ABSTRACT: New techniques and methods for 3D geo-mechanical model test are presented in this paper. The new model material NIOS with high density and low cost; the so-called DPSS (Discrete Principal Stress Surface) loading concept, the loading and monitoring system for the generation of the 3D initial stress field of the model test, also the special techniques and apparatuses for modelling the excavation of caverns located deep inside the model material, are developed and introduced. By adopting those new techniques, a very large 3D geo-mechanical model test with high comparability for a newly designed underground powerhouse has been successfully fulfilled. ZUSAMMENFASSUNG: Neue Techniken und Methoden für 3D geomechanischen Modellversuch wurden in diesem Artikel vorgestellt. Ein neues Modellmaterial mit hocher Dichte und niedrigem Preis, ein sogenanntes DPSS (Discrete principal stress surface) Ladenkonzept, ein Laden- und Überwachungssystem für die Erzeugung des 3D primären Spannungsfelds und überdies spezielle Techniken und Maschinen für das Ausbruch der tief in dem Versuchsmodell liegenden Kaverne wurden entwickelt. Bei Anwendungen dieser neuen entwickelten Techniken wurde ein sehr großer 3D Modellversuch mit großem Maßstab für ein geplantes unterirdisches Kraftwerk erfolgreich durchgeführt. Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

The results revealed that the pozzolanic activity of the gold mine tailings and their main mineral phases improved by mechanical activation. Under the same activation conditions, the activated mica powders possessed the highest pozzolanic activity index, followed by the activated feldspar, and the activated quartz exhibited the lowest pozzolanic activity index. The addition of calcium oxide promoted the formation of amorphous C–(A)–S–H gel for all paste samples, and stratlingite and hydrotalcite were observed in calcium oxide activated mica paste. The addition of natural anhydrite promoted the formation of ettringite for the pastes of calcium oxide activated aluminosilicates materials (gold mine tailings, mica, and feldspar). Furthermore, the pozzolanic activity indexes of the mechanically activated gold mine tailings and their main mineral phases were tested to be qualified for use as supplementary cementitious material in cement. This paper provided an innovative approach for recycling gold mine tailings as supplementary cementitious materials in cement, which would be environmentally friendly and cost-effective. In South African metalliferous mines, stoping operations are largely confined to narrow, tabular orebodies making mechanization extremely difficult. Limited flexibility in terms of stope width has necessitated drilling by means of handheld, pneumatic rock drills at most of our operations. As the largest producer of platinum in the world, we drill in excess of forty million stope blast holes per annum. Cleaning of the broken ore is also done by conventional means?utilizing scrapers and scraper winches. Conventional methods such as these carry high costs in terms of risk exposure as well as labour intensity. The purpose of this paper is to describe the development of a long hole stoping system suitable for the narrow platinum reefs. The new system had to be substantially safer and more cost effective than conventional mining. We selected a site that was conducive to mechanized mining and set out the parameters that we considered would meet our requirements. We then conducted a feasibility study to evaluate the conceptualized long hole stoping system in terms of specific goals. An analysis of the proposed system identified the Key Performance Indicators (KPIs). One of the most critical goals was to be able to create a man-free stope. This would mitigate the safety risk associated with normal stoping operations, as well as the inefficiency cost previously referred to.

Consideration of the economic, environmental, and social impacts associated with the life-cycle of a technology is of increasing importance for decision-making in industry. It has been suggested that economic assessment of technology deployment projects requires the translation of associated environmental effects into monetary values. This paper introduces an approach for identifying and evaluating environmental damage in monetary terms. The approach groups the environmental impacts associated with a technology life-cycle system into four main criteria: air, water, land, and mined abiotic resources. The valuation of the impacts on the resources consists of an economic cost benefit analysis (CBA) procedure that comprises four steps: the compiling of an impact inventory, a monetary valuation of the inventory, discounting, and a risk/uncertainty analysis. The monetary valuation step for impacts on air resources is primarily based on published externality costs for Europe and the United States, which are adopted and converted to reflect the South African context. Local opportunity costs are utilized for the other resource criteria. The damage costs are transformed into South African Rand at 2005 prices. The paper demonstrates how the approach may be applied in the assessment of projects in the metallurgical industry. Shortcomings in the approach are identified. For example, not all of the aspects that are considered necessary to assess environmental performances comprehensively can be valued in monetary terms. Also, certain values, specifically those pertaining to opportunity costs, need to be determined on a case-by-case basis. Furthermore, the uncertainties associated with the indicators obtained may strongly influence the usability of the results of an environmental performance assessment, e.g. future damage costs will change with fluctuations in the markets. It is concluded that although such an approach has merit in increasing the understanding of the potential financial implications of a technology?s environmental performance, further research is required to improve the approach described if it is to be used further in the South African metallurgical industry. Damage cost estimates that are specific to South Africa need to be developed to reduce uncertainty, and the combination of both quantitative and qualitative approaches is recommended for comprehensive sustain-ability decision-making.

