The coal-bearing strata of Oklahoma occur in the eastern part of the state over an area of 14,500 square miles, 20.7 percent of the state's total area. Commercially valuable deposits of bituminous coal cover about 8,000 square miles in seams ranging from ten inches to five feet thick. Estimated reserves in Oklahoma are 1.6 billion tons, representing 0.3 percent of U.S. coal reserves. The vast majority of coal mined in Oklahoma used in a single power plant within the state. Oklahoma gained primacy when its regulatory program was conditionally approved January 19, 1981. Authority for the state to administer the Abandoned Mine Land program was granted January21,1982. On April 30,1984, the Office of Surface Mining substituted direct federal enforcement of the inspection and enforcement portions of the Oklahoma program. This substituted enforcement was based upon a finding by OSM that Oklahoma had not operated the inspection and enforcement portions of its program effectively. As of January 1, 1986, Oklahoma inspection and enforcement authority was reinstated. Full program authority was granted to Oklahoma on January 14, 1986.

Overview: The first step to emergency preparedness and maintaining a safe workplace is defining and analyzing hazards. Although all hazards should be addressed, resource limitations usually do not allow this to happen at one time. Risk assessment can be used to establish priorities so that the most dangerous situations are addressed first and those least likely to occur and least likely to cause major problems can be considered later. Purpose: This training package was developed to assist instructors as they (1) determine how to use risk assessment to improve safety preparedness and (2) present risk assessment concepts and tools to trainees. The concepts and tools presented here can be applied to any mine hazard.

The National Institute for Occupational Safety and Health conducted a study to determine the effects of selected, state-of-the-art emission control technologies on the ambient concentrations of particulate matter and gases emitted by underground diesel-powered mining equipment. Tests were conducted in an isolated zone of an underground mine to evaluate the effectiveness of alternative fuel formulations, namely, water-fuel emulsions, blended biodiesel fuels, ultralow sulfur diesel fuel, and #1 diesel; and selected exhaust after treatment devices, namely, diesel oxidation catalysts (DOCs), diesel particulate filter (DPF) systems, and filtration systems designed around high-temperature disposable filter elements. The results showed that using a cold-weather and warm-weather water-fuel emulsion formulation reduced mass concentrations of elemental carbon (EC) by about 70% and 85%, respectively. The 20% and 50% soy biodiesel blends reduced EC by 49% and 66%, respectively. The reductions were slightly less pronounced for the 20% and 50% yellow grease biodiesel blends—33% and 56%, respectively. EC concentrations were unaffected by using ultralow sulfur diesel in place of #1 diesel. Use of the reformulated fuels did not substantially alter the concentrations of nitric oxide and carbon monoxide. However, a measurable increase in the nitrogen dioxide (NO2) peak concentration was observed during the biodiesel tests. The ArvinMeritor (AM) fuel-burner DPF system with a palladium-catalyzed DOC reduced EC concentrations by 92%. The diesel filter elements from Donaldson Co., Inc., and Filter Service & Testing Corp. reduced the EC concentration of the mine air by 92% and 70%, respectively. When the palladium-based DOC was used with the AM DPF, it raised the average and peak downstream NO2 concentrations by a factor of three. Tests of the AM DPF system with a platinum-catalyzed DOC and CAP/ETG catalytic particulate oxidizer system had to be terminated because the elevated NO2 concentrations threatened to overexpose the operator. The tests with only a selected DOC also resulted in increased NO2 concentrations in mine air.

In 2007, a total of 278 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Metal mines were the smallest mining commodity sector, comprising 1.9% of all mining operations. ? Gold mines comprised 44.6% (n=124) of all metal mining operations. Other common types of metal mines were iron ore (n=36; 12.9%) and copper ore (n=35; 12.6%). ? Nevada had the largest number of metal mines (n=45; 16.2%), followed by Alaska (n=28; 10.1%).

