The unutilized iron ore fines (IOF, − 10 mm, 45% to < 60% Fe(T)) left at various mine sites during blasting and processing are rich in goethetic-hematite associated with high clay and considered a potential iron ore resource. The variation of loss on ignition (LOI) from mines to mines is based on the goethite and clay mineral content. The clay containing below 45 μm is mostly brittle, causing beneficiation problems. The IOF has an LOI of 7.83%, with high silica (5.52%) and alumina (4.57%), and 57.17% of Fe(T) subjected to both conventional deep beneficiation (CDB) and magnetization roasting using high-ash non-coking coal to adopt the suitable upgradation process. The CDB and magnetization roasting concentrate has 62.61% and 67.58% Fe(T) with 64.69% and 85.19% yield, respectively. However, the presence of 6.40% LOI in CDB makes the ore challenging for pelletization. Characterization like X-ray diffraction(XRD), scanning electron microscope(SEM), and chemical analysis was used to assess the concentrate quality and potential industrial application.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner&apos;s prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

The projected depletion and the increasing costs of petroleum and natural gas along with the public and governmental resistance to nuclear energy have caused coal to emerge as one of today&apos;s answers to both our short term and long term energy needs in power generation. In order to satisfy this need, major increases in coal production are mandatory, thus requiring more and higher capacity coal transfer terminals. The logic for selecting coal as the major fuel for power generation is based on many different reports on the existing and potential energy sources, which include petroleum, natural gas, hydropower, solar, geothermal, and nuclear. The following is a brief synopsis of these reports for each type of energy.

"Diesel particulate matter (DPM) is an occupational health hazard in underground mines. It generally occurs in the submicrometer size range and is often present in the mine atmosphere with significant concentrations of dust particles that tend to occur in the supramicrometer size range. As dust can interfere with analytical methods to measure DPM, it is often removed from a sample stream using an impactor-type size selector such as the DPM impactor (DPMI). Because the DPMI physically removes oversized particles from the stream, its performance may be gradually reduced with aging. Sharp-cut cyclones (SCCs) are an alternative size selector for DPM sampling applications, with a major advantage that, by design, they should not be susceptible to rapid aging. This paper presents the results of a field study designed to compare the performance of aged versus new/clean DPMIs and SCCs in an underground mine. DPMI aging resulted in clogging of the device and, eventually, a reduction of its effective particle cut size, but when sample flow rate was maintained, DPM sample mass collection was not affected until significant aging had occurred. Under the conditions of this study, the effects of SCC aging were observed to be minimal at the end of the study period. IntroductionSubmicrometer-sized particles are increasingly recognized as significant respiratory health hazards (Cantrell and Watts, 1997; Kenny, Gussman and Meyer, 2000; Ristovski et al., 2012). Diesel particulate matter (DPM) represents a major source of submicrometer particles in both public and occupational environments (Kittelson, 1998; Abdul-Khalek et al., 1998). Relative to other occupational groups, underground miners can have some of the highest DPM exposures due to their work in confined spaces where large diesel equipment is used (U.S. Environmental Protection Agency, 2002; Grau et al., 2004). DPM largely consists of solid elemental carbon (EC), commonly known as soot, and organic carbon (OC) that may be sorbed to EC particles (Kittleson, 1998; Abdul-Khalek et al., 1998). EC and OC can be measured by thermal-optical methods such as the U.S. National Institute for Occupational Safety and Health (NIOSH) 5040 standard method (Birch, 2016), and their sum is referred to as total carbon (TC). While the complex nature of DPM does not allow for its direct measurement, both TC and EC have been accepted as suitable surrogates for monitoring occupational exposures to DPM (Noll et al., 2007; Birch, 2016)."

During the 116th National Western Mining Conference and Exhibition in Denver, CO, the host city was often referred to as world?s mining capital, so it was fitting that the conference looked at the mining industry through a global lens. In the current world economy, the mining industry must keep a sharp focus on such things as commodity prices and global supply and demand as well as local issues that can have a dramatic impact on a mine?s social license to operate. In short, companies should mine locally but think globally. During the three-day conference at the Colorado Convention Center, a range of global and local issues that effect the industry were discussed. A record 1,144 people attended the conference.

