The definition of mineral rents has historically been somewhat unclear, but a growing understanding of the source and composition of the revenues that comprise these rents mean that they can be more easily identified and quantified. Furthermore the way in which the flow of the rents from mineral developments are captured and then distributed has been a point of contention amongst the various stakeholders. Investors, the host government, the resource owners, environmental interests, indigenous groups and land owners are identified in this paper as the principal participants in mineral development and while each is entitled to a portion of the rent, the size of their portions will differ. A competitive rent-sharing model for southern African countries has been established and indicates how the range of stakeholders could be rewarded for their contribution. Acceptance of the sharing ratios amongst the recipients is a function of their understanding of the size of the rent and their position in the hierarchy of stakeholders. At first glance investors appear to receive the largest share of the rent, but they disburse some of the rent to hidden costs, which when all is said and done, means that investors and host governments retain approximately equal shares of the mineral rent. Both the investor and government are faced with the dilemma of how to equitably distribute the rents they have captured to minority stakeholders. Government captures corporate tax, mineral royalties and a wide range of subordinate taxes, but is required to construct policies that will ensure distributional equity among the various levels of government as well as among the provinces that comprise the country. Investors will have to ensure that a portion of the rents they capture are diverted to other stakeholders namely resource owners, environmental interests, indigenous peoples groups and the landowners. This paper identifies the major recipients of rent and provides some indication of equitable distribution ratios for mineral wealth among them?a first step in ensuring that mineral development is compatible with long-term sustainable development and in the best national interests.

Improvement in work place environment by conventional methods viz., installation of higher capacity fan, fans in parallel operation or booster fan is a risky proposition in many coal mines in India because of difficult geo-mining condition such as shallow depth, multi seam workings having thin parting and inter connected goaves one above the other. The situation is further worsened if the mines have fire affected sealed off area connected to different ventilation circuits. On many occasions circulation of more air quantity by increasing fan pressure have resulted in initiation of spontaneous heating. To address these problems, authors have made some improvement in conventional Dynamic Balancing of Pressure Technique and worked out few ventilation schemes which are aimed for neutralization of pressure differential across sealed off area at the same time having improvement in ventilation in the mine. The excess pressure differential across sealed off area is mainly caused by introduction of higher capacity fan. Similar situation prevailed in one of the mines of Jharia Coalfield, India. The problem was solved by application of the above technique. In this paper, brief description of the technique, the problem in the mine, results of investigation, computer simulation studies of various schemes and methodology adopted for implementation of the technique in the mine have been discussed in some detail. To estimate the detailed characteristics of the rock around the cavern during excavation, new monitoring technique for dynamic properties of the rock has been applied. In this paper, micro-seismic monitoring and AE monitoring technique are applied to the excavation of large underground rock cavern and the result was discussed to clarify the acutal behavior of EDZ around the cavern. Zur Einschätzung der Gesteinseigenschaften um die Ausschachtung herum haben die Autoren eine Technik eingesetzt, mit der die physikalischen und dynamischen Änderungen im Gestein um den Schacht während der Ausschachtung beobachtet werden. In der vorliegenden Studie wurde zur mikroseismischen Überwachung ein AE Überwachungsverfahren eingesetzt und die Autoren berichten über die Veränderungen in den Gesteinseigenschaften um die Ausschachtung herum. Dans le but d'évaluer en détail les propriétés des roches qui forment les parois des cavernes creusées, les auteurs ont utilisé une technique de mesure permettant d’observer les modifications physico-dynamiques des roches aux alentours de la caverne pendant son excavation. Dans le cadre de cet article, une technique de surveillance de l’agitation et du bruit microséismiques a été mise en œuvre et les auteurs font état de la modification des propriétés de la roche environnante.

This study examined the group differences in accident susceptibility among underground coal mine workers accounting for their personal and workplace characteristics. A logistic regression model was used for this purpose. Data were collected from five underground coal mines for a period of four years. The case study results revealed that different age and experience groups of workers bear no significant differences in their accident susceptibility; however, the workplace location and occupation groups show significant differences in their risk of injuries. It is inferred based on the logistic model results that among the three occupation groups, the face workers are more susceptible towards accidents/injuries compared to the haulage and other workers. DC arc furnaces are widely used for steel scrap melting, and are increasingly being used for smelting applications as well. The electrical resistivity of slags varies widely, from highly conductive slags in ilmenite smelting, to highly resistive slags in applications such as cobalt recovery from non-ferrous slags, and nickel laterite smelting. Models have been developed to predict the electrical behaviour of the DC open plasma arc and the molten slag bath. These models allow the voltage and current ranges of furnace power supplies to be specified.