The behaviors and stress distributions of the inclined jointed rock masses with different dip angles obtained from DDA are compared to the results of laboratory tests. By calculating the block stress distributions, it is confirmed that DDA can reproduce the arching around the trap door when lowering the trap door. The shapes of arching change with the angles of inclined layers. In addition, the earth pressures acting on the trap door shows non-symmetrical distributions when the layers are not horizontal. The stress concentration occurs in one side of the rock masses close to the trap door. Furthermore, the surface settlements are also related to the inclined angle, and the loosening zone in rock masses can be different from Terzghi’s theory [1]. Since, simulations have good agreements with the laboratory test , it demonstrates the applicability of DDA to explain the mechanical behaviors of tunnel, such as arching phenomenon, non-symmetrical earth pressure distributions acting on the trap door, and the surface settlement profile in the jointed rock masses. Dans cet article est décrite l’étude numérique du perçage d’un tunnel dans un massif de couches rocheuses jointes inclinées. La simulation à l’aide de l’Analyse de Déformation Discontinue (DDA), en faisant varier l’angle d’inclinaison des couches de roche, nous apporte des résultats en termes de distributions de contraintes et de comportement des couches, résultats qui sont ensuite comparés avec des résultats de tests en laboratoire. Les résultats confirment le fait que la DDA est capable de reproduire le phénomène d’arcage autour de la trappe lorsque la trappe s’abaisse. Les formes d’arcage varient selon l’angle d’inclinaison des couches de roche. Par ailleurs, lorsque les couches ne sont pas horizontales, la distribution de pression agissant sur la trappe est assymmétrique. La concentration de contraintes se produit du coté proche de la trappe. De plus, les tassements de surface dépendent eux aussi de l’angle d’inclinaison. En conséquence, les résultats de simulation sont en accord avec les tests en laboratoire, ce qui prouve que la DDA permet d’expliquer des comportements mécaniques du tunnel tels que l’arcage, les distributions assymmétiques de pression du sol sur la trappe, ainsi que le profil du tassement de surface dans la masse de roches jointes. Dieser Beitrag beschreibt eine numerische Studie über Tunnel im geklüftetem Fels. Das Verhalten und die Druckverteilungen in den unterschiedlich geneigten und geklüfteten Felsenmassen wird mit Hilfe des Discontinuous Deformation Analysis Programms (DDA) simuliert, und mit Laborversuchen verglichen. Die Resultate bestätigen, dass DDA der Gewölbewirkung im „Trapdoor“ Experiment gut reproduzieren kann. Die Form des Gewölbes, ändert sich mit unterschiedlichen Neigungswinkeln der Schichten. Bei geneigten Schichten entstehen unsymmetrische Druckverteilungen. Auch die Oberflächenabsenkung ist von dem Neigungswinkel abhängig. Die gute Übereinstimmung der Simulationen mit den Laborversuchen zeigt, dass die DDA-Methode gut geeignet ist, um das mechanische Verhalten von Tunneln, wie z.B. den Effekt der Gewölbewirkung, die unsymmetrischen Druckverteilungen bei geneigten Schichten, oder die Oberflächenabsenkung in geklüfteten Felsenmassen, zu erklären.