"In December 2011, the U.S. Attorney’s Office for the Southern District of West Virginia, the U.S. Department of Justice, Alpha Natural Resources (ANR) and Alpha Appalachia Holdings entered into a nonprosecution agreement related to the explosion at the Upper Big Branch Mine (UBB) that killed 29 miners. This coal operation was owned by Performance Coal Co., an affiliate of Massey Energy Co., which was acquired by ANR in June 2011, more than a year after the UBB explosion. Pursuant to the agreement, ANR agreed to:• Establish a trust within 120 days.• Pay a total of US$48 million into the trust to be used solely to fund and administer research and development (R&D) projects to improve mine health and safety.• Administer the trust by three highly qualified individuals with academic and/or professional backgrounds in mine health and safety.In April 2012, the Alpha Foundation for the Improvement of Mine Safety and Health was created. The three directors - Michael Karmis, president; David Wegman, vice presidenttreasurer, and Keith Heasley, vice presidentsecretary - approved a plan to expend both the interest and principal of the trust, aiming at an 8-10 year research horizon. The foundation also appointed David Belden, an experienced manager of nonprofits and professional associations, as the first executive director of the foundation. The IRS approved the foundation’s tax-exempt application, as described in Section 501c(3) of the Internal Revenue Code, on Dec. 18, 2012. The board established guiding principles of the foundation, which are as follows:• Mission: to improve mine health and safety through funding R&D projects to qualified academic institutions and other not-for-profit organizations.• Vision: to enable miners in the future to be free of work related injury or disease by the implementation of the results of the projects funded by the foundation and undertaken by the best researchers from any discipline that can contribute. Deposits of rare earth elements (REE) are found in NM, but they have not been important exploration targets in past years because demand has been met elsewhere. However, with the projected increase in demand and potential lack of available production from China, the New Mexico deposits are being re-examined for their potential. REE-Th-U veins are found in the Gallinas, Caballo, Capitan, and Cornudas Mountains and Laughlin Peak-Chico Hills. Past production of bastnaesite has come from the Gallinas Mountains. Carbonatites are found in the Lemitar and Chupadera Mountains, Laughlin Peak-Chico Hills, Lobo Hill, and Monte Largo (Sandia Mountains). Although carbonatites have not been found in the Gallinas Mountains, they are suspected to occur in the subsurface based upon mineralogy/alteration. Disseminated Y-Zr deposits in syenite are found at Pajarito Mountain, Mescalero Apache Indian Reservation near Ruidoso. In 1990, Molycorp, Inc. reported historic resources of 2.7 million short tons grading 0.18% Y2O3 and 1.2% ZrO2 as disseminated eudialyte. Two additional deposit types have potential for REE in New Mexico: Cretaceous heavy mineral, beach-placer sandstone deposits and pegmatites. Exploration is ongoing in the Lemitar, Gallinas, and Cornudas Mountains.

Researchers from the National Institute for Occupational Safety and Health’s Office of Mine Safety and Health Research conducted an assessment of the effects that ground control mesh might have on rock and float coal dust distribution in a coal mine. The increased use of mesh to control roof and rib spall introduces additional elevated surfaces on which rock or coal dust can collect. It is possible to increase the potential for dust explosion propagation if any float coal dust is not adequately inerted. In addition, the mesh may interfere with the collection of representative dust samples when using the pan-and-brush sampling method developed by the U.S. Bureau of Mines and used by the Mine Safety and Health Administration for band sampling. This study estimates the additional coal or rock dust that could accumulate on mesh and develops a means to collect representative dust samples from meshed entries.

The empirical rock failure criteria play an important role in predicting the mechanical behavior of rocks, since affecting parameters on the behavioral properties of rocks are complex and numerous. Usually the empirical failure criteria are obtained by statistical methods, namely by means of fitting the mathematical function onto the experimental data. For evaluation and verification of the results, however, the quality and accuracy of the fit must be considered. This paper studies the efficiency and accuracy of conventional empirical rock failure criteria using a new approach, which is based on the analysis of uncertainty amplitude on the constant parameters of each criterion. The approach adopted here, is based on the combination of some parameters such as Mean Squared Error (MSE), Root Mean Squared Error (RMSE), type of function, degree of freedom and the confidence level of constants. Correlation coefficient (R2) is then a comprehensive test and can be used effectively for comparison and accuracy of empirical rock failure criteria.