"INTRODUCTION AND RESUMEThe Reward zinc property was one of the first selected for exploration by the Bureau of Mines at time when zinc supplies for war production were very short. Preliminary examination indicated that an appreciable tonnage of zinc that could be developed for early production might be found by diamond drilling. The geology was mapped by the Federal Geological Survey, and 14 holes were diamond drilled by the Bureau of Mines. This work was started in September 1942 and completed in September 1943.The Reward is an old property in southwestern Pinal County, 26 miles from Casa Grande on the Southern Pacific Railroad. Mining was begun in the early 1880's and was continued intermittently by several operators to about 1917. About 400,0oo pounds of copper was produced from the north¬eastern part of the property, mainly from a 600-foot incline in oxidized copper ore that replaced a bed of limestone. This ore was mined out. A 400-foot vertical shaft in the copper area was inaccessible. A 325-foot vertical shaft had been sunk near the southwest end of the zinc-bearing area, and a 600-foot crosscut tunnel had been driven near the northeast end of the zinc area, but little zinc ore was produced. There were several shallow inclines and numerous surface pits between the main workings.The ores were deposited in Paleozaic limestones that strike northeast and dip about 40 degrees northwest. These are capped by Cretaceous clastic and volcanic rocks in the zinc area. The outcrops show mineralization in a segment of the limestone 4,500 feet long, which is limited by large cross faults at each end. Another large fault, which strikes north, separates the northeast third of the mineralized belt from the remainder. Copper predominates northeast of this fault and zinc southwest of it. The ore beds are cut by numerous small cross faults. Ore was deposited for short distances along some of these, but more of it made out from the fissures along certain replaceable limestone beds."

Background. There is currently little information regarding factors associated with specific modes of motion segment failure using a fatigue failure model. Methods. Thirty-six human lumbar motion segments were fatigue tested using spinal compressive and shear loads that simulated lifting a 9 kg weight in three torso flexion angles (0°, 22.5°, and 45°). Twenty-five segments failed via fatigue prior to the 10,000 cycle maximum. These specimens were visually inspected and dissected so that the mode(s) of failure could be determined. Failure modes included endplate fractures (classified into nine varieties), vertebral body fractures, and/or zygapophysial joint disruption. Logistic regression analyses were performed to determine whether certain morphometric variables, amount of motion segment flexion, disk degeneration scores, and/or loading characteristics were associated with the occurrence of specific failure modes. Findings. Results indicated that stellate endplate fractures were associated with increased posterior shear forces (P < 0.05) and less degenerated discs (P < 0.01). Fractures running laterally across the endplate were associated with motion segments having larger volumes (P < 0.01). Endplate depression was more common in smaller specimens (P < 0.01), as well as those experiencing increased posterior shear force (P < 0.05). Zygapophysial joint damage was more likely to occur in a neutral posture (P < 0.01). Interpretation. These results suggest that prediction of failure modes (e.g., specific endplate fracture patterns) may be possible (at least for older specimens) given knowledge of the spinal loads along with certain characteristics of the lumbar spine. It is believed that the field was completely covered except for special fuse made to order for a particular job .

This is one of a series of reports prepared by the Federal Bureau of Mines on mining methods, performance, and costs at individual mines in the United States. The primary purpose of these papers is to promote development and conservation of our mineral resources by disseminating technological information on methods, practices, and results that may be applied to the engineering analysis and solution of mining problems. This report discusses the highly selective mining methods of the Jaquays Mining Corp. at the Regal asbestos mine, 45 road miles northeast of Globe, Ariz. The milling method at the Globe plant is discussed briefly, and the extraction ratios of the various grades of fiber are tabulated. The proposed flowsheet of a new mill under construction is shown.

The coal reserve base in the Western United States is presented for coalbeds amenable to extraction by underground mining methods. The Federal Bureau of Mines has abstracted data on the quality and quantity of coal resources/reserves from numerous State and Federal publications and modified such data as necessary to allow computer storage and retrieval. Tonnages are compiled by State, county, coalbed, and rank, and allotted to sulfur categories by statistical apportionment. The coal reserve base in those States west of the Mississippi River, amenable to underground mining, is estimated to be approximately 131 billion tons. Of this total, about 30.8 billion tons are bituminous coal, 100.2 billion tons are subbituminous coal, and 126.4 million tons are anthracite. Lignite is not considered for underground mining in this report. Included in this report is a glossary of terms applicable to a classification system for coal resources and reserves as jointly defined by the Bureau of Mines and U.S. Geological Survey. The purpose of this system is to provide for direct comparison or compilation of various resource/reserve data.