The gold mining industry has mainly relied upon the use of highly polluting chemicals, such as mercury and cyanide to recover gold from its ores. The Coal Gold Agglomeration (CGA) process was developed some years ago and has the advantage in that gold is recovered by a procedure which has little or no negative impact on the environment. A gold ore containing liberated gold particles is contacted with coal-oil agglomerates, where by the gold is recovered into the coal/oil phase. Laboratory scale batch tests were performed on an artificial mixture gold slurry and gold recoveries of up to 85% were found under optimized conditions. By recycling the coal/oil phase, it was found that the gold loading onto the agglomerates was increased. Tests performed on an industrial ore yielded slightly lower gold recoveries, and X-ray Diffraction (XRD) analysis on the coal/oil phase showed that minerals other than gold was recovered into this phase. A comparative study was conducted whereby the CGA process was compared to mercury amalgamation. Gold recoveries obtained through amalgamation were 15% lower than by the agglomeration process, which indicates that this process can be considered favourably as an alternative to amalgamation.

The anisotropic behaviour of Athens Schist has been brought out through the testing of specimens with varying orientation of schistosity with respect to the major principal stress under uniaxial, triaxial and dynamic conditions. A large number of results from tests on intact rock specimens of the Athens Schist were statistically analysed and evaluated.

Paper written on project work carried out in partial fulfilment of M.Sc.(Chemical Engineering) degree Chromite and talc are two major gangue minerals in platinum bearing UG2 ore processed from the Bushveld Complex in South Africa. During flotation, talc is effectively depressed by the addition of depressants. Chromite, on the other hand, is considered to be hydrophilic, its recovery is believed to follow water recovery and therefore recovered by entrainment only. In certain cases it has been shown that chromite can be activated by the reagent suite and hence is made amenable to true flotation. The aim of the work was to investigate the effect of the addition of copper sulphate as an activator and the effect of the depressant type and dosage on the recovery of chromite. The results of these experiments showed that copper sulphate, at higher dosages, activated the chromite. Low dosages of copper sulphate resulted in no chromite activation. This was observed at low depressant dosages of both IMP4 (guar gum) and KU5 (carboxymethyl cellulose (CMC)). When the depressant dosages were increased, at higher copper sulphate dosages, it was observed that the activated chromite was depressed by IMP4, but that the activation was still significant with the use of KU5. The activation of the chromite is attributed to the form of the copper species present in the solution and on the mineral surfaces at pH = 9 enhancing collector adsorption and thereby increasing hydrophobicity. These species were not measured directly and it is recommended that this should be further investigated using surface mineral techniques. Keywords: flotation; depressants; chromite; copper sulphate

A novel variation of the GYPCIX process for the treatment of the acid mine effluent water from Grootvlei is described, in which a number of valuable by products can be obtained and the product water can be used for a variety of different purposes. A conceptual case study is presented in which the important cost parameters are described and certain critical path activities are indicated in order to derive a Return on Investment evaluation according to methods previously published. The study indicates that the treatment costs can be dramatically reduced, provided that proper utilization of the by products is taken into account. There are many possible uses for the water. However, by far the most advantageous contribution to the RDP and the best return on capital is derived if the water is used to establish small-lot farming activities providing work opportunities for thousands of people and contributing several hundred million Rands to the GDP. Vastly improved social conditions will be generated in an area of Gauteng that is in danger of rapid deterioration and a contribution will be made to maintaining mining activities in this area. The environmental impact is positive.

Since the dismal performance of the Rand Mines management was called to account by its shareholders in 1994, the waves of change have continued to ripple across the South African mining industry .The number of listings on the gold board of the Johannesburg Stock Exchange, that once numbered 40 or 50-odd, have now dwindled to no more than a handful as unprecedented restructuring has taken place. The redefining of the industry has not been limited to the gold sector, but across the base metal, coal, diamond, platinum and industrial mineral sectors as well. At the same time the Mining Houses began to reconsider their funding strategies. Originally established in the early part of the century to ensure the long-term sustainability of their group mining operations by providing substantial financial muscle and technical support, the Mining Houses were faced with a rapidly changing political environment, which proved to be a critical catalyst in giving momentum to the change. Furthermore, the significant development costs and increasing risk profile for new projects, coupled with pressure from shareholders demanding respectable returns, opened the door to opportunities for banks to begin providing external debt by the way of project finance. However, the provision of long-term debt to the South African mining industry had generally not been common since mining companies had financed new projects with equity, or with the cash flows from existing operations. Those banks that had the appetite for exposure to the perceived high risks of the mining sector rapidly built up specialist resource banking divisions capable of addressing the increasing demands of the industry. The application of project finance, the principles of which were developed in the 1970s specifically for infrastructure projects and privatization, is now commonly applied in the financing of greenfield and brownfield mining projects. This paper outlines the approach that lending banks would typically adopt when arranging or providing mining project finance, their usual areas of concern and the way in which the finance is structured to mitigate the many inherent risks.