The mining industry has searched for a message that will resonate with the public while focusing on the industry’s positive contributions to society. So far, environmental groups remain unconvinced and the public is still largely uninformed. In the authors’ opinion, a number of recent events and experiences have converged to help shape a more effective public communication on mining’s important role. This article presents a perspective on coal’s role in sustaining society by anchoring the message in a transparent way, including a material flow analysis, that links coal’s impacts across a range of social and environmental aspects. Past and continuing image problems In her 1994 paper, Nancy Bingham, with Caterpillar, outlined what the public thought about mining. Based on extensive interviews, the following results were found: • The public believed mining harms the environment. • The public believed mining harms people in nearby communities. • The public believed mining exploits workers. • The public believed mining has little personal benefit to the individual.

Because of its small interburden thickness, concentrated stress distributions, high coal seam metamorphism, and complex geological conditions, mining the five coal seams (Nos. 5, 7, 8, 9 and 12) of Kaiping coalfield is difficult. Kaiping coalfield is located within 80 m in the Kailuan Group. The overburden caving caused by mining the five coals seams was measured using ZTR12 geological penetration radar (GPR) survey combined with borehole observations. The development characteristics of full-cover rock fractures after mining were obtained from the GPR scan, which provides a measurement basis for the control of rock strata in close multiple-seam coal mining. For the first time, it was found that the overburden caving pattern shows a periodic triangular caved characteristic. Furthermore, it is proposed that an upright triangular collapsed rock pile and an inverted triangular area with larger fragments piled up alternately appear in the lower gob. The research results show that the roof structure formed in the gob area can support the key overlying strata, which is beneficial to ensure the integrity and stability of the upper coal seams in multiple-seam mining of close-coal seams.

Steele: The global nuclear power industry is a major contributor to the electrical needs of the world. Though generation by nuclear reactors has primarily attracted attention through the reactor accidents at Three Mile Island and Chernobyl, nuclear power continues to quietly and safely provide power to a growing and power-hungry world population. As of March 2008, 30 countries were operating 439 nuclear power reactors. Nuclear power plants provided about 15 percent of the world?s electricity production in 2007. France leads the world in nuclear utilization, with 77 percent of its power coming from nuclear plants. And Lithuania, Slovakia and Belgium each derive more than 50 percent of their power needs from nuclear plants. For much of the developed world, nuclear generation has already been contributing significantly to the supply of electricity. Additionally, 34 new nuclear plants are under construction in 14 countries. Leading the rush to build new nuclear generating plants are China, Russia and India. Each of these countries is building six new nuclear power plants. These 18 plants, totaling almost 12,000 MW of generation capacity, will require about 7.25 kt (16 million lbs) of U3O8 for their initial fuel load and will consume about 2.45 kt/a (5.4 million lbs/year) for the rest of their operating lives. The rest of the world, outside of the United States, has used nuclear power as a viable and economic generation alternative since the commercialization of utility nuclear reactors. And current activity supports the strong future of the nuclear alternative internationally.

MinerSIM is an augmented reality system with integrated hypermedia that is suitable for training underground miners in the basics of using a jackleg drill to install rock bolts. While statistical evidence shows that rock bolting with such a drill has an inherent level of risk, it is conjectured that this can be mediated with adequate safety training outside of the actual mine environment using a variety of educational media including interactive three-dimensional images, games, animations, and videos to describe the mechanics of rock bolting and its principles. Ultimately, trainees will install rock bolts in an immersive environment mixed with real and virtual images generated via a gaming graphics engine. This paper will discuss considerations, implementation issues, and evaluation methodologies of the MinerSIM system.