The U.S. economy was considerably stronger in 1976 than in 1974 or 1975. Real gross national product (GNP) rose sharply in the first quarter of 1976 and then increased at a more moderate rate for the remainder of the year. The unemployment rate fell until June and then increased for moat of the remainder of the year, finishing at the same rate as it had started the year. The inflation rate continued to decline in 1976. Reasons for the relatively low rate (compared with those of 1974 and 1975) included small increases in food prices and only moderate increases in energy prices. Total U.S. output measured in terms of GNP increased 11.6% in 1976. Real GNP in 1972 constant dollars rose 6.2%. Inflation as measured by the implicit price deflator increased 5.1%. In real terms, gross private domestic investment for residential structures rose 22.7% in 1976 after declining 14.7%a in 1975; State and local Government expenditures increased 1.4% in 1976; and personal consumption expenditures for services rose 4.5%. The Federal Reserve Board (FRB) index of industrial production increased 10.2%.

ALABAMA&apos;S mineral industry continued to expand. This was a record year for many commodities, with expansion in almost all industries. New records were established for the production of native asphalt, fixe clay, miscellaneous clay, kaolin, bentonite, lime, scrap mica, salt, sand and gravel, crushed limestone, crushed marble, and tale. Among the States, Alabama ranked second in the production of bauxite, third in the production of scrap mica and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by the mining and processing of coal and stone, the manufacture of cement, and the production of crude petroleum, which together comprised 87 percent of the total value of production, compared with 86 percent in 1963. The iron ore industry continued to decline. This was the first year in which consumption of imported iron ore exceeded the consumption of domestic iron ore. The coal industry recovered from the slump caused by the abandonment of red iron ore mining by United States Steel Corp., and production expanded 17 percent, for the best year in coal mining since 1948. During the year, the one-billionth ton of coal was mined within the State.

Pilots of the MH-60S helicopter are exposed to continuous whole body vibration (WBV). Pilot fatigue is a growing operational concern due to the increased frequency of extended durations of missions (6-8+hours) in support of Operations Iraqi Freedom and Enduring Freedom. Endurance aspects of the currently used rotary wing seating systems were not optimized for the longer missions and wide range of pilot anthropometric measurements, which is now typical of naval aviation. The current seating systems were designed primarily to meet crashworthiness requirements, not for the wide range of pilot anthropometry or to mitigate WBV. Albeit, an issue, pilot fatigue and reduced mission effectiveness are also critical concerns. Current Hazard Reports indicated that pain in pilots’ legs and backs begin two to four hours into the flight and increase with time. Mission readiness also decreases with an increase in flight duration due to the constant distraction of pilots shifting in their seats while trying to get comfortable. Froom, et al [2] reported a dose-response relationship between the length of military helicopter flights and back discomfort. He also concluded that this pain is typically dull, over the lower back, and its prevalence and intensity are dependent on the total flight hours of exposure. Methods This study evaluated WBV produced in the pilot seating systems onboard the MH-60S. The purpose of the study was to test and compare the effectiveness of two different seat cushions, the current seat cushion versus an anti-vibration seat cushion. Both seat cushions were measured for acceleration levels averaged over five-minute intervals using a triaxial seat pad accelerometer. The recordings were completed for a 3-hour straight and level flight. A frequency analysis from 0-80 hertz (Hz) was conducted on all acceleration measurements to determine the dominant axis and frequency of the pilots’ vibration exposure. The results were then compared to the applicable Threshold Limit Values (TLVs) established by the American Conference of Governmental Industrial Hygienists (ACGIH) [1] and the International Organization for Standardization (ISO) 2631.1 [3] to determine the MH-60S pilots’ permissible exposure time for both seat cushions. Results The results of the study showed that for both seat cushions the vibration levels of the z-axis at 16 Hz had the shortest allowable exposure duration, according to the ACGIH TLVs. In the z-axis at 16 Hz, the MH-60S’s current seat cushion’s acceleration levels indicated an exposure time limit of approximately 6 hours, while the anti-vibration seat cushion’s acceleration levels pierced the 8-hour exposure time limit curve. This is shown in the graph below.

