage drifts and bunker installations. The potash mine consists of two hoisting shafts and one service shaft. The hoisting capacity of one of these skip shafts is planned to be approx. 7 Million tons of crude potash salt per year. Both shafts together will have a hoisting volume of about 14 Million tons. When the mine will increase their highest level of production, it will be one of the biggest potash mines in the world. The skips, the hoist drives and the bunker near the shaft will belong to the largest ones worldwide, too. This paper specifies the features of such a double skip shaft pit in detail and demonstrates problems, which depend on the fact that the pit bottom is in a depth of nearly 1200 m.

To protect mine personnel and moving equipment at underground roof fall areas, mine operators typically install steel sets, which are covered with wooden blocks and backfilled with an expanding-type cement material. In large roof falls, the cost of void backfilling becomes prohibitively high, causing some mines to leave the voids open. However, the durability of wood over time and the capability of the steel set and wood lagging to resist falling rock are unknown. This has caused concern for the U.S. Mine Safety and Health Administration (MSHA) and ground control engineers. During the last few years, Keystone Mining Services, LLC developed various impact-resistant steel set designs that were approved by MSHA and installed in various underground fall rehabilitations. This paper presents an impact-resistant steel set design methodology, including (1) steel set design per AISC national standard, (2) design, development and laboratory testing of a waterproof coated impact-resistant lagging panel and (3) impactresistant steel set design based on the law of conservation of energy. Two underground cases will be included detailing the application of the system.

Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

In recent years, there have been many articles and papers written on the use of specially designed belt conveyor systems in mining operations, either economic studies or actual experience. These papers generally conclude that the use of these systems can reduce overall costs from 10% to 40% over conventional methods using general purpose equipment (truck/shovel, scrapers, etc.). However, they also generally conclude that conveyor systems are inflexible and capital intensive. With the increasing cost of mobile equipment, the capital cost conclusion is losing steam, particularly when the costs of maintenance shops, road and ramp construction and other related start-up costs are thrown in. Attention here will be focused on answers to flexibility related questions, but first, a look at costs in general. Basic production economics tell us that when we have a small job to do, it is cost effective to use simple, low cost, general purpose tools which will have a minimum impact on total cost. It also tells us that when we have a large project, we can employ methods using special, relatively expensive production tools. Figure 1 illustrates what occurs on projects, of different sizes, with various quantities of production. With small quantities of work, the cost per unit of work starts out much lower using general purpose equipment, rather than using special purpose methods and equipment. However, at a relatively low quantity of work, the cost hits a lower limit and, regardless of how great the quantity of work, the unit cost can never go any lower.

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor --will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

Early in the design stage of their new concentrator for the Mount Wright Plant, Quebec Cartier Mining decided to use a process computer for total control of crushing, grinding and concentrating. A map of the area is given in figure 1 and a view of the plant in figure 2. Although the use of process computers is not a new idea in petrochemical and chemical industries, their use in the mining industry is very limited. We innovated in using the computer, not only for data logging, as we have seen in some other plants, but a sole operator located in the administration building, starts and stops mill lines, crushers, load-out system, tailings, thickeners, etc ... by means of a CRT console. Our process is fairly simple as can be seen on the schematic process flow diagram (figure 3). .The ore, carried by 136t diesel electric trucks, is dumped through ore pockets onto two primary pan feeders. The feeders supply two 1,52mx2,79m gyratory crushers which reduce the ore to minus 20,32 cm. Each crushing line have a capacity of 5600t per hour and feed a shuttle conveyor distributing the crude ore into six silos.

Longwall face-to-face transfers can cost over $100 per minute in lost production potential and $100,000 for personnel and supplies. Such high cost makes extensive planning and control of the transfer process a critical necessity for the economic feasibility of longwall operations. This paper reports operations research techniques used for the analysis and modeling of longwall face-to-face transfers. Transfer data has been collected from companies who operate over 30% of the total U.S. longwall faces. Comprehensive sequence networks of existing longwall transfers were developed; simulation models of transfers under varying conditions were generated; and, the economics of general transfers and time-cost tradeoffs in the transfer procedure were investigated.

The highly competitive nature of the international iron ore market has forced producers to improve the quality of their pellets. The demand for low acid pellets suitable for direct reduction has resulted in an increase in the number of plants utilizing reverse froth flotation for silica reduction. Column flotation is being favoured for this service due to the low capital and operating cost of the equipment, as well as improved metallurgical performance when compared to conventional flotation cells. This paper describes the benefits of column flotation and discusses some important aspects of circuit design.