Mining is an inherently risky business; from the technical, environmental, social, and economic uncertainties associated with advancing an exploration prospect to a viable project to the operating, market, and safety risks and uncertainties attached to a developed mine. Since we cannot totally escape the risk and uncertainty related to resource projects, as an industry we should improve our presentation of the upside and downside risks in the context of the project?s development path and maturity. More transparent, consistent, and balanced views of technical confidence will better inform both internal and external stakeholders about the expected risk in the project. International reporting codes set out the minimum standards, recommendations, and guidelines for public reporting of Exploration Results, Mineral Resources, and Mineral Reserves. However, the reporting code principles of transparency and materiality are largely subject to the interpretation of the competent person(s), which may introduce a degree of subjectivity in reporting, particularly the level of disclosure regarding supporting information. It is fundamental that Mineral Resources, Mineral Reserves, and study outcomes are reported so as to unambiguously present the level of inherent technical uncertainty (or confidence) in a project, while conveying a balanced view of the opportunities a project presents. Reporting needs to consider various stakeholders who may rely on this information, and present the data in the context of the changing risk profile associated with project development paths and project maturity. This paper discusses the interdependence of resource-to-reserve conversion, the consideration of various technical-economic study types, and the level of confidence conveyed to stakeholders relying on these technical reports and other company public announcements.

Skorpion Zinc operates a solvent extraction/electrowinning zinc plant producing over 150 000 t/a of special high grade (SHG) zinc (>99.995% Zn). In the current flow sheet copper and cadmium are cemented from the neutral leach solution using zinc powder, to prevent galvanic corrosion of plant equipment and build-up of copper in plant solutions. This process is effective but unfortunately consumes expensive zinc dust and produces a low value copper product. The EMEW® (Electrometals electrowinning) technology of Electrometals Technologies Ltd. uses a rapid flow of electrolyte through a cylindrical cell to deposit copper or other metals from dilute solution (less than 1 g/L) [1]. The copper can be deposited as powder or may be harvested as a tubular cathode product. The advantage of the use of EMEW® technology at Skorpion Zinc will be to eliminate the use of expensive zinc dust and to produce a high value copper product for sale. Following extensive bench test work, a piloting campaign was carried out at Skorpion Zinc. The tests demonstrated the ability of the EMEW® cell to effectively remove copper from solution through direct electrowinning at lower operating cost than cementation. The correlations between the modulus ratio and penetration rate of rotary and percussive drills were statistically investigated using the raw data obtained from the experimental works of different researchers. An inverse power law was found between the modulus ratio and the penetration rate of rotary and diamond drills. The penetration rate of rotary drills and diamond drills decrease with an increasing modulus ratio. The penetration rates of percussive drills increase with an increasing modulus ratio. There are significant linear correlations between the penetration rates of percussive drills and the modulus ratio. In one of the cases of percussive drilling, a strong correlation between the penetration rate and the modulus ratio was found for the rocks having a porosity value lower 1.23 %. It can be concluded that the modulus ratio might be a representative measure of rock drilling efficiency. However, further study is necessary to check the validity of the derived equations for other rock types. The effect of porosity on the correlations between the modulus ratio and penetration rate needs to be further investigated.

Recent studies on the physico-chemical properties of molten slags and oxide solid solutions of interest are reviewed. The review covers redox and phase equilibria in slags, viscosity, diffusivity, electrical conductivity, kinetics of interfacial reactions between slags and CO-CO2, interfacial properties and phenomena. Some highlights from ongoing work on modelling phase diagrams, component activity, viscosity and electrical conductivity of multi component slags will be presented and results compared with published experimental data on slags with or without suspended solid phases.

Paper written on project work carried out in partial fulfilment of B Eng Met Surface coatings persisting on zircon particles, after being leached in an acidic solution, are believed to be the cause of zircon misplacement during the electrostatic separation of heavy mineral beach sands. Electrostatic separation is employed to separate non-conductive zircon particles from more conductive rutile particles. Surface coatings on zircon particles are believed to render the non-conductive zircon particles more conductive, resulting in the contamination of the more conductive rutile stream with zircon particles. Resistivity measurements, X-ray photoelectron spectroscopy (XPS) and scanning electron microscopy (SEM) were performed to compare the surface characteristics of zircon particles found in the different product streams following electrostatic separation. XPS analysis showed that no significant difference exists in the outermost layer of the zircon particles found in the different streams. SEM analysis showed the existing surface coatings on zircon particles from different product streams to have similar chemical compositions. Resistivity measurements confirmed the results obtained from both the XPS and SEM analysis; no significant differences in the resitivities were observed. From the results obtained it suggests that surface coatings present on zircon particles are unlikely the primary cause of zircon misplacement. Zircon losses can possibly be a result of machine related aspects. Key words: XPS; SEM; resistivity measurements; electrostatic separation; heavy mineral sands.