Kittusamy (Kittusamy & Buchholz, 2004) state that there have been few studies conducted to assess exposure to whole-body vibration (WBV) in the construction industry. They suggest that there is very little reliable data from the construction industry that characterizes exposure levels to various hazards including WBV or the health outcomes from such exposure and that there is a need for more exposure data. In a recent exploratory study of heavy construction equipment Cann (Cann, Salmoni, Vi, & Eger, 2003) looked at vibration levels for 14 different types of construction equipment. Eight of the 14 pieces of equipment tested exposed operators to levels of WBV that exceeded the recommended limits for an 8-hour period when comparing the measured VDV to the ISO 2631-1 standards. The purpose of the present research was not only to test a larger number of scrapers but also to investigate scraper operator exposure to whole body vibration (WBV) separately for each task. Methods 33 scrapers were evaluated for WBV in a variety of residential and road construction projects. Testing equipment consisted of triaxial accelerometers that allowed vibration data collection in all three orthogonal axes, with the x-axis positioned to measure vibration in the anterior-posterior direction, the y-axis in the medial-lateral direction, and the z-axis in the vertical direction. Root mean square accelerations (aRMS), vibration dose value (VDV), crest factor, and maximum transient vibration values (MTVV) were derived from this software and exported to an Excel™ spreadsheet for later data analysis. Test sessions for each piece of equipment lasted for approximately 20 minutes until at least three work cycles had been completed. Tasks included: idling while waiting for a bulldozer to push the scraper through the scraping phase, scraping, traveling loaded with dirt, dumping and traveling empty. Results Task breakdown by time reveals 25% of the work cycle was spent traveling fully loaded with dirt, 19% dumping, 21% traveling unloaded, 17% idling and 18% scraping. Calculation of aRMS vector sums gave values of 2.55 m/s2 during loaded transport, 2.46 m/s2 during dumping, 2.31 m/s2 during unloaded travel, 0.55 m/s2 during idling and 1.46 m/s2 during scraping (see Table 1). The highest acceleration values recorded were found in the z-axis during fully loaded transport reaching an average aRMS over three work cycles of 2.55 m/s2.

Workers exposed to vibrating hand tools are at risk of developing symptoms such as cold-induced vasospasms, loss of tactile sensitivity, and loss of grip strength in the fingers and hands. These symptoms are known collectively as vibration white finger (VWF) or hand-arm vibration syndrome (HAVS). Symptoms of VWF or HAVS are in part due to repeated and prolonged peripheral vasoconstriction[1, 2]. The reduction in blood flow that occurs with vasoconstriction can result in oxygen deprivation (hypoxia) in soft tissues, such as nerves and muscle, and lead to functional and structural changes in these tissues. The present study examined muscle tissue to determine if vibration-induced changes in transcript levels and protein concentrations result in enhanced vasoconstriction and hypoxia. Manual dexterity was also assessed intermittently to determine if vibration-induced changes in cellular factors are accompanied by performance deficits. Methods An animal model was developed to study the biological and functional changes that occur in response to repeated segmental vibration exposures. In this model, the right paw of intact rats was exposed to a platform vibrated at a frequency 250 Hz and amplitude of 49 m/s2 to simulate the vibration characteristics of hand-held grinders. Three groups of 8 rats each were studied: a vibration-exposed group, an exposure-control group, and a cage-control group. Exposure sessions, with or without vibration, were conducted 4 hr/day, 5 days/week for 5 weeks. Manual dexterity was assessed intermittently during the 5-week exposure period with the Montoya stair-case test[3], which quantifies the rat’s ability to reach for, grasp, and retrieve small food pellets placed below the rat on different levels or steps. Following the 5-week exposure period, the flexor muscles of the right forelimb were collected for analysis of gene expression, protein concentrations, and immunohistochemistry. Results Vibration-exposure resulted in an approximate 2-fold increase in the expression of a2C and a1D receptor transcripts in flexor muscles (Figure 1). These receptors mediate norepinephrine-induced vasoconstriction in smaller arteries. Vibration-exposure also resulted in an approximate 2-fold increase in hypoxia-induced factor-1a (HIF-1a), a transcription factor that is expressed in response to tissue hypoxia. Western analyses demonstrated that restraint caused a decrease in a1-receptor protein concentrations in the flexor, but vibration-exposure prevented the restraint-induced reduction (Figure 2). Immunohistochemistry performed on flexor muscles (not shown) demonstrated that a1 receptors are primarily located in arteries; maintained levels of these receptors could contribute to prolonged vasoconstriction following repeated vibration exposure. The staircase test showed some performance improvement, or a training effect, in manual dexterity for the control groups but not the vibration-exposed group (Figure 3).