Korean contract Mn-nodule field in the NE equatorial Pacific is composed of seven sectors showing average water depths of 4,513 - 5,025 m. Of the various factors controlling the property of Mn-nodules, water depth has a potential linkage to chemical composition, shape and abundance of nodules. To clarify such a possibility, we review more than 20 years of research data in one of the northern sectors (hereafter KR1) where there is a marked contrast in water depth. High-resolution seabed mapping clearly separates a northern part from a deeper southern part, cutting across the middle of the KR1. In terms of nodule occurrence, manganese nodules in the deeper north are comparatively larger (2-4 cm) with rough surface (t-type) and discoidal shape (D-type), while those in the south are generally small (<2 cm) with smooth surface (s-type) and irregular shape (Itype). In addition, the nodules in the north have higher metal contents including Cu, Mn and Ni. Such connections of water depths to nodule occurrence and metal contents are commonly observed in the Korea licensed Pacific nodule fields. However, the relation between nodule abundance, size and water depth may be a different story. In KR1, nodule abundance and size are probably controlled by morphological features especially in the north. Seamounts in the north continuously provide rock fragments as new nuclei for the nodules. As a result, the nodules can not grow larger than 2 cm and show the shapes of newly formed nodules (i.e., smooth surface and irregular shapes). Such an interpretation is supported by anomalously high backscattered intensities in the side-scan sonar image map of the north, which possibly reflects a younger generation of magmatic activity.

Rock bolts are components of tunnel support structures and their efficacy in reinforcement requires the appropriate estimation of the bolt pre-tension. However, cases of ineffective rock bolt application due to loosening are common which leads to the potential failure of the support structures, thus negatively affecting the tunnel stability. The effective employment of pre-tensioned bolt within support structures requires an appropriate installation tension as a result of sufficient bolt head/nut pre-load. Henceforth, this paper presents a load indicator washer (LIW) capable of withstanding assigned static loading as well as provides an appropriate pre-tension. The different LIW breadths are numerically analysed in the finite element code (ABAQUS) to estimate deformation when a designated 60-kN pre-load is applied. The numerical simulation employs a bi-linear isotropic hardening constitutive law governed by the von Mises yield criterion. The simulation also considers the nominal temperature of the nutLIW-rock bolt connection. Therefore, a long-term relaxation effect on bolt pre-tension as a result of stress relaxation is neglected. The compressive force required to achieve the LIW-predetermined deformation is the bolt pre-tension. It is drawn from the simulation results that the 1.5-, 2.0-, 3.0-, 3.5-, and 4.0-mm-thick LIWs are completely flattened when subjected to 28-, 42.5-, 65-, 76-, and 88-kN pre-load respectively.

Electric vehicles powered by lithium-ion (Li-ion) batteries are being developed by mining vehicle manufacturers as a replacement for diesel-powered vehicles. Explosion-proof (XP) enclosures are frequently employed to enclose electrical ignition sources in gaseous underground mines to prevent the spread of an internal methane-air explosion to a nearby explosive atmosphere. Due to thermal runaway (TR), Li-ion batteries have the potential to cause pressurized explosions in an enclosed structure. Past research has shown the potential for well-confined Li-ion cell TR to drive pressures beyond the conventional pressure specification for XP enclosures. Researchers at the National Institute for Occupational Safety and Health (NIOSH) used an Accelerating Rate Calorimeter (ARC) to induce thermal runaway of Lithium Titanate or Lithium Titanium Oxide (LTO) type 18650 cells enclosed within containers with various volumes and found an inverse power relationship between the TR pressure and available free space. The results were similar in magnitude to that of lithium iron phosphate (LFP) cells, which were used in prior testing. Temperatures, gas amounts, and TR pressure-rise rates were also recorded. The data indicate that with enough free space, the pressures can be lowered below the conventional pressure specification for XP enclosures.