Monitoring of the slopes of surface mines can prevent loss of life, loss of equipment, loss of production and possibly the loss of the mine. The effectiveness of such monitoring depends on the extent to which slopes give adequate advanced warning before failing, and on the ability of the monitoring system to detect such warning. In this paper an overview is given of slope monitoring requirements, from both the geotechnical and survey points of view, as well as the types of equipment and instrumentation that are available. Legal issues relevant to slope monitoring are also dealt with. It is concluded that conventional geotechnical and survey instrumentation will continue to have their place in slope monitoring. However, the slope monitoring scene has changed substantially in recent years. A real and volume-based monitoring equipment is now available and this has provided, and will continue to provide, the means to improve safety, and to enhance productivity in mining. Its benefit to slope management is substantial. In the near future it is expected that data obtained from such equipment will add a much needed new dimension to slope engineering, and be used to improve slope designs and to optimize slope angles.

The bulk of plain carbon steel is produced through conventional Basic Oxygen or Electric Arc Furnace routes where the development of the AC Ladle Furnace has made it possible to also produce alloy steels. Smaller Ladle Furnaces have limitations such as lower efficiency; high electrode consumption and diminutive yields rendering them uneconomical to operate and making the processing of low carbon steel grades difficult due to carbon pick up. The demand for special steels and alloys with strict specifications is increasing while commodity prices remain competitive. The production of special steels and alloys have specific process control requirements and the development of the induction melting furnace (IMF) has made it possible to produce smaller batches economically. Refining and alloying of the melt in the IMF further enhance the efficiency. The INDUREF furnace offers increased productivity and flexibility through increased thermal efficiency and can be utilised for holding molten metal for further processing such as granulating, atomising, nitriding, alloy additions and desulphurisation of Ferro-alloys and steels. The system utilises a specially engineered ladle which is placed in an induction-heating assembly comprised of a stationary water-cooled copper coil and lamination packs. The addition of equipment for vacuum degassing and decarburisation of steels and alloys is also feasible. Benefits are: ? No electrode consumption or carbon pick-up ? The South African Institute of Mining and Metallurgy was approached by the Australian Institute of Mining and Metallurgy to present a paper on the current practice in terms of the valuation of mineral projects and properties, given the development of a Code for the Valuation of Mineral Properties, developed in Australia (the VALMIN Code), and a similar Code in Canada (the CIMVal Code).This paper is the result of research and investigation into the matter, in terms of the reporting of Mineral Resources and Reserves, financial reporting practice, the Listing Rules of the Johannesburg Securities Exchange, and various practices in valuation. The paper establishes that a strong linkage has already been established between the SAMREC Code for the reporting of Mineral Resources and Reserves and the Listing Rules, and that, for completeness, a Code for Valuation needs to be developed. This Code will be similar to its international counterparts, with the necessary inclusions which are relevant to South Africa, and will provide guidelines and definitions on matters such as transparency, materiality and competency in valuation. It proposes that a multi-stakeholder steering committee be established under the auspices of the SAIMM, to deliberate and design a process for establishing such a Code.

Turkish iron and steel sector, the base of which was established in the 1930?s, plays an important role in the industrialization and development of the country?s economy. In Türkiye this sector is the major consumer of ferroalloys. There had been a great improvement in Turkish Iron and Steel industry, especially after the 1980?sand as a result, 20.9 million tons of yearly crude steel production placed Türkiye 11th in the global steel output and 3rd in Europe. 15 % of steel produced in Türkiye is flat products, while the long products make the rest. The product composition and the general characteristics of steel production process led to an increase in ferroalloy consumption. Domestically consumed ferroalloys are especially ferromanganese, silicomanganese, and ferrosilicon. As of today, ferroalloy production capacity of Türkiye is 173,800 tons/year; 161,500 tons of which is ferrochrome with high and low carbon grades, 7,300 tons of ferrosilicochrome and the rest is ferrosilicon (5,000 tons/year). Türkiye is one of leading ferrochrome producers in the world considering the above mentioned production figures. However, this production is mainly exported since Türkiye?s stainless steel production level is modest requiring low amounts of ferrochrome. The products of iron and steel industry in Türkiye require large quantities of other ferroalloys, which make Türkiye a major importer and exporter of ferroalloys. The aim of this work is to present production, consumption, import and export quantities of: ferrochrome, ferromanganese, ferrosilicon, ferromolybdenum, ferrotungsten, ferrotitanium and ferrovanadium of Türkiye, between 1990 and 2006.