The Mitchell and Berea sands were cored and logged in Fred Link well K-l, Lower Newport field, Washington County, Ohio. Core and reservoir fluid analyses and available field data were studied to determine if these sands could be successfully waterflooded. The results of the study indicate that there is insufficient oil in place to form an oilbank in either the western Mitchell pool or the Berea sand, and that no commercial recovery of oil by waterflooding can be obtained in these reservoirs.

Electrical dewatering tests are described in which the laboratory cells were designed for continuous operation using an endless metal belt as the anode . The test slurries were dilute , containing from 2.5 to 14.4 percent solids (specific gravity of 1.02 to 1.10 ) that were all minus 8 microns in size . Recovery of the solids of low water content was the practical objective of the investigation . Process variables evaluated and reported are : The effect of feed rate , amount of electrolyte , samples from different sources , and the use of two cells in series . These variables are evaluated on the basis of yield of clay per kilowatt - hour , recovery , and the amount of solids in the deposited clay . Recovery , yield , and solid content of the belt anode product are interdependent , and changes that will improve one of these characteristics often are accomplished at the expense of the others . Tests in which recoveries range from 50 to 60 percent usually result in yields of 8 to 9 kilograms (kg ) of dry clay per kilowatt- hour (kwhr ) . Under these conditions , the solid content of the deposited clay approximates 50 percent . One test sample , composed of kaolinite , showed very high yield , 13 to 16 kg per kwhr ; high recovery , 53 to 58 percent ; and 52 to 54 percent solids in the cake .

The mineral waste disposal system at the Grace Mine, Morgantown, Pa., was designed to minimize environmental effects while allowing much of the waste from the iron mine, mill, and concentrator to be utilized. Standard cost estimating procedures were used by the Bureau of Mines to determine waste disposal costs. Mill tailings and rock waste disposal costs were estimated at $0.151 and $0.276 per ton, respectively, for the 1965-67 production period. Total waste disposal cost was reduced about $0.015 per ton by utilizing part of the waste as aggregate. The net average cost for disposal of all mineral waste was $0.189 per ton.

High-resolution shallow seismic reflection methods are being used by the Bureau of Mines to map underground geologic features in coal mines. These features include faults, channel sand, washouts, rolls, and steep dips. The seismic method is proving useful for locating all of these at reasonable cost and with better definition than available with drill programs alone. This report provides a capsule description of the techniques and their application to mine planning.

Fire is always a serious-menace, whether in a residential or in an industrial region; in wartime it is particularly damaging in an industrial plant. The mining industry is especially vulnerable, as its plants are generally more or less isolated front centers of population and do not have access to modern fire-fighting equipment; moreover, owing to the transitory rapture of most mines, their surface structures; are often relatively flimsy and flammable.. Trained firemen seldom are available at or near mining plants to teach the fundamentals of fire-fighting to local fire brigades, with the result that efficiency in combating actual fires is lacking. Often the attitude "it can&apos;t happen here" is held by the management of a mining property, unless the plant has suffered a serious fire; even then lapse of time is very likely to induce forgetfulness as to the possible hazards. The necessity for producing metals for the prosecution of this war has increased management&apos;s responsibility. Whereas heretofore the loss of a plant or mill by fire meant merely monetary less to the stockholder of the company, now the national interest is affected, in that the nation suffers from loss of production of minerals indispensable for war purposes.