The paper deals with the importance of design and of codes of practice in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included, which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.

The kinetics of the dissolution of colloidal silver in aerated cyanide solutions has been investigated with the aim of developing a relatively rapid and convenient method for monitoring the ?leaching power? of solutions typically used in the cyanidation process. Experimental results obtained are consistent with an electro-chemical model, in which the mixed potential is set up in the active region of the polarization curve for the anodic dissolution of silver, giving rise to a rate of dissolution which is controlled by the rate of mass transport of either cyanide or oxygen to the surface of the silver. The rate of dissolution of colloidal silver was found to respond to variations in the reactant concentrations in a similar manner to gold (and silver) in a typical free-milling ore. The use of this technique for the monitoring and control of the cyanide leach process is discussed.

The aim of this paper is to provide an overview of existing forms of subcontracting in the South African mining industry. A descriptive framework is developed to understand different subcontracting arrangements. We argue that, in order to do so, it is important to distinguish between labour broking and gang subcontracting. Data resulting from a research project (including an analysis of historical sources, interviews with contractors and focus group interviews with mineworkers) is presented to highlight the implications of changing formations of subcontracting for the South African mining industry in the late 1990s. Apart from the subcontracting of ?traditional? functions, such as shaft sinking, access development, catering and hostel maintenance, contractors are now used in ?core? mining activities. In some instances, whole shafts are ?outsourced? to outside agencies. It is argued that certain of the subcontracting arrangements have serious implications for the ability of the mining industry to improve health and safety standards. Some of the practices can potentially result in conflict between different categories of workers, and, as a result, instability in the industry.

A pair of silicon rubber replicas of size 250 mm by 250 mm, from a natural rock joint, was used to produce several high strength concrete fracture replicas of different sizes, from 50 mm by 50 mm to 200 mm by 200 mm. The morphology of the concrete fracture replicas were digitized at the laboratory using a 3D-laser-scanning machine with high accuracy and resolution. The scale dependency of the geometrical properties, including surface roughness and aperture, of the samples were investigated using fractal method. The investigation was extended to study the scale effect on the mechanical properties of the concrete fracture replicas. Four concrete replicas having same geometry from each sampling size were sheared under four different normal loads. The results show that normal and shear stiffness and peak shear strength decrease with increasing sample size and decreasing normal stress. It is concluded that for accurate determination of geometrical and mechanical properties of rock joints in the laboratory and field scales, samples with size equal to or larger than stationarity limit are required. Die Morphologie der Beton Rissreplikas wurde mittels eines 3D-Laserscanners hoher Genauigkeit und Auflösung im Labor digitalisiert. Die Skalenabhängigkeit der geometrischen Eigenschaften, dies inklusive Oberflächenrauhigkeit und Öffnungsweite, wurden mittels Fraktalen bestimmt. Die Studie wurde durch die Untersuchung der mechanischen Eigenschaften der Betonrepliken erweitert. Hierbei wurden vier Betonrepliken der selben Geometrie jeder Probengrösse unter vier verschiedenen normalen Belastungen abgeschert. Die Ergebnisse zeigen das sowohl Normal- und Schersteifigkeit als auch die Spitzenscherfestigkeit mit zunehmender Probengrösse und abnehmender Normalspannung abnehmen. Es hat sich gezeigt, daß für eine genaue Bestimmung der geometrischen und mechanischen Eigenschaften von Felsklüften im Labor und im Feld Proben einer Größe gleich oder größer des stationären Limits verlangt werden. Deux répliques en gomme de silicone d’une fracture naturelle, de dimension 250 mm par 250 mm, ont été utilisées pour produire des répliques en béton de haute résistance de dimensions allant de 50 mm par 50 mm à 200 mm par 200 mm. La morphologie de ces répliques a été digitalisée au laboratoire à l’aide d’un laser-scanner 3D haute résolution et haute précision. L’influence de l’échelle des propriétés géométriques, incluant rugosité et ouverture, a été étudiée en utilisant la méthode des fractales. Des essais complémentaires ont été réalisés afin d’étudier l’effet d’échelle sur les propriétés mécaniques des répliques de fracture en béton. Quatre répliques béton de même géométrie pour les différentes tailles d’échantillons ont été cisaillées sous quatre valeurs de contrainte normale. Les résultats montrent que la rigidité normale et tangentielle ainsi que la résistance de pic diminuent en proportion de l’augmentation de la taille de l’échantillon et de la diminution des contraintes normales. On peut en conclure que, pour une détermination précise des propriétés géométriques et mécaniques des fractures au laboratoire et sur le terrain, des échantillons de taille égale ou supérieure à la limite stationnaire sont nécessaires.