The efficient and accurate design of pipe and pumping plant for non-Newtonian mineral slurries remains a problem. The objective of this paper is to present the development of the Balanced Beam Tube Viscometer (BBTV), an instrument which could facilitate more accurate design for these slurries. The background of rotational and tube viscometry is reviewed and the fundamental principles and inherent advantages of the BBTV are given. The design, data acquisition and processing techniques are introduced and results showing the reliability of the new instrument are presented and discussed. It is concluded that the BBTV is a reliable and versatile instrument for both routine analyses and research work, and has the potential to provide data for the refinement of the design procedure for mineral slurry pipe and plant design.

A Life Cycle Assessment (LCA) of stainless steel production, including that of the nickel, ferronickel, ferrochromium and iron feedstocks was carried out using inventory data derived from the literature. The environmental impact categories considered in the study were Global Warming Potential (GWP), Acidification Potential (AP) and total (or full cycle) energy consumption. The effects of different sources of electricity (black coal, natural gas and hydroelectricity) were also examined in the study. The results of the LCA showed that when ferronickel is used as the nickel source, the total energy consumption for stainless steel production is approximately 50% higher than when nickel metal is used as the nickel source (75 MJ/kg cf. 49 MJ/kg). This result comes about largely because the Fe units in ferronickel have a much higher energy intensity than do the Fe units in pig iron, and the greater the use of the former at the expense of the latter, the greater is the total energy consumption. The results also showed that the production of ferronickel made by far the largest contribution (59%) to the total energy consumption for stainless steel production when this feedstock is used as the nickel source, but when nickel metal is used as the nickel source the contributions of the various stages are more evenly distributed. It was also observed that the electricity consumption of the electric furnaces used in the production of ferronickel, ferrochromium and stainless steel contributed approximately 50% to the total energy consumed in stainless steel production. Given the relatively low efficiencies associated with electrical power generation, significant reductions in the total energy of stainless steel production could be anticipated if more direct use of thermal energy was made in the ferronickel, ferrochromium and/or stainless steel smelting stages, for example by utilising bath smelting processes.

Authorities that regulate environmental issues pertaining to industrial wastes in South Africa regard landfill disposal as the only effective environmental management option for slag and other inorganic by-products from the ferro-alloy industry. Metallurgical slags are widely utilised in civil engineering and construction applications in other countries in the world and in line with the overall philosophy of conserving mineral and other natural resources, these materials should be assessed for the possibility of resource recovery, recycling, reclamation, direct re-use or alternative uses. This presentation describes a risk-based approach for the assessment of by-products from the ferro-alloy industry for alternative use. Once a by-product from an industrial process has been identified for alternative use, its intended use would be defined, but it will not be possible to control its actual use or misuse in society, nor will it be possible to control its fate during the application life cycle. In the interest of protection of human health and the environment, potential risks associated with the handling and uses of a material throughout its life cycle therefore have to be quantified. The assessment has to include both human health and ecological risks and must cover the entire life cycle of a product, from its production up to its end-of-life disposal. The presentation introduces the concept of tiered risk assessment and demonstrates how this applies in the overall assessment of by-products from metallurgical industry sector for safe use in society.

Thank you Dr Barcza, President of the South African Institute of Mining and Metallurgy, for inviting me to share our experiences in Australia as regards the competency movement and my Association?s experience in assisting engineers become managers. This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. I propose to outline two exciting stories today. ? Development of competency standards for professional engineers in Australia. ? Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. First of all I would like to outline the Association of Professional Engineers, Scientists and Managers, Australia(APESMA).