Introduction The Fortitude deposit is located in Nevada&apos;s Battle Mountain mining district in the central Great Basin region of the Basin and Range province of the western US. The deposit is at Copper Canyon in the southernmost portion of the district, about 19 km (12 miles) southwest of Battle Mountain (Fig. 1). Mining activity in the district began in 1866 (Roberts and Arnold, 1965). Base and precious metals were mined by underground methods intermittently until 1955. Placer gold was first discovered at Copper Canyon in 1912. Moderate scale dredging of alluvial gravel at the mouth of Copper Canyon was conducted by the Natomas Co. from 1944 to 1955 (Johnson, 1973). In 1967, Duval Corp. began large scale open-pit copper mining. (Sayers, Tippett, and Fields, 1968). Copper prices decreased and precious metals prices increased in the mid-1970s so Duval&apos;s exploration efforts at Copper Canyon shifted to precious metals. These exploration efforts resulted in the discovery of the Tomboy-Minnie deposits and shortly afterward, the Northeast Extension deposit at Copper Canyon (Blake, Wotruba, and Theodore, 1984; Fig. 2). The Fortitude deposit was discovered in late 1980, after Duval had proceeded with precious metals production at Copper Canyon. Converting the existing plant facilities at Copper Canyon to a precious metals recovery system was completed in 1978 (Jackson, 1982). Production from the Tomboy-Minnie deposits began in early 1979. Precious metals production moved to the Northeast Extension deposit in 1982. In late 1984, after three years of preproduction stripping and mining of the Upper Fortitude ore zone, production from the higher grade Lower Fortitude ore zone began. Currently, Battle Mountain Gold Co. operates the Fortitude deposit. Production from the Battle Mountain mining district before 1967 included 4.6 t (150,000 oz) of gold, 65.3 t (2.1 million oz) of silver, 13.6 kt (15,000 st) of copper, 4.5 kt (5,000 st) of lead, and 13.6 kt (15,000 st) of zinc (Roberts and Arnold, 1965). At the time of Duval&apos;s 1967 start-up, ore reserves at Copper Canyon included 12.6 Mt (14 million st) in the East ore body and another 3.6 Mt (4 million st) in the West ore body. Both had average grades of 0.79% copper, 16.1 g/t (0.47 oz per st) silver and 0.86 g/t (0.025 oz per st) gold (Blake et al., 1984). The Tomboy-Minnie deposits collectively contained 3.5 Mt (3.9 million st) of ore grading 3.09 g/t (0.09 oz per st) gold and 9.6 g/t (0.28 oz per st) silver. The Northeast Extension reserves were identified as 1.4 Mt (1.5 million st) of ore with an average grade of 2.9 g/t (0.085 oz per st) gold and 5.1 g/t (0.15 oz per st) silver. Initial total reserve estimates for the Fortitude deposit were 14.5 Mt (16 million st) grading 5.14 g/t (0.15 oz per st) gold and 29.8 g/t (0.87 oz per st) silver (Jackson, 1982). Therefore, before large scale mining, the Copper Canyon area contained a minimum of 102.6 t (3.3 million oz) of gold and 541 t (17.4 million oz) of silver as mineable reserves. The Fortitude deposit reserves as of Jan. 1, 1985 were 10.6 Mt (11 million st) grading at 5.28 g/t (0.154 oz per st) gold and 28.5 g/t (0.83 oz per st) silver. Introduction In 2007, Newmont Mining Corporation will begin construction of a milling and cyanidation leaching circuit for the Yanacocha site in Peru. Ore to be processed in the circuit contains a relatively high level of cyanide-soluble copper, and as a result, leach solutions are expected to contain elevated levels of copper and WAD cyanide. As the means of controlling copper levels in leach solution, a circuit will be installed to precipitate copper sulfide from barren solution using sodium hydrosulfide. In addition, a circuit will be installed to recover cyanide from barren solution, with recovered cyanide to be returned to the leaching circuit and treated solution to be utilized as make-up in existing heap leaching facilities. As needed to support design of the copper precipitation and cyanide recovery circuits, pilot testing was conducted in 2005 to determine preferred operating conditions and evaluate the performance of the processes. This paper presents results from the pilot testing where 99% copper reduction was achieved and 95% to 98% cyanide recovery was achieved.

Surface coal mining in West Virginia has supplied energy to the eastern coast of the United States for over a century. The coal mining industry has been forced to adapt as societal demands regarding health, safety, and environmental impacts have changed with time. More recent pressure has called for another iteration of change: long-term post-mining sustainability. The research presented in this paper investigates one potential solution?or component of a solution?to improve mining sustainability in Appalachia: post-mining wind power. This paper intends to demonstrate and explain the feasibility of synergistic mine closure and wind development. Wind conditions at three reclaimed mine sites in West Virginia were monitored in order to develop representative case studies for post-mining wind power. This paper contains a summary of the literature consulted to plan the site assessments, the methodology employed to execute them, the analysis steps undertaken to derive conclusions, and a discussion of all findings. This research has found that significant cost savings can be yielded from synergistic mine closure and wind development, as compared to greenfield wind development. Though wind conditions themselves remain the primary driver for site feasibility, post-mining wind power is a practice with significant promise for improving project economics, contributing to renewable energy development, enhancing company-community relations, providing local employment opportunities, and exemplifying sustainable business practices in Appalachia.