A new hydrogen production process, named the HyPr-RING, has been proposed. Fundamental concept of the HyPr-RING is integration of water carbon reaction, water-gas shift reaction and CO2 absorbing reaction in a single reactor. Firstly, thermodynamic analysis was done to judge the possibility to realize the process. It was found that high pressure and temperature condition, such as 20 MPa and 1000 K, is required to promote this integrated reaction. Next, experimental verification of the new process was done under the high pressure and temperature reaction conditions. As the results, integration of above three reactions in a single reactor can be done successfully and produced a large amount of hydrogen as estimated by thermodynamic analysis. Experiments showed that organic materials including coal, heavy oil, biomass, plastics can be used in this process. In the gaseous phase, no pollutants such asH2S, SO2, COS are detected so that gas cleanup system is not required for power generation when this process is used. Finally, a process design was made to estimate process efficiency. Theoretically, 1 mole of carbon can generate 2 moles of hydrogen and cold gas efficiency of this process estimated as more than 80 per cent. Seven full and partial pillar extraction operations were visited in New South Wales, Australia, in the early parts of 2001. Certain factors unique to these operations have led to the general success of the safe and economic extraction of these coal pillars. Some of these factors attributable to the overall success of these operations are discussed in this paper. In particular, geotechnical mapping, specific legislation pertaining to pillar extraction, mining methods, the role of temporary supports and training are described. It is found that some of these factors have useful attributes which could be used to design a methodology for extraction of underground coal pillars in the Witbank and Highveld coalfields of South Africa.

Instability in rockpasses at deep levels often initiates as a result of stress induced fracturing of the rock on the walls of the pass. This may then progress to a stage at which the geological structure of the rock mass becomes dominant and permits large joint-defined blocks and slabs to become unstable. In this paper, a technique is described in which jointing parameters and their variabilities?orientations, spacings and lengths?are taken into account in estimating the extent of failure that may develop around a typical unsupported deep level gold mine rockpass. The results of this prediction are compared with the results obtained from a review of pass performance in the gold mining industry.

Billiton Process Research has carried out extensive research over the past four years to develop new process technology using bioleaching for extraction of copper and nickel from their sulphide concentrates. Continuous pilot scale and laboratory batch testwork has been carried out with adapted mesophile bacterial cultures at40°C?45°C, moderate thermophile cultures at 50°C?55°C and thermophile cultures at 65°C?85°C. Pilot scale work has demonstrated the commercial viability of mesophile cultures for bioleaching of secondary copper sulphide and nickel sulphide concentrates. Moderate thermophiles offer benefits in terms of reduced cooling requirements for commercial reactors and, in the case of bioleaching of nickel concentrates, some selectivity over bioleaching of pyrite. Continuous pilot scale testwork has shown that thermophiles achieve efficient bioleaching of primary copper sulphide and nickel sulphide concentrates, giving much higher recoveries than achieved by bioleaching with a mesophile or moderate thermophile culture.

Tracey Khanna, Assistant Editor of UK?s Mining Magazine discusses some of the new and important environmental challenges, physical and social, that are facing mining companies. The tide of public opinion has turned strongly against those companies which are unable to show that they are practising responsible environmental stewardship. This is, no doubt, in part due to the recent focus of the international media on environmental issues and constantly improving means of communications, which has brought the whole subject of mining and the environment to those who, in the past, had only a limited awareness of the industry. Mining companies today face new and important challenges with regard to the environment, both physical and social. New technology and a greater understanding of waste management techniques has helped to bring about improved handling and disposal of mines wastes, so reducing some of the impacts. However, improved technology has also brought about the economic viability of exploiting increasingly lower-grade ore from open pits, resulting in a greater visual impact.
